Blessed Cardinal Newman, a proud but crowded and crumbling Catholic secondary school on the Scarborough Bluffs, will be rebuilt, the province said Monday. “We’re thrilled,” said Joan Tshernow, its principal for seven years, after plans for a $30-million new school were officially announced Monday, Nov. 9, by Ontario Education Minister Liz Sandals. Blessed Cardinal Newman dates from 1973 and plans for school additions were underway before that decade ended. Police have made an arrest in a 25-year-old Scarborough murder. Surinder Singh Parmar, a 38-year-old married father of two, was stabbed to death and robbed of cash while working at the Penny Gas Bar at 1039 Danforth Rd. in the early morning hours of Nov. 19, 1990. “It appears a very violent struggle took place in the confines of a small bathroom located at this gas bar,” Det. Sgt. Stacy Gallant told reporters during a news conference at police headquarters Tuesday, Nov. 10. “The body was discovered by a customer who had stopped for gas after work.” Parmar came to Canada as a visitor on June 11, 1990 and was living with a relative. He planned to return to his family in India in January. Teacher in India “Mr. Parmar was a headmaster and school teacher in India and had completed his PhD in history. He came from India to explore Canada as a place to live with his family,” Gallant said. “While he was here, he took a job at the gas station to pass time and to have some extra spending money. He did not like to be an idle man.” Parmar left behind his wife and their 12-year-old daughter and six-year-old son, who all moved to Canada after the murder. “His children, now 25 years later, are grown up, hardworking members of this community. They continued to wonder about what had

happened to their father,” said Gallant. “They were shocked when we called them a few weeks ago to give them an update on the investigation after all these years having no contact.” New initiative Police began to review the cold case in August as part of a new initiative called Project Never Give Up. Gallant, who heads the homicide squad’s cold case unit, said evidence that had been sitting in case boxes on a shelf for years were re-examined by the forensic identification unit and the Centre of Forensic Sciences. “We’re looking at DNA and fingerprint evidence. Those both played a part in this case.” A suspect was identified, and he was arrested with-

out incident at his west-end apartment Monday morning. “He was surprised to see us there from homicide,” Gallant said. Rupert Richards, now 61, is charged with first-degree murder. Though Richards had been arrested in the past, he was not previously a suspect in the murder. Project Never Give Up was initiated following an internal review of the cold case unit, which handles any murder case that isn’t resolved in three years. Technology

“Our intention is to take advantage of advancements in technology that may reinvigorate a case and shed light on the person or persons that are responsible,” said Staff Insp. Greg McLane, the unit commander of the homicide squad. “We have to methodically go through the cases and look at the evidence that was collected during the initial investigation to determine if further examinations or testing would benefit that particular investigation.” Police are also updating their homicide cold case webpage in an effort to generate new tips from the public, especially in cases where investigators have DNA profiles but no names to go with them. “Our intent is to move forward one case at a time in an effort to identify those responsible and hold them accountable no matter how long it takes,” McLane said.

Wishing Well residents, local councillors oppose 30-storey condo development plan MIKE ADLER madler@insidetoronto.com Scarborough councillors and residents of Agincourt’s Wishing Well area seemed prepared to fight a condominium tower proposed on Sheppard Avenue. A developer wants to replace the one and two-storey Wishing Well Plaza on the southeast corner of Sheppard and Pharmacy avenues with a 30-storey residential and commercial building. Community Council directed the City of Toronto to oppose the proposal at an OMB hearing scheduled to start in Scarborough on April 18. Before the meeting, Norm Kelly, the local councillor, said residents would also form a Wishing Well community association to protect the area. Residential/retail Plans call for the building to include a six-storey, U-shaped podium with ground floor retail on Sheppard, 365 residential units and three levels of underground parking. At community meetings this year, residents said they thought the building would

be too big and result in a loss of privacy for nearby households and visitors to Wishing Well Woods Park. Their section of Sheppard is expected to see intensification, particularly as work restarts in late 2021 on the Sheppard East light-rail transit line. A city report last month, however, found the proposed building “does not respect the scale of the local context,” and suggested Toronto’s guidelines for midrise buildings would allow a maximum height of 11 storeys. Kelly said he expects the builder will modify the plan before the hearing, but added he doesn’t know if those changes will be enough.

he war on drugs may be nearing an end, but the war of words on drugs is just getting started. At last week’s Toronto council meeting, a debate on banning hookahs in Toronto business establishments couldn’t go for long before handwringing questions about the implications of legalized marijuana would have on such a ban. Toronto’s Chief Medical Officer of Health Dr. David McKeown told councillors again and again that the fulfillment of the Prime Minister Justin Trudeau government’s promise to legalize the drug wouldn’t have much impact on this ban one way or another. And Toronto has been dealing with that reality for a decade now, through the Toronto Drug Strategy. On Monday, McKeown provided an update on the city’s attempts to deal with problems that arise from addiction, experimentation and overdose in the city. Overdose right now is the big problem faced by public health officials. Over the past 10 years, death by drug overdose has increased by 41 per cent and is now the second largest cause of death for young people. (Vehicle collisions remain the first.) The culprit in the overdose spike is a resurgence in popularity for opiates like heroin – highly addictive and so difficult to discourage with the threat of arrest and long jail sentences. The Drug Strategy’s implementation board has come up with a partial solution: POINT, a Toronto Public Health program to prevent overdoses. POINT distributes a kit for delivering Naxolone, a drug that can reverse the fatal effects of an overdose if administered immediately. So far, 2,000 kits have been distributed, and the drug has been used 300 times. More lives might be saved if the province and federal government passed a Good Samaritan law so that people present at an overdose can call 911 without fear of arrest themselves. That won’t solve things either, but that is the reality: when it comes to drug use and abuse, there’s no solution, just mitigation. And no amount of talk will change that.

Sizing up garbage in Toronto is getting tiring ‘If this is what you do with an extra large garbage bin, Toronto, maybe you shouldn’t be allowed to have one.’ When Toronto homeowners moved from old-fashioned garbage bags and cans to a payas-you-throw bin system under former mayor David Miller, Torontonians went along with it gamely. The plan was intended to encourage us to recycle and use our green bins, in the spirit of extending the life of Toronto’s landfill capacity without getting into the dirty business of incineration. It had some secondary benefits, too, many of them to the health and well-being of Toronto’s solid waste workers, and also to the gradual elimination of their jobs. The bins were designed to be emptied mechanically, which meant trucks

Meeting on plans for biosolid waste set for Highland Creek Highland Creek Wastewater Treatment Plant has 100 tonnes of new biosolid waste each day, and whatever the city decides to do with it will leave some people unhappy. That’s a sure bet after years of consultations and close city council votes that haven’t settled the question. The latest twist in the sludge saga is a Nov. 19 public meeting that ought to reveal how a city study scores the possible choices: burn it, turn it into pellets or simply truck it away. Residents living near the Beechgrove Drive sewage plant have called for the city to replace its incinerators with more modern ones. But though incineration was the recommended choice, Toronto council in 2011 voted for “beneficial use,” which would see the plant’s sludge trucked away for sale as fertilizer or, if unwanted, deposit

in a landfill. Supporters of incineration, who maintain the preferred solution was “highjacked” when it reached council, convinced the province a new environmental assessment was needed. This time, building a facility beside the plant to turn the sludge into pellets is a third choice. The city says each choice involves some trucking of waste. Building new incinerators would require ashes to be hauled from lagoons by the plant “over a one- to two-week period” each year, while pelletizing sludge would require one or two trucks, five days per week, all year. Hauling the sludge away would be done in four to six trucks, five days a week, heading through the community to Hwy. 401. Toronto’s Board of Health, which did a Health Impact Assessment of the three alternatives, said health effects from each would be “very

small,” and added there are no “appreciable differences” between them. Each would significantly cut air pollution compared to the plant’s existing 38-year-old incinerators, the board found, but while the new incinerators are “anticipated to result in the highest releases of air pollutants,” hauling away the sludge or pellets will increase risks related to “safety, odour and noise.” After study, the board also recommended a route using Port Union to haul materials away. The Nov. 19 meeting at the legion on Lawson Road starts as an open house at 6 p.m., with a presentation at 7 p.m. A city newsletter on the consultation states each alternative was scored on how well it could minimize possible effects on health, environment, community and cost, and that “these results will be presented” at the meeting.

Simply Swagg urban dance school: more than just fancy footwork

TARA HATHERLY thatherly@insidetoronto.com A Scarborough street dance studio is positively influencing youth while crafting national champions. Paul “Kaze” Thurton’s Simply Swagg Dance Studio, also known as The Fresh Factory, is one of Toronto’s most popular urban dance schools. Thurton, part of famed Canadian breakdance crew Supernaturalz, opened the school in 2009 when he was 23 years old. “My goal with opening the studio was to create an academy with the same kind of discipline and values that you would find in a traditional studio, but more exemplified in the urban dance styles,” he said. “It’s very similar to a traditional dance studio, the same kind of discipline, helps them create their identity, builds their confidence, their self-esteem. They learn how to be personable, because it’s a social environment, and they learn how to work as a team.” The students also learn attentiveness and attention to detail, while making friends, he added.

Along with breaking, the school offers hip-hop, popping, krump and house dance lessons for all ages and skill levels, including children as young as three. It also has dancehall aerobics, salsa, yoga and zumba classes. As well as the Supernaturalz crew, which has represented Canada around the world, Simply Swagg is home to national hip-hop and krump champions Northbuck and Bucc N Flvr, and popular all-female crew DEUCEnDIP. “I always knew I wanted to help youth somehow, in giving the opportunities that I had from my age,” said Thurton. “This was a perfect outlet.” He was 15 when he joined Supernaturalz and began travelling the world, performing and teaching in countries in Asia, Europe and South America. Back home in Scarborough, people eager to learn from his skills and experience began asking for lessons. Inspired to open his own school, he studied construction engineering at George Brown College to

help prepare for a future in business. After working in the field for a couple years to save money for a studio, he opened Simply Swagg, which has grown alongside the popularity of urban dance worldwide.

“It’s growing incredibly fast right now,” he said. “It’s crazy. I feel like people are searching for this more now than ever. I believe people used to stumble across it, but I believe now that it’s a very conscious search and effort to find these styles.” He noted the growth is out-pacing the beginnings of traditional styles such as ballet. While traditional dance

“I really take my time with these students,” he explained. “I really want them to know how to storytell, how to hear the layers in the song, understand musicality, because there is no dance without the music. So I like them to understand and know how to use the musicality to their advantage, to know how to change the moves. Moves, for me, are created through your musicality. It shouldn’t

be a move and then you try to put a count to it.” Thurton, who also worked internationally with MTV, still performs between teaching at his school. He has danced and choreographed for Christina Milian, Common, Drake, Kardinal Offishall, Nas, Wu-Tang Clan and other famous artists. Many of his students are under 15 years old. Working with kids has been especially rewarding for him. “It helps me with my dance. I see them do things and then it inspires me to try different angles, or different movements or different sounds.” His school doesn’t hold the in-house competitions many others do, to make sure its students focus on working together and supporting each other. “Come give it a try,” he invited. “You really don’t know what you’re going to get out of it, because there are so many benefits, you’re bound to gain one.”

TTC chair wants to lower fares to $1

Eglinton-Lawrence Councillor Josh Colle wants TTC fares to drop considerably, and for the province to make up the difference in revenue. At this week’s budget meeting, the TTC chair put forward a motion calling on the Kathleen Wynne government to subsidize every TTC ride, like it does for other Ontario transit agencies, to bring down fares to $1 by 2017. This would require a $1-perride subsidy from the province. The provincial subsidy would then increase to $1.30 per ride after 2017, and continue to increase thereafter to maintain an even split between the province and city in operating costs.

But if some motorists won’t stop for a pedestrian crossover, why would they stop for a stop sign? “There’s a stop sign at Birkdale (Road) and Dorcot ... and it’s a much safer crossing because the vehicles are stopping,” Weiser said. “And when the traffic gets heavier, people have to stop.” That intersection is roughly 150 metres east of Dorcot and Munson.

Is Dorcot dangerous? That’s what city officials and a Scarborough councillor are attempting to answer following complaints from a community association. Dorcot Avenue is a residential street that runs north of Lawrence Avenue between Midland Avenue and Brimley Road. A local group has been asking for traffic calming measures along Dorcot for the past decade, citing pedestrian safety concerns. Three-way stop Specifically, the Midland Park Community Association wants a pedestrian crossover replaced with a three-way stop sign at Dorcot and Munson Crescent, located near Donwood Park Public School. “At least two, three times a year, we are running out of the pedestrian crossing to avoid getting hit,” said association president and longtime area resident Mark Weiser. “The thing that as parents we’re starting to fear is that someone is going to have to die before this gets

taken seriously.” Three traffic studies over the years have all found that a three-way stop at Dorcot and Munson is not warranted. Weiser, whose three children attend Donwood Park, said his family had a close call with a blue Dodge Caliber while crossing at the

intersection on Oct. 22. “I could see that (the vehicle) wasn’t going to stop so I screamed to my kids to run,” he said, adding the car “swerved towards the curb” and narrowly missed him. “I just couldn’t stop thinking: What if that had been my kids instead? What if I wasn’t there to

Ward 37 Scarborough Centre Councillor Michael Thompson said he has asked city staff to further review the matter and provide a report to community council. “Whatever we could do to make the area safe is what we must do, but the staff on numerous occasions had studied this and every so often Mr. Weiser had called and asked for another study to be done,” the councillor said. “But we’ve asked the professionals to take a look at it to see what we could do and whether or not the implementation of a stop sign is going to resolve the concerns that Mr. Weiser has.” Resident groups often ask councillors for stop signs and other traffic calming measures. “Unfortunately, we can’t put them everywhere,” Thompson said. Community council could also choose to override a staff recommendation; however, Thompson said he doesn’t believe that “that’s where we are at this point with respect to this situation.”

Lack of support Weiser added his group is either not being taken seriously by the city or the rules and standards are too strict to allow for change. “We want Dorcot to be a safe area for pedestrians, especially young children walking to and from school,” Weiser said. “We’re just not getting any support. Everything we’ve asked for has been a no. No stop signs, no speed bumps.”

(25-14, 25-22) over Etobicoke Titans Atlas, who had won the bronze at last year’s Ontario championships in the top Tier 1 level (in the 14U age group). Scarborough advanced to the championship game with straight set wins over Toronto West, Markham Unity, Forest City (London)

and Etobicoke-381. The tourney win will buoy the team’s confidence as they prepare for their upcoming inaugural Ontario Volleyball Association (OVA) season. The team is coached by Andrew D’Angelo and assistant coaches Nadia Gregoire and Carley McIntosh.

Street names offer glimpse into history While street names such as Maple Avenue, Church Street and Main Street leave little to the imagination, many Scarborough streets provide interesting bits of our history. In the Wexford area, Gooderham is the name of the pioneer settler family who subdivided the farm in the 1940s. Elinor Drive and Murray Glen Drive are named after Bert Gooderham’s children and Brian Avenue was named after his grandsons. Boem, Hiscock, Cecil, B e l l a m y a n d L o z ow a y are named after the local developer/builder while Kennedy, McCowan, Neilson, Galloway, Sewells, Staines, Bennett, Tapscott, Annis, Brumwell, Closson, and Fawcett are a dozen of the 70+ street names recognizing early settler families, although Bucannan Avenue (Buchanan) and Vradenberg Drive (Vradenburgh) were misspelled. Folklore states that St. Clair is also a spelling error as a young lad living on a farm near Davisville and Yonge was

rick schofield looking back so fascinated by his hero in Uncle Tom’s Cabin that he nailed a sign to a roadside tree in front of the farm and years later the surveyors assumed that the “St. Clare” sign was the name of the road. Courcelette Road was named in honour of five local boys who died in the First World War. Several streets have been named in recognition of early villages which once dotted the map: Ellesmere Avenue, Agincourt Drive, Milliken Boulevard, Birch Cliff Avenue, Wexford Boulevard, West Hill Drive, Bendale Boulevard and Malvern Street. One of the oldest and most interesting street names has puzzled historians for years. Pharmacy Avenue has been thoroughly researched but no early pharmacies or drug stores have been documented along the street’s route. However, Dr. Thomas Frederick Burgess, a well known druggist and

manufacturing chemist in the Beaches area purchased a large parcel of land on the north side of the Don and Danforth Road, just east of Victoria Park, from Sarah Westlake in 1887. Perhaps hoping to move his business into the newly developing Oakridge area, he drew up a small Registered Plan of subdivison (#808) and named the two main streets Westlake Ave n u e a n d Ph a r m a c y Avenue. Whether or not he ever opened a pharmacy on the corner is unknown. By 1900 he had become a partner in Burgess & Howell, retail druggists and when Gordon Tamblyn left that company to set up his own drug store in 1904, Burgess likely concentrated his business operations along Queen Street and Kingston Road. Tamblyn became a leader in the pharmacy business (now Pharma Plus), Westlake Avenue was renamed Wanstead Avenue in 1919 and Burgess died suddenly in 1920 at the age of 57. His legacy is now forgotten except for Pharmacy Avenue which he named in 1888.

her long to decide that Anne can stay. Anne is explosive and fiery, yet loveable – and optimistic despite her hard life. Anne must begin the arduous task of meeting and trying to find acceptance from the people of Avonlea including nosey neighbour

and friend of Marilla, Rachel Lynde (Kathy Knight), Mrs. Barry (Nora M Webster), and Josie Pye (Caroline Rowe), who all seem to think Anne may not belong in Avonlea. However, while Anne experiences some setbacks, including calling Mrs. Lynde ugly, and breaking a slate over the head of a schoolmate, Gilbert Blythe (Alex Dell), after they both made fun of her, she also has amazing firsts, like meeting her best friend Diana Barry (Emma Helm), and a teacher who encourages her imagination and intelligence, Miss Stacey (Ngaio Potts). This cast has more than 30 people, and with too many names to mention, everyone does a fantastic job of bringing Avonlea to life. The children and teens in this show especially make you smile with their energy, talent and singing and dancing abilities. Not only is the story of an orphan girl who finally gets a home of her own enjoyable and heart-warming to see, but the musical numbers are just as enjoyable. They include company numbers such as Ice Cream and Open the Window, duets Kindred Spirits and Humble Pie, and solos such as Wonde’rin and

The Words. Scheps perfectly captures the essence of Anne. She is extremely talented in both her acting and singing skills, and carried herself like a professional throughout the entire show. Tingle plays the man of little words with a heart of gold, Matthew, amazingly well and the scenes between he and Scheps are some of the most touching in the show. Fairweather portrays an excellent Marilla, and her evolution from stern and cold, to caring for Anne. Lastly, the construction and set design crews outdid themselves by creating a giant replica of the Cuthbert’s Green Gables farmhouse and the life-size cherry blossom tree beside it; creating a beautiful backdrop for the story. This show is touching, funny and thoroughly entertaining. It’s ideal for of all ages, and especially for those who are fans of the books or television show.
