Group holds meeting on Guild’s future

An auto body shop was extensively damaged in a threealarm blaze recently. Toronto fire crews arrived at 185 Midwest Road at 2:53 a.m. on Friday to find the building engulfed in flames. Toronto police reported damage to the structure and contents, including vehicles stored inside, was estimated at $1 million. Firefighters remained on the scene until Saturday morning. No injuries were reported. The fire’s cause is unknown and the Ontario Fire Marshal’s Office has been called to investigate.

Questions, comments The Friends are asking residents to bring questions and comments about the park to Guildwood Community Presbyterian Church at Guildwood Parkway and Livingston Road for the meeting at 7 p.m. next Thursday, April 11. Speakers will include Dave Harvey, founder and executive director of Park People, an alliance of volunteers with similar groups who “work cooperatively together to make our parks the best they can possibly be.” The Guild, still the annual site of performances and an annual arts festival, may see a variety of improvements if the city decides this summer to partner with Dynamic Hospitality and Entertainment Group, a company expected

Trio of suspects sought after teen robbed A 15-year-old boy was robbed of his iPhone after being swarmed by three males Monday. Transit: city must also raise funds
C
lear similarities exist between Metrolinx’s suggested revenue tools announced Tuesday to expand transit in the Greater Toronto area and those recommended by the Toronto Region Board of Trade (TRBOT) last month. Metrolinx has now joined the TRBOT in calling for an ambitious and sometimes uncomfortable plan to raise money to fund existing transit projects. Both the provincial transportation planning authority and the TRBOT suggest using revenue generating ideas such as parking levies, sales tax, fuel tax and road tolls to meet the ambitious goal of raising $2 billion needed to fund The Big Move’s annual capital costs. And their recommendations will be uncomfortable as both groups propose transit user and resident taxes to help pay for the cost of transit expansion and improvement. Premier Kathleen Wynne welcomed Metrolinx’s announcement this week, our view acknowledging multiple sources of revenue will be required to get the transit people want. TTC Chair Karen Stintz declined to comment specifically on the recommendations, but was dismayed to hear Metrolinx is considering fare increases for capital expansion. It’s time now for city representatives to recognize that a provincial government lobby won’t be enough to make up the lack of funding. They must explore these revenue tools that are gaining traction with influential decision-making groups and the public that is willing to pay for better transit. It will involve the city working directly with community organizations to map out a plan for cost recovery instead of simply rejecting the notion of new taxes. As Metrolinx CEO Bruce McCuaig stated, “We want to continue our conversation with municipalities, stakeholders and the public to help us deliver our investment strategy.” It’s a conversation we should all continue to be a part of including city councillors who Metrolinx will be looking to for feedback before making a recommendation to the province and municipalities on June 1. As we’ve stated in this space repeatedly before, we will get the transit we pay for.

City needs formal position on transit priorities

ow the world has changed. Not so long ago Toronto seemed to have many priorities for transit, but no money. Now that funding is lining up, Council cannot decide its direction, and so runs the risk of losing its remaining influence on where to invest in transit. At long last there is a choice of opportunities on how to fund transit. The provincial government’s agency Metrolinx is proposing of options including increased property taxes, user fees, and capturing part of the higher value of land along transit routes. In the last federal budget, even Ottawa announced it was willing to contribute by making a portion of the gas tax available over the long-term. As the pace picks up for transit funding, a new structure for delivering services through Metrolinx
david soknacki beyond the headlines is becoming ever more solid. While Torontonians are divided on its merits, Metrolinx will be able to integrate transit throughout our region. The story is great so far, but what does this mean? From the extra funds and new organization, does Scarborough get a subway? What about the Downtown Relief Line? Here is where the good news about happy cooperation falls apart. It seems that the Toronto’s transit priorities will be decided, at least in part, by Metrolinx. That organization will look to council for guidance. And right now, there are fundamental differences on which transit we ought to build. So in effect, council is not able to give advice. Mayor Rob Ford cam-
paigned on a promise to expand the subway system, particularly to Scarborough. He remains adamant in saying that his suburban voter base wants nothing but “subways, subways, subways.” At every opportunity he says how he relishes the next mayoral campaign on the same issue. It is a popular position in the suburbs. The big problem is that a majority on council probably believes otherwise. Last year councillors approved a number of light rail lines, in defiance of the mayor’s wish. The current thinking among staff at the TTC is that the greatest number of commuters will benefit by first finishing the light rail network, installing dedicated busways and, if capital is available for a subway, to build a Downtown Relief Line. Although the city’s views on transit are at the risk
of being discounted by Metrolinx, not having a formal position is a sure recipe for irrelevance. TTC Chair Karen Stintz is quite correct to suggest that Toronto needs to articulate its own transit priorities. Although her recommendations may be hotly contested prior to approval, and Metrolinx may not support council’s entire vision, it is absolutely essential for council to have a current set of priorities to put before Metrolinx and the premier. Until very recently we had the situation of transit lines on a map, without any funding. Now that funding may be around the corner, council needs to confirm its priorities before others decide Toronto’s transit future.

Knowledge, not pesticides, makes a garden grow Province should not have sole responsibility ��� ������ I for city’s transit lines n my private library, one of my treasures is a wonderful book called The Complete Book of Garden Magic. It was originally written for the amateur gardener in 1935 by American Roy E. Biles (1888 – 1941), and was reprinted with updated information 20 years after his death. Even though it has been out of print for more than 40 years, it is still considered to be a primary source of useful information, and contemporary abstracts and references on gardening still list it. One of the key points that Biles makes is that there is a law of creation that is contained in every garden that must be respected if we are to see it bloom, grow and prosper. He believed, that if one followed that law, one moved into direct contact with real magic through which one achieves the miracle of the healthy garden. Biles was by no means

a mystic or a crank, otherwise his ideas and techniques would never have been accepted, or practiced, by as many people as they have been. He used up-to-date science, chemistry, biology and mechanical engineering extensively within his practice, and encouraged others to do the same. However, what makes his techniques still worth practicing today lay in the fact that he advocated preventing problems before turning to chemical pesticides as a solution. Pests, Biles had found, were simpler to control when one took the time to understand them, and prevent their occurrence, than by using a confusing multiplicity of “one-type-fits-all” pesticides. Biles was not adverse
to using garden chemical sprays and powders himself, but in a controlled manner, fully respecting the fact that these were poisons designed to kill insects and disease. More importantly, Biles believed that many “modern” pesticides were not as effective as traditional garden chemicals such as copper, sulphur, lime, and nicotine. He found that many proprietary pesticides simply did not justify their price and only added unnecessary complication to gardening for all of the questionable benefits they claimed to provide. What was needed more than anything else, according to Biles, was to keep your garden clean and healthy through proper care and maintenance. In addition to the aforementioned chemicals, Biles also used a wide range of natural and mechanical products in his control of pests.
These included soaps, diluted glue, tobacco juice for pesticides, destroying insect eggs before they hatched, using wire mesh to keep animals out, and turning of soil to expose pests to natural predators. Some 78 years later, the wisdom of Roy E. Biles and other environmentally aware gardeners of their time, is still being actively promoted as the best practice for home gardeners. The Toronto Master Gardeners are one such educational group, who are made up of 130 trained horticulturists who volunteer their time to provide advice to home gardeners in the Toronto area. To the editor: Re: ‘Reality will force transit issue,’ Behind the Headlines, March 19. I have always had a great deal of respect for columnist David Soknacki, especially when it came to the city’s financial matters. On top of that, he is not afraid to look at the alternatives in regards to funding, prior to simply stating that we need tax increases to pay for infrastructure and transit. All of the funding examples that Soknacki uses should and need to be explored before new taxes are ever considered. My only sticking point is his proposal to let Metrolinx worry about subways and LRTs and have the TTC worry about streetcars and buses. No method of transit within the city limits should ever be the sole responsibility of an
agency accountable only to the province. If so, the city will lose whatever leverage that it has as a corporation, to affect its own transit future. Perhaps the TTC should instead look at jointly running the “mass” part of the transit system with Metrolinx; that being subways, LRTs, streetcars and large capacity buses on the main routes and allow all the other “feeder” routes to be tendered to the private sector. Doing that will allow for more private participation; allow for the building of neighbourhoods by permitting “local” routes with local schedules and local service levels; and eliminate the need for large capacity bus traffic on smaller side streets. >>>from page 1 The main issue stirring up local MPs is the commission’s proposal to create a new riding, Scarborough-Wexford, which would take in parts of what is now the riding of Scarborough-Agincourt north of Hwy. 401 and the riding of Scarborough Centre south of it. Some local MPs had expected Pickering-Scarborough East to be split into a new all-Scarborough riding of Scarborough East extending north and south of the highway. When commissioners visited Toronto for hearings last fall, however, Scarborough-Rouge River MP Rathika Sitsabaiesan, supported by fellow New Democrat MP Dan Harris (Scarborough Southwest) said the communities of Morningside Heights and Malvern in her riding should not be separated. “Many presentations argued for a more natural north-south orientation,” members said in a report, which noted ”the commission was advised that, if the boundaries of an electoral district had to cross
Hwy. 401, it was preferable that this occur in the more mature and developed western portion of the Scarborough area.” The latest riding proposals agreed with these arguments, prompting Karygiannis last month to accuse Sitsabaiesan of “gerrymandering.” On Wednesday, Scarborough Centre Conservative MP James confirmed she has also filed an objection to the proposed boundaries and will join Karygiannis in arguing before a House of Commons committee in favour of the commission restoring the original orientation of the ridings. James wouldn’t discuss her objections before presenting them to the committee but said people in her riding are concerned about the commission’s latest proposals for Scarborough, which are expected to get final approval later this year. McKay said there’s nothing sacred about the boundaries, and giving Scarborough one more stand-alone MP (instead of a riding split with Pickering) is a step forward, but he called the commission’s proposed
reorganization “radical.” “The effect is to disappear Scarborough-Guildwood,” said McKay, who would have to run for re-election either in Scarborough East or Scarborough Centre, which would get a third of his current riding. McKay’s forum is from 6:30 to 8:30 p.m. Tuesday at Curran Hall Community Centre on Orton Park Road, in a part of his current riding which would be handed to Scarborough Centre under the current proposal. Southwest Scarborough MP Dan Harris, whose riding wouldn’t change much under the proposal, said he was fairly happy with the commission’s latest boundaries. “I think they’re better reflective of Scarborough as a whole than what the commission originally proposed,” he said. Like McKay, Harris has reserved the right to speak at the committee, and said he will if someone proposes changes that will affect his riding.

West Hill to host Ontario atom hockey championships The West Hill Golden Hawks atom AA team is definitely hosting the Ontario Hockey Federation (OHF) provincial championships in Scarborough next weekend, April 12 to 14. But they were hoping to earn their berth into the prestigious five-team championship, which will be held at Scarborough Gardens Arena, as champs rather than just hosts. And it may have been determined last night when they were slated to take on the Mississauga Braves in the seventh game of the Greater Toronto Hockey League (GTHL) atom AA championship at Scarborough Gardens. Going into the game, the two league powerhouses, who each basically swept through their respective GTHL divisions throughout both the regular and post seasons, were in a titanic struggle,

Toronto lacks maturity on transit file
W
hen Toronto council shut down Mayor Rob Ford’s move to build a single subway along Sheppard Avenue,it may have seemed to some that this was a modal war: that council simply didn’t want to build subways, preferred light rail transit and didn’t love the former municipality of Scarborough as much as Ford did. What it really was about, though, was money. The Scarborough subway plan Ford put forward came with a promise of unrealistic levels of private sector financing and without a sense of how the city would actually pay to operate the new line. It was really in answer to this, that in the months following the defeat of the mayor’s plan, councillors tried to discuss financing options. It didn’t get very far. Councillors came forward with ideas – parking levies, a complicated business dubbed “CVA (Current Value
david nickle the city Assessment) uplift” – and their colleagues unceremoniously shot them down. It’s the way things go at city hall these days, and one reason why things that one might think are crucial to the future of the city don’t go very far here. That’s why it’s a lucky thing that former premier Dalton McGuinty thought to take responsibility for transit planning and financing away from Toronto politicians, and hand it off to Metrolinx, the province’s arms-length public transit body. On Tuesday, Metrolinx released the initial foray into what will be a major, and necessary, public debate into how it might fund transit expansion in the Greater Toronto Area, in the form of taxes, fees and other revenue tools. They are all politically
risky, the sorts of things municipal councils are loathe to approve. They are also, necessarily, regional in scope, recognizing the fundamental truth that the subway along Yonge Street in Toronto serves people who live outside Toronto as much as it does Torontonians. If subsidy comes from anyone, it should come from everyone. It takes a government that is both large and mature to extract that subsidy. Could Toronto do it? Well, we’re certainly big but mature? Ford provided an eloquent demonstration Tuesday, when asked what he thought of the short list of revenue tools. He made a retching sound. Then he started talking about casinos again. Hopefully Metrolinx and the minority Liberal government will prove themselves more up to the job.

Reconsider these five reno ideas Custom renovations are often a great way to put your family’s personal stamp on a home. However, you may want to reconsider if you plan on installing something as unique as an indoor waterslide. “There is nothing wrong with transforming your home to reflect your family’s style,” says Carlo Racioppo, a broker with Royal LePage. “But whether your plan is to stay or sell in the future it is important to keep in mind that customizations do not always have a positive effect on the value of your home.” Racioppo recommends the following five tips to consider when customizing your home. • Avoid extravagant personal touches. Before choosing to install built-in aquariums, bold wallpaper patterns or green marble countertops, remember that over-the-top personal touches can potentially decrease the value of your home. • Stay away from outdoor spaces that are not cli-
mate appropriate. In Canada the majority of us can only utilize our backyards for half the year. Additions like outdoor kitchens or tennis courts might be something to reconsider. • Beware of changing a room’s function. Sometimes the easiest way to decrease the value of a home is to decrease the number of bedrooms. Consider how difficult it may be for future homeowners if you plan on changing a bedroom into a theatre room or home office. • Reconsider the thought of having a pool. Curb appeal puts your house in high demand In a market where sellers are in competition to make the most out of their largest investment, improving your home’s first impression is one of the best ways to set it apart from the rest of the pack. When prospective buyers or renters drive through your neighbourhood, what do they see? This is a really important question that you need to answer because it will help understand what your buyer is going to be looking for in a new home. Once you’ve answered this, ask yourself objectively if the front of your home is in keeping with the rest of the houses on your block. The first impression is critical in setting the mood for prospective agents and buyers. If your home’s exterior looks like it needs work, then people immediately assume that it’s a ‘fixerupper’. The opposite is true if your front yard is manicured, the roof is in good shape and the driveway is in good condition. Having a potential buyer walk into your front door in a positive mode can translate into big dollars for you.
Both Virginia Tech and the University of Guelph did studies in 2011 that measured the effect of landscaping on property values, and they both came to the same conclusion. To improve curb appeal, basic landscaping increased the home’s value by 5 per cent, but more extensive landscaping including decks and patios increased the homes value up to 15 per cent. So where do you spend the money outside of the house? Set your budget and be realistic about what you’re trying to accomplish with it. Keep in mind that you are trying to create an excellent first impression to attract potential buyers. This isn’t the opportunity for you to realize your landscaping dreamsremember you want to move, and you can’t take your stone walkway with you. Consider a new paint job using a colour scheme that highlights the character of your home. Install a new front door or at least update your door’s hardware. Even something as simple as full and healthy planters
can make a favourable impact. One of the easiest ways to improve curb appeal is to have a clean and tidy front yard with a manicured lawn. Maybe this is the opportunity to invest in some new tools to help do the job properly. The best part about this type of investment is that not only will your plants and lawn look better with edging, pruning and cutting, you also get to take your new tools with you once you’ve sold your home. The technology for landscaping tools has made the purchasing task much easier as well. Now you can get a hedge trimmer, string trimmer or sweeper & vac all in one system. There are products on the market that allow you to use the same battery and charger for all three of those tools. A quick prune of the shrubs with the hedge trimmer, followed by a ‘one-around’ with the string trimmer and then tidying up with the sweeper will help you to maintain the front yard as short as 10 minutes per day. Scarborough coach helps collect equipment for players in need Coach sees untapped talent in city’s priority neighbourhoods SEAN DURACK active@insidetoronto.com Having trained around 5,000 elite-level soccer players in the last 15 years – several hundred of whom have gone on to college scholarships and pro careers, including Scarborough’s Jonathon de Guzman – Patrick (Laza) Lowe is passionate about unearthing soccer talent and growing the game in Toronto. The former Jamaican national team member who emigrated to Toronto’s Regent Park community in 1975 isn’t going to rest on the coaching achievements of his past, however. Considered a coaches’ coach, Lowe, or Laza as he is more widely known, has seen some of the talent that goes unidentified in some of Toronto’s most disadvantaged areas, and he wants
to provide more exposure and opportunity to those athletes. After all, the Ontario Soccer Association coach of the year recipient in 2001 was once one of them. “I, myself know how talented some kids are in some of these areas. When I came to Canada I saw it,” he said, pointing out at the time, some 37 years ago, Cabbagetown contained some of the best untapped talent in the province.

It just arrived,” he said. To afford some of these programs the academy is seeking donations to its Sanjaxx Scholarship Fund for Players of Merit. The goal, noted Dawber, is $30,000 “to provide six youth from priority neigh-
bourhoods with full year scholarships at Sanjaxx.” To donate to the scholarship fund send cheques with the name and address of the contributor, payable to Sanjaxx Soccer School, to 56 Treverton Dr., Toronto, M1K 3S6. Lowe has high hopes for the scholarship and development initiatives. “I’m hoping that it gets more kids from priority neighbourhoods off the streets and playing the game. Fare hike proposal panned by TTC chair Gardiner tear-down Metrolinx releases shortlist of Big Move funding options debate back on table RAHUL GUPTA rgupta@insidetoronto.com Metrolinx’s shortlist of recommendations to fund transit expansion in the Greater Toronto Area and beyond was met with surprise by the chair of the TTC. K a re n St i n t z w a s a t Metrolinx’s downtown offices Tuesday morning to hear the announcement by Metrolinx CEO Bruce McCuaig of 11 funding tools it will consider for inclusion in a forthcoming report due in June on paying for the Big Move transit plans for the Greater Toronto and Hamilton Area (GTHA). While she declined to comment specifically on the recommendations, Stintz said she was dismayed to hear Metrolinx is considering transit fare increases as a portion of the two billion dollars needed in yearly capital costs to pay off the $50 billion Big Move.
“I was surprised to see fare increases on the list,” said Stintz following the announcement. “I would not advocate for that to be the solution for increased capital improvements.” She said the TTC, which relies on fares to fund around 80 per cent of its operating budget, the largest such percentage among North American transit agencies, would never consider using such revenues to pay for capital projects – not even a proposed downtown relief subway line which Metrolinx has highlighted as a priority for Toronto. “We’ve never considered a fare increase for capital expansion,” said Stintz. A spokesperson for the TTCriders advocacy group called the idea of raising transit fares “ridiculous”. “People who take public transit already pay a huge
amount of money around the GTA,” said Jessica Bell, a member of the group’s steering committee. “They shouldn’t be paying more to bear the burden of transit expansion.” Despite comments from Metrolinx CEO Bruce McCuaig that consideration was given to people’s ability to pay more for better transit, Bell said she would wait to see Metrolinx’s specific revenue projections. But, no matter the benefits for transit funding, she stressed raising fares in Toronto and across the region would have a marked effect on seniors and others on fixed incomes. “There’s no doubt fare increases would hurt people who are already struggling to get around,” she said. “I fail to see how that equation would work, quite frankly.” A representative from environmental research group
Pembina Institute said she wasn’t surprised by the shortlisted recommendations. But Cherise Burda, who attended the announcement, said her group’s focus was more on how the tools would be implemented. “For us the bottom line is about choosing a suite of tools that are fair across the tax base and implementing in ways that are equitable and won’t put too much pressure on one single sector of society,” said Burda, director of Pembina’s transportation program. Steve Munro, the longtime transit watcher, said the inclusion of fare increases was a “political move” on the part of Metrolinx to convince skeptics that transit riders will also be on the hook for funding. But that’s not to say that Del Grande, a longtime opponent of plans to tear down the Gardiner Expressway, has changed his tune. Del Grande said the environmental assessment, which was halted early in Mayor Rob Ford’s term, should be completed as a way to take some of the partisan bite out of the debate on the future of the elevated highway. “I’m all for a fair and reasonable review and an environmental assessment – I am,” said Del Grande, at Tuesday’s budget committee meeting to finish off the city’s 2013 budget before sending
it to executive committee. “But it just seemed no matter who is in power, left and right, one side is suspicious of the other. There’s this notion that in order to have our wonderful lakefront we’ve got to tear down the Gardiner. That was when the buzzword was the ‘war on the car.’ One of the viewpoints was that you make it so difficult to drive that you can’t drive.” Del Grande made the comments after Toronto councillors went over a briefing note, explaining how it was that the environmental assessment approved under Mayor David Miller was effectively halted after Mayor Rob Ford was elected. Toronto’s 2013 budget includes $500 million in its capital budget to repair the crumbling elevated highway.

Mayor Ford launches Clean Toronto Together program DAVID NICKLE dnickle@insidetoronto.com Mayor Rob Ford is inviting Torontonians to clean up — their neighbourhoods, that is, in the third annual Clean Toronto Together initiative. Ford announced the annual event Tuesday at Toronto City Hall. It’s a four-week cleanup program, in which citizens and the city deal with litter, graffiti and vandalism. “Keeping our streets, parks and neighbourhoods clean and safe is the goal of
the Clean Toronto Together program,” said Ford. “What is significant about this program is that we all work together. City, staff, students, workers in offices, community groups — everyone pitches in and works together to keep our city clean.” Four parts The program comes in four parts. The first part involves city staff, cleaning up litter, hauling away dead trees and branches from city property
and removing graffiti. On April 19, office employees and students can take part in a corporate and school clean up day. And on April 20, Mayor Ford’s Community Clean Up Day, in which community groups can clean up a park or other public space. The deadline for large groups to register is April 15, online at http://www.toronto. ca/cleantoronto, or by calling 311, so that city staff can arrange pickup.
