The City of Toronto will try to revive Scarborough’s oncefamous Golden Mile with a new secondary plan. That busy stretch of Eglinton Avenue East was known as the Golden Mile of Industry in the 1950s – Frigidaire, John Inglis, Thermos and others had factories there – and later the Golden Mile of Commerce as car lots and large retail replaced the manufacturers. A meeting of Scarborough Community Council next Tuesday, April 5, will hear about the launch of a Golden Mile Secondary Plan Study covering a little more than 200 acres of properties from Victoria Park Avenue to Birchmount Road. What’s currently driving hopes the Golden Mile could attract more employment and more residential units is the coming Crosstown Light-Rail Transit line, which will build five stops in the area. The secondary plan study is expected to begin this year and be presented to Scarborough councillors in the fall of 2018.

Police are awaiting toxicology results on a man found dead wrapped in a white sheet in a Scarborough industrial yard on Sunday. The investigation is being handled by 42 Division and the homicide squad. “It’s a joint investigation,” Const. Caroline de Kloet said. The death is deemed suspicious though the case hasn’t been classified as a homicide. People cleaning an industrial yard at Passmore Avenue and State Crown Boulevard (near Markham Road and Steeles Avenue) made the discovery at 5:24 p.m. on Sunday.

Guild member looking forward to April show SAM JURIC scm@insidetoronto.com Theresa Evans has been a member of the Art Guild of Scarborough since the early 1990s but she’s been painting for the better part of her life. The Scarborough native has participated in art classes since the early 1970s and hasn’t stopped since. Evans is just one of 80 artists who will be showcasing a small collection of paintings at the Art Guild’s Spring art show and sale Saturday and Sunday. Since 1962 the Art Guild has been a non-profit organization in Scarborough, which has strived to bring art and community together. Over 300 original pieces of art will be showcased at the bi-annual event, in a variety of mediums and styles by local Scarborough artists. “The art guild shows are

twice a year and I’ve managed to sell a fair number of paintings over the years,” said Evans. Like Evans, Dawn Gibbons has been painting for many years and has been a proud member of the Art Guild of Scarborough for14 years. After retirement Gibbons was compelled to join by friends who were already members and was soon after hooked. “I painted years and years ago and then I stopped when my family was growing up. I got back to it 15-16 years ago,” said Gibbons. What keeps her going? “I do it because I love it,” she said. Both artists share a passion for nature landscapes and wildlife but have diverse approaches to the subject matter. Gibbons mainly uses oil paint to bring out the vivid colours of autumn at her

cottage in Muskoka, a place she is often inspired by in her artwork. The retired Scarborough native can often be found taking long walks for inspiration or snapping a couple of photos to fuel her future projects.

To continue to master her craft, Gibbons participates in a yearly outdoor painting workshop in June, where she paints on site. This spring, she is entering three smaller pieces alongside a few larger works as well. Evans travels to Ithaca, New

An annual table tennis tournament in honour of Scarborough’s Jonathon Talbot takes place this Saturday. T h e e v e n t p ro m o t e s organ donation awareness and raises funds for the Canadian Transplant Games (the Olympics for organ recipients), which this year will be held in Toronto Aug. 8 to 13. Talbot died at age 22 on March 10, 2009, two days after the car he was a passenger in slammed into a hydro pole on Hill Crescent. But his organs and tissues live on in at least two people. The sixth annual table tennis tournament runs from 9 a.m. to 5 p.m. at J.S. Woodworth Senior Public School, 120 Sedgemount Dr., in Scarborough. “Every year there are new participants,” Talbot’s mother Heather said of the event. “It really is growing every year.” Competitors pay $25 while other attendees could make a donation or buy a raffle ticket. “A lot of people who’ve received transplants will be participating or attending or volunteering as well as our friends and family and Jonathon’s friends,” Heather said. March is a difficult month for the Talbot family. “That’s when the crash came and the hospital and the funeral,” Heather said. “Each year it’s a little less raw. ... Of course, we’re very aware of missing Jonathon every day, but it’s not as painful as it was seven years ago.”

oney for transit, and possibly more for housing. It was welcome news from Ottawa last week, when newly minted Finance Minister Bill Morneau released the federal Liberal government’s first budget, and it included those two things. Among other things, the budget pledged $3.4 billion in public transit investment across the country over the next three years. And an $11.9 billion infrastructure plan will allow for federal funding of housing. Both of these announcements are good for Toronto, which needs major investment in both areas, and has for many years. With the exception of the late former mayor Rob Ford, everyone occupying the Toronto mayor’s office has agreed that the federal government needs to engage in the direct financing of municipal needs – housing and transit in particular. But mayoral advocacy has our view only ever achieved partial success, and often none at all. Federal Liberals Count this year’s budget as partial win. make good on another Toronto stands to get a sizeportion of the federal transit, housing able transit funding, as the allocation will be based on ridership and the Toronto Transit Commission’s ridership is formidable. But 26 per cent – the share that Mayor John Tory’s office estimates will come to the city on that basis – is still only $884 million. The Toronto Transit Commission’s state of good repair backlog currently sits at $2.7 billion. Similarly, it’s hard to imagine federal infrastructure money, which will be divided more equitably, will get Toronto very far in completing the $2.6 billion repair backlog in Toronto Community Housing. Will there be more money in future budgets? One might hope so, particularly as Prime Minister Justin Trudeau and Morneau have signalled that they’re not going to be shy when it comes to running deficits higher than usual. But we shouldn’t confuse hope with expectation, and Toronto needs to accept that it will be, at least to some degree, on its own – with maybe, just maybe, a bit more help from the cash-strapped provincial government. That means that later this year, when Toronto considers new revenue tools, councillors will need to look very seriously at the options. We’ve been given a boost. But we’ll have to climb the rest of the way ourselves.

Trying to find forgiveness for Rob Ford I’ve been thinking a lot about forgiveness lately. Generally, the act of forgiving is a healthy one. Carrying grudges, nursing old wounds, maintaining rifts is bad for the soul if you believe in that kind of thing, and for the digestion whether you do or don’t. It feels good to let go. But in the case of Robert Bruce Ford, interred yesterday after his untimely and awful death at age 46, forgiveness becomes… problematic. It’s not that he didn’t beg our forgiveness. When he was still mayor, before cancer struck him, Rob Ford offered a fulsome apology for the behaviour he exhibited while under the influence of his alcohol addiction. He went so far as to apologize on television, in the summer of 2014, where he accepted “full responsibility” for his “poor judgement.” During that time, he’d been recorded saying an awful thing about his mayoral rival, city councillor Karen Stintz,

david nickle the city and he apologized for that. With that done, of course, he launched into an eyebrowraising stump speech for his bid to be re-elected mayor then left without taking questions. But still: an apology is an apology, and it’s only good manners to accept it. And even if he hadn’t apologized, there is still the generosity we all feel toward the terminally ill. Imagining ourselves at a dying man’s bedside, a long-held grudge becomes an unimaginable burden. And so it feels good for us to absolve: to recall Rob Ford as a good bloke after all, whose sins were egged on by the demon rum; to conclude that he was simply the mayor that loved Toronto too much; and that through it all, returning phone calls and posing for selfies, coaching grateful high school footballers and hobnobbing with celebrities,

he somehow did great good for the city. That this doesn’t square with the historical record is problematic. Indeed, it is significantly problematic, as our consideration of the Ford years is not simply a matter of the historical record. In addition to a widow and two children, Ford leaves behind a political machine, in the form of Ford Nation: tens of thousands of people who supported him unquestioningly, and a political heir, in the form of his brother, former councillor Doug Ford. Earlier this week, Doug was front-and-centre at the visitation that the family requested be held in the Toronto City Hall rotunda, greeting wellwishers, embracing supporters, and posing for the selfies with those in line to visit his brother Rob’s flag-draped casket. We all grieve in different ways, but to onlookers, it seemed an awful lot like campaigning. And in the context of campaigning, the narrative

of what really happened between 2010 and 2014 in the mayor’s office matters. The truth of that is that Rob Ford stepped off a wellrun campaign and into a job that he bungled from nearly the beginning. At some point, booze and other drugs overtook him and made things worse. But there is little evidence that he loved Toronto enough, never mind too much, and plenty of evidence that drunk or sober, he despised significant elements of the city. His accomplishments – abolishing the car tax and the contracting out of some garbage collection – are few. The damage he did – to public transit, to the simple level of discourse – is considerable. And for that, and many other things, he never once apologized. As good as it might feel to grant, forgiveness is really not an option.

Invictus athletes finalize training in Scarborough TARA HATHERLY thatherly@insidetoronto.com Team Canada’s second training camp for the 2016 Invictus Games has wrapped up at the Toronto Pan Am Sports Centre (TPASC) in Scarborough. The camp, which ran from March 18 to 23, brought the athletes back for another round of training with Canadian Sport Institute Ontario. “It’s been a really successful camp and everybody’s had a great time,” said athlete Mark Hoogendoorn during a media event at TPASC March 23. Team Canada completed its first training camp in January. Thirty men and women will represent Canada in Orlando, Florida at the 2016 Invictus Games, taking place from May 8 to 12 at the ESPN Wide World of Sports Complex at Walt Disney World. This will be the second installment of the Games, which began in 2014 in London, England. The international sporting event for ill and injured Armed Forces members and veterans was founded by Prince Harry. The Prince, a military man himself, was inspired by an event in the United States called the Warrior Games. The third Invictus Games will be hosted in Toronto next year, from Sept. 24 to 30, Prince Harry recently announced. Invictus means unconquered. It represents the unfailing spirit of the wounded warriors competing. The Games celebrate the contributions of Armed Forces members, while harnessing and highlighting the power sport has to support mental and physical recovery and

Athletes will compete in 10 individual and team sports at the 2016 Games — archery, swimming, powerlifting, indoor rowing, road cycling, sitting volleyball, track and field, and wheelchair basketball, rugby and tennis. Hundreds of athletes from 15 nations will compete for medals at the event, while also supporting and applauding each other’s performances. Hoogendoorn, from Grimsby, Ontario, is competing in powerlifting, indoor rowing and shot put. The Canadian Army Master Corporal is both nervous and excited to be a member of Team Canada. “We really want to bring back

some medals,” he said. “First and foremost, we’re just going to go down, and have fun, and try to work as hard as we can. And if we’re fortunate enough to stand on a podium and bring a medal home, that would be a bonus to everything else.” He added just being part of the team is awesome. It’s a dream come true for Natacha Dupuis, who was a track-and-field champion before joining Canada’s Armed Forces. Dupuis, from Chelsea, Quebec, is competing in track and field and powerlifting. Training at TPASC has pushed her and Team Canada’s performance up a level, said the retired Canadian Army Master Corporal.

“This camp has been so awesome,” she said. “The team spirit’s been so great. We’ve been working so hard here for the past week, putting in hours and hours of training.” She will be thinking of two of her heroes when she competes, Trooper Jack Bouthillier and Trooper Corey Hayes, who were killed by a roadside bomb in Afghanistan. Dupuis has lived with PTSD since witnessing their deaths. “For me, the Games represents a lot of things. It’s really good for me and helps me in my ongoing recovery, but also it’s a good way for me to do something in their honour,” she said. “It’s a great opportunity to represent my country at another level, and it’s been a wonderful journey.” She hopes to bring back gold from Orlando, but noted the outcome doesn’t really matter, because the Games are about more than competing. “It shows that we’re not forgotten, and it shows that people see potential still in you. Even though we have injuries, we still have dreams, we still have abilities,” she said. “It’s a real positive event that creates a lot of awareness for the public, for the military and other injured that can maybe identify to us and find maybe a bit of hope.” For the athletes, the excitement of this year’s Games is paired with the anticipation of hosting next year. The Toronto Invictus Games will be the largest yet, with more sports, athletes and countries. Affordable housing project for Danforth Road Home ownership on a modest income keeps getting harder to achieve in Toronto, but a new Scarborough condo will give 250 people or families that chance. Non-profit developer Options for Homes celebrated starting work on an 18-storey building it calls Danforth Village Estates at a Toronto City Hall ceremony last week. In a release, Councillor Ana Bailao, the Toronto’s housing advocate, said she was proud her colleagues had invested $4 million from the city’s Home Ownership Assistance Program in the project “to make these homes more affordable.” Options said most units in the building, on Danforth Road north of Eglinton Avenue, were bought by families with an average income of $53,000 a year. MP Arnold Chan undergoing cancer treatment for second time Scarborough MP Arnold Chan is undergoing treatment of a rare form of cancer for the second time in two years. “I am confident that I will beat this challenge,” Chan, a lawyer, won the June 2014 byelection in Scarborough-Agincourt for the Liberals after Jim Karygiannis resigned, said in a release. Bothered by some loss of sensation in his face and a lump in his neck, Chan was diagnosed just months after his victory with nasopharyngeal carcinoma. He took a leave from some duties so doctors at Toronto’s Princess Margaret Cancer Centre could treat small tumours in his head and neck. By last April, he was well enough to return to a full schedule, and later won re-election in the riding. On Wednesday, March 23, however, Chan said a routine check-up at Princess Margaret showed his cancer has resurfaced. He said he will keep serving his constituents and hopes to continue with a “modified” work schedule while he is being treated. Chan’s announcement immediately brought him messages of encouragement. “We are all with you in your fight,” tweeted fellow Scarborough MP Salma Zahid. “We look forward to welcoming you back soon.”

Carbon dioxide deterrent for Asian carp >>>from page 1 hungry fish, so presumably they’re open to new ideas. But a team of master’s students at the University of Toronto Scarborough (UTSC) has a solution to stop the invasion. The team, called Operation Carpageddon, won the Asian Carp Innovative Solutions Competition held at UTSC March 5. The competition asked students to showcase their original ideas and designs that could be used in the prevention, control, and/or elimination of Asian carps in the Great Lakes basin. There’s already a set of electrical barriers on the Chicago Sanitary and Ship Canal, put there to keep the carp from reaching Lake Michigan. Operation Carpageddon won by proposing a second barrier to circulate carbon dioxide into the canal as a further deterrent. “The whole point of the competition was to be as innovative as possible,” team member Tisha Tan said last week. The master of environmental science student said she and her friends thought the electric barriers were cool, and carbon dioxide seemed like a simple and effective barrier. Illinois researchers just finished preliminary tests showing carbon dioxide is a deterrent for silver carp and bighead, two of the four carp varieties replacing native fish since they were released into the Mississippi river system decades ago. There are drawbacks to the plan: it could

Manslaughter charge in death of man, 39 A man faces charges after another man died following an assault in southeast Scarborough. Police said Kenneth Oxley, 39, of Pickering died March 1 as a “direct result of an alleged assault” on Feb. 22. The homicide squad took over the case March 7. Police said

the assault took place in 43 Division but wouldn’t disclose the exact location. Andre Miller, 30, of Toronto is charged with manslaughter. Sex assault charges A man faces charges after two girls were allegedly sexually assaulted.

A silent auction fundraiser for Syrian refugees will take place tonight at the Olde Stone Cottage Inn on Kingston Road. The event runs from 6 to 9 p.m. and is hosted by the Guildwood Refugee Action Committee (GRACE) – a volunteer-based community group in Toronto’s east end working together to privately sponsor a Syrian refugee family. Community members are invited to join GRACE for an evening of food, drinks, music, bidding, prizes and draws to help raise urgently-needed funds toward the group’s overall goal of

$55,000 to help their sponsored family settle into a new life in Canada. GRACE has already successfully raised more than $45,000 through a wave of support from Guildwood and area residents. All proceeds raised from the fundraiser will help cover rent, furnishings, food, transportation, basic needs, dental care, prescriptions and more for a family of five during their first year in Toronto. GRACE is currently in the process of being matched with a family. Tonight’s event will feature a fabulous silent auction with more than $8,000

There are other such books, including at Toronto City Hall, where the former mayor and councillor’s body lay in repose before his funeral. But Kamal and many other fans of Ford chose to write their farewells in the Scarborough Civic Centre, where the man, as mayor, enjoyed some of his strongest support. After the news of his death Monday, many of those supporters turned up in the building’s rotunda to say, in brief notes, that Ford was the best mayor they had seen. arlier this month, on March 21, many took to social media to post messages about ending racism on what is officially known as the United Nations’ International Day for the Elimination of Racism. Many Canadians, though, are often quick to revel in the fact that we are a nation rooted in ‘multiculturalism’ – constantly pointing out to anyone who will listen that we are not our neighbours to the south. But if anything, the countless news reports of Donald Trump’s overt racism should force us to take a more critical look at ourselves. This is sometimes hard, especially for those living in cities like Toronto, and more specifically the multicultural, multi-ethnic, multi-faith and multilingual parts of the city like Scarborough. People scoff at the idea of racism. Not here, they say, not in 2016. So much so that I’ve been told more than once that some people are uncomfortable with the word. And to those people, I

say,

time to step outside your comfort zone. Step into the shoes of the young man, on his way to a college class in the morning, who is taken off the bus by multiple police officers and intensely questioned because he fits ‘a description,’ only to be let go much later, without an apology. Step into the shoes of the teenage girl whose mother won’t let her join an extracurricular activity in her neighbourhood, in the weeks following Charlie Hebdo, because she wears a hijab and there is fear that she will be harassed, or worse. Step into the shoes of the foreign professional seeking a job, who changes her name and removes any ‘ethno-cultural’ experience from her résumé – and receives a noticeably higher number of call backs. Something that 40 per cent of racialized job seekers do, according to the recently released findings of a University of Toronto study. These are shoes that people in Scarborough MILLENNIAL MIND

walk in. Every. Single. Day. It may be easier to pat ourselves on the back each year when March 21 rolls around, but what really needs to happen is Canadians taking time to pause and reflect. Our past is not without fault. Neither is our present. Look no further than the Black Lives Matter Toronto (BLMTO) movement – which, as of submitting this article, has been camped outside of Toronto police headquarters for eight days and counting, rallying against anti-Black racism. The BLMTO organizers, along with the thousands of allies representing many heritages and lived experiences who stand in solidary with them, are saying loud and clear: these issues can not be swept under the carpet any longer. Racism is very much alive in all of its ugliness – in Canada, in Toronto, in Scarborough. And the first step to eliminating it is to stop denying its existence. Integrative Health Group to provide free dental hygiene care On Saturday April 9, dental hygienists in the dental department of Integrative Health Group will be providing free oral health screenings as a part of the Gift from the Heart Campaign. The Gift from the Heart campaign offers a way for dental hygienists to reach out in their community and help members of the public who may be financially unable to receive oral care or have difficultly accessing dental hygiene services. “We love to do this for our community because it’s important to take care of your oral health, and we want to help as much as we can,” says Sheila McKenzie, registered dental hygienist at Integrative Health Group, a multi-faceted dental health care group, located at 2201 Warden Avenue. “Taking care of your oral health is important for your confidence and well-being, as well as your overall health. Cavities and gum disease may contribute to many serious conditions, such as diabetes and respiratory diseases.” The free appointments are available for children and youth between 1 to 17 years of age for those families who do not have dental insurance and who meet the eligibility criteria. Services are also available for adults aged 18 to 65 who have government funded dental plans (e.g. Ontario Works and ODSP and low income seniors over 65

age of years). The dental hygiene department will provide free oral health screening, tooth brushes, gift bags, refreshments and a raffle for two Free Basic dental cleaning for mothers of children on government assisted dental programs. Integrative Health Group’s goal is to initiate their clients to act as active participants in the focus on their health care. The team will diagnose, assess and provide treatments for general dentistry, dental hygiene, health maintenance, pain syndromes and health coaching for lifestyle related health challenges.
