10 members – represented the interests of Scarborough residents on a joint committee that studied and recommended the merger. TSH’s Community Advisory Council reported to that hospital’s board on Dec. 3 that it unanimously supports the idea. “The merger is the best
thing that could happen to us,” Denis Lanoue, a retired energy industry worker, said later in an interview. He added Scarborough’s hospitals have been neglected by the province; the Birchmount and General are in “huge need” of improvements, such as in the General’s operating rooms, which are among Ontario’s

Kingston Road development plans for Birch Cliff MIKE ADLER madler@insidetoronto.com Kingston Road in Scarborough is no longer the road no one wants to build on, and developments there in the next few years should change the Birch Cliff area for the better, Gary Crawford says. Though still known for its car lots and motels, there’s lately been more interest in the road, which “15, 20 years ago, no one wanted to build on,” the Scarborough Southwest councillor said at a recent community meeting. There have long been revitalization plans for Kingston Road in Birch Cliff, including
an “avenue study” which city planners, residents and business owners worked on under the previous councillor, Brian Ashton. The issue was mentioned often in the ward during the 2010 municipal election, and Crawford believes bringing “quality” development to the road – not just townhouses he said “do not do justice to the streetscape”– is “probably one of the best tools to really change the community in the positive.” In Scarborough Baptist Church on Nov. 28, Crawford showed residents drawings of several projects he said could add much-needed growth to
the neighbourhood without disrupting it. These included a three-storey building at 1552 Kingston Rd. with commercial spaces on its main floor, and “very preliminary” drawings of 1548 Kingston Rd., which also has three storeys. There was an image of a building proposed for the site of the old Alpine Hotel, 10921118 Kingston at Blantyre Avenue, which looks to have nine terraced residential storeys on top of a commercial ground floor. Crawford acknowledged some residents had concerns about the building’s setbacks and shadows, but he praised
the proposal and its developer. Also displayed was a drawing of a six-storey mixed-use building envisioned for 1340 Kingston at Queensbury Avenue, across from the Hunt Club. There’s also interest, the councillor added, in redeveloping an old medical building and a car lot on the same block. The City of Toronto reconstructed Kingston from Warden to Birchmount this year, and will start working on the portion between Warden and Victoria Park avenues in March. Crawford said the city will
plant 500 trees along the road next year within his ward. There are perhaps a halfdozen completed murals of birch trees in Birch Cliff, an idea he has supported, he said, to boost community pride. Compared to downtown Toronto, where building projects are much taller and generate large amounts of what is called Section 37 money from developers, the low and midrise buildings planned in Birch Cliff won’t provide much, but Crawford said he hopes it can improve Birch Cliff’s library branch and local parks. People at the meeting asked
the councillor about landlords renting out storefronts on Birch Cliff’s commercial strip as “junky” apartments. Crawford said the buildings on Kingston are supposed to have a commercial component, but “that is a longer term bylaw issue.” Many local businesses, just hanging on, are renting space to make money, but “generally that’s the last thing they want to do,” said Crawford, who hopes the presence of new buildings will start to change things.

he Toronto District School Board is faced with a stark reality: a declining student population, while its hard costs continue to grow. But, in an attempt to reign in some of these growing costs, the province is contemplating selling $60 million worth of school properties this year. The loss of such valuable community space will not only impact students but the city as a whole. Where will not only students, but sports and community organizations, hold their events – sports or otherwise? How will we keep students active if there is no place to play sports or participate in outdoor activities? In a time when more and our view more community organizaare looking for comExplore creative tions munity space, to sell off these properties is, in the words of solutions in Karen Pitre, Toronto Sports partnerships Council chair, “mind-boggling.” There is a truth that some school populations are shrinking, and keeping schools open just for the sake of a small student body is not economical. Some schools will need to close, but community space is at a premium in Toronto. Neighbourhoods across the city are trying to carve out small parcels of land for community space, and with large playing fields already in existence, it begs the question: Why sell such valuable real estate? How will the community as a whole benefit by the selling of a field? Why not look to partnerships with organizations to help preserve fields? Give the space over to the city to manage as a park or sports field. Take a different direction – create a covered skating rink like that at Greenwood Park, which can used yearround for other things, including concerts and other sports. This is a time for creative thinking, not a time when it’s easier to just sell off a commodity. It’s important for the community – politicians included – to look at the community space that’s currently there, and think of ways to keep it there or make it better. Some properties will have to be sold, but others should be preserved, improved, and become places that build community rather than divide it.

o, I was minding my own business last night, double parked on the sofa in front of the tube watching Scarborough’s Got Talent, when the phone rang. I was fully expecting to hear that I had won a free trip to Florida, my 27th this week, but much to my delight it turned out to be a legit call. It was from none other than THE legendary Agnes Read herself, founder of the internationally renowned Agnes Read poll. Agnes: “Good evening. Permit me to introduce to myself. This is none other than THE legendary Agnes Read herself, founder of the internationally renowned Agnes Read poll. Is this Jamie Wayne?” Jamie: “In the flesh. Which reminds me. Hang on for a second. I’ll just grab a bathrobe in case you’re calling on Skype. There. OK. So, what’s going on?” Agnes: “I’ve got a few quick questions if I’m not interrupting anything.”

Answering some fundamental questions Toronto’s ombudsman wants to hear about the Eglinton Crosstown LRT line from residents about red tape in city In recent weeks, The Scarborough Mirror and other Metroland newspapers across Toronto, in conjunction with the Toronto Public Library system, held information panels to discuss how the implementation of the Eglinton Crosstown LRT transit system will affect the lives of those who live near and will be serviced by the line. The Crosstown, with construction underway and a completion date of 2020, will cross more than 54 bus routes within the city and stretch 19 kilometres below ground in the west and central portions and above ground in the east. Our sessions, featuring leaders of community organizations in the surrounding neighbourhoods, were quite fascinating. The thrust of the conversation changed depending on where along the line the meetings were held. ◗ In Scarborough, residents talked about population density and neighbourhoods not wanting to lose their commu-
����� ������� ������’� ���� nity character. ◗ In North Toronto, the discussion centered around small business owners who fear losing their customers during any extended construction period. ◗ At Mount Dennis Public Library in York, discussion revolved around making the best use of the opportunity of having an end station as a community hub. Every meeting featured folks concerned about cost, timetables for completion and the confusion of who is making the key decisions on the community’s behalf. Despite all the communications efforts the City of Toronto, Metrolinx, and interested transit advocates like the Toronto Region Board of Trade, Civic Action and very local entities, there were many fundamental questions citizens still have about

To the editor: Red tape hurts everyone. It is more than an annoyance or an irritation. It is a significant roadblock preventing people from getting the good service they deserve from large institutions. And when it occurs in government, it’s a waste of taxpayer dollars. Red tape can be particularly painful when it happens in municipal government, which does everything from business licenses and social assistance to building permits and zoning variances. Earlier, I announced an investigation to review the extent and causes of red tape. I already have indications there could be a problem, because more than half the complaints received by my office involve, in one way or another, red tape. Consider the difficulties that owners of small businesses face. Did you know you can’t apply for a business
license online? You have to apply in person, at one specific office in the Toronto’s east end. And you may have to close your small business to take the time to do this. Then you have to return and queue again with your criminal background check. Why is it even necessary in some instances to have a criminal check? Or how about the resident of Toronto Community Housing who needs to move to a different unit? The forms are so complicated that staff tell tenants to get help from legal clinics and not fill them out themselves. This is more than just a nuisance or frustration. It’s a barrier to fair treatment that residents deserve from their city government. Just to be clear, I am not talking about getting rid of the rules and procedures that are the backbone of good government.
What I am talking about is eliminating needless duplication and overly complex procedures, as well as the rules and regulations that provide no benefit to the public. It frustrates residents who can get lost in a thicket of rules, it hinders staff’s ability to do their jobs, and it’s a waste of taxpayer dollars. Since this issue of red tape appears to be bigger than any one complaint or any one part of the city government, I am taking a different approach with this investigation. I am asking residents to tell us their stories of dealing with red tape at ombudstoronto.ca. As always, their communications will be treated confidentially.

atching A Christmas Story is an annual tradition for many at this time of year. The 1983 movie is filled with memorable moments and classic characters that people enjoy watching time and time again. Scarborough Players latest production is the stage adaptation of this holiday favourite that if presented as fantastically as they have done it, will become a seasonal classic alongside others such as A Christmas Carol. Written by Philip Grecian, this play is close enough to the original that if you’re a fan of the movie you’ll enjoy this show. If you haven’t seen it already, it may become your new annual tradition to watch it. Set in a small town, Hohman, Indiana, this heart-warming comedy is narrated by Ralph Parker (Will van der Zyl), who’s reflecting on a Christmas when he was nine-year-old Ralphie (Jonah Rava). That Christmas, his only wish was to get a Red Rider 200-shot Carbine Action Range Model Air Rifle, and shows his plan to convince his parents, Mother and The Old Man (Felicity Adams-Hannigan, Chip Thompson) why they
should buy it for him. This includes an elaborate in-house marketing plan where Ralphie and his best friends Flick (Tommy Zhou), Schwartz (Pragith Chenthuran) and Johnny (Armaan Raina), collect all the flyers for the Red Rider and “mail” them to his house, and hilarious fantasy scenarios where Ralphie “saves the day” with his Red Rider BB gun. Ralph also talks about his younger brother Randy (Fraser Schaffer), who always has to “wee-wee,” and his parents and their unique traits, particularly, The Old Man’s obsession with winning contests and yelling made up swearwords, and Mother’s supportive and patient nature. For those fans of the movie, you’ll see classic scenes such as Flick’s tongue meeting a frozen pole, the leg lamp, which The Old Man wins (finally) in a contest, and all the characters you know and love. We also see everyday scenarios such as being hassled by the neighbourhood bully, Scut (Stephen Vani), at school with Miss Shields (Heather Hurst) and classmates Helen, Lucy and Izzy (Julia Lalonde, Emma Thornton-Ockrant, Aly Van Wyck-Smart), and childhood crushes, namely Esther Jane’s (Elizabeth Goldmane) crush on Ralphie.
The children are adorable to say the least, but more than that their professionalism and performances are mature for their ages. Rava is amazing as Ralphie, and gives a believable and endearing performance as the beloved character. Thompson is a talented and entertaining performer, and is responsible for many of the laughs as Ralphie’s Old Man, and Adams-Hannigan plays Mother in a way that makes us all wish we had that type of mom. The way the show is narrated, done amazingly well by van der Zyl, makes the play’s pace seamless. The set and props, lights and sound, create an atmosphere that makes you feel as if you are truly in the mind of Ralphie, and a guest in the Parker family home. This show truly is one for kids and adults of all ages. Every family has a story and you may find yourself thinking about your own past and families, and a simpler time when all you wanted in life was a BB gun. Brimorton residents may get relief from complaining neighbour DAVID NICKLE dnickle@insidetoronto.com Toronto’s licensing and standards committee will be looking at ways to give homeowners in the Brimorton Drive and McCowan Road area a break on fees for appealing property standards violation notices that are believed to all be the result of the complaints of one neighbour. The committee voted
Monday to ask staff to find a way to let those residents avoid the $300 fee for appealing a complaint, at the urging of local councillor Glenn De Baeremaeker. As reported in The Scarborough Mirror last summer, the neighbourhood has been beset by one neighbour who has been making complaints on violations such as hedges too close to the sidewalk or fences higher
than the bylaws allow. When The Mirror reported on it in July, the city had logged about 60 complaints. Now, said De Baeremaeker, it’s up to 97. He said the complaints amounted to harassment. “We do have this very small number of complainants – one per cent – where you do get the neighbour from hell calling people, harassing people, and they’re just

WHO’S WHO?
CROSSTOWN our continuing look at the Eglinton LRT
Underneath Eglinton Avenue work is progressing on the city’s first major transit expansion in decades. The Eglinton Crosstown light rail transit (LRT) proj-
ect is expected by 2020 to transform 19-kilometres of Eglinton Avenue from Black Creek Drive in the west to Kennedy Road in the east into a major artery for transit.
The line will be served by a three-car, Bombardiermanufactured light rail vehicle (LRV). The Crosstown promises reduced traffic congestion and re-imagined road space

down of the major players responsible for bringing about the Eglinton Crosstown LRT: who’s responsible for what, and who residents can turn to with their questions:

◗ The cost to build the Crosstown is $4.9 billion, as part of a $8.2 billion city-wide light rail network. Metrolinx is the provincial transit planning agency responsible for design, construction and maintenance. Metrolinx is the owner of the Crosstown. The Toronto Transit Commission (TTC) will operate service on the line. It has yet to be decided who will pay the operating costs once the line is running. An agreement between Metrolinx and the TTC has to be reached by 2018 on operating costs. ◗ Budget includes 54-acre maintenance and vehicle storage facility in Mount Dennis and the order of 76 three-car LRVs to be delivered by Bombardier before 2020.
◗ Through the alternative financing and procurement (AFP)
◗ A recent “master” agreement between the city, TTC and Metrolinx ensures the transit commission will operate the Crosstown for an initial period of 10 years starting in 2020.
◗ The underground stops will be designed by private sector
firms that have bid on the process. The design contracts are still being tendered.
◗ TTC will co-ordinate the running of the service and will have final say on vehicle movement and suspension of service due to emergency or other reasons
WHO DETERMINES THE FARES?

WHO’S RESPONSIBLE FOR REDEVELOPMENT PLANS ALONG THE ROUTE?
Metrolinx and the TTC together will decide the fare, subject to approval by the provincial government. Fare amounts, revenue sharing arrangements and the level of operating subsidy needed from the province to run the LRT are to be decided at least two years before the start of service.
◗ Fares will be collected by the TTC through the Presto
smartcard. Presto ‘tap in’ portals are to be located on LRVs and at station and street-level stops.
WHO DECIDES THE ROUTE, UNDERGROUND AND AT STREET-LEVEL? ◗ Metrolinx. The 25 stations and stops were approved as
part of a 2010 provincial Environmental Assessment (EA), which includes 12 new underground stations between Keele Street and Laird Avenue. The remaining stops are located in a median lane at street-level on Eglinton. The stop at Kennedy Station will be located within the existing property.
◗ While the number of stations
could still change it would require an amendment of the 2010 EA. While Metrolinx has in the past proposed removing some stations from the Crosstown map, it now says there are no plans to alter the existing route alignment due to construction timeconstraints.

◗ There are 25 stops along the route. The 13 above-ground stops are basically like streetcar stops, but longer and with a covered portion.
Metrolinx, in consultation with the City of Toronto, will establish traffic rules for the portion of the line running above ground. If there are major disagreements between Metrolinx and the city, they will go to a Dispute Review Board. The three-member board will be selected from a list of qualified experts.
WHO’S BUILDING? Metrolinx. The provincial transit planning agency has been tasked by the province to oversee design, construction and maintenance of the Crosstown (www.thecrosstown.ca)
◗ The province owns all Crosstown infrastructure but relies
on private sector companies chosen by Metrolinx through the AFP process to complete the construction.
◗ Metrolinx must also acquire all necessary real estate required for LRT station construction by 2015. ◗ During construction Metrolinx is also responsible for
seeing to necessary relocations or renovations of cityowned utilities such as hydro water mains in the event of conflicts with construction; removing materials left over from the cancelled Eglinton subway project; public relations; issuing regular construction updates; organizing community consultations; promotional materials and staffing a community office. Metrolinx must also replace any trees removed.
◗ Metrolinx must also consult with local elected officials as well as city and TTC staff to resolve construction-related disputes.
◗ Under the agreement, TTC will
operate the LRVs, handle security and staff all 12 underground Crosstown stations.

◗ The city’s planning department has launched a planning study called Eglinton Connects examining how to best redevelop the avenue to improve streetscaping, employment and commercial opportunities, and create more greenspace once the Crosstown starts running.
WHO IS RESPONSIBLE FOR MAINTENANCE FOLLOWING THE COMPLETION OF CONSTRUCTION? Metrolinx is responsible for future maintenance of all LRT infrastructure including LRVs, tunnel sections, tracks, signalling and communication systems. Metrolinx is also responsible for repairing, replacing or relocating city infrastructure such as watermains, storm and sanitary sewers if required.
What do residents want? At a series of public meetings organized by Metroland Media Toronto on how the Crosstown will benefit local communities, residents in York, Midtown and Scarborough expressed the desire for more local employment, public spaces and creating an attractive streetscape among other concerns. The unwelcome plants are an invasive subspecies
of phragmites that have taken over patches of three Scarborough wetlands, including the Rouge Marsh near the Rouge River’s mouth at Lake Ontario. “A straight, tall reed-like plant with a feathery top to it,” the phragmites grow into dense stands and will outcompete cattails and other native plants, reducing the valley’s species diver-

group last month agreed “this is a great decision.” Better positioned A larger hospital will be better positioned to cut bureaucracy, attract more patients, and get the province to solve the problems posed by its aging facilities, said Mattam, a corporate consultant.
“I think it’s a great thing for both hospitals.” The boards approved a merger in principle and will need to confirm the decision early next year before presenting their proposal to the Central East Local Health Integration Network on Feb. 26.

SEAN DURACK active@insidetoronto.com Realistically, Scarborough’s Eileen Lam and Michelle Daniels, both members of the women’s national floorball team currently competing in the World Floorball Championships in Czech Republic, aren’t expecting miracles this week. The squad is expecting, however, to improve on its world ranking of 19 at the championships which are taking place until this Sunday. It’s a goal Lam believes is reachable. “We’re hoping this year to help put Canada on the map for floorball,” she said. “It would be asking a lot to medal considering how strong some of the teams are, but if we can improve our ranking it would put us in a better position for next year,” adds the 28-year-old West Hill Collegiate graduate, pointing out “the sport is huge in Europe”, particularly in Scandinavian countries. In North America, on the
other hand, the sport is still in its infancy although that might change after 2020 when floorball will be on demonstration at the Tokyo Summer Olympic Games. “After 2020 I think it will be more at the forefront,” said Lam, a multisport athlete and left winger for the team. Daniels, a Birchmount Collegiate grad who just recently relocated to Saskatchewan for work, patrols the blueline. Until 2020 it may be tough for the national program to locate funding to facilitate attending such high profile events as the world’s and continental championships, making it that much tougher to compete on the world stage. “Yeah, right now it’s pretty much all on the athletes. We pretty much pay out of pocket,” Daniels said, with the exception of a small fundraiser the team organized recently. It was by pure coincidence that Lam would start playing the relatively new sport,
which is comparable to some extent to ball hockey or floor hockey. “I learned about it when I was in teachers college and it was introduced then as an alternative to contact sports – a new, safe noncontact sport,” Lam said. She received an internship to teach the sport and figured “If I am going to be teaching it, I better start playing it.” It wasn’t long before Lam was hooked. “Then, five years ago I joined a league and tried out for the national team. That’s when I got very involved in it,” she said, adding she coached floorball at Dr. Norman Bethune Collegiate in Scarborough last year. In describing the sport that began in Sweden in the 1970s, Lam said: “(It’s) a fast-paced hybrid of hockey, soccer and lacrosse. The main difference is that floorball is non-contact, and uses a whiffle ball, forming a game that emphasizes speed and finesse.”

Holiday menu planning for first-time hosts Novice holiday hosts often have a lot on their plates. Whether hosting family or friends or a combination of both, first-time hosts typically want to impress their guests while ensuring they get enough to eat and have an enjoyable evening. Since dinner is such a big part of holiday gatherings, hosts often place extra emphasis on what to serve, and that can be tricky when this is the first time they are hosting. When planning the menu for your holiday soiree, consider the following tips.
GET A HEAD COUNT Though other factors will influence what to serve, the size of your guest list may ultimately dictate what to serve. For example, a small gathering of four to five people will likely rule out turkey, as even a small turkey will prove too much effort and produce too much extra food. On the same note, a small dish like lasagna might not be doable for a larger crowd, as it will force you to prepare multiple entrees, which means more time in the kitchen juggling the various cooking duties and less time with your guests.
Once you have confirmed just how many guests you will be hosting, you can then choose a main course that suits the size of your guest list.
DECIDE ON A THEME The type of party you want to host also will influence what you serve. A formal gathering should include an appetizer, a main course and a dessert, including both caffeinated and decaffeinated coffees. A less formal gathering gives hosts more leeway. For example, whereas a formal gathering may include soup as an appetizer, hosting a less formal gathering allows hosts to put out some snacks or bread for guests to whet their appetites before everyone sits down for the meal. The more formal the gathering, the more formal the menu. Hosts of less formal gatherings may even want to host a holiday pot luck buffet, inviting guests to bring a favorite dish or side dish while the hosts take care of the main course.
ASK ABOUT DIETARY RESTRICTIONS Upon being invited to a holiday dinner, some invitees may let hosts know
if they have any food allergies or medical conditions that restrict which foods they can eat. Solicit such information from all of your guests, and do your best to cater to each of your guests' needs. Some guests might be on a glutenfree diet while others may need to limit their sodium intake. You might not be able to meet everyone's demands. Let guests know if they should bring an appropriate snack if you cannot provide one for them.
INCLUDE TRADITIONAL HOLIDAY FARE People have grown to expect certain things from holiday meals, be it sweet potatoes on Thanksgiving, brisket for Chanukah or holiday cookies or even eggnog at Christmas parties. When planning the menu, be sure to include at least one of these traditional items, even asking guests for suggestions. Such fare will give the party a genuine holiday feel, and guests will appreciate seeing some items on your dinner table they have enjoyed at their own holiday celebrations over the years.

Rob Ford: beyond the absurd From the ridiculous, to the absurd – and past that, to the slanderous, paranoiac and delusional. That is the route of discourse, coming from the office and family of the titular mayor of Toronto these days. On Monday, Vision TV aired an interview between Lord Conrad Black and Mayor Rob Ford astonishing in its scope. In the interview, Ford alleged Toronto Police Chief Bill Blair had used Ford’s friend Sandro Lisi as a “prop” to get at him in the course of the police investigation into Ford’s alleged crack use – because, Ford said, the chief was cross at having been asked to curtail his budget. He made really unconscionable allegations about Star reporter Daniel Dale – allegations that were dismissed by the police when they were first made – about his 2012 visit to public land behind the mayor’s house. Without going into detail for fear of repeating them,
david nickle the city one can only characterize the allegations as a vicious slander that Deputy Mayor Norm Kelly wasted no time in calling “beyond the pale.” The previous Friday – as the Black-Ford interview was taking place – the mayor’s de-facto deputy, city councillor and brother Doug Ford, let loose his own litany of fabrications and contradictions. In a 10-minute encounter with reporters, the city councillor suggested the generally Ford-critical media was practicing journalism in the manner of the Soviet state-supported (and generally state-supporting) Pravda. Outdoing his little brother on the police-baiting front, he suggested that Blair, the judiciary and the media were all conspiring to release police documents in such a way as to slowly
destroy the mayor and drive him from office. The media, he was sure, was murderous enough that they would be happy to drag Rob to the square, and hang him by the neck, if we were only provided a suitable length of rope. It’s hard to know how to respond to all of this. Lord Black exhibited his characteristic nerves of steel, chuckling supportively as the mayor burbled on with a list of dubious assurances, and unsupported assertions. Clearly, his time in prison has made stronger stuff of him than we in the city hall press gallery, faced with the wrath of Doug. The best that we could manage was to ask questions, challenge obvious falsehoods, and attempt to clarify outrageous-sounding conspiracy theories. And for all that, the Fordian discourse barely wobbled.

Metrolinx’s CEO defended GO Transit’s performance during a series of lengthy train delays last week. Bruce McCuaig said none of the disruptions on Dec. 4 were caused by the transit agency, all of which took place during the

The task force examining future transit funding options is set to make its findings public this week. Recent media reports suggest a higher gas levy may be one of the

Parking rules on Birchmount to be tightened

Parking rules are being tightened outside Scarborough Ho s p i t a l’s Bi rc h m o u n t campus to keep all four lanes of Birchmount Road clear. Both sides of the stretch of Birchmount north of Silver Spring Boulevard and L’Amoreaux Drive were already “no parking” zones.
Mike Del Grande, the local city councillor, heard “a concern,” however, that motorists, some using accessible parking permits, were parking on Birchmount anyway. City transportation staff, Toronto police and the councillor recommended enacting “no standing” zones
on Birchmount from Silver Spring and L’Amoreaux to McNicoll Avenue. That will prohibit vehicles from stopping except while actually picking up or dropping off passengers. The changes were recently approved by Scarborough Community Council.
