Police allege that between Nov. 14 and Feb. 7 a man with a stolen vehicle went to numerous GTA gas stations and obtained gas without paying.

FLED FROM POLICE In three of the incidents, a man allegedly fled from responding police, endangering members of the public. On Feb. 16, police released the name and photo of a suspect, who they said is known to frequent the Scarborough area. Vishal Sookwah, 23, of Toronto was arrested Monday. He has been charged with 19 counts of theft, three counts of failing to stop for police, 22 counts of failing to comply with recognizance, two counts of failing to comply with probation and one count each of theft of motor vehicle, theft from motor vehicle and possessing property obtained by crime. Police are asking anyone with information on thes gas thefts to call 42 Division officers at 416808-4200 or Crime Stoppers anonymously at 416-222-8477.

National honours for John A. Leslie principal ALI RAZA araza@insidetoronto.com A Scarborough principal has been named one of Canada’s Outstanding Principals. Selected alongside 39 other winners across the country, Greg McLeod from John A. Leslie Public School, in the Midland and St. Clair avenues area, received his award this week at the 11th annual Canada’s Outstanding Principals gala ceremony in Toronto. “While I’ll get the award, ultimately it’s the kids, parents and staff that I work with that really are the ones that make any of it possible,” McLeod said about the honour. McLeod has been principal at John A. Leslie for five years and used to teach at the faculty of education at the Ontario Institute for Studies in Education at U of T. He was also a vice principal at Beverley Heights Middle School and West Humber Collegiate Institute. But despite his extensive

A vacant home on Goldhawk Trail was gutted by fire Monday morning.
Fire destroys Goldhawk Trail home The fire marshal has been called in to investigate the cause of a two-alarm blaze that destroyed a home Monday. Firefighters were called to 243 Goldhawk Trail, near Steeles Avenue and Brimley Road, at 5:43 a.m. “The caller was from next door, saying that there’s flames visible from the second floor of the home,”
Capt. Adrian Ratushniak said. “The house was vacant at the time.” The home collapsed as a result of the fire. Damage is estimated at more than $500,000. “The home will likely be written off,” Ratushniak said. The neighbouring home was evacuated as a precaution.
Earlier in the morning, firefighters battled a blaze at an auto repair shop in the Eglinton and Warden avenues area. Fire crews rushed to 116 Manville Rd. shortly after 2 a.m. after a car caught fire in the vehicle repair area. The fire caused about $20,000 damage. No one was hurt in either blaze.

experience, McLeod was surprised he was nominated. “I didn’t know I was being nominated,” he said. “I was nominated by parents, staff, the vice principal and other principal, they actually did a singing telegram out in the hall to let me know.” Thankful of the nomination, McLeod was then greeted with handshakes, pats on the back and cheers from staff and students in the hallways when it was revealed he won the award.
Now, as one of the best in Canada McLeod insists he and the staff at John A. Leslie are “committed to keeping a strong connection with the kids.” Winners will receive fiveday executive leadership training at the University of Toronto’s Rotman School of Management. They will also join 350 other principals and become members of the National Academy of Canada’s Outstanding Principals for further networking, mentoring and professional development opportunities. The awards are run by The Learning Partnership, a national charity that supports and promotes publicly funded education in Canada through various programs and initiatives. Out of 13,000 public school principals in Canada, McLeod is one of 40 to be awarded based on an assessment of leadership skills, improvement in student achievement and overall school quality.
Nicey’s founder Vincent Lai remembered for kind manner, smile Vincent Lai, an admired Jamaican-Canadian who ran a West Indian market in northwest Scarborough for 35 years, died suddenly this month at age 65. Lai bought Nicey’s in 1979, and the store, as anchor of the Morecambe Plaza on Morecambe Gate, helped sustain the Chester Le neighbourhood in Agincourt. Nicey’s, which expanded by opening a West Indian takeout next door, had annual customer appreciation days
“to show our customers that we do not take them for granted.” For a time, there were Nicey’s franchise stores in Brampton, Downsview, Mississauga, Pickering and Vaughan, though only the original and Brampton locations remain. But it was Lai’s kind manner – his smile, people say, could brighten a room – customers are remembering after hearing of his passing at home in Richmond Hill on Feb. 13. He had the knack of making everyone who visited
the store feel special, Marvin Trini Ishmael and Jennifer Ishmael wrote in a tribute last week. “Our community is stronger because of his life.” Lai was born in Kwantung, China and emigrated with his parents in 1954 to Jamaica, where he married Larain Fay Duncan in 1976. The couple then emigrated to Toronto. Lai was known in the Chinese and West Indian communities for his philanthropy, which included support for Jamaican schools, as well as community sports and
events in Greater Toronto. The Black Business and Professional Association gave Lai its Harry Jerome President’s Award in 2013. A picture of him accepting the trophy hangs in the market near the cash registers, where Jamaican as well U.S. dollars were always accepted. Public viewings for Lai are at Highland Funeral Home on Sheppard Avenue in Scarborough today from 2 to 4 p.m. and from 6 to 9 p.m. His funeral service will be held tomorrow from 10 to 11 a.m. at St. Patrick’s Parish Church
on Hwy. 7 in Markham. “To commemorate the life of Vincent Lai” the Scarborough Nicey’s store will close at 4 p.m. today and won’t be open Friday, a notice on its website said. Besides his wife, Lai is survived by son Dr. Richard Vincent Lai, a dentist practicing in Malvern, and daughters Melissa Katherine Lai and Camille Renee Lai.

Progress still to be made on gender equity W
ith International Women’s Day on March 8, we’re looking at what it means to be female, the relationships between men and women in the workplace and Canadian society and some of the challenges women are facing and how they differ from a century ago. The history of International Women’s Day goes back to New York City in 1908 when women marched for shorter working hours, better pay and the right to vote. While it may seem hard to believe today, there was a time in both the United States and Canada when the right to vote did not extend to women. It wasn’t until 1919 in Canada that women were given that right. In the United States it was 1920, though some states had allowed women to vote going as far back as the late 1800s. All of which should remind our view us that the issue of women’s rights is still a part of recent Despite gains, history and ongoing news. Locally, in today’s papers women’s rights we talk with Toronto District remain an issue School Board student equity advisor and body image consultant Jill Andrew on the issues women and girls face when it comes to self-esteem and equity. Andrews said an event such as International Women’s Day is a good time to remember that women need to not simply be satisfied that they are at the table when it comes to making decisions in politics, business and their personal lives. “We need to be the people forming the table and finding people to push our ideas forward.” Lorna Marsden, a former president and vicechancellor of York University, agrees there is still work to be done even in a society that appears equitable and tolerant such as ours. “We have made tremendous gains, but we don’t have equal pay, we are still lacking in representation of women in decision-making positions such as business and cultural,” she pointed out. We hope the stories in today’s paper of local, inspiring women serve to get both women and men thinking more about the issue of gender equality and what needs to be done next. The secret to rolling up the rim success I dropped into my neighbourhood Tim Hortons Sunday morning and ran into my buddy Mike, who is usually all smiles. He was slumped in his chair, shaking his head. “I never win,” he sighed as he showed me the PLEASE PLAY AGAIN written on the inside of his rim. “Forget about a car, I can’t even win half a Timbit.” “Chin up, lad. If it’s any consolation, I haven’t won half a Timbit either.” “Jamie, you know there’s no such prize. Can’t you be serious for even one second in your life?” “Beats me. Why don’t I buy you another cup of coffee. If you win a stopwatch you can time me and you’ll know once and for all. How’s that sound?” “You know they don’t give away stopwatches in the contest, either. But I’ll take you up on your offer because I’m itching to take another shot at the rim.” “Coming right up and to show you what kind of guy
jamie wayne BUT SERIOUSLY I am, while you try again I’ll watch and then give you some tips on how to improve on your rim game plan.” I could see in his eyes he wanted to ask me if he could just get the java without having to be subjected to my tips. But he knew better. Anyhow, we talked over our coffees, intermittently our coffees talked over us and then it was time to get down to business. Mike did his thing, but it ended up in the same old same old PLEASE PLAY AGAIN. He showed it to me and whined, “See?” “What do you expect, man? You didn’t do it right,” I replied. “What do you mean I didn’t do it right? I rolled it up. Just like I always do.” “Precisely, my point. That’s why you never win.
You’re not following the exact instructions. They clearly state you have to RRROLL it up. Not roll. RRROLL.” I got him another, but alas, it was deja vu all over (PLEASE PLAY) again. “How do you explain why I lost this time, Mr. Know-It-All?” “That wasn’t a RRROLL, either. You PPPOPPED it up. Come on man, you’re not concentrating. I’ll go get you one more. But please, focus this time.” He tried once more, but the outcome was still nada. “So?” “Admittedly a slight improvement, but you merely UUUNCURLED that rim.” ...Later that afternoon. “Come on Mike, even a child of four knows that was a textbook LLLIFT up.” ...Later that evening. “Also not a RRROLL, I’m afraid. That was a TTTWIST and SSSHOUT. For what it’s worth, Twitter didn’t care for the TTTWIST at all, but
went bonkers over your embarrassing SSSHOUT.” That was the last straw. Mike officially threw in the towel. “OK, hotshot, since you’re such an expert, I’ll buy you a cup and you can show me how it’s done.” “Be glad to. I thought you’d never ask.” I gulped the coffee down, rubbed my hands together a few times, wiggled my magic fingers and then made my move, after which I broke into a huge grin. “Read and it weep, pal. I just won half a...” An astonished Mike interrupted. “Timbit? You just won half a Timbit?” “Better. Half a stopwatch. ‘Dead man talking’

M
aybe what haunts us most is our own helplessness. Michael Cole was a Canadian Armed Forces captain, a long-haul pilot trained to ignore his emotions. But his “old brain” – animal instincts military training can’t control, started “pressing buttons” in his head. That was Post-Traumatic Stress Disorder, and today Cole is a “dead man talking” because of it. “I ended up on Captain Morgan’s boat, and it sailed for a long time,” Cole recently told a Scarborough audience, including many people who had suffered from PTSD and trauma. “I never really drank before I just about killed myself.” After years of witnessing accidents and violence, Leo Tsang, a commander of Toronto Paramedic Services said he’s lucky not to have PTSD himself. First responders – police, paramedics, firefighters – are all “fixers” supposed to handle anything that gets thrown at them, Tsang said. “We can’t be weak,” he told the group at Scarborough Civic Centre. First responders But first responders are human, and Tsang said they can be seized by self-doubt and depression when they can’t “fix” something. And apart from a trusted friend in the same profession, there may not be anyone they feel they can talk to. “Who helps us when we don’t fulfill that goal?” said Tsang. He added his girlfriend, “has never held a baby in her hands that doesn’t have a pulse,” so how can

he describe to her what it’s like. Cole said one trigger of PTSD in members of the military or emergency services is “when these superheroes can’t get the job done,” Trapped It’s a feeling “you can’t do anything; you’re trapped there.” Cole felt that when he flew unarmed into Rwanda during that country’s genocide and a 12-year-old with an AK-47 climbed onto his plane. During the First Gulf War he flew transports on missions he had difficulty remembering, including one “to an airport that doesn’t exist” with passengers and cargo he wasn’t allowed to see. Long afterwards, when the buttons were being pushed, Cole couldn’t make them stop. He turned to alcohol, but like others with PTSD, he found he couldn’t escape from himself.
“When you drink enough, you can lose yourself, but you always come back, and there’s nothing else that works,” he said. “You gotta have someone in your life you trust,” so if you start acting strange, that person can tell you need help, added Cole, who said he resisted that advice for so long, alcohol nearly killed him.

“I told my wife, ‘Don’t you dare call this in.’ I thought I could handle it.” Fortunately, his wife, herself a 30-year veteran of the forces, didn’t listen. Tsang said first responders with PTSD often show
more anger, and stop using the dark humour that helps others deal with stress. Make the offers of help, he said, “but don’t push it on them,” because they’ll push back. The best thing to do is wait until the sufferers ask, unless you think they’re thinking of suicide. “That’s when you can’t wait,” Tsang said. Traumatic experiences have “assaulted the brain” in some way, and over time lead to lasting changes, said Ash Bender, a psychiatrist at The Scarborough Hospital. Often, it takes years for the brain to respond to trauma and recover, but Bender said people can recover or lessen symptoms with treatment. “You need to understand your illness in order to seek treatment, and denial is a powerful thing,” he said, adding the trauma of the Sept. 11, 2001 terrorist attacks generated interest in PTSD caused by situations other than war, and
more treatment options are coming. “It’s never too late to try to get better,” Bender said. The session, organized by volunteer members of the TSH Community Advisory Council, also heard from a retired police officer who entered a North York house where a mother in 1972 had poisoned her children. After so many years, it’s the children’s lunch pails, hanging on a peg, which he thinks about most, he said. “I can see those three little lunch pails like it was yesterday.” Nightmare Another man explained why he won’t go on a cruise with his wife. He almost drowned in the Arabian Sea at age six, and at 16, a close friend drowned in front of his eyes; he didn’t know how to swim and couldn’t help. “Forty seven years later, sometimes I still get this
nightmare,” he said. A Royal Canadian Legion service officer said she knows Canadian Forces veterans of Afghanistan who are returning to stand on Hwy. 401 overpasses. She tries to get them to go somewhere else, where she can talk to them, she said. “Sometimes they’ll just cry.” Sidonia Couto, a mental health counsellor, Canadian Centre for Victims of Torture, said most of her clients have some symptoms of trauma when they first come to Canada, especially a lack of trust. Survivors are resilient, but “in many languages there’s not even a word for trauma,” and families of people who have been traumatized may not want to speak about it, in order to just push things under the rug.” But it doesn’t work that way, she said.

which contributes so much to so many of the values that make Toronto a city, would be cut.” Advocates for the ombudsman and integrity commissioner have not yet had an opportunity to speak publicly — so let me take a crack at it. Both offices investigated and shed light on improprieties at the last council and at a staff level that offered real consequences and remedies. Some of those investigations had serious consequences indeed: Giorgio Mammoliti was suspended without pay for taking improper donations; former Mayor Rob Ford was nearly tossed from office. Though it was said those cuts were in the interest of “fiscal responsibility,” the method of their delivery indicates something not quite so pure. It is indeed a nasty little mess, that the city’s executive committee and council will either have to wear, or clean up.

he budget committee had been doing so well under the circumstances. Its new chair Gary Crawford had run pleasant and accommodating meetings, absent any of the chiding nastiness and bladder-challenging standoffs with deputations. There had been some trouble with the provincial government, and some really less-than-ideal contortions by the city’s finance department. But it had been going so well, until the very last moments of its deliberations last week. That was when budget committee member Michelle Berardinetti brought up some last-minute, and on the face of it perplexing amendments. Berardinetti moved to cut some planned staffing enhancements — from two of the city’s accountability offices, the ombudsman and the integrity commissioner, and also from the complement of planning staff whose duties included helping the city deal with its backlog of heritage conservation districts.

The committee voted 5-1 during its meeting on Monday to support a staff recommendation to get rid of the scramble at Bay Street and Bloor Street West which forces car traffic in all directions to come to a halt so pedestrians can freely cross from any side of the four-way intersection. According to staff the negative impact on vehicle traffic is not worth the “modest” benefit to pedestrians. Beaches-East York city councillor Mary-Margaret McMahon voted against. The decision, which requires final assent from city council to become reality, has pedestrian advocates concerned about the future of other scrambles, such as at the intersection of Yonge Street and Dundas Street. Overnight parking debate raises emotions MIKE ADLER madler@insidetoronto.com There has been a retreat in Scarborough’s parking wars, but more battles are coming. Overnight parking is banned almost everywhere in Scarborough. In 2009, councillors approved an “exclusion area” so that resident requests for permit parking, if they’re made, won’t even be considered. But one, Raymond Cho, now says he supports permit parking system for two or three streets in his ward because residents there constantly get tickets. The possibility touched a nerve certain people all over Scarborough have the same problem – but Cho withdrew his request from Scarborough Community Council before it could be discussed last Wednesday. The Scarborough-Rouge River councillor said he did this so some constituents could circulate a petition to strengthen their case. Meanwhile, Jim Karygiannis, an Agincourt councillor, asked staff to report on whether the city can also ban parking on Scarborough streets on snow fall and snow removal days.

parking, they can come forward with a plan they agree on. Cho said a petition from residents, at the earliest, could come to community council in April. But again, such a petition can’t be heard unless city council agrees to change the exclusion area. Patrick Griffiths, who lives on John

When snow plows are coming, said Karygiannis, “it’s best there are no cars there.” The exclusion area, which city council also approved, doesn’t include some small areas in Scarborough’s southwest corner. A former councillor, Brian Ashton, insisted on these exceptions – which haven’t led to any permit parking being approved there – because certain homes in the southwest were built with small driveways or none at all. Cho is arguing council accomodated Ashton’s request, so it should agree to his, and that he isn’t seeking to change the rules across Scarborough, just in one part of his Ward 42. The “exclusion” policy, however, guarantees a refusal unless the policy itself is debated and changed. Karygiannis, who insists selling parking permits will encourage rooming houses, polled supporters in Ward 39 through his website

Every single night,” Griffiths said in an interview. “This is totally, totally ridiculous.” The overnight parking ban is “Scarborough’s massive selfinflicted wound,” as well as a “ridiculous experiment in social engineering,” John Stapleton argued in a letter sent to local councillors. Punishes families The ban – it limits street parking to three hours, but is typically enforced between 2 and 6 a.m. – is an “unproductive use of law enforcement” which punishes families with several working adults, he wrote. Stapleton said families living in homes on his street, one with five working adults and the other with four, both recently left Scarborough. In both cases the lack of street parking “tipped the balance,” he said. Many families leave the car they drive the least at a local plaza or mall, which hurts Scarborough businesses because customers must search harder for parking, Stapleton also argued. He said the idea permit parking will encourage rooming houses (it is legal in Scarborough to rent a basement apartment and up to two rooms in a house) makes no sense. “Single people live in rooming houses. They are generally poorer than the general population,” which means they can’t afford a car, Stapleton wrote. “For those who believe that we would be seeing vehicle-owning welfare recipients in such places, guess again.” Cho also said he doesn’t think permits will make more rooming houses possible. “It’s a very weak rationale,” he said.

Catholic school board trustees consider budget deficit options ALIsA HOWLETT ahowlett@insidetoronto.com No decisions were made at the special meeting to discuss the deficit budget the Toronto Catholic District School Board is running, but trustees raised some key questions. The Monday meeting was called
after the board became aware of accounting errors totaling a $9 million deficit in the 2014-2015 school year budget. Currently, the board is running a $16.9 million deficit budget, and if cuts aren’t made the deficit will increase to $22 million by the next school year. “We were spending money we did
not have,” said Michael Del Grande, the chair of the board. “Adjustments need to be made.” Two budget recovery strategies were presented by the board’s business and finance staff and then questioned by the trustees. The first strategy would resolve the in-year deficit by the 2015-2016
school year and balance the overall budget in three years. The second strategy would lower the in-year deficit in a gradual manner over three years, as well as balance the budget. Neither option presented any specific budget cuts. The next budget meeting is scheduled for March 3.

B
efore Scarborough native Jill Andrew became known for giving empowering speeches to young women about selfesteem and before she provoked deep conservations about female body image and female representation in the media, she was just Jill: a curvy woman with her own set of insecurities and hardships she had to overcome. “As a child I was sexually abused. I was a victim and a survivor of that,” she said. “One of the first things that I had to get over is that I had done nothing wrong. That’s a huge part of it. It doesn’t matter what poster you read or what PSA (public service announcement) comes on, you oftentimes sit with this feeling of what did I do? Was it the way I was dressed? What did I say to egg the person on or entice them?” After years of therapy and support Andrew accepted that what happened wasn’t her fault. “Your body is not to blame, your person is not to blame and that these are bigger issues than an individual thing. These are systems that we’re living with where men predominantly feel as though they have ownership over women’s Centennial College president Ann Buller embodies all the qualities of a strong woman. Now she is giving back by empowering girls through her Strong Girls Strong Women (SGSW) symposium. “I am strong and smart,” she had 100 students from St. Margaret’s Public School in Scarborough confidently shouting.as she gave the keynote presentation at this year’s event. “And don’t you ever forget it,” she said. SGSW’s mission is to inspire
bodies,” she explained. “Looking back over my years now, I started to realize I had to take ownership of me and that’s all I can take ownership for; not somebody else’s wrong doings because that’s how we grow.” It’s that same self-ownership Andrew lectures about in her keynote speeches at conferences on university campuses across Toronto. Her acceptance of what happened to her and her own body image led her to become founder of the Body Confidence Canada Awards, the Curvy Catwalk Fashion Fundraiser and co-founder of FatinTheCity.com, a plus-size fashion “fatshion” blog. She also doubles as a body image consultant and works for the Toronto District School Board as a student equity program advisor. There she helps plan conferences, events, workshops and opportunities for children to learn and connect with each other and also help shift their perception of gender roles, what women are capable of achieving and self-esteem. “There’s this idea that we (women) should be thankful that we should be at the table. No. We need to be the people forming the table and bringing the ideas to the table and finding people to help us push our ideas forward. A lot of the work

that I try to do is around that,” Andrew told The Mirror. During her speeches, Andrew focuses on the long-term negative effects on women and girls as they begin to police their bodies. Self-policing, according to Andrew, happens more often than women think; it’s in the form of not going out past a certain time because you could get hurt or not wearing spaghetti straps because you doesn’t want to be labelled a slut. This follows girls into adulthood, she said, explaining some women mute their opinions to avoid being called “bitch in the boardroom” by the boys club. “It’s all of this self-policing we do that doesn’t pay atten-
tion to the larger systemic issues going on that create the environment where women and girls feel like they have to censor themselves, with what they wear or their ideas,” Andrew said “(If it continues) you start to chip away at your own selfesteem and your own worth and your own knowledge and it happens to women all the time.” Andrew believes it’s time we look at how these images affect a woman financially as well as emotionally and physically. “The body image conversation needs to go deeper, we need to encourage women and girls to think about how a negative self-concept or negative self-worth might impact your salary. We know that women
are missing statistically from board of directors, women are missing from politics,” she said. However, the future isn’t bleak. Andrew said awareness is growing of manipulation tactics used when it comes to perceptions of feminine and masculine ideals. And with that awareness, younger people tend to be more vigilant and thus quicker to point out the manipulations online. “I got to tell you they’re more receptive now. I feel like this generation is a frustrated generation. I feel they’re a generation that wants things to be better and are willing to do the work and have the conversations and are willing to do a little more than maybe I did.”
Strong, smart girls in scarborough young girls to become strong women. The program launched in 2012 with more than 100 girls, aged 9 to 14, from the Scarborough area spending the day at Centennial College’s Progress Campus learning about education and career opportunities. During this year’s third annual symposium, which place took place Friday at
Centennial’s Morningside Campus, Buller shared the importance of intelligence and learning. “There are lots of ways to show you are smart. It means you are learning,” she said. stretch out of their comfort zone, grow and help build character. She shared her personal experience of mustering up enough courage to say “yes” to going on a trek in Nepal and “it changed my life forever” she said. “Try saying yes. Route set for Pan Am Torch Relay Excitement is building for the 41-day journey of the Pan Am Games Torch Relay, which will have more than 180 celebrations. The details of the route have just been released and more than 130 Ontario communities and five communities outside of Ontario will host the Pan Am flame. “The Games are all about bringing people together, and the Toronto 2015 Pan Am Games Torch Relay will unite Ontarians, Canadians and communities,” said Saäd Rafi, chief executive officer of the Toronto 2015 Pan Am/Parapan Am Games Organizing Committee (TO2015). “This is a oncein-a-lifetime opportunity for people to experience the emotion, excitement and significance of the Pan Am flame.” The torch relay starts when
the Pan Am flame is lit during a traditional Aztec lighting ceremony at the Pyramid of the Sun in Teotihuacan, Mexico. It will end on July 10 with the lighting of the cauldron at the Opening Ceremony in downtown Toronto. “We’re thrilled and honoured to welcome the Pan Am flame when the Toronto 2015 Pan Am Torch Relay comes to Toronto, leading up to the Games,” said Mayor John Tory. “The relay will pass through communities across our great city, highlighting our diverse and vibrant neighbourhoods. Credit First Nation, the official Host First Nation of the Games. It will also be part of the Canada Day festivities on Parliament Hill on July 1. The torch will see more than 60 modes of transportation while touring through Canada and exceed 5,000 kilometres on the road and 15,000 kilometres by air. The flame will arrive in Toronto on May 30. It then heads to Thunder Bay the next day and travels throughout Ontario. It returns to the south end of Toronto on July 4, and visits various parts of the city until the Pan Am Games Opening Ceremony on July 10.
