Charges against him are lengthy and grim: a snippet includes forcible confinement, uttering threats, sexual assault and human trafficking. Police know the human trafficking charge will be the hardest one to land a conviction on, mainly due to the victim’s unwillingness to testify or memory lapses, and will often take pleas for

lesser offences. The total number of human trafficking convictions in Toronto since 2014 now stands at nine; in the first week of July alone, Toronto police arrested seven men within a four-day span on human trafficking charges, one case involving a victim as young as 14. And one York Region cop has no problem dropping human trafficking charges if it means pimps will land in jail. “It doesn’t mean they all walk, they all got away,” said Det. Sgt. Now at the age of 20, she never thought she’d be meeting more than a thousand people who shared a collective memory of Pokemon – at the same time. “I grew up with Pokémon – I’ve watched all of the anime and played most of the games,” said De La Peña, who gathered at the base of the CN Tower Monday night with her brother Rodrigo and many other Pokemon Go players to celebrate the official release of the game in Canada. “I am so happy about this launch because I get to meet people who love what I love. It’s brilliant.” The launch of the game was particularly special to De La Peña, who was inspired by

Pokémon to study animation at Toronto’s Max the Mutt college in Toronto. She said the augmented reality aspect is what draws her to the new game. “Pokemon has always been about travelling,” she said. “Now you get to explore the city while playing the game and you get to meet new friends along the way. Human trafficking issue is ‘a provincial, national crisis’ >>>from page 1 police officer, as long as the accused is found guilty for what he’s done and justice is served, “I’m happy with that.” The provincial government unveiled the long-awaited human trafficking strategy Thursday, June 30, which calls for an investment up to $72 million aimed at increasing awareness and coordination, enhancing justice-sector initiatives and improving survivors’ access to services. Currently, Ontario is grappling with roughly 65 per cent of police-reported human trafficking cases in Canada. The strategy involves nine ministries and is based on four pillars: strong leadership through an anti-human trafficking office through CommSoc, which will collect and share information; increased awareness and community supports to help survivors heal; justice sector initiatives to identify trafficking earlier and hold traffickers to account; and indigenous-led approaches. Det. Sgt. Nunzio Tramontozzi of Toronto Police Service’s human trafficking team called the strategy a great start, noting specialized Crowns are a police asset. If Crowns don’t understand “trauma bonds” between the victim and pimp, it’s hard for them to wrap their mind around why a girl would protect a guy who brutalized her for years, he said, adding instead of forging ahead and

putting the victim on the stand, they tend to take pleas for lesser offences. “As of last summer we only had one (human trafficking) conviction in Toronto,” he said. “One guy. It’s pretty sad.” Ontario’s Attorney General Yasir Naqvi, who was on hand for the strategy’s release, called human trafficking an increasing, complex problem. A specialized team of Crown attorneys will ensure cases are prosecuted effectively and consistently across province, he said, adding expanded quick response programs will be in place to help victims, including paying for things such as travel costs, identification replacement and enhancing 24-hour crisis assistance. But not everyone was pleased with the strategy. Haliburton-Kawartha Lakes-Brock MPP Laurie Scott, who put forward a private member’s bill Saving the Girl Next Door, which calls for victims to obtain restraining orders against their trafficker and sue them for damages, said while the strategy is a step in the right direction, it ultimately falls short. The Conservative MPP took issue with the lack of permanent multiyear funding and firm deadlines for establishing a multi-jurisdictional and multi-disciplinary task force. In an interview with Metroland

Media Toronto prior to the strategy’s release, she said the province needs to take the lead in human trafficking enforcement. “It’s modern-day slavery,” she said. “Will all survivors sue? No, but it’s a means of justice.” Michelle Smith, executive director of Women’s Support Network of York Region in Newmarket, which runs a human trafficking help line, called the issue a “provincial and national crisis.” She said she hoped the strategy would include long-term core funding, along with people specialized in human trafficking and infrastructure for couselling. Trafficked women sometimes require “eight, nine, 10-hour care”, with psychological and emotional trauma the most pervasive aspect. “We have women that are servicing eight to 10 men a day, against their will,” she said. Besides a strategy, greater emphasis on social media literacy must be taught in schools to help combat human trafficking, said Debbie Gordon, director of kidsmediacentre at Toronto’s Centennial College.Being able to share case studies about other young victims works, but voices of young people who question the sensibilities of the social media culture need to be heard, she said. “Kids will listen when it’s one of their own.”

Laws to stop texting and walking would fall on deaf ears

n hastily snatched hindsight, it’s fair to say that last week probably wasn’t the best time for Toronto Council to vote to ban texting while walking. The same time as councillors supported a motion by York South-Weston Councillor Frances Nunziata to ask the province to change the Highway Traffic Act making it illegal to text and otherwise distract yourself while walking, Torontonians were downloading the walking, distracted gaming app Pokemon Go to their smartphones. The provincial government, no doubt sensing trouble, made it clear that Toronto can make an antitexting bylaw if it likes, but really, should Toronto enact such a bylaw, compliance will be, to put it mildly, an issue. It’s not to say that pedestrians shouldn’t take some responsibilOuR ViEW ity for their own safety, or that streets aren’t safer when Council fails by Toronto everybody has their eyes on the not speeding road. But really: it doesn’t take a up plan trending gaming app to tempt reasonable adults to check their smartphone for texts, emails or just to make a change to the music they’re listening to, as they move around the city. And frankly, pedestrians aren’t the ones who are responsible for the genuinely deadly players on Toronto streets; the multi-ton motor vehicles that almost inevitably come out on top when collisions occur are. Nunziata’s motion came as Toronto Council was considering a broader, $80-million plan to make Toronto’s roadways safer. To councillors’ credit, they unanimously supported that plan, and bolstered it beyond its original scope. So over the next five years, speed limits will be reduced on key roadways in the downtown and beyond, more signalized crossings will be installed and slow-speed zones around schools will be implemented. All good – although it’s a shame that councillors didn’t support an amendment from another councillor, Kristyn Wong-Tam, to accelerate the so-called Vision from five years to two. That failure, and the scolding fingerwag of the amendment by Nunziata that council finally did support, inspires little confidence. While they were at it, they might have approved another bylaw – preventing dyspeptic amendments being passed late on the third day of summer council meetings, when legislators are clearly too tired to think straight.

Council leaves behind subways, spending for summer reprieve A quiet has descended on Toronto City Hall in the wake of last week’s marathon July council meeting. It seems almost peaceful. Councillors won’t be getting together again to disrupt that peace until September rolls around – and it would be nice to think that when they and Mayor John Tory meet once more, it will remain in a spirit of peace, and reconciliation. The debate over the Scarborough subway, after all, appears to be over. Whatever one thinks of the one-stop subway extension to the Scarborough Town Centre (coming in now at $3.4 billion and probably a good deal more), council decided on its second day of meeting that it was fine with the plan, and the expense. The fight, between critics like Josh Matlow and Gord Perks and boosters like Deputy Mayor Glenn De Baeremaeker and Tory himself, had been seismic until then.

david nickle the city When the vote finally came late in the day July 12, it wasn’t even all that close: just 16 councillors voted in favour of an amendment to scrap the subway plan and build light rail there instead, with 27 siding with Tory. It might have been closer, but Tory’s team made a point of rewarding its allies. In addition to the Scarborough subway’s continued approval, council also approved studies for no less than three additional transit projects not on any list but the ones on certain local councillors’ election literature. So in the coming months, we’ll hear about a westward extension of the Bloor-Danforth Line 2, from Kipling Station to Sherway Gardens (courtesy of Etobicoke Lakehsore Councillor Justin Di Ciano); a subway

connection between the Yonge-Sheppard interchange and Downsview Station (a long-held dream of York Centre Councillor James Pasternak); and a Sheppard subway extension from Don Mills Station to McCowan Road (championed by Scarborough Agincourt Councillor Jim Karygiannis). The studies aren’t, of course, anything approaching a commitment, but they are the sort of thing that has a limited but real effect of papering over possible divisions – both on council and inter-regionally. The Scarborough subway, now that it’s going ahead, is going to eat up a huge amount of money and resources. As we must remind ourselves, it is the only major transit project in the city’s long-term transit plan that is fully funded, and the only other one that’s even partially funded is also in Scarborough: the Eglinton Crosstown line that will actually service Scarborough neighbour-

hoods. The downtown relief line, which transit planners have noted is essential to stave off unacceptable levels of crowding on the Yonge line, is not funded, nor is light rail servicing the city’s waterfront. And as was revealed this week, it will likely be more difficult than not to wrestle more money from the provincial government. Ontario’s Financial Accountability Office noted in a report released Tuesday that the province is in danger of over-extending itself on transit spending as matters stand, with an extra $50 billion in provincial debt in 2021 due to transit alone. So fulfilling those dreams – of subways, eventually, everywhere – will be a long shot. In the short run of these summer months, as pleasant and peaceable as these dreams are, dreams are all they are.

Pediatric health clinic serving Chester Le community officially opens MIKE ADLER madler@insidetoronto.com Children in part of Agincourt and North York are finding it easier to get medical help thanks to a new clinic in a public school. Though it’s been seeing patients since March, the Toronto District School Board (TDSB) cut the ribbon this week on the Pediatric Health Clinic in Chester Le Junior Public. Started with donations made by a local MPP Soo Wong and the Rotary Club of Agincourt, the clinic is unique in Scarborough. The board’s Model Schools for Inner Cities Program opened seven clinics in Toronto schools before this, but only one was in Scarborough. Wong said her efforts to open one in Agincourt began in 2011 before she became an MPP. A TDSB trustee at the time, she took leave from the position to run, but set her salary aside. That money waited five years before the clinic could open, she

Ivan Leong, the Agincourt service club’s president. “This was her (Wong) idea, and so we helped her carry it out,” he said. “It’s something that’s so needed in the area.” Wong and the club helped furnish the clinic in the Chester Le Boulevard school, northeast of Finch and Victoria Park avenues, but the Scarborough-based Hong Fook Mental Health Association is providing the staff. Hong Fook specializes in mental health services for speakers of Mandarin, Cantonese and other Asian languages, but realizing many Scarborough residents from those communities find it difficult to be seen by doctors, the organization opened a primary health care clinic on Midland Avenue in 2013. The Hong Fook Connecting Health Nurse Practioner-Led Clinic, as it’s called, relies on nurse practitioners to do the bulk of its work, and so will the Chester Le clinic. “Immigrant and disadvantaged

families often struggle with poverty, language and cultural barriers. This school clinic strives to bridge health service gaps and meet unmet health needs,” Bonnie Wong, Hong Fook’s executive director, said in a release. The school clinic deals with mental health concerns, but also checks vision, hearing, immunizations and other medical needs for children through to Grade 8. Students and siblings from surrounding schools in Scarborough and North York can be referred to the clinic, too. Wong said she’s satisfied to know her money was finally used. Many area residents are newcomers to Canada and accessing health care may be a challenge, she said “so now they can get health care at school.” A pediatric clinic operates in Willow Park Junior Public School, near East Scarborough’s KingstonGalloway-Orton Park neighbourhood, and also sees children from nearby schools.

Grewal was one of the ones to get a picture with the mascot. “I’ve always been a huge Pokemon fan since I was two years old – I’ve watched all the anime series and played all the games,” she said. “I am so excited to see Pikachu here – it’s like my childhood dream came true.” Matthew Cashman, 30, the organizer of the “meet-up” and co-founder of Legacy Gamers, a Toronto-based gaming events organization, created the event “on a whim,” and said he was surprised at the turnout. He thought it was a great way to celebrate an important game in many people’s childhood. “I used to play Pokemon back in the day when it first came out, on my Game Boy black-and-white screen,” he said. “As a kid, I was pretty passionate about it.” Developed by American software company Niantic, Inc., Pokemon Go operates very much like a fantasy Google Map. The game is set in augmented reality, where players physically walk to “capture” Pokemon. The game also includes PokeStops that are city attractions, historic sites and art instillations for players to collect extra PokeBalls, lures to attract Pokemon to the area as well as other items. Pokemon Gyms, located at various physical locations, are places where players become trainers and battle

other Pokemon players on different teams. Monday’s event was dubbed by Cashman as “The Battle for the CN Tower”, meaning players competed against each other for Toronto’s most iconic Pokemon gym. “It’s Canada’s icon as well – so I thought it would be the best place to celebrate the

launch of the game,” he said. Jill Vienneau came to the event to accompany her son Jackson, but ended up installing the game on her phone as well. She became a Level 5 Pokemon trainer in one day. “I was skeptical at first,” she said. “But I must say, it’s been a lot of fun. You definitely get

sucked into the game.” Chris Mackinnon, 28, came from Etobicoke with his friends. He said Pokemon Go gave them a purpose to go outside. “We’re all out here to live out our childhood dreams of becoming Pokemon trainers,” he said. “We have proven this game is better to play with friends and we’re so glad the game is out for everybody in Canada.” However, Mackinnon admitted the game poses a safety risk for people. “I think the most dangerous thing is that you’ll end up in areas that you’re not familiar with,” he said. Toronto police Const. David Hopkinson said safety plans are in place and police officers are on site to make sure everyone is able to have fun in a safe manner during the event. But more importantly, he advises the public to be in charge of their own safety and not get carried away when playing the game. “The app does not account for your safety, as it does not take into consideration any traffic or trespassing onto private property,” he said. “Be aware of your surroundings, and be aware of how it might affect those around you. Even before it was available here this week, Nintendo’s augmented-reality phone game Pokemon Go was showing numbers to rival social-media giants like Twitter; filling parks and boulevards with giant mobs of like-minded players, hunting for virtual sprites in parks and boulevards, through the camera-lens of their smartphones. As viral phenomenon go, Pokemon Go is near the top of the heap. But it may well signify something more significant than even that. “It’s important not to underestimate how important this phenomenon is on different levels,” says Natalie Zina Walschotts, a Toronto-based game critic and designer who’s been playing and watching the game since it first emerged. “Literally a third of the world is playing this game,” she says. “More people are playing this game than anything else, and that’s important. The other thing that’s crucial is that it has already changed the discourse with which we move through the world.” Moving through the world – and interacting with objects that are not in fact in the world – is a cornerstone of a suite of applications known as augmented reality (AR), as opposed to virtual reality, which through devices like a Oculus Rift headset immerse users in a completely invented

space. Pokemon Go is not the first AR technology or application – several years ago, Google introduced an experimental device Google Glass, which projected images and text on a pair of camera-equipped eyeglasses – but Pokemon is the first to catch on. Given its success, it is not likely to be the last. Walschotts was immediately struck by the power of a game that takes the imaginary friends of childhood, and places them in a familiar environment. “You are literally doing the thing you were pretending to do in a video game, and you are doing it in a real physical space,” she says. And because it is a game – one shared by millions of other users – it is safe, in the way that Google Glass, with its cameras and potentially disturbing and voyeuristic applications, might not be. But make no mistake, augmented reality will soon enough have numerous practical applications. “Augmented reality makes the invisible, visible,” says Toronto-based science fiction writer and strategic foresight expert Karl Schroeder. “It has the potential to be a kind of heads-up display showing us what’s going on around us in a much more live and detailed way than traditional news or word of mouth. Our phones already show us where the nearest restaurant or gas station is… Everything from dating to political activism can be supercharged by AR.”

Media lab for youth will reopen as Digital Innovation Hub this fall More than a year after the Malvern SPOT ran out of funds, the Toronto Public Library says it will take over the “youth-led” drop-in centre permanently. Built as an addition to the Malvern library branch, the SPOT (Success Power Opportunity Teamwork) promised to be a place run by youth for youth when it opened in 2013. In April, 2015, though, the 3,770-square-foot centre, which had a recording studio, a ProTech Media Centre and a performance space, announced it had no money to pay its staff. The library system used emergency funds to keep The SPOT open and, after looking in vain for ongoing operational funds, has announced it will take “operational responsibility” itself for the SPOT.

Scarborough native’s performance creates ‘art that’s urgent and reflect what’s absent’ While completing final preparation for her firstever performance at the Art Gallery of Ontario (AGO), my friend, Scarborough native Anique Jordan came across the heartbreaking video clip of Alton Sterling being killed by police officers in Baton Rouge, Louisiana. She didn’t have to watch any more than a few seconds to know what the video was of, and how the story ended. Contrary to what many believe, it is not a story exclusive to the United States. That’s why Jordan incorporated the names of black people who have died at the hands of police officers in the Greater Toronto Area, into Mas’, a live extension of her exhibit Mas’ at 94 Chestnut St. In Mas’, Jordan brings to life the congregation of a recently excavated British Methodist Episcopal Church from 1870s Toronto, using both archival

Located in what was then known as The Ward (now the area surrounding city hall), this church was one of many black churches in the area at the time. Over time it was demolished, turned into a parking lot. Now, according to Jordan, a provincial courthouse will be built there. “The irony of having a space that was safe for black people, now being a space that is now a danger for black people ...” says Jordan. “Justice is never on the side of the black body.” Her performance, a church procession of 30 black inter-generational artists, dressed entirely in black, was inspired by another type of

Reflective of her Trinidadian heritage, Carnival, and challenging popular notions of it, is the undercurrent to much of Jordan’s work. “Can’t think Caribana,” Jordan said. “Carnival in its original manifestation is a highly political thing, basically a protest, people have placards, there’s social commentary on stuff, people dress in costume that reflects what’s happening politically in the country and in the world.” Jordan says Mas’ at 94 Chestnut, on until Sept. 18 at the AGO as part of The Idea of North exhibit highlighting the work of the Group of Seven’s Lawren Harris, is fuelled by her desire to create art that’s urgent and reflects what’s absent. Remembering the Blue Jays from 1984 to 1993 and the great Pat Gillick Everyone seems to be falling all over themselves about this Blue Jays team. I get it, they are a good team, and I like them. It’s just that they haven’t been good for very long, they may not have enough pitching and it remains to be seen if the new ownership can continue to compete with the potential loss of some big-name free agents coming up. For those of us old enough, recall the Blue Jays teams from 1984 to 1993. Contending most every year. There was the American League East Championship in 1985 and a windblown triple away from a World Series birth. There was the collapse of 1987 where the Jays coughed up the pennant by losing the last seven games of the regular season. More division titles in 1989, and 1991. And their ’89 wins in 1984 and 96 wins in 1987 would have

The Series victories in ‘92 and ’93 was the pinnacle of success for the Jays, the rewards for a team very well built by Pat Gillick. Good times. The current Jays team seems to have succession issues. With the expiring contracts of Edwin Encarnacion and Jose Bautista, it appears as though one or both will not be back with the club. Michael Saunders and R. A. Dickey have expiring contracts, too. Time will tell how good this team can be, and for how long. Alex Anthopolous had a career week at the trade deadline last year, and transformed a mediocre team into a con-

tender. Not good enough to make the World Series, but a contender. Now he is gone, and I’m not sure why. Now we have the Cleveland connection, Ross Atkins and Mark Shapiro. They both have track records of some modest success, on a budget. But Pat Gillick, he was an absolute baseball genius. He built the team through the draft, with diligent scouting, and shrewd trading. He filled holes with veteran players when necessary. I know I am living in the past. I’m just sayin’ as far as the Blue Jays go – show me. Because the Jays from ’84 to ’93 sure did. And it was absolutely a fantastic time to be a Blue Jays fan. Let’s hope another lengthy run is beginning. John Lyon is a longtime Scarborough resident. For over 40 years Reena has been improving the lives of those with developmental disabilities within a framework of Jewish culture and values. This history and success is because of the quality of service that is provided. Reena focuses on individual abilities, creating

customized plans for each person; setting goals and working towards achieving them. Reena meets the diverse needs of children, youth and adults by offering a wide range of programs that promote dignity, independence and personal growth. Province announces installation of 500 new electric vehicle stations A network of charging stations to accommodate burgeoning Electric Vehicle (EV) usage will be in place by next spring, the Ontario government announced Wednesday, July 13. The $20-million plan will see 500 charging stations installed at 250 public and private locations across the province, including more than 60 in Toronto. The move is intended to allay ‘range anxiety’ for EV use and encourage longer drives made possible with more opportunities for

recharging the car’s power source. The money comes from an investment fund created by the province to better promote green technologies like electric vehicles, of which there are an estimated 7,000 operating in the province. That number is expected to significantly increase over the next decade. According to the province, 200 granting requests totalling $165-million were made for provincial funding of a charging station.

Wednesday’s announcement was made jointly by Ontario Transportation Minister Steven Del Duca and Environment Minister Glen Murray at Ikea’s Etobicoke location. Last year, the company signed a deal to install EV charging stations at all of its Canadian stores.A full map of planned EV charging locations is accessible via the provincial travel information web portal Ontario 511. The full network is expected to open by March 31, 2017.

Scarborough, Durham Region soon to have own hospital corporations, says provincial advisor Rochon MIKE ADLER madler@insidetoronto.com The campuses of Rouge Valley Health System are scheduled to merge with their neighbours in Scarborough and Durham by November 1, as the province prepares to study long-awaited improvements. An expert panel recommended the break-up of RVHS, a hospital with its Centenary site in Scarborough and an Ajax-Pickering site in Durham, to Ontario’s Liberal government last November. Before Health Minister Dr. Eric Hoskins backed the panel’s report in April, RVHS lobbied vigorously for its own preservation. This week, however, Mark Rochon, Hoskins’ special advisor on the project, said the boards of TSH, RVHS and Oshawa’s Lakeridge Health

are working on mergers “in a spirit of cooperation and goodwill,” and making progress. Soon, Rochon said in an interview, Scarborough and Durham will each have a single hospital corporation instead of two. execution date “November 1 is the execution date that we’re looking for,” he added on Wednesday, the day Integration Steering Committees were set to look over merger proposals Rochon said could be sent within weeks to the province’s regional health authority, the Central East Local Health Integration Network, for approval. RVHS and TSH were ready to merge in 2014, but TSH pulled out at the last moment.

Frustration continued to grow in Scarborough, meanwhile, over the state of local hospitals, including overcrowded emergency departments at RVHS Centenary and TSH Birchmount, and operating rooms at TSH General which are the province’s oldest. In response, Hoskins last April launched the panel, which didn’t just recommend remaking emergency rooms and operating rooms but said “comprehensive” new hospitals should be built in both Scarborough and Durham. Year-long planning studies for hospitals on either side of the Rouge River Valley, dealing with all the above, will start after the new corporations form, Rochon said. “These are planning exercises that will take these hospitals through the next several decades.”

Police believe they’ve made a significant dent in what they’re calling a sophisticated organized crime ring distributing, trafficking and exporting drugs. On Thursday, July 14, representatives from the Toronto and York Region police services alongside those from the Canada Border Services Agency gathered at Toronto Police Headquarters to discuss their investigation as well as display a number of the items seized. Among those items are eight firearms, ammunition and a silencer, more than $2.3 million in cash, as well as 2.83 kilograms of various controlled substances including marijuana and cocaine. More than 100 kilos of cutting agents, with a street value of $164,220, are also now in the hands of authorities. The street value of the illicit drug is pegged at $14 million. Dubbed Project Beyond, the joint forces operation, which has been underway since the beginning of the year, has also resulted in the

arrest of 27 people who are facing a slew of drug trafficking and criminal organization-related charges. “It’s always good to see one gun taken off the streets. I this instance, it’s eight or nine,” said Supt. Gordon Sneddon of Toronto Police Services’ Organized Crime Enforcement unit, adding police are looking into whether or not the seized guns have been used in any crimes. Sneddon also said investigators are in the process of seizing $3.3 million in assets they believe were purchased using the proceeds of crime, notably a number of “expensive” condominiums mostly located in Toronto. Investigators have also seized bank accounts and money counters. During the press conference, Insp. Dieter Boeheim of York Regional Police’s Intelligence Bureau said the investigation straddles Canada, the United States as well as “Asian countries.” “The criminality takes place all over the GTA as well as internationally,” he said, noting those involved

in the unnamed ring often moved and operated between Toronto and York Region. “The group is a very fluid one.” Investigators allege 40-year-old Richmond Hill resident Kevin Er, who is known to police for what Boeheim called “criminal endeavours” generally linked to drug trafficking, is the ringleader of the group, which is believed to have been successfully operating for a number of years. “Er is sophisticated. Er flies under the radar. He’s a pretty disciplined criminal,” alleged Boeheim, noting the accused, who is facing 15 charges, made use of encrypted technology, often had faceto-face conversations with his associates and kept his circle small. Boeheim also said the items seized are substantial and put a notable dent in the GTA drug trade. “The supply has just been cut off significantly in the GTA,” he said. “Police can only do so much. Part of it is the community. Teach your kids early and lead by example.”

Frank Faubert Wood Lot won’t be ruined during subway construction Council votes to rule out wood lot as work site during construction of subway The Scarborough Subway won’t ruin the Frank Faubert Wood Lot, and that has Glenn De Baeremaeker relieved. As a younger man, the Scarborough councillor and TTC board member helped save the small forest on the north side of Ellesmere Road. De Baeremaeker is one of the leading backers of the one-stop Bloor-Danforth extension to Scarborough Town Centre, and recently was aghast to learn the wood lot was a possible staging area for the construction. But while the project, now with a pricetag of $3.2 billion, was being debated at Toronto Council this week, De Baeremaeker added a motion to rule out the woods as a work site. It passed easily on Wednesday, July 13.

The proposed subway route follows McCowan Road, but veers west just before it reaches Ellesmere and travels under some houses, a plaza and part of the woods. Property owners in the area were shown five options last month for where the TTC thought the 10,000-squaremetre staging area could

go. Two were in the wood lot, and two occupied an Esso Station southwest of the intersection and some houses to the south of it on Stanwell Drive. The fifth option put the staging area on the station and an adjacent plaza, the Progress Park Centre. De Baeremaeker said subway construction won’t start for two years, but he wants a decision on the staging as soon as possible, so owners know what to expect. “We do hope it’ll be some time this fall.” He added he doesn’t want the project to force any residents out of homes, and is confident the City of Toronto won’t have to expropriate any houses. - Mike Adler

The move came on July 15, the fourth day of Toronto Council’s last meeting before the summer break, as weary politicians gave the thumbsup to Eglinton-Lawrence Councillor Christin Carmichael Greb’s motion setting out rules for both on-street basketball and hockey. Transportation staff had recommended against allowing the age-old practise of playing ball hockey and basketball on streets with portable

nets, “as it encourages children and adults to play on the roadway” and could create a safety hazard. Council decided it was worth the risk. “We’re dealing with an age where obesity’s a problem and kids don’t have the space to get out and run around,” said Carmichael Greb. “I think that parents need to teach their kids how to be responsible and play safely. Most of us grew up doing it and it’s not anything different now. You yell ‘car’ and you go away, and you yell ‘play’ and you go on and play.” Carmichael Greb moved an amendment to the bylaw prohibiting playing on roads. Now hockey and basketball are permitted on local roads that have a speed limit of 40 km/

hr or less, only during daylight hours and never before 9 a.m. or after 8 p.m.. Those who decide to play are responsible for finding locations that are safe and playing safely, and they waive all claims against the city in the event of mishap. By unanimous vote, council opted to support the about $80-million five-year plan, half of it new money, which received a boost to funding this week following criticism from pedestrian and cycling advocates for not going far enough in addressing road safety. Council also supported measures to reduce speeds on sections of Richmond, Adelaide, Front and Wellington streets, from 50 kilometres per hour to 40 km/h, as well as a stretch of Gerrard Street, leading east of Victoria Park Avenue. Council also supported by a 24-17 margin Frances Nunziata’s motion requesting the Ontario Ministry of Transportation to ban pedestrians from using handheld devices while on a traveled road, for example while crossing an intersection. “If you’re texting and driving or texting and walking, in my opinion it’s the same,” said Nunziata during her remarks. - with files from David Nickle
