Caribbean Carnival veteran gears up for this year’s celebrations jean ko din jkodin@insidetoronto.com Calypsonian Dick “D’Juiceman” Lochan is a Caribana veteran. He was there when Caribana Toronto first started 48 years ago. He has been a master of ceremonies for every event at the festival at least once and has seen the celebrations grow from hosting 35,000 attendees in 1967 to hosting over a million attendees last year. This year, he will be MCing and performing at three events, including the King and Queen Competition and Show on Thursday, July 31. “It’s very rare that I go to these things and not know the background of the performers,” said Lochan. “I’m an artist myself so I know who everyone is and how they want me to introduce them.” Now called the Scotiabank Toronto Caribbean Carnival,
albums. The most recent album was released in 2013 called Unleashed. Lochan recently returned to Trinidad to compete in the National Humour Calypso event and was one of eight finalists that received a cash prize. “It’s like being at the Grammy’s,” he said. “It’s a big thing because I’m Canadian now and they see me as an outsider.” Lochan said that he is not bothered by it because he admits that he has grown up in Toronto. Because of this, he said that it allows him to recognize how important it is to keep the culture alive in Canada. Lochan has also published three books in Caribbean dialect — Doh Make Joke (1987), Fuh True (1989) and So It Go (2005). “It’s all to share my culture with you. What we speak is like a street language,” he

Lochan says that it still feels like a community event. “[The festival] is about keeping our culture alive and sharing it with others,” he said. “There are so many mixes that make Toronto unique and we are just a part of it.” Lochan says that a major
part of his love for the festival connects with his passion for calypso music. As a performer and entertainer, Lochan sings under the sobriquet D’Juiceman, which comes from a popular single from his first album in 2008. Since then, he has independently released two more
said. “The books are a collection of short stories, poetries and skits in dialect and I include a glossary for you.” Lochan said that sharing his culture to a new generation of Caribbean-Canadian youth is the most important work he can do. He said that tutoring youth in the arts helps give them a sense of themselves because that is where their culture is embedded. Lochan is tutor and codirector of the Pass the Torch program, a cultural arts project that teaches calypso and soca music to youth from ages eight to 17 in the Malvern community. Now in its 10th year, the program provides weekly workshops that teach them the history of calypso music, but also allows them to write and record their own songs. “We work at a very high level,” said Lochan. “When the kids see their words turn
to music, it builds their confidence and helps them with their school work.” Since the program was established, the program has released seven CDs. Many have received recognition from the calypso community, including two songs that were nominated for the Canadian Music Awards. Songs created from this year’s youth was recently showcased in the Caribbean Carnival’s junior event on Saturday, July 19. Lochan said he encourages youth from all backgrounds in the Pass the Torch program. He wants makes sure that the music that the children listen to are incorporated in their program. “[Calypso music] is world music, so everyone should share in it,” he said.

Ford, hecklers need to stick to city’s issues I
t happened on Monday and it will probably happen again. Rob Ford will attend an event and hecklers will protest against him, turning whatever the intended purpose of the event was into a sideshow of the debate over the competency and morality of Ford continuing as mayor. It’s a bad situation, which needs to be re-examined both by the Ford campaign and those opposed to him. On Monday, Ford attended the opening ceremonies for Woburn Park in the North Toronto area. The park means a lot to residents who live in the area, but you would never have known that by the circus surrounding Ford. our view Hecklers interrupted him, and the media fired questions at him Fact-based about his time in rehab, his use of drugs and more while Ford posed discussion for photos on playground equipment. What wasn’t discussed was necessary Woburn Park. It was a similar scene at the recent launch of the Pan Am/Parapan Games countdown clock in Nathan Phillips Square. It’s one year until Toronto hosts the games, but much of the event seemed to be dominated by a confrontation between an angry Ford supporter and those protesting against the mayor and the media in general. Both sides need to do better. Ford needs to respect the difference between a community event and a campaign event; and so do those who are following him around protesting. There is nothing more for the protesters to gain if they want to complain about Ford’s personal life. Whether they are wearing shirts or not, they need to stick to the issues of the campaign. Yelling at Ford about crack smoking gains them nothing. Right now, the protesters are probably helping Ford more than hurting him. What we want from this mayoral campaign is some solid, fact-based discussion on how to pay for transit improvements in Toronto, whether to abolish or stay with the Land Transfer Tax, and how to attract and keep businesses operating within the city’s borders. Those questions need to be asked and answered in an appropriate manner, rather than a circus-like atmosphere in which the campaign is currently.

Summer fun on the streets of Toronto
T
he local calendar was packed to the brim last weekend. In addition to the Jays/ Texas Rangers series and the Honda Indy, there had to be at least a dozen street festivals, too. I never realized we had that many festivals going on at one time. I was so intrigued I figured I’d check them all out. Then the rain came pouring down on Saturday which meant, if I was actually going to do it, instead of the luxury of spreading them out evenly over the weekend I’d have to jam them all in to one day. It was a tall order, to be sure. But, hey, I like challenges. So I got up bright and early Sunday morning hopped in the car intent on giving it my best shot. I decided to start with a classic, the Extremely Popular Annual DowntownFest. You couldn’t ask for a better one to kick things off and I was really pumped.
jamie wayne BUT SERIOUSLY Alas, I never made it. No matter which direction I turned I kept running into DisruptionFest. It’s been growing year after year, but I’ve never been a big fan. It’s always the same old, same old and this year was true to form. At virtually every intersection I was re-routed by its partner street fairs: ConstructionFest, Road ClosureFest, DetourFest, You Name ItFest. And Not Necessarily In That OrderFest. I’m not crazy about of any of them, either. They really get my goat, who incidentally is also not too fond of them, as it turns out. What troubles us is that they’re tied to three other fests that we don’t particularly care for either: the Seemingly Endless Gardiner Expressway MaintenanceFest, the
Ubiquitous Way Overdue Pothole FixFest and one making its inauspicious debut this summer, the Doing A Lot Of Miscellaneous Repairs Now In Hopes Of Somehow Averting The Anticipated Commuting Nightmares During The Pan Am Games Next SummerFest. Also known as Lots Of LuckFest. The offshoot? Local traffic gets to the virtual StandstillFest. Ah yes, the legendary Standstillfest. Where you’re serenaded in the background by the not so dulcet tones of Driver Expletive DeletedFest and Horn HonkingFest, which, neither me nor my goat are also not too wild about, if you’re keeping score at tome. Nope, it wasn’t quite the best way to start my festival search. So I decided to turn the car around, drop it off at home and once re-energized, head to the subway for a fresh start. It was just what the doctor ordered. Once through the turnstiles,
the smile quickly returned to my face. Alas, just a few stops after I hopped on the train there was a familiar weekend message on the intercom system: Passengers were being ordered to hop off and advised to make their way to the bus platform for Shuttlefest. It was tempting, to be sure, but I just wasn’t in the mood. So I declined the offer and decided to do the rest of my street festival seeking on foot. As soon as I got outside the station I took a deep breath. Then another. And another. After which I immediately started coughing. Just my luck. I was smack dab in the middle of SmogFest. Scarborough Councillor Michael Thompson says he’s free again to speak about Toronto Police Chief Bill Blair after colleagues on the Toronto Police Services Board withdrew a complaint against him. Thompson, the board’s vice chairperson, applied in March for judicial review of a board decision the previous month which found the councillor had “potentially” breached the board’s code of conduct in remarks to a journalist about Blair. “I won’t be intimidated by anybody,” Thompson said in an interview this week after announcing the board had reversed its position in a letter
sent to him Friday. Thompson said two fellow board members brought the complaint after he remarked Toronto’s police service “needed to have a shakeup” and he did not support renewing Blair’s contract. The board’s move meant Thompson would not be able to speak about or vote on whether Blair gets a fiveyear extension at his post, a decision board members must make this year. He argued it couldn’t be a violation of board conduct to criticize the chief, and said he filed for a judicial review as “the only lawful way that was available to me.” In a statement, Thompson said the board’s letter, which has not been released, told him Ontario’s solicitor general
ministry and Civilian Police Commission both determined “no further action is warranted” on Thompson’s remarks, and that the board would close the matter. Thompson said he stands by what he said, adding he feels Blair, like any public official, can be criticized respectfully, and that he is compelled to speak his mind about the chief’s performance and how the service spends a budget of nearly $1 billion. “The whole public would hold me in contempt if I didn’t speak about it,” said the Scarborough Centre councillor. “It’s a big issue many of my residents talk to me about.”

The Toronto and Region Conservation Authority has announced it’s beginning terms of reference for an environmental assessment on creating a public waterfront park from Highland Creek to Bluffers Park. The Scarborough Waterfront Project will turn shoreworks below the bluffs into a public park.

lanning for a park that will cover the entire waterfront of Eastern Scarborough began with an announcement last week by the Toronto and Region Conservation Authority. The TRCA is preparing an environmental study to create a “destination park featuring a system of linked scenic landscapes both along the top of the bluffs and at the water’s edge,” from Bluffers Park to East Point Park. Meant to extend a waterfront park already com-
pleted further to the east in Port Union, the larger stretch along Lake Ontario will give strollers and cyclists “safe public access to and along the waterfront while respecting the natural and scientific importance of the Scarborough Bluffs.” $70 million Called the Scarborough Waterfront Project, it would effectively create a continuous set of trails, beaches and wetland areas from Bluffers to Pickering, and could cost $70 million. “It could take 14 to 15 years to do all this work,” Connie Pinto, TRCA man-
ager for special waterfront projects, said in an interview. “We want to hear from a lot of people and get their ideas.” The first step will be submitting terms of reference for the project’s environmental assessment to Ontario’s environment ministry. Little known outside Scarborough, shoreline works along most of the future park’s length are already in place, and have continued to attract people even during their construction. But the cobble beaches and road below the bluffs, which began with the sec-
tions below Sylvan Park and Sylvan Avenue east of the Bellamy Ravine, were meant to control erosion, not create a park. Park standard Though many residents choose to walk or cycle the shoreline works between East Point and Bluffers today, “they aren’t up to park standard,” and some sections aren’t there at all, Pinto said. The park requires a more complex study, with at least a year to weigh the options for access from top to bottom of the bluffs, recreational access to the water,
trails, amenities, and places for people to congregate and rest. Last September, Toronto council agreed to use water rates to pay for the study, which Pinto said may be launched at the start of 2015, and cost $3 million over two years. The authority will soon advertise the first public information meeting, which will be in September, for the terms of reference. Pinto said the study will give people a better understanding of sand from bluffs and where it goes. Sections of bluffs protected by the shoreworks are still exposed and continue to
fall in “slippages,” she said, while water has pooled behind them and created shore habitat. The constructed cobble beaches and breakwater groynes in Port Union and elsewhere along the Scarborough shore have already provided muchneeded shelter for fish, Pinto added. Tunnel Borer deal now off wTTC A deal between the TTC and a Chinese company to purchase four tunnel borer machines (TBM) is now off. The deal for the TBMs, which were used to excavate subway tunnels connecting Downsview Station and six planned stops as part of the Toronto-York Spadina subway extension, was shelved after Lovesuns Tunnelling Canada withdrew its $9.2 million offer, according to media reports. No reason was given for the dissolution of the sale, and it’s likely the TTC will look for a new buyer. talent at Rising Star show wLocal
Scarborough’s Christopher Wilson, 7, is competing in the Rising Star Talent competition at the Canadian National Exhibition, which takes place Aug. 15 to Sept 1. Wilson, who dances at studio at Morningside and Sheppard avenues, has made it into the preliminaries for the 28th year of the annual competition, which showcases young artists between the ages of 6 to 25 at the bandshell. Wilson is looking forward to having local supporters cheer him on. Kaitlin Taylor-Rivet, his dance teacher, said in an email, he has been dancing for three years and his favourite styles are acrobatics/tumbling, contemporary, ballet, jazz, tap and hip hop. Taylor-Rivet also said, “He is a very hardworking student. He dances with his age group and the one above his.”

Two Scarborough organizations have recieved a grant from TD Financial Literacy Grant Fund. The Agincourt Community Services Association (ACSA) provides a variety of programs for young families, youth, homeless, seniors and newcomers to the country. ACSA has four community centres located throughout Scarborough, including a main office at 4155 Sheppard Ave. East. The Catholic Crosscultural Services (CCS) has four locations in Scarborough. CCS has an Employment Access Program that gives unemployed members of the community guidance and support as they seek jobs in the Canadian labour market. The main CCS services office is located at 55 Town Centre Court.
The TD Financial Literacy Grant Fund awarded $1.1 million in grants to 16 community organizations across Canada, seven of which are Toronto-based. low income The fund provides grants to charity organizations that deliver financial literacy programming to low income individuals and families. Grants can range from $25,000 to $100,000 within a maximum of two years. The Toronto Zoo will host a fundraiser this fall for giant pandas, at which the two greatest guests of honour will dine on bamboo. Fang Li, Consul General
of China, and the zoo management board have jointly organized the first Moon Festival Gala on Sept. 13 at the pavilion of the zoo’s Giant Panda Experience. Announced on Monday, July 21, the gala, part of the zoo’s 40th anniversary celebrations, will raise money for the Giant Panda Conservation Fund. In a release, the consul general said the endangered mammals, on a five-year loan to the zoo from the Chinese government, “have brought the people of China and the people of Canada together again.” Er Shun, the female of the pair, was inseminated months ago, but pregnancy in giant pandas is hard to detect and the zoo has made no statement on Er Shun’s status since.

Police are looking for two men after a knife-point robbery at a bank Monday. Police said two males, one brandishing a knife, entered the TD Canada Trust at 2565 Warden Ave. and demanded cash at 4:47 p.m. The bank employees complied, and the robbers fled in a southerly direction. No one was hurt. Both suspects are 18 to 25 years old with medium builds. One is white, about six-feet tall and 150 pounds while the other is black, 5’7” tall and 150 pounds.

Scarborough band to play at Boots and Hearts festival jean ko din jkodin@insidetoronto.com Getting invited to this year’s Boots and Hearts Music Festival was a luck of the draw kind of thing, according to Matt McCartney, percussionist, guitarist and hamornica player for a new, young band called Northern Roads. M c C a r t n e y, 2 1 , w a s i n Peterborough last year, playing hockey for OHL’s Peterborough Petes. Every two weeks, the team gathers with the team chaplain, Tim Coles, who happens to be good friends with Boots and Hearts founder Shannon McNevan. McCartney was hesitant to even approach McNevan. After all, his band was new and he didn’t think McNevan would be interested. One of McCartney’s closest buddies on the team, Cameron Lizotte, tried to convince him to take the chance. “I kept saying I don’t know, I don’t know but then [Lizotte] finally said, ‘Screw it.’ He went into my car, took my CD and gave it to him for me,” he said. McCartney didn’t think he’d
music for ten years. Mitch, 19, says he has been taking guitar lessons since he was young and his brother took drum lessons. Rob Almeita, 21, was the McCartney brothers’ high school friend and plays main guitar with Mitch. The band describes their sound to be “modern alternative acoustic rock,” with influences from bands like City and Colour, Mumford & Sons and The Lumineers. professional gig Their first professional gig was only on June 14 at Scarborough’s The Three Monkeys Pub at 1585 Warden Ave. They still feel very young but, they are working hard to get themselves ready for the music festival. “We’d just like to take it as far as possible,” said Almeita. “We enjoy doing it and that’s all that matters.” The Boots and Hearts Music Festival 2014 takes place at the Canadian Tire Motorsport Park in Bowmanville, Ontario. Scarborough Summerfest this year covers three days and is really four festivals in one. Its drive to give Scarborough the type of larger-scale summer festival seen in Markham and Toronto - and to give everyone something they will like - hasn’t always drawn large crowds in the past. TIFF unveils opening lineup of films for festival AMANDA JEROME scm@insidetoronto.com The Toronto International Fi l m Fe s t i va l ( T I F F ) announced their first lineup of films this week as well as a special announcement that a portion of King Street will be closed during the festival. King, between University Avenue and Peter Street, will be turned into a pedestrian-
friendly zone the first four days of the festival. The section will be called Festival Street and will serves as an area for TIFF attendees to mix and mingle in between screenings of the world premieres, which there are 37 at this year’s festival. The first four days will be dedicated to them. “It’s only four days,” said TIFF CEO Piers Handling. “I
know there’s a lot of street closures, but we hope people understand this is a huge festival for Toronto. It brings $2 million a year to the city. Hopefully people will get out and enjoy it.” This year’s festival theme is ‘This is Your Film Festival’, which Handling said speaks to the fact the TIFF experience is about the audience. “The audience is the most
important stakeholder in the festival,” he said. “It’s their festival. It’s not about media or competition, but about people enjoying movies.” Handling said he’s had a lot of stars and directors tell him how much they love TIFF because it’s about the public. Tuesday’s press conference released just more than 50 titles in the festival’s lineup.
Canadian talent such as David Cronenberg (Maps to the Stars), Jean-Marc Vallée (Wild), Jason Reitman (Men, Women and Children) and Philippe Falardeau (The Good Lie), will be showcasing films this fall. It was also announced that Alan Rickman’s A Little Chaos will close the festival at Roy Thompson Hall Sept. 13. Rickman said he was pleased
with the news because he feels a certain kinship to the city. “It is a great privilege for A Little Chaos to have its world premiere in Toronto and for it to be given the festival’s closing night gala, but it is also a very personal pleasure,” Rickman said.

If you are looking for an evening of outdoor theatre that boasts an amazing backdrop and scenery — and a show that will have you laughing throughout — the Guild Festival Theatre’s (GFT) The Importance of Being Earnest, by Oscar Wilde, is the show to see. The Guild Inn Gardens boast views of the Bluffs, has a rich arts and culture history and amazing architectural relics from buildings of Toronto’s past, especially those that comprise the Greek Theatre where the show is staged. It’s an ideal setting, not to mention a beautiful one. As the sun goes down nature completes the setting for GFT’s rendition of this comedic classic. It’s wellplayed, well-staged and a hilarious look into the lives
of those who are looking for love, and the lies and truths they will tell to get who they want. Algernon (Adrian Shepherd) is a spoiled rich orphan who oozes charm out of every pore, and uses a phantom friend named Bunbury, who of course is always ill, to get out of family dinners and social events he finds boring. Mostly, the dinners are hosted by his aunt, Lady Bracknell (Jill Frappier), who’s always trying to set him up. When Earnest, an old friend, stops by with intentions of asking Gwendolyn ( Tamera Broczkowski), Algernon’s cousin’s hand in marriage, Algernon tells him he’s against the request based on a cigarette case that is inscribed, ‘From little Cecily, to her deal Uncle Jack.’ Turns out, Earnest is really named John (Brad Cook), has a Bunbury of his own,
his brother Earnest, who is also always ill. However, when John is in the city, people know him as Earnest, not John or Jack. Turns out he is the guardian of an orphan named Cecily (Daniela Pagliarello), who’s beautiful, fiery and has a mind of her own and spends her days under the tutelage of Miss Prism (Tina Sterling). ‘Earnest” is his reason to escape to the city without excuse. When Algernon finds out this truth, his curiosity gets the better of him and he visits Cecily, and promptly falls in love with her, under the guise of being John’s brother, Earnest. When John arrives home to find Algernon and Gwendolyn at his country home, things get a tad messy as all the lies told are about to come undone in the most hilarious way. There are suddenly two
Earnests, two love affairs as Algernon/Earnest and two women who love them in return but only if their real names are Earnest. There are so many plot twist and turns, each revelation more absurd than the last, which is part of the reason this show is so funny. The other reason is because of the well-written dialogue and the way it’s delivered by the cast. The actors in this show are a remarkably talented cast of performers, which also includes George Meanwell playing the dual butler roles of Lane and Merriman, and Bryan Stanish as Dr. Chasuble. They bring their characters to life in an entertaining and humourous way. The show runs until Aug. 10 at 7:30 p.m. at the Greek Theatre in the Guild Gardens. Tickets are $25. Heritage Toronto tours focus on city’s history Heritage Toronto is hosting a walking tour this summer called Creating Toronto: the Story of the City in Ten Stops. Every Thursday to Aug. 28, participants will walk through the downtown core, listening to stories about 11,000-yearold footprints under Toronto bay, three Toronto city halls and an old rivalry between powerful businessmen.
The Creating Toronto tour runs from 6:30 p.m. to 8 p.m. every Thursday. The 10 stories and stops that are part of the walking tour are:

Qualifications To work as a returning officer, you must be a Canadian citizen, at least 18 years old, and live in the federal riding where you’re applying to work. Your job is to manage the election in your riding. The work is varied, challenging and rewarding. If you have project management experience, with strong skills in finance and human resources, this may be the job for you.
Pay Rates and Work Conditions Pay rates are set by regulation. The current fee for an election period is about $24,250. You can expect to work close to 500 hours in the year leading up to an election, at a rate of $48.04 per hour. (These rates are under review.) Returning officers are appointed for a 10-year term. During this time, you must remain non-partisan.
