A Rouge River conservationist is sticking by his arguments the federal Parks Canada agency is offering Greater Toronto a “substandard version” of a Rouge Urban National Park, despite drawing criticism from some longtime allies. Jim Robb, general manager of Friends of the Rouge Watershed, told a parliamentary committee Wednesday, the proposed federal park appears too small and too weakly protected to match the Rouge Park dream created by citizens and the Ontario government over 25 years. Accompanied by Lois James, a founder of Save The Rouge Valley System and an Order of Canada winner, Robb said the federal Pickering Airport lands should be added to Parks Canada’s “study area” for the park’s initial boundaries. Those lands, protected like Rouge Park as part of Ontario’s Greenbelt, could boost the federal park’s likely size from 57 to 100 square kilometres, Robb said before the Standing Committee on the Environment and Sustainable Development. Sharks player Pakulis scores five goals in game The captain of the Scarborough Sharks midget BB girls hockey team is on a scoring streak. Megan Pakulis, 16, scored five goals against the North Durham Blades in a game last Saturday at the Malvern Community Centre. The final score was 5-2, with Pakulis scoring all five of the Sharks goals in the game. Pakulis, a Grade 11 student at Pope John Paul Catholic High School, has been playing hockey for nine years.

“Megan is a great all-around athlete,” said head coach Diane Cole. Also plays rugby “She plays women’s rugby with Team Ontario, consistently practices and plays at a very high intensity and has the passion to win. She has been a captain for many years and is a great leader on and off the ice.” Going into the game, the Sharks were looking for their first win of the season. They had one loss and

two ties. “It’s the first of many wins for our team this season,” Cole said. The team is made up of 15-, 16and 17-year-old players. Team support crucial Cole said Pakulis couldn’t have scored all five goals without the help of her teammates. “They are a great group of young women who all have a love for hockey,” she said.

Woman hurt after being struck by vehicle A woman was taken to hospital after being struck by a vehicle near Morningside and Finch avenues yesterday morning.

Police said the woman was hit around 7:15 a.m. at Staines Road and Seasons Drive. The driver was not injured and

remained on scene, police said. The extent of the injuries to the pedestrian had not been determined by Mirror press time.

ngaged Communities Prevent Crime.’ This is the theme of Crime Prevention Week launched today, which is run by the Ministry of Community Safety and Correctional Services. Give credit where it’s due: local police divisions have done a good job keeping the community engaged through their various social media accounts. Upcoming car seat clinic dates are posted on Scarborough’s 41 Division Facebook page, a video on home security tips can be found on Etobicoke’s 22 Division page, and a link our view to local crime statistics is provided on North York’s 31 Connect with Division page. Kudos to the individual police officers who have taken your community advantage of social media for safety’s sake interacting with community members through their own personal accounts. Const. Glenn Jones from 31 Division is constantly on Twitter, telling the public what program he’s involved with, where he’s going to be, and thanking his followers. Staff Sgt. Kim Scanlan of 23 Division in Etobicoke also tweets regularly, most recently providing tips on having a safe Halloween, and posting photos of local community events she’s attended. Twitter followers of media officer Wendy Drummond would have known to avoid Eglinton Avenue East near McCowan Road in a timely manner due to a gas leak on Halloween. Being more social has helped build a more positive relationship between law enforcement and the public they’re charged to serve and protect. And they’re not hard to find. Just follow the Toronto Police Twitter feed at twitter.com/ TorontoPolice or subscribe to their Facebook page at facebook.com/TorontoPolice to see who’s online. Of course, being engaged also means being connected with those living in your community. While keeping an open dialogue on the web can be useful, there’s no substitute for being active in the neighbourhood. So use the Internet to organize a community event or look for one nearby, then take the next step to attend and get involved with local activities. Crime prevention is a shared responsibility. Crime Prevention Week, a province-wide initiative, officially runs between Nov. 4 to 10 this year. But as you wouldn’t normally stop checking emails, surfing the web or logging into Facebook after just one week, crime prevention and being engaged with your community should be a yearround practice. To the editor: Re: ‘Ford must focus in next two years,’ Editorial, Oct. 26. Mayor Rob Ford has made mountains of right-wing media coverage over his insistence the city is divided – the downtown versus the suburbs. If this is true, then a good mayor would focus on down playing this and addressing it not expanding it and fueling the fire. The mayor must focus on getting transit to all areas of the city in an affordable and sustainable manner. All he has done is waste time and money. Stop focusing on changing the transit agreements that were in place. Ford has wasted two years of construction time. Transit is a major economic ingredient and surface transit is a good way to open those stores that sit unused.Passengers on subways see blank walls whereas on the surface you see places to shop, eat and be entertained. The frustrations of our mayor once again spilled over, this time after steady needling by the city ombudsman accusing him first of meddling in the civics appointment process and advising she needed more staff during the preliminary budget review. Her colleague, the integrity commissioner, has joined the ombudsman in the mayoral doghouse by pointing out the mayor’s staff were assigned to support the mayor’s private interest in a school football team, plus expenses for their cellphones and city automobiles. Most recently, she criticized the mayor’s and his brother’s disparaging personal remarks about the medical officer of health. The discussion on the adequacy of the apology underlined the brothers’ visceral belief the actions are politically motivated. The third member in the doghouse is the city’s lobbyist registrar, who questioned recent lobbyist activities. At this council meeting, the mayor thought he had an opportunity to strike back. Using the opportunity to consider a contract extension for the ombudsman, the mayor and some of his allies thought it advisable to schedule the end of her term at the same time as her colleagues. If the contracts of these three of his tormentors ended at the same time, reasoned the mayor, then they could all be replaced at once, perhaps with a single consultant. Even if the mayor’s plan was

DAVID SOKNACKI in the public interest, which I do not think it is, and even if the mayor had the votes for council’s approval, which he did not, his plan was not even in his own interest. The first rule of politics is to remain consistent. In the mayor’s case, he must be the conductor to stop the gravy train. He cannot condone what his supporters will see as excessive or self-serving spending. As examples of what to avoid, both council and the public still recall the mess examined by Madame Justice Bellamy during the MFP inquiry of the past decade . Her inquiry cost $19 million directly, plus she found the city paid more than over $40 million in equipment and software than it planned or was necessary. The municipal watchdogs the mayor seeks to muzzle came from a widespread revulsion for what was revealed during that inquiry. Yet these municipal watchdogs have found small, but real examples of similar behaviour. Even leaving aside the public interest, attacking these guardians after they found doubtful practices

around the mayor creates dissonance in the mayor’s key message and uncertainty in the minds of his core supporters. For the mayor, the next major problem in this issue is that it shows his inability to form a complex policy that council will approve. His inflammatory position of replacing the three positions with a consultant did nothing but prove that the mayor has no desire to find an acceptable position. Surely the mayor’s staff told him that his musing had no chance of success. That council overwhelmingly approved a compromise, a two-year renewal of the ombudsman’s contract, was due to Councillor Karen Stintz’s tireless background work and willingness to let the mayor take the credit. Despite the half-day lost in argument and embarrassment, positives did come out of the debate. In terms of public policy, council strongly supported the ombudsman, integrity commissioner and lobbyist registrar. Secondly, neither the mayor’s side, nor his opposition, has enough votes without the other. If a major measure is to be passed, there must be compromise. Although the process was painful and sometimes the final resolution was in doubt, at the end, the biggest positive of all was council came to a reasonable decision. ■ David Soknacki is a former City of Toronto councillor and budget chief. To the editor: Re: ‘Rising fees impact youth groups,’ Special Report, Oct. 25. I am Father Andy Leroux, pastor of Living Hope on Bellamy Road just north of Ellesmere Road. Our volunteers have ran a sports program at Woburn Collegiate for the past seven years for the youth from Tuxedo Court. We have upward of 50 youth on Saturday mornings. The youth love the program. Recently, we were told the rental fee would go from $1,200 to $4,500. We couldn’t believe it. Imagine a community youth group all done by donations from our small congregation and volunteers being charged four times the original amount. Oh, I know what’s coming: “We have debts and we have to balance the budget” is the cry. The only problem is it is impossible for us to continue with this

program because of the unrealistic hike in the fees. How many other groups are in the same boat? Do those who have made this decision realize they are shooting themselves in the foot? The more people pull out of our community schools, the more the debt will increase? A strong society is based on programs such as ours. Surely, the Toronto District School Board needs to look more carefully at other ways of cutting back, their administration costs for one example. What they are doing with our rentals is simply wrong. I am asking for a community groundswell to rise up and say enough. This is our community and we want our youth to grow up healthy, safe and contributors to our good Scarborough. Rev. Andy Leroux

Loptson helped many in community To the editor: Re: Volunteer Bob Loptson to be remembered, News Oct. 19 It was with great sadness that I learned Bob Loptson had passed away. During my time at West Hill Community Services — I was there for more than 25 years — I first met Bob when he came to the food bank with a car load of food. That was in 1980. He registered as a volunteer and for the next 25 years he was a regular donor with food and toys at Christmas and through the year.

He would rush out in his lunch hour to pick up a donation of food at a church or school and at Christmas time he went that extra mile/miles to help. He was the one who also encouraged others to participate in giving and helping. What many people didn’t know is that Bob helped many individual people behind the scenes. He was one in a million. My condolences to his family and friends and to Bob I say: Thank you and rest in peace. You have it well earned. Margaret Baker

Robb, however, said he was trying to get Parks Canada to fix “gaping holes” in its concept plan for Canada’s first urban national park, a document Robb and other environmentalists complain does not make clear protecting the ecosystem of the Rouge is that park’s primary goal. “Right now it’s not a bonafide national park, it’s a bogus national park,” he said at one point. The Rouge may be the last chance to create a sizable federal park in

Southern Ontario, Robb said. “We need to get this right.” His remarks reopened thorny questions about extensive farming in the park, particularly north of Steeles Avenue, where Oak Ridges-Markham Conservative MP Paul Calandra had publicly insisted the government respect the farmers’ tenancies before he agreed to support creation of a federal park. Parks Canada’s concept document mentions four educational hubs, one of which would demonstrate and celebrate agriculture. On Thursday, Robb called the tenant farmers “a political constituency that’s being catered to,” one that takes up 70 per cent of the park’s land in Markham and uses pesticides and genetically-modified crops that

can harm the environment. He argued the ecological corridor, enshrined in the existing Rouge Park Management Plan as part of the Greenbelt and a chance to restore interior forest habitat in the Rouge, could not be created in such an “industrial farm park.” “The question has to be asked: What is in the greatest public good?” he added, comparing the ecology of the Rouge to a “tattered quilt,” slowly being surrounded by suburbs, which will not survive unless it is reconnected and restored within the Greenbelt. Park Superintentant Pam Veinotte, however, said her agency released the concept plan as part of a twostage process and said any belief Parks Canada is not committed to

New property assessments to be sent out The good news is that most Toronto homeowners have gained some equity over the past four years. The bad news, according to the numbers crunched by the Municipal Property Assessment Corporation, is that many of those homeowners will be paying for that in the form of higher property taxes. On average, Toronto homeowners have seen a 22.8 per cent increase in their assessments since 2008 — the last time the provincial property assessment company looked at property values across Ontario. The property assessments are a crucial part of setting property tax rates. While municipal councils can set the rate of annual increase for the overall tax rate, the amount each property pays is based on its assessed market value. To help sort it out, MPAC is mailing out individual property assessments to owners across the province. Property owners can check the accuracy of their assessment at www. aboutmyproperty.ca

spelling out its environmental goals for the federal park, she said. “We feel we can achieve better and real conservation results in the Rouge,” said Veinotte. “We want to improve biodiversity.” But while Parks Canada recognizes the need for more natural corridors across the park, and will “look more deeply” to find ways to enhance them, it is taking a “holistic approach” to the park, Veinotte said, “truly a Canadian first” where protection, education and visitor experiences go hand in hand. “We’re being careful, we’re being very thoughtful; we’re listening,” she added. Wells said he was concerned about Robb’s views. “I’m quite confident the environment will be protected and Parks Canada and more than capable and have the resources to protect it,” he said. Browes argued the alliance, on which Robb often represented STRVS unanimously endorsed Parks Canada’s concept, as did the province, all municipalities around the park and the Toronto and Region Conservation Authority. “He was at the table,” Browes said of Robb. “I’m quite concerned that he is taking a different tack here which is not helpful.” Browes, who like Robb has fought over decades for the Rouge Valley’s protection, said Parks Canada has an excellent record in conservation and will continue its good work in the future federal park. Robb’s “substandard” comment “is an outrageous statement” he should take back, she said, adding FRW “has incited other environmental groups” to write to the government “without giving them the right story” on how park supporters worked so long to get to this point. Responding to Robb’s charge that rent from farm and residential tenants did not cover the cost of the properties’ upkeep, Browes said she had reviewed the park’s rental agreements. “We’ve made great progress in getting those rents up to market value,” she said.

Malvern resource centre proposal heads to council MIKE ADLER madler@insidetoronto.com Supporters of a proposed new home for Malvern Family Resource Centre and residents opposed to its plans are expected to bring their views to a Scarborough Community Council meeting next Tuesday. The community agency, operating in rented locations since 1983, wants to build itself a permanent home on vacant provincial land at the southwest corner of Sewells and Littles roads. In September, however, scores of

neighbours gave the proposal for a two-storey building with a gym, a computer lab, and multi-purpose rooms the community could use, a thumbs down. Many said the building, immediately east of St. Bede Catholic School and facing streets of single family homes, would be in the wrong place. In a l e t t e r l a s t m o n t h t o The Scarborough Mirror and Scarborough councillors, Ray Mistry said allowing the project “almost in front of my residence” would “result in traffic congestion, more

noise, vandalism, more garbage and possibly more crime” in his neighbourhood, and “knowingly destroy the existing property values.” The resource centre is currently across Nielson Road from Malvern Town Centre. Mistry, who said his neighbours and most other residents in his area join him in expressing his concerns, said there must be a better, alternative site. There is no need, he added in his letter, to build the new centre far from the majority of its clientele, or what Mistry has called the “core area

of their target population.” Though it has not commented in an interview, the agency responded with a letter of its own to councillors which said the centre, which now offers programs in 20 locations and has expanded services into new areas, and its records show it serves 198 families “from the immediate area” around the proposed site. The unsigned memo said the United Way-backed charity received a grant to build on the site and that it pays “$176,000 in rent which will be going towards the maintenance” of the new centre.

It said studies by engineers say “there will be no issues” with traffic flow, parking, TTC or garbage when the building is completed. The property’s proposed use is permitted in Toronto’s Official Plan, but not in the zoning bylaw, which would permit a house of worship but not the proposed building. Scarborough councillors next Tuesday and Toronto Council later this month would have to agree to an amendment. Mistry also objected to scheduling the item at community council starting at 1:30 p.m.

Bank robbery suspect in orange wig sought Police have released security camera images in the hopes of identifying a Scarborough bank robbery suspect. Police said a gunman walked into a bank near Lawrence and Pharmacy avenues, handed a bag to a teller and ordered the teller to put money in it. The gunman fled with a quantity of cash. He is white, 5’7” to 5’10” tall, and wore an orange wig, a red plaid hat, thick black sunglasses and white gloves. Anyone with information is asked to call the holdup squad at 416-808-7350 or Crime Stoppers at 416-222-TIPS (8477).

A man has been charged in connection with three bank robberies in North York and Scarborough. Police said a man pulled out a large knife and threatened to stab a teller while demanding money at a bank near Eglinton Avenue and Wynford Drive at 11:25 a.m. Sept. 25. At 1:40 p.m. Sept. 29, a man with a possible fake beard wearing an American flag bandana walked into a bank near Lawrence Avenue and Birchmount Road, approached a teller and demanded money. He left with cash. The third robbery happened at 5:25 p.m. last
