Residents balk at Habitat for Humanity plans MIKE ADLER madler@insidetoronto.com Habitat for Humanity continues to face local councillors in Scarborough who, pressed by their constituents, are expressing concern about the charity
homebuilder’s actions. One, Gary Crawford, tried unsuccessfully this week to reverse a City of Toronto recommendation supporting Habitat’s nine-home proposal for a Birchmount Road lot at the Ontario Municipal Board to one
opposing the development. Another, Ron Moeser, mentioned his own worries about a Habitat proposal in West Hill after a ratepayer group in his ward told him and the charity they want Habitat to “look elsewhere” in future.
Although residents and their representatives have welcomed other Habitat projects into Scarborough neighbourhoods, there was anger in a section of Cliffside when residents heard vacant land at the corner of >>>HABITAT, page 17
The Scarborough Hospital (TSH) has recently started a planning process to respond to growing challenges it faces. Among these challenges are a static budget from the provincial government and projected needs among the community. The strategic planning process, dubbed “Forward Together – Building a Healthier Scarborough” will involve a series of consultations with hospital stakeholders. This includes staff, physicians, patients, volunteers, health care providers and community members. “This planning exercise will take us from the fall to winter,” said Robert Biron, President and CEO of TSH. “By the end of March at the latest, we hope to be able to unveil a final strategic plan that comes from our consultations and analysis.” The planning comes in the face of growing challenges for the hospital. With a newly elected government at Queen’s Park, many hospitals are having difficulties receiving increased funding. For TSH, funding remains static. “The province is facing signif>>>FUNDING, page 25

Local band plays at Country and Western Night Birchmount Bar and Grill bringing country back to the city jean ko din jkodin@insidetoronto.com A Scarborough country music band is playing at the Birchmount Bar and Grill’s Country and Western Night this Saturday from 10 p.m. to 2 a.m. Back 2 Back will be providing the crowd with live entertainment throughout the night, performing a repertoire of country classics as well as their own original songs. “There is not too much country happening in the city and it’s time to bring it back,” said the Birchmount’s owner Peter Papas. Papas said that the Birchmount used to host country music bands every week, but had stopped hosting the events about 40 years ago.
Two weeks ago, Papas decided to bring back the Country and Western Nights. “It has been very successful and it’s bringing in the people,” said Papas. “When you play country music, you understand about what they say because it’s about life.” traditional Back 2 Back’s bassist, Wolfe Milestone, shares Papas’s passion for traditional country music. Milestone said that today’s new country music is more rock and roll and it lacks the true roots of the genre. “I’m a traditionalist,” he said. “Everything today is more upbeat. The words of the song, the story of the song, the feel of the song, the two-step, the four-step and barn dance music... they don’t really have that anymore.” Milestone cites Garth Brooks, Willie Nelson and Hank Williams Sr. as some the band’s major influences, which also happens to be their most requested cover songs to perform.

Glean and 120 other young adults participated in the summer program, which gave them a taste of academic and personal achievement. program with tuition, transportation, meals and learning materials provided free of charge. For six weeks, students, aged 17 to 29, participated in seven courses meant to develop their careers. These included business fundamentals, human development, automotive technology, esthetics, digital media, green energy, and Glean’s choice of study; baking and entrepreneurship. ‘accomplished’ “In such a short time, I’ve accomplished more here than in my whole life,” Glean said on the podium. “I mended my past experiences, rose above them and figured out where I want to be.” Glean’s words were met with roaring cheers and applause by
her classmates and fellow HYPE students in a hall full of smiling faces. After not completing high school because she was now a mother of two children, Glean spent the past few years thinking about her future and that of her kids. Now, along with fellow HYPE program participants, she will return to Centennial in September to pursue full-time post-secondary education. “I don’t know where I’d be without my mentors,” Glean said. “I’m coming back in September to study Hospitality Management.” And it was those mentors, outreach co-ordinators Mede Ovbiagele and Melanie Holmes, who always motivated and supported HYPE students throughout the programs. Their speeches were
received with standing ovations by the students in a reflection of how thankful HYPE participants were for their help and encouragement. Since its inception in 2004, a third of the 1,000 young adults that graduated from HYPE continued on to post-secondary education. Even youths who finished high school with a distaste of education found a renewed desire and appreciation for the academics. “I graduated from high school a few years ago, but I was out of school for a while,” said Jirah Warner, 22, graduate of the business fundamentals course. “I came out of high school hating it, I despised it. But since I started here, I’m here every day, doing all my work. The mentors are awesome, the teachers are great.”

he fabulous attendance at this summer’s festivals in Toronto is a great indication of our willingness to participate in community activities. Gearing up for the fall hockey season Summer slipping away? Its replacement is around the corner...
W
ith seemingly everybody bemoaning summer slipping away, I prefer to look on the bright side: it means another hockey season is just around the corner. So, to celebrate its impending arrival, I made my annual mid-August visit to Nothing And I Mean Absolutely Nothing But Hockey to check out the latest gear. Once inside I was treated to a tear-jerking slice of Canadiana: a grandpa taking his grandson to buy some hockey equipment. Junior: “Here they are, Grandpa. These are the ones I want. The Zdeno Chara Indestructible Extra Strength Deluxe Ultra Supreme Magna 5000s.” Grandpa: “What the heck are those, Junior?”
Junior: “You know very well. Shin pads.” Grandpa: “Shin pads? That looks like the armour they were wearing in that battle for Middle Earth in Lord Of The Rings.” Junior: “So what did yours look like?” Grandpa: “Nothing. We didn’t have shin pads in those days. We used wornout Sears catalogues. We stuffed them under our jeans.” Junior: “Is that so?” Grandpa: “You kids today are spoiled rotten with all this high-tech fancy shmancy stuff. Like that hanging on the wall. What are those monstrosities up there anyway?” Junior: “Now I know you’re pulling my leg. You don’t expect me to believe you also didn’t have shoulder pads.” Grandpa: “Who had shoulder pads? We draped beach towels over our arms. That was all we needed.”

We wrapped old, ripped and torn sweat socks around our hands.” Junior: “What about those composite hockey sticks over there? Are you also going to try and tell me you didn’t have them?” Grandpa: “We didn’t know how to pronounce composite in those days, let alone make a hockey stick that way.” Junior: “So you’re telling me that all you had were those prehistoric wooden sticks I saw when you took me to the Hockey Hall of Fame?” Grandpa: “Who had sticks of any kind? We used sawed off fence posts.” Junior: “Let me guess, you also didn’t have pucks.”
Grandpa: “Good guess. We used heels of worn-out shoes.” Junior: “And what did you do for skates, pray tell? Tape knives to the bottom of our feet?” Grandpa: “No, smarty pants. We didn’t tape knives to the bottom of our feet.” Junior: “That’s a relief.” Grandpa: “Tape wasn’t strong enough in those days. We had to staple them on.” Junior: “You’re too much, Grandpa. Can I just get the shin pads so we can go.” Grandpa: “No problemo. But before we head home, I’ve got to make a quick pit-stop at Supplies-R-Us next door. I plum forgot. Election still very much Rob Ford’s to lose Does anyone in Toronto love Olivia Chow or John Tory as much as Irene Borecky and thousands like her love Rob Ford? That could be the key question in this fall’s election, which is still Ford’s to lose. Standing in line at Ford Fest recently, hearing people seriously compare the man to Jesus Christ, Pierre Trudeau and, strangest of all, David Crombie, I was struck by how unconditional is the love Ford’s fans give him. Some of us want to think politics isn’t a personality contest, and that the person with the best ideas, the best political record, should be elected Toronto’s mayor. That’s not how it works with most people, who vote politicians in because they like them. And Ford’s core supporters love him, many thinking, as Borecky does, that other politicians “are fakes,” and Ford’s different. “He’s one of us. He’s like us. He’s fallible like the rest of us,” said Borecky’s friend Maria F., who didn’t give her full name. “We’re not judge-
mike adler the city mental people.” Actually, many Ford fans are judgemental people. They judge him innocent, and others guilty. And many point to transgressions or admissions of drug use by other politicians, seeing a double standard applied to Ford. Standing with Ford Nation flags in her hair at the somehow-not-a-campaign-event in Scarborough’s Thomson Park, Borecky called Tory, a man she said she voted for in the past, a “spend-and-tax Liberal.” She said the former Ontario Progressive Conservative leader’s decision to put his campaign headquarters at Bay and Wellesley streets, “where the Bay Street money is,” was stupid. Based on how it looks, she may be right. Other people in the park gave only vague reasons why Ford should be re-elected; such as he tries to keep taxes low, or “hasn’t stolen a cent from us.” Mostly, though, you sense
Ford reminds Ford fans of themselves: they feel they’ve been cheated by the city somehow; they’ve made mistakes, battled addictions, or felt pressured to quit something, but kept going. The mayor’s scandals have blurred into a vague smudge that can be dismissed by the faithful as no big deal. Love for Ford will survive an October defeat, since, as Ford Fest-goer Pat Mason explained, none of the man’s opponents, should they beat him, can manage the city without his help. “If he doesn’t win, he’s not going to lose,” Mason predicted. “We will still look at him as the mayor.” Thelma Casimir, holding a hamburger, said she’s praying for him, and pronounced him perfect. “He went through hell. My man is back in shape.” Tory, or Chow, need some of that same adoration if they’re going to win.

Zoo marks 40 years, faces future challenges
Fight over elephants created rift between zoo board and city council

Scarborough Centre Councillor Glenn De Baeremaeker, a zoo board member for 11 years, said he doesn’t want the accreditation back, calling AZA and its Canadian counterpart CAZA “failed institutions,” and arguing they are “all about protecting themselves and protecting zookeepers.” The zoo’s elephants were living in AZA-approved “substandard conditions,” and sending them to PAWS, “the best elephant facility in North America” was the right decision, he said.
T
he Toronto Zoo, celebrating four decades this month with a “40 days of 40 animals countdown,” has just seen some difficult years. The last five saw the zoo launch and shelve a $250-million expansion plan, and lose its American accreditation during a fight between the zoo management board and Toronto’s city council over the fate of its elephants. A rift remains between the zoo board and the council, which rejected a board bid to make the zoo independent of city control. Such things will seem far away on this anniversary weekend, while children get faces painted near the giant pandas - which arrived for a five-year stay last March - or are visiting animals, including Puppe the orangutan and Charles the western lowland gorilla, who have been at the zoo since it opened on Aug. 15, 1974.

The zoo, however, is in the middle of strategic planning for the next five years, and its challenges are many. Dr. Graham Crawshaw, senior veterinarian, said its mission is evolving. “Forty years ago it was very much ‘come out and see the animals,’” but in recent years, the zoo’s involvement in research and conservation “has really come to the fore,” he said. But paying for the zoo’s expanded mission has been hard. In 2009, the zoo announced a plan to raise $250 million over 10 years,

money that would fix aging structures, expand the elephant paddock, build a learning centre and increase the zoo’s work in conservation and habitat preservation around the world. Canada was in a recession, and members of the zoo board, which had cut ties with its volunteer fundraising body the previous year, could not raise such sums. When the zoo board heard in 2011 its animal health centre had “major deficiencies” its accreditation agencies were noting with concern, it had a new centre designed with possible “viewing opportunities” for the public into surgery and treatment rooms - and a $14.5-million cost that remains out of reach. The $250-million figure “was wildly optimistic” at the time, but the plan was sound on where the zoo might look for funds, COO Robin Hale said. In July, the board approved recruitment of a
new fundraising foundation, agreeing with Hale’s assessment zoo fundraising efforts “have been hampered” since 2009 “due to a downturn in the economy and adverse publicity related to the potential sale of the zoo” — an idea the city later dropped — “and the question of independence of the zoo board from the city, a concern that has prevented many potential donors from supporting the zoo over the years.” Independence The independence issue centred on the zoo’s three remaining elephants, which council voted in 2011 to send to the Performing Animals Welfare Society sanctuary in California. After a long struggle with the board, which wanted the aging pachyderms sent to an institution approved by the Association of Zoos and Aquariums, the elephants arrived at PAWS last October.
The decision pleased activists, but angered zoo keepers and resulted in the U.S. agency in 2012 pulling accreditation the zoo had since 1977. “That whole elephant thing was a political show,” said Matt Berridge, vice president of Canadian Union of Public Employees Local 1600, which represents the keepers. Some city politicians, Berridge charged, saw the zoo as a “big political stepping stone” and the elephants as “a sexy thing to go after.” The zoo and city are still negotiating over an agreement stating “the zoo makes decisions relating to animal matters,” a key point the zoo believes will allow AZA to accredit the zoo. Meanwhile, warned a June report, the harm from this loss of accreditation “will only become more detrimental over time,” and “will weigh heavy on our important conservation and education programs.”
“We are going through turmoil right now,” added De Baeremaeker, who often finds himself on the losing end of votes at the zoo board, which currently has four councillors among its 12 members. “The zoo has been very slow and reluctant to change.” In 2012, after the elephant vote at council, the board agreed the zoo should be run by an independent body of up to 24 “prominent corporate, community and business leaders,” and no councillors. De Baeremaeker said councillors rejected this proposal as “shockingly bad,” though Hale said it’s “still on the table.” Berridge said the zoo should look at where it came from, and the leap forward it made from a downtown Riverdale Zoo of bars and concrete. “When we opened up 40 years ago, we were revolutionary for what zoos were becoming.” The Metropolitan Toronto Zoological Society opened the zoo in 1974 and ran it for four years, until the city took over “due to financial concerns.” The society, later renamed the Toronto Zoo Foundation, disbanded in 2008. A zoo run independently would no longer approach
other governments as a “small fish in a big pond,” far down on the city’s list of funding requests, said Berridge. Zoo supporters of all stripes agree the zoo’s potential, in a world of human-caused extinctions and climate change, is more important than ever. Employees said they’re proud of the zoo’s contributions to conservation, and visitors should know they’re supporting breeding programs for threatened species, habitat protection, and poaching prevention. De Baeremaeker argued the zoo, while it provides great entertainment, has “fallen tragically short” on delivering the message saving polar bears and gorillas requires changing human habits. “Protecting wildlife is about how you live.” Hale, however, said that message will be stepped up. “We have to tell that story a bit better,” he conceded, adding 15 per cent of the zoo’s operating budget is spent on conservation and research, and another eight per cent on education - a significant commitment. There’s also agreement the emergence of the Rouge National Urban Park around the zoo property is a great opportunity. The zoo, city, and Toronto and Region Conservation Authority are working on a pact with Parks Canada that could, in part, see some of the zoo’s 700 acres in the Rouge Valley transferred to the park, in return for park tableland the zoo will use for breeding, Hale said. From tomorrow to Sunday, the zoo will be host 40th anniversary events from 10 a.m. to 3 p.m. including zookeeper talks, a Play-doh Acitivity Tent and a visit from My Little Pony. The zoo is located off Meadowvale Road north of Sheppard Avenue.

With September approaching, GO Transit has announced it will add more service by the end of the month. More bus trips are promised by the regional transit agency, including a new weekend bus route between York University and the University of Waterloo when the modified GO schedule starts Saturday, Aug. 30. GO is also slightly modifying its train schedules for its seven lines, creating earlier morning trips in some cases to account for congestion and construction. GO is also ending its seasonal train and bus services from Toronto to the Niagara area at the beginning of September, although they will return for Thanksgiving weekend. James Baker launched the Bikers for Autism Society in 2012 to combine two passions: motorcycles and autism awareness. Baker has a relative who was diagnosed with a high functioning form of autism spectrum disorder. Bikers for Autism gear will be on sale at Thursday’s event, which is being organized by Const. Randall Arsenault, who also has a family member with autism. Anyone who wants to support the cause is invited to attend. TransCanada would like to take this opportunity to update you on the Eastern Mainline Project. The proposed project is needed to meet firm service commitments following the proposed transfer of a portion of the Canadian Mainline capacity to crude oil service from natural gas services as a part of the Energy East Project. The project is also required to meet growing market demand for new supplies of natural gas from the U.S. Northeast. TransCanada is proposing to add new natural gas pipeline facilities to the existing Canadian Mainline system in Ontario. These new facilities would be added in sections between Markham and the Township of South Dundas, on the southern arm of the Eastern Triangle. The preliminary scope of the project included the construction of approximately 370 km of pipeline. TransCanada has now finalized contracts with commercial shippers and determined a refined scope in order to ensure the appropriate amount of capacity is constructed to meet TransCanada’s existing and new firm contractual commitments. The proposed project scope now includes approximately 250 km of 36 inch pipeline with the addition of nine new 11 MW compressor units to be installed at five existing compressor stations. This project is a vital addition to the Canadian Mainline system and will provide homes, businesses, schools and hospitals in Ontario
and Quebec with a safe and reliable source of natural gas. TransCanada has considered a number of routing options as part of the consultation process with interested landowners and stakeholders. An initial proposed route was shared in project materials that were provided at Open Houses held between May and June 2014 and during other outreach activities this year. During the Open Houses and as part of ongoing conversations with landowners and stakeholders, we received important feedback and have refined the route for the pipeline. We are continuing our engagement efforts and welcome any additional feedback as we refine route deviations. We welcome any questions or comments you may have. Hundreds signed petitions against the proposal for eight semi-detached and one detached house on the land, which neighbours had used as a green space for 50 years. They weren’t convinced after Habitat held community consultations last April and November. At Scarborough Community Council in May, councillors voted to have city staff look at “all possible options” for a property - whose sale city council approved in 2009 including a land exchange. Habitat for Humanity Greater Toronto Area CEO Ene Underwood said she was “deeply disappointed and troubled” by the deci-
sion Scarborough councillors made. Six years after the city asked Habitat to buy the land, she said, “we find ourselves owning a property we can neither build on nor sell.” Habitat GTA has worked with councillors and the community in good faith, making changes to satisfy residents’ concerns on parking, landscaping and replacement of bylaw-protected trees, said Underwood, who assumed her post after the sale went through. The charity appealed to the OMB because the land exchange suggestion came with no guarantees or time limit, Underwood said, and families interested in working for home ownership are waiting for their chance in unsafe or crowded conditions.

Titans girls win provincial U12 beach volleyball crown Katerina Georgiadis and Izzabelle Madarang are t h e On t a r i o Vo l l e y b a l l Association’s U12 provincial beach champions for 2014. The girls won the gold medal at the provincial beach championships day-
long tournament held at Ashbridges Bay in Toronto on Saturday, Aug. 2. They had only played together in one beach tournament prior to the provincials, earning a gold medal in Cobourg on July 12th and this
is their first season playing competitive beach volleyball. The girls play indoor volleyball for the Scarborough Titans Volleyball Club and at their respective elementary schools St. Monica C.S. and Cardinal Leger C.S.

Carefirst Vocational Training Centre is offering job seekers a unique opportunity to kick-start their careers in the growing field of health care as a personal support worker (PSW). It’s a rewarding career helping others by providing frontline healthcare service. Personal support workers are in high demand in Ontario, says Edith Lam, director of development and communication at Carefirst Seniors Community Services Association. The Ontario government is increasingly focusing on the growing aging population by investing in PSW hours. The need for personal support workers is even greater with many existing personal support workers reaching retirement. The 25-week personal support worker certificate program will equip graduates with the skills and knowledge they need to work in hospitals, long-term care facilities and community services. Many graduates go on to work at retirement homes and community support service organizations such as CareFirst Seniors Community Services. For five years, the Carefirst Vocational Training Centre has been training PSWs in Scarborough. The centre is a registered private career college and Accredited under OCSA’s PSW Educational Program Accreditation. Funding a key challenge for TSH >>>from page 1 icant fiscal challenges because of the provincial deficit,” Biron said. “Hospitals are expected to participate in changes in the health care system.” Static funding makes it difficult to add or improve programs, services and departments. Kingsley Kwok, chair of the Scarborough Health Coalition, says an aging population and a regular influx of immigrants give the hospital new challenges. “People don’t stop aging and immigrants don’t stop coming,” Kwok said. “The younger you are the more unlikely you will need hospital services unless you start a new family. Immigrants usually start new families and the aging population is increasing.” With a growing need for geriatric health care in Scarborough, Kwok says the provincial government has started a trend of encouraging patients to take care of themselves and how to manage their own conditions.
But it’s not just an aging population that challenges TSH and other Scarborough hospitals. The Central East Local Health Integration Network (LHIN) has identified specific emergency medical conditions that are projected to increase, such as chronic obstructive pulmonary disease and congestive heart failure. And these conditions don’t necessarily affect the elderly. Robert Biron is optimistic in the face of these challenges as he recalls TSH’s previous planning process, which began in 2009. “The five-year plan from 2009-2014 has run its course and we’ve accomplished much of what was envisioned,” he said. “But we recognize as a hospital, we have a responsibility to continuously improve ourselves as an organization.” Among those accomplishments were the lowest wait times in the emergency department across the GTA and the opening of a “Global Community Resource Centre”
to better engage community residents. Biron makes it clear that “Forward Together” is not a reaction to the challenges but rather a natural course of action in the face of an ever-changing health care industry. “The point is that health care is changing so rapidly on a continuous basis,” he said. “The context we’re dealing with in addition to the fiscal challenges and the challenges of aging demographics is the need for the hospital system to transform itself.” Kwok welcomes the new planning process as he believes the hospital system has become a “tough place.” TSH is not receiving new funding and is looking for new capital funding. “The provincial government has re-directed funding to home care and community care,” he said. “The hospital has to respond and say ‘what can we do now?’ Do we shrink? Do we enforce what we’re doing now? So it makes sense for TSH to have this planning process.”
