Taste of Lawrence Festival starts Friday JEAN KO DIN jkodin@insidetoronto.com Scarborough’s largest street festival promises to be bigger than ever. Taste of of Lawrence 2014 is expecting over 100,000 people to attend fromthis Friday through to Sunday ( July 4 to 6). Lawrence Avenue East,
between Warden Avenue and Birchmount Road, will be filled with colours, tastes and sounds from ever cultural community across the Greater Toronto Area. The festival begins on Friday evening with retro night. The night’s main entertainment will feature tribute bands for Tina Turner, Donna Summer and
The Supremes. Saturday is a marathon of entertainment. During the day, the family stage will be featuring an interactive show from Treehouse TV’s Octonauts. The main stage will also be host to local talent, featuring a live performance at 9:30 p.m. from Juno awardwinning Canadian rock band

Chan keeps Scarborough-Agincourt for Liberals MIKE ADLER madler@insidetoronto.com Arnold Chan, a young lawyer who grew up in ScarboroughAgincourt, easily maintained the riding as a federal Liberal stronghold Monday in a byelection he said was a victory of “hope over fear.” Chan suggested his overwhelming victory – Liberals won 60 per cent of the vote – was part of a national resurgence that bodes well for the party in 2015. Unofficial results pegged Chan at 12,829 votes, far outpacing his nearest competitors: Conservative Trevor Ellis at 6,344 and New Democrat Elizabeth Long at 1,844, with all 200 polls reporting. Voter turnout was 29.36 per cent. Though he thanked each of his opponents during a packed victory party in a restaurant south of Steeles Avenue, Chan said the byelection was “very much about the power of positive politics triumphing over the power of division and negative attack ads.” Conservatives dropped

– which Karygiannis insisted wasn’t true. “We definitely triumphed over it,” Chan said during his victory speech, seeming to reference the flyer. He also said a Liberal government would make necessary federal investments in Greater Toronto infrastructure, adding “we have often been shortchanged” in Scarborough on such investments, and this must change. Chan also said young people in the riding do not have the opportunities they had a generation ago, and increasingly local seniors “do not have the same opportunity to retire in dignity” as they once did. John McCallum, a Liberal MP from Markham, announced Chan had won 159 of the first 160 polls to report – and that he had only lost that poll by 16 votes.
“So his job for the next election is to find that 16 votes and lose no polls next time,” McCallum said to cheers. He added the latest addition to Justin Trudeau’s team in Ottawa was also the first Chinese Canadian elected as a Liberal MP in Greater Toronto. Liberals, New Democrats and Conservatives each won two seats within Scarborough in the 2011 federal election, partly due to a wave of rising national NDP support. Chan’s opponents Monday weren’t willing to speculate on whether his solid victory might endanger those NDP and Conservative seats in 2015, as the next Canadawide vote takes place. As a disappointed Ellis conceded, he said the party “communicated a clear message” to voters he hoped they would be ready to accept in 2015. The party “will continue to build for a better Canada here,” Ellis, a school teacher, added at a Victoria Park Avenue pub. “I think that’s a question for the people, really,” he replied, when asked if his party’s message in the riding had been too negative, adding residents “got to know where our prime minister stands and where Justin Trudeau stands on some of the issues. “I got to meet them, and I got to see what matters to them.” People in both opposing camps acknowledged the riding has stayed Liberal since Karygiannis was first elected in 1988, and that the party had more local resources available. “The voter turnout just wasn’t there,” added Long, an immigration lawyer, who said the NDP will keep on building its support in Scarborough-
Agincourt one voter at a time. The timing of the byelection – one of four held Monday across the country – was criticized by Liberals and New Democrats because it occurred during a holiday long weekend and on the heels of a provincial election campaign. “It’s difficult to say what this will mean” for the rest of Scarborough in a 2015 election, Long said. “I’m proud of what our team did.” Karygiannis won eight elections in the riding and, last year, successfully fought a proposed redistribution which would have substantially changed the boundaries of Scarborough-Agincourt for a general election in 2015. Despite this, Karygiannis announced his immediate resignation as an MP on April 1, and has registered to run as a city councillor this October in Ward 39. Karygiannis has said he has a difference of opinion with Trudeau on abortion, and this was the reason he said the party was “not the same” – a quotation that found its way into the Conservative flyer. The veteran Liberal’s last federal election victory in Scarborough-Agincourt was still a comfortable one in May, 2011, with Liberals receiving 45.4 per cent of votes, compared to 34.2 per cent for the second-place finisher, Conservative Harry Tsai. New Democrats claimed 18.1 per cent of the votes. Also running in the byelection were Shahbaz Mir of the Green Party of Canada and Kevin Clarke, an independent who also ran for the Scarborough-Agincourt provincial seat on June 12.

A six-year-old Scarborough girl is fighting for life after the go-kart she was driving slammed into two vehicles in a Pickering parking lot Tuesday night. The crash happened in an industrial parking lot on Clements Road at 9:29 p.m. Durham Regional Police
said the girl was driving a racing go-kart under adult supervision when she lost control and hit two parked vehicles. The child, who wasn’t wearing a helmet at the time, suffered a serious head injury and injuries to her hands. She was taken to the Rouge
Valley Health System’s AjaxPickering hospital and then airlifted to the Hospital for Sick Children where she is in critical condition. Witnesses to the collision are asked to call Det. Const. Dave Ashfield of Durham Regional Police at 1-888-5791520, ext. 5226.

Ford wrong to play favourites with media
W
ith Mayor Rob Ford’s return to civic politics after a stay in a rehabilitation facility, we would expect to see some lessons learned and some new attitudes heading into October’s civic election. Ford has been a controversial figure at best of times, with as colourful a political persona as his private one. It’s all made for curiously divisive leadership for this large, world-class city. But when he begins to hold press conferences, picking and choosing whom he invites from the accredited city hall media gallery, we’re not quite sure he’s learned much during his time away. Surely all news organizations deserve a place at the mayor’s table. Metroland Media Toronto puts close to 500,000 newspapers on Toronto doorsteps every Thursday, with nine newspapers, including The Scarborough Mirror. Then there’s our www.insidetoronto.com website. And we haven’t even mentioned the 100plus other Metroland newspapers in the province posting our view the stories we tell on their own Mayor exludes websites. That’s not a bad household citizens when he reach and larger than the Globe and Mail, Toronto Star, picks favourites Toronto Sun and National Post distribution combined on that day of the week. But it wasn’t enough to avoid exclusion from the mayor’s first meeting after rehabilitation earlier this week, along with The Canadian Press and NOW magazine and others. We expect that sitting politicians and hopeful candidates understand that people receive their news and information in a varied number of ways. When you play favourites with the media, you shut the door to opportunity to reach citizens who voted you into office. We really don’t get the point. Surely he might have learned that through his trials and tribulations with the Toronto Star. We sincerely hope Ford’s time in rehabilitation facilities has helped combat his personal issues. Given his comments when returning to Toronto on Monday, he would like you to believe that, too. We’d love to spend the months leading to the next civic election talking about policy and performance and not abuses. But being exclusionary to some media members continued a bad pattern of his prerehab practises and doesn’t create confidence in Ford having changed his practises. The mayor has a chance to hit a reset button. We’re not convinced he is prepared to take advantage of that opportunity.

Misunderstanding over food court snub
M
y summer’s not exactly off to the best of starts, I’m afraid. My alleged friend Cheryl just informed me she’s not talking to me. I say alleged, because the matter is currently before the courts. Food courts, that is. The point is, Cheryl said she was so upset she may never speak to me again. That was two Saturdays ago. Since then she has been phoning me a minimum of twice a day during the week and five times a day on weekends just to make sure there is no misunderstanding. When she says she’s not talking to you, she says she means it and she doesn’t care how many times she has to call you to remind you she means it. The reason I’m in her bad books? She claims I breezed right by her in the Yorkdale food court that fateful Saturday. According to Cheryl’s affidavit before the Parliamentary Committee
jamie wayne BUT SERIOUSLY On Food Court Snubs, I looked her squarely in the eye several times during the process, too. What’s more, it wasn’t the first occasion I’ve done this, she also claims in her sworn declaration. She insists when it comes to her, I’m a serial snubber. Well, I plead not guilty on all counts and with an iron clad explanation. I didn’t intentionally disregard Cheryl in that crowded Yorkdale food court. The truth is, I don’t recall seeing her there. I also didn’t deliberately ignore her in a similarly jam-packed Fairview Mall food court last week as she insists. Nor did I avoid her in the busy Eaton Centre food court either. The reason I sometimes don’t say hi to Cheryl is simple: she’s not easy to recognize. She looks com-
pletely different just about every time you see her. Or don’t see her, to be accurate. She changes both her hair colour and hair style at least once a month each. After all these years I have no idea what colour her hair is, natural or otherwise. I also don’t know whether it’s wavy or straight, long or short, or if she has bangs or no bangs. Her wardrobe also seems to be in a constant state of flux. What she actually looks like is a complete mystery. Now, I’ve got to hand it to Cheryl for the constant makeovers. Not everyone has the courage to repeatedly change their appearance. She’s brimming with self-confidence. But she really has to cut me some slack for being unaware that we’ve crossed paths. The fact is, even when she’s standing right next to me, I often do a double take. The most ridiculous food court snub she accused me of was in Lawrence Square right after a power
outage several summers back. Everybody was in a hurry to get out of there and she zoomed right by me, wearing – wait for it – dark sunglasses, a scarf and a hat, which she later confirmed while taking me to task. Now I implore you, how the heck was I supposed to know that was her? No matter. There was an impassioned voicemail waiting for me when I got home. The message? Not only was she not going to talk to me for a whole year, but she predicted it would be the longest year of my life. Well, as it turns out her prophecy was bang on. Without doubt, it was the longest year of my life. Not that it came as any surprise, mind you. How could it not be? I couldn’t get her off the phone. Ford has to address personal record
I
t’s hard to know what to make of Rob Ford’s return to office. In the speech that he gave in front of a few reporters, Ford started off seeming quite contrite. He spoke of his enlightening experiences in the GreeneStone rehabilitation centre — that he overcame his own penchant for denial and understood that his addictions to drugs and alcohol are a disease that will require constant, diligent treatment. He pledged to keep clear of dangerous and unhealthy associations that have supported his addictions. He even apologized – to Torontonians and city councillors (especially mayoral candidate Karen Stintz) over remarks he made. And he acknowledged that he is not asking for forgiveness. That was a pretty good first couple of steps on a road heading toward redemption. But as the speech finished up, it was as though he stepped up onto the sidewalk, crossed a parking lot and disappeared down an alley.
david nickle the city It became fast clear that Ford’s speech was an election speech. He spoke of his accomplishments, both real and simply claimed: how the mayor stopped the gravy train, saved money contracting out garbage and saved public anxiety by making the TTC an essential service. A few breaths after saying he was not asking for forgiveness, he announced his intentions to ask for another mandate, and said he hoped to continue to be mayor for many, many years. And when faced with a barrage of the many questions that still hang over his mayoralty, he packed up his papers and walked off, answering not one of them. Now, to be fair, the mayor’s office and his brother Doug Ford had indicated for some time that the mayor would take no questions. But a spontaneous answer or two might have gone some way to clearing
away the stink of a selfsatisfied stump speech that hung in the mayor’s wake. Given that he didn’t, the mayor might have spent the time talking about those hundreds of millions of dollars he’s saved taxpayers answering some of the questions that he might have anticipated, and apologizing more specifically for his racial, homophobic and sexist slurs. He might have apologized to the city staff that he’s on record as having abused. He might have apologized to Toronto Police Chief Bill Blair. He might have explained himself, in terms other than those that seem drawn from the pages of a recovery self-help book as much as they were from true epiphany. The reality is that Rob Ford is a long way from being able to boast about a political record, without first addressing the serious deficit in his personal record.

The legislation’s wording obliges a federal environment minister only to “consider” the protection of natural resources in the Rouge, which Bell argued means it cannot be depended on. “I see the opportunity here, and it’s so frustrating to think that we could miss it,” she said. Browes said the Rouge NUP, with highways and working farms, is not like any other national park.

arks Canada has followed up the introduction of a federal bill to create a Rouge National Urban Park with the release of a draft management plan to guide that park through its first 10 years. The long-awaited strategic document will soon be posted on Parks Canada’s website, along with a survey for the public and dates for public open houses on the plan in August and September one each in Scarborough, downtown Toronto, Pickering and Markham. “It’s all good news,” Pauline Browes, a former Conservative MP in Scarborough, said after legislation to establish the park was read last week in Parliament for the second time.

Park wardens Turning the Rouge Valley into the first federal park of its kind will mean the area’s ecological health is protected, she said. “It will have the best preservation by having the national designation on it.” Certainly, federal status and a promised annual operating budget of $7.6 million will give the valley protection it never enjoyed before as an informal park mainly on provincial land and ruled by a council of governments and groups. Federal park wardens, present year-round and with enforcement powers, will be able to hand out stiff penalties for harming wildlife, disturbing archeological sites and poaching - offences the original park was unable to prevent. But conservation groups familiar with the valley say claims the federal park will provide the Rouge with the “highest level of protection in its history” - as Pickering-Scarborough MP Corneliu Chisu said while

announcing the draft plan’s release on Saturday - are false. Ontario Nature, Friends of the Rouge Watershed and Environmental Defence say the park legislation is “weak,” and are asking Ontario Premier Kathleen Wynne not to transfer provincial lands “until the province and the public are satisfied” the federal park will maintain policies in former Rouge Park plans to protect and restore the watershed’s ecological health. One of these policies is the 600-metre-wide corridor along the river’s Little Rouge tributary, identified in the groups’ letter to
Wynne last December as the park’s “main ecological corridor,” and a feature left out of Parks Canada’s 2012 concept for the Rouge NUP. Instead of a wide green corridor for animals between Lake Ontario and the Oak Ridges Moraine, Parks Canada officials speak of the federal Rouge park as having a “mosaic of landscape” and built around four goals: “conserve natural heritage, connect people to nature and history, support a vibrant farming community, and celebrate the cultural heritage character of this special place.” The draft plan, according to the agency, incorporates
nine “guiding principles” suggested by park stakeholders. One of these is to “maintain and improve ecological health and scientific integrity” of the park, while another is to “respect and support sustainable agriculture and other compatible land uses.” In a Parks Canada release, Oak RidgesMarkham MP Paul Calandra is quoted as saying an “integral part of the plan is respecting farmers who have been, and continue to be, the best stewards of the lands within the Rouge Valley.” Pam Veinotte, the park’s first supervisor, said she
believes conservation objectives will get “a very high level of protection” in the federal plan, but management of the park will also benefit from more recent science and expertise. “Some of these plans in the past (for Rouge Park) are now quite old,” Veinotte said this week. On Wednesday, however, Anne Bell, Ontario Nature’s conservation director, said the science proving the value of the corridor hasn’t changed. Rouge Park needs connections to other large natural areas, or its biodiversity will fade, she said. The group, which represents 150 local conserva-

Parking lot plan concerns residents Number Residents living beside a proposed community hub in Agincourt are voicing concerns about the parking lot plans for the facility and are pushing the city to consider an underground garage. Residents say the ground-level parking lot for the proposed $29-million centre would be just 10 feet from their backyards, which they say would disrupt their lives. They also don’t want to lose the large grass-covered field that currently occupies the space. The multi-service hub would be operated by the YMCA at the site of the former Timothy Eaton Business and Technical Institute on Bridletowne Circle south of Finch Avenue. “Ten feet is very close to our garden and our backyard,” Johny Sarker said. “The green space will be gone. This green space is so important for health.” Deputy Mayor Norm Kelly, the neighbourhood’s councillor, said the centre will be “one of the most remarkable and attractive community hubs” in the city. “The benefits of having this community hub should not go unappreciated,” he said. “This will be a significant contribution to the quality of life in northwest Scarborough.” But Sarker, who lives on Lord Sydenham Court, said the current parking plan would bring noise and air pollution to his backyard and may bring down property values. He’s also upset that area residents weren’t adequately consulted on the plans. Sarker and neighbour Rick Grant have spearheaded a petition calling for an underground parking lot. If that’s not possible, they’re requesting a meeting to come to an agreement on the distance between their backyards and the ground-level lot. Grant said the buffer zone should be a minimum of 75 feet. “We’re really hoping that at least they would be slightly reasonable with the distance from the fence because I don’t think anyone in their right mind, Norm Kelly included, would want a parking lot in his backyard,” Grant said. “I really do hope that they take our concerns into consideration and take a good look at this plan and make the appropriate changes because as it stands, it’s not acceptable to us.”
Kelly said an underground garage would be prohibitively expensive. “If you could fit that within the budget that would be terrific, but realistically I think it would be a stretch.” Kelly said that the community hub proposal has been featured
in his community flyers over the past four years and that a public meeting on the issue was held in the spring. Another meeting for concerned residents will be held in the near future.
“What we’ve done so far is just the grand design, so I’m looking forward to meeting with these people,” Kelly said. “When we get closer to the details, everyone will be part of that conversation.”

Home energy loans available from city Homeowners from the city’s east end are among the first in Toronto to be offered a chance to benefit from the city’s Home Energy Loan Program (HELP), a new municipal home efficiency program. This new initiative, which offers low-interest loans (2.5 per cent) to qualifying homeowners interested in improving the energy and water efficiency of their home like upgrading insulation or replacing an old fur-
nace, air conditioner, water heater, windows, doors, and even toilets, is currently being offered as a pilot program to single-family residences in a number of neighbourhoods. The program is in the following areas of Scarborough by postal code: and M1M, M1E, M1C, M1L, M1K and M4B (South Scarborough). The pilot program will run for three years.Additional postal code areas will become eligible to par-

Scarborough’s most beautiful front gardens are being sought for this year’s Trillium Garden Awards. From July 14 to 29, nominated gardens will be judged for design, use of plant material, condition and maintenance, hard landscaping, environmental practices, community contribution and distinction. The gardens are judged according to category type: residential-traditional, residential-environmental/alternative, commercial/industrial and codominiums/apartment buildings. Nominations are due July 7. Nominations forms are available at all Scarborough community centres, the Scarborough Civic Centre, Agincourt Garden Club and the Scarborough Garden and Horticultural Society. action suit sought against RVHS wClass Former patients of the Rouge Valley Health System are trying to launch a class action lawsuit totalling $412 million for patients whose privacy was allegedly breached after they gave birth at the Centenary campus in Scarborough. From 2009 to 2014, two former employees at Centenary allegedly used hospital computers to collect personal contact information on women who had just given birth. Companies which sold registered education savings plans are alleged to have used this information to contact these former patients. The hospital in June said it “proactively” contacted 8,300 patients to apologize, and warn them of a possible privacy breach. Lawyer Michael Crystal said the lawsuit is built around two representative clients, but “well over 100” have contacted his firm. Though it did not comment on the suit, the hospital has said that it “greatly regrets” the privacy breach, it has tightened its information security controls, and it has notified the Information and Privacy Commissioner, the Ontario Securities Commission and the police.
