Leafs fan, 88, enjoys games despite Alzheimer’s Longtime Scarborough resident June Rogers first bought Toronto Maple Leafs season tickets in 1946 and has been a fan since. She purchased the tickets for 25 cents each from Red Horner, the defenceman who helped the Leafs win their first Stanley Cup in 1932. Though Rogers, 88, is now in the final stage of Alzheimer’s, she still enjoys the game. She’s been a Leafs season seat holder for more than 65 years. About five weeks ago, Rogers’ granddaughter Jennifer entered Sportsnet’s Ultimate Sports Fan contest on her grandmother’s behalf. Jennifer is now one of seven finalists and is reaching out for votes. “My mother and I care for her (Rogers) full time so I really wanted to make

Working together to provide local affordable housing At a glance, 8 Chichester Place in Scarborough is a building that looks like many others in Toronto. In a city where many rental apartment towers, particularly for seniors and low-income tenants, are aging and in need of repairs, the highrise for tenants who are both, east of Victoria Park Avenue, is spotless and new. By the front door is a visual intercom along with a flashing strobe light to show the door lock has been released. One of a kind, the system works both ways between the lobby and 21 apartments in the 210-unit building. It is for deaf tenants who, signalled by a strobe or flashing light, can go to the screen, see who is calling and communicate in sign language. The partnership which built the recently-completed tower is a

rarity too, in a city where 90,000 “households” (a term that includes whole families as well as individuals) are on waiting lists for affordable housing. Tenants in the new building can’t make more than four times their monthly rent. The Remington Group, which also owns the apartment tower next door and severed land for the new building, rebuilt the parking garage for both highrises and received $25.2 million from the federal and provincial government funds for 8 Chichester, plus $3 million from the city. There was much talk at the recent opening ceremony for the building that it shows the benefits coming from three levels of government working together. People see conflict between Canada’s governments but those “governments, on a daily basis, deliver good things,” Toronto Deputy

Mayor Norm Kelly said, describing the building as the first in what will be “the last community in this part of Toronto,” the Sheppard Avenue corridor east of Victoria Park. The city hopes to build 1,000 new affordable units a year, and to put
together a 10-year plan with those other governments to handle the “heavy demand” for such units, Kelly said. With federal support, the province is adding $500 million more across Ontario for affordable housing over the next four years, said Scarborough-Agincourt MPP Soo Wong, who nonetheless called upon the federal Conservative government to provide longer term sustainable funding to Ontario. “It’s remarkable, what we’ve achieved to date, and moving forward, we want more,” she said. Derek Rumball, a director of North York’s Bob Rumball Centre for the Deaf, which chose the building’s deaf tenants from among its clients, gave Remington credit for approaching the organization and listening to what its supporters said they needed. “It puts a little faith back into humanity,” Rumball said during

the ceremony, later adding the need for such housing in the deaf community is “huge.” The building is “one of the first times an established developer has come to us with a gift,” he said. Carole Craig, a nor theast Scarborough resident for more than 30 years, moved into it in April. It’s environmentally friendly, she said, in that a geothermal system uses the constant temperature of air below the foundations to reduce the need for heat in winter and cooling in summer. The building is within walking distance of banks, a drug store, restaurants and TTC routes - all of which are important for seniors, said Craig. But as she congratulated them on a job well done, Craig pointed out affordable housing waiting lists for seniors can be seven or eight years long, so more rental housing like 8 Chichester is needed.

t may be an obvious point to say our children are our future, but it’s one that bears repeating so that we do what’s necessary to ensure the youth of today are prepared for tomorrow’s challenges. Just this week, two opportunities came to light for organizations and businesses to play an influential role in the lives of our city’s youth. In helping remove obstacles to success, and providing critical work experience, we can create positive connections to a city they may one day help define. Though it’s December, it’s already time to think about summer job opportunities. Giving a student a summer job is a great way to get them on the road to one day contributing to our city’s economic growth and stability. They need a solid foundation of work experience to build upon. Be the difference in a student’s life that gets them closer to achieving their full potential. It’s an unforgiving job market, so any work experience and mentoring opportunities your company can offer may be the one thing that secures them gainful employment after they have finished their education. The Ontario Trillium Foundation also recently announced a $5-million per year grants program to give community organizations the power to improve outcomes for youth facing multiple barriers to economic and social well-being. Called the Youth Opportunities Fund, it will provide grants to grassroots, youth-led and community-based organizations to create programs that will engage and benefit young people aged 12 to 25 who are marginalized, who are atrisk or in trouble with the law, have experience in child welfare services, come from a low-income situation, and/or have dropped out of school. Equal opportunity, regardless of background or socio-economic circumstance, is the least our city’s youth deserve. The application deadline for both programs is in January. Ford’s ‘outsider’ game getting old
O
n Tuesday morning, Mayor Ford arrived – late – for the kickoff of the Mayor’s Annual Christmas Toy Drive. It was OK, though; the only people kept waiting were a few television cameras and reporters, some city staff and the city manager. In other years, there were children at the launch, and the mayor would crouch down and chat with them as they played with toys. This time, a city spokesperson said protocol staff made the call to not have children because of “scheduling” issues – it was awfully close to lunchtime – and because of the crush of cameras. If anyone was concerned about the lesson sent, having small children photographed with an admitted illegal drug user... well, no one was saying. About an hour later, Deputy Mayor Norm Kelly emerged from a meeting with Ontario Premier Kathleen Wynne, where they spoke about matters
david nickle the city of transit and housing and other topics of mutual interest. Mayor Ford was not invited, an omission which Wynne explained succinctly: “I’m meeting with the deputy mayor because he is the representative of Toronto City Council.” It’s hard to argue otherwise. Mayor Ford and his brother Doug characterized council’s startling repudiation of the mayor as a “coup d’etat.” It’s not quite that – the mayor’s still the mayor, after all, and the only tank that has moved at city hall is a fish tank, from the deputy mayor’s office to the mayor’s. But it is in real terms a vote of non-confidence, as councillors have taken back all the powers that were theirs to give. The mayor and his brother do not appear keen
to regain that confidence. Doug Ford spent the first part of the week in budget committee continuing to embellish last week’s allegation that city staff have conspired with a rogue council, to primp up the 2014 budget with wasteful spending. As for Mayor Ford – in addition to showing up late to one of the few events that are within his more limited purview, he’s so far snubbed any attempts by Deputy Mayor Kelly to meet and discuss the way forward in the new order of things. Immediately following the non-confidence vote, this strategy might have seemed a winning one. Ford won in 2010 as council’s ultimate outsider, so now that he’s been thrown out, why not play the outsider again? It’s starting to become clear, however, that that game is already a little old.

Mob mentality decision is politics at its worst To the editor: Re: Political spectrums unite against Mayor Ford,’ The City, Nov. 21. I have just read my regular weekly laugh; the unmitigated pap that emanates from the pen of David Nickle. In his latest diatribe he states councillors from all sides unite against the mayor. What he is quite happy to overlook is that those councillors are politicians and will bend into whatever direction
the wind dictates, whereas Mayor Rob Ford, who is not and never will be a politician, does not need to cover his proverbial backside as do all of these other wimps. As a direct result of this most recent fiasco I think we should be changing the name of Toronto council to the Duma or its counterpart in Beijing since it is reasonably evident that is where our esteemed councillors are seeking their guidance.

Reader questioning our democracy To the editor: I used to believe I lived in a democratic society but after the antics at city hall, I realize that is not true. We, the people of this great city, voted for Rob Ford as our mayor and only the people should be allowed to remove
him from his duties, not the councillors. I, for one, will not vote for a councillor now in office and I hope all voters will do the same. The media is creating a circus at city hall and should be ousted.

Medical marijuana facility raises concern Structure on building does not conform to bylaw, says local councillor

n March 31, a business run for years in Scarborough’s Birch Cliff commercial strip will be forced to shut down, and customers will have to look for the product – medical marijuana – somewhere else. Licensed by Health Canada, the growing operation inspired the riding’s former MP Michelle Simson to introduce a private member’s bill in 2010 she hoped would prompt the federal government to tighten the regulations for legal grow ops. Since then, it has, by announcing in June rules for a new program which will licence marijuana producers and, police and the local councillor Gary Crawford believe, mean the end of the Birch Cliff operation. “It was probably one of the worst kept secrets in the neighbourhood,” Simson said in an interview this week. “I was delighted the Conservative government finally went after this.” A community meeting hosted by Crawford last week discussed recent complaints about a structure on the roof of the building containing the grow op. Const. Victor Kovic of the 41 Division Community Response Unit said police will speak to the City of Toronto’s Municipal Licensing and Standards and fire departments about the structure. “We’re on top of it and we’re going to take care of it,” he said. A member of Crawford’s staff who made a complaint to MLS in October said no permit exists for the structure. The property owner didn’t comply with a notice saying the structure must be removed, and was sent a second notice warning of court action if it isn’t gone by Dec. 13. Crawford said he’s felt

frustrated since hearing about the grow op, which is close to a public school. “The nice thing is it will be gone April 1, hopefully sooner,” he told residents at the meeting. Medical marijuana is prescribed in Canada for patients undergoing compassionate end-of-life care, or suffering seizures from epilepsy, severe pain from HIV/AIDS infection or certain other medical conditions. Health Canada did not respond to a request for an estimate of medical marijuana growers currently licensed in Toronto under the Marijuana Medical Access Regulations (MMAR), but its latest posted statistics say in December 2012 there were 8,617 people in Ontario authorized to possess marijuana, and 5,044 licensed to grow marijuana for their own medical use. There were also 640 “designate-person produc-
tion licences” under which Ontarians authorized to grow marijuana for other people. Bruce Hawkins, a spokesperson for MLS, confirmed the city does not have a list of current legal grow-op locations. It was coincidence the Birch Cliff grow op was down the street from Simson’s constituency office. After a salon owner occupying part of the same building complained it was hurting her business, Simson, a Liberal, started researching the MMAR. “There were just so many things wrong with the way the current regulations were drafted by Health Canada,” she said, including the lack of a requirement for building owners to tell tenants they were growing marijuana. The salon owner, who later moved out, wasn’t told before signing a lease, said Simson, recalling after
a visit “the smell (of marijuana) was so bad it was still on my clothes when I came out.” Her bill, C-539, would have required background checks for people applying to grow, inspections before licenses were renewed and growers to inform neighbours in buildings with other residential or commercial units. At the time, Simson argued it would not limit access to medical marijuana but close loopholes and prevent abuses in an important program. The building’s owner and its licensed marijuana producer, however, “was rather agitated” about the bill and complained that publicity about it made his grow op a target, she said. Reactions to C-539 “got ugly,” when protestors, including the building owner, staged demonstrations in her constituency office twice. Simson, Crawford and
some near neighbours of the grow op say they don’t know the man’s name – Crawford’s staff didn’t attempt to contact him about the roof structure – but in a YouTube video of one of the office demonstrations in 2010, a man claiming to be the owner and licensee accuses Simson of using the issue to try to get re-elected. He says he first faced anonymous complaints about the grow op in November 2009. “I don’t have to open my door to anybody unless they have a warrant, but to prove that I’ve always been in compliance, I’ve opened the door,” he is shown saying. “She’s trying to catch me doing something that I’m not supposed to be doing.” Only a small number of thousands of licensed growers and federal exemptees were found in 2009 to be abusing the system, he says.
“Her politics have put a fire in my heart, have endangered the safety and security of my family, and have also compromised the location of my federallyexempted garden,” which may mean a loss of access to medicine people were prescribed by physicians, he says. Dan Harris, the riding’s current MP, occupies Simson’s former office and said he hasn’t spoken to the owner or seen anyone enter or leave the unmarked address, but added “we have not had one constituent come in to talk to us about that building since I’ve been elected.” A New Democrat, Harris said the Conservative government appears to oppose marijuana on ideological grounds and wants to make obtaining medical marijuana “as arduous as possible,” but said it would be better to put the Birch Cliff grow op in an industrial area. “It shouldn’t be next door to families.” Simson’s bill was poorly thought out, Harris said, because having to inform neighbours about a grow op in a multi-unit building could put people at risk. Health Canada says the new program, called the Marijuana for Medical Purposes Regulations (MMPR), will no longer permit marijuana production “in homes,” but Toronto planners have concluded MMPF does not fit any existing permitted land use and that a new zoning, Medical Marijuana Production Facility, should be created. A report to the city’s planning committee in October recommended such operations, including their loading areas, be fully enclosed and said only Industrial lands with a 70-metre separation from residences, schools, nurseries and places of worship would satisfy concerns.

The CEO believes the new hospital corporation would do the same, “so that each of the communities feel they have appropriate representation on the board.” Ganderton has announced his own resignation as CEO, effective sometime after a merger goes through. The LHIN, which ordered the hospitals in March to study some form of “integration,” has agreed to pay the $1.3-million costs of a merger study, as well as $2.5 million for “due diligence” before a possible merger. That financial support for a merger was a condition set by the hospital boards, which, concerned about their aging hospital buildings in Scarborough and the limits of their campus in Ajax, also want the LHIN and ministry to pay for studies of longer-term facility needs. Ganderton suggested the LHIN, in approving “due diligence” funds, allowed a first step towards this planning exercise, “a pre-capital submission” to be produced. “It does mean they’re quite serious about it.” More about the merger plans and process is on the hospitals’ shared website, www.leadingforpatients.ca

Tree removal proposals have councillors’ talking MIKE ADLER madler@insidetoronto.com Three healthy trees in Scarborough: each of their owners wanted them gone and, in each case, the local councillor was willing to argue for the tree’s removal. Other Scarborough councillors, however, disagreed. In a community council meeting, they refused two of the private tree removal applications and, after a tie vote, sent the third downtown to Toronto City Council, where it is likely to fail. Toronto Council has for years refused to grant permission under its tree protection bylaw to homeowners seeking to remove healthy trees. That’s unlikely to change as the city braces for climate change and full effects of the emerald ash borer beetle, a tiny pest which will likely kill nearly all of Toronto’s remaining ash trees in the next few years. But though the odds were long, the councillors whose residents applied for tree removal tried convincing their colleagues to agree. Glenn De Baeremaeker, an environmentalist known for fighting to preserve city trees and forests along the Rouge River, supported Shahib Masud in his bid to cut down the large black walnut tree in his front yard. Masud acknowledged the tree is healthy, and said he supports the city’s objectives for its tree canopy. But the Bellamy Road North resident said the tree is causing more grief than benefits for his family and a neighbour. Roots are cracking his driveway, falling walnuts are denting parked cars and, because branches overhang the sidewalk, passing children may be injured, he said. “It’s a beautiful tree, it’s just at the wrong place,” added Masud, who said he is happy to plant another in his back yard. “Pruning is not the answer.” De Baeremaeker backed the removal at community council - knowing, he said, there was “a very small chance” the decision would

be confirmed downtown - so long as Masud planted or paid for five replacement trees. Chin Lee, a councillor who tried six years to have a constituent’s black walnut cut down for similar reasons - the man had agreed to plant four trees in return - recalled De Baeremaeker had opposed that removal, and wondered what had changed. Lee said the fight at Toronto Council over the first black walnut was a difficult one, which he lost. “I was called a tree killer.” In this case, Scarborough councillors rejected appeals from Masud, who was told a portable or permanent carport in his driveway could help with his walnut problem. Ma u re e n L i n d s e l l o f Ronway Crescent said roots from the Colorado blue spruce on her front lawn have caused six sewer backups into her home during the last eight years. “It could back up at any time, and just knowing this has caused me a lot of stress,” she said, adding the tree poses a security problem because neighbours watching for intruders can’t see what is happening in front of her door. “I can’t even see out my front window,” said Lindsell, who argued the tree she has lived with since the 1970s “does not belong on a front lawn,” but in a forest or city park. Councillors and staff at the
meeting told her the home’s antiquated sewer lines are a problem Lindsell must fix even if the tree was removed. The homeowner insisted the lines were cracked but not broken, and blamed the backups on clogs caused by the tree’s growing roots. Though Lindsell said she could not afford to replace the sewer lines, city staff suggested she could reline them in plastic at a lower cost, and that pruning would help with the visibility issues. Her removal request, despite De Baeremaeker’s support, was denied. Community council was evenly divided when April Stewart, a homeowner on Moss Street, asked them to approve removing a birch tree which hangs over her roof, causing her, she said, to fear for her family’s safety. Paul Ainslie, Stewart’s local councillor, supported Stewart, he said later, because he thought her concerns were more valid than those of the other two applicants. “I’m not a big fan of having trees cut down either,” Ainslie said, but said trees must come second to the safety of residents or their homes. Ainslie also disputed the city’s opinion the birch was healthy, noting an arborist’s report showed “signs of decay.” De Baeremaeker voted against removing the birch, resulting in a 4-4 tie which sent the item to council without a recommendation.

School boards elect chairs for upcoming year Both of Toronto’s major school boards, the public and Catholic boards, have elected their chairs for the coming year. Trinity-Spadina Trustee Chris Bolton was re-elected as the Toronto District School Board (TDSB) chair at the annual organizational board meeting held Monday evening. The former teacher and
principal brings nearly 40 years of education experience to the role of TDSB chair. “I thank my fellow trustees for their confidence and support. While we have made great gains in ensuring continued student success and improved financial accountability, there is an opportunity to make many more,” Bolton said in a statement. “I look forward to building on the
progress we’ve made over the next year.” Willowdale Trustee Mari Rutka was elected as the vice-chair. She has been involved with schools and school councils in Willowdale for about 20 years. Also, Toronto Trustee Jo-Ann Davis was elected chair of the Toronto Catholic D i s t r i c t S c h o o l B o a rd (TCDSB) Thursday night.
First elected to the TCDSB in 2010, Davis is a senior associate at the consulting firm of Leman Group. She served as vice-chair during the first year of her term on the board. Following her election, Davis spoke to her commitment to public engagement, working collaboratively with her trustee colleagues, and moving forward with collective confidence.
“We are a great community of Catholic schools,” she said in a statement. “Our faith demands action, and our collective actions define us all.” An active community volunteer, Davis serves as president of the Toronto branch of the Canadian International Council, a non-partisan, country-wide research council established 80 years ago to

Mayor’s Annual Toy Drive now underway DAVID NICKLE dnickle@insidetoronto.com The Mayor’s Annual Toy Drive was an adult-only affair Tuesday morning, as city officials made the call to keep the small children that usually take part in the annual photo opportunity away this time. Mayor Rob Ford and City Manager Joe Pennachetti were the only participants in the launch of the drive, which invites Torontonians to bring new, unwrapped toys to civic centres for distribution to needy children across the city. The toys will be distributed by the CP24 CHUM Christmas Wish and the Global Television toy drives. City officials maintained that the absence of children had nothing to do with the controversies swirling around Mayor Ford, who has admit-

ted to having smoked crack cocaine and abusing alcohol, and has been under investigation by Toronto police. “It was a staff decision not to include the children this year. We just felt last year they were waiting for a long time. This year it’s close to their lunchtime. It’s really just a scheduling issue,” said city spokesperson Jackie DeSouza. “And there were large crowds of media and people the last
time and we were just afraid for the kids’ safety.” Ford arrived nearly 20 minutes late to the event, where he spoke briefly, urging Torontonians to participate. “Over the last two years thanks to the support of the citizens and staff of this great city the mayor’s toy drives has collected over 3,000 toys and gift cards for little boys and girls,” said Ford. “I look forward to this year being the most successful toy drive ever.” Pennachetti admitted that the controversies surrounding the mayor have made some corporate sponsors unwilling to participate in city events. “There have been a few problems where that has been the case,” he said. “We just have to move forward. There are private partners that still participate. But to date there’s always a partner that wants to work with us.”

Councillor Ford, board of trade disagree over Scarborough subway DAVID NICKLE dnickle@insidetoronto.com Councillor Doug Ford said Toronto Region Board of Trade President Carol Wilding is out of touch with the views of the businesses that belong to her organization, following a budget committee meeting in which she questioned the wisdom of proceeding with a Scarborough subway. “Carol Wilding doesn’t see eye to eye with the mayor from day one, and she doesn’t represent the average member of the board of trade,” said Ford. “I know the folks at the board of trade and they love our fiscally prudent (agenda). I feel personally she doesn’t represent the board of trade members when she says raise taxes.” Ford, who vice chairs the budget committee, made the comments during the Monday public consultations. There, Wilding delivered a deputation that generally
supported the direction of the budget, but raised questions about several areas. She said, among other things, council’s decision to scrap light rail in favour of a more costly subway to replace the Scarborough RT raised fiscal challenges. She pointed out the cancellation fees of $100 million combined with the $900-million the city must raise through a tax levy and debt financing will effectively take money away from the $2.5 billion state of good repair backlog at the city. Outside the meeting, Wilding said while the board of trade wouldn’t go so far as to recommend scrapping the more expensive subway plan, the city had not made its case adequately. “You need to look at a strong business case and a rigorous cost benefit analysis,” she said. “With the Scarborough case, it’s not clear that work’s been done. It’s become overly
politicized.” Ford took Wilding on in an extended question, in which he asked if she was aware of various state of good repair funding initiatives he and his brother Mayor Rob Ford had taken over the term: specifically, following a policy whereby 70 per cent of a yearend surplus was put toward paying down the city’s debt, which enables the city to fund more state of good repair capital costs. After the meeting, Wilding said she was not “an expert” But she maintained the board’s position is consistent with that of its members. “Councillor Ford can say what he’d like to say,” said Wilding. “What I can tell you is we poll our members on a regular basis, and they’re actively engaged in our advocacy work on a number of issues.”

Scarborough Women’s Centre executive director wins city award The City of Toronto was scheduled to recognize the contributions of Lynda Kosowan, executive director of the Scarborough Women’s Centre, with its Constance E. Hamilton Award on the Status of Women last night. This recognition, which the former Scarborough resident was to receive yesterday (after Mirror deadline), is part of the city’s Access Awards celebrating individual or group
improvements to human rights. Kosowan has worked at the Centre since 1986, and by working with the former City of Scarborough, TTC and police, played a key role in redesigning bus shelters and instituting the Request Stop program. “The centre is so fortunate to have someone like Lynda Kosowan at its helm,” its president Mary Heinmaa said in

A subway extension under construction in the north part of the city celebrated an important milestone this week. The excavation of twin tunnels for the Toronto York Spadina Subway Extension (TYSSE) is now complete, with the arrival of tunnel boring machine “Torkie” at the extension’s terminus in Vaughan.
