Hoskins released the report, which he received on Nov. 3, last Friday without commenting on its recommendations. Local MPPs say the minister needs time to consider them, but will respond in the new year. Ro u g e Va l l e y, w h i c h straddles Scarborough and Durham with a second campus in Ajax, says it opposes the recommendation that would split it up. Officials at TSH, however, praised the plan, saying a unified hospital system in Scarborough “will benefit the entire community.” This week, they urged Scarborough residents to be vocal in supporting the report. “You want to become powerful out of this,” Janet Dalicandro, the hospital’s chair, said Tuesday. “We’re going to be courageous about making the choices needed.” A proposed merger of RVHS and TSH failed in March 2014, partly because admin-

istrators, medical staff and community representatives at TSH concluded merging without a plan to deal with Scarborough’s aging and crowded hospital campuses would lead to mounting problems and cuts in service. T h e e x p e r t s , l e d by Sunnybrook Health Sciences Ce n t re C E O Dr. Ba r r y McLellan, met stakeholders in both regions over six months and said they heard the province – which had planned no major capital investment in either region over the next 10 years – must invest in Scarborough and Durham hospitals “to provide equitable access to care” for residents. The panel recommends completing master plans for hospital capital needs in both Durham and Scarborough within the next 12 months. It says the emergency

depar tment at what is now the TSH Birchmount site should be expanded, “taking into consideration the anticipated needs for patient care for the next 15 years,” Centenary’s emergency department renovated, and the TSH General’s diagnostic suites and its obsolete operating rooms – Ontario’s oldest – be updated following a Scarborough merger. The ministry should also invest in the new Bridletowne community hub in Agincourt, where TSH had proposed a satellite centre for chronic kidney disease and dialysis, the panel says. A statement attributed to Liberal MPPs in Scarborough and Durham said further details will be released in the new year, “allowing time for stakeholders and the community to properly review and provide feedback” on

Wong said she expects Hoskins to respond in “the early part of 2016,” but added before making decisions the minister must hear from everyone involved, including patients, hospital foundations, donors, businesses, and the public. The recommendations “will be just the beginning of the conversation,” added Wong, who said she’s still mulling over the report herself. Rouge Valley promised “a detailed, fact-based response” to the panel’s governance recommendations early in the new year. In an interview Tuesday, Fred Clifford, board chair, said the two campuses of RVHS (the product of an 1998 merger) are “mutually dependent on one another,” and splitting them up is a step backward for patient care. Residents on both sides of the Toronto-Durham border tend to move west for care, so if the RVHS campuses are divided, Clifford said, “suddenly the patient suffers, because there’s an artificial boundary that wasn’t there before.” RVHS directors looked at a merger with TSH “with great excitement, and still do,” said Clifford, arguing his hospital supports a “vast majority” of panel recommendations and just wants to “tweak” the one dividing Scarborough and Durham. “This panel report is simply information for the minister,” he added. Kingsley Kwok, chair of the Scarborough Health Coalition, noted Hoskins,

Ontario Health Minister Dr. Eric Hoskins recruited a panel of eight experts in April to help him plan the future of acute care hospitals in Scarborough and Durham. Last Friday, the panel’s report was made public. It tells the minister to: • Create a Scarborough Hospital Corporation by merging The Scarborough Hospital’s Birchmount and General campuses with the Rouge Valley Health System’s Centenary campus. • Create a Durham Hospital Corporation by merging the RVHS campus in Ajax with Lakeridge Health. • Complete a Master Plan for hospital needs in Scarborough and another for Durham within 12 months. • Expand the Birchmount emergency department, renovate the Centenary emergency department, renovate diagnostic suites and operating rooms at the General, and invest in a satellite for dialysis and chronic kidney disease at the Bridlewood community hub. • After the mergers, start siting and planning for one new comprehensive acute care hospital in Scarborough, and another in Durham, to open after at least 15 years. who released the report six weeks after receiving it, chose to do so “on the Friday before most people begin to take their winter holidays.” Kwok said he wasn’t surprised the panel called for the province to invest in new hospital facilities in Scarborough and Durham, but was surprised by the call for mergers. The coalition believes such mergers cost money rather than save it, he said. “We don’t want any loss of services out of this. We want services to be enhanced.”

Though all were re-elected in 2014, Scarborough’s Liberal MPPs have faced mounting frustration from constituents about the poor or crowded conditions at Scarborough hospital campuses and a lack of progress in getting large capital projects approved at TSH or RVHS. Wong this week sounded noncommittal on the panel recommendations, except to say the report contains “a lot of good ideas,” and that she is optimistic. “I see light at the end of the tunnel.”

oday is Christmas Eve and we’re hoping our readers are able to slow things down a bit and start enjoying some holiday time with family and friends. Though we’re sure there will still be lots of last-minute shoppers rushing around this afternoon and early evening getting the final perfect gifts, and we wish them luck, the holiday season is when residents would do well to step back from the hustle and bustle of their busy daily lives and find some time to focus on what’s really important to them. Spending time with loved ones, whether they be immediate family or not, is such a valuable thing; and for anyone with children, it is the best gift that can be given. Those who observe Christmas, either as a religious or secular celebration, and those who don’t, and everyone our view of all faiths or none can certainly use the fact that school is Give the gift closed and statutory holidays of time during are taking place to spread some cheer and just plain have some the holidays fun with those who are closest to them. For many, that will mean family gatherings over the next few days, while for others it’s the chance to hit the Boxing Day sales or spend an afternoon or evening at the movies. And there’s also no need to spend a lot of money to enjoy yourself with family and friends over the next few days. Lots of events, such as skating at one of the city’s many rinks, are free of charge and a great way to enjoy the season – though this year’s warm and wet weather is taking a bit of an edge off traditional winter activities such as tobogganing and skiing. The milder temperatures, though, open the door to other outdoor activities such as a walk through one of Toronto’s many parks, ravines or along the waterfront. Also, a visit to the zoo or a petting farm is always a fun family activity at this time of year. On Boxing Day, the Toronto Zoo hosts its annual Treats Walk for the animals. Tory succeeds in restoring professionalism to Toronto It’s unlikely that 2015 could have been anything other than what was at Toronto City Hall: a lengthy period of detoxification from the awful years leading up to it. At the beginning of the year that was, Mayor John Tory and Toronto council may have had a lot of very practical tasks ahead of them, but the one that mattered for most of us was maybe the simplest: to restore a sense of professionalism, consideration and, dare we say it, sobriety, to the business of municipal public life. Those of us whose job it was to report on this place heard it again and again, at parties where a year earlier conversation would shift around to questions about the fascinatingly terrible circus that was the Rob Ford administration. In 2015, all anyone wanted to hear was that the new mayor was as dull, wellmannered and moderate as he appeared on television. It was a low bar, and with

david nickle the city a few notable exceptions, Tory and Toronto council were able to meet and exceed it. There was some trouble at the Licensing and Standards Committee, where newcomer councillor Jim Karygiannis and veteran trouble-maker Giorgio Mammoliti raised a ruckus about the taxi industry. But generally, city hall business proceeded with shaky caution. There was a bit more trouble with the 2015 budget, when Tory learned that a good relationship with Premier Kathleen Wynne didn’t mean as much as he’d hoped, and city finance staff scrambled to balance the budget in the face of an unexpected download of social housing costs. But it all worked out, at least for now. There were few seri-

ous battles at council. The Gardiner Expressway’s future was one of those. The question of whether to tear it down in the east or build a new elevated highway was debated, and the mayor – who wanted that new highway – prevailed narrowly. After, he sat down with opponents to see what could be done to mollify them. It’s ended if not happily, then at least peaceably. There might have been more trouble had Tory decided to get behind a bid for the Olympics, in the wake of a stint at hosting the Pan Am Games. Previous mayors might have been tempted by the promise of Olympic gold, and we could tell Tory was thinking about it. But in the end, the steady hand prevailed and we let the bid go. There was enough sensible and mundane work to be done already, without that distracting excitement. There might’ve been some fun fighting over the

prospects of jets at Billy Bishop Airport, but that was shut down by the new federal government, who made it clear they had no interest in opening the tripartite agreement on the waterfront, and that a longsimmering debate about jets was now over. There were few tears shed at our posttraumatic City Hall. By the end of this so very peaceful year, everyone was relaxed enough that Tory could drop what otherwise would have been a bomb, and announce he was going to ask council to add a property tax levy for infrastructure. It landed with barely a muffled thud. Maybe we were all just too distracted, watching Donald Trump climb in the polls to the south of us – and understanding, maybe like nobody else, just how that sort of thing can turn out.

Raymond Moriyama, the visionary architect commissioned to build the Scarborough Civic Centre in 1969, recently returned to the building. He found its rotunda, the grand central interior space he said “was designed for happiness,” dark and lonely. The cafeteria was gone, and it was hard to know where to park. Moriyama, who had hoped the Scarborough Civic Centre would remain a gathering point for Scarborough residents, said last week, it could be that way again. “In the end, I think it’s the human activity that will make the place work,” he told a group of city staff and a pair of Scarborough councillors asking for his advice. He said what happens to the building still matters to people in Scarborough, and there’s no reason why a public function couldn’t happen there virtually every day. Before he turned 40, Moriyama said, he made his pitch to a committee of the old City of Scarborough and its former board of education. “I had a certain idea of what Scarborough could be. I talked about democracy at the municipal level in Canada, what I thought was required,” he recalled. “I felt that education and municipal politics should be coming together. The focus was on equality, inclusion of all people, because Scarborough, even at that time, had about 190 groups of people from different parts of the world.” Moriyama, a companion of the Order of Canada, said he designed the iconic white building, down to its furnishings, so it would foster “a sense of unity.” He said the Scarborough Civic Centre public library, which opened to acclaim this year as the 100th branch in the system, is in an “abominable” spot on Borough Drive, the product of “very selfish, small thinking.” Putting the library along the southern end of the Scarborough Civic Centre means that building is no longer “iconic” from that side, said Moriyama, who was accompanied by his son Ajon Moriyama, also an architect. “It immediately says to the community we don’t think too much about this place, so we’re going to put this library in front.” Parking spaces close to the building are for staff only, Moriyama added. “That says a huge amount to the public,” he said. “You did your best to make it difficult for the public to get in.” Moriyama – responsible for such Toronto landmarks as the Ontario Science Centre, the Toronto Reference Library, the Japanese Canadian Cultural Centre, and Albert Campbell and L’Amoreaux collegiates in Scarborough – was shocked to see the building and the adjcent square so dark. He remembered the former city showing movies, including Gone With The Wind, on the civic centre’s outer wall. “Atlanta burning on the building (in that film) was an incredible sight.”

Moriyama said he agreed to do a “legacy document” for the Canadian War Museum in Ottawa, which he also designed, not to prevent changes, but to record what’s important about the building and require more thought before change occurs. All notable Canadian buildings should have one. Otherwise, he argued, the “janitorial minds” who look after them won’t care. Russell Crooks, the city’s senior community planner for Scarborough, saw Moriyama’s point, noting 10 years ago the city replaced a civic centre front door handle Moriyama designed with a piece of wood painted black. It’s remained that way for a decade, said Crooks. “I think that’s appalling in a building of this kind.” Staff told the architect they struggle with the planning of new condominiums near the civic centre, not wanting to crowd or clash with his building. They offered to share plans for redeveloping the Civic Centre Precinct, including the square, which will be under study in 2016. A civic green taking shape next to library should be open next spring, with walking paths, benches, and granite boulders, said Glenn De Baeremaeker, Scarborough’s deputy mayor. Chin Lee, chairperson of Scarborough Community Council, told Moriyama he wants to revamp the building and its square so they can draw more people, and become the cultural hub he envisioned. Lee asked Moriyama, a jazz lover, if the under-used council chamber they sat in could be a performance stage, with desks that could slide away until needed. Moriyama agreed, mildly: “It should not be all that difficult.” A model (which once lit up) by the foot of the main stairs shows how enormous Moriyama’s original Scarborough Civic Centre vision was. Among other things, he and his partner Ted Teshima planned expansions for an art gallery, a performing arts centre, more low-rise offices, and a pedestrian bridge over Borough Drive to a day care.

Scores of bird species shelter in Scarborough’s Rouge Valley each winter, and organizers of the winter bird count in Rouge Park want them all recorded. The annual count, which returns on Sunday, Jan. 13 – whatever the weather – gathers valuable clues about the health of bird populations in Toronto. “The data is also sent to one of the largest online biodiversity databases called eBird, and contributes to a better understanding of bird distribution throughout North America,” Parks Canada and the Toronto Zoo said in a release. new centre in Scarborough is offeri n g G TA p a t i e n t s more access to hyperbaric therapy. Rouge Valley Hyperbaric Medical Centre is one of a few facilities in the province offering the therapy, which uses oxygen to treat a variety of health issues. It opened in July in a space previously occupied by the human resources department at Rouge Valley Centenary Hospital. “There is certainly a shortage of hyperbaric facilities in Toronto, and Ontario as a whole and even in Canada,” said Dr. Anton Marinov, the centre’s medical director. “As a result of the low availability, there has also been a lack of awareness both among the public and among health care providers about this treatment option.” During treatment, patients lie inside air-pressurized chambers and breathe pure, 100 per cent oxygen. “The pressure is increased two to three times the normal atmospheric pressure, and that delivers the high amount of oxygen that is vital for tissues to heal,” Marinov said. “The treatment works by

delivering a large amount of oxygen to the body. We administer up to 15 times as much oxygen as would naturally be found in air that we breathe.” It can help issues including stubborn and infected wounds, internal injuries from cancer radiation, and much more, by allowing the oxygen to permeate the whole body and reach areas with low or no circulation. “Hyperbaric oxygen is able to aid in the healing of

damaged tissue, and tissue which has low blood supply, such as in diabetic limbs,” Marinov said. “There are a large number of patients who could benefit from this treatment.” While the treatment has been around for a long time, it has been studied more lately. “We’ve seen, over the last 20 to 30 years, a lot more evidence coming out in scientific literature about its effectiveness, and that’s where it has

really started to grow, both in the United States and to a lesser extent Canada,” he said. “In addition to treating patients with these conditions and making this treatment available to the public and the community, a big part of our work is to educate the public and educate health care providers about the availability and about the benefits of this kind of treatment.” Hyperbaric therapy works by increasing the metabolism

and healing rate of tissues, while decreasing swelling, improving white blood cell function and promoting blood vessel growth. The modern, 5,000-squarefoot centre in the lower level of Centenary Hospital houses exam rooms and three individual hyperbaric chambers. It can treat 15 patients a day, and has room to grow. “We built the facility with future expansion and development in mind, recognizing this is a resource which is in short supply in Toronto at this time,” Marinov said. “We have space and plans for expanding to six chambers in the near future, and potentially we have space for further expansion if it is necessary.” While hyperbaric therapy can also be used to treat emergency situations such as carbon monoxide poisoning, the Rouge Valley centre currently only treats chronic conditions. Toronto Zoo hosts annual Boxing Day treats walk Have a special holiday hang out with the animals at the Toronto Zoo on Boxing Day. The zoo is open from 9:30 a.m. to 4:30 p.m. Saturday, Dec. 26. Admission prices are half off all day, with proceeds supporting the Endangered Species Reserve Fund. A sleeping suspect was arrested early Tuesday after a loaded revolver was found in a Scarborough hospital cafeteria. Police allege custodial staff at The Scarborough Hospital’s Birchmount site found a seemingly discarded bag hidden behind the garbage in the cafeteria around 3:30 a.m. “The cleaning lady moved the garbage to clean the floor and found what she thought was garbage that missed the garbage,” said Det. Sgt. Gerry Heaney of 42 Division. “It was substantially heavier than what she thought it should be, so she opened it and that’s when she found the gun inside.” The woman reported her find to security, who

Police seized the loaded .38-calibre revolver and reviewed security camera footage, which showed a man placing the bag down and then falling asleep. “We view the video and who ends up being the person that leaves it there? Gerry Heaney said. “They’re going for jewelry as well as small electronics like cellphones, iPads, any kind of tablet devices, things that they can unload quickly and carry in their knapsack or duffle bag, and usually they’re taking the homeowners’ duffle bags or knapsacks.” Police have identified a suspect but believe there may be more culprits. Diaries offer glimpses of local Christmas celebrations in the past

ver wonder what Christmas was like back in 19th Century, Scarborough? It was much different than today’s version of the holidays and the commercialism surrounding them. Old family diaries in the Scarborough Archives show a little of what it was like. Francis Milne, who lived in Hillside, Scarborough, mentions “filling the stockings” Dec. 24th. 1868. There are no references to trimming a tree or the anticipated visit from Santa. Killing and roasting the goose were often mentioned in entries a day of two before the end of the year, Dec. 31st. but no early references to Christmas dinner. In was Milne’s Scottish tradition that Christmas was not celebrated as a festival and that Hogmanay was the more traditional celebration. Milne’s home still stands overlooking the Rouge valley in Scarborough. William Clark of Agincourt spent Christmas Eve, 1883 “auditing school accounts” and “fixing cattle” (whatever that meant). He also mentions going to the post office (which was located in the local general store) and in other years he mentions “going curling” or “cleaning harness” or “making roads in the bush”. The Scarborough Archives is now housed in the W.J. Morrish building and along

rick schofield looking back with the building, came W.J. Morrish’s diaries. He too made little mention of Christmas. In 1891 he was “shooting pigeons” and then cut up a pig and salted it for future use. In 1892 he wrote: “at home all day, weather cold and a little now”. He makes the same notes the following year although he mentions “raining afternoon”. In 1893, Morrish’s Christmas chores included “filing saws” all day. In 1894, Morrish went with his brother Jack and Robert Cowan “shooting rabbits”. As we neared the end of the 19th century, several diary entries show a bit more of the Christmas traditions. Walter Green, a 19 year old student, also kept a diary. On Christmas Day, 1899, he enjoyed the benefit of two Christmas meals. His diary entry reads: “Edith (his older sister) and I up to Uncle Willie’s for Xmas dinner. Spent a pleasant time. At Uncle Amos for 5 o’clock dinner. Enjoyable evening. Home late” Fred Cornell, who lived with his sister Tillie in Scarborough Village, wrote on Dec. 25th, 1904; “Very cold and snowing most of the day from the north-east. I was over to see how Geo. Hammond was in the afternoon and over the

Chester’s at night.” While not much different than other diarists who focused a great deal on the weather, what is interesting is that Fred wrote “Christmas Day” at the top of the page and underlined it, perhaps to indicate its importance to him. It also show his interest in visiting others on that day. The following year, 1905, Fred wrote: “ I walked to the P.O. in the morning and posted letters to cousins Annie and Sam Jackson. Mrs. Chester and Mrs. T. Jackson were in during the afternoon and evening. We were over to Chester’s at night.” This is a first indication I found that Christmas letters were sent to relatives and continues Fred and Tillie’s tradition of sharing Christmas with friends and neigbours. On Christmas Day, 1913, Fred also noted that “the Empringham girls called with some Xmas mail.” Turkey dinner was not mentioned in any of the diaries examined but Fred did mention in his Dec. 25th, 1907 entry that they had “leg of lamb and plum pudding for dinner.” While Fred and Tillie Cornell have long since passed away, the Christmas spirit at their home continues to this day. Their white frame house was moved to Thomson Park in 1962 and now serves as the Scarborough Museum.

2016 the final year of the Metropass Next year will mark the final full year the TTC will sell its monthly Metropasses as the transit commission prepares to switch its fare system to the Presto card. To commemorate this milestone, the TTC will sell special passes all through next year, each of which promises to be adorned with an iconic city image. What’s more, all 12 monthly passes can be combined to form one unified image. The Metropass debuted in 1980 and cost $26 for one month. Now it’s $141.50 – by far the most expensive travel pass of its kind in North America.

RAHUL GUPTA rgupta@insidetoronto.com The man Waterfront Toronto has selected to lead it into the next decade and beyond boasts both private and public sector experience culled from 30 years of planning and urban design work in a number of U.S. cities. Will Fleissig will assume his new posting as of January when he officially replaces longtime CEO John Campbell who is retiring. Fleissig - who was chosen from an international list of some 300 applicants for the job of overseeing the agency - said he was excited with the task of continuing the revitalization of Toronto’s historically neglected waterfront. “Ultimately what we’re doing is preparing a legacy to future generations of Torontonians,” said Fleissig during a press conference last week at the agency’s downtown headquarters. “This is not just about what happens in the next five or 10 years.” Waterfront Toronto was responsible for a number of recent public space improvements including the redevelopment of Queens Quay, Sugar Beach and Corktown Common. Its board includes representatives from all three levels of government and has faced heated criticism at times for delays and projects running over budget. Fleissig said he was looking forward to the challenge of working with the board’s disparate membership like his

predecessor Campbell on the common goal of waterfront redevelopment. “Obviously there are multiple agendas, but what we’ve seen with John’s leadership is the ability to bring people together around this visionary project,” he said. “While there may be quibbling…I don’t think anybody looks at Queens Quay today and says, ‘We should never have done that’.” Without going into specifics, he said one of his main goals as CEO is to push for better infrastructure for waterfront residents, including improved walkability, cycle connections and transit. Waterfront chair Mark Wilson said the board unanimously endorsed the appointment first in June and as part of its due-diligence had

TTC and GO offer holiday service for commuters w TTC Until Dec. 24, the TTC will run regular weekday service. Come Christmas Day, the schedule reverts to Sunday service, with the subway and Scarborough RT beginning operation at 9 a.m. On Boxing Day, a holiday schedule is in effect, which is identical to Sundays although the subway opens at 6 a.m. Regular service resumes Monday until Wednesday. On New Year’s Eve, all TTC

rides will be free from 7 p.m. to 7 a.m. New Year’s Day. The subway, the SRT and most bus and streetcar routes will stay open until almost 4 a.m. On Jan. 1, the subway and most non-overnight routes will start operation at 9 a.m. Visit www.ttc.ca w GO TRANSIT GO will operate earlier service on Christmas Eve, with trains on all seven lines leaving Union Station starting after noon. On Christmas Day,

He added the system would make the transit system far more user friendly, allowing passengers to move easily between TTC and GO systems. The move could come with a shift in pricing policies – already the TTC has proposed eliminating student and senior discounts and charging more for riders travelling during rush hours. The Presto system will be deployed on buses and Wheel-Trans vehicles throughout 2016, which would facilitate different payment schemes, including increased peak fares and a system in which riders could be charged based on how far they travel on the system, both of which have been discussed.

City hopes to avoid summer strike scenario DAVID NICKLE dnickle@insidetoronto.com Toronto has filed for a conciliator to speed up negotiations with CUPE Local 416, the union representing the city’s outside workers. “We’d like to move the negotiations along, we’d like to have a deal that’s both fair to the workers and fair to the taxpayers and this is just the next step in that process,” said Deputy Mayor Denzil Minnan-Wong, who also heads the city’s labour relations committee. “We believe a conciliator can play a role in reaching a fair and equitable deal.” The city’s application comes just over a week before the current collective agreement with outside workers is set to expire, and the two sides have been exchanging

offers since October. While most labour negotiations go on for several months before one side or another asks for the process to be escalated to a provincial conciliator, this is the second time that the City of Toronto has decided to make that call earlier in the process. In the last round of negotiations in 2012, Toronto did the same thing, to put pressure on negotiations and strategically avoid the possibility of a summer garbage strike. The move was effective then, as only library workers walked off the job and the city’s inside and outside workers settled without a strike. Minnan-Wong admitted the city wants to avoid a job action in the summer. “The worst thing that could happen for the city and the

taxpayer would be to have a stinky, smelly, unnecessary labour disruption in the summer,” he said. “We hope to get a deal before then.” In a news release, the city’s bargaining team noted that the city is facing challenges relating to transit and housing infrastructure, and that has strained the city’s financial capacity. As well, the team said the bargaining will “examine and assess how the city works and the necessary evolution of our collective bargaining agreements.” On the negotiating table for these talks will be the scheduling of work time, locations and “other terms and conditions that govern the ability to provide effective and efficient services to a growing population.”
