Students set to take stage in jazz project Tara Hatherly thatherly@insidetoronto.com A choir of 240 Scarborough children will take the stage at The Toronto Centre for the Arts next Tuesday, Feb. 12, accompanied by famous jazz musicians and Toronto high school students. The students are performing at the fourth annual We Are One Jazz Project Concert, alongside legendary jazz pianist Barry Harris from New York, who composed the show’s music, and special guest soloist Charles McPherson, a saxophonist from California. Rounding out the show will be Bloor West’s Humberside Collegiate Institute string ensemble, the We Are One Big Band, a piano trio and adult choir. Scarborough schools The Grade 3 to 6 students from Macklin, Morrish and St. Margaret’s public schools, and Iroquois, Pauline Johnson, Percy Williams and Timberbank junior public schools, have been preparing for the performance for fourth months as part of the project, led by Howard Rees. “It’s really been a bit of an intensive or crash course in jazz for them,” Rees explained.

‘Everybody is very excited. I’ve been telling the adult choir, you guys better be ready, because we’ve got 240 kids that are ready to go.’ Howard Rees “Every Thursday since the end of October we’ve been having one large rehearsal with all 240 of them at Stephen Leacock and Albert Campbell high schools. Original songs “And then, in addition, we’ve been sending out a vocal coach and an accompanist to each individual school throughout the week, in between the main Thursday rehearsals, to give some further support and coaching in different musical points, such as singing in tune and such as learning how to read the music a little bit, and understanding some of the finer points of singing and singing with a large group.” Along with the music, the children will also perform >>>WE, page 5

shoes and comfortable clothes, and bring water and a towel. The One Billion Rising campaign was inspired by the fact one in three women, more than one billion, will be beaten or raped during their lifetime. As the campaign states, one billion women violated is an atrocity - one billion women dancing is a revolution. The campaign is organized by V-Day, a global activist movement founded by The Vagina Monologues’ creator Eve Ensler, that aims to educate people about the reality of violence against women. V-Day events take place annually on Valentine’s Day. Last year, almost 6,000 events took place throughout the world. The movement has raised more than $90 million for anti-violence and victim services organizations. For information on Guildwood Zumba, visit www.guildwoodzumba. ca.

“Each and every new bed that is coming into Rouge has some stateof-the-art features that will allow our clinicians and our patients to have a better experience here at Rouge Valley,” explained Cheryl Williams, vice president of acute services at the hospital. She noted the new beds are equipped with features such as therapeutic mattresses, weigh scales and adjustable heights. “While patients rarely think of their bed as a piece of equipment, it is a vital part of every stay in so many departments in our hospital.” The two-year campaign raised

donating money from their lemonade stand,” noted Councillor Ainslie. “Firefighters, EMS staff, police, TTC employees and a great number of the hospital’s own staff and administration have thrown their support and personal donations behind this campaign and we are truly inspired by their dedication.” Campaign volunteers were so inspired by their work, they decided they couldn’t bear to stop when the campaign finished. “The support we received from everyone really spoke to and encouraged us and energized us further,” Janet Ainslie said. “We’re going to take the momentum from here, and we’re going to use the event to raise money for other needs at the hospital every year in the bed races.” The annual bed races will take place at the Scarborough Town Centre, with the next taking place Friday, May 24 and raising money for a new operating table. The Scarborough community certainly didn’t sleep on supporting the Rouge Valley Health System Foundation’s Buy a Bed campaign, helping smash its fundraising goal of 100 new beds. Thanks to the campaign and its support, 120 new beds are making their way to Scarborough’s Rouge Valley Centenary hospital. The first shipment of beds arrived Tuesday, and immediately went into use. On Wednesday morning, volunteers and supporters gathered at the hospital to celebrate the campaign’s success and the arrival of the first bed shipment. “We surpassed our goal, and it’s been such a community-driven event, and I can’t thank everyone enough,” said Scarborough East Councillor Paul Ainslie, who cochaired the campaign committee with his wife Janet. “So many people came together, and we couldn’t be prouder of everyone that’s been involved.” Each bed costs approximately

$5,000. The new beds will be distributed throughout almost every unit of the hospital. At the celebration event, many people came dressed in pajamas to show their support of the campaign. To kick off the celebration, a parade of new beds pushed by donors and volunteers made its way through the crowd to loud cheers and applause.

Can Di Giorgio deliver balance on future budgets?

T

he city’s new budget chief, Frank Di Giorgio, has quite the job ahead of him as Toronto’s new budget chief. The fact Mayor Rob Ford sees Di Giorgio as “very very loyal to the administration”, those not so loyal to Ford our view will, if tradition continues, find ways to counter his suggesToronto needs tions as to how the city’s books should be balanced. a mix of budget Unlike his predecessor, Mike solutions Del Grande, who quit after councillors tweaked his 2013 operating budget and called for more transparency in the process, let’s hope Di Giorgio is not as quick to protest and remains open minded. On his first day as budget chief, Di Giorgio has already delivered. Despite Mayor Ford wanting to trim the Land Transfer Tax by 10 per cent, Di Giorgio openly stated revenue would have to come from somewhere else – and that trimming departmental budgets seems unlikely as there is little “gravy” left. As we have said before, City Council has to go beyond partisan politics and work together - especially on the budget. Toronto needs a mix of budget solutions. We need to analyze the needs of all Torontonians, all programs, and all spending. And sometimes that spending goes against the budgetary grain, but must still be done in order to build a well-balanced city. On raising taxes, Di Giorgio must be open to the notion. On spending in areas Torontonians expect – libraries, firefighters, EMS, and social programs – he must be also be open. That is not to say he shouldn’t stick to his convictions if he believes his budget is on track but he should not remain tied to dogma. Di Giorgio has served on Toronto’s budget committee since 2010; he has seen his fair share of debates on the floor of council, his fair share of deputants voicing their opinions on the budget direction. This is an advantage, and something that should not be ignored moving forward. “At the end of the day, if someone has a contrary opinion to me, council adjudicates things,” he said. “I would hope that they would keep the mandate. If in their wisdom they don’t, I may be disappointed – but I won’t be overly disappointed.” A good attitude moving forward. Let’s hope it continues. newsroom

Expressway users should pay for road maintenance To the editor: The majority of people who live in the 905 area work in Toronto. Most of them drive on our roads on a daily basis to and from work. Former mayor David Miller had seen it fit to just punish Torontonians by imposing the much-hated $60 license tax. Mayor Rob Ford had seen it differently and

he did the right thing by removing that tax. I do hope the relevant authorities let the people who use the Gardiner Expressway shoulder the responsibility by paying for its repairs. This burden shouldn’t be on Torontonians, most of whom do not travel on that road. Kenneth Singh

Bring back city’s plastic bag ban To the editor: When council brings forth the discussion on the plastic grocery bag ban, I hope they will vote to reinstitute it. Grocery bags are but a fraction of the problem; milk and bread come in plastic bags.

Look at your produce section – grapes and cherries are all in plastic bags, some with zip closings no less. Vegetables, fruit and bulk food items are also placed into a plastic bag. These, I admit, would be harder to

eliminate, but anyone can use a resuable bag to cart their groceries home. We are inundated with plastic and any viable means to reduce this must be taken. Stella Kryzanowksi

To the editor: Re: ‘Minority government cartoon’, Opinion page, Jan. 31. The cartoon commenting on the poor functioning of both minority and majority governments brilliantly highlights the problem with our current electoral system. The United Kingdom more accurately calls minority governments “hung parliaments” because the government is not the parliament. The government is the prime minister and the cabinet. In a hung parliament, legislation requires the support of more than one party. The big problem with this is that defeat of some legislation is taken as triggering a new election. In many nations it instead merely triggers a restructuring of the government – new alliances are formed that can enjoy the support of the majority of legislators. Only when a fresh coalition cannot be formed is an election necessary. The other side of the coin is that our majority governments aren’t. They don’t actually represent the majority of the voters. Usually they only represent about 40 per cent. This means that legislation passed by parliament does not have the clear support of the electorate. The most popular class of electoral systems, proportional representation, ensures the elected representatives actually do reflect the way the people voted. Bills passed by parliament enjoy the support of the representatives of the majority of the people. Over the last 60 years, Canada has had more federal elections than any other nation I know of, including Israel and Italy. Our electoral system has given us neither stable governments nor even responsive ones. If we followed the example of most countries and switched to some form of proportional representation, a cartoon complaining about the problems of both majority and minority governments would not be needed. The West Hill boys won the title game with a 1-0 victory over the Toronto Avalanche. West Hill goalie Ryan Deacon made a huge save with just seconds left in the game to secure the championship win. West Hill opened the tourney, played at York University’s Canlan Ice Sports last weekend, with a 6-0 win over the Lorne Park Ojibiwa. The shutout was earned by Harris Butkovich. In their second game, the Golden Hawks beat the West Ferris Trappers from North Bay in a shootout after the game ended 0-0 in regulation time. The shutout went to Deacon. Game three of the preliminary round saw West Hill lose in a shootout to the Avalanche, after the game ended 4-4. In the semifinal, the Golden Hawks went to overtime to beat the Stittsville Rams 2-1. The overtime winner was scored by Tarquin Opperman. “The boys never gave up,” said West Hill coach John Kumagai. “They played hard, showed a lot of character and had fun doing it.”

Auditor’s report highlights bad behaviour by city employees DAVID NICKLE dnickle@insidetoronto.com

working hours. I wouldn’t have any time or willingness to tolerate that nonsense.” Ford was responding to the findings in Toronto’s annual Fraud and Waste Hotline report from the city’s auditor general’s office. As it does every year, the report offers a litany of skullduggery and wastefulness among city employees ranging from the porn-surfing city worker to other workers who used private information to enrich their

City workers should keep their smut surfing activities at home said Mayor Rob Ford, following a report from the auditor general that a city employee was fired for looking at pornography online while working. “We can’t have employees getting paid to sit there and watch porn,” Ford told reporters yesterday. “Do that in private time, but not during

business and a lawyer who falsified land transfer tax rebates. The report detailed 774 complaints that had been received, and the auditor referred 333 of those to city divisions. Fifty were substantiated in 2012. The most frequently substantiated complaints involved conflicts of interest, eligibility of employees on long term disability and conflict of interest. Auditor General Jeffrey Griffiths

estimated the city has lost $500,000 due to the cumulative effect of fraud and waste in 2012. In total, the city lost about $2.1 million for all complaints received in the last five years. Here are some of the complaints. The auditor found seven members of the public were receiving subsidies as a result of fraudulent claims, resulting in $80,000 in losses to the city. Another city employee

was fired for submitting phony employee health benefit claims to the tune of $25,000. An employee of a vendor working with the city was caught for making and pocketing fraudulent claims against the city, to the tune of $225,000. The city has been reimbursed by the vendor, and police have been informed. The report will be going to the Feb. 15 meeting of Toronto’s Audit Committee.

Obituary

Hughes remembered for work to end poverty MIKE ADLER madler@insidetoronto.com Colin Hughes, a Children’s Aid Society worker in Toronto for more than 25 years, was committed to the hope Canada’s governments could put an end to poverty. Working at the society’s Scarborough branch and volunteering for organizations

in the area, Hughes, 59, was known for years to people in Scarborough as both a tireless campaigner for a more just society and a mentor to others working on behalf of children. His death at home on Feb. 1 was described as “unexpected.” “Colin leaves an outstanding legacy of accomplish-

ments that has advanced child welfare not just in Toronto but across Canada,” said a statement circulated at the Scarborough CAS, which added Hughes’s “personable and approachable manner” built bridges to many new residents and groups. “Within our Community Development team Colin was looked to for his leadership

and expertise on many child and family policy issues and contributed greatly to the development of our agency’s positions on those issues,” the statement said.

A funeral mass for Hughes was celebrated on Feb. 5 at Our Lady of Lourdes Church in downtown Toronto. Hughes “had a big laugh” and a warm personality, said Lee Soda, executive director of the Agincourt Community Services Association, who called him “an advocate for children and youth, a champion for those most marginalized, a voice for those who couldn’t speak for themselves and a fierce advocate for social justice.” Among the groups Hughes supported with his energy and time were Campaign 2000, the Colour of Poverty Coalition, the Scarborough Anti-Poverty Coalition, Scarborough Transit Action, Scarborough Arts, the East Scarborough Boys and Girls Club, West Scarborough Community Legal Services and the Toronto Coalition for Better Child Care.

Child poverty report Hughes researched and wrote a 2008 report, Greater Trouble in Greater Toronto, showing how child poverty had become entrenched in the city. He was steering committee chairperson of the Scarborough Civic Action Network, a group which this week said he had contributed “invaluable dedication to its governance, advocacy work and projects” over the past decade. Hughes “leaves a tremendous void and legacy he would want all of us to fill,” SCAN added in a message to its members.

Scarborough’s Colin Hughes is remembered for his commitment to ending poverty.

He was married to his wife Teresa for 35 years, and the couple had a daughter, Alana. One tribute said his greatest loves “were his family, his music, and his rowboat.”
