Federal, provincial grants for expansion at cultural centre The Chinese Cultural Centre of Greater Toronto will expand its usable space, creating a new basement dance studio and recreation rooms with federal and provincial grants. Renovation work at the Scarborough landmark will likely start this spring, Angela Chan, vice president of the Chinese Cultural Centre Foundation, said on Tuesday. Additional recreation space is much needed in the area, she added. Pickering-Scarborough East MP Corneliu Chisu appeared at the Sheppard Avenue East centre Saturday to officially announce $53,550 from the federal Community Infrastructure Improvement Fund to fund the work. “By improving facilities such as this one, we are helping to boost economic activity and maintain a high quality of life for residents of all ages,” Chisu said in a release. The Ontario Trillium Foundation has committed a further $51,600 to the project.

n Earth Angels grants for schools

Schools interested in receiving a butterfly garden, meadow ecosystem habitat or attend a biodiversity field trip are invited to apply for the Earth Angels grant by Feb. 22. Earth Angels is a registered environmental charity that has been providing hands-on environmental programs for 20 years. Programs are provided free to schools through funding support from TD Friends of the Environment Foundation, Mountain Equipment Co-op, Ontario Power Generation, the Intact Foundation and the Qualcomm Foundation. Rooming houses around university controversial MIKE ADLER madler@insidetoronto.com City inspectors have seven months to shut down illegal rooming houses around the University of Toronto Scarborough campus before Scarborough East Councillor Ron Moeser says he may be forced to consider an option he knows Highland Creek homeowners won’t like. A zone permitting licensed rooming houses, like those the City of Oshawa has lately allowed on streets near Durham College and the University of Ontario Institute of Technology, may be feasible, Moeser said this week, but the idea alone is “very controversial” to his constituents. Many have complained bitterly in recent months that Military Trail near the campus has become “rooming house row” and the neighbourhood is in danger of being a “student ghetto” one day. Drawing fresh attention to the conflict, charges of running an illegal rooming house were laid last week against owners of a Military Trail house, where the city says 11 people lived across the street from the U of T campus. The house is actually the sixth which bylaw enforcement officers from the city’s Municipal Licensing and Standards division, working from a list of nine suspected rooming houses, have shut down since Moeser formed a committee last November to attack the problem. “I can tell you unequivocally there’s more than that,” he said, adding two bylaw officers have been dedicated to work on Scarborough

rooming houses. Though Scarborough homes can legally have a separated rental apartment and rooms for two boarders, rooming houses, whether supervised by live-in owners or not, are not uncommon in some areas. Councillors, under pressure from neighbours of such homes, often complain it’s difficult for the city to gain entry to such houses. “People have the right to expect a single-family community to be single family,” Moeser said, though he also expressed sympathy for students who are “thrown out in the streets” when rooming houses

suddenly close. Some student roomers live in “horrific” conditions, added Moeser. “It gets to be a safety issue.” Moeser has, however, toured the part of Oshawa where “licensed rental houses” have lately been permitted by that city. This week, the councillor acknowleged “there is no easy answer with this issue,” and said he will give the dedicated MLS staff until September to do their best at enforcement. If that works, Moeser said, “then we don’t have to look at zones” where rooming houses might be permitted and licensed.

A representative of the Scarborough Campus Students’ Union, however, said the city might as well start looking at licensing rooming houses spreading now around UTSC. “At the end of the day, if you don’t allow it, it’s still going to happen,” said Guled Arale, the union’s vice president external. The campus has at least 10,000 students but rooms for just 746 on campus, and though it is planning a new residence building for a net gain of about 500 rooms, its population will be 15,000 before the building opens, Arale said.

Eventually, the city won’t be able to brush off the idea of a zone for licensed rooming houses, Arale argued, adding he hopes students and residents are willing to discuss the issue next September and “to accept this is a neighbourhood we can share.” Students need cheap accommodation options, since some may not be able to afford other places to live, said Arale, who said one of the displaced tenants from the Military Trail house is a friend. Rooming houses in downtown Toronto, Etobicoke and East York are regulated and licensed, but most local councillors have strongly opposed introducing such licensing anywhere in Scarborough. The latest proposal for a citywide harmonized zoning bylaw is proceeding without a provision for licensed rooming houses in Scarborough or North York, and though consultations on rooming houses were once promised, none are planned. “There’s no will on Scarborough’s part to have rooming houses,” Moeser said. If rooming houses are not permitted in North York or Scarborough, the harmonized bylaw will be challenged under Ontario’s Human Rights Code or Canada’s Charter of Rights, predicted Phil Nazar, community chairperson of the city’s Rooming House Working Group. Nazar, who works at the Toronto Christian Resource Centre, said licensed rooming houses are part of good planning. “There’s a demonstrated need for this kind of housing,” he said.

Family Day: a good chance to celebrate your community

ince 2008, Ontarians have been encouraged to celebrate Family Day on the third Monday of February and spend time with their loved ones. “Ontarians work very hard and they deserve more time to spend with the people they love,” states the provincial government’s website. Certainly, many Torontonians will take advantage of this relatively new statutory holiday this coming Monday our view to do just that. But consider extending that time to spend Community with the community in which you live. needs to be Like an extended family nurtured member, the community at large should be nurtured and supported by investing more time and resources into it. In return, a healthy and vibrant community plays a key role in the well-being of each individual living within its boundaries. A good first step is to be an active member of the community by taking part in the various activities available, which promotes increased neighbourly interaction. There’s plenty of opportunities to do so on the holiday Monday across the city. To the editor: The mayor is correct when it comes to his choice between the underground subway train or the light-rail transit (LRT) for east Scarborough. I do not know why TTC chair Karen Stintz and those on her bandwagon think the LRT is best. It appears every time it snows, this means of transport becomes stagnant. That was the case with the Scarborough RT line during last Friday’s storm. Riders are forced to stand for hours in the cold awaiting other means of transportation to take them to their destinations. This is unfair to those riders and also their relatives who are picking them up at different stations. I think Stintz and her backers should be embarrassed of themselves for voting in support of an LRT. I can see this project being a failure. Kenneth Singh

Mom will be mostly sunny throughout the morning and afternoon despite three days of intense cooking activity leading up to the annual fest and the gloomy extended outlook of massive post-party clean-up on the horizon. Dad will be a sweltering, hot air mass prone to regular outbursts of, “Honey, where did you put my socks?” “Sweetie, do you know where my shirt is?” “Darling, where the heck are my pants?” And Grandma and Grandpa will be subject to intermittent visibility on the laptop or tablet live from Miami due to the di rigueur interruptions on Skype. Daughter Melissa will be a whirlwind on Facebook. Sister Stacie will be texting up a storm. Brothers Tyler and Cameron will be in a

dense fog when asked to remove their hockey bags from the front lobby. And there will be a strong advisory of heavy gusts coming from a panting Rover who will also be drooling over everybody’s feet as he circulates around the room like a cyclone in the desperate search for crumbs from fallen Rice Krispies Squares. A slight disturbance emanating from both the north and the south is expected during the early afternoon as next-door neighbours Donna and Janet race over to borrow some butter or sugar for their family gettogethers.

And a severe warning will follow when their hubbies, Bert and Max, respectively, come blustering in right behind in a mad dash to hijack the sports section from the daily newspaper and then see if they can outmaneuver Rover for some of those yummy crumbs. Meanwhile, as usual, the relative – ahem – humility index will be zero. Looking at that radar screen we see a very icy reception for Aunt Wilma from Aunt Louise – and vice versa. No chances of a thaw between them any time soon. And a volcano, which has been rumbling beneath the surface since the early 1990s whenever cousins Victor and Arnold are in the same room, will finally erupt. There will be a warm front for those lucky enough to be seated next to the fireplace. There will be a cold front for those unlucky enough to

be in the basement next to the broken furnace. And there will be a stationary front directly across from the big-screen TV during the airing of The Young and the Restless. There will be constant flurry to the upstairs and downstairs bathrooms to check out the party soaps. And finally, a depression will set in at the end of the evening after the quadruple chocolate fudge swirl supreme explosion ice cream has been inhaled and all that is left on the dessert tray is the diet, low-fat, skim, plain soy yogurt left over from last Family Day. MIKE ADLER madler@insidetoronto.com If you live in a condominium, the City of Toronto wants to know whether anything about your building makes you unhappy. And at public meetings this month, including one in the rotunda of Scarborough Civic Centre next Wednesday, Feb. 20, from 7 to 9 p.m., the city wants suggestions on what can be done to make condominium life better. The Scarborough Civic Centre is a good spot for the consultation because there are thousands of condo units in the immediate area and thousands more will soon be built, said Glenn De Baeremaeker, the local councillor. And while he said condominiums are better regulated today than they were two decades ago, there’s a lot city officials who planned buildings around the civic centre did not forsee.

They didn’t believe, for example, that children would be living in those units, as hundreds do now. “What we thought would happen and what’s the reality are two different things,” De Baeremaeker said. Albert Campbell Park, recently created near the civic centre, “has become a giant dog toilet” because pet owners from the condo towers have few options, said De Baeremaeker who would like to see future condo towers built with required “dog runs” to deal with this problem. The discussion on Feb. 20 can be wide-ranging as this guide shows (www.toronto.ca/planning/pdf/ condo_consultation_discussion_ guide.pdf ), but the process aims to identify negative “issues” condo dwellers, boards and managers experience. A second round of meetings this spring will use “test ideas” to help shape concerns and other feedback from the first round into policy rec-

n New Toronto area codes

Come Monday, March 25, Toronto will have three area codes. The 437 area code will be added to the 647 and 416 area codes for the city. The 365 area code will be added to the 905 and 289 area code region. Increasing demand for telephone numbers, particularly for wireless devices, has created the need for additional numbers to serve customers in these regions. The new area codes will provide additional telephone numbers with no impact on existing telephone numbers. The new area codes will coexist with the current ones and will come into effect as new tele-

phone numbers are introduced. Numbers with the current area codes will continue to be assigned for the next few months until none remain. A new area code in a region does not affect the local calling areas or the way local or long distance calls are dialed. Currently, the 416 and 647 area codes are used in Toronto, while the 905 and 289 area codes cover Ajax, Pickering, Brampton, Burlington, Hamilton, Markham, Milton, Mississauga, Oakville, Oshawa, Richmond Hill, St. Catharines and Whitby.

Man, 27, charged in sex assault on GO Train Police have arrested a man in connection with a sexual assault last week on the Lakeshore East GO Train. A 15-year-old girl reported a man sat close to her, appeared to take pictures of her and then sexually assaulted her as the train stopped at Rouge Hill Go Station at about 4 p.m. on Feb. 6, Toronto police said in a release.

The girl left the train at the station and the man followed her a short distance before fleeing. Police released a video image of a suspect near the station last week. Christopher Fraser, 27, of Whitby was arrested Feb. 13 and charged with sexual assault, voyeurism for a sexual purpose, indecent acts, criminal harassment and obtaining transportation by fraud.

Police said there may be more victims and are asking people with information to call 416-808-7474, or anonymously at Crime Stoppers at 416-222-TIPS (8477).

n Pair face charges

Two 17-year-old youths were arrested Tuesday after an earlier attempt to rob a silk store near Eglinton Avenue and Brimley Road.

Toronto police allege that one of two accused who entered the store on Sunday, Feb. 10 pointed a starter’s pistol (an imitation handgun used at track meets) at a clerk in the store, who managed to wrestle the weapon away. A round from the pistol was fired during the struggle, police say. The clerk’s head was hit with the pistol, an injury requiring him

to be taken to hospital, before the two youths fled the store and were arrested a short distance away. One 17-year-old boy was charged with robbery and disguise with intent. He and a second youth also face other charges. Neither of the accused can be identified under the provisions of the Youth Criminal Justice Act.

Masaryktown – 65 years of Czech history T

here still exist in Scarborough, many 19th century homes of the early pioneers that have been incorporated into modern structures such that it is almost impossible to recognize the original building. This is the case with the Robert Jackson home on the west side of Scarborough Golf Club Road.

Robert Jackson was born in Yorkshire, England, and came to Canada about the middle of the 19th century with his first wife and four children. ACTIVE MEMBER He was an active member of St. Margarets Church and spent the first dozen years in Scarborough

living in a crude log cabin. As his family grew in size (he eventually had 18 children) he decided a permanent brick structure was necessary. Making the clay bricks on his own farm, he constructed a beautiful “bank” house on the north slope of the Highland Creek overlooking the valley. By 1875 the farm had been taken over by his

The 100-acre farm stretched from the creek to the 1st Concession (now Lawrence Avenue) and west from Scarborough Golf Club Road. By 1913, the Scarborough Golf and Country Club had purchased land in the valley such that the house now overlooked the beautifully landscaped golf course. In 1948, Canadians of Czechoslovakian origin founded Masaryktown on the site of the original Jackson farmhouse and incorporated the original building into the new club-

house. The rest of the property was sold to developers. Masaryktown is considered a National Park by the Czechoslovak-Canadians, who donated their time, money and efforts to the construction of their memorial park. Besides the clubhouse, the park had a swimming pool and a small sports track. Tomas G. Masaryk was born in 1850, about the same time as Jackson built his farmhouse. Masaryk (1850-1937) the statesman, politician, philosopher and sociologist, became the first president of Czechoslovakia after its formation in 1918 and it was in his honour that the name Masaryktown was chosen. Today, Robert Jackson’s mid-19th century farmhouse can still be seen on careful examination of the main building in Masaryktown. Many readers will remember when they tobogganed down the
