A few weeks ago, Laura-Jean Bernhardson put out a call on her Facebook page for clothing for a Syrian refugee family she’s helping resettle to Canada. That one post was shared 2,500 times and resulted in a mountain of apparel. “By day two, I could see that I was in trouble with that post,” said Bernhardson, a Toronto entrepreneur. “I honestly pictured that it would be 30 bags of stuff, I’d sort them in my living room and be done with it.” Instead, thousands of pieces of clothing began pouring in. Bernhardson then put out a call for volunteers, and 50 people stepped up within 24 hours. “It just snowballed,” she said. “I think it tapped a nerve that people really wanted to do something...It was a miracle unfolding.” The outpouring of generosity led Bernhardson to establish The Clothing Drive, and this week it secured a three-month rent-free location at 1682 Victoria Park Ave. to store and distribute clothing for Syrian refugees. Province wants strong protections for Rouge Park before land transferred Peace in the valley closer after federal Liberals elected mIKE ADLER madler@insidetoronto.com Past inhabitants of Scarborough’s Rouge Valley were said to have buried weapons under a white pine to signal a conflict was over. Around two weeks ago, politicians who supported the federal Conservative position on what the Rouge National Urban Park should be made a gesture of their own. They wrote to Catherine McKenna, the new Liberal government’s environment minister, and Brad Duguid, the Ontario cabinet minister who withheld 9,000 acres of provincial land from the park. They politely asked McKenna and Duguid to meet them, and to transfer those lands to the new national park as soon as possible. ‘peace offering’ The letters were “a peace offering to the new federal government” from people who have worked to protect the Rouge Valley for decades, said Scarborough Centre Councillor Glenn De Baeremaeker, adding he and other signers were also “offering their services.” Signers of the letters include Conservative MP Peter Kent, who announced the Rouge NUP as Canada’s environment minister in 2012, Conservative MP Michael Chong, former Scarborough Progressive Conservative MP Pauline Browes, and Scarborough East Councillor Ron Moeser. They, and the Friends of the Rouge National Urban Park (NUP) organization that sent the letter, had vigorously defended plans the Conservatives had for the park – much of it to be declared a “protected agricultural area” where tenant farmers would not be displaced by trees – from Duguid’s
refusal to allow the transfer until the October election. Friends of the Rouge NUP kept urging people to question Duguid and the province’s stance against the land transfer, calling it politically motivated. The group also said the $170 million the Conservatives promised the park was much more than the province ever invested. political catfight But all this was a “relatively small disagreement” that turned into a “political catfight about who thought they knew best for the park,” said De Baeremaeker, a former full-time campaigner for Rouge Valley preservation who now hopes “some of that partisan friction will disappear.” The letter-signers also asked Duguid to submit comments on behalf of Ontario on the Rouge Park management plan drafted by Parks Canada under the Conservative regime. In an interview last week, Duguid said he wants the land transferred “as expeditiously as possible,” but the park legislation, and therefore the plan, must first be rewritten to make environmental protections for the Rouge Valley “as strong as they are today, if not enhanced.” “That was the challenge the (Stephen) Harper government let us down on,” said Duguid, arguing the letter-signers, perhaps “feeling a little sheepish now,” are “the same people who urged me to sell out our commitment” to protection in order to build the park faster. Though Duguid said he welcomes their support, he said he’ll work more closely with environmental groups such as Friends of the Rouge Watershed (FRW), which “stood by our efforts” and made submissions to the previous government that were ignored. Duguid, who was able to stop the provincial land transfer because he was Ontario’s infrastructure minister, said he’ll connect with McKenna when she returns from the Paris climate change conference.
Both governments now share the same perspective on the Rouge, but still have work to do amending the park legislation and management plan, he said. Supporters of the Conservative position have said their plan – which introduced armed park wardens – provided stronger protections. Those on the other side said “existing protections” must include policies that put the watershed’s ecology first and construct a wide corridor of forests through the park in Markham. De Baeremaeker said he still believes the Conservative government’s legislation was better for the park, and the province’s refusal of it “was a bit of a jaw-dropper to me.” Still, he said he hopes “the bickering” is over, and the 9,000 provincial acres can be handed soon to a park getting a federal investment at least as big as the Conservatives promised.
The councillor said he will also press the federal Liberals to dedicate 10,000 more acres of land in Durham Region to the park. “Now is an amazing opportunity,” he said. Jim Robb, general manager of FRW, said he’s looking forward to the two governments fulfilling their agreement the park would “meet or exceed” current protections. “I’m very optimistic now,” Robb added after he and a few other members of non-government groups met Duguid late last month. Though she wasn’t re-elected in Scarborough North, former New Democrat MP Rathika Sitsabaiesan’s private member’s bill for amending the park legislation is a good starting point for the federal Liberals, Robb suggested. “The legislation, if they want to, should be able to go through in a year,” but investigations Parks Canada must do before the land transfers, judging from the past, will take longer, he said.

T
oronto has been in fiscal denial, off and on, since it was amalgamated in 1998. That was when Mel Lastman was elected mayor, promising to freeze property taxes for the first three years of the new mega-city. He pulled it off, but not in a fiscally responsible way. Rather than finding internal efficiencies and cutting services, most of the city’s financial problems were deferred down the line in the service of a tax freeze. When David Miller took over two terms later, the city and council did better, but it was a tooth-andnail fight to implement the land transfer tax and vehicle registration tax, which let council get away with more minor efficiencies and modest property tax increases thanks to a booming real estate market. Those taxes and a municipal workers strike sent Rob Ford our view into the mayor’s office and while that regime made some Proposal is mostly unpalatable cuts, once ambitious spending and good first step again timid revenue-seeking put in responsiblity Toronto back in the hole. The early months of John Tory’s time in the mayor’s office seemed to continue this unrealistic mash-up of promises of frugality with big-ticket commitments. For a time, it looked as though the reconstruction of the Gardiner Expressway, SmartTrack, the Scarborough subway and countless other enhancements were going to bankrupt us all. That’s why we’re happy to see that Tory has effectively abandoned his promise to keep property tax increases at or below the rate of inflation. It’s not that we think higher taxes are a good idea. But the alternative – planning to build a city the size of Toronto on an unsustainable fiscal plan – is folly. Tory’s plan to charge a 0.5 per cent a year levy to build transit and housing is at least a step toward erasing that folly. The tax increase is relatively small: $13 a year for the average homeowner, for five years, on top of whatever inflationary increase they see on their tax bill. By itself, it is neither a great burden, nor the complete solution to Toronto’s needs. There will have to be more revenue grabs. But that’s for another day. For now, we can at least applaud that the days of denial seem to be done.
column
Mayor John Tory has defied early expectations when it comes to governing a complex Toronto John Tory can be a tough mayor to interview. That’s not to say that our mayor is evasive, or dishonest, or, like the last one to hold the job, openly hostile to journalistic prying. Tory is none of those things. The problem, rather, is the opposite: Tory thinks aloud, considering all points of view and in the end, states nearly all of them – in addition to agreeing with the premise of the question in case that hadn’t come up in one of the other answers. It can be frustrating work, trying to parse the mayor’s views from all that. A lead becomes a multiple choice question. From that, one might conclude that the mayor is simply unprincipled – and by a narrowly political definition of the word, that might be so. Tory does not hold fast with the principles of one
david nickle the city faction or another of our political spectrum. He might have done so in the past. But now, Tory seems content to take his pick. This he has demonstrated ably over his first year in office. For a time, it seemed as though Tory might be of a piece with council’s right-wing intelligentsia: he championed a costly rebuild of the Gardiner Expressway favoured by Conservative members of council, and held fast on the costly Scarborough subway for which former mayor Rob Ford took credit. He has sung the praises of the private sector and made jokes about the folly of big government as well as any right-wing pol might be expected to.
But as the year has gone on, he’s defied those expectations. After talking with business leaders and sport boosters, he backed the city away from another Olympic bid. He used another meeting with the blue-blooded business crowd at the Economic Club of Canada to unveil plans for an annual tax hike to pay for a major round of construction and repair of public affordable housing and transit infrastructure. He flew to Paris right after that, to huddle with world leaders trying to find ways to battle, halt and possibly reverse climate change and when he came back, he announced plans to help Toronto recycle more garbage, consume less energy and get around on foot and on bicycles. This is not the sort of thing you’d have expected
from a guy named Tory. Now some of this might be written off as evidence of a shifting of the political winds. Prime Minister Justin Trudeau’s Liberals came to power on a wave of progressive policies and right-wing repudiation. I would buy that more easily if I hadn’t been exposed so early and often to the push-me-pull-you dynamic of Tory’s psyche. And while it’s a frustrating psyche to try and codify, it might actually turn out to be a healthy one when it comes to governing a big, complex place like Toronto, where public mood and social reality can shift in a heartbeat. Vision, clear and consistent and predictable, might well have had its day.

NEW SUBURBANISM
FINDING SATISFACTION IN SCARBOROUGH
MIKE ADLER madler@insidetoronto.com Strip malls. Back yard fences along wide streets. Apartment towers ringed by parking lots and lawns. It’s not so bad, right? And we can work with it, says New Suburbanism, a Scarboroughborn movement to study the history of our suburbs and plan their future. New Suburbanists must do this in front of experts who blame suburban plans and lifestyles for contributing to obesity, climate change and certain Arcade Fire songs, but that doesn’t bother Morgen Peers. “These are really satisfying places to live,” said Peers, a planner and founder of the Institute for New Suburbanism. “They need to be engaged on their own terms.” The institute is organizing a 2017 conference at the University of Toronto Scarborough, and will host a lecture Jan. 19 on what New Suburbanism is about. Peers said a popular design
movement, New Urbanism, says our suburbs are problematic, improper forms of community. He’s trying to steer that conversation using positive language, so we look at a suburb such as Scarborough as “not something that needs to be corrected, but something that needs to be worked with and matured.” Suburban planning “is about things being more spread out,” and suburbs are a necessary broker between urban and rural landscapes, Peers said. These aren’t easy times for defenders of the suburban dream in Scarborough and other spread-out parts of greater Toronto. After its city council voted to refuse a $1.6-billion light rail line last month, one Toronto newspaper’s architecture critic wrote Brampton had been turned “into little more than an arrangement of highways and parking lots interrupted by malls and subdivisions.” The writer, Christopher Hume, said rejecting the transit line was in character. “The sub-
Defenders of suburban dream see the burbs as attractive places urban ethos, after all, is one of disconnection and separation. It rejects the urban ideal for something that, though it adds up to less, demands less.” Another critic, John Bentley Mays, earlier this month declared Scarborough – a target for downtown urban-affairs writers these days because of the perceived wasteful nature of its proposed Bloor-Danforth subway extension – to be “littered with bad building art of recent vintage: bleak concrete apartment slabs, and sentimental, pseudo-historical new homes and townhouses.”
Still, Peers maintains he sees the public “shifting from talking about the suburbs as a problem to them being a naturally occurring part of an urban region.” His conference organizing group met for the first time in October, and Peers said it will be open to opinions from residents and professionals alike as the three-day event comes together. The third day of the conference will be tours or moving workshops using the buildings and vistas of Scarborough as a laboratory for problem-solving or ideas, he said. Peers wrote research papers for the Scarborough Community Renewal Campaign, which was sponsored by local Rotary clubs. The campaign’s final report last January called, among other things, for a Scarborough Business Association, formed since, a re-branding campaign to “shift external perceptions” of Scarborough, a tourism board to spotlight the area’s “hidden gems,” and a new hub in Scarborough for music, arts and culture.
Also on the list was a planning conference on “neo-suburban” ideas, including some that could improve future development in Scarborough. New Suburbanism doesn’t really have anything to do with New Urbanism, said Andre Sorensen, chair of the department of Human Geography a t U TS C , a r g u i n g Pe e r s wants to change the image of the suburbs, trying to get people to think of them – and Scarborough in particular – as attractive places that aren’t in decline. Many people in Canada have stereotypical ideas about the suburbs, but they are much different places now then when first built, with more workplaces and complexities, Sorensen added. Before you make changes to a place or policies, you have to understand it; that will be a focus of the conference on suburbs, he predicted. “Just understanding how they’re changing is a good first step.” Staff photo/DAN PEARCE

Basement Flooding Remediation and Water Quality Improvement Master Plan Class Environmental Assessment - Study Area 34 (Southwest Scarborough) Notice of Commencement Study Overview The City of Toronto is starting several Class Environmental Assessment (EA) studies to identify causes of flooding and develop solutions to reduce the risk of future surface and basement flooding, as well as, improve stormwater quality before it is discharged to watercourses. Study Area 34, located in south Scarborough area, has experienced basement and surface flooding during extreme storms in the past. In response, the City of Toronto has initiated these EAs to address flooding that originates within the City’s properties such as roads and sewer infrastructure, as well as, to identify solutions for stormwater quality improvement in the area.
The Process The study is being planned as a Master Plan in accordance with the Municipal Class Environmental Assessment process, and will produce a series of recommended basement flooding remediation and water quality improvement projects. The Master Plan will define the problem, consider and evaluate alternative solutions, assess impacts of the preferred solutions, and identify measures to lessen any adverse impacts.
Public Consultation Two (2) Public Information Centres (PICs) are planned for this Study Area. The first PIC is expected to take place in 2016. City staff and the consulting team will be present to answer questions and discuss the next steps in the process. Notification of the PICs will be advertised in the local community newspaper and information mailed to residents within the study area.

Health minister yet to release panel report on hospitals in Scarborough/west Durham MIKE ADLER madler@insidetoronto.com A report on the future of hospitals in Scarborough and west Durham hospitals will be released soon, provincial officials are saying. Ontario Health Minister Dr. Eric Hoskins received the report on Nov. 3. Hoskins appointed eight experts in April, giving them six months to tell him how to deliver hospital services in both Scarborough and Durham. Panelists were also told they could advise the minister on whether new hospital facilities may be needed in either area.
The Rouge Valley Health System and The Scarborough Hospital, which abandoned a proposed merger last spring, have asked the province to
to the public in Scarborough, residents were told to expect the report will be released publicly. When that will be is up to Hoskins, said John Ronson, a panel member who said previous reports to the minister were made public within a few weeks. “None of us are interested in having a report on a shelf, gathering dust,” Ronson added at the meeting. “If there isn’t action, I’m going to be very, very angry.” Calls to Hoskins’ office and to the Central East Local Health Integration Network, which is the province’s health authority for the region, haven’t yielded a release date.

What a year: condos, lottos, selfies ... The international year in review stories have already started coming out in full force, so I thought I’d focus on just the prominent local goings-on in 2015. It seems as if everything is now being recorded on somebody’s cellphone. For what it’s worth, the person next to me filming this is nodding in agreement. It is mandatory for every newspaper article to include some mention of social media. (Glad I got that out of the way. Nice to have the pressure off.) It is also officially impossible to buy anything without being asked if you have a points card. Whenever you round a bend you’re greeted by a condo you swear you don’t remember seeing the day before. If you’re about to take the subway to work and you’re in a hurry because you’re late, it’s closed and you have to take a shuttle. If you’re driving to work
jamie wayne BUT SERIOUSLY and take the highway and you’re in a hurry, your entrance and exits are both closed. The guy sitting next to you at work comes in every day whining that his favourite major league baseball team refused to pay “only” $15 million or “only” $20 million or “only” $30 million for free agent so-and-so and says “only” at the top of his lungs over and over and over. Then after moaning and groaning he asks if you can lend him a buck – a buck he’ll never pay back – so he can get a chocolate bar at Dollarpalooza. Prices went up for everything this year. Some went up more than once. For everything, that is, except your paycheque, of course. When at least two people meet for whatever reason, a selfie is now
required to mark the occasion. Anybody walking around singing Drake’s Hotline Bling must do the moves along with it. Finally, when you forgot a password, which we all did regularly in 2015 because we’re saddled with way too many to possibly keep track of, you had to email the company in question to request a new one. The user friendly one they sent you this year so you can get back into your account licketysplit? Beary Merry Christmas Metroland Media Toronto is very proud to be the founder of the Beary Merry Christmas Campaign. For the 13th consecutive year, Scarborough Mirror employees will deliver teddy bears to children spending the holidays in our local hospitals. We are so proud to have Samko & Miko as the official sponsor of this year’s teddy bears. As you can see, there are many other community minded businesses in the area that have generously purchased a bear for a needy child this season. We thank all of our partners for helping us put smiles on the faces of so many children this Holiday Season.

Clothing drive will help outfit Syrian refugees for winter >>>from page 1 clothing have been collected so far. “It’s just incredible the amount of commitment and generosity that people are stepping up with,” Bernhardson said. “Some people ran a small drive themselves in their neighbourhood or collected at work.” The Clothing Drive is working with sponsor groups to help refugee families, who could either visit the storefront location to shop for free or order by phone and have the clothes delivered. “We’re focused on getting the winter clothing out on the floor,” Bernhardson said. “Our goal is to equip a family who’s coming here with probably nothing to be able to make it through a winter, but we do have spring and summer donations,
too, so we’re sorting those out and keeping them aside, and that will be the next phase.” Four families have so far made use of the donated clothing. “We have enough clothes for the time being,” Bernhardson said. “We need volunteers to help us operate and get in touch with the sponsor groups, so if people want to get involved, that’s the best way to help out right now.” Dozens of volunteers inspected, sorted and sprayed the donated clothing on Tuesday. Jonathan Janisse was one of them. “It makes me feel like part of the community, like I’m doing something to make a difference,” he said.

The province is moving ahead, albeit slowly, on High Occupancy Toll (HOT) lanes. Transportation Minister Steven Del Duca announced this week the QEW between Guelph and Oakville beginning next summer, existing High Occupancy Vehicle (HOV) lanes will have tolls. The carpool lanes will remain free to anyone traveling with at least one passenger, but single-occupant vehicles will also be able to legally use the lanes by purchasing a special permit. The pilot project is expected to pave the way for more HOT lanes on Ontario highways, but likely not until 2021. Road tolls advocacy group Transport Futures called it a start, but said the modest implementation plan might lead to “underwhelming results”. PLANNED SUBWAY CLOSURES by ttc wNO
There aren’t any more planned subway closures by the TTC until March.
rahul gupta TO in TRANSIT That will come as a great relief for riders, who have had to opt for shuttle buses while the TTC performed essential maintenance or construction work on selected weekends. Such closures have become the norm while the TTC continues to re-signal much of the subway network, so expect frequent weekend closures to resume following the break. REJECTS LRT NAME REQUESTS wMETROLINX
Competing requests to rename an Eglinton Crosstown stop in Scarborough were turned down by Metrolinx, the provincial agency in charge of building the light-rail line along Eglinton Avenue. Metrolinx rejected a request by members of the TTC board to rename the Lebovic Avenue stop in honour of Karim Hakimi, the founder of Hakim Optical. The only problem is an existing
naming policy preventing the naming of infrastructure after living persons, and Hakimi is still going strong at 82. Metrolinx also turned down a request from Centennial College to rename the Lebovic stop after the college’s Ashtonbee campus on the basis it’s not directly located on Eglinton. WI-FI available AT SUBWAY STATIONS wMORE
You can now get free Wi-Fi access at four more subway stations, the TTC announced last week. The TCONNECT service is now available at Christie, Bathurst, Sherbourne and Castle Frank stations. These join the stations located on the lower U portion of the subway line. BAI Canada, which is carrying out the Wi-Fi installation, has pledged to connect every TTC station by 2017. Spooner nets five for Furies in women’s hockey action NORM NELSON nnelson@insidetoronto.com The Toronto Furies finally beat the Calgary Inferno – or should we say Scarborough’s Natalie Spooner did. After three straight losses against the high powered Calgary hockey team, the visiting Toronto Furies beat them 6-5 on Sunday, Dec. 6. And Spooner, a national team veteran who helped Canada to a gold medal at the 2014 Sochi Olympics, in a virtuoso performance, scored her team’s first five goals and then set up the sixth and ultimate winning goal.
Calgary, led by seasoned veteran Hayley Wickenheiser, dropped to 10-2 in the Canadian Women’s Hockey League (CWHL) while Toronto improved their totals to five points in 12 games (two wins and a shootout loss). It halted a 10-game losing streak for Toronto after opening their season with a win against the last place Boston Blades. The teams were tied 2-2 midway through the game when Toronto went on a fourgoal flurry in a space of just under five minutes (including three more by Spooner and the final Furies’ tally by Japanese national team
player Sena Suzuki – her first goal of the season – for which Spooner drew an assist). A furious third period comeback was then held off by the Furies and their goalie Christina Kessler who faced 45 shots. A tweet from the Toronto club after the game said: “@ ckessler35 is your 3rd star of the game and to the surprise of absolutely no one in the world @natspooner5 is your 1st star (5G, 1A).” The six-point game vaulted Spooner, a Cedarbrae Collegiate grad, into a thirdplace tie in CWHL scoring with 15 points in 10 games
(12 goals, 3 assists). The Furies lost the first game in Calgary on Saturday 9-5 with Spooner scoring her team’s first two goals. She had to sit out a large part of that

LOVES LOCAL FOOD ALL YEAR round

For as long as there have been workplaces, there have been romances that inevitably form at them. Romance, however, is only part of the equation, along with disagreements with the boss, co-worker squabbling, and flirtations. This reality inside of a retail shop is perfectly depicted in Scarborough Players beautiful romantic comedy Parfumerie by Miklos Laszlo and adapted by E.P. Dowdall. Set in 1939, Budapest, Hungary, it is a couple of weeks before Christmas, a n d t h e e m p l oy e e s o f Hammerschmidt’s, a perfume shop and pharmacy, are tackling a busy retail rush. While everything seems fine on the surface, trouble has been brewing underneath for their boss, Mr. Miklos Hammerschmidt (Chip Thompson), who is becoming angrier by the minute, yelling at his employees and stomping around the shop. After being yelled at one too many times, George (Simon Bennett) confronts him, they argue, and George ends up quitting to the shock and dismay of his fellow coworkers Sipos (Chris Hardess), Kadar (Ted Powers), Ms. Ritter (Pearl Ho) and Ms. Molnar (Laura Davenport). George blames co-worker Amalia (Elaine O’Neal) for turning the boss against him, and after seeing the two interact, it is clear they can’t stand
one another. Tu r n s o u t , M r. Hammerschmidt’s wife is having an affair, which explains his current demeanor, but soon cooler heads prevail and George is re-hired. This makes way for retail romance to bloom, revealing truths, and a much needed dose of reality and change for all. subplots There are many subplots in this story, and each character has their own while also being part of the bigger plot. George has fallen in love with a woman he has been corresponding with through letters, and Amalia is also in love with a man, while still butting heads with George. Sipos worries for his job and with one single action unknowingly puts an entire chain of events in motion, and Kadar, a relentless ladies man, does something that causes some life-altering consequences, both good and bad. happiness Christmas is synonymous with happiness and spending time with those you love, but this show also highlights the less-than-perfect aspects of someone’s life, and how tough circumstances challenge people to take a leap of faith and make changes for the better. The performances are out-
standing in this show, both individually and in scenes together. Thompson gives a moving performance as Hammerschmidt, a man who carries a lot of burden, but still has the courage to fight for happiness, and Hardess is a comedic delight as Sipos, the voice of reason and fatherfigure to everyone. Nathan Costa as the delivery boy, Arpad, is a talented actor who brings much needed levity to the show, and Powers, as Kadar, oozes suave and is a pleasure to watch. amazing Bennett is amazing as George, showing a full range of emotions from pleasant and happy to stern and mean. The scenes between Bennett and O’Neal, who gives a fantastic performance as Amalia, are some of the most poignant in the show. This show is full of charm and talent, and proves that while time may change how we can interact, it can never alter the way we feel joy and pain, and that we need each other to navigate the highs and lows of life. Parfumerie runs until Dec. 19, 8 p.m., and a 2 p.m. matinee on Dec. 13, at the Scarborough Village Theatre, 3600 Kingston Rd. Tickets are $20, and can be purchased by calling 416-267-9292. Law service helps low-income workers, new Canadians Premier Kathleen Wynne helps launch program at Flemingdon Community Legal Services MIKE ADLER madler@insidetoronto.com As you go to your office holiday party, spare a thought for people who also work in your building, but aren’t invited. As a cleaner in Scarborough hired by temp agencies, Ondine Almeida said she wasn’t allowed to sit in the lunchroom, let alone go to the party. “I had to eat in a separate corner for lunch,” said Almeida, who said the betterpaid permanent employees didn’t have to call each day to see if they could work the next. She said she felt she had no option, but when her stint was over, Almeida couldn’t get employment insurance (EI) because of the hit-and-miss scheduling. Such stories are more common in Toronto as poverty and precarious work grow in the city, particularly in the north and east, where there aren’t enough services helping the working poor, said Regini David, a paralegal with West Scarborough Community Legal Services. There’s a huge need to protect the rights of Toronto’s low-income workers, most of whom are women and new Canadians, David said last week “People with language barriers are more vulnerable.”
“
I had to eat in a separate corner for lunch. – Ondine Almeida
Community legal clinics east of Yonge Street have been stretched too thin to help potential clients get EI or back pay, fight a wrongful dismissal or otherwise defend the employment rights of lowincome people. That changed a bit as the Toronto East End Law Services (TEELS) co-operative program launched last Friday. Dec. 4, at Flemingdon Community Legal Services, a party Almeida was invited to. At the clinic’s Thorncliffe Park offices, Almeida shook Premier Kathleen Wynne’s hand and later helped Wynne cut a cake to signal the project was underway. The premier said TEELS will send a strong message. “It will serve targets of exploitation,” said Wynne, whose Don Valley West riding includes Thorncliffe Park. “Often these are people who don’t feel they have much recourse.” Wynne said her government is grappling with the spread of precarious work,
and refuses to accept it as the price of being part of the competitive global economy. The province is “in a lively conversation with doctors,” and has told them they will get no raise in fees, said Wynne, suggesting that’s due partly to her decision to raise salaries for Ontario’s lowest-paid workers, including early childhood educators and personal support workers (PSW). Wynne said she’s also working with PSWs, often hired on a temporary basis, to create “more rational” work schedules for them. “It’s not just about the money, it’s about piecing together a full-time job,” she said. The premier acknowledged Ontario needs legislated changes to protect workers, but said new criteria for legal aid means one million more Ontarians can use legal clinic services. Ontario’s labour ministry now does some pro-active workplace inspections to enforce employment standards, but still warns employers they are coming. Another woman who shook Wynne’s hand said that until recently she was an assistant teacher on contract at a private school in Scarborough. Her employer, she said, withheld her pay and made her work when she was ill.

West Scarborough Community Legal Services’ paralegal Regini David, right, is joined at the podium by clients Jegatheeswary Prabaharan, Ondine Almeida and Jamshid Ghafori as she speaks about the Toronto East End Employment Law Project at Flemingdon Community Legal Services on Friday.
“This is not fair to me or the children that I work with,” said the woman, who is now unemployed. “We work hard and we pay tax.” She added when she asked for her vacation pay after two years at the school, her employer threatened her with dismissal. “I am going to put it (on record) that you quit,” she said he told her. The school’s owners, she said, “wanted maximum profit.” Besides Flemingdon, clinics involved in TEELS are East Toronto Community
Legal Services, Scarborough Community Legal Services, Ne i g h b o u r h o o d L e g a l Services, West Scarborough Community Legal Services, Willowdale Community Legal Services. All serve low-income people east of Yonge Street. Clinics haven’t done this sort of co-operative work before, at least not in east Toronto, said Jack de Klerk, legal services director of Neighbourhood Legal Services, which serves the Moss Park and Regent Park areas downtown.
