Thousands attend annual Qssis Christmas dinner ALI RAZA araza@insidetoronto.com For the 25th year in a row, about 4,000 Scarborough residents were fed close to 2,500 pounds of turkey. No, it’s not a popular restaurant or even a community shelter that can boast those numbers. It’s Scarborough’s own Qssis Banquet Halls who hosted its annual free Christmas Family Dinner on Sunday, Dec. 21, open to the community and families looking for a little holiday cheer. And the turnout was far from little. With four sittings spread across the Sunday before Christmas, Qssis hosted thousands of guests including families with children, seniors and people of all backgrounds. Between serving plates of turkey dinner, greeting crowds of incoming guests and wiping the sweat off his brow, John Kioussis, president of Qssis Banquet Halls, spared a brief moment to talk with The Scarborough

Mirror about the Christmas dinner. “Why not a 125 years?” John said when asked how much longer he would host the dinners. “I feel good, I’m glad God has given us the opportunity to give back with whatever we can do.” The tradition was started in 1990 by John’s father and Qssis founder Harry Kioussis. Harry grew up in Greece as an

orphan and in 1955 arrived in Canada to build a new life. John said the dinners started as his father’s way of giving back to Canada and Canadians. Harry retired in 2000 and left the business to his sons, John and Jeff. In 2007, Harry passed away but his sons continue the holiday tradition of giving back to the community.

“We’re carrying the torch,” John said while Jeff was busy serving plates and seating guests. “Everything we do, we’re behind it together, it means equally as much to Jeff as it means to me because Jeff’s got two little ones and you hope to instill the same values in them.” The dinner is organized and funded by Qssis with help

from local organizations, private donors and volunteers. Tickets are passed on to residents through various social and church groups. The dinner ran from 11 a.m. to 7 p.m. through four two-hour sittings. Santa Claus made a special appearance and distributed gifts among children lining up for a photo. The hall was packed with hundreds of guests at any given time during the day. “This is what Christmas is all about, love and joy,” said Lise Hogan. “Somebody told me about Qssis two years ago and I’ve been coming ever since.” Melida Piedra came to Qssis with her daughter Victoria for a chance to meet Santa. “It’s exciting for my daughter, she saw Santa, she was excited about her gift,” Piedra said. “I think it’s amazing the work they are doing, I’m very grateful.” Ward 36 Scarborough Southwest Councillor Gary Crawford also made an

appearance to volunteer and help serve guests. The banquet hall is situated in his ward. “It’s just about trying to give back to people in the area that this time of year need a little bit of extra help,” he said. “It’s a testament to their (Kioussis family) belief in this community.” This year’s dinner was greeted by a shining sun and clear skies, unlike last year when Qssis operated in candle light during the ice storm. “We had no heat, no lights, no dishwasher,” John said. “We got a lower turnout of 1,500 but we kept going, even used paper plates toward the end of it.” John said Qssis will continue to serve free, annual Christmas dinners for families in the community in the coming years. “If I could do it for another 25, 50 years, why not?” he said.

Future NHL talents on display over the holidays Kids from all over the world who dream of making it in the National Hockey League will be going head to head at the Air Canada Centre in the 2015 IIHF World Junior Championship during the holidays. But that’s not the only place in town to find NHL hopefuls showcasing their talents over the next two weeks. The city is a hotbed for minor hockey holiday tournaments where you can find many more future NHL stars on display. If you drop by you’re liable to bump into my buddy Sean in the crowd at any of these popular tourneys. He’ll be hard at work, honing his craft between whistles. Not as a player – we’re talking heckler. Sean thinks it’s high time NHL clubs took advantage of what he considers a lucrative, untapped potential arena revenue stream: boisterous fans such as himself who regularly entertain the crowd with

jamie wayne BUT SERIOUSLY their remarks during stoppages in play. The sponsors would pay the teams for the right to utilize hecklers to help advertise their products and they’d pay the hecklers, too. Here’s what it would sound like during the game. Heckler 1: “Hey ref, you stink. Yeah, you heard me. You stink. With a capital PU. But you wouldn’t have to stink, mind you. In fact, you wouldn’t even have to sweat at all. Not if you used Fresh As A Daisy deodorant. That’s right, Fresh As A Daisy. Available at the end of Concourse 2. Speaking of which, you might want sprint over there after the next time out, just to be on the safe side. Police believe at least six passengers were onboard the TTC bus involved in Friday’s hit-and-run that took the life of a Scarborough teen. Amaria Diljohn, 14, was crossing Neilson Road at Finch Avenue when a northbound bus making a right turn struck her around 5:40 p.m. She was pronounced dead at the scene. The bus didn’t remain on scene. Toronto Police Const. Clint Stibbe said the bus driver, a 27-year-old man, attended traffic services on Saturday, spoke with investigators and left. “The driver was never arrested. He was never in custody.” No charges have been laid. Stibbe, of traffic services, declined to say whether or not Amaria had been a passenger on the bus that struck her. When asked why the bus didn’t stop, Stibbe said “we’re still too early

The woman argued with the man and begged him to leave while clutching her son. The child was also punched on the side of the head, causing swelling and bruising. Renewal ultimately in hands of community, Rotary campaign determines MIKE ADLER madler@insidetoronto.com Scarborough needs a new image, a year of talks led by local Rotary clubs has shown, but a new image won’t be enough. Scarborough needs to see other positive changes if the area is ever to regain the prosperity it once had. Residents can hope the Community Renewal Campaign, which Scarborough’s five Rotary clubs have run since February, can tell them what those changes should be, and who will commit to working for them. Researchers hired by the service clubs are expected next month to release a summary report with recommendations and “actions that the community will take on.” The report will call for “community champions” to supervise these actions, since the clubs can’t rejuvenate Scarborough on their own. “Ultimately, it’s up to the community to decide,” said Julia Bubrin, public consultation coordinator

for Hardy Stevenson and Associates, a firm whose principal is a local Rotarian. Researchers heard one message loud and clear at their meetings: a “rebranding” – taking on the “external perception of Scarborough” – is a must. It’s not hard to see why. The formerly independent borough lost 14,462 manufacturing jobs from 2002 to 2012, and since amalgamation with Toronto in 1998, Scarborough received only a tiny portion of the development boom bringing wealth to the centre of the city. Many Scarborough neighbourhoods, because they weren’t built with lower-income people in mind, have poor access to services they need. “Of all the amalgamated municipalities,” says one report prepared for the renewal campaign, “Scarborough has fared most poorly.” The report lays some blame for this on the loss of the former city’s political leadership as well as its economic development and planning staff.

It suggests creating a Scarborough Economic Development Corporation, with dedicated staff, and tax-free enterprise zones to draw manufacturers to empty industrial properties. Another report holds out hope Scarborough could be seen an “arts and music

hub” for Greater Toronto, bolstering its new brand with a full-scale Arts and Cultural Centre and perhaps a Canadian Rock and Roll Hall of Fame. Governments can develop a Scarborough economic strategy, the Rotary research argues, but

“discretionary money lies in the hands of local businesses and entrepreneurs who have the capacity to establish solutions addressing real needs of the Scarborough community.” Scarborough’s chamber of commerce faded out after amalgamation, but supporters of the Rotary campaign, headed by Scott Hua, are starting a business association. “We are at the very early stage,” Hua said. “For sure, everyone realizes we have to do something, and hopefully what I am working on will be part of it.” The campaign did not, however, make demands of candidates in the recent municipal election, though in hosting a debate at University of Toronto Scarborough it presented questions indicating a general dissatisfaction with city services in Scarborough, and that residents there have felt “abandoned” or ignored. Glenn De Baeremaeker, after he was named a deputy mayor for Scarborough in one of the first acts of Mayor John

Tory’s term, described the area as being trapped in an unhappy “forced marriage” with Toronto, and said the city needed to spread its wealth eastward from downtown. In an interview last month, Morgen Peers, a researcher for the Rotary campaign, acknowledged the arguments Scarborough has been “cheated” since amalgamation. The rebuilding of Scarborough’s identity and brand, he said, must happen by including immigrant and youth cultures, such as Scarborough’s “unbelievably vibrant” hip hop scene. Those hoping Scarborough stays the same will be disappointed, he said. The area in 1950 was mainly agricultural fields, said Peers, predicting changes over the coming decades will be just as radical. “Immigration’s not going to stop. Technology’s not going to stop.”

• 10 THINGS THAT WENT SCARBOROUGH’S WAY THIS YEAR • Scarborough, Toronto’s eastern quarter, doesn’t get half the breaks it should. But 2014 was a rare year in which a lot of things seemed to go right for the former borough. Here are some of the most important: THE HOSPITALS DIDN’T MERGE: After studying the deal for a year, the Scarborough Hospital and Rouge Valley Health System failed to close at the eleventh hour. The hospitals told the province they were cash-poor and the merger costs outstripped the savings. Plus, what they really need is a new hospital campus, since keeping up their aging, crowded facilities will cost $1.5 billion over 20 years. When the province didn’t come through – the hospitals’ bottom line was $5.4 million to cover wages and $18 million to start planning new facilities; the province offered $3 million – TSH called off the merger. THE CULTURAL HOTSPOT: A city-run project to “re-imagine” the area from Lawrence Avenue south to Lake Ontario, and from Victoria Park Avenue east to Highland Creek, Cultural Hotspot brought art to the streets and green spaces of south Scarborough in new ways. Here’s hoping north Scarborough gets its turn as a hotspot too. GUILD INN REBIRTH APPROVED: Third time’s the charm. Since 2001, the city-owned historic Guild Inn has been closed, left to decay in what one national group called ‘demolition by neglect.’ Two previ-

ous partnerships to revive the inn fell through, but a new deal with Toronto’s Dynamic Hospitality and Entertainment Group will see the damaged building pared back to its original form, the Bickford Residence, and reopened as a restaurant beside a new banquet hall and ceremonial space. BRIDLEWOOD HUB READY TO BUILD: It took years for an idea hatched in an Agincourt resident’s back yard to clear its planning hurdles, but that’s finally happened – which means work on a $29-million building housing a YMCA and space for The Scarborough Hospital and perhaps a dozen community agencies could be underway soon. JUNIOR CARIBBEAN CARNIVAL RETURNED TO MALVERN: After many years in Jane-Finch and Downsview, the Scotiabank Caribbean Carnival’s Junior Carnival event moved back to where many residents think it belongs – Malvern. NORTH SCARBOROUGH GREEN LOOP OPENED: Largely due to the efforts of cycling enthusiast Erhard Kraus, this circular bike path through north Scarborough’s L’Amoureaux and Agincourt neighbourhoods was opened and celebrated in May. PROVINCE SAID NO TO THE ROUGE PARK BILL: A national park in Scarborough’s Rouge Valley has been a conservationist’s dream for decades, but conservation groups found themselves campaigning

this year against the Rouge National Urban Park – at least, the current federal vision for it, which leaves more than half the park in the hands of tenant farmers. Ontario’s government refused to hand over the bulk of the valley unless the park legislation, Bill C-40, was changed to match previous protections for the Rouge. The impasse between governments remains, but the province took a principled and necessary stand to preserve the goals of the ‘Save the Rouge’ movement. CRAWFORD MADE BUDGET CHIEF: Gary Crawford’s reputation as a decent guy proceeds him into this new job. Re-elected as a councillor in Scarborough Southwest, he was picked by new Mayor John Tory to be his trusted holder of the city’s purse-strings. DE BAEREMAEKER A DEPUTY MAYOR: Glenn De Baeremaeker is a Scarborough councillor who likes to talk, and Mayor Tory has tapped him to talk, regularly, about what Scarborough residents want from their city. De Baeremaeker – who gets the title of deputy mayor in the bargain – has lots to say about the “unhappy forced marriage” he says Scarborough has had with the rest of Toronto. BAD STRETCH OF KINGSTON ROAD RESURFACED: Drivers on Kingston Road complained for years about its broken surfaces though the southwest Scarborough neighbourhoods of Birch Cliff and Fallingbrook. But a reconstruction by the city, though long delayed, is now complete.

Hundreds of struggling families will receive a month’s worth of food this holiday season thanks to a local organization that’s celebrating 10 years of helping the needy. Project Engagement held its annual food distribution day Friday at the Ellesmere C o m m u n i t y C e n t re i n Scarborough where hundreds of volunteers organized, sorted, packed and then delivered holiday hampers to 400 families. “There is approximately one month’s worth of food and household necessities for each family, so for example,

they’ll be getting fresh fruits and vegetables, some nonperishable canned items, pasta, rice,” said Nicole LippaGasparro, Project Engagement spokesperson. Holiday meal “We ensure that everybody has enough food that they can create a holiday meal for themselves, so they may be getting a ham or turkey.” The not-for-profit group was founded by Vincent Gasparro (managing director of The Green Tomorrow Fund) and Ward 37 Scarborough Centre Councillor Michael Thompson in 2004. “It started off with only

40 families (being helped) the first year, but it has since grown,” Lippa-Gasparro said. About 20,000 pounds of food was collected this year. The hampers, LippaGasparro said, also give families the chance to “put aside some money and direct it towards paying bills” so they don’t feel a squeeze during the holiday. City forced to face truths in 2014 Trying to parse the meaning of 2014 is only slightly less challenging than summarizing a Thomas Pynchon novel. But if not now, then when? So let me take a stab at it: 2014 was the year that Toronto realized it was not, in fact, a city. It was not, at least, the kind of city that we have always thought we were and the place we hoped we might remain: an idealized place where ethnic and economic divisions are not obstacles to consensus and harmony. We always knew this vision of Toronto might be a mirage. But in 2014, we stepped through the illusion and were faced with the undeniable evidence: on Oct. 27, only John Tory was able to exceed the support that remained with the Ford family, Mayor Rob Ford and his brother Doug. That Torontonians would elect Rob Ford mayor in 2010 might have been excused as a blip. Voters

david nickle the city either did not know or could not believe how unsuited Rob was for the city’s top job, and were likewise ignorant or incredulous of the fact that the picture Ford painted of the city’s problems and the solutions to those problems had so little to do with reality. But when four years later, with all of that amply and painfully demonstrated, many – about a third of those who voted – cast their vote with Doug Ford, there was no denying it. Toronto’s old idea of itself as a city no longer applies. Of course, that’s not to say we underwent dramatic change over 2014. Toronto’s “elite,” as the Fords describe them, have always been too enamoured of the shiny cultural artifacts of downtown. And the elites have always smugly boasted about Toronto’s multicultural

cred. It’s been tougher for the elites to recognize many of the people bringing those cultures and speaking those languages have gone to live in parts of the city that have been allowed to deteriorate, and since amalgamation in 1998 been farther from the decision-making centre of Toronto than ever before. The vote for the Fords came from many in those communities, despite the fact that the Fords offered nothing tangible there other than to articulate affection and camaraderie. That vote sustained over unprecedented scandal, in spite of lies against a backdrop of the illegal drug trade that is one of the most genuinely corrosive elements that a city can face. And that is what we’ve learned, more than anything, in 2014: the nature of our long, chronic injury. In 2015, here’s hoping we can learn how to heal it.

Zoo hosts Treats Walk on Boxing Day Everyone is invited to the Toronto Zoo’s annual Christmas Treats Walk on Boxing Day to feed animals special treats for the holidays. The zoo will be closed Christmas Day and will reopen Friday, Dec. 26 from 9:30 a.m. to 4:30 p.m. with half-price admission. The guided Treats Walk starts at the front entrance courtyard at 10:30 a.m.

Those on the walk will get to see zookeepers provide holiday treats for animals during their feeding times. Part of the tour includes the zoo’s new exhibit, Eurasia Wilds, which features snow leopards, red pandas, eagle owls, reindeer and more. The zoo requests visitors to bring non-perishable items for the Daily Bread Food Bank and old cell-

TTC riders, no matter what station they’re in, will finally have the opportunity to buy tokens and tickets using debit or credit cards. That’s the pledge made by TTC chair Josh Colle who announced last week that beginning in the new year, all station fare collectors

TTC riders have had the option to use debit or credit to buy a monthly or weekly Metropass since late 2012. Colle said having more ways to pay fares would also improve safety with TTC staff no longer needing to accept as large amount of cash to handle payments. Expanding fare payment options will cost the TTC around $1.5 million over five

years, to offer more options to use debit and credit for payment, as well as the development of a “cash register” to account for the increased volume of transactions paid by card. The new options will not allow for the purchase of single fares using a card.

Nuit Blanche is a runaway success that brought $40.5 million into Toronto this year alone. But does that money – $227 million since the all-night art exhibition was first tried here in 2006 – help everyone in the city, considering Nuit Blanche is staged only in its downtown core? Michael Thompson, a Scarborough councillor, thinks it does. The latest edition of the festival, already preparing for its 10th edition next Oct. 3, drew one million people, including 200,000 out-oftown visitors. That’s good for people working in hotels and the service industry, said Thompson, who’s the city’s economic development chairperson, and added in a release this week Nuit Blanche “is not only a powerful magnet for

tourism, it energizes our city and continues to attract impressive, positive national and international media attention.” Will the art of Nuit Blanche ever branch out of downtown to Toronto’s inner suburbs in even a small way, such as at Bluffers Park below the Scarborough Bluffs? It seems unlikely, though Julian Sleath, manager of the city’s cultural events programming, says the festival is trying to “engage” with other parts of the city. Nuit Blanche’s challenge is how well-attended it became in a short time. Much of the city’s infrastructure is geared to bringing people downtown, and many attending the crowded festival want to see at least 10 exhibits, Sleath said. “It’s an all-night event, so we need to be mindful of residential areas.” Sleath said Nuit Blanche in Paris, on which Toronto’s

In one of its first moves, the city’s budget committee decided last Thursday to send representatives to Scarborough, North York and Etobicoke for public meetings at civic centres. But the former cities of East York and York, where local councillors also wanted

budget meetings, will have to wait. “We’re very limited in what we can do,” said Gary Crawford, a Scarborough councillor appointed the city’s budget chief this month. Crawford said he wanted committee members to fan out from city hall in order

to reach more residents, an idea Mayor John Tory supports. But with only two days to hear from the public, hearing deputations in the four quarters of the city, including city hall, is a necessary compromise for 2015, he said. Not perfect “It’s not going to be perfect this (coming) year. This at least moves us forward a bit,” Crawford said. On Feb. 2, one subcommittee under Crawford will be at Scarborough Civic Centre from 3 to 5 p.m. and from 6 p.m. onwards, while another with Etobicoke Councillor John Campbell, the budget vice-chairperson, will be in North York. The next day, the groups will host meetings during those same hours at city hall and the Etobicoke Civic Centre. East York councillors Janet Davis and Mary Fragedakis, with Frances Nunziata of York, made a pitch for subcommittees visiting their centres too. “It sends a message that parts of the city are important,” Davis said. East York still has a council chamber, and it’s a place where people believe the city speaks to them and they speak to the city, she argued. Jim Karygiannis, a rookie Scarborough councillor, was unsympathetic. If a budget subcommittee is sent eastward it should go straight to Scarborough, which is home to “a hell of a lot” more people than East York, he said. Shelley Carroll, a former budget chief herself, warned against splitting the committee too thinly. “We’ve done this before, and it’s not ideal,” said the North York councillor, noting it would be impossible for either Crawford or the city’s chief financial officer to be at all of the meetings if there were three each day. Council has decided to have a comprehensive consultation on city spending priorities for a budget review that will cover 2016, 2017 and 2018. But the coming year’s budget will be a rushed “postelection” affair in the early days of a new term, she said. Crawford agreed, promising more days for listening to the public in 2016. Glenn De Baeremaeker, a Scarborough councillor, said residents of the area find their civic centre “within striking distance” and are less inclined to go to city hall. ‘Downtown people’ But some Toronto citizens – downtown people, he called them – are so passionate about budget issues they will travel outside the core to crowd the speaking lists at the subcommittee meetings, warned De Baeremaeker. “They will come and push aside local citizens in North York and Scarborough.” Perhaps remembering marathon meetings on budget issues during the last council term with weariness, the committee approved a motion by Michelle Berardinetti of Scarborough limiting to one person each group or organization wishing to speak, and allowing that person to speak at just one regular budget committee meeting and one subcommittee meeting. This way, “at least we wouldn’t be hearing from (the same) residents at multiple subcommittees,” Berardinetti said. The budget committee hopes to finish its work during the week of Feb. 20.

Toronto finance staff to study impact of new taxes DAVID NICKLE dnickle@insidetoronto.com For the first time since 2008, Toronto’s finance staff will be looking at the benefits and drawbacks of new taxes, the city’s Chief Financial Officer Roberto Rossini said. Rossini told the first meeting of Toronto’s budget committee last Thursday that staff will be revisiting such revenue tools as road tolls, consump-

tion and entertainment taxes and tobacco taxes as a possible way to bring in revenue to cover the city’s increasing costs. “We’re looking at dusting off the old reports and seeing what the potential implications would be, and is it something we should be looking at in the future,” said Roberto Rossini, Toronto’s CFO, following the meeting. The matter came up as

Rossini was walking the new councillors on the committee through the budget process for 2015 before it officially kicks off on Jan. 20 of next year. At that point, Rossini said, the city will find out just how much of a hole it’s in financially. Last year, staff estimated that the city would need to find $333 million, or face a property tax hike of 15 per cent.

Rossini said that it wouldn’t likely be that high when all the numbers came in. But he made it clear that in the future staff will be studying other ways to fill that gap in revenues rather than further cuts in budgets past 2015. “It’s just something we’re looking at,” he said. “The last time we looked at this in 2007/2008. We had revenue projections then and we’re looking at revenue projec-

tions, wondering what they would amount to if we did them today.” In 2007, Toronto’s finance staff performed a detailed study and consultation on what additional revenue tools the city might impose, and eventually recommended two: the land transfer tax and the vehicle registration tax, both of which were eventually imposed under former Mayor David Miller.

But when former Mayor Rob Ford was elected in 2010, the vehicle registration tax of $60 per automobile was repealed, and Rossini said that, given that, staff were reluctant to look at other possible revenue tools. Budget chief Gary Crawford said there was no harm in looking at all the options.

Toronto’s municipal notices fail to dazzle judges DAVID NICKLE

dnickle@insidetoronto.com Just because the law says your municipality has to send out a notice for the rezoning for a proposed triplex, doesn’t mean you have to be a stuffed-shirt about it. And at last Wednesday afternoon’s 2014 Dazzling

Notice awards, community organizer Dave Meslin presented awards to municipalities that took a breezy, whimsical and creative approach to everything from planning notices to recycling door-hangers. The awards have been given out since 2012, when the Village of Pemberton,

British Columbia received the inaugural prize. This time, award-judges handed out prizes in six categories to communities across Canada. Although the awards were presented in a committee room at Toronto City Hall, Toronto was notably absent from the lineup of winners.

Meslin suggested part of the purpose of the awards was to “shame” other governments into stepping up their game. “To be fair, the larger bureaucracies take longer to make changes, but it’s been a few years now,” he said. Meslin said it makes sense for municipalities to put more effort into designing notices

than the minimal small-print legalese that often constitutes statutory advertisements. Inform and engage “There are two ways of looking at what these notices are for,” he said. “Sometimes the bureaucracy views it as a requirement of the plan-

ning act… it’s a bureaucratic step that has to happen and they’ve done their job. The other way is that it’s an opportunity to inform and engage not out of obligation, but as an opportunity to seek input, for free.”
