Real estate broker Frank Leo, who has been serving clients in Toronto and the GTA for 28 years, said for Millennials the biggest thing is the pressure of being “squeezed out of the market.” Leo, of RE/MAX West Realty Ltd., advises young buyers to avoid jumping into the market before doing their research, specifically knowing exactly what they want and can afford. “A good representative on your side helps keep your emotions in check,” he said. “If a property isn’t what you need or want then don’t buy it.” He added those between the ages of 18 to 35 who want to purchase a property in Toronto need to take a close look at their needs and based on their budget a good realtor will be able to help find the right home to buy. “If you buy well, that’s a good investment. If you buy poorly then you’re in trouble. You want to make sure you have someone who knows their stuff to give you the best advice,” he said. Leo also said Millennials need to realize it’s not likely they’ll be buying the home of their dreams the first time around. “Often, the first property is a stepping stone that fits your current needs and one that will get a good return,” he said. “Real estate is all about understanding value and getting the best property for your money.” Meray Mansour, real estate agent with Royal LePage Estate Realty, agreed noting getting into a smaller “first-step home” like a condo or a small bungalow for a few years is what will help first-time homeowners build equity for their dream home. With 18 years of experience in Toronto’s real estate market, she said bidding wars for anything in the $550,000 to $700,000 range are to be expected. “There’s so much demand and very low stock. I advise my clients to understand bidding wars are a reality but to not be discouraged,” she said. “And because today’s market is so hot, being too emotional can lead to irrational decisions. You need a realtor that’s going to advocate for you in this type of market.” She encouraged Millennials to go for it if they do have enough money saved up to get into the market. “Don’t wait because the market is so hot,” she said.

Cyclists deserve our respect, for safety’s sake T he city kicked off Bike Month, which runs from May 30 to June 30, with a blitz by Toronto police writing tickets to drivers parking in bike lanes. The heightened enforcement campaign called “Right 2 Bike” ran for one week until June 5 and saw parking enforcement officers working with traffic services and divisional units hand out 273 tickets at $150 a piece, totalling $40,950 in fines. That sounds like a lot, but the campaign to target drivers with total disregard for cyclists should continue in some shape or form. Bad habits are hard to break, especially this one. Since a bylaw change in 2014, which increased the fine for blocking a bike lane from $60 to $150, about 17,000 tickets have been issued to date. For more recent empirical evidence, just check Twitter where cyclists regularly tweet pictures of cars, taxis and delivery trucks our view blocking bike lanes. While parking enforcement officer Brian Moniz noted most Cars parked of the enforcement in the blitz in bike lanes took place in the downtown core, this could be a growing and more a real danger prevalent issue across the city. With the city discussing how to expand cycling infrastructure in Toronto to the tune of $16 million per year for 10 years, any increase in bike lanes would only exacerbate the problem of cyclists being put in danger by drivers blocking their right-of-way. Perhaps having additional blitzes and an increased awareness campaign, combined with even higher fines for offenders are potential solutions to curbing bad driver behaviour. The alternative of not having some kind of sustained campaign to ensure the safety of cyclists will have an adverse impact on what the city seemingly wants to achieve through holding Bike Month each year. That is to encourage people to get out of their cars and ride their bikes more. Bike to Work days? Good luck finding more people to participate if it means navigating Toronto streets with the added challenge of swerving around parked cars.

Karygiannis plays role of council’s angry man Ah, Scarborough-Agincourt Councillor Jim Karygiannis. We have not seen his like since… well really, since the last time the voters of Ward 39-Scarborough Agincourt sent a councillor to City Hall. Karygiannis is the firstterm successor to Toronto’s former budget chief, Mike Del Grande, who kept Ward 39 strange for a decade before that, often with the help of Karygiannis himself, who had been a Liberal MP for even longer in the area. In 2004, the two of them made headlines, personally helping to bust up marijuana grow ops in their communities, while Del Grande also kept an inventory of constituents whose homes violated city bylaws. Del Grande had a brief tenure as former mayor Rob Ford’s first budget chief, but consistently bemoaned the failings of his colleagues on council and delinquent constituents alike, maintaining a consistent and in retrospect magnificent rage.

david nickle the city When Del Grande decided he’d had enough in 2014, Karygiannis happily assumed his angry role at, if anything, a greater volume. He took on the Uber ride-sharing industry in the rhetorical equivalent of a berserk rampage, behaving so badly during Licensing and Standards Committee hearings that Mayor John Tory called him on the carpet. More than a decade after he and Del Grande waged their own local War on Drugs, he came to the defence of illegal storefront marijuana shops. And this week, two reports from the city’s integrity commissioner calling him out for behaviour not too dissimilar to those pot-busting days with Del Grande. In one instance in 2015, Karygiannis scared the

bejeezers out of a family guilty of parking on the “skirt” of their home’s driveway. In another, he scared the bejeezers out of an Uber driver who he’d spotted going to pick up a ride in a house in his ward. The integrity commissioner found Karygiannis had run afoul of the councillors’ code of conduct, which incredibly requires that councillors not intimidate people in the course of going about their business. On Tuesday, Karygiannis mumbled an apology on the floor of council. But he wasn’t sorry, not really. In an interview, Karygiannis maintained he should be able to tell constituents to obey the law if he wants to, particularly if the city is slow to enforce. And if he’s intimidating in the course of doing that? “Maybe the method, she (the integrity commissioner) doesn’t agree with it. Maybe my method is a little rough,” he said. “I’m a big guy. What can I tell you? I’m six feet

and 260 pounds. When you see me walking up to you, you feel intimidated.” Maybe there always has to be a Jim Karygiannis at City Hall: someone who ignores decorum and puts on a show, a John Belushi character turning civilized discourse into a proper Animal House. When he was a councillor, Rob Ford fulfilled that role, spewing rhetoric across the city while digging down on the little things in neighbourhoods and dissing his colleagues for their cityfunded office budgets. Doug Ford played that role a bit when Rob became mayor and Giorgio Mammoliti still dips toe in that pool from time to time, but clearly he’s getting tired. So maybe it’s good, that Karygiannis is here to keep an old Toronto tradition alive.

Police picnic set for Saturday Scarborough residents are invited to the 19th annual 42 Division Police Community Picnic at Burrows Hall Community Centre this Saturday. The picnic runs from noon to 5 p.m. and will feature bouncy castles, entertainment, a variety of foods, raffles, a silent auction, games, a bike safety rodeo, entertainment and much more. This year will also see the 42 Community’s Got Talent competition take place as part of the fun. The picnic is hosted by the 42 Division Community Police Liaison Committee and the 42 Division Chinese Community Police Liaison Committee. Thiru gets Liberal nod in Scarborough-Rouge River MIKE ADLER madler@insidetoronto.com Piragal Thiru, a “steadfast Liberal” since he was 14, is the provincial party’s candidate in the Scarborough-Rouge River byelection. A party insider, he came to Canada as a refugee at age 11, but hasn’t run for office before. “This is not over. We have work to do,” Thiru told fellow Liberals Sunday, June 5, afternoon after being declared winner of the nomination. He directs diversity and inclusion policy for York Region, and is also the party’s vice-president of engagement. Now, he’ll get ready to face

two well-known local politicians: Raymond Cho, a city councillor running for the Progressive Conservatives, and Neethan Shan, a New Democrat and public school trustee. Both Cho and Shan have run for MPP before in Scarborough-Rouge River. But Thiru said the open nomination race between six candidates gave local Liberals a great start, as they signed up more than 5,000 memberships. “This gets the Liberal conversation going in the riding,” he said before the result was announced. Earlier, he acknowledged the party, which has been in power since 2003, has more

to do in Scarborough. “I am confident we can come to the table and get transit built in Scarborough, finally.” Only 1,562 eligible members voted, and the votes received by individual candidates – which were calculated on a ranked ballot – weren’t released. Rathika Sitsabaiesan, the riding’s former MP, likely came the closest to Thiru. She said the two campaigns were “neck and neck” in signing up members, but Thiru’s supporters had a two-week head start. “It is what it is, and in the end they ran a good campaign,” she said, adding the most important thing now is

to win the byelection caused by the March resignation of MPP Bas Balkissoon. Thiru invited Sitsabaiesan and his other rivals, Viresh Mathur, George Singh, Dewitt Lee and Kiri Kathigesu, to share the spotlight with him in a show of Liberal unity. Liberals will need that unity, Thiru suggested, to fend off Cho and win the byelection, which Premier Kathleen Wynne has yet to announce. Other Liberals at the Scarborough Convention Centre in Malvern Sunday agreed the party benefited by keeping the nomination process open. “This was an opportunity for the Liberals to grow in

strength and stature, and I think we achieved that,” Lee said. He added people in the community should take advantage of the media focus a byelection will bring and get their “asks” ready. Singh, who has run five times in the riding, suggested the party faces a tough fight against Cho, a longtime local councillor who, with former mayoral candidate Doug Ford managing his campaign, will have the name recognition of the Ford family behind him. “I think it will be a mix of dirty politics and name recognition,” Singh predicted. Ontario’s Greens have yet to select a candidate in the riding.

on making payments on her mortgage when she has no income, Anita responds, “We were four months behind on our mortgage and they saved our house. My husband has been unemployed for nine months. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debts. We also had $25,000 left over that we put in the bank for emergencies. There came a time when Wendy Liu simply became frustrated and fed up with the way things were going in her life – and chose to do something positive about it. A great deal of pleasure has now taken over from those days of dismay. For Liu, the past had been a challenge for the Scarborough resident. She described herself as bashful, insecure, socially awkward and also not one to engage in a conversation. Her confidence took a tumble when she tried out, but failed to make several sports teams at Albert Campbell Collegiate. Toss in having to deal with a learning disability and the 17-year old Liu was desperately looking for something that would have a positive impact on her life. Then came the sport of wrestling. Determination, embraced with a careful and persistent work ethic, surged and Liu found sport and physical activity to be a saviour. “At first it was tough challenge, my parents didn’t want me to wrestle – but, instead, they said to do girls stuff,” she said. “I was overweight, felt the pressure. It was my grandmother who told me to go

and do what I enjoy.” Liu took the advice, and despite disappointing results in her early wrestling years at Campbell, did what was needed to create her own success story. In her last year of high school, Liu won both the Toronto and Ontario championships and went undefeated in some 50 matches. There’s more. In April, money was raised to help her fly to Calgary for the Canadian Junior Nationals and Liu returned home – second best in the country - with a silver medal in the 60 kilos. Up next, an invite to New York and the prestigious Gotham City Girls Wrestling Tournament. Confidence Despite winning a bagful of gold medals and special awards in such a short time span, and now possible candidate for female Athlete of the Year, Liu knows that bumps continue on her road to prosperity. Yet, a huge sense of confidence and passion has taken over from what was once simply a glimmer of hope at best. “I love the sport, the physical challenge – even the fighting and pain,” said Liu. “After seeing what I can do, I am quite happy, and now setting my goals even higher.”

Some say, there were signs in her Grade 11 year that the turn-around had started. She was focused on fitness and was optimistic. “She’s a different person – and one of the top performers I have ever coached,” said Mahesh Samji, Campbell’s wrestling coach. “This year there was a massive change in her execution – she was so fast and untouchable. George Kourtis, Coordinator of Health and Physical Education with the Toronto District School Board, has always been a strong proponent of physical fitness in schools. “We open doors and give kids opportunities,” said Kourtis. “For some, it’s math and the arts, for others it’s athletics. I am convinced sports keeps kids in school and helps give them something to strive for in life. “You can see her confidence. She was a young woman, shy and introverted, who found a passion. It made her want to work harder, continue her education and set goals for the future. She’s smiling and happy.” Just a few months away from her high school graduation and focused on a career in paramedics and emergency medical services, Liu may have got the taste of helping people – from those who were there for her.

George Terry Cup up for grabs in annual bike race on Scarborough streets

Toronto police officers from 42 Division in Scarborough, along with members of the Ontario Cycling Association and other numerous volunteers, helped get the the eighth annual Malvern Bike Race on the road.

MIKE ADLER madler@insidetoronto.com They called him Superman because he won so many races, and now George Terry’s son believes his vision of healthy competition lives on in Malvern. It was there on Saturday, when the children rode their new red Supercycles up Brenyon Way in the annual race for the George Terry Cup. “He always liked doing things for kids,” Edwin Terry, Terry’s son, said beside the race course 135 youth from Scarborough and North York schools would cover. “I had a wonderful childhood because of my dad’s way of thinking.” Terry’s life cycling in his native Trinidad was far less safe. He left his home at 3 a.m. to reach his job in the town of Siparia, 30 miles away. Terry had no helmet, no brakes and no lights on his bike then, just a pop bottle he carried holding some lit kerosine, his son said. Terry won more than 100 races, and in 1946, he won a silver and bronze at the Central American and Caribbean Games, now called the Pan American Games, in Columbia. In Canada, Terry often coached youth in cycling and other sports. Toronto’s former police chief, Bill Blair, asked him to be involved in a youth race in North York’s University Heights area. Terry, living in Mississauga, died of a stroke in 2005, at age 87, and didn’t get to see the first youth race nine years ago, but it went forward, using his vision. There has been a race in Malvern now for six years. Children can be easily distracted,

said Edwin, adding his father believed cycling took them away from mundane things. “It gives you the opportunity to think about something more positive. That’s what he liked,” he said. “It gives you team spirit.” Earlier, Jenine Chung, a teacher at Blessed Mother Theresa Catholic Secondary School, was shouting encouragement to each child who passed her spot during the time trials: “You’re at the end! Keep going!” The annual Malvern race “brings kids together,” and one of her students didn’t even know how to ride a bicycle before they started training for the race.

A dozen schools chose the participants this year, Chung said. “Maybe they don’t have a bike or they’ve had their bike stolen, or they’ve just had a hard time at school.” Toronto Police Staff Sgt. Andrew Ecklund said officers assisting with the program talk to the youth, teach them bicycle safety and “show them that we’re not always police officers all the time.” Canadian Tire’s Jumpstart provides the red Supercycles and bike helmets the young riders take home afterward.

Have fun in the sun in Scarborough Every year, as the weather warms up to double digit numbers, I find myself reminiscing on my childhood summers. The good ol’ days of being outside pretty much from sunrise to sunset. One of my favourite things to do was ride my bicycle around the neighbourhood: through the tunnel in the Malvern Town Centre parking lot to the Berner Trail school grounds, down the “big hill” as we called it and then out to Neilson and Sheppard to hit up Hasty Market for candy and Slushies. I spent hours playing games and sports, sitting in front of friends’ houses, watching basketball at the outdoor courts, and attending backyard barbecues. Any opportunity to soak up the sun, I was there. As I grew older, school and work got in the way. Summertime fun morphed into music and cultural festivals, patios and the Harbourfront on the occasional weeknight or weekend, 90 per cent of which took place downtown.

priya ramanujam MILLENNIAL MIND Of late, though, I’ve realized it’s possible to maximize the summer closer to home. Want a waterfront? Aside from the Scarborough Bluffs mainstay, head to the borough’s southeast edge and check out the Port Union Waterfront Park. I discovered it last summer with my best friend and now it’s our go-to spot for outdoor runs and mini-hikes. It’s clean, peaceful and serene. If a festival or celebration is what you’re looking for, a lot of what happens on a large scale in the city core goes down in the east end in some form. For example, on June 21 East Side Pride will take over Albert Campbell Square with a mission of seeing “LGBTQA+ diversity reflected in east Toronto.” A barbecue, games, music, live entertainment and vendors are all promised to be part of the experience. Then on July 16, one of

city’s most-anticipated annual events, the Toronto Caribbean Carnival will leave its Scarborough footprint, holding its Junior Carnival and Family Day at Neilson Park in Malvern. The talents, breathtaking costumes, and smiling faces of these young mas players is not to be missed. There are also a ton of neighbourhood-based events and celebrations that take place each year. Whether in Kingston-Galloway or Gordonridge, Chester Le or Malvern, Mornelle Court or Scarborough Village, there’s a sense of unity at these events that’s often lost in the crowds of thousands at downtown street festivals. At the very least, go for a walk around your neighbourhood, or just sit outside. Enjoy the sounds of children playing and cars driving by. It’s summertime in Scarborough. Soak it in. Some seniors are crying foul about Presto. While the smart-fare card distinguishes between regular and special fares, in the case of senior and student rates there’s a catch. The first Tamil street festival in Scarborough was a smash hit, with some 90,000 visitors coming to a closed stretch of Morningside Avenue during the last weekend in August. But the 2015 crowds –

around triple what organizers expected – meant long lines for food and rides, and some chaos on nearby streets as motorists parked wherever they could. Executives of the Canadian Tamil Congress say they spoke to City of Toronto officials and agreed the 2016 Tamil Fest must go somewhere with more room - Markham Road between Passmore and

Steeles avenues. “The city felt that the space that we had was not enough, so they might as well move it now, and avoid all those parking hassles,” Congress President Raj Thavaratnasingham said on Sunday. The returning street festival will close a busy two-block stretch of road just south of the Markham-Scarborough

boundary for three days in a row, from Friday, Aug. 26 to Sunday, Aug. 28. Two lanes will be left clear for emergency vehicles to get through. More details of the festival will be released soon, but

the inaugural event in the Morningside Heights area featured a dazzling variety of Tamil foods, traditional street performers, and other entertainment. The Congress has said staging of the few Tamil

street fairs outside South Asia was a milestone for Greater Toronto’s growing and increasingly prominent Tamil-Canadian community, which is concentrated in Scarborough, Markham and Richmond Hill.

B.C., are hosting a non-partisan event to look at medical assistance in dying. Mu r r a y R a n k i n , t h e Federal NDP’s justice critic, is an opponent of Bill C-14, which would set rules for physician-assisted deaths in Canada. Scarborough-Agincourt MP Arnold Chan has invited him to a forum on the issue – and the Liberal government’s legislation to deal with it –

tonight from 7 to 9 p.m. at the Metropolitan Centre on Finch Avenue East. “We want to hear your thoughts on this new legislation and to provide an opportunity to learn about it,” Chan said in a release. Canada’s Supreme Court struck down the existing rules on physician-assisted death and gave the government until June 6 to pass new legislation.

Scarborough Subway critics told to stand down by MPP MIKE ADLER madler@insidetoronto.com It’s time for critics of the Scarborough Subway “to take a rest,” and just accept it will be built, Ontario’s economic development minister says. Brad Duguid, also MPP for Scarborough Centre, said Ontario’s Liberal government remains “100 per cent committed” to the single-stop, $2-billion subway extension. “Regardless of the constant assault on this project, it’s absolutely a solid project and absolutely needed,” Duguid said on Wednesday. “The critics, it’s time for them to take a rest.” In 2013, Toronto City Council dropped support for a light-rail transit line and embraced a plan instead for a three-stop BloorDanforth extension through Scarborough to Sheppard Avenue.

John Tory ran for mayor promising to build it, but in January said circumstances had changed, and the extension would be simplified to a single stop from Kennedy Station to the Scarborough Town Centre. Part of Tory’s motivation as he made clear on a recent Scarborough visit - was to protect the project from “political gamesmanship” at council, including possible efforts by councillors, he said, to stop any subway construction in Scarborough. Criticism of the project, however, has spiked in Toronto media since the TTC released projected ridership figures for the extension at a meeting on May 31. They suggest trains from Scarborough Town Centre would carry 7,300 people an hour south to Kennedy during the morning rush by 2031, about half what the extension was once expected to carry in

Brewery finds roots in Scarborough As Ontario Craft Beer Week kicks off Friday, Scarborough native Shehan De Silva’s is bringing his brewing business back to his roots. After a successful launch of its flagship beer Oct. 28 at downtown hotspot e11even during the Raptors home opener, Lost Craft Brewing is moving the majority of its brewing into an industrial area on Ellesmere Road, east of Warden Avenue. They currently rent space from Cool Brewing in Toronto. “I’m definitely proud to be in Scarborough,” says De Silva, 33. Scarborough was attractive as a brewing location for De Silva, an Agincourt Collegiate grad. He sees Scarborough as underrepresented in the Toronto craft beer scene. Taps and a retail store are planned for the Scarborough facility, with a grand opening slated for sometime this summer. The M.B.A. grad recently packed in his 10-year career in the financial industry to pursue his passion. “At the time there was a

john lyon LYON AROUND movement towards super hoppy, super bitter beers and based on my travels in Europe I knew you could make really great tasting beers that are balanced.” After visiting brewmasters in Cologne, Stuttgart, and Munich, in Germany, De Silva came back with a few beer styles he thought would be a good fit for the Toronto market, and beyond. Their flagship Revivale, a Kolschstyle brew from Germany, is a lagered ale. De Silva felt this beer was the best example of an easy drinking beer with a good flavour profile. Already available in 60 GTA LCBO stores, De Silva hopes Revivale will be in 100 by the end of June. “Our approach to business is rooted in growing up in Scarborough. That definitely colours my view of appreciating diversity and multiculturalism and just a general

approach to how we do business,” says De Silva. Lost Craft is a company with a conscience; De Silva has donated apparel to the Hospital for Sick Children and become involved in events in support of Second Harvest Food Bank. He also has clothing available with a Toronto-centric “4 the 6” slogan emblazoned on it. It is available online, and at such places as Gotstyle and Brimz. Cool Councillor Norm Kelly is a supporter of the clothing and the brewery. “I think Scarborough definitely gives you that chip in your shoulder. Everyone always hears the jokes about Scarborough. Scarberia. Scarlem. But it’s full of really hardworking people. We are always the underdog. My goal is always to work harder than the next person.” He seems to be doing just that. It was a sea of bright colours, feathers, sparkles, and rhinestones as dozens of young women in mas costumes kicked-off the media launch of this year’s Toronto Caribbean Carnival Tuesday. Running Tuesday, July 5 to Monday, Aug. 1, the three-week cultural festival is expected to draw more than one million revelers to the city for the 49th annual event. “We consider 2016 a special year,” Denise Herrera-Jackson, CEO of Toronto Caribbean Carnival, said at the media launch at the Ontario Science Centre, where the air was filled with sounds of the steel pan drum. For the seventh year in a row, the science centre will present the Innovation in Mas award in recognition of costume engineering and design. “Science is found in our everyday lives,” said Catherine

Paisley, vice-president of science education and experience at the Ontario Science Centre. “The award showcases the intersection of art and design and engineering feats.” Eglinton-Lawrence MP Marco Mendicino called Toronto Caribbean Carnival one of the city’s premier cultural events. “Eglinton-Lawrence is in the heart of the city, and we have a large, vibrant Caribbean community,” he said. Pride Month events to enjoy Toronto’s first official Pride Month is well underway, with a long list of events set to last throughout June and into July. Pride has grown in recent years; formerly known as Pride Week, it typically ran longer than seven days and stretched throughout much of the downtown core. Given the calibre and diversity of events celebrating the lesbian, gay, transgender and queer (LGBTQ) community, there was certainly plenty of room for expansion. Building a Scarborough subway could destroy part of a mature woodlot residents of Scarborough fought to save, Toronto Deputy Mayor Glenn De Baeremaeker says. That’s something he won’t allow, he added this week. “We will not be cutting down any of those trees,” De Baeremaeker said. “Never in a million years would we destroy that forest.” A TTC board member and champion of the proposed one-stop extension from Kennedy station to Scarborough Town Centre, De Baeremaeker confirmed TTC staff told him there are just two possible staging areas near the Town Centre for subway construction. One is the gas bar and a strip plaza facing the woodlot on the south side of Ellesmere Road west of McCowan Road. Tenants of that commercial plaza appeared at a public meeting in Scarborough last week, asking about compensation if the City of Toronto

Police nab bike-lane blockers during blitz RAHUL GUPTA rgupta@insidetoronto.com An enforcement blitz by Toronto Police Services yielded an average of 30 additional tickets issued to drivers blocking city bike lanes, although the number could have actually been double or even triple that. Parking enforcement officers officially wrote up 273 tickets during the one-week Right 2 Bike campaign that ended Sunday, June 5. No specific location details were available, but police spokesperson Brian Moniz said the 100 additional uniformed officers, working out to 12 extra personnel per day, were stationed mostly at downtown bike lanes from morning until approximately 10 p.m. He admitted the official numbers pale in comparison to the number of drivers who

were able to speed off without receiving, in some cases, a $150 ticket for blocking a bike lane. “It’s a cat-and-mouse game we have to play (with offenders), said Moniz Tuesday. “The biggest challenge is vehicles where the drivers can just leave and we can’t serve the ticket.” While individual motorists would likely be deterred by the relatively high cost of receiving a ticket, Moniz said by far the biggest violators are taxicabs and delivery trucks. For the latter, he said a

ticket is just the cost of doing business. “There is a large contingent of companies with total disregard for bike lanes,” he said. Beyond posting pictures on social media of offending vehicles occupying city bike lanes, whether they’re the painted versions or fully separated, Moniz said there’s not much that can be done since enforcement officers have to physically attach a ticket to a vehicle to make it legal. He hoped the numbers will change when new bylaw changes come into effect allowing for the mailing of traffic tickets. Another enforcement blitz is planned for later this year.
