Toronto transportation meeting in Scarborough

A Toronto casino has become controversial, but Paul Godfrey wants people to trust him when he says it will be good for the city. After all, Godfrey reminded Agincourt residents at a meeting Wednesday night, he was chairman of the former Metropolitan Toronto government, a publisher, a media executive and president of the Toronto Blue Jays before Ontario Premier Dalton McGuinty asked him to run the Ontario Lottery and Gaming Corporation. And at this stage, “why would I want to do something to bring something awful to the city?” he asked at L’Amoreaux Collegiate. “I don’t want to make this the one black mark on my life,” Godfrey added. “I take pride in what I do.” Charged with carrying out a “modernization” plan to boost OLG’s $2 billion-a-year take for the provincial coffers by $1.3 billion, Godfrey said he thinks a decision on a downtown casino would be decided at Toronto Council “by probably one or two votes either way.” If councillors say yes, he said, the city gets $2-3 billion in investment, 6,000 construction jobs for three years and 12,000 “fairly well-paying” jobs after that. >>>CASINO, page 5

Students launch Black History Month events CYNTHIA REASON creason@insidetoronto.com The sound of student voices raised in soulful song echoed through the galleries of the Royal Ontario Museum (ROM) yesterday morning, as young museum enthusiasts joined the celebratory launch of this year’s Black History Month programming. The event, which drew nearly 100 elementary and high school singers and dancers from across the city, also served as a launch for a new Partners In Learning initiative between the ROM and the Toronto Catholic District School Board (TCDSB). That partnership, said ROM’s Director and CEO Janet Carding, will see 12,500 TCDSB students granted free access to the museum’s Black History Month educational programming during the month of February, signifying the ROM’s commitment to strengthening public access. “It’s about building community – a tangible example of our emphasis on audience-driven experiences that bring public sector organizations and the philanthropic community together to advance accessible, enjoyable learning opportunities that celebrate culture and enhance the quality of life for a broad range of visitors,” she said. To e n h a n c e t h e i r A f r i c a n Canadian Heritage Month curriculum, TCDSB students will be encouraged to visit the ROM’s

For 12-year-old Eliza Eduave – one of about 20 interpretive dancers from St. Maria Goretti Catholic School who performed at yesterday’s Black History Month launch – dancing in front of a crowd at the renowned ROM was “nerve-wracking” but meaningful. “We’ve been learning about how the slaves had shackles on their feet and they just wanted to be free, they wanted to be their own person and to think what they wanted to think, not what someone else wanted them to,” she said. “So, our dance was called Shackles, and it was about how no matter what brings you down, you can be in the toughest situation, but if you just believe in God and you pray a lot, then you can get through anything.” Also performing at the launch were April Rucinski and Loralin King from Loretto College School, and Britney Jones from Blessed Mother Teresa Catholic Secondary School.

Strollers are a problem on the TTC To the editor: Re: ‘Stintz surprised strollers have become an issue on TTC,’ insidetoronto.com It is obvious that TTC chair Karen Stintz has not ridden the TTC lately during rush hour where riders must perform an acrobatic act in order to balance around the convoy of giant strollers that are allowed to encompass the bus aisle. If we are not being sandwiched against other riders, we are struggling not to fall over a sleeping child.

Transportation meetings seek residents’ input F

It’s a question Toronto Talks Transportation is asking residents regarding the increasing traffic congestion the city is experiencing with large scale development that is leading all North American municipalities. With community consultation meetings taking place from Feb. 4 to 13 across Toronto, residents will have the chance to speak on the city’s transportation system and learn about future plans. It’s an important discussion to have now. Land-use planning today will have a great impact on future development. But our view more importantly, as Toronto Talks Transportation states, congestion has become a fact of life Meeting in Toronto, which is threatening our prosperity and quality of life. slated for “At the end of the day, how Scarborough we design our city has a profound impact on how we move about,” said Jennifer Keesmaat, Toronto’s chief planner. “I would like to suggest that transportation planning is not ancillary to our quality of life – it is central to it.” Residents of North York, Scarborough and Etobicoke should make note that Keesmaat sees great opportunity in redeveloping the avenues – stretches of road that have been earmarked in the city’s official plan for both transit and mid-rise development – as “very livable urban places.” Currently the largest level of residential development surrounds the downtown core, but Keesmaat noted many of those housing units are too small to raise a family in. Another important question to ask then is how do we attract and retain families to live and contribute to the city rather than force them to live in the 905 area code yet still commute to work in the city thereby creating even more congestion. Keesmaat called transportation “one of the most challenging issues of our time.” We encourage all residents to take part in the consultations and help generate ideas to make the city more liveable for years to come. The first consultation meeting is Monday, Feb. 4, at the York Civic Centre followed by a meeting Feb. 6 at the Scarborough Civic Centre. Cap on political terms would lead to a healthier democracy To the editor: Re: ‘Time to cap number of terms for politicians to hold office,’ Letters, Jan. 17. I agree with W.D. Adamson’s call for a time cap on a politician’s terms of office, but for a different reason. Basic to a healthy democracy is an informed and expe-

rienced citizenry. Entitlement Since holding political office is an integral part of educating members of a democracy, political office should be shared as much as is reasonably possible.

Given that politicians are prone to develop a sense of entitlement to their public office, they clearly need legislative help to make them see when it is time to give someone else a chance to serve and learn. Albert Pietersma

Stintz “never considered the use of strollers to be a problem” but on behalf of many a TTC patron who has had to squeeze by an oversized stroller; who has had their feet run over by the stroller tires; who are forced to stand when the stroller blocks an available seat; I can confirm – it is a problem. We are very excited to have a local park to let our dogs run and play, and I have met several new dogs/owners who learned about the park from the article. I do want to give credit where credit is due though. The creation of this dog park was driven by Councillor Michelle Berardinetti, and her office worked hard for two years to bring the park to fruition. Wednesday’s meeting was co-hosted by ScarboroughAgincourt Councillor Mike Del Grande, Soo Wong, the local MPP and Sam Sotiropoulos, the area’s public school trustee, who said he and some colleagues on Toronto’s district public board are interested in sharing the city’s casino revenue. Wong said her Liberal riding association asked last October for Godfrey to speak in Agincourt. Del Grande said he had been “back and forth” on the issue, but he wants to be swayed by rational arguments, not emotional ones. “I don’t think governments should earn income from gambling,” he said, but added money is already leaving the city through online gambling. Some in the audience were skeptical about OLG’s “modernization” plans and wondered why there couldn’t be a city-wide referendum on casinos.

Godfrey didn’t deny there would be some “cannibalization” – a 15 to 20 per cent loss at Casino Rama near Orillia and Fallsview in Niagara Falls if a downtown Toronto casino is built. The province will sell its existing casinos, which are in need of $1 billion in facelifts, then let the private sector rebuild them and simply “take a slice off the top,” he said. Godfrey said gambling’s not his cup of tea and he never tries it when he vacations in Las Vegas with his sons. Still, he said, “the opera’s not for everybody, yet we build opera halls.” He later said he thought an open letter by ex-Toronto mayors David Crombie, Art Eggleton and John Sewell warning city residents to “beware the sales pitch” on casinos contained errors. The three men argued gambling “preys on the poor” and cited U.S. studies suggesting casinos bring communities

If the city and operator can’t agree, he’ll try to mediate. Godfrey said he’d spend the money on infrastructure projects “you can point to afterwards,” such as fixing the Gardiner Expressway or building a downtown relief subway line. If council votes against the idea, “we’ll start talking to municipalities that ring Toronto,” said Godfrey, though a casino in Markham, Mississauga or Vaughan would be built for $1 billion, without convention facilities. Large operators want to be downtown for the same reason sports stadiums and major hotels do, he said. Godfrey acknowledged OLG’s casinos in Niagara Falls and Windsor are in decline. Bank of Canada signals rates are likely on hold until 2014 The Bank of Canada announced on January 23rd, 2013 that it is keeping its key policy interest rate at 1 per cent, where it has been held for more than two years. In providing guidance on where interest rates are heading, the Bank said interest rate hikes are “less imminent than previously anticipated.” The Bank acknowledged that Canadian economic growth slowed more abruptly in the second half of 2012 than it had previously anticipated. It also recognized a marked deceleration in the growth of household debt, moderation in the housing sector, and softer than expected inflation. The Bank now expects inflation to return to its 2 per cent target sometime in the second half of 2014. That represents a significant weakening in the Bank’s outlook for inflation; in October, the Bank expected inflation to return to target

by the end of 2013. Consumer Price Inflation rose by 0.8 per cent in November 2012.

“Economic growth is expected to remain modest but positive, consistent with low inflation and low interest rates.” The Bank said it still expects the Canadian economy to gain strength this year, but it lowered its forecast for economic growth to just 2 per cent in 2013. By contrast, its growth forecast for 2014 was raised to 2.7 per cent versus its previous forecast reading of 2.4 per cent contained in its previous Monetary Policy Report (MPR) published in October 2012.

The bottom line is that economic growth is expected to remain modest but positive, consistent with low inflation and low interest rates. At the same time, growth in household debt burdens, which the Bank has repeatedly flagged as a major risk in this low interest rate environment, is showing positive signs of topping out as housing market activity continues to stabilize at a more sustainable levels. Combined with extremely well anchored expectations for inflation, that means the Bank is in no hurry to raise interest rates anytime soon, with the first such move in that direction unlikely to be for at least another year. As of January 23rd, 2012, the advertised five-year lending rate stood at 5.24 per cent. It has been unchanged at this level since the beginning of June 2012. – CREA

The TTC will ask a third party to review a new offer to lease newsstand space in the subway system, chair Karen Stintz announced this week. The offer comes from International News following a controversial vote by the TTC board last week to approve an extension with current newsstand leaseholder Tobram Investments International Inc, which operates Gateway

Newstands, without considering any other bids. “I will be asking TTC staff to conduct a third-party review of the International News proposal against the Gateway proposal and to provide a briefing note to the Commissioners before the next meeting,” wrote Stintz in the letter to the board. In the letter, which was also posted on her personal website, Stintz writes she

will ask for feedback on the merits of the International News offer from “legal and real-estate experts” who will review the deal based on a variety of parameters. Stintz writes in the letter she still supports the lease extension with Gateway, but feels “strongly” a third party should review the new offer because staff advice on the leasing issue has been “inconsistent”.

Computers provided for families SelectCore Ltd. pledges $250,000 to provide computers to low-income Toronto families The maker of Toronto’s City Services Benefit Card has pledged $250,000 to provide computers and Internet time for children of low-income families. SelectCore Ltd. CEO Keith McKenzie presented the donation for the kids@computers Scholarship Project Thursday to Scarborough Councillor

she loved the computer and Internet access the program has given her for a year. “I’m excited to be able to do all of my assignments at home now and do research on the Internet,” she said. The company’s donation, which Toronto council must confirm, is for a $20,000 lump sum and $230,000 in Internet service over three years. Transit funding feedback sought RAHUL GUPTA rgupta@insidetoronto.com In advance of upcoming public discussions the city has launched a special website allowing residents to determine how much they would be willing to pay to build future transit. Through the CongestedTO campaign, the city hopes to generate sufficient feedback from residents to pass along to Metrolinx – the provincial transit agency seeking feedback from municipalities in advance of its final funding recommendations, which will be presented to the sitting premier in June. Like a similar website for Metrolinx’s own funding consultations, www.feelingcongested.ca asks users to select a combination of taxes and fees

to determine how much the revenue gained from them will generate per year for transit expansion. For example, selecting a one per cent sales tax increase, a personal income tax increase of 0.5 per cent and a vehicle registration tax of $50 would reach the $2-billion threshold Metrolinx says is needed annually to complete its 25-year Big Move transportation plan. Business and civic leaders have said completing the plan is necessary to address worsening traffic congestion in the Greater Toronto and Hamilton Area (GTHA). Funding for some projects part of the Big Move was already allocated by the provincial government, including four new light rail transit lines for Toronto. But

the vast majority of the plan remains unfunded, including a proposed city subway line the TTC wants built to relieve overcrowding. To encourage participation, the city is giving away monthly TTC Metropasses, Green P parking passes, as well as AutoShare and Bixi bike share memberships. An initiative of chief city planner Jennifer Keesmaat, the campaign also includes four twice-a-day transit consultations starting Monday, Feb. 4 at the York Civic Centre. A second meeting next week is Wednesday at the Scarborough Civic Centre. Feedback from the consultation will be presented by Keesmaat to city council for approval in the spring, which will then be forwarded to Metrolinx.
