City approves Guild Inn sublease Man, 86, dies in hospital MIKE ADLER madler@insidetoronto.com Scarborough’s Guild Inn moved closer to a long-awaited rebirth at this week’s city council meeting. The city holds the longterm lease on the former Inn in Guild
Park, which has been closed since 2001 and has slowly been deteriorating since, while council twice tried unsuccessfully to revive it through deals with private operators. Last July, though, council awarded the project to Torontobased Dynamic Hospitality and

Ali Raza araza@insidetoronto.com With the help of local citizen Iona Barton, two police officers from 42 Division successfully prevented an incident involving a man considering suicide on Friday, Aug. 22, in northeast Scarborough. Const. Alison Burns and Const. Gurminder Minhas were near the bridge at the Malvern Town Centre when they received the message from the 911 operator that had spoken to Barton. A man was found sitting on the railing, with his legs dangling off the Tapscott Bridge north of McLevin Avenue. The two officers approached the man. “We were down the road so we volunteered to come up here,” Const. Burns said during a press conference late Monday afternoon at the bridge. “He did turn and acknowledge us and you could see distress in his face, and then he turned right back and continued looking down the bridge.” After initially speaking with the man to console him, Const. Minhas decided to take action to prevent a possible tragedy.

He snuck up behind the man and gave him a “bear hug” to bring him back down off the railing. “I quickly assessed it and figured if I took his hands out of the way, he wouldn’t be able to take any momentum forward,” Const. Minhas said. After bringing the man off the railing and onto the sidewalk, he expressed to the officers his intention to commit suicide. SIU clears police in man’s death in apartment balcony fall ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Police officers acted reasonably with a 51-year-old man in the moments before he plunged to his death at a Scarborough highrise, a six-month probe by the province’s Special Investigations Unit concluded. Police found the man holding a knife and bleeding from the neck when they arrived to a sixth-floor apartment at 238 Bonis Ave. to deal
with a domestic incident on the morning of Feb. 3. In a report last week, the SIU said the officers implored the man to drop the knife but he raised the weapon to his throat, inflicting more injury. A Cantonese-speaking officer arrived on scene at 10:15 a.m. and pleaded with the man in Cantonese. Another officer fired a Taser but the probes missed the target and the
man went onto the balcony. The man climbed over the glass partition and stood on the balcony’s edge, holding onto the railing with knife still in hand. The officers continued to speak to the man through the kitchen’s balcony door as he crouched and moved from side to side. Fearing the man was about to jump, an officer moved out onto the balcony in an attempt to stop him. The man fell from the bal-
cony and was pronounced dead at Sunnybrook hospital shortly after 11 a.m. SIU director Tony Loparco said the man was intent on harming himself and that his fall was the culmination of those efforts. “The officers on scene did what they could to save him,” Loparco said in a news release. “Did the man slip and fall? Did he intentionally jump? The evidence, including the video recording of the fall captured
by a police cruiser camera, is inconclusive. What is clear on the evidence is that the officers acted reasonably throughout and did nothing other than to try to avert the tragedy that ultimately materialized.” The SIU interviewed seven witness officers, seven civilian witnesses and the two subject officers as part of the investigation. The civilian agency investigates whenever there is a serious injury or death involving police.

n this week’s papers and online (http://bit. ly/1pCC7MZ), we take a look at nine key municipal ward races to watch this municipal election year, but truth be told every ward across the city is an important one to watch. There are ward races with high-profile name recognition (Michael Ford, nephew of mayor Rob and councillor Doug, in Ward 2), some with no incumbent (Ward 20 and 39 with the departures of Adam Vaughan and Mike Del Grande, respectively) and then there are a number of interesting re-matches also on tap. Regardless of whether you live in one of these oneswards, it is the responour view to-watch sibility of every Torontonian to make their wards the most imporKeep a close tant ward to watch leading up to day, Oct. 27. eye on your vote Although candidates have been at it since Jan. 2, the last day to file local race nomination papers is Sept. 11, at which time the races really begin. And for those few weeks leading up to election day, it is the responsibility of every Torontonian to ask their local candidates important questions about themselves, and what they plan to do for the ward. Because, after all, it’s what happens in your ward that impacts you the most every single day. Transit, development, safety, green space, visioning studies, the list of issues that could potentially impact one or every ward across the city are many. But what’s key to your neighbourhood, your ward may not be the same as the ward next door. That’s why it’s important to not be too distracted by what’s happening elsewhere in this municipal race. Keep your eye on the local prize. The race to become mayor is always the hot-button topic, and the one that gets more play in the papers, but the mayor is only one vote on city council – no different than your local councillor. The administration’s vision may come from the mayor, but when it comes to voting, each councillor’s vote counts. Councillors will fight for what is good for their ward; they will raise issues the city needs to hear; and they should speak on behalf of their constituents. Make sure they do, and that you keep them accountable after they take office.

My daughter is entering Grade 1, her first day of school. The tension is palpable. I’m anticipating a very emotional response after we hug and say goodbye. Any suggestions on how to deal with it? Sleepless in Scarborough. A. Just one. Don’t fret about the inevitable. It’s not unusual for moms to have a serious case of the sniffles the whole first week. But you’ll get over it eventually. Q. My son is on the verge of being a fifth grader, a group often referred to as being the smartest around. If this goes to his head he could be a real handful this year. How does a father keep him humble? Puzzled in Parkdale. A. Remind him who gives him his allowance. Q. Why don’t their pencils come sharpened? Dumbfounded on the Danforth. A. I wouldn’t sweat the small stuff. Just be thankful crayons arrive ready to use. Imagine how much time you’d have to spend if
jamie wayne BUT SERIOUSLY you had to whip them into shape. Q Retailers are bombarding parents with ads for “essential” back-to-school supplies as Sept. 2 draws near. When it comes to school stuff just what is the actual definition of “essential” anyhow? Bewildered on Bloor West. A. Basically, whatever their friends have got. Q. Are there any guidelines you can pass along to children regarding bedtimes during the school year? Researching in Rosedale. A. Definitely. Bedtime hours are inconsistent in the summer which throws household scheduling out of kilter. This won’t work during school season. It is imperative to have the same bedtime every night in order to be refreshed and raring to go each school day. That being said, the experts all agree that kids should make absolutely sure to tuck mom and dad in
at precisely 8 p.m. Q. Any advice for extraneous internet usage? All ears in Etobicoke. A. It has to be curtailed, while school is on, plain and simple. So dad, you’re going to have to drop out of your on-line Texas Hold ‘Em poker League. When it comes to keeping on top of your kids study habits, you have to be “all- in” 24-7. Q. Just wondering, what was your favourite subject when you were in public school? Curious in the City Centre. A. That’s easy: recess. Still is, today, in fact. I’m taking a night school course in recess as we speak, just to keep up with the times. Q. Did you have a favourite school text? Digging on the Danforth. A. We didn’t have cyberspace back then, but if we did it would definitely have been a tweet from Mark who sat near me. He really cracked me up. Q. My twins are in Grade 3 and I asked them if they had a strategy to keep track of
homework and they giggled in unison, “Not to worry Mom, there’s an app for that.” I asked how they planned to keep up with special assignments and again they replied, “There’s an app for that.” What about keeping up to date with school functions? “There’s an app for that.” And school holidays? “There’s an app for that.” And so on. School doesn’t start until next week and I’m already worn out hearing about apps. My question is, when it comes to trying to deal with this mania: “Is there’s an app for that?” Bemused in the Beaches. A. Yes, of course. But in this case there’s something way better than an app. With all due respect to the so-called panacea for everything, when it comes to exhaustion, especially when it is borne of frustration, the best advice you can give anybody is: there’s a nap for that. Councillor defends need for Taylor Creek Park master plan Councillor Janet Davis defended her desire for a city master plan on improvements to Taylor Creek Park after one of her constituents spoke against it recently. The councillor wants a report on how a plan could be developed detailing future work in the park, and which city department or other agency is responsible for fixing each type of problem there. Davis has asked other councillors to back her idea, and received the parks and environment committee’s support, but not before Brenda MacDonald asked members to reject ”this poorly-conceived proposal.” MacDonald suggested Davis’s proposal was being rushed without public consultation into the final city council meeting of the term this week, suggesting “unusual urgency.” The main feature of the park is Taylor-Massey Creek, a part of the Don River that MacDonald said is “vulnerable to small-town thinking.” Why label the section of the creek through the park – from the Don’s eastern branch to Victoria Park Avenue - as more important or deserving than the others, she asked. Though much of it is quite constricted or underground, the creek runs south from Hwy. 401, passing through Warden Woods, Farlinger Ravine and other green spaces in three Scarborough wards before reaching the park. MacDonald said councillors from those other wards should also be involved in Davis’s project. A master plan to fix Taylor Creek Park’s problems over the next decade will not change the priorities of other studies in the watershed, Davis said. –– Mike Adler

Toronto Pan Am Sports Centre set to open
Scarborough sports legacy will be opening its doors next week. the Toronto Pan Am Sports Centre (TPASC), at Morningside Avenue and Military Trail, will be open for operation as of Tuesday, Sept. 2. A grand opening celebration date has yet to be determined, but the facility will be open for use by University of Toronto Scarborough students and others in the community starting next week. Members of the public are welcome to visit and look around the facility as of Tuesday. The landmark facility was built for the Toronto 2015 Pan Am and Parapan Am Games and is co-owned by the city and the University of Toronto Scarborough (UTSC). Residents in the communities surrounding the facility have been keeping a close eye on the facility’s construction progress over the past three years, and are looking forward to its opening next week. “As a community we’re extremely fortunate and very excited to be a part of the Pan Am Games,” said Stephen Miles of the Highland Creek Community Association in a recent interview with The Mirror. “There’s been really great reaction from the community on getting involved in participating and volunteering with the games.” TPASC’s aquatics centre features two internationally sanctioned 10-lane, 50-metre pools, a five-metre deep diving tank with three-metre, five-metre, 7.5-metre and 10-metre
platforms as well as dry-land dive training facilities. The competition pool will have a seating capacity of 6,000 during the games and 2,500 afterwards (a wall will be removed and a drop-off area will be added). TPASC’s field house, which will have 1,386 seats, includes gym space as well as an indoor recreational track and fitness area with cardio and weightlifting facilities. Local sports clubs that will be calling the facility home include the Scarborough Titans volleyball club and the Scarborough Swim Club. From a national sports standpoint, the Canadian Sport Institute Ontario (CSIO) and Wheelchair Basketball Canada’s National Academy will both also move to TPASC. “We’ll have four basketball courts we can use. We’ll have much greater access to more training time... and that means we get to host more tournaments,” said Mike Frogley, the director of the National Academy, in an earlier interview. Athletes in the National Academy will also use CSIO’s training facilities for strength and conditioning. “We’ll have recovery regeneration facilities, for example hot and cold pools,” Frogley said. He said he hopes the facility will create more interest in wheelchair basketball and in sports in general. TPASC will also create an environment where athletes and the general public interact. Synchro Canada and Water Polo Canada will also move components of their training programs to TPASC. The Scarborough Swim Club officially announced earlier this month that it would be making the facility its new home. The club will be moving into a new office in the facility early in September, bringing with them about 250 swimmers. The club’s general manager Chris Prendergast told The Mirror that their phones have been ringing off the hook since the announcement earlier this month, and club members are very excited. “The pool is just amazing,” he said. “We’re used to so many mediocre facilities that this is going to be an exciting change for us.” The swim club currently shares their time between five different high school pool locations in Scarborough. Pennachetti faced turbulent times Si x y e a r s a g o, Jo s e p h Pennachetti came to the job of Toronto city manager abruptly and definitively. David Miller, mayor at the time, stepped out of his office to talk to reporters about the departure of Shirley Hoy. Scarcely after thanking Hoy for her service, Miller announced that Pennachetti – Toronto’s chief financial officer – would be Hoy’s replacement. There were some formalities to be observed: Toronto Council had to vote on the matter. But Miller said that council would do so, and, speaking as a mayor at the height of his influence, he was right. Pennachetti stepped into the city’s top job easily, in a smooth transition in the middle of a term, with a mayor who had confidence in him. Pennachetti ran a smooth bureaucracy even through the somewhat rougher transition to a very different mayor in Rob Ford, and the tumultuous years of his term as mayor – through a time when it was unclear that there was anyone in charge politically. It’s hard to imagine another bureaucrat being able to
david nickle the city manage something like that as gracefully as Pennachetti – which is why the timing of his departure, to fall between the Oct. 27 municipal election and the convening of the new council – is such a gift. Deciding who the new city manager is will, as a result, be among the first orders of business for the 2014-2018 council and mayor. As such, it will give council and the mayor in particular, the opportunity to choose a city manager who will mesh well with the political mandate that Torontonians will have granted. It’s a lot to ask of a brandnew council, which will have a number of greenhorn councillors blinking in the light and possibly a brand-new mayor who’s never done this kind of thing before. But a sympatico city manager will be essential for the job ahead. Because it’s going to be a tough job, one way or another. At the end of this year’s
budget deliberations, Pennachetti warned council that in coming years it will have little choice but to raise property taxes at rates higher than the rate of inflation. Pennachetti said the bureaucracy has cut as much as it can without affecting core services. Tax increases or other new sources of revenue are going to be the rule, to keep the city functioning. There will be more pressures as well. At some point, the real estate market in Toronto is going to slip, and when that happens, the city’s lucrative land transfer tax is going to start to dry up. If certain mayoral candidates prevail, taxpayers will also have to finance a costly subway through annual property tax levies. Council will be responsible for all this. They will need a bureaucrat that understands their mandate, understands city finance and gets the value of public service. And as Pennachetti will be otherwise occupied, the sooner they find a replacement the better.

A city art program is looking for submissions to create an art project for segments of a future “noise wall” along the Georgetown South rail corridor. Along with Metrolinx the StreetART initiative, also known as StART, is holding a competition to find visual artists to conceive designs for three noise walls to be located in the city’s westend. Submissions must reflect the character of the neighbourhoods they’ll be in and the finished art will be maintained for at least five years, the group said. Artists have until Sept. 22 to submit proposals for the project which has a budget of up to $159,000. Candidates seek open council seat Transit for northwest Scarborough among key issues in race for open seat after long-time councillor Mike Del Grande steps down

he upcoming municipal election will bring a reshuffling at Toronto city hall. Ward 39 ScarboroughAgincourt will see the election of a brand new councillor as former councillor Mike Del Grande announced in February that he would not run for re-election. Now this ward’s race for council has been fuelled up as several individuals have announced their intention to run. The registered candidates so far are Christopher Blueman, Cozette Giannini, Clayton Jones, Jim Karygiannis, Franco Ng, and Patricia Sinclair. They have ranging experiences working with the city and in politics, and all of them have addressed transit and traffic as a defining issue to not only the ward, but for all Scarborough. The Scarborough Mirror spoke to Ward 39 candidates to determine their views. Jones did not respond to a request for an interview.

And it’s part of her plan to have the Sheppard line extend to Scarborough Town Centre and make it an “eastern hub” of the city. Transit has far-reaching effects according to Sinclair, as she believes some of those in Scarborough on social assistance are there not because of a lack of jobs, but a lack of ways to get to their jobs.
Political experience Blueman was born in Scarborough and returned to raise his family in the ward after sitting as city councillor in Sundridge, ON for four years. He wants to reduce “gridlock” in infrastructure and in city hall. There are others candidates with elected political experience, such as Karygiannis. A federal MP for the Scarborough-Agincourt riding for 25 years, Karygiannis resigned his seat earlier this year and has chosen to take on municipal politics in a decision made to bring him closer to his family. As a former assistant to Mike Del Grande, Ng aims to bring his experience of working with councillors and responding to issues, to further help and address the needs of the community. transit for Scarborough. Sinclair, a TTC rider herself, has supported extension of the Sheppard line to the Scarborough Town Centre. As a founding member of the Sheppard Subway Action Coalition, she gained insight on the expansion of transit within the city. The line cost $0.9 billion, but in 10 years the construction value has been $3 billion.”

ard 2 Etobicoke North is the race to watch to see if name recognition is all it takes to get a seat on city council. Polls indicate that twentysomething, Humber College student Michael Ford, nephew to Rob and Doug, leads the race, with Rexdale native and financial planner Andray Domise coming in second. Dr. Lorne Bozinoff, president of Forum Research says name recognition, however, only goes so far. The Ford brand isn’t untarnished and Michael Ford has kept a low profile so far in the election, with his uncle Doug saying there’s no reason for him to speak to reporters. In order to beat the Ford brand in north Etobicoke, pundits say candidates need to do a “huge amount of grassroots, streetlevel, door-to-door canvassing” to get their own name out there.

Ward 9: York Centre
I
t’s a rematch in Ward 9 between incumbent Councillor Maria Augimeri and businessman Gus Cusimano, which saw the former almost losing her job in the 2010 municipal election by less than 100 votes. Augimeri, who has represented the area for three decades, held onto her seat by 89 votes four years ago. A court challenge to try to have the election overturned by Cusimano ensued. He initially won the challenge but then lost on appeal. He was then charged with breaching the Municipal Elections Act by voting for himself in a ward he did not reside in. He pled guilty and agreed to a $1,000 fine. Also running are Anthony Fernando, Danny Quattrociocchi, Ances Hercultes and Wilson Basantes.

t’s the third matchup for municipal candidates Cesar Palacio and Alejandra Bravo in Ward 17 - Davenport, who faced off against one another in 2003 and 2006. The last time around, Palacio won with only a couple hundred votes ahead of Bravo. The incumbent says he’s running on his track record and experience, citing his advocacy for fiscal responsibility and neighbourhood revitalization. Bravo, on the other hand, feels the ward needs a change and thinks Palacio’s close alignment with Rob Ford is detrimental to the constituents of Ward 17. She’s mostly concerned about creating jobs and expanding transit.

he ward’s current councillor, Ana Bailão, has been leading the charge in Ward 18 for the past four years and will battle it out with a set of new candidates this year. In the last municipal election, Bailão defeated her closest rival for council, Kevin Beaulieu, by 1,366 votes. Of the 10 registered candidates so far, nine are candidates who didn’t run in the 2010 municipal election. Issues surrounding development, transportation, and green space are key in the ward. Ward 18 is known to have a high Portuguese population according to the 2011 Canadian Household Survey, which plays well for Bailão, who is Portugeuse. However, the riding is changing quickly, and the average household income is growing. Located just west of the downtown core, Ward 18 runs from Dovercourt Road to Dundas Street West, north to Dupont Street, with its most southern point at King Street West, Davenport is a vibrant area of the city.

hree candidates have so far signed up to run in Ward 12 - York South Weston in the upcoming 2014 municipal election on Oct. 27. Longtime incumbent Frank Di Giorgio is running again in the riding he’s served in since 2000. Before the city’s amalgamation, Di Giorgio was a North York councillor first elected in 1985. It will be Nick Dominelli’s third time running for Ward 12, finishing second both in 2010 and 2006 by less than 500 and 2,300 votes, respectively. Lekan Olawoye, who’s built a strong local profile as executive director of For Youth Initiative for the past six years, will also be on the ballot to represent Ward 12.
ith former councillor Adam Vaughan leaving the municipal scene to join the Liberal Party of Canada as MP for TrinitySpadina, the race for the council seat in Ward 20 has attracted a full slate of candidates. The ward is one of the city’s most diverse in terms of neighbourhoods, from the artsy, primarily low-rise Annex community to a growing number of highrise condominiums downtown. It has seen its share of change in recent years, including an overhaul of the entertainment district, massive condo development and the rapidly redeveloping waterfront. Other issues that have captured the public’s attention include a proposal for a weatherproof dome at Central Tech, a proposal to build a Walmart near Kensington Market – which led to extensive community consultation on stronger development controls along Bathurst Street, and the fight over the expansion of the Toronto Island Airport. Whoever wins the election race will have their hands full representing their constituents’ disparate wants.
he race for Ward 26 Don Valley West features four registered candidates so far, and a re-match between two candidates who finished just over 400 votes apart in 2010. The ward includes the neighbourhoods of Leaside, Thorncliffe Park, Flemingdon Heights and Wynford and takes in parts of East York and North York. Registered to run are incumbent John Parker, who has held the seat since 2006, and challengers Jon Burnside, Ishrath Velshi and David Sparrow. In the 2010 election, Parker beat Burnside by 415 votes. Prior to being elected ward councillor in 2006, Parker, a lawyer, was MPP for the York East area from 1995 to 1999. Burnside is a former Toronto police officer, who has been involved in the ward through both his job and coaching youth sports. Velshi has served as executive assistant to Parker at city hall, and most recently as executive assistant to Ward 34 Don Valley East Councillor Denzil Minnan-Wong. Sparrow is a longtime resident and president of the Alliance of Canadian Cinema Television and Radio Artists (ACTRA).

Jane Farrow, a journalist, former executive assistant to Ward 32 councillor Mary-Margaret McMahon and founding director of Jane’s Walk, is also trying her hand at representing Ward 30 as is Dan Trayes, Francis Russell, Kim Diep and Mark Borden.

Gavin MacIver thought he was heading in to a playoff round to determine the Golf Association of Ontario under-17 boy’s championship. It was that close, thought the Scarborough native, of the battle for bragging rights taking place during the Ontario Summer Games in Windsor recently. Trying to get psyched up, but also focus on playing the best golf of his young life was something MacIver needed to get by a tough competitor in Jake Bryson. Then, recalled the youngster, something strange happened. The 6-foot-3 MacIver was told the title was his, the Mike Weir championship hardware belonged to him and it was time to celebrate. There would be no playoff at the Roseland Golf and Curling Club. “It was strange because, apparently, everyone knew that I had won – except for me,” said
MacIver, who squeezed out the title with a one-stroke victory over Bryson. “I’m not sure if I was caught up with everything, but figured we were tied and a playoff was needed.” Picture the reaction from MacIver who had also witnessed several changes atop the leaderboard during the three-day event. ‘surprised’ “I was surprised, a bit shocked, but also relieved,” said McIver, crowned the champion a few weeks before his 17th birthday. “It was a great feeling – and my biggest win ever.” MacIver, whose home is in the Brimley and Kingston area, shot an opening day 74, improved to 70 on the second day and closed out with a 69, for a tournament total of three over, and an aggregate 213. Bryson, from Dunrobin, about a 30-minute drive northwest of Ottawa, finished at 214.going

71-73-70 on the 54-hole competition that featured many of Ontario’s best Junior golfers under the age of 17. When several golfers faltered on the final day, MacIver made his move. “I could feel that things really turned in my favour on 11 and 12,” said MacIver, an intellectually bright young man. “I birdied them and took the lead, then par the rest of the holes, but it was my play off the tees that turned out to be the strongest part of my game.” MacIver, who will enter his graduating year at Cardinal Newman High and has been on the academic Honour Roll three consecutive years, has played five sports for his Catholic school – including
MVP in golf. Yet, he was never the recipient of the Athlete of the Year award. The prize he wants is attention from National Collegiate Athletic Association schools with solid golf programs. He’s already talking with West Liberty University in Wheeling, West Virginia – which is one of the top Division Two golf teams. “Golf and school are important to me,” said MacIver, who has broken his thumb several times in hockey and baseball, but has had no problem with gripping golf clubs. “I’ve never had a hole in one, but it doesn’t bother me. My school grades are good and I remain focused on doing well in both and building towards a career in golf, a head pro or something else in sports. Right now, it’s enjoying what I just won.”

Toronto councillors say no to election sign restrictions MIKE ADLER madler@insidetoronto.com
Toronto councillors have refused to support a call to restrict posting of campaign signs to a two-week period, with several saying it was like changing the rules of a game in progress. Election signs can be posted in Toronto 25 days before the vote, or in provincial and federal campaigns immediately after the writ is dropped. City staff had recommended all elections, including the next city vote on Oct. 27, have a three-week sign period, which a council committee last week cut to 14 days. “It’s a valid debate and we can have that debate at the appropriate time,” said St. Paul’s Councillor Josh Matlow, who on Monday proposed holding off decisions on the issue until next year. Tracey Cook, director of the city’s Municipal Licensing and Standards Division, said her staff spent more than $200,000 during the 2010 municipal campaign responding to almost 1,000 complaints about illegal signs and storing candidates’s signs. MLS had also proposed replacing the $250 deposit collected from candidates who post signs with a non-refundable fee. That fee – reduced by the committee to $125 per candidate – would at least get back part of the money the city spends on election signs, and would eliminate the need under a deposit system for invoicing and waivers, allowing MLS staff to concentrate on the signs affecting public safety, Cook said. For 2010, the period for posting campaign signs was cut to 21 days due to a religious festival. After an election ends, candidates have 72 hours to remove their signs or face a penalty. Some councillors thought changing rules after Jan. 2, the day candidates started to register for this fall’s vote, wasn’t fair. It’s “moving the goal posts” during the game,” Mary-Margaret McMahon argued. “It favours incumbents to shorten the time period,” added the Beaches-East York councillor, who also said she believes a nonrefundable sign fee is unfair. Scarborough Centre Councillor Glenn De Baeremaeker, who moved the 14-day motion in the city’s licensing and standards committee last week, said after hearing the debate and reading a confidential legal opinion from staff, he would support keeping the status quo on the sign period. But he argued councillors should approve other recommended
changes he said would close loopholes in the sign-posting rules “that allow people to cheat and ignore our bylaws.” York West Councillor Anthony Perruzza said candidates are the only people who care about election signs, while other residents “dislike the clutter.”
But Perruzza also supported Matlow’s motion to refer the proposals to the same licensing committee in the second quarter of 2015. O n l y D e B a e r e m a e k e r, Scarborough East Councillor Ron Moeser and Etobicoke Centre Councillor Gloria Lindsay Luby voted against the referral motion.

Calling for end of public road blockages for condo construction Blocking part of a public road to build a condominium is an unfair, congestion-causing practice that should end in Toronto, a city councillor says. Josh Matlow said developers pay the city an upfront fee of only $500 to block a lane, plus a “very minimal” monthly amount thereafter for each cubic square metre they occupy. “For them, this is peanuts,” the
St. Paul’s councillor said in an interview, adding many downtown and midtown streets have lost lanes and sidewalks for years as a result. Matlow and John Filion are asking city council this week to call for an investigation on whether this practice can end. “This usage of our streets causes bottlenecks, backing up traffic several blocks on major arterial roads,”
the motion says, “and can lead to inconvenient and, in some cases, unsafe conditions for pedestrians and cyclists.” If there are situations where construction must block a lane or sidewalk, Matlow wants the city to charge higher fees, and as added incentive, escalating the charges after each month the public area stays closed.

Senior city staffers set to retire Two of Toronto’s top bureaucrats, City Manager Joe Pennnachetti and Deputy City Manager Brenda Patterson, are attending their last Council meeting this week as they prepare for their retirement. On Tuesday, the pair were honoured by Toronto City Council for their years of service. In a prepared statement, Mayor Rob Ford offered his appreciation. “I extend my sincere grattitude to both Joe Pennachetti and Brenda Patterson for their exemplary dedication, service and contributions to the City of Toronto residents,” said Ford. He said that Pennachetti and Paterson had both assisted with the advancement of his “fiscally responsible agenda at city hall, while improving city services and the level of customer service residents can expect from the city of Toronto.” Pennachetti has served as city manager for six years, after having served as the city’s chief financial officer. He will be retiring after the October 27 election but prior to the newly-elected city council and mayor taking office. Patterson has served as Deputy City Manager for Citizen Services A—which includes the city’s socalled “soft services” including social services, affordable housing, parks and recreation and emergency medical services— since 2011, but started work in municipal government at Metro’s Children’s Services in 1986. In an emotional speech to Toronto council, she said that she intended to spend part of her retirement in an advocacy role, to try to bring about a national child care program. Deputy City Manager John Livey is Pennachetti’s recommendation for Patterson’s interim replacement.

Help kids with asthma get back in the game It’s back to school for Ontario students and that means back to sports as well as playground games and just running around. For children with asthma, however, the return to school can mean a return to sitting on the sidelines while their friends participate in sports and games. This concerns health professionals, who say there is no reason for children with well-managed asthma to avoid playing active games with friends.
In fact, when asthma interferes with the child’s ability to be active, that is a strong signal that their asthma is not under control. Researchers attribute the “spike” to a combination of factors. Many children do not follow their asthma management routine – some even stop using their medicines – during the summer holidays. Returning to school, they are exposed to cold viruses and, with their asthma poorly managed, they are more likely to suffer a flare-up when they get a cold. Try these tips to help avoid a hospital visit:
• Take precautions to avoid an infection: wash hands regularly; sneeze and cough into a tissue, then throw it away and wash your hands (if there is no tissue, use a sleeve); and keep hands away from the face when in public. • If your child doesn’t already have a written “asthma action plan”, ask your health-care provider for one so that you’ll both know what to do if asthma symptoms start. Make sure you and your child know how to use the action plan and follow it all year. Asthma doesn’t take a summer holiday. • Any symptoms such as coughing,

Impressive Advanced Placement Exam Results The Advanced Placement (AP) program offers motivated students the opportunity to take challenging university level courses while still in high school. Successful completion of an AP examination can result in a university credit, advanced standing or both. In May TCPHS students wrote a total of 91 AP exams and our students should be very proud of their results. Out of the 50 students who wrote the exams, 82% passed which exceeded the Ontario average of 80%, and greatly surpassed the worldwide average of 61%. From our grade 12 students who wrote their exams this year, 15 students were recognized as “AP Scholars” for successfully completing 3 or more AP exams which is equivalent to 3 to 5 university credits. kids’ Registration From the soccer field to the music room: extra curricular activies that don’t involve sports Rare is the child today who returns home immediately after school. Many school-aged children now have busier schedules than their parents. Involvement in an extracurricular activity can help kids make friends while they learn about responsibility. Some extracurricular activities even allow kids to apply lessons learned in the classroom in realworld situations. Many students play a sport as their extracurricular activity, which can make it easy for parents to encourage their youngsters to go out for a school team. But not all youngsters want to play sports, and even those who do might not be able to make a team. But lacking the desire or talent to compete in high school sports does not mean students cannot participate in extracurricular activities. The following are a handful of extracurricular activities that can benefit students even if they don’t require them to lace up their cleats. • Volunteering - Volunteering is
a great way for school-aged kids to spend some of their free time. Student volunteers can often pick when they want to perform service, and that can make it easier on kids who want to focus on their performance in the classroom. For example, students can focus on their studies on weekdays and volunteer on the weekends. Many organizations, from animal shelters to hospitals, accept student volunteers, who can learn about the benefits of helping others and the importance of making a positive impact in their communities. • Music - Some youngsters might not know the difference between a first down or the first inning. But many kids who are not inclined to play sports may be inclined to play a musical instrument. And some kids are inclined to play both a sport and try their hand at music. In addition to giving kids a creative outlet, music
may even benefit them in the classroom. Students involved in music programs though elementary and high school perform significantly better in mathematics by grade 12 than those who do not. • Working - Many students live in communities that allow them to work once they reach high school age. While working might not be as fun as playing an instrument, getting a job can teach high school students valuable lessons they will carry with them throughout their lives. Even though high school students only work part-time, such a work schedule can still teach them the importance of money management and the valuable lesson of reaping what you sow. High school students can save their money to finance their college educations or purchase their first cars, each of which can teach them the value of saving money.

Sportsmanship an important lesson for young athletes Children who play sports often walk away with important lessons in teamwork and sportsmanship. Sportsmanship can be defined as playing fair, following the rules of the game, respecting the rulings of referees, and treating opponents with respect. During the heat of competition, it can be challenging to be a good sport, particularly when the goal is to win. However, sportsmanship
is something that should be a priority for players, parents and coaches. Here are some of the ways to be fine sportsmen. • Abide by the rules of the game. Rules are there for a reason, to promote fairness and to keep play organized and in check. Many sports are a team effort, and the team cannot work effectively if players have their own agendas.
• Practice anger management. Anger can take over when an official makes a questionable call or a teammate makes an error. But arguing with officials or teammates can get in the way of camaraderie and good performance. • Be a team player. Players have different skill levels and abilities. There will always be the players that excel and
those who may not be the MVP. Players should not “hog” the ball or make attempts to exclude others from the game. Enabling everyone to have their chance to shine is a good way to be a good teammate and friend. • Offer words of encouragement. Even the star player can have a bad game once in awhile. A true sportsman will not tease others when they are down.
Teammates should always be encouraging of one another. • React well to a loss. There will be winners and losers in competition. Bursting into tears or jeering at the winning team reflects badly on you and your teammates. It may not feel good to lose, but be able to share in the joy of the other team and congratulate them on their success. Use a loss as a learning experience that shows you what you and your teammates need to work on going forward.

The handful of autographs belonged to Toronto FC first team players who were on hand last Thursday at Downsview Park to kick off a free soccer program
organized by Maple Leafs Sports and Entertainment (MLSE) Foundation, in partnership with Kia Canada Inc. and Toronto Community Housing. KickStart, now in its third year, is a free eight week soccer program in 15 Toronto Community Housing communities across the city. The program, open to youths aged six to 12, aims
to build soccer skills, selfesteem, fair play and leadership in the 300 youngsters taking part this year. Last year, 12 Toronto Community Housing communities were involved with KickStart, and this year three more communities have been added. Coaches from the communities were trained by professional soccer players, and the idea is to run
KickStart in each community for eight weeks. Two practices are held each week, along with one game on Saturdays. Games are played at Baycrest Park on Neptune Drive in the west end, and in the east end at Glen Ravine Park on Glider Drive. Tayven, who has participated in KickStart since it began three years ago, said he’s been playing soccer since
kindergarten and though he’s “really good” at the sport, the 11-year-old has learned better dribbling skills through the program. And there was one more signature he hoped to add to his shirt – that of star striker Jermain Defoe, who drew loud cheers from the young crowd gathered inside The Hangar. Defoe told them he’s living

Toronto councillors have refused to support a call to restrict posting of campaign signs to a two-week period, with several saying it was like changing the rules of a game in progress. Election signs can be posted in Toronto 25 days before the vote, or in provincial and federal campaigns
holding off decisions on the issue until next year. “It is fundamentally wrong for incumbent councillors to be changing the rules of the election after the election has begun.” Tracey Cook, director of the city’s Municipal Licensing and Standards Division, said her staff spent more than $200,000 during the 2010 municipal campaign responding to almost 1,000
complaints about illegal signs and storing candidates’s signs. MLS had also proposed replacing the $250 deposit collected from candidates who post signs with a nonrefundable fee. That fee – reduced by the committee to $125 per candidate – would at least get back part of the money the city spends on election signs, and would eliminate the need
under a deposit system for invoicing and waivers, allowing MLS staff to concentrate on the signs affecting public safety, Cook said. For 2010, the period for posting campaign signs was cut to 21 days due to a religious festival. After an election ends, candidates have 72 hours to remove their signs or face a penalty. Some councillors thought changing rules after Jan. 2,
the day candidates started to register for this fall’s vote, wasn’t fair. S c a r b o r o u g h C e n t re Councillor Glenn De Baeremaeker, who moved the 14-day motion in the city’s licensing and standards committee last week, said after hearing the debate and reading a confidential legal opinion from staff, he would support keeping the status quo on the sign period.

THE OPPORTUNITY Metroland Media requires a Traffic Coordinator for its Metroland Media Toronto location reporting to the Trucking Supervisor, this position will directly oversee the loading/traffic operation as well as have involvement in other areas of the distribution operation. Position Responsibilities: • You will be responsible for the work flow process through monitoring independent contract drivers entering and exiting the facility. Maintaining loading schedules & coordinating the delivery and removal of product flow • You will maintain consistent work flow by ensuring product is prepped for shipping in a safe, timely manner. • Provide clear, concise communication to employees and contractors on operational policies and procedures, taking necessary action as required. • Responsible for overseeing the loading staff and assisting the staging area as needed. • Ensure a safe working environment in accordance with the Occupational Health and Safety Act and Company Health and Safety policies • Produce and analyze production reports, taking action where necessary to meet internal compliance requirements & FDSA audit reporting • Strong team work skills a necessity • Other duties as assigned by the Trucking Supervisor Competencies, Skills and Experience: Time Management, Process Management, Drive for Results, Delegation, Building Effective Teams • Forklift equipment certificate or experience • Must be available to work all shifts: 1st Position: (Mon. 12:00 Mid.-Tues.12:00 noon) (Tues.12:00 Mid.-Wed.12:00 noon) (Wed.12:00-Mid Thurs. 11:00 am.) 2nd Position: (Tues. 12:00 noon- 12:00 Mid) (Wed. 12:00 noon - 12:00 mid) (Thurs. 11:00 am - 10:00 pm) • Strong communication skills a must • Previous experience working in a distribution operation an asset. • Ability to work in a fast pace environment • Proficiency in written and spoken English • Health and Safety knowledge and experience preferred.
