That was the word from Metrolinx Wednesday following Toronto Council’s decision last month to scrap the $1.8 billion light rail line replacing the aging Scarborough RT, and get to work building a subway instead.
Council held the vote at the insistence of Metrolinx President Bruce McCuaig, who said Metrolinx needed to know for certain whether council supported the agreement to build the light rail line past Kennedy Station towards the
Scarborough Town Centre. Council had earlier passed a motion preferring a subway there — and last month, they reaffirmed that decision following a lengthy debate in July. However, council hedged its bets — saying that the approval

The proudly multicultural event at the centre, which is at Progress and Sheppard avenues, fills the summer festival gap that existed in northeast Scarborough, Dr. MingTat Cheung, CCCGT president and chairperson, told reporters at a press conference. Arani, whose dancing is one of the scheduled entertainments, introduced herself to the audience. “This folk dance represents a village where people live and I am calling them,” she said. “This folk

Efficient management demands assessment
I
t would appear two of the city’s unions are ready to fight it out over who gets dispatched to emergency 911 calls. The battle between unions representing Toronto’s firefighters and paramedics stems from a decision, more than a year ago, to change 911 protocol and take firefighters off more than 50 types of medical calls. A decision made after recommendations from a panel of medical experts were adopted by a tiered response committee, which included members from fire, police and emergency medical services (EMS). Both sides argue residents will be impacted because their services are essential to the medical needs of Torontonians. The president of Toronto’s paramedics union believes firefighters are not trained to handle certain medical calls; on the other side of the coin, firefighters, who are usually the first to arrive on scene, believe they provide essential services. In the end, the medical needs of Torontonians is the most important thing – something our view both sides understand. However, that doesn’t change the Service analysis necessity to open a discussion on how all parties involved in a 911 should be call – police, fire and EMS – can work together. ongoing The amount of fire calls has dropped drastically, which led the city to debate its funding to Toronto Fire Services during its recent budget debates. Fire services warned any drop in funding would lead to the closing of some fire stations, and the laying off of firefighters. The panic passed, but not before many Torontonians voiced their opinions. Fear that not having a neighbourhood fire station could have adverse effects when a fire call does come in was honest. However, where was the discussion as to how best to save money when it comes to 911 calls? An entire crew of firefighters does not need to attend a simple medical issue. Does EMS have to attend every 911 call? There are times police need not attend a 911 call. In the end, no department should be exempt from analysis just because the way things used to be is the way things should be. The year-long changes led to 50 types of medical calls being removed from firefighters, and 22 added. In the end, a half-dozen of the 50 removed calls were reinstated. All departments need to be assessed and reassessed as often as possible – not to protect jobs, but to ensure that those services are being managed efficiently. In the case of emergency services, analysis and reassessment should be ongoing as it’s the safety of Torontonians at stake.

Outsourcing not an obvious solution Well before candidates register for next year’s mayoral campaign, outsourcing the rest of Toronto’s residential waste pickup is shaping up to be a defining issue. Although candidates will pose the question in stark terms, it is probably in the public interest to take a middle course. Since the mid-1990s Etobicoke has been satisfied with its private contractor. Recently council added the balance of single-family houses west of Yonge Street to private waste collection, generating about $6 million in savings annually. Service has improved as well, so much so that complaints in the areas of private collection are about half of the rate for city workers. Nor are corners being cut: City staff report that the private hauler is compliant to all regulations. Doing basic arithmetic, outsourcing the balance of the city might save per-
david soknacki beyond the headlines haps another $10 million per year, almost enough to pay for the entire city’s service enhancements for 2013, including adding 40 paramedics. On the surface, outsourcing seems to be an easy decision. But it’s not. One area of consideration is the city workforce. Although the contract allows for the redeployment of workers with more than 15 years’ seniority, the scale of change for contracting out the rest of the city’s waste collection is massive. The decision will impact about 500 workers, or almost 50 per cent of the department’s remaining labour force. Retraining and disruption will be significant challenges. Next comes the matter of the trucks. While taxpayers will no longer need to set aside about $10 million
annually in fleet replacement, the public’s investment in waste collection trucks will be almost worthless if all are sold at once. Also worth consideration is the stability of the parties across the table. At present there is competition among well-financed waste management companies. However, as in any industry, there is uncertainty. Not too long ago the largest U.S. waste hauler broke apart, and Toronto’s current hauler was founded as recently as in 1995. Should the city aggressively outsource by reassigning all of its waste collection workers, and sell all of its trucks, residents could bear significant and potentially costly risks. One way to capture savings, manage disruption while providing motivation is to encourage competition from within, by encouraging management and workers to submit their own bid. In Toronto’s case, the
target area is large enough to be divided, so managing competition is viable. It’s a process that works in dozens of cities throughout North America, including in the City of Ottawa. Already there is a positive reaction to competitive pressure. According to Jim Harnum, general manager of the city’s solid waste management division, “We see that staff are responding. They realize that, ‘Hey, we’re going to lose our jobs if we don’t be part of this team....There’s value in having in-house as well as contracted out. That gives us the ability to keep contractors honest.” If given the chance, managed competition has the potential of keeping contractors competitive, employees motivated, lowering costs for taxpayers, and reducing public risk.

Mayor’s influence on local byelections debatable West Hill man
M
uch has been made of Mayor Rob Ford’s deliberate and enthusiastic involvement in the two provincial byelections that recently took place in the city. Over the course of the campaign, Ford stumped and shouted, alleged corruption, berated, paraded and, of course, endorsed two candidates from the party of his late father. He put as much energy into the enterprise as one might expect a mayor to put into mayoral duties: so much so that he caught the disapproving eye of the Minister of Municipal Affairs, Glenn Murray and raised the ire of Ford’s executive-committee ally Peter Milczyn — both of whom were trying, without success, to plant a Liberal flag in the riding of EtobicokeLakeshore. Mayor Ford might take some of the credit for preventing that, and decisively helping his Deputy Mayor,
����� ������ ��� ���� Doug Holyday, deliver the first Toronto Progressive Conservative seat in a decade. The claim would be more credible, of course, if he’d been able to do the same for the PCs in Scarborough-Guildwood. It might be more reasonable to say that Holyday was in an excellent position to do so, all on his own. CAREER The long-serving municipal politician has had good years and bad over the course of his career — sometimes better known for utterly losing his temper on the floor of council, and sometimes, as these past few years, for bringing genial calm to a tumultuous field. While Holyday has never been anything but partisan, he’s proved essential to the Ford administration, deliv-

That Holyday would win in a riding that had been confidently Liberal for a decade isn’t surprising. A VOTE That Ford’s candidate should lose in a riding to the east of there, in spite of everything... well, if a mayor’s word means anything in influencing a vote, that is a bit of a surprise. Ford and his family have been a-courting in Scarborough since the 2010 municipal election. Ford promised and could well be on the cusp of delivering a subway there. Scarborough folk were lined up through the trees at his first-ever Scarborough FordFest party. Personally, he polls well there too. Yet he could not transfer

that combination of elbow grease and pixie dust to influence a provincial vote. It might be that the office itself doesn’t hold much influence. When Ford’s predecessor David Miller waded into federal elections in a less partisan way, he tended to pick candidates in individual races that had a decent chance of winning. Mel Lastman, a savvy political operative from way back, knew enough to stay out completely. It might well serve as a sobering lesson to the Fords, who obviously enjoy campaigning and do seem to have a knack for it: regardless of how much fun it is out on the hustings for some other level of government, their energies might best be applied to dancing with the ones that brought them, and doing the job they were elected to do.

To the editor: It is great to see the fine folks of parking enforcement protecting Scarborough citizens from the terrible scourge of people who park in front of their own house overnight. Recently, I made the $15 mistake of leaving my own vehicle directly in front of my own house. UNFORGIVABLE SIN As mine was the only car in sight on our quiet street in West Hill, it is good to know that parking enforcement protected my neighbours from the unforgivable sin of parking in front of my own house. The giant pandas came to the Toronto Zoo from Chongqing Zoo and Chengdu, China. They have settled in very well to their new habitat at the Toronto Zoo. The giant pandas are currently getting young bamboo growth and they both love it! Staff are allowing both giant pandas the chance to explore all of their new habitat areas. Both giant pandas are getting more and more curious with their new enrichment items and the male loves to participate in his training sessions with the keepers. The female is slowly catching on to her training routine. Li and Wei the Chinese Giant Panda Experts have been a tremendous help working alongside the Toronto Zoo keepers and their expertise has been invaluable.
ABOUT THE GIANT PANDA The giant panda is listed as endangered in the World Conservation Union’s (IUCN’s) Red List of Threatened Animals. There are about 1,600 left in the wild. Nearly 300 pandas live in zoos and breeding centers around the world, mostly in China. While they are classed as carnivores, they have adapted to a vegetarian diet eating predominantly bamboo. Apart from their dependence on bamboo, the giant panda has a low birth rate of one cub every two years. These creatures play a crucial role in nature by spreading seeds and facilitating the growth of vegetation in the wild. While they do have natural predators, their most deadly predator is man.
At one time giant pandas were much more widespread in China. Now they live in a few mountain ranges in Sichuan, Shaanxi and Gansu provinces. Human encroachment has driven the species from lowland areas to the mountains. The good news is that with renewed conservation efforts and the increase in protected reserves the number of giant pandas has begun to increase in some areas. In 2006 scientists believed that the wild population of giant pandas could be as high as 3,000. Although these chunky, lumbering animals are undeniably adorable, its best to view them from a distance, as giant pandas can be as dangerous as any other bear. In the wild, a giant panda's diet is 99 per cent bamboo. The other one per cent consists of other grasses/herbs and occasionally small prey animals. At the Toronto Zoo, the giant pandas will be fed a diet that consists of fresh bamboo, leaf eater biscuits, apples, and occasionally sugar cane or icicles as a treat!

for a third place finish in the 500-metre canoe pairs (C2) event. There’ll be scant rest for her as she is representing Ontario in the Canada Games now underway in Sherbrooke, Quebec. A member of Oakvillebased Burloak Canoe Club, Potts first started paddling
at her Scarborough high school. According to her profile on the national team site, she first got into paddling through the high school’s dragon boat program which was run out of the Pickering Rouge Canoe Club, which serves both the communities of Scarborough and Pickering.

Toronto records first human case of West Nile for year LISA QUEEN lqueen@insidetoronto.com A 68-year-old man is the first person in Toronto infected this year with the West Nile virus, the city’s public health department said. The unidentified man was infected in mid-July and is recovering at home. He was never admitted to hospital for treatment, public health said in a statement last Friday. Risk increasing Dr. Barbara Yaffe, Toronto’s associate medical officer of health, is urging residents to protect themselves against infection as the seasonal risk of the virus is increasing. “Now that we have seen our first confirmed case of West Nile virus, we are entering into the period of greatest risk for contracting West Nile virus,” she said. Toronto’s first human case of the virus came just over a week after public health announced that the first sample of mosquitoes in the city had tested positive for the virus. Last year, Toronto had 94 human cases of West Nile virus. That was the second highest total after 2002 when there were 163
cases. There were 28 cases in 2011. The public’s risk of infection is low, with less than one per cent of people infected becoming sick enough to need hospitalization, according to public health’s website. “The majority of people infected with (the virus) show no symptoms. About one in five people infected with (the virus) have symptoms which may include fever, headaches, nausea, vomiting and body aches. These can be accompanied by a skin rash and swollen glands. Symptoms can last anywhere from a few days to weeks,” it said. “About one in 150 people infected will experience serious symptoms including neck stiffness, e x t re m e c o n f u s i o n , disorientation, muscle weakness, vision loss and numbness. Symptoms usually develop between two and fifteen days after being bitten by an infected mosquito.” Safety tips While the danger of infection for people is low, public health said residents can further reduce the risk by wearing lightcoloured, long-sleeved shirts, pants, socks and a
hat while outdoors, especially at dusk and dawn when mosquitoes are most active. Resident are also advised to use insect repellent, removing standing water from
property where mosquitoes can breed and make sure screens on windows and doors are in good repair to keep mosquitoes out of homes.

He said going with the barrier design between subway platforms rather than widening the existing structure would mean less disruption for existing train service at Union and smaller project costs. “If we were to widen and put platforms on each side we would be giving up the
existing infrastructure we have in place and doubling the excavation required for the project,” MacKay said. He said the opening of the new platform in 2014, even in an unfinished state, will pave the way for a much-needed renovation of the existing central platform, which has not seen extensive work since Union Station opened as part of the Yonge line back in 1954.
The work is part of an extensive revitalization of Union Station, which has double the daily passenger traffic of Pearson International Airport and is used by major transportation providers such as the TTC, GO Transit and VIA Rail.

Greater Toronto Area realtors reported 5,984 condominium apartment transactions through the TorontoMLS system in the second quarter of 2013. This result was down by about six per cent in comparison to the second quarter of 2012. The number of active listings at the end of the second quarter was up year-over-year by less than 2.5 per cent, while new listings were down by slightly more than four per cent. “The GTA condominium apartment market has been the subject of much discussion recently, due in large part to the number of new units completed over the past two years and the number of units that remain under construction,” says Toronto Real Estate Board (TREB) President Dianne Usher. “With this in mind, it is important to point out that the condo market has fared quite well. City’s survey shows more people are living on streets DAVID NICKLE dnickle@insidetoronto.com Toronto’s 2013 count of street homeless shows the numbers of people sleeping outside has increased by 24 per cent from 2009 – and the number of seniors in the homeless population has doubled in that time. As well, more than 15 per cent of the 447 individuals surveyed on the night of April 17 said they were veterans of military service. Pediatric allergy clinic opens at Rouge Valley Centenary site More Scarborough children are developing allergies, but a new clinic at Rouge Valley Health System’s Centenary campus can save them and their parents a trip to downtown Toronto. The pediatric allergy clinic at Centenary is a first of its kind in the Central East Local Health Integration Network, a territory that includes Scarborough and points as far east as Peterborough and
Haliburton. Since certain tests - seeing whether a child has outgrown a peanut allergy, for instance - could provoke an anaphylactic reaction, such a clinic is the safest place to do them, Dr. Audrey Segal, a pediatric allergist and one of the clinic’s three physicians. Council’s call for subway prompts Metrolinx’s move >>>from page 1 ported the change from LRT to subway, said the subway project would not happen if the funding couldn’t be found from the federal government. In his letter sent yesterday to Toronto’s City Manager Joe Pennachetti, McCuaig said the provincial transit planning body would respect Toronto Council’s decision. But he reiterated that the city could only expect $1.48 billion going toward the project, because part of the budget was for the refurbishment of the Kennedy subway station to accommodate the new Eglinton Crosstown LRT line. And he maintained that Metrolinx believed the Scarborough LRT represented good transit planning, and would be willing to resume construction should council change its mind. “Putting the Scarborough LRT on hold is not due to any shortcomings inherent in the project,” he wrote.
“The project would serve Toronto and its communities well. In the event the city suspends pursuit of the subway extension, Metrolinx is prepared to return to implementing the current project.” In the meantime, Metrolinx will go ahead with the Eglinton Crosstown, removing the Scarborough RT for the joint procurement project and the Kennedy refurbishment so that Eglinton can go ahead on its own. Metrolinx is also holding off on finalizing the ‘sunk costs’ that Toronto will have to pay. So far, those costs are estimated at $85 million. However, the city must review those costs, and Metrolinx must see what happens when negotiations are finished with Bombardier, who is contracted to supply light rail vehicles for all the TTC’s light rail projects.
