Local MP part of Mandela delegation MIKE ADLER madler@insidetoronto.com As Nelson Mandela’s body lay in state in Pretoria last Wednesday, world leaders lined up to pay respects to the former South African president. Scarborough MP Roxanne James was with the Canadian delegation - which included Prime Minister Stephen Harper, four former prime ministers, two former governors general, provincial premiers and Opposition Leader Tom Mulcair - as it moved in one group toward the guarded casket. “You bow your head, you pause. It’s very hard to describe,” the Scarborough Centre MP recalled in an interview Tuesday after returning to Canada. “I honestly didn’t know how I’d feel, but it was very overwhelming.”

On the previous day, James was at a stadium memorial service for Mandela in the township of Soweto, Johannesburg, witnessing thousands of South Africans dancing and singing for the anti-apartheid leader in the cold and rain. Back home, James said the entire journey was an experience she does not think she will equal in her lifetime. Told she could join a handful of MPs in the delegation, James, the parliamentary secretary to Canada’s public safety minister, was “beside myself” to have the honour of going. Once in South Africa, the Conservative MP felt she could understand more about what the struggle against the racist apartheid system must have been like. “You know what went on, but up close it hits you a little

bit differently.” In diverse Scarborough, there are residents who know what it’s like to struggle against inequality, and for many, their struggle was the reason they came to Canada, James added. Mandela, who died on Dec. 5 at age 95, was for decades the imprisoned leader of a banned African National Congress party, before he was released to become South Africa’s first democratic president. “He changed the country,” said James. “People all around the world can relate to what he did, what he achieved.” The delegation did not stay for Mandela’s burial Sunday in South Africa’s Eastern Cape Province, but Harper during the trip announced a pair of new scholarships because, he said, Mandela had believed

education, “more than anything else, improved the chances of leading a better life.” The African Leaders of Tomorrow Scholarships Fund will help African public sector professionals study in Canada for one to two years,

Ice dancer Piper Gilles is one step closer to the 2014 Olympics after becoming a Canadian citizen at a ceremony in Scarborough Tuesday. “It’s just a very happy moment now,” she said just before the citizenship ceremony in Scarborough. “It’s cool to call me actually Canadian now.” Gilles, 21, skates with partner Paul Poirier, who resides in Unionville. They train with the Scarboro Figure Skating Club at the Centennial Recreation Centre on Ellesmere Road. Being a Canadian citizen allows Gilles to be eligible to represent Canada at the

2014 Olympic Winter Games in Sochi, Russia. “It would be really cool to compete at the Olympics. I mean he (Poirier) has already done it before,” Gilles said. “It’s everyone’s dream to be able to get to that point...so hopefully we’ll be able to get there.” Gilles was born in Illinois and lived in Colorado. However, she has deep roots in Canada: her mom, grandmother and great grandmother are all Canadian citizens. “I somehow found my way back. The roots kept calling me back,” Gilles said. Gilles moved to North York two-and-a-half years ago to train with Poirier. They were silver medalists at the 2013 national skating

championships. “We knew obviously that the citizenship was going to be an obstacle and that it would be something that we would have to overcome,” Poirier said. “At the same time we knew in terms of skating it was the right match and those additional difficulties were worth it.” Gilles was among 99 people who took the oath of citizenship during the hourlong ceremony, which was attended by federal sports minister Bal Gosal. “It feels surreal. I feel like I need to keep pinching myself,” Gilles said of her new citizenship. “I feel very proud to be Canadian.”

Circular discussion about transit options doesn’t ease gridlock. Insecure funding doesn’t build transit. Poor transportation doesn’t help us realize economic stability, let alone economic potential. And every day without a bona fide master plan agreed to by funders, builders and users is another day to fall behind an eager and competitive global marketplace. For the decisions made or not made today affect us for years to come – and hurt us as traffic gets increasingly problematic. You can’t build what you can’t fund. And nobody seems willing to accept responsibility for funding regional transportation plans. We’ll repeat our great wish: Let’s see an ongoing and public meeting of representatives from all levels of government to meet and hash out a complete transit system and a complementary funding formula every level of government can live with. For this isn’t simply a Toronto problem. Canada does not succeed with a Golden Horseshoe weakened by transit woes. Ontario does not succeed when the manufacturing and population hub is staggered by lengthy commute and transport times. And Toronto does not reach full potential on a local or world stage if it develops a reputation as municipally dithering and indecisive in future planning.

Pay tribute to memories of Zivcic, Mandela with good works To the editor: As the world says farewell to Nelson Mandela, we must appreciate he overcame racism only to face ageism by those who will capitalize from his contributions with self-interest. Mandela’s message was simple: Listen, and then talk. I am sad upon hearing of the news of Mandela’s passing; this void must now be filled with compassion, not rhetoric. Competition, accountability are needed at school board To the editor: The recent revelation about the Toronto District School Board (TDSB) did not surprise me as we keep learning of overspending at TDSB. The problem of this board’s overspending of taxpayer money goes back to its formation. When all of Toronto’s school boards merged to form the TDSB, the Toronto Board of Education (Toronto Board) dominated the merger. The Toronto Board had a culture of entitlement and brought this same ideology to the merged TDSB. The TDSB is a white elephant that needs to be re-organized. TDSB spends little money and resources at the school level where it is needed most – directly for the education of our children. If the TDSB sends in an experienced forensic accountant and have them start from the top, they will find many high-paying upper manage-

ment that are creating red tape to justify their jobs. There are also large numbers of consultants working at TDSB that are not really needed. Trustees failing School trustees, who are supposed to be the guardians of taxpayers’ money, are not doing their job as we see from this latest over-spending revelation. If you ask any resident of this city who their area school trustee is, most would respond they don’t know, which is sad. Also, the TDSB must outline all major expenditures on their website. We must create direct competition for the TDSB. The province should encourage more private schools and allow charter schools, both of which have been successful.

We must also have a system of accountability. Parents should have the freedom to send their children to whatever school they prefer and should be given the appropriate education tax credit. If changes are made, the TDSB will change for the better, very quickly, as they will have to compete for the same students. Education suffers If we don’t take some drastic measures, our children’s education will suffer. We must provide the best education available to our children so they can have a better future and jobs. ‘Strong mayor’ experiment a failure To the editor: Re: ‘Reader questioning our democracy,’ Letters, Dec. 5. The letter writer has a strange notion of democracy when she asserts that, because the mayor is elected, he should be allowed to do whatever he wants. Real democracies don’t elect absolute dictators. Everyone is supposed to obey the rules. People are expected to behave responsibly whether they anticipate getting caught or not. Moreover, more people voted for the elected city councillors than voted for Mayor Rob Ford (415,482

votes total against 383,501 for Ford). And unlike Ford, city council was elected by the majority of the voters. More than 53 per cent of voters are represented by candidates they voted for while Ford only got 47 per cent of the vote. Unfortunately, neither council nor Ford really can claim to represent the people of this city. Most cities in the world use proportional systems to elect councils that give at least 80 per cent of the voters representation. If we adopted such a system, there would be no

doubt about the primacy of council. Under such a system, giving a mayor the extraordinary powers once granted to Ford would be seen as an affront to democracy. Back when Toronto was the “city that worked”, Metro Council appointed the chair. We should return to that system and have city council decide who chairs its meetings. The “strong mayor” experiment failed. Let’s admit it and move on. Gary Dale

The Scarborough Hospital’s Laboratory Services has scored high in standards set out by the Ontario Laboratory Accreditation (OLA). “We averaged 95 per cent across both campuses during our recent accreditation, up from 92 cent four years ago,” says Petra Sheldrake, patient care director, laboratory services. She adds, “We’re really put under the microscope.” OLA sent six assessors to review TSH’s Laboratory Services both at Birchmount and General campuses over a four-day period. Last year, Accreditation Canada sent five assessors for five days to review the entire hospital last year.

ntario’s decision to provide temporary health care to refugee claimants cut off by the federal government is being hailed by a Scarborough physician as well as the City of Toronto. Canada’s immigration ministry, which pays for the care of asylum seekers, changed its system last June, cutting off many claimants in the city. The province last week announced it is starting a temporary program to fill the gaps created by the federal government’s cuts and “will send them the bill” for it in 2014. Starting this program while telling the federal government it has shirked its responsibilities “is a bold step,” said Dr. Paul Caulford, director of Scarborough’s Community Volunteer Clinic for the Medically Uninsured. Other provinces have done the same, but Ontario has the most at stake,

with more than half the country’s current and backlogged refugee claimants living here, he said in an interview. Ontario Health Minister Deb Matthews “has come down clearly and firmly on the right side of this issue for Ontario,” added Caulford, a member of a group called Canadian Doctors for Refugee Care, which is trying to reverse the cuts in federal court. Refugee claimants finding themselves without coverage in Toronto turn to the few clinics, including Caulford’s, which will help them for free, or wind up in hospital emergency rooms facing bills for treatments many cannot pay. Ontario’s decision to cover their care, as of Jan. 1, was also praised by Toronto’s Medical Officer of Health, Dr. David McKeown. face health risks, barriers to access and in some cases poorer health outcomes and increased mortality risk than those born in Canada,” McKeown said in a release. The province is unable to say what the “bill” for its program may be until effects of the federal changes are better understood. Before these were made last year, some 30,700 claimants were living in Greater Toronto, said David Jensen, a spokesperson for the health ministry. The province is certain its temporary program will

mean fewer emergency room visits – advocates say claimants’ health conditions worsen into emergencies because they are not treated earlier – and less stress for health providers, many of whom, according to Caulford, found the new rules confusing. The federal government last year created a list of Designated Countries of Origin, nations it considers sufficiently democratic and unlikely to produce genuine refugees. Claimants from DCOs have seen their health coverage cut, but the province hasn’t been told how many claimants in Ontario are from DCOs. A spokesperson for Minister Chris Alexander said the government changed refugee health care coverage due to “Canadian taxpayers’ concerns on the issue” and added a poll shows most citizens still support its position. “Genuine refugees continue to receive comprehensive health care coverage that is on par with

what Canadians receive, but failed asylum claimants and asylum claimants from liberal, democratic countries no longer receive gold-plated health care benefits that are better than what Canadian taxpayers, including seniors, receive,” Alexis Pavlich added this week. “Our government has increased provincial transfer payments to provinces, and provincial jurisdiction in health care services allows each province to decide which services it will or will not provide.” Though Pavlich said the changes are expected to save about $100 million over five years, Caulford argued the Conservative government has only downloaded the costs to the provinces, and when their bills are presented the “savings” will evaporate. In bailing out the federal program, Ontario has actually made improvements to coverage: claimants in a sustained appeal process are still covered, whereas they generally were not before, Caulford said.

Ontario continues to enforce a three-month wait period before providing health coverage to newcomers to the province, a policy also criticized by advocates for new immigrants. But despite this, Caulford said, the new Ontario program covers children and pregnant women seeking refugee status as well as all claimants who need “urgent and essential” medical care, and lets physicians and other health providers decide what qualifies as “urgent.” A family physician, Caulford said Ontario’s decision will reduce the number of refugee claimants overwhelming his Markham Road clinic, but predicted it will remain busy treating patients uninsured in Ontario for other reasons. For them, Caulford is trying to establish a larger clinic called the Canadian Centre for Refugee and Immigrant Health Care.

Three Toronto high school students will be right at home participating in a preChristmas Canada Basketball women’s national assessment camp for under-18 players being held at Toronto’s Humber College Dec. 16 to 20.

A Canadian Federation of Independent Business Survey reveals a high percentage of small business owners are opposed to new taxes to fund transit. Additionally, 83 per cent of respondents said they don’t trust the provincial government to spend the money for the intended purpose.

The TTC’s top executive apologized to transit riders for a series of lengthy delays Monday morning. A statement from CEO Andy Byford was posted on the transit commission’s website in response to five separate incidents in the subway and at street-level which caused lengthy delays during the a.m. rush. “I fully understand the frustration multiple delays of this nature can cause, especially during morning rush hour. Getting information to you so you’re able to then make decisions about your travel is vital,” the statement from Byford reads. “Please accept my apologies for the poor service this morning.” The frustration for commuters began at the start

of rush hour when subway service at Lawrence station was halted for several hours after water from a burst city watermain near Yonge Street and Lawrence Avenue started to flood the platform. Streetcar derailed

Around the same time, an east-end streetcar derailed leaving the TTC’s Russell storage yard near Queen Street East and Greenwood Avenue, causing disruption to the 510 Spadina cars prevented from leaving the Russel yard. Then around 7:30 a.m. a streetcar at the intersection of Queen and Broadview Avenue broke down affecting both 501 Queen and 504 service and causing further delays to streetcars already delayed by the Russell derailment. The result was a 90-minute delay which left a long row of bunched up streetcars unable

to move. Only seven of 17 scheduled Spadina streetcars were able to provide peak-time service, according to TTC spokesperson Brad Ross. “Once those cars are on Queen heading west, there’s no other place where we can take them off and divert, there’s no other routes,” said Ross, the TTC’s head of communications. Further delays were at the intersection of Dundas and McCaul Streets, affecting 505 Dundas streetcars, as well as separate incidents at Kennedy and Donlands subway stations. This is the second official apology from the TTC for a major delay made by Byford in the last year. He has promised service improvements in 2014.

The TTC may expand the use of time-based transfers. At its December meeting set for this week, the transit commission’s board is expected to approve a motion from chair Karen Stintz for a review of the TTC’s current transfer policy, which allows riders to take unlimited trips within a two-hour window – but only along the 512 St. Clair West streetcar line. Time-based transfers were introduced in 2005 as part of a TTC pilot program. Independent research estimates the TTC would take a $15-million annual loss if the policy were expanded system-wide. She will replace Mitzie Hunter, who left to run successfully for the provincial Liberals in ScarboroughGuildwood during August’s byelection. Palvetzian also has ties to the current provincial government, most recently serving alongside CivicAction chair John Tory on a Ministry of Tourism revitalization plan for Ontario Place. She also held posts at the provincial Ministry of Government Services, the University of Toronto and the World Bank.

Power of arrest for transit officers TTC transit enforcement officers will have the power again to arrest unruly riders thanks to a new agreement with Toronto police. The Toronto Police Services Board and the transit commission reached a deal late last week to designate 40 officers, part of the TTC’s transit enforcement unit, as special constables. With the new status, the officers will be able to investigate incidents, conduct search and seizures and make arrests. The powers were removed by the board in 2011 following reports of special constables misusing their authority. The board agreed to return the powers after an application by the TTC in the fall. part of Metrolinx’s Big Move plan, said her group’s findings were fair since they balance the burden of paying equally on the private sector, transit riders, drivers and government alike. “Here’s the choice, we can all pay a little now or a whole lot later,” said Golden in her speech. The report calls for an initial three-cent-per-litre increase to the provincial gas tax, resulting in an average household increase of $80. That would be followed by additional percentage increases capping out at five or 10 per cent within eight years, upping the maximum increase to $260. (There are two options for the gas tax hike: Option 1 is to cap at 10 cents a litre, with a three-cent increase to start followed by percentage increases every year after; Option 2 caps the hike at five cents and makes up the difference by raising the HST by 0.5 per cent.) Golden said the cost was small compared to the loss created by traffic gridlock, estimated by the report to equate

After extensive research, Golden said the panel concluded gas taxes should be part of proposed measures to raise almost $2 billion annually in new transit funding beginning in 2015, noting even with a modest price hike, the rates will still be lesser or comparable to cities like Montreal and Vancouver. “We favour the gas and fuel taxes because they match usage, affect travel behaviour, are simple to administer, raise a lot of money, and haven’t been raised in more than 20 years,” said Golden. News of the transit panel’s formation in September combined with the ongoing Scarborough subway “fracas” resulted in a cynical attitude from the public and media alike with accusations made that the initiative was simply a stalling tactic for the minority government of Premier Kathleen Wynne to put off

making politically unpopular decisions on transit. “However, the panel was not cynical,” said Golden. “We were determined to figure out the best way to generate the needed funds to create the regional network so urgently needed in the GTHA. We were committed to coming up with a viable plan. And we believe we have done so.” Golden’s remarks were received warmly from the audience of business and transportation professionals eager to know more about the funding proposals. However, Martin Collier, the founder of Transport Futures, an industry-supported advocacy group that organizes events on transportation construction and funding, said raising the gas tax would not succeed in reducing congestion despite claims made to the contrary. “The gas tax is a very blunt instrument and it’s not going to reduce congestion,” said Collier.

Jennifer entered the online nation-wide competition on her grandmother’s behalf nearly two months ago and was chosen as one of seven finalists. 1,996 votes She finished the contest with 1,996 votes, more than 500 ahead of the runner up. “We got the call Friday night,” Jennifer said. “She (Rogers) had this big smile on her face. It was a very, very special moment to be able to share with her. It was incredible.” Rogers bought her first season tickets for 25 cents a piece from hockey great Red Horner in 1946. Her home is decorated in blue and white with Leafs memorabilia throughout. The contest winner receives $10,000. Because of her condition, Rogers can’t go to live games anymore; but she watches them while tucked in her Maple Leafs blanket.

Volunteers revive Guild Inn tree lighting tradition Volunteers are reviving an old holiday tradition in Scarborough’s Guildwood neighbourhood this Saturday. “A 40-foot blue spruce tree in front of the old Guild Inn will be lit with hundreds of Christmas lights for the first time in more than decade,” Friend of the Guild Inn and Gardens announced this week.

Residents formed the group this year to care for the former art colony and its extensive grounds, Guild Park, on Guildwood Parkway. They hope their first treelighting ceremony by the former Inn - with carol singing, hot chocolate and cider, and music from a Salvation Army band and local musicians from 6 to 7:30 p.m. - will become an annual event.

Zoo treats walk on Boxing Day While the Toronto Zoo will be closed Christmas Day, it re-opens on Dec. 26 from 9:30 am to 3:30 pm with its annual Boxing Day Christmas Treats Trek, where animals are fed special treats. The annual event is in its 38th year. Attendees will get to see the animals enjoy a number of holiday treats at their feeding times courtesy of the zoo

keepers. Attendees are asked to bring a non-perishable item for the food bank. Half price admission will be offered for everyone all day. Bridlewood hub moving closer to reality MIKE ADLER madler@insidetoronto.com A new YMCA and community hub in Agincourt’s Bridlewood area is moving towards a possible completion in 2016, close to 100 residents heard at a recent meeting. Though no firm decisions have been made, plans for the $29-million, 100,000-square-

foot complex on Bridletowne Circle include outpatient services of The Scarborough Hospital and space for perhaps a dozen community agencies. “What we have in mind is one of the nicest, finest community centres in the City of Toronto,” Deputy Mayor Norm Kelly, the neighbourhood’s city councillor, told an

audience at the L’Amoreaux Community Centre. Former Eaton school The city used $6 million from a reserve fund last year to conditionally buy 5.2 acres of the former Timothy Eaton Business and Technical Institute property, south of Lord Sydenham Court

and between Bridletowne and West Highland Creek. The United Way of Greater Toronto would contribute $2 million. Kelly thanked Lai Chu, a community leader in Agincourt, for convincing the hospital to lease a third of the building. Some of the negotiating took place in her backyard. “All I basically did was get the people together,” she said afterwards, pleased at the progress being made. “It’s becoming a reality. Two and a half years ago, it was only a concept.” Surplus land The 12 acres on Bridletowne declared surplus by Toronto’s public school board in 2010 wasn’t zoned for a community centre. Scarborough Community Council could approve a rezoning at a public meeting in February or March. A 390-unit townhouse

development is proposed for the property’s other seven acres, including the space where the old school building stands. Used by thousands People at the meeting heard the hub would get around 1,000 visitors a day, half of these going to the YMCA. The complex would generate fewer vehicle trips in the morning than the former high school, but more in the afternoon. They were told 200 surface parking spaces would be sufficient for those visits, and that congestion at nearby intersections should remain at “acceptable levels,” even after the Bridlewood Mall at Finch Avenue and Warden is expanded and a series of condominium towers and townhouses are built there. There were still concerns about the hub’s effect on traffic and parking, however.

Betty Thickett, who lives in an apartment building across from the former school, said she doesn’t think 200 spaces will be enough and the result could be “horrendous.” “When the school had a function, the whole street was lined on both sides,” despite the prohibition against parking on Bridletowne, she said. More consultation Ashby said the Finch Wa rd e n Re v i t a l i z a t i o n Study, meant to help guide neighbourhood development, identified the need for a community centre in Bridlewood. The city will conduct further consultation after a rezoning and will try to lessen any negative effects the hub could have on the surrounding area, he added.
