U n i v e r s i t y o f To r o n t o Scarborough celebrated its 50th anniversary this week with festivities and events across the campus. Formal remarks from honourary members of faculty and administration of the university came after the celebration ignited with dance performances from the Chinese Students’ Association and the South Asian Alliance. Former Lt.-Gov. of Ontario David Onley was among those giving speeches as part of the commemoration. Onley was recently bestowed the position of senior lecturer and distinguished visitor at the Scarborough campus. He will also serve as Special Ambassador for the Pan Am and Parapan American Games. Onley, referring to his motto while lieutenant-governor, said
to the crowd “accessibility is that which enables people to achieve their full potential.” And that UTSC’s purpose was just that, to make education accessible for everyone. A s s o c i a t e D e a n C l a re Hasenkampf was master of ceremonies for the celebration and opened it by leading into speeches by U of T President Meric Gertler, UTSC Interim Principal Bruce Kidd, former Ontario premier David Peterson and Onley. Gertler said the anniversary was a “major milestone” and recalled the several additions and expansions the Scarborough campus has had. These included co-ops and internships, collaborations with local institutions and, recently, the Toronto Pan Am Sports Centre. “This anniversary shows the world that UTSC has come of age,” Kidd said. Mayoral candidates talk Scarborough issues MIKE ADLER madler@insidetoronto.com Doug Ford doesn’t just want to be Toronto’s mayor, he wants to be its “strong” mayor, with a U.S.-style veto power over city council, the candidate told a Scarborough audience Monday night. The “strong mayor” system, in which mayors typically write entire city budgets and can veto council decisions, runs large American cities including Chicago, where Ford says officials told him it’s “ridiculous” so many Toronto council decisions are made through compromise. Ford said Toronto council’s structure – in which 44 local councillors and the mayor have an equal vote – is “absolutely dysfunctional” and must change, adding he believes in “at minimum, budgetary veto power for the mayor.” Ford, who as an Etobicoke councillor supported his brother Rob’s pledge to cut the number of Toronto councillors in half, also compared the strong mayor to the CEO of a company who, he said, can be held accountable for decisions made. “If you don’t like him or her, you fire them in four years,” Ford said during a debate with rivals John Tory and
Olivia Chow at Centennial College. Toronto’s mayors do have power to appoint councillors to an executive and as standing committee chairpersons. With his brother elected, Ford said, he could have run any committee he wanted, or been deputy mayor, but added he took no appointments, “knowing that I was new” and had to learn. Chow later said she’s glad Mayor Ford didn’t have such budgetary veto power, “or we wouldn’t have some libraries or community centres or God knows what.” Neither she nor Tor y expressed interest in gaining greater powers for Toronto mayors. ‘Division and chaos’ Chow pledged not to assign her appointments according to the ideology of the recipients, and Tory, stressing the need to bring the city together after “four years of division and chaos” said he’ll have no problem working with councillors. At Centennial College’s Progress Campus, where the debate filled a 180-seat lecture hall and part of another, Chow reminded the audience a light-rail transit line, shelved by council last year in favour

of a Bloor-Danforth subway extension along a different route, “would have had train service right in front of this campus early next year.” Instead, it will take at least 12 years to build the extension along McCowan Road, west of the campus, and $100 million already spent to design the LRT to Centennial will be wasted, said Chow, who would revive the light-rail project. Tory expressed sympathy for the students, adding an express bus to the campus from the proposed station at McCowan and Sheppard Avenue will be possible one day. The Scarborough subway extension should be built,
he said, because it’s a good long-term investment and all three levels of government agreed to build it, said Tory, adding his SmartTrack rail plan would convert a GO train line through Scarborough into a frequent commuter option for residents commuting north to Markham. Ford suggested only a “world-class subway system” can unite the city, and said only he and his brother deserve credit for getting the Scarborough subway extension approved. “I know it’s not outside the door, but it’s a rapid underground transit line not too far from this location,” he told the audience. “The people of Scarborough
are being taken care of.” Chow attacked Tory for falsely stating during a previous debate that he had not donated money to Doug Ford’s council campaign in 2010. Charity dinner Tory said he recalled at the time chairing a dinner to raise money for mayoral candidates running a deficit – Rob Ford, Rocco Rossi, and Sarah Thomson – after the last city campaign, and so contributed to Rob Ford. He didn’t remember, despite some prompting by Chow, that he had also given Doug Ford $300. Corrected, Tory said on
Monday, he apologized. “It was no convenient lapse of memory. I forgot.” Chow, however, said Tory’s initial denial fits her opponent’s pattern of making things up. “In fact, he attacked me for telling the truth,” she added afterwards. The candidates also clashed over charges of anti-Semitism levelled against both Fords in a previous debate. Mayor Ford, recorded in March while intoxicated, had used racial slurs and a derogatory term for Jewish people. Asked to apologize for his brother’s behaviour by Ari Goldkind, another mayoral candidate, Doug Ford responded, to audience groans, by saying his doctor, lawyer and accountant were all Jewish. At Centennial, Tory said Doug Ford’s comments were “not appropriate in 2014.” Ford demanded an apology himself, saying a release from Tory’s campaign (though Tory denied this) implied he was a racist, a homophobe and anti-Semitic. “Anybody in this city knows Doug Ford is not a racist,” he said, adding, “Calling me a racist is not racism?”

Incumbent Thompson only council candidate to attend Ward 37 debate Ali Raza araza@insidetoronto.com Incumbent city councillor Michael Thompson was the only Ward 37 candidate to make an appearance at a debate Tuesday night in the Scarborough Centre ward. His competitors, Niranjan Balachandran and Luigi Lisciandro were not present at the debate, which was hosted
by the Wexford School Council at the Wexford Collegiate School of the Arts. Moderator Walter Korynkiewicz said he tried to contact all three candidates, but Lisciandro did not have any contact info available and Balachandran did not reply in time. Thompson was given time nonetheless to make an opening statement, answer questions from the audience of
40 residents and finish with closing remarks. “I think it’s important to ensure that you hear from the folks who are asking you to vote for them as your representative,” he said. Thompson, who has been Ward 37 councillor since 2003 said he “responded to 18,000 issues in the last four years.” He continued to explain
what he’s done as councillor including starting the Taste of Lawrence Festival and a Scarborough job fair. He also mentioned his roles as vicechair of the Toronto Police Service Board and the chair of the Economic Development Committee. Residents asked a number of questions revolving around transit, police and the Fords. Thompson said he supports
subways for Scarborough, calling them the “spine” of the city allowing people to be connected. In response to a question about police spending, he said $556.81 per household is spent every year on the police and the layered structure of spending needs to be reviewed to make more efficient. One resident asked, “You’re voting record is three quarters
in accord with the Fords, how it is that you can differentiate yourself from those kind of disgusting actions?” Thompson explained the difference between his voting record and “actions” of the Fords. He said he’s not ashamed of his voting record because they were regarding investments for the community, such as facilities, parks and libraries.

ere’s the challenge for this municipal election to Toronto citizens: let’s keep increasing the voter turnout. In 2010, the voter turnout in the city was 50.5 per cent. While that figure may not seem impressive, it is actually the highest total in amalgamated Toronto’s election history. It is a remarkable double-digit increase from the 2006 municipal election total of 39.3 per cent. It’s also more than 12 per cent higher than the 2003 vote. So was the election that swept Rob Ford into the mayor’s chair just a spike or a sign of a more engaged populace? We hope it’s the latter. Stronger voter turnouts mean more people are heard from and a more accurate portrayal of the city’s desires is presented for our representatives to act upon. So how can increased engagement happen? Know that multiple voting options are available. If your schedule is tight on our view Oct. 27, advance polls run – one location in each ward – from Oct. Make your 14 to 19. While online voting in Toronto voice heard on is not yet a reality, one location in each of the city’s 44 wards Oct. 27 is equipped with a Voter Assist Terminal that will be available for both the advance vote and on Election Day. The city’s website, toronto. ca, lists accessibility information for all voting locations. Secondly, check to see that you’re registered. Paper cards are being sent in the mail to 1.6 million eligible voters this week. Citizens can also check the eligible voters list or get on it by visiting www. toronto.ca/myvote Finally, and most importantly, there are no shortage of issues – city-wide and neighbourhood-focused – for citizens to explore. If you live in the city, there is something out there that impacts you. Visit our election website at insidetoronto. com/2014torontovotes to familiarize yourself with the candidates and the issues. If you don’t find that a concern is being voiced, why not voice it yourself? Elections are the perfect opportunity to do exactly that. Brighton Beach Memoirs looks back on 1930s New York Scarborough Players stage production of classic Neil Simon slice-of-life comedy drama MARIA TZAVARAS scm@insidetoronto.com
W
hen you become a parent, the person you were before suddenly takes a back seat and is replaced by the responsibility of raising a family. In the Scarborough Players first show of the season, Brighton Beach Memoirs, an autobiographical, slice-of-life comedydrama by Neil Simon, one family attempts to thrive and survive while facing the many difficulties life throws at them, especially as parents. Trying to find the balance between being a good parent, spouse, sibling and aunt or uncle, while maintaining some sense of self can be difficult, and it’s easy to get lost in it all and forget to find balance.
Set in the beautifully constructed two-storey home of the Jerome family in Brooklyn, New York, 1937, the story is told in three areas: the upstairs bedroom of brothers Eugene and Stanley (Stephen Vani, Tyler Tanner) and the downstairs dining and living room where mom Kate (Deborah Ann Jarvis) and her sister Blanche (Carolyn Williamson) are always busy. Young narrator The third area is the outside stoop where 15-year-old Eugene shares his thoughts with the audience, acting as narrator. He shares his insights, his humour and the trials and tribulations of being a young man on the verge of puberty and his love of
baseball, which is what he holds onto during the chaos of his family life. Times are tough in the Jerome household, during this Depression-era, preSecond World War story, especially for dad and uncle Jack (Greg Nowlan), who feels the pressure of working two jobs to support seven people. Six years ago, Blanche’s husband died leaving her and her two children, Nora and Laurie (Nicole Marie McCafferty, Militza Boljevic), penniless and living at the Jerome’s ever since. This leaves everything stretched including money, space and nerves. Laurie has a heart murmur, Stanley had to forgo college to get a job and help the family, Blanche never leaves the house and Jack finally suc-
cumbs to the stress and has a heart attack. The overall theme of the show is something we can all relate to: When does it get easier? Honesty This show also highlights the importance of being honest and communicating how you feel instead of playing a role, something that happens within a family. Jarvis plays the mom who takes care of everyone, impeccably. Her strong and honest portrayal of the mom who bears the brunt of all the worries and fears for her boys, nieces, sister and husband is evident despite her tough exterior. Nowlan as the uncle and dad is fantastic. He plays Jack with a gentle strength
and acts as a calming and supportive role for his family despite his obvious stress. Some of the best scenes in this show are by talented Vani who plays Eugene. He carries the show beautifully with witty and funny narration, while providing insight on his family. Realistic scenes Some of the most realistic scenes happen between Vani and Tanner, who plays older brother Stanley with amazing believability, as they discuss the things brothers share. Williamson as Blanche portrays the evolution of her character from victim of loss to a strong role model for her daughters, extremely well, and McCafferty and Boljevic are amazing in their roles
of Nora and Laurie as they navigate their mom’s journey and their own lives. Rough patch This play is like peeking into the living room of any family going through a rough patch. It’s realistically portrayed, contains relatable characters that will make you laugh, share in their sorrows and ultimately, show you what family truly is. How flexible is SmartTrack plan? John Tory’s plan for surface subway rail has been getting a lot of attention over the past months of the mayoral campaign – much of it skeptical. There is good reason. Tory is extolling the feasibility of his transit-for-nothing plan like a Revival-tent preacher. The financial plan for it is built primarily on his faith that Toronto development might continue to boom over the next decade or so. For the western portion through Etobicoke, Tory places his faith in engineers to lay new track around, under and (who knows?) over houses and community facilities and roadways to complete the whole grand vision. So assuming that the whole thing goes ahead, and Tory’s faith is not rewarded, Toronto could be paying back a shortfall in funding to a city-spanning ‘surface subway’ that will wreak havoc on communities in the west end. There is a more likely outcome: the realities of economics, politics and engineering will make the whole-cloth
david nickle the city plan Tory’s pitching now impossible. There is that tax increment financing plan (TIF). Even if the rules permit it and the development bears out Tory’s optimism, there will be significant political problems in collecting the cash. The TIF scheme will keep tax dollars away from municipal and educational services needed for the growth. And engineers are not magicians. Tunnelling through the loamy soil of Etobicoke will inflate financial costs; tearing through neighbourhoods and roadways will hike the political cost. Now, Tory will still want to do something to fulfill his mandate, and he will be bound to use political capital to see it through. He might be able to do so. One could imagine a compromise SmartTrack plan that avoids the west end entirely.
The new project would involve accelerating the electrification of the GO Stouffville line through Scarborough, extending it to the west to Liberty Village and up to the Bloor subway line. Doing so would provide rapid transit to Scarborough, and also deal with the transportation infrastructure deficit in the busting-at-the-seams new neighbourhood of Liberty Village, while avoiding many, though not all, of those costly engineering problems. Which means that the whole scheme need not rely so heavily on the worrying TIF plan. It would also, in the strictest sense of the word, represent a broken promise. But since Mayor Rob Ford claimed that the Scarborough subway compromise following from the failure of his Sheppard subway plan was a “promise made, promise kept,” the term ‘promise’ has taken a certain elasticity.

ext week marks the 60th anniversary of Hurricane Hazel – for many, a time to remember the 81 lives lost to the most destructive storm in Toronto’s history, to reflect on the lessons learned in its devastating wake, and to rejoice in the measures since taken to prevent such disastrous loss from occurring again. Madeleine McDowell, covice-chair of the Humber Watershed Alliance, was just 13 when Hazel struck in a fury of 110 km/h winds and torrential downpours on the evening of Oct. 15, 1954. “I understood that there was flooding and that the winds were terrific and they were blowing down trees and causing waves, but we didn’t realize that people were being swept away and drowning,” said McDowell, who still resides in the Humbercrest Boulevard home that sheltered her as Hazel raged that night, dumping more than 300 million tons of water and turning the nearby Humber River into an unstoppable force. “Approximately 20 billion gallons of water came sluicing down the Humber that night at a very rapid drop, which just pushed everything in front of it. The force it exerted took out bridges, houses, trees – and all that debris accumulated at the bridges and formed dams, and when the bridges broke, the flood press pushed on through. Some of the bodies were recovered over at Rochester (New York), that was the force that the river had.” In total, the Toronto and Region Conservation Authority (TRCA) estimates 4,000 Southern Ontario families were left homeless by the ravages of Hazel – 1,868 of those in Toronto. flood their banks. In Scarborough, numerous cottages in Morningside park and what is now Colonel Danforth Park along the course of the Highland Creek were washed away. Funland, an amusement facility along the Rouge River, was also destroyed in the flooding. Hazel’s deadliest toll, though, was along the banks of the Humber River. Just five kilometres up river from McDowell’s Baby Point area home, 32 homes on Weston’s Raymore Drive (which runs parallel to the Humber, just south of Lawrence Avenue West), were washed away by flooding, killing more than 30 people on that street alone. McDowell remembers waking up to a beautiful sunny day the morning after the storm, and going out to survey the damage just down the ravine from her home. “You couldn’t go all the way down. They were starting to build houses down there and all the basements were full,” she recalled,
noting that the bodies of livestock swept away from local farms were found washed up at the end of Baby Point. McDowell will share her remembrances on Wednesday, Oct. 15 while leading a Toronto Field Naturalists’ walk commemorating the occasion of the 60th anniversary of Hurricane Hazel. Starting at 10 a.m. from Old Mill subway station, the two-hour guided walk will inform participants of the storm’s impact and legacy in Toronto, as it winds its way up the Humber River, ending at Lambton House, 4066 Old Dundas St. While Hurricane Hazel was undeniably tragic, Laurian Farrell, senior manager of flood risk management and infrastructure for the TRCA, said the storm served as a catalyst for positive change – especially when it came to flood control. The whole concept of building near rivers, she said, changed because of Hurricane Hazel. “One of the most important things we have now are

our flood plain management policies, which allow conservation authorities to regulate development within flood plains,” Farrell said, noting that the regulations were implemented to restrict future development and land use in flood hazard areas, thereby reducing potential flood damage. “The biggest advance since Hazel is this policy, which is unique to Ontario. I’m not sure there’s anywhere else in the world that has such strict development policies, in terms of flood risk management.” Before the storm, Farrell said the mandates of most conservation authorities were focused more on forest management, forestry and ecological habitat. But after Hazel, the need for a body to oversee the valleys and flood plains became painfully clear, and
conservation authorities – many of which were already set up in close proximity to watersheds – were tasked with the role. The TRCA itself was formed in 1957, when four smaller area conservation authorities merged to deal with the nine watersheds in Toronto: Etobicoke Creek, Mimico Creek, Humber River, Don River, Highland Creek, Petticoat Creek, Rouge River, Duffins Creek, and Carruthers Creek. In the years since, Farrell said the TRCA has invested heavily in flood control infrastructure, chief among them, the Claireville dam in the Humber at Hwy. 427 and Finch Avenue West built in 1964, and the G. Ross Lord Dam built on the West Don at Finch Avenue and Dufferin Street in 1973, as well as the Stouffville and Milne dams and 16 flood control channels. “Conservation authorities at the time were already looking at flood management before the hurricane, but Hazel just really gave more weight and more importance to the issue, and it allowed for an acceleration of a lot of the flood control infrastructure that we have today,” she said. Should another Hazellike storm hit Toronto, Farrell said the city is much better prepared. “I think what happened with Hazel was, the meteorologists saw it coming and they did raise alarms, but nobody understood the magnitude of the problem. Since then, our awareness and our understanding of the storm systems has much improved, so we would expect to have people evacuated to safety before we would get into the type of trouble we had with Hazel,” she said. “The other piece is that we’ve removed areas from the flood plain that we knew were the heaviest hit, and we understand where the flood plain is now for each of our watersheds...there
are still going to be areas that are going to be flooded, because we have historical development within the flood plain, but we understand that storm now and what to expect.” As climate changes, however, so too do storms, and Farrell said Torontonians now have to face the spectre of dealing with not only Hazel-like storms – like the city narrowly escaped in 2012 when Hurricane Sandy took a last minute turn to the east – but also with “flashy thunderstorms” like that of July 8, 2013, which temporarily paralyzed the city with flash floods that caused many Toronto basements to flood. One of Farrell’s biggest struggles, she said, is raising public awareness about what to do in case Mother Nature strikes again. “We’re so used to having good weather in Ontario and we rely so heavily on our cities to take care of us, but people really need to start thinking about being more self-sufficient if we do get flooding,” she said, urging residents to go to www.getprepared.gc.ca for tips on how to prepare an emergency plan for your family and assemble a 72-hour preparedness kit. With the 60th anniversary of Hurricane Hazel approaching, McDowell agreed public education is key. “It’s beginning to reach the point where (Hurricane Hazel) is outside of living memory,” she said. “People need to be reminded of the power of water and wind and nature, and what it can do. You can’t fix it; engineers can come up with ideas that may alleviate things, but the bottom line is, you cannot and should not try to redirect rivers or try to alter Mother Earth much. You have to respect her – and if you don’t, you’re in very big trouble.”

Group of suspects sought after man stabbed Monday Police are looking for a group of young men after a 20-yearold man was stabbed in the back in north Scarborough Monday. The victim was stabbed multiple times near McCowan Road and Finch Avenue at about 1:45 p.m. He then took a cab to Mc Ni c o l l Av e n u e a n d Kennedy Road where police

Tamil community raises $150,000 for hospital’s MRI project andrew palamarchuk aplamarchuk@insidetoronto.com Scarborough’s Tamil community has made good on a pledge to raise $150,000 towards an MRI machine at The Scarborough Hospital’s Birchmount site. The multi-million-dollar diagnostic imaging machine was installed in October 2011, cutting MRI wait times in half. On Tuesday, members of the Tamil community gathered at the hospital to officially hand over a cheque for $150,740. In addition, a local Tamil restaurant presented a cheque for $12,000. “This is a wonderful example of community spirit and generosity,” said health minister Dr. Eric Hoskins, who took part in the ceremony. “The Tamil community is a wonderful example among many communities that understand what it means to give and be involved and be committed.” The Birchmount campus was the last hospital in the GTA to get an MRI. Hoskins said the machine has enabled the hospital to use its resources more efficiently. “No

longer does a patient, accompanied by a nurse, need to be transferred from here, Birchmount, to the General campus (for an MRI), something that was happening more than 200 times each year.” The Tamil community had been working with the hospital foundation on the MRI project for the past couple of years. “This is our community. This is where we live, this is where our children are going to be living, so I think we need to keep the standard of the hospital to today’s technology,” said community leader Kula Sellathurai. “And if we don’t have the right equipment, you won’t be able to diagnose our sickness or disease.” The province now has 102 MRIs, which help diagnose strokes, tumours, spinal cord injuries, structural problems in the heart and blockages in blood vessels. The hospital foundation’s MRI campaign raised a total of about $5 million. “MRI is a key diagnostic tool today,” said foundation president and CEO Michael Mazza.

The campus was founded as a liberal arts college named Scarborough College in 1964. It has subsequently expanded into a mid-size research university. Residents frustrated over status of Thomson school site, development plan Ali Raza araza@insidetoront.com Midland Park residents are angered over a misunderstanding with the Toronto D i s t r i c t S c h o o l B o a rd (TDSB). A meeting was held in March with representatives of Toronto Land Corporation ( TLC) – a subsidiary of the TDSB tasked with the redevelopment and sale of school board lands – Ward
37 Scarborough Centre Councillor Michael Thompson and community residents. It outlined the details of the sale of lands of Bendale Business and Technical Institute and David and Mary Thomson Collegiate Institute. According to residents, TDSB informed them that David and Mary Thomson C.I. was sold to the Toronto French School Board, Bendale BTI was sold to developers and a new school on the
the emerging costs were too high, TDSB decided that it would be cheaper to build a new school, combining students from Bendale BTI and Thomson. The remaining portion of land was to be sold. “The school board said there were to be 140 townhomes on the Bendale site,” said Thompson. After the consultation, TLC, TDSB and the developer, Bousfields Inc., proposed
remaining land would be erected. But the Midland Park Community Association and Thompson’s office said they later discovered that the land believed sold to the Toronto French School Board had not been sold and TDSB planned to sell it to developers. The confusion follows a decade of planning around the two schools. Bendale BTI was originally slated for repairs and renovation by the school board. But when
that 111 townhomes would be built on the Bendale site. Community residents and the councillor’s office were told, they said, that the Thomson site was already sold to the French school board. But in April, the French school board withdrew its bid due to lack of provincial approval, said TDSB spokesperson Ryan Bird. “We did not say that it had already been sold. We wouldn’t have communicated that until it
was all finalized and it was never finalized.” “If we said anything it would’ve been that there was interest or an offer from the French school board,” Bird added. In response, Thompson moved a motion at community council recently to defer deal until 2015; halting action on the Thomson site.

Scarborough realtor in the running to raise funds for hospital Scarborough realtor Ed Craig will be putting his running shoes to the pavement this month in support of the Rouge Valley Health System (RVHS). Craig is among a 35-member RVHS team taking part in the Scotiabank Toronto Waterfront Marathon on Sunday, Oct. 19. The runners on the team are collecting pledges to help raise funds for RVHS which operates Scarborough Centenary and AjaxPickering hospitals. “This is the first time we’re doing this, and the funds raised are going to surgical programs at both (hospital) campuses,” said Jennifer Collins, special projects officer for the RVHS Foundation.
The team includes hospital staff and community members such as Craig. A realtor with Re/ Max Realtron on Progress Avenue, Craig has been distance running for the past two years. aHe decided to start running as part of healthier lifestyle. In May of this year he ran an eightkilometre portion of the Vancouver Marathon in Stanley Park. This will be the first time he has run in the Scotiabank Toronto Waterfront Marathon. “The first marathon event I took part in was Vancouver. I ran eight K and felt good,” said Craig. He will be running a five-kilometre leg at the Toronto waterfront event.

“I’m hoping to do well,” he said of the upcoming run. “Possibly in the area of 45 minutes.” However, finishing the run and raising funds for RVHS are his priorities at the Toronto run, and he’s not going to be upset if he doesn’t hit his predicted time. Social Planning Council seeks increased funding MIKE ADLER madler@insidetoronto.com Mayor Rob Ford is leaving office and Toronto’s non-profit community agencies hope the city’s next administration is a lot more generous. Inspired by the city’s arts community’s success in persuading city council to spend more on the arts and guarantee the funding year-to-year, the Toronto’s non-profits say they’re launching a campaign of their own. After the Oct. 27 election, the non-profits will try convincing Torontonians the city’s $50 million in annual grants supporting thousands of their community programs – which range from health promotions and youth leadership groups to recreation for seniors – go a long way and deserve to be increased. “This is possible. We can do it,” John Campey, executive director of Social Planning
Council (SPC) of Toronto, an independent voice for social and economic justice, linking research with community action, said Monday at city hall. “We also recognize that it won’t happen overnight.” Monday was proclaimed Community Services Day in the city by Rob Ford in a message that praised the programs the same community organizations offer. Campey wouldn’t comment on the apparent contradiction in the message: Ford, as mayor, had voted several times, and often without stating why, against council approval of the Community Partnership and Investment Program grants and other city grants the non-profit agencies. The city also allows many social agencies to pay belowmarket rent for spaces it owns, and can issue property tax rebates or waive the cost of
waste collection. But Beth Wilson, a senior researcher for the Social Planning Council, said needs are increasing across the city and are not being met because the agencies can only stretch their resources so far. Staff of the Warden Woods C o m m u n i t y C e n t re i n Southwest Scarborough work with older adults in danger of being evicted from their apartments. Colleen Phillips, a crisis intervention worker, said some of the seniors are afflicted by bed bugs and other “deplorable” living conditions the community centre often doesn’t have the resources to change. “We are so underfunded in this area. They need help, and help is so thin in helping these people. Our hands are tied.”

Toronto voters, your 2.3 million ballots are ready and waiting. So are most of the 15,000 people who will run the city call centres, receiving centres and the 1,679 voting places handling those ballots. The 1,850 tabulators that have counted municipal votes since 2000 will be ready too, though this is probably the last time they’ll be used. “We have every confidence in our voting equipment,” Bonita Pietrangelo, director of Toronto’s Election Services department said during a media tour of its East York headquarters last Thursday. On Oct. 27, things should move fast after polls close at 8 p.m., when operators turn keys in the machines, each of which will transmit its results by phone, print them out and, as a final check, download data from a smart card at a receiving centre. Typically, 90 per cent of results will be known and posted within half an hour – and you can see them updated on the city’s website in real time, Pietrangelo said. Paper voter cards are being sent next week to 1.6 million people on the list to vote, but citizens can check the list or get on it at www. toronto.ca/elections/myvote The website will tell potential voters everything they need to know about voting, said Pietrangelo, adding people can be added to the list even at a voting place on election cay if they bring the right identification. Advance polls are open in each ward from Tuesday, Oct. 14 to Sunday, Oct. 19, and for those who cannot vote on any of those days, a proxy ballot is also available. One thing Toronto electors won’t be able to do is vote online, though dozens of smaller Ontario cities and towns are set to allow that on Oct. 27. In February, Toronto councillors asked staff to allow online voting. A vendor for the service was chosen, but Pietrangelo said her department then decided there wasn’t enough time to build a fully tested online voting system. Staff will keep investigating online voting, including through consultations with the public, and the next council can decide to hire

another vendor, she said. Adam Roy Cohoon, an artist who advises the city through an accessibility outreach network on barriers some voters face, said the delay was unfortunate. Online voting will make thing a lot easier for people with disabilities, he said. But Cohoon also demonstrated a voter assist terminal, one of which will be at all advance polls and in each riding on election day. “I find it’s a great way to let me vote independently,” he said. Pietrangelo said all voting places – and that includes 532 apartment or condominium lobbies, 544 schools and 116 religious buildings – are accessible or will be made accessible with temporary ramps or people holding doors. Even curbside voting is possible if a voter cannot enter the voting place, due to special circumstances like a recent surgery, she said. Voters without internet access can call 311 to get election information in 180 languages, and there are printed booklets available in 24 languages and braille. The election, for which 606 candidates are running for positions as mayor, councillor, or trustees for the four publicly funded area school boards, will cost about $9 million. Turnout was 50.5 per cent across the city in 2010, and Pietrangelo said it’s expected this time to be between 50 and 60 per cent.
