CARES program trying to restart in new year Program run on shoestring buget that helped divert people from crime now on hiatus MIKE ADLER madler@insidetoronto.com CARES, a Scarborough agency that gave hundreds of local young people a way out of welfare and crime by helping them get a high school diploma, will try to re-establish itself in 2014 after a hiatus. Its hopes of a longterm survival, however, appear faint. Run on a shoestring budget in a former Eglinton Avenue dance studio, the alternative education centre was short of money for several years. Only personal contributions from volunteers and other supporters kept CARES going. Finally, changes at Ontario Works, its main source of clients, meant CARES’ director Maryann Poulos had to collect money from clients directly, and that proved too difficult. “She came to the conclusion it was pointless to keep working this

way,” and closed the agency’s office in June, Hedy Baker-Graf, a retired teacher who has volunteered with CARES for eight years, said. Opened in 2003 as the Centre for Addiction, Recovery and Employment Services, CARES found success preparing young people for a high school equivalency called the GED, or General Educational Development. small groups GED is a faster route to a diploma than earning conventional school credits, and taught in small groups, CARES clients started to turn their lives around. Baker-Graf said she worked more than 1,000 youths at CARES, and though many had been on a criminal path, most passed their GED exam and some went on to apprenticeships or college. York University, and started there this fall, she said. “We know that the program works.” But the province, which grants the GED diploma, doesn’t fund preparation for the GED exam, saying GED preparation services are unregulated and funding them would require a change in law. Poulos, who was unavailable for an interview, tried for years to get political support for that change, arguing her clients, if they passed the GED and got off welfare as a result, would save the City of Toronto and the province millions.

Glenn De Baeremaeker, local councillor for the strip plaza west of Markham Road where CARES operated, said the agency can’t be replaced and its loss is particularly felt in Scarborough Village, an area the city recognizes is short of social services. ‘weaker’ “That community, and our c o m m u n i t y, i s n ow w e a k e r because they’re missing,” said De Baeremaeker, adding CARES was doing something special, if unconventional, for people with more than one problem. “They really were a lifeline to those people.” While De Baeremaeker said he would be happy to help CARES if there is something the city can do, the agency has continued some of its GED preparation work in a temporary partnership with Native Child

and Family Services of Toronto. Native Child and Family would not comment on the partnership, which will end when the students write the GED exam in January, but Baker-Graf said Poulos was able to bring some of her Scarborough Village clients to a GED program at the Scarborough Child and Family Life Centre on Galloway Road. Volunteering there as well as teaching credits for Toronto’s public school board, Baker-Graf said she is donating her pay to allow CARES to exist until January. She said she’s still hopeful the agency can find a home, adding a Kingston Road church has offered a free basement space. “The goal is to eventually find new quarters but we also have to find a steady source of funding,” said Baker-Graf.

How to keep your new year’s resolution

f you still haven’t settled on your 2014 new year’s resolution yet, you better get a move on. The New Year’s Eve countdown is rapidly approaching. In the meantime, a word of advice: if you’re hoping to keep your resolution longer than the usual second or two most people seem to last, the experts say a good support system is the key. My pal Mike took that information to heart. He dropped by to tell me his resolution the other day and asked if he could lean on me from time to time to help him see things through. I have to tell you, I was touched. In all the years I’ve known him he’s never reached out like that before. “You know you can,” I said, as a tiny tear appeared in the corner of my eye. “And to prove I mean business, I’ll call you right after dinner next Wednesday.” “WEDNESDAY,” he shrieked. “What on earth for?”

I’ll have way too much on my plate at the office to try and initiate a major lifestyle change at the same time.” “Gotcha. I’ll make it the evening of Friday the third. We’ll be good to go. And I

We’re programmed from our childhood to think of Friday as the end of the week.” “Shall I touch base Saturday perhaps, Jan. 4?” I asked hopefully. “Give me a break. Who starts new things at the beginning of a weekend?” “Sunday, then? The fifth of January?” I sighed. “The END of a weekend? That’s even worse.” “So by process of elimination I’m guessing your resolution will be starting on Monday, Jan. 6. I’ll jot that down on my calendar right now. How about I give you a dingle right after WWE Monday Night Raw?” “Don’t bother. I’ll be too busy. My mom’s coming in that week from Halifax.” “How about the following

Monday, then?” “Sorry. I won’t be around. I’ll be in Stockholm for an old-timer’s hockey tournament.” “Mike, just out of curiosity, what was your resolution again?” “Come on, man. I told you 20 times already. It’s to stop procrastinating. But enough about me. You never told me your resolution.” “To stop being so darn forgetful.” “Excellent choice. And just to let you know, I’ll be there for you, too, Jamie, OK?” “Thanks, pal. It means a lot to me to hear you say that.” “That’s what friends are for, buddy. Winter cycling takes right equipment

was out during a frosty evening with the family recently and one of the things that I noticed was the number of people out on bicycles. Despite the fact that it was very cold and windy, the numbers on bikes were still significant. The reality is that even when there is snow, bicycles today are better equipped with special snow tires, winter brakes and other accessories that make them safer than before. Winter clothing for cyclists has also come a long way, being both warm and breathable, plus many companies are providing change areas for cycling employees. Likewise the indoor parking lots of many office buildings are setting up special safe areas where cyclists can park their bikes where they can be watched. The biggest problem for cyclists is not the weather but theft, though having a place where the salt and

�� slush can melt off is definitely a benefit. You might be surprised to know that snow is not a big issue with bikes as there are winter tires available and even ice can be managed with studded tires. Cars and trucks remain a big problem, particularly in the early morning and evening darkness. Most winter cyclists have lots of lighting on their bikes as well as reflectors, but still many motorists are not expecting cyclists this time of year. Just as it is with cars and trucks, it takes longer for cyclists to stop and with the bulkier clothing their vision can be blocked slightly. This does not mean that cycling needs to be banned or restricted, simply all users of the roads need to be more cautious.

There is also the additional users of the roads today – the electric scooters – who travel faster and are using the roads in the winter. While still having a slight acrimonious relationship with bicyclists for using bicycle lanes (which they are not permitted to do) they are now additional two-wheel users of the road. So this winter take additional care when driving, particularly during the dark periods, to keep an eye out for two-wheel vehicles, both bicycles and electrically powered. The law says share the road and that’s what we all must do in order to keep the streets of Toronto safe and sane this winter for all users. There is no use grumbling about who’s right and wrong, just travel with care and try and get home safe.

Not enough land for students in new Bendale school project To the editor: A community consultation meeting was held at Bendale Business and Technical Institute earlier this month. An application for a rezoning ammendment a draft plan to demolish the existing Bendale BTI building to permit construction of 140 townhouse units was presented. A new secondary school is proposed on the balance of the Bendale property. The Toronto District School Board has not convinced me that the area needed for this development is not required

for school use. They have taken open space from the elementary school and half the field and track from David and Mary Thomson Collegiate to justify the new school. When an area for active play is provided to the elementary school and the field and track at Thomson are restored there is not six acres available for redevelopment. No land for the field and track for the new secondary school are available. With such restorations, the use of

the elementary school and the secondary school are compromised. Whenever possible, the open space on school sites and parkland is joined to provide a resource for the whole commuity. The Donwood Park is a perfect example. This proposal should not have been put forward without advising the community of the serious change to the existing schools and the park. D.C. Patterson

TTC needs automatic change counters

To the editor: The TTC always seems to be burdening taxpayers because of their mismanagement of the system. The New York Transit buses are equipped with coin counters for exact fare passengers. This

is not so in TTC buses and streetcars. One day while travelling on a bus, I stood at the front near the driver throughout my journey. I observed, on several occasions, persons entering the bus who did not

put the exact change in the fare box. There was no way the driver could have known how much money went in the box because it is not equipped with a counter. Kenneth Singh

Paul Abraham will be unicycling for a “wheely” good cause. The Scarborough native is pledging to ride from Regina to Toronto in May to raise money to help find a cure for Crohn’s disease and colitis. Abraham, also known as The Unicycle Guy, said he plans to take the Trans-Canada bike trail for most of the month-long 2,600-kilometre trip. “I wanted to stay within Canada and really see the beautiful sites, some of the most beautiful forests, lakes, views I’ll probably ever see.” Abraham noted he has friends and a close relative who are dealing with Crohn’s disease and colitis. “It costs somebody with Crohn’s or colitis close to

$20,000 a year to be on the medication just to feel better,” he said. “At this point there is no cure, but there is treatment. The treatment is very expensive, which is why I want to do this trip and really try to make an impact.” Abraham is now planning out his route and reaching out to the communities he’ll be travelling through. “I don’t want to ride completely solo. I think

that’s just way too crazy,” he said. “So what I’m going to do is organize it in a way where people can ride a portion of the distance with me.” One person has already committed to riding with him for 120 kilometres from Thunder Bay. Throughout the journey, Abraham plans to post daily updates on Twitter and his website unicycleguy.ca on where he’s been and who he’s met. Abraham raised nearly

$4,000 for Sick Kids hospital in a unicycle ride from Montreal to Toronto back in May of this year. He purchased the unicycle six months earlier after his bike was stolen. Abraham plans to leave Regina on May 1 and arrive in Toronto June 5. The money raised will go to the Crohn’s and Colitis Foundation of Canada.

Aboriginal cancer care focus of social worker MIKE ADLER madler@insidetoronto.com Social worker Kathy MacLeodBeaver is on a mission to help Scarborough’s aboriginal residents get the cancer care they need. Cancers are becoming more common in Ontario’s aboriginal populations, and their survival rates for major cancers are said to be lower than provincial averages. MacLeod-Beaver, one of 10 “aboriginal navigators” hired this year by the province, is looking for gaps in how cancer-related services, including palliative and supportive care, connect with local First Nations or Metis people.

“It’s my hope that we can bridge the gap between the services and the people,” she said in an interview from her office at Lakeridge Health in Oshawa. Though she’s serving a large territory for the Central East Regional Cancer Care Program, MacLeod-Beaver’s work includes understanding the needs of Scarborough’s growing aboriginal community. It’s difficult to find out why responses to cancer or the use of cancer-related services may be different for aboriginal people in the Central East, a region including three Indian Reserves as well as Scarborough, Durham, and Kawartha. Health-care statistics

wouldn’t show aboriginal people unless they identify themselves to providers, said MacLeod-Beaver, speculating some could lack information about programs, transportation or a family doctor. In a joint release with The Scarborough Hospital last week, Tom McHugh, a vice president of the regional cancer program, welcomed MacLeod-Beaver, who comes from Alderville First Nation north of Cobourg. “Her arrival and our focus on meeting the distinct emotional, physical and spiritual needs of this community will help to lower the risk of cancer, break down barriers to care and ensure better, longer lives for people who do get cancer,” he said.

Scarborough born and raised Dwayne De Rosario could be finishing out his storied Major League Soccer (MLS) career back on his home turf after being picked up by Toronto FC in the league’s re-entry draft this week. All that remained was to finalize a contract. The Winston Churchill Collegiate grad is still the club’s leading scorer with 27 goals scored during 57 games played between 2009 and 2011. He’s also the league’s sixth all-time top scorer with 103 goals in 324 games. His first stint in Toronto famously ended with a nasty falling out over his contract. But with new management in place, both sides were happy to resume their relationship. The 35-year-old star, who regularly helps out with his winter soccer camp at the Major League Sportsplex on Danforth Road, figures he can play another two or three years if he can remain healthy and injury free.

The You Cannot Kill What Is Already Dead exhibit is on at the Doris McCarthy Gallery until Jan. 25. It features works based on the apocalyptic and the

undead – while the artists’ approaches may sometimes be humorous, the works are rooted in dread and panic. Of particular focus within the exhibition is an exploration of the zombie phenomenon, a fascination understood to be based on the way zombies speak to wider social, cultural and political anxieties. Through their works – presented in a variety of media, including sculpture, installation, embroidery, video, collage, drawing and social media – the artists in You Cannot Kill What Is Already Dead examine these issues. First-time feature filmmaker Erin Corrado will be showing her work at The Daring Independent Film Festival on Dec. 28. In 2007, when she was 17 years old, Corrado made her first short film, which played in Toronto at the Plan in Focus film festival. And a few years later she started experimenting with feature films. And today, the 24 year old, who is a selftaught filmmaker, has created a film that follows her childhood friend, Nicole Flynn, who has Down Syndrome. The subject of her film titled, I am Not Invisible, is about Flynn who leads a very rewarding life full of achievements. The film is named after a poem Flynn wrote in 2010. Flynn has a long list of experiences from performing with the Scarborough Music Theatre in Joseph and the Amazing Technicolour Dream Coat to many awards in swimming. And it was a swimming competition that helped the idea of the feature film to flourish, Corrado said. “She (Flynn) had an international competition for synchronized swimming in Italy the following year so I started filming; part of her training and it started to blossom from there.” Although the two had been friends since they were toddlers and their parents met because the girls were both home schooled, Corrado said, “I’d always known her as a friend

Presto timeline raises concerns RAHUL GUPTA rgupta@insidetoronto.com A long term plan to install the Presto fare system in TTC vehicles and stations is not acceptable, says the transit commission’s chair. The fare collection system is already in wide use on GO Transit and other GTA-area transit agencies with hundreds of thousands of transit riders tapping on daily. Presto is scheduled to be fully deployed by 2016 on the TTC, but that’s not nearly soon enough according to TTC chair Karen Stintz, who wants to see “substantial completion” by the Toronto 2015 Pan Am Games. At last week’s TTC board meeting, Stintz made a motion to direct staff to work with Metrolinx on a sped-up deployment schedule so that the smart fare card is in place in stations, new streetcars and buses as well as Wheel-Trans vehicles by the time the 2015 Pan Am Games begin. The motion, which also

called on regular schedule updates to the board, was approved unanimously. “We were presented with a schedule that wasn’t going to help us meet our goal, so I want to make sure the partners go back and look at a revised schedule,” said Stintz following the meeting at city hall. “I believe we can implement substantial completion by the Pan Am Games, which is why I’ve asked the parties to get together so we can get an outcome that works for everyone.” At the meeting, TTC staff presented to the board particulars of the Presto rollout plan, which will come in two phases starting fall of 2014, beginning with installing Presto card readers on 50 new streetcars to serve the Spadina, Bathurst, Dundas and Harbourfront lines, as well as at 23 stations, most of them in the downtown core. Installations would be handled by Metrolinx, which

operates Presto, including vending machines in stations and on vehicles as well as ticket validation devices for riders choosing to use paper tickets. Riders will also eventually be able to use their mobile devices, debit and credit cards to tap on, though not in time for the 2014 deployment. Complicating matters is the need for the deployment to satisfy 4,000 “business requirements” to ensure stable implementation. Also required are power upgrades in stations to accommodate the new Presto machines. Metrolinx, with input from the TTC, is also responsible for procuring the Presto device technology, including the software needed to run the payment system. Under the terms of the deployment plan Presto would be fully deployed by the end of 2016. After that, old TTC fare media, tickets,

The TTC is seeking public feedback for redesigned bus stop poles and shelter maps introduced earlier in the year. The redesigned infrastructure was installed on a trial basis along the 94 Wellesley bus route in February. At the time TTC senior executive Chris Upfold said the intention of the new look was to provide clearer information to customers while preserving the iconic nature of past TTC design. Critics of the designs say they are too simplified and of less value to local commuters.

Local dancer takes on role of lamb in The Nutcracker HILARY CATON scm@insidetoronto.com At just 10 years old, Scarborough’s Melpomeni Varahidis is already setting her sights on the big leagues when it comes to showcasing her dancing ability by landing a role as a lamb in the National Ballet of Canada’s production of the holiday classic The Nutcracker. “It was something I wanted to do,” said Melpomeni, who is a student in a National Ballet School (NBS) program. “It’s my first time in The Nutcracker and I’m really excited.” The production is choreographed by James Kudelka, a NBS graduate. It tells the tale of Misha and Marie, a bickering brother a sister and their friends Pete, Nikolai and their nurse Baba. They all set off on an adventure that takes them from childhood to adolescence. The Nutcracker, now in its 18th season, began rehearsing in early November. The students in the production range in age from ages six to 20 years old each with vary-

ing roles from lambs and mice to lead roles. For the past seven years, in partnership with various performing arts high schools in Toronto, the production accepts 60 students to participate in the ballet’s battle scene. The rest are chosen from three NBS programs: The teacher training program, the full-time students in the professional ballet program and the part-time community associates program, which Melpomeni is enrolled. “She’s been dancing with them since she was five years old,” said Marina Varahidis, Melpomeni’s mother. “She’s doing really well and she really enjoys it.” Melpomeni takes four classes a week, with each running for about 90 minutes. She’s currently taking historical dance, ballet and conditioning, ballet and the optional program of point on top of her regular schooling at École élémentaire Jeanne-Lajoie. Laurel Toto, the ballet’s rehearsal director, manages the 250 students for 45 minutes each week and is impressed with Melpomeni’s dedi-

cation at such a young age. “She’s totally committed to the process....She’s a conscientious young lady, she took her responsibilities as a lamb very seriously,” said Toto. “She comes to rehearsal very much wanting to work and do what she needed to. I’m very pleased to have her in the cast.” According to Laurel, who is also the head of the junior school at Canada’s NBS, this production is a “process of evolution,” each year is different and she said it’s a great eye-opening opportunity for young dancers. “For the community students it’s their first real look into a bigger production,”

said Laurel. “It’s a professional production, it’s not a recital. This is a wonderful education for them to see how the production is done, the values they need to have, the attention to detail...” Melpomeni’s group are those who play the roles of lamb and mice, the professional students are the lead roles, while the high school students from various performing arts schools take part in the “battle scene.” All of them are learning to move in costumes rather than leotards and a body suit, which can be a hard adjustment according to Laurel. Although Melpomeni is in the role of a lamb now, she plans on aiming higher for next year’s production. She says she wants to try to get a bigger role. “I think I want to play the role of a child next year,” said Melpomeni. Toronto ends year a broken city; full of anger, paranoia

t’s been a good year, 2013 has, for the profile of municipal journalism. That goes without saying – the Ford follies have put city hall reporters in a class akin to reality TV hosts – but it needs saying that it has been a terrible year for municipal governance, civic engagement, and community in this city. It started out bad enough. Since 2010, it’s become clear that a large number of residents of Toronto’s suburban communities have come to hate those who live closer to the downtown core, and for a large number of downtowners, the feeling seems mutual. It’s a particularly unhealthy tribalism we’ve caught ourselves in – a tribalism that’s stoked and been stoked by Mayor Rob Ford and his brother Doug. When the year began, with Mayor Ford successfully challenging a ruling to remove him from office for a conflict of interest, the division simmered. When newspaper reports revealed that Ford had appeared in a video smoking crack cocaine and was prone to bouts of public drunkenness, his evolving denials poured gasoline on the fire.

david nickle the city We in the media helped fuel that further, relentlessly seeking clarification from a mayor who refused to do so, camping outside his office and occasionally outside his home – allowing conspiracy theorists to posit that the media ‘elites’ were attempting to run the mayor out of office based on some kind of classbased agenda. Unprecedented We couldn’t have played it differently – as events transpired, it emerged that Mayor Ford was lying about nearly everything; that a video of him smoking crack cocaine did indeed exist and police were investigating him, and on and on. The mayor’s behaviour and untruthfulness was, to put it mildly, unprecedented, and journalists who don’t chase that down, aren’t doing their job. But in doing our jobs – in shedding light, and posing questions, and persisting – yes, we helped make it worse. For much of 2013, as a colleague of mine observed

recently, the news cycle has lived on the timetable of an angry drug user. And day in, day out, we’ve highlighted the grossest dysfunction of the communities in which we live. Some have taken to calling it all a distraction, but I submit that it’s more an amplification, a distortion – not of the sins of our mayor, but the forces that are tearing the city apart. In the months and years to come, someone is going to have to fix that. Toronto council has taken the first steps in doing so, sidelining Mayor Ford and putting the agreeable face of Deputy Mayor Norm Kelly at the head of council. The last year of the term has hopes of being sedate, conciliatory and friendly. At least, it will be as much of those things as one might expect in an election year. Ultimately, that is going to be Toronto’s test — not just of its leadership, but more importantly, its citizenry. We’ve got a city broken by anger, suspicion and paranoia and we’re going to have to get past that, if there’s to be any hope at all.

Council decides not to hurry controversial report DAVID NICKLE dnickle@insidetoronto.com Toronto Council has agreed to put off the question of contracting out garbage east of Yonge Street until after next year’s municipal election – siding with Mayor Rob Ford, in a clash with public works and infrastructure committee chair Denzil Minnan-Wong. Ford asked council at last week’s meeting to request a report on the pros and cons of contracting out

garbage collection on the east end of the city, to be delivered to the public works and infrastructure committee in 2015. “I find that we’ve had huge success contracting out garbage collection in Etobicoke, then finally got everything going west of Yonge Street. The proof is in the pudding – I’ll be shocked if it comes back that it’s cheaper to do it in house,” said Ford. “This is not anti-union. I encourage unions to compete and vote,

and if people disagree this will be a great election issue, just like it was last time.” Earlier in the term, the city contracted out about a quarter of the city’s garbage collection to Green For Life, and got changes to the collective agreements with city outside workers that allow the city to contract out the rest of garbage collection. But Ford had held off on moving ahead with full contracted out garbage until after the election.

Education tax unfair to Toronto, says city BIA group DAVID NICKLE dnickle@insidetoronto.com Running a successfully competitive small business can be a trick at the best of times. But for the past 15 years, Toronto business owners have been operating with a handicap that many of their neighbours outside of the 416 area code have not. Property taxes going to fund provincial education are higher in Toronto than they are in surrounding municipalities – and while relief has been promised, it’s not coming quickly enough for business leaders. “The difference for Toronto could amount to thousands of dollars,” said Lionel Miskin, vice-president of the Toronto Association of Business Improvement Areas (TABIA), which represents 74 BIAs (comprising of some 35,000 business and property owners) across the city. “If my business is on the south side of Steeles Avenue in Toronto and I’m competing with businesses on the north

side of Steeles Avenue, which is in Markham, I’m at a huge disadvantage.” The reasons behind that disadvantage is historic – stretching back to Mike Harris’ Common Sense Revolution in the late 1990s, continuing through governments led by Ernie Eves, Dalton McGuinty and Kathleen Wynne. Through it all, businesses in Toronto have waited, sometimes patiently, sometimes less so, for the mess borne of a seismic change in the way education was administered in this province to be fixed. It was a bright winter’s day in 1998 that Ernie Eves, Finance Minister in Mike Harris’ Progressive Conservative Government, came to a Danforth Avenue restaurant promising relief. Ev e s w a s p r o m i s i n g among other things, to fix the Business Education Tax – a levy on businesses across the province, imposed when the PC government took over the funding of education from local boards of education that same year.

Provincial education taxes are unfair to Toronto, says the Toronto Association of Business Improvement Areas (TABIA) which has a petition calling for them to be changed.

The change resulted in inequities. When local boards levied property taxes for local schools, they taxed according to local needs, and all those tax dollars went into local schools. But with the Ministry of Education allocating funding according to a specific formula, the money raised was spread across the province according to

regional needs. The province immediately equalized residential property tax rates for education. But business tax rates remained at their legacy rates, which varied widely from municipality to municipality. Because of that shift, Toronto and other large municipalities took on a larger portion of the property tax burden than smaller

ones. Eves committed to change all that – over time, cutting business taxes for relatively high rates so that it eventually would equalize at 1.6 per cent. The initial target date set by Eves for achieving that rate was 2007. By the time they left office in 2003, the Progressive Conservatives were cutting the tax by $400 million a year. That didn’t last long. When the Ontario Liberals took over that year, it froze the reductions until the 2007 budget, when it announced it would resume the cuts, once again targeting complete reduction of the rates by 2014. But in the 2012 budget, the government announced another freeze in the phaseout – until 2017-18, when the provincial budget is anticipated to be balanced. For TABIA, that’s too late. In a July, 2013 report commissioned by TABIA and the Ontario Business Improvement Area

Associations indicated that the freeze would effectively penalize Toronto, where business taxes remain higher than normal, and would not significantly speed up the rate at which the deficit is eliminated. Officials at the Ontario Ministry of Finance would not comment on the report but pointed to the 2012 provincial budget documents. The documents indicate that “high BET rates have been cut significantly, resulting in annual savings of over $200 million for Ontario businesses,” and highlight the fact that businesses in Toronto have seen an $18.1 million BET reduction over the course of the program. TABIA is hoping that Premier Wynne will move where her predecessor, McGuinty, has proven unwilling, and has organized a petition of business owners to bring political pressure to do so.
