A retirement home for veterans in Scarborough is reaching out to the community to raise $138,000 to repair its roof. “The roof is in need of desperate patchwork and repair. Unfortunately, we just cannot afford that expense,” said Diana LeBlanc, a director at Tony Stacey Centre for Veterans Care on Lawson Road in southeast Scarborough. “If the work is not done soon, the centre will need a whole new roof, which will more than double the expense.”

Waterfront Park Project seeks input

The second part will be three times its length. But planning for that second part, the Scarborough Waterfront Project, has begun, and the Toronto and Region Conservation Authority says it’s listening to what residents want along the Lake Ontario shore. So are members of Toronto City Council, which agreed last year to pay for an environmental assessment of a 11-kilometre park, or parks, east from Bluffers to the mouth of Highland Creek. “Your role is incredibly important,” Scarborough Southwest Councillor Gary Crawford told people during an open house recently at the Qssis Banquet Halls. It’s a bit confusing, but many people already use a construction road created by the TRCA along the lake - built as erosion works were completed under sections of the Scarborough Bluffs - as if it were a park already. It isn’t, and people are going into unsafe areas, said Nancy Gaffney, the project manager. Getting from the top of the bluffs to the bottom, while it can be done from Bluffers to East Point Park, can be difficult, and easy access is one thing the project is meant to offer, she said. Guild Inn have been washed out, and a trail down Gates Gully (also called the Bellamy Ravine) is steep and difficult. Bluffers The section of Brimley Road from Kingston Road down to Bluffers is quite tough for cyclists and pedestrians, Gaffney added. “You have to be very hardy to make the trip.” The authority also wants the project to improve wildlife and fish habitat, and to provide visitors with “an enjoyable waterfront experience,” which could include chances

for recreation. When it’s done, possibly by 2027, it will connect to the Port Union Waterfront Trail, which covers the 3.8 kilometres between the mouth of Highland Creek and Rouge Beach. Don McKinnon, a consultant for the project, said the TRCA wants to create benefits, not new problems. The project will not necessarily be a single continuous trail along the water’s edge - parts may be on top of the bluffs - depending on safety risks, natural habitat, and traffic in the community, he said. The public meeting was on terms

which comments will be accepted by the TRCA until March 10. One or more alternatives will be considered during the actual study, which may begin this fall, for each of the project’s three sections, McKinnon said. Local blogger Tracy Horvath said the shore works “effectively destroyed the geology of a place of global signficance,” and the project makes no mention of preserving the unique bluffs. “Who’s speaking for the wildlife?” she added, suggesting making it easier to reach the shore will displace rare species. “People and access equals degradation of habitat.” Another resident, William Sheehan, took a different view, asking Gaffney how she’ll ensure special interest groups “don’t hijack the process” as they tried doing before the first waterfront park was built. People came from Markham and “claimed to know our waterfront better than we did,” Sheehan added afterwards. “They said it was a spawning ground for fish. It wasn’t.” He said he also wanted people to learn from mistakes made with the first waterfront park: it has no emergency phones, and no washrooms.

Friends of Guild Park to hold party at Cedar Ridge Friends of Scarborough’s Guild Park, and anyone else who enjoyed themselves in the 88-acre heritage property, are invited to a reception Saturday. The afternoon party, from 2 to 4 p.m. at Cedar Ridge Creative Centre on Confederation Drive, is organized by the Friends of Guild Park and Gardens volunteer group to publicize and plan activities during what

should be a very promising year. After more than a decade, the shuttered Guild Inn is being renovated and the city has plans to spend millions on improvements to the “cultural precincts” of the park, which are filled with architectural relics and sculpture. More than 10,000 visitors attended events in the park last year, and proceeds from Saturday’s reception,

which includes a silent auction, entertainment and refreshments, will fund future activities there. “We’re inviting everyone to the reception who’s visited Guild Park in the past and who supports revitalizing the site as a destination to enjoy nature, arts and culture,” Friends’ president John Mason said in a release. The park on Guildwood Parkway

is a former artists colony. Speaking at Saturday’s event will be Brendan Stewart, a heritage landscape architect whose sculptor grandfather, Donald Stewart, created work on display in the park. Get serious about onstreet parking To the editor: Re; ‘Where the streets have no parking’, News, Feb. 12. In answer to Councillor Raymond Cho’s plea, I find it interesting that he is crying wolf when in fact on Aug. 8, 2009, he voted for exactly what he is complaining about now. This is what was voted for at that time: • To grandparent several streets in Scarborough with free permissive 12-hour onstreet parking. This freebie didn’t end there. The policy was left open so that other streets in Scarborough only might enjoy this freebie even though many wards throughout the City of Toronto (26 wards to be exact) pay one fee to park onstreet and another to park on their front pad. This is called the “Inclusion Area.” • Allowing 12-hour freepermissive onstreet parking to cross into some streets where its illegal to park more than three hours. • An “Exclusion Area” where permit parking is prohibitied,

covering approximately 90 per cent of Scarborough. This item was put on the Aug. 9/09 agenda by transportation but instigated by a former councillor. All 44 city councillors were informed of this situation on several occasions since 2009 without any kind of action. Scarborough Community Council did not have the authority to approve this item, it required Toronto Council approval, which it got. The timing was right, this item was put on the agenda of the first meeting following the garbage strike in 2009 where there were many issues to take up and not enough time to read everything. If Scarborough councillors really cared about their constituents and all constituents for that matter being discriminated against, they could put a motion forth at Toronto Council, get it seconded and vote for this item to be reopened and voted down. There are 26 wards throughout Toronto with

permit parking whose constituents would feel insulted at such an item being approved when they are paying for the exact same service. Some of the free-permissive 12-hour onstreet parking is in poorer areas. Anyone who buys a vehicle puts themselves in the same position as anyone else with a vehicle. There should be no freebies whatsoever. That’s discrimination/inequality of the worst kind. Amalgamation took place 17 years ago and we still aren’t working as a city,especially for something so standard as parking. I look forward to seeing how serious Councillor Cho and other Scarborough councillors actually are about this current situation and what action will be taken towards it. Velma Varey

Canadian spirit comes out in winter To the editor: Like many, I am fed up with winter. This one has brought record cold temperatures, piles of snow. I was reminded while shovelling recently that our brutal winters reveal the true Canadian spirit and why we are respected the world over. I believe that Canada’s unforgiving climate makes us tougher and hardier as a people. We still go to work, school and shop even if the weather is frightful. Nothing keeps us down. In short, Canadians are resilient. I have realized that the winter brings out the hardy, resilient, peaceful and optimistic, True Canadian Spirit. Protecting the Rouge

Parks Canada says it can do a better job of enforcement MIKE ADLER madler@insidetoronto.com

n the rural Markham hamlet of Cedar Grove are two federal men, hired to carry sidearms and roam around the Rouge National Urban Park. They are Rouge Park wardens and they, along with another recruit, will enforce the rules of the park in ways its old staff couldn’t. “They’re both full peace officers, by the way, trained at the RCMP depot in Regina,” Pam Veinotte, Parks Canada’s Rouge Park superintendent, said recently. “Enforcement, yearround and dedicated to the Rouge is a huge enhancement and a huge benefit.” For years, the Rouge Alliance, an informal partnership of governments and groups ran Rouge Park. Members knew people shot deer there, stole wood, dumped garbage, and left fishing lures on bushes. Confront poachers

There was little they could do. The nearest natural resources ministry office is in Aurora, local police had other jobs to do, and enforcers of local bylaws and park rules couldn’t confront poachers on their own. Proposals to pay for Rouge wardens died in the City of Toronto budget process. So when the federal government in 2012 promised to spend $143.7 million over 10 years in creating a “national urban park” in the Rouge, they included armed wardens to bolster arguments the area will soon get “unprecedented protections.” One problem, though: the Liberal provincial government, which owns

a large part of the park, including the Rouge Valley itself, now refuses to hand it over, because, it says, the protections Parks Canada offers aren’t enough. Rouge Park, after it expanded north of Scarborough into Markham, planned to create a wide “ecological corridor” covering what is now rented farm lands there with meadows and forests. Tenant farmers But in what’s seen as a political decision protecting tenant farmers, the federal Conservatives have dropped the corridor to create a park in which existing farms and forests are equally protected. A standoff between the governments continues, but as Parks Canada employees took a reporter around the park recently, they preferred to talk about

what the promised federal investment could do. They also visited areas where the now-dissolved Alliance, which never had deep pockets, failed to protect the park to the extent Parks Canada thinks it can. Walking down a path into a ravine in Pickering off Toynevale Road, Omar McDadi, the park’s communications director, pointed out there was no sign telling people they were entering Rouge Park. Standing in the snow was dog-strangling vine, an invasive plant McDadi suggested the Alliance-run park couldn’t control. Further down the unofficial trail – visitors make dozens in the park, despite the danger rare plants could be trampled – someone had used an axe to girdle a tree, an action which will kill it. Lower still, and overlooking part of a provinciallysignificant wetland

complex, rusted metal stuck out of snow and tangled branches. “This is a car. It’s been here for decades,” McDadi said.“You will not find things like this in a Parks Canada place.” Garbage dumped By a Twyn Rivers Drive parking area on the Scarborough side of the boundary, lumber and garbage was piled up despite posted no dumping signs. Someone has taken a discarded pizza box and written on it, “Don’t be an a-----e and dump here.” It’s not that the Alliancemanaged park didn’t try to remove invasive plants or stop illegal dumping or manage trails; it just didn’t have as many resources as Parks Canada will bring. The agency also promises more interpretive signs and other “dynamic programming” – particularly

at key entry points such as at Rouge Marsh and the nearby public beach – as well as more washrooms and maps for visitors. “We’ve always said we want to have a light footprint on the ground, but they need basic things,” said Veinotte. The wardens are working from Cedar Grove, where Parks Canada has an office. Veinotte said they’re getting to know the park, but don’t have authority until the act establishing the Rouge NUP, which passed the House of Commons and second reading in the Senate, becomes law. Ontario, however, has sided with conservation groups whose members dream of restoring the landscape with a wide, forested corridor. Forest corridors Provincial laws protecting the Oak Ridges Moraine and Ontario Greenbelt are intended to link large forests and other green areas together with such corridors. Raccoons, robins and other adaptable animals can live surrounded by humans, but other species – ovenbirds and bobcats, say – need more space in which to move across the landscape, or they’ll disappear. The north half of the park is dominated by farm fields, and Parks Canada apparently agrees with farmers that tree planting and habitat restoration should be done only where farming isn’t feasible. “One type of landscape is not going to address the needs of all the species that are in the Rouge,” Veinotte said while heading along Beare Road. “We’ve been clear from the start about the protec-

tion of nature, culture and agriculture. We believe protecting all three is best.” Veinotte argued park supporters “have to embrace the fact that we’re in an urban area” and there are different ways to make its fragile ecosystem healthier or help local wildlife move more freely across park’s fields, roads and creeks. Not far south of Steeles Avenue on Sewells Road, McDadi used a shovel to expose one end of a culvert installed during road work last fall. “This is actually helping wildlife cross the road safely,” Veinotte said. “In several places we’ve been able to improve fish movement, and, as here, amphibian movement.” In a report to Toronto Council’s environment committee recently, city planners conclude unlike previous park plans, Parks Canada’s draft management plan “is a high-level document” not intended to specify where restoration projects will occur, and that the agency will use the “mosaic” of landscapes north of Steeles to “benefit a wider variety of wildlife.” The draft plan “identifies a primary Welcome Centre” for the park on the east side of Meadowvale Road between the Toronto Zoo and the city-owned former Beare Road landfill property. The city, Toronto and District Conservation Authority and Parks Canada are also expected soon to “confirm” – and likely change – the zoo’s boundaries by updating its operating agreement. Waiting on Tory’s magic Rolodex One of the most resonant of the points hammered at by 2014 mayoral candidate John Tory was his belief Toronto could not solve its very significant problems on its own. The federal and provincial governments would need to “come to the table” and pay a significant share of the cost of public housing, public transportation and infrastructure improvement. It was hard to argue with that premise – the property tax base is a lousy way to finance a city as big as a middle-sized province – and also hard to be too skeptical of Tory’s boasts, that he above all other candidates had the capacity to draw reluctant premiers and prime ministers to that table. Tory has fostered a great deal of non-partisan goodwill, after all, particularly compared to his predecessor the congenitally partisan Rob Ford. One can’t say whether anyone else would have

david nickle the city done better. But Tory’s relationships so far have borne little fruit. Indeed, every time Toronto goes to the table with the province it seems like Toronto gets saddled with the check. Like previous examples – the $86 million in housing pooling, the $75 million in LRT sunk costs – the latest imposition emerged during the 2015 budget process. It turns out Toronto taxpayers owe nearly $100 million to Metrolinx for the Union Pearson Express rail project that Toronto property taxpayers understood themselves to have nothing to do with. It turns out that wasn’t the case. When Metrolinx builds a rail line through a municipality and has to make upgrades and changes to municipal infrastructure, the cost of that work falls on

the municipality. And there was a lot of infrastructure rejigging that needed to be done to get that rail line – a rail line that’s pretty much exclusively for the use of air travellers staying in or near downtown Toronto, and priced at $30 a ticket. A rail line that, in other words, doesn’t really provide that much benefit to commuters who live and travel within Toronto. Now, this charge didn’t magically appear as Tory took office; city staff has known for years there would be a reckoning. But by the same token, the magic Rolodex Tory promised to bring to the mayor’s office hasn’t been nearly as effective as originally advertised – at least when it comes to swaying the provincial government to take provincial action on matters important to the city.

People in the Kingston-Galloway-Orton Park area can ask about a provincial bill that could guarantee more affordable housing units are built in Toronto. A public forum on Bill 39, organized by Seneca College students, takes place tonight at St. Stephens Church, on Lawrence Avenue west of Orton Park Road, at 7 p.m. Anti-poverty activists support Bill 39, a private bill by Etobicoke-Lakeshore MPP Peter Milczyn, because it would let cities create something called “inclusionary zoning,” forcing developers to include affordable units in every residential development. Milczyn, a former Toronto councillor, is a member of the Liberal government. Housing advocacy group ACORN Canada has warned that people need to show support for the bill now, or it could die in a committee of the Ontario legislature.

hen it comes to gardening, I have a black thumb, but I have plenty of friends with green ones. And I can tell you that my garden-obsessed acquaintances have already started planning for planting as soon as spring rolls around. If this will be your first spring in your new home, have some fun dreaming up gardening plans that can make it even more beautiful. And if you’re an avid cook and/or someone who believes in eating close to home, there’s nothing fresher or closer to home than growing veggies and herbs just outside your door. Take some time to consider the space you have for gardening. What sunlight and shade does it get during the day? You can research online or in books, or even better, ask the professionals at your local garden centre what plant material will do well with your conditions. This goes for flowers and shrubs as well. You can also hire someone from the garden centre to help you lay out what can go where. Over the years, we have hired professionals to help us plan our extensive gardens, and are we ever glad. They suggested specific plants for certain areas, depending on full-grown height, colours, textures, and sun and soil conditions. They mapped out the areas and helped us envision the finished product. Many of you may enjoy doing that yourselves, and if you are gifted in that way, I say go for it. There are even online garden planners that can

help you with the job! Do a little research as to what you can plant when, and consider starting seedlings indoors before that magical May 24th weekend, the time many people wait for. As you go through your first spring, summer and fall in your new home, keep notes on what grows well where. I love cooking with fresh herbs, ergo I love my large container herb gardens. For years, I placed them on my back deck. Last year, I moved it all to our front porch. Some of the herbs did better; some not so much. Solution: this year, I’ll plant some in back and some in front to get the most yield for my herb dollar. It’s the old live-and-learn philosophy in action. Now, here’s a wacky thought. How about at the end of this summer, you install some raised beds to use for spring 2016? The fact that these beds are higher than ground level means the soil in them warms up earlier, so you can plant earlier. If, like me, you’re also knee-challenged, think how much easier raised beds are for planting, watering, weeding, etc. Whatever you decide on, make sure you do your homework, and enjoy it. I find it fun to browse through seed catalogues and look through magazines at pictures of fabulous gardens. It all starts with a vision, and no one can envision your garden better than you can! The newest of the new streetcars had its first official trip earlier this week Car 4405 entered service Monday on the 510 Spadina line. It’s the fourth of the new fleet under manufacture by Bombardier. Toronto’s deployment of the new fleet to replace the three-decades-old streetcars currently in service is going far slower than expected, with Bombardier blaming the delay on the effects of a 2014 strike at its Thunder Bay plant, and technical issues with the low-floor vehicles’ retractable accessibility ramp. TTC TARDY PASS CIRCULATING Toronto commuters have had to endure a harsh winter marked by frequent transit delays and lengthy waits for service to be restored. Now it seems an unknown rider was fed-up enough to create a TTC Tardy Pass, copies of which were found in the subway

TO in TRANSIT over the weekend, demanding reasons for the latest delay. The form gives a long list of choices to select for a service hold-up, from a medical emergency to “stalled politicians”. A study by the group Bike to Transit shows an increase in the number of people choosing two wheels over four to get to work. The 2014 Cycle-Transit user survey (www.tinyurl. com/nfx3rnr) found 72 per cent of respondents either commuted via bicycle for the first time last summer or had been doing so two to

five years prior. The study, released in late February, also found cycling to transit stations in the Greater Toronto Area has doubled over the last three years.

with the man responsible for rejuvenating a cross-country program at Centennial College, dormant since 1985, is his determination to bring out quality performances from athletes. With a burgeoning program of more than 30 student athletes, Squires’ fulltime

job and mandate at the college is to ensure a comprehensive quality review process for all Centennial programs making sure academic standards fall in line with what is expected by the provincial government. Squires is stretching quality assurance further, and it has shown, after Centennial

runners said so much for hospitality and won the inaugural Colt Indoor Invitational – a competition that attracted six other post-secondary schools to Variety Village in Scarborough recently. Centennial had four gold, three silver and three bronze finishes with cross-town rival Humber College placing second followed by Fleming College of Peterborough. The Ontario Colleges Athletic Association doesn’t stage a provincial indoor championship. Ecstatic about the success of his team, the 54-year old Squires – who has held Ontario executive positions in sailing and badminton while also working at York University – appeared focused more on creating a positive experience for each athlete. “This is an opportunity for students to be part of something special, a way to build confidence while also supporting academic success,” said Squires, who calls himself a recreational runner and, having run distance races in Chicago, Prague, Boston and the Toronto Waterfront Marathon, has plans to compete in the UK (London) Marathon on April 26. “I was invited to start the Centennial cross country program, the men and women finished eighth in Ontario this past fall – and that’s wonderful. There is a buzz on campus now, a positive experience and the proudest moment for me is not where they place in a race, but seeing them do well and get an invitation to attend their graduation.” Squires has an extensive background in coaching, officiating and playing sports at the recreational and competitive levels. While his emphasis is on team commitment, he’s adamant that students have to earn a spot on the team – and standards of good grades must come first. Nine of the 20 runners on the cross-country team qualified for academic scholarships and a smaller indoor team has several of those students. “I have these students for a year, or two, and there’s not much time for development,” he said. “(Students) know the purpose of being at Centennial is to get a great education that will lead to fulltime work.” At the Colt Invitational, Svetlana Martynova placed first in the 600 and 1,000 metres. She set a record for colleges in that event finishing in two minutes, 55 seconds – eight seconds faster than the previous best time. In the 600 metres, she was timed in 1:38.00. Martynova had much praise for Squires. “He’s more than just a coach, he’s a very inspiring person and has a personal approach to everyone,” she said. “It’s easy to see the hard work that he puts in to the program and how much he cares about how we do as students in the classroom first.” Saed Griffith was the top Centennial male runner with first place finishes in 600 and 1,000 metres. Lugei Juma was second in the men’s 600 metres while Jaime Morgan-Lynette placed sixth in the women’s, 1,500 metres.

Centennial runners will be action at another indoor track meet this Saturday afternoon at Variety Village. This meet will be hosted by George Brown College.

Third double sweep for Mowat Sir Oliver Mowat Collegiate flexed its muscles again in girls volleyball Friday at Centennial College, managing their third straight sweep of junior and senior Toronto District School Board (TDSB) titles. In doing so – the seniors won 3-0 over Northern Secondary and the juniors 2-0 over Martingrove – neither team lost a game during playoffs and regular season.
