ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Murder victim Abdul Monir is being remembered as a friendly and honest man who was saving money to bring his family to Canada from Afghanistan. The 31-year-old married father of two came to Canada in May and began working two weeks ago at the Pizza Time restaurant on Markham Road south of Lawrence Avenue. Shortly after midnight Sunday, Monir and the pizza shop owner were shot at the shop. Monir was pronounced dead at the scene. The shop owner was taken to Sunnybrook hospital where he underwent surgery and remains in critical condition. Sultan Mafton, a friend of the victims, identified the shop owner as Rahim Durani. “Both of them were best friends of mine,” he said, noting Durani has been working at the pizza shop for a long time and bought the business about four years ago. Mafton said Monir was work-

A recent coyote sighting in Scarborough near the Bluffs has raised some safety concerns among residents. According to reports, the coyote was first spotted Monday, Sept. 8, roaming nearby neighbourhoods wearing an Ontario Ministry of Natural Resources collar. Scarborough resident Elayne Turner owns a dog walking business and has seen the coyote sauntering on neighbourhood roads. “I have serious concerns, mainly because the animal is sick and is becoming more predominant in the area. Since the coyote is sick it’s unpredictable, posing a larger threat to the neighbourhood,” Turner said. Coyote sightings are quite common in and around the Scarborough Bluffs, especially near the ravines. Turner said the coyote was spotted near Brimley and Kingston roads. Toronto Wildlife Centre executive director Nathalie Karvonen has teamed up with the Ministry of Natural Resources to try to rescue the coyote. “We have been out many, many times tracking the coyote’s patterns, although it is very hard to catch a coyote, they’re very smart,” she said.

Big crowd takes in Ward 44 council debate Ali Raza araza@insidetoronto.com Ward 44 Scarborough East candidates confronted a hot, crowded room of residents eager to talk a number of topics including leadership. The candidates gathered for a debate at St. Dunstan of Canterbury Church Tuesday night. Of the 15 registered candidates registered for the ward, 11 were on hand to discuss their platforms, their concerns and incumbent councillor Ron Moeser’s attendance record. Dubbed “the elephant in the room” by candidate Amarjeet Chhabra, Moeser’s attendance record at council meetings and “inaction” was jabbed during opening remarks by several candidates. “Residents have reached out to Councillor Moeser, but nothing was done,” Chhabra said in regard to several concerns Ward 44 residents have brought up to the councillor’s office. ‘Invisible’ “It’s truly fascinating how elections produce candidates who up until the election are invisible in local community events,” candidate Richard Ross said to applause. “A city councillor has to be a bridge-builder,” said candidate Marc Proctor. “Our current representative finds comfort in the way things are.” The debate was organized by the Centennial Community & Recreation Association and sponsored by the West Rouge Community Association and the Highland Creek Community Association. Candidates were given two minutes for opening remarks and one minute for question responses. They sat in front of a

Ward 44 Scarborough East residents attended the all-candidates debate at St. Dunstan of Canterbury Church on Wednesday to hear council hopefuls address their concerns.
standing-room-only crowd of approximately 200 residents. Outside the church, platform cards were handed to visitors, but candidate Jennifer McKelvie had the most supporters with several residents holding her signs and wearing her T-shirts. Residents had the chance to submit questions for candidates and a few were then chosen and presented. Issues Issues discussed were transit, Highland Creek sewage treatment plant options, childcare, rooming houses and the land transfer tax. Some supported the land transfer tax, while some candidates wanted to abolish it, but the conclusion was it
would be difficult to generate another source of revenue. Ross suggested cutting wages for police officers to “produce money from other sources.” Some candidates supported increasing the number of buses on the roads; some supported LRT and others leaned towards a subway. But the tremendous response was that the transit debate was hurting Scarborough, and something had to be done immediately. Transit Candidate Diana Hall said the “transit debate was delaying progress” while Arlene Nielsen supported mayoral candidate’s John Tory’s SmartTrack because it “makes fiscal sense” and
the “infrastructure is already there.” Moeser spoke of the subway, rooming houses and other issues. Representation During the debate, Moeser did not respond to criticisms of his attendance at council. However, in an interview with The Scarborough Mirror last week, he said he only missed four council meetings and attended others on crutches, carrying an antibiotic drop and a vacuum pump to treat a post-surgery infection on an ankle. He also said that he set up an office in his bedroom to return calls. When asked what the “big-
gest issue” in Ward 44 was, candidates gave a variety of responses from transit to safety to the Highland Creek Plant, but all were focused on increased representation at city hall. “We need somebody who’s going to be very strong and start forcing these issues to be passed at council,” Hall said. The candidates that attended are: Amarjeet Chhabra, Diana Hall, Paul Maguire, Jennifer McKelvie, Mohammed Mirza, Ron Moeser, Arlene Nielsen, Marc Proctor, Richard Ross, Ashley Sondhi and Ragu Thanabalasingam.

Pan Am Games to highlight our wonderful city T
he Pan Am/Parapan Games are coming to Toronto next summer, bringing thousands of athletes and tens of thousands of fans and media with them. Tickets went on sale this week, and Toronto residents have until Oct. 6 to order early-bird tickets for the events they most want to see by going to TORONTO2015.org/tickets While they are not on the same scale as the Olympics, the Pan Am Games will feature approximately 6,000 top athletes from 41 countries in North America, Central America, South America and the Caribbean competing in 36 our view sports. From July 7 to 26, Toronto will be the place to be for competition Civic pride in many of those sports including track and field, aquatics, sparked by basketball, BMX biking, tennis 2015 Games and much more. And right after the Pan Am Games finish, the Parapan Am Games take centre stage in Toronto from Aug. 7 to 15. What makes these games especially exciting is that not all of the events are centred in the downtown core. They’ve been spread out in facilities from the York University campus in North York to Centennial Park in Etobicoke and into east Scarborough. It makes the Games accessible to so many more fans, and will in a number of cases give residents the opportunity to watch international athletics in facilities they can walk to from their homes. From what we see and hear among our newspaper’s readers, there’s great excitement about next summer’s games. Residents are looking forward to attending events in state-of-the-art facilities such as the Toronto Pan Am Sports Centre in Scarborough that will host aquatics, fencing, pentathlon and roller sports events next summer. They are also looking forward to the legacy of these facilities in their communities. For more on the Games and their impact on our communities, see our feature series at bit.ly/Agn5R0 There’s also no small amount of civic pride involved in hosting these games. A good part of the world will be coming to visit us next summer, and we are looking forward to showing them what a wonderful city Toronto is.

Dropping in on minor hockey tryouts
I
caught some minor hockey tryouts around town on the weekend. Here are assorted sights and sounds from rinkside at Dick Duff Arena. Coach: “Alright troops, listen up. For those of you suffering from the delusion that you’ve got a lock on a roster spot, I have a rude awakening for you: every position is up for grabs. It doesn’t matter what you did last season. I don’t care what fancy shmancy hockey school you went to over the summer. Under my watch everybody starts with a clean slate at camp. You want to qualify to play for this club, you have to do it the old fashioned way – you’ll have to earn it. Nobody, and I mean nobody, has this team made. Ya got that?” Jason: “You tell ’em, Dad.” Coach: “Hughie, I know you’re the smallest guy out here, but it’s not how big you are, it’s what you’ve got
jamie wayne BUT SERIOUSLY here on the left side of your chest, under your hockey sweater I’m interested in. You know what I’m pointing at, don’t you?” Hughie: “Sure do, coach. My ‘Batman Rules’ in bold, black letters right underneath my shoulder. And I gotta tell you, it’s a load off my mind that you feel the same way as I do about it. I wasn’t sure what the team policy was on tattoos.” Coach: “No, no, no. For the zillionth time, no. That’s it. I give up. Alright, girls. Have it your way, girls. Since you insist on behaving like girls, then you leave me with no alternative but to treat you like girls. So gir......” Tiffany: “Excuse me, coach, but if it it’s all the same to you, we prefer to be referred to as women.” Coach: “Up and down son, up and down. That’s all you’ve got to remember
about this position. It’s not rocket science.” Assistant coach: “Well put, Hank. I love the way you simplify things to teach these kids how to play the wing.” Coach: “What wing? He’s not even on the tryout roster. He’s the arena owner’s kid. I was just reminding him how to work the elevators to the luxury boxes.” Assistant coach: “I walked into another one. Small wonder I’m the assistant.” Coach: “Alright kids, here’s the last drill. You go from the red line, to the blue line, back to the red line, to the blue line, red line, back to the other red line, blue line, red line, blue line, red line, circle the net clockwise, round both face-off circles counter clockwise, back to the other red line, blue line, red line, blue line, red line, back to the other red line, blue line, red line, blue line, red line, circle the net counter-clockwise, round both face-off circles clockwise.
Then repeat it all three times and sprint to the centre ice face-off circle. On your mark, get set ... Yes, what is it Ralph?” Ralph: “Sorry for interrupting, coach. You had a real sweet rhythm going on. But I have to ask: What was that second one again?” Coach: “Nice job, kids. That was a fantastic effort from all of you today. I couldn’t be happier. You’ve all earned a break. We’ll rest for a bit and then finish up with a shootout. While we’re all catching our breath, just out of curiosity, what do you think about our league’s exciting new slogan this year: ‘Hockey: The Fastest Game On Ice.’ Not bad, eh?” Greg: “I hate to break it to you coach, but the only other game on ice is curling. ALS has progressed in my upper body to the point that any exertion causes me to have a shortness of breath. – Jim MacIntosh, written following his diagnosis Staff photo/ANDREW PALAMARCHUK
Nancy MacIntosh displays a photo of her late husband Jim at her home. A Toronto firefighter who grew up in Scarborough, Jim MacIntosh had amyotrophic lateral sclerosis (ALS) and died in December 2009. The recent attention about ALS due to the ice bucket challenges prompted Nancy to share her family’s story with The Scarborough Mirror.

F
or some emergency responders ALS means alarms, lights and sirens. For others it stands for advanced life support. But for veteran Toronto firefighter Jim MacIntosh, the acronym stood for amyotrophic lateral sclerosis. The Scarborough native and father of three was diagnosed with the neurodegenerative disorder in March 2007; he died at age 60 on Dec. 18, 2009. MacIntosh, a fire captain, sensed something was wrong in the fall of 2006 when his hands began to twitch, making it difficult to do mundane tasks like tying his shoelaces and buttoning his shirt. When MacIntosh became weaker despite physiotherapy and exercise, his family doctor referred him to a neurologist. A second neurologist ended
up giving the diagnosis following a battery of tests. “By this time Jim was getting progressively worse. He was off on sick leave,” his wife Nancy said. “Jim had 28-and-a-half years of service, and we’re thinking we’re coming into our golden years.” MacIntosh had planned to retire when he reached 30 years with the fire department. constant care Soon after his diagnosis, MacIntosh lost the use of his arms, and Nancy became his primary caregiver. “He couldn’t hold a coffee cup, he couldn’t turn the pages of a newspaper,” Nancy said. “He really needed constant care.” As the disease progressed, MacIntosh became unsteady on his feet and began using a walker and later a wheelchair. “When Jim couldn’t go
up the stairs, we had to convert our living room to a bedroom,” Nancy said. “We put a wheelchair bathroom in on the main floor, converted the laundry room into a wheelchairaccessible bathroom.” MacIntosh also began using a breathing machine called a BiPAP (Bi-Level Positive Air Pressure). “ALS has progressed in my upper body to the point that any exertion causes me to have a shortness of breath,” MacIntosh wrote in June 2008. “I never realized what equipment was out there for people with special needs until I needed it. And I have needed it.” MacIntosh also wrote about the day he was diagnosed. “As with anyone who is facing a life-ending prognosis, I was devastated and could not really believe this was happening to me. I have always been a healthy person, never suffered any major injuries or broken
bones.” MacIntosh and Nancy were high school sweethearts; they met at Birchmount Park Collegiate in Scarborough. MacIntosh joined the North York Fire Department on Aug. 14, 1978. Nancy describes him as a proud and dedicated firefighter, noting he even reported to work the day after his first child was born. “Even though he’d been at the hospital all night, he went in to work and had one of the biggest fires,” Nancy recalled. “I just remember him coming into the hospital to see me with all this soot (on his face) and he said I’ve had a shower three times and I still can’t get it off.” Nancy is sharing her family’s journey with ALS in the hopes of raising awareness of the challenges of living with the disease in light of the increased atten-
tion it has been receiving lately due to ice bucket challenge events being held across North America. “I’d have to get Jim dressed, I’d have to make breakfast, feed him his breakfast,” Nancy said. “During that time we had the birth of our first grandchild, which was just a wonderful joy for us, but the disease robbed Jim of being able to hold her.” ‘enjoy every day’ Despite the hardships, Nancy offers this advice to families affected by ALS: “Don’t dwell on the negative, make the most of what time you have left...and enjoy every day.” On the practical side, Nancy suggests: “Get all your affairs in order...Talk to your next of kin so they know exactly what you want, and don’t be afraid to ask for help because help is out there.” MacIntosh donated his
body to the University of Toronto in the hopes of finding a cure. “He knew early on that’s what he wanted to do,” Nancy said. “It was tough, but he thought that’s the best thing he could do.” Nancy noted ALS is an expensive disease because of all the equipment that’s needed. “The ALS Society of Ontario has a great client services program where they have equipment that they loan out,” she said. “That’s where donations to the ALS Society come into play. They go to research but also to support client services like getting a wheelchair for someone.” About 3,000 Canadians live with ALS, also known as Lou Gehrig’s disease, which has no known cause or cure yet. Eighty per cent of people with ALS die within five years of diagnosis.

Agincourt’s ‘Little A’ school to celebrate 100 years RICK SCHOFIELD scm@insidetoronto.com Two Agincourt schools celebrating their 100th anniversary are linked in the past. Agincourt Public School, known locally as “Little A” and Agincourt Collegiate Institute shared a history and the same building for almost 15 years. This year marks the 100th anniversary of the opening of S.S. # 14, Agincourt and celebrations are scheduled for this Saturday, Sept. 20th. The school section #14 was formed from parts of four adjoining sections: 1, 2, 5, and 6 in order to provided a school for the rapidly growing Village of Agincourt. The three acres were donated by W.H. Patterson who, along with Dr. Coutts and Wm Rennie composed the first Board of Trustees. The $12,000 building consisted of four classrooms and a basement room. There were only enough students for the two main floor rooms when the school opened in 1914 but the trustees had big ideas when they decided to erect a large four

room school for their community’s young people. During the first year, only the lower two rooms were furnished for students up to Grade 8. In 1915, a third room was opened for secondary school students and with an enrollment of 18 students became the first school in Scarborough
to offer secondary education — seven years prior to the opening of Scarborough High School — now R.H. King Academy. In 1920, Form III (Grade 11) was added but students still had to leave Scarborough for upper school matriculation. Sadly, during the First World War,
17 year old William Harry Brown, a highly esteemed former Form 1 pupil paid the supreme sacrifice at Combles on Jan. 2, 1917. On Friday, June 1, 1923 Lord Byng, then Governor-General of Canada honoured the school with a visit and concluded his remarks to the students with the following words: “I now proclaim to-day a holiday for you all. This is a gift from the King.” This nice gesture gave the children a four-day weekend since Monday was already a holiday to mark the King’s June 3 birthday. In conjunction with Agincourt Public School’s 100th Anniversary, Percy Burrows, his sister Margaret and Jean Campbell were professionally video-taped on March 31 as they were interviewed by the student body and teachers about their individual family’s lives and influence in the community. This video was edited over the summer and will be shown at the formal celebrations on Saturday, Sept. 20, which is to be a carnival/like theme of indoor/outdoor programs as well as a time capsule event.
A photocopied album of Percy’s father’s journal of his experiences from the First World War will be available to the public to view. Anniversary activities are scheduled to begin on Saturday at 11 a.m and run until 2 p.m. Next year, Agincourt Collegiate Institute will join the celebration as they celebrate the 100th anniversary of Secondary School education in Scarborough. They trace their history back to “Little A” and 1915 when Grade 8 students moved upstairs to become Form I (Grade 9), the first class of secondary students in the old Township of Scarborough. For the next 14 years, Agincourt Continuation School, as it was officially known, shared the same building with their younger, elementary friends. The older students finally got their own building in 1929 when Agincourt Continuation School moved to new facilities across the road on the east side of Midland Avenue.

Collection of Vasarina oil paintings to be sold at Scarborough garage sale A collection of oil paintings by Scarborough artist Elsa Vasarina will be put on sale at an event this Saturday. Resident John Rutherford and his wife are downsizing from their Markham Road home, and will be including the collection of paintings in a garage sale they are holding starting at 8 a.m.. The sale takes place at 39 Markham Rd. In an email to The Mirror, Rutherford shared what he was able to learn about artist Vasarina who died in 1999. “Here is what I have been told... she was of Latvian descent but lived most of her long life in Toronto and especially Scarborough where she died in 1999 at the age of 92.She became a high school
teacher... She retired from teaching when she was 65....developed an interest in oil painting, mostly landscapes and flowers,” he wrote. “She was a very private person and even her friends did not know that she painted. She never exhibited or sold her art work and it was only after her death that her paintings were discovered. “ Rutherford has put a price of $25 on each painting as said he would like as many people as possible to enjoy these original paintings.

Stalled mayoral race gives voters time to ponder the big questions The Ford family’s personal and political kerfuffle last week sent some serious shockwaves into the early part of this week of the mayoral campaign – serious enough to send things into a bona fide stall. On Monday and Tuesday, three of four mayoral debates died on the vine. Olivia Chow got out on Tuesday morning to host a news conference, rescheduled from last week, to let voters know that four westend progressive councillors were behind her mayoral bid. John Tory, the candidate responsible for putting the kibosh on those three debates, held a news conference an hour later that was somehow less surprising: to remind voters that he intended to keep promises related to gridlock that he’d made during the summer. Up until the presstime for this column, newly-
david nickle the city minted mayoral candidate Doug Ford was spending his time at the bedside of newly-minted Ward 2 council candidate Rob Ford. (A medical update on Rob Ford’s conditions was slated for late yesterday, after our presstime.) Quiet times aren’t always a bad thing, though, for a political campaign. And in this one, it might just be useful to sit a spell, and in the absence of blaring pitches of mayoral agendas – just think a bit about where we are, where we’ve been, and where we want to go. Here on in, this election might finally just be about the ideas. Well, not entirely the ideas: we’re all a little partisan, some casting ballots for New Democrats and certain Liberals, others
voting for certain other Liberals and Conservatives. Some of us feel strongly enough about that to pick a mayor now. But for the rest of us: what an unexpected opportunity to pick not so much the person of the mayor, but the kind of city we want. In this quiet time we might ask: do we really want to pay more taxes to build a subway in Scarborough and more stations on an electrified GO line? It’s so much easier to think about these questions when we’re not also deciding how we feel about all the other ugly matters that have consumed us until now. Clarity is a rare and wonderful thing. Best savour it while it lasts.

I love aging and I don’t wanna quit John went from high school "kick out" to being a Director of Education and having a secondary school named in his honour. In his eighties John is a vital role model as he helps you grow old disgracefully. John’s energetic and entertaining presentations bring a new sense of hope and a fresh view of what’s possible to audiences. His performances have entertained and motivated audiences throughout southern Ontario. Cancer, heart attack, marriage failure, alcohol abuse, knee replacements and a pathetic high school guidance teacher never diminished his enthusiasm for life. Join us as he teaches you how to age fearlessly with his fabulous "so what" philosophy: so what if my hips need replacing; so what if my skin needs ironing. Try his philosophy for two weeks with this guarantee – if you aren’t having a better time, he'll happily refund your misery. for Humanity. “Through this campaign, we have seen the commitment and the passion of our female volunteers, who come together each year to empower each other, learn new skills and build homes for families in need,” said Habitat for Humanity GTA CEO Ene Underwood. In 2009, a group of 1,500 women got together to fundraise and build 16 homes in Scarborough. This initiative spawned the second Women Build in 2011. This time, the allfemale team of 1,000 helped build a 29-home development. And in 2012, hundreds of Women Build supporters helped to build six homes at the first Acme Crescent site. Last year, 1,000 women return to Acme Crescent to build six more affordable homes.

passes on ‘Big Transit’ debate wTory Mayoral front runner John Tory withdrew from a scheduled transit debate this week with Olivia Chow just a few hours before it was scheduled to begin. The event still took place as scheduled on Monday, but with only Chow taking part. Earlier in the day, Tory’s campaign team released a media statement confirming he would not attend the Big Transit Mayoral Debate, which was co-organized by the advocacy group TTCriders and the Ryerson University Student Union. Tory blamed “extraordinary demands” on his time. Chow used the opportunity to hold a solo Q and A on her transit plans – and continually criticize the absent Tory in the process. About 150 people attended the event, which was held at Ryerson. NEW AWARD FOR ACCESSIBILITY The province is accepting nominations for a new annual award recognizing advocates for accessibility. Scarborough GS United women advance to soccer nationals The Ontario Cup provincial soccer championships were held over the last two weekends (Sept. 6/7, 13/14) in Oshawa with all three participating Toronto teams successful. Here’s the rundown: WOMEN’S SENIOR: In a strongly contested game against the Vaughan Azzurri Sept. 7, Scarborough GS United did not give an inch,
winning 2-0 to advance to the national club championships for the second consecutive year. After a scramble in the box in the 25th minute, Samantha Cawkell drove home the opening goal. While the Azzurri had several chances, a strong GS United defense kept them at bay. In the second half, Kristin Boujos added a second goal in the 82-minute
mark to seal the victory. The National Championships Jubilee Trophy competition is slated for October 8-13 in Vaughan. UNDER 15 BOYS, TIER TWO: Weston Wolves defeated Mississauga Croatia 4-1 on Sept. 13. Chinedu Okpali scored a pair of goals for Weston while single markers went to Dean Myrie and Francesco Santelli.
host fundraiser for kids wRealtors
UNDER 17 BOYS, TIER TWO: it went to penalty kicks, with the two teams unable to resolve a 1-1 tie which Toronto High Park FC won 4-3 to claim the provincial championship. Igli Bregasi scored High Park’s regulation goal and he added another in the penalty kicks as did Alexander Caravaggio, Sam Duffy and James Moore.
Scarborough realtors will be hosting a fundraiser for the Sunshine Kids Foundation this Saturday. The event will take place at the West Rouge Community Centre on Rouge Hills Drive. The event runs from noon to 5 p.m. and will feature entertainment by a live band,
a bouncy castle for the kids, and games for both adults and children. There will also be a draw for an Air Canada flight for two to anywhere in North America, up to a total value of $4,200. There’s free admission to this event, and barbecue food and other refreshments will be for sale. For more info call Norm at 416-522-3534.

WHAT TO LOOK FOR Recognize which windows in your home need replacing by looking for drafty, and out-dated windows. Windows you can’t repaint or fix with a new seal are indicators they need replacing.
USE A PROFESSIONAL Trying to save on the installation by doing the job yourself could cost you in the long run if the windows haven’t been installed properly. The window must be square, plumb, and
properly shimmed, as well as foam insulated. A professional can also ensure the proper trim work is completed on the interior of your home.
CHOOSE YOUR STYLE There are many styles to consider when choosing to update your windows. Double hung and casement windows are the most common types found in GTA homes. Or maybe you would like to upgrade to bay or bow windows to take advantage of great views and make a room feel larger than it is. Within each of these types of window, you will have the option for double or triple glazed windowpanes and different Low-E coatings to improve efficiency. Choosing a window that fits with the design of your home as well as understanding the energy efficient features becomes a simpler task with the help
of professionals like Platinum Home Design and Renovations. The staff is dedicated to answering any questions you may have from start to finish to ensure your windows are a perfect fit. Platinum Home Design and Renovations has been servicing homeowners for more than two decades and have thousands of satisfied customers. Platinum is among a select few companies who are a part of the Window Wise Certification program, which independently certifies and audits the window, the installation and the contractor. PlatinumWindowWise approved windows are incredibly durable and will dramatically reduce heat loss and energy costs in your home. So if you are considering on replacing your windows call Platinum and have a window specialist asses your project to ensure your investment in new windows is done right.

With fall just around the corner, it may be time to make some upgrades on your home. Replacing old windows now can help you save on your energy bill when the cooler temperatures set in. According to Gus George, ownerofPlatinumHomeDesigns and Renovations, here’s what homeowners need to know when looking to update old windows.

Oasis Zoo Run to serve as national 10K championship The Oasis Zoo Run set for this Saturday in and around the grounds of the Toronto Zoo, will serve for the sixth but final year as Canada’s national 10-kilometre championships. Henceforth, the 10K national championships will head to Ottawa. Toronto will still retain two national championships with next year’s national marathon championships coming from Ottawa to Toronto to be held as part of next year’s Scotiabank Toronto Waterfront Marathon. And staying put in Toronto is the national 5K championship, held as part of the The B&O Yorkville Run. This year’s Oasis Zoo Run, as usual, will also serve as the finale for the annual Timex National Road Race series. The race is also very much apart of the local grassroots running circuit. The 10K race features different start times for a complete range of competitive levels and there is also a 5K and even a ‘Cub Run’ for the kids, starting at 8:15, 10 and 11:30 a.m., respectively. As usual all are already sold out, having easily met their cap of 3,000 participants for the 10K, 1,500 for the 5K and 400 for the Cub Run. For more information on the run can be found at www.canadarunningseries.com/ zoorun/index.htm

New Eglinton Avenue fire station celebrates grand opening ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com A brand new fire hall in Scarborough features a decontamination facility, a heated driveway, a non-slip floor and a backup generator system. A dedication ceremony for Station 221, on Eglinton Avenue east of Midland Avenue, was held on Friday though the facility has been operating since Aug. 5. Firefighter Jeff Stacheruk said studies going as far back as 1992 have identified the need for a new station in the area because of long response times from surrounding stations. Local resident Michelle Phillip said she’s thrilled to have a fire hall nearby. “I had an incident where I thought there was a chemical spill in my building and the response time for the fire department was quite disappointing. It took about 10 or 11 minutes,” she said. Now Phillip can see a fire hall from her balcony. “I’m very happy. I feel safer,” she
said. “A very big thank you from the community for having the fire department so close to us.” Phillip’s only complaint is that the community didn’t know about the hall’s official opening ceremony. “They should have put some flyers out to let the people in the community know,” she said. “We would’ve come out and supported them.” (The fire department did invite the public in a Sept. 10 news release.) Fire Chief Jim Sales said the public is always welcome. “This is their fire station. They can come at any time.” The new station is home to a pumper truck, which was transferred from Station 224 on Woodbine Avenue in East York, and the East Command Division Commander’s office. Sales said the ice storm last December reinforced the need to have backup generators. “When the ice storm hit, we had 24 fire stations without power,” he said. “Normally we as fire responders respond to someone else’s emer-

gency, but during the ice storm we actually had our own challenges as well, so with new stations like this it’ll have full functioning capabilities in the event of another power failure.” In addition to the backup generator system, the hall also features:
• a decontamination facility • bunker gear storage rooms that are independently ventilated to the exterior • a floor made of specially formulated concrete that is non-slip even when wet • a heated outside tarmac (drive-
way) to melt snow and ice • a central vacuum system • a green roof • bird protection features on all windows. “The opening of Fire Station 221 represents the culmination of many years of hard work and detailed planning,” Sales said. In 1992, the former City of Scarborough location study recommended a fire station in the area, as did a KPMG study in 1999 and the 2007 Toronto Fire Services Master Fire Plan. The land was purchased for $2 million in December 2010 and construction, which began December 2012, was completed last month for $5.5 million. Though the station opened just over a month ago, one firefighter has already retired from the hall. Capt. Frank Dellapina, a 37-year veteran of the service, worked his last shift at the station Aug. 29.

shells of four-litre milk bags don’t disintegrate in landfills. They are strong, colourful and can be transformed into a multitude of products other than mats, such as purses, totes, handbags and slippers. – www.milkbagsunlimited.ca

Mayoral candidates’ transit plans under scrutiny RAHUL GUPTA rgupta@insidetoronto.com She calls it the Finch Train. That’s Idil Burale’s nickname for the Finch West LRT line, a future rapid transit connection the Ward 1 Etobicoke North candidate is staking her political future on. “I tell people it’s just like a GO train, and it will go to Humber College,” said Burale last week at her campaign office in Rowntree Plaza, just off Kipling Avenue. Burale conceded she’s got her work cut out for her in besting incumbent councillor Vince Cristanti, who is opposed to the Finch LRT plan, in the Oct. 27 municipal election. Regardless of the preference of one mode of transportation over another, recent opinion polls suggest the number one municipal election issue in Toronto is improving public transit. Which is why each of the main three mayoral candidates, John Tory, Doug Ford and Olivia Chow, have made new transit plans signature components of their respective campaign platforms. Tory, who most opinion
polls project as leading the race to replace Rob Ford as mayor, is pushing his Smart Track “surface subway” plan, which would see the establishment of a rapid transit corridor covering 53 kilometres and allowing for a connections with the Scarborough subway and the Eglinton Crosstown LRT. Tory also supports building the Scarborough subway and establishing new TTC express bus routes. But the centrepiece of his transit plan is the 22-stop Smart Track, which he promises will take only seven years to build – compared to at least eight to 10 years for a Downtown Relief subway Line (DRL) – since the vast majority of it will be located on GO Transit rail lines. Doug Ford, who only last week announced he will replace his ailing brother in the mayoral race, is campaigning on the familiar Rob Ford slogan of “subways, subways, subways” promising $9-billion worth of new underground lines, including replacing LRT lines set for construction on Sheppard Avenue and Finch Avenue. The Ford campaign also
promises to bury all of the Eglinton Crosstown LRT, currently under construction. Right now, the eastern section of the line is planned to run above ground into Scarborough along Eglinton Avenue to Kennedy station. The Ford campaign also promises to complete the Scarborough subway extension from Kennedy station to McCowan Road and Sheppard Avenue. To pay for the new transit, the Ford campaign proposes a variety of funding mechanisms such as increased development fees, sales of “air rights” on subway corridors as well as help from the provincial and federal governments. Chow, who most polls presently place third in the race, is also promising a new subway line, the DRL. But unlike Tory and Ford, she wants to complete LRT lines already approved and funded by the province, for Finch West and Sheppard. Chow would also revert the Scarborough subway extension back to an LRT, as well as provide the TTC with an additional $15 million per year to fund its bus opera-
tions. O n e t ra n s i t w a t c h e r believes all of the plans to build new transit put forth by the main three mayoral candidates lack key details. Richard Gilbert is a former Metro Toronto and City of Toronto councillor from Davenport who held office for 15 years from 1976 to 1991, before the amalgamation of the six former municipalities. Of SmartTrack, Gilbert, who is now a transportation and energy consultant, said the plan was not well worked out. The funding for it is completely up in the air, he said. “There’s not a single penny allocated to it,” said Gilbert. “It relies on provincial and federal money that hasn’t even been requested.” Tory has pledged not to raise property taxes to pay for the municipal share of SmartTrack, instead making use of a funding mechanism known as Tax Increment Financing ( TIF) which in general terms, would allow the city to finance infrastructure building over the long term with potential future tax revenues.
The problem with such an arrangement, according to Gilbert, is TIF takes time to accrue so in the short term borrowing by the city is required. “It’s a device for supposing you have more legitimacy to borrow the funds that are required,” he said. “But you still have to borrow the funds.” Gilbert also questioned the legitimacy of the Tory plan, saying he was not aware of any detailed analysis, such as its impact on current travel patterns, for SmartTrack. “It’s one thing to draw lines on a map,” said Gilbert. “It’s another to work out in more detail how many thousands of people will be diverted here or there.” Gilbert said the Ford subway expansion plan also lacks key details. “What the Ford proposal amounts to is really quite massive,” he said. “Like Tory, there’s no analysis for the need of some of the lines.” Like Tory, he said the Ford plan, an extension of Rob Ford’s 2010 campaign calling for subways everywhere could be compared to an
old term given to computer software, vapourware, which is announced with great fanfare, but never actually produced. “It’s more of a public relations strategy, but you wonder if it will actually be completed,” Gilbert said. He was less critical of Chow’s transit strategy, but in contrast to the blue sky thinking of both the Ford and Tory plans, said hers doesn’t go far enough in considering the transit network as a whole. “What she’s proposing is very good in itself, and improving bus service would help a lot. But there needs to be an emphasis also on streetcar service and subways,” he said. Gilbert said Chow and the other candidates should also consider incorporating ideas from former mayoral candidate David Soknacki, who dropped out of the race recently, such as providing a rebate on transit trips outside of the traditional peak travel times.
