Municipal election candidate info session slated Scarborough residents who want to be elected a councillor, school trustee or - why be modest? - the next mayor of Toronto on Oct. 27 can learn the rules from the city’s

Local councillors set to host budget sessions MIKE ADLER madler@insidetoronto.com Toronto councillors are battling over tax increases of $13 a year as they prepare the 2014 city budget, when they should look instead at how much a growing city really needs to spend on services, people at a Scarborough forum were told recently. The $13 - about the price of two fast food meals – is what the difference between the 1.75 per cent property tax hike Mayor Rob Ford and Councillor Doug Ford support and the 2.25 per cent hike backed by other councillors would cost an average Toronto
household. “If you’re listening to the mayor or you’re listening to his brother, they think the only thing that matters is how low that number is,” said Sheila Block, economic analysis director at the city’s Wellesley Institute. Unions leaders and social advocates who came to Scarborough Civic Centre Jan. 9, said they want discussions on the budget to be about more than that. Last month’s ice storm is a wake-up call on how valuable city services are, and how after years of cuts it’s time to invest more in programs which can benefit the city’s children, youth and newcomers, said
Tim Maguire, president of the Canadian Union of Public Employees local for indoor municipal workers. Bob Kinnear, local president for Toronto’s transit workers, said the TTC is now “the least funded transit system in North America,” with riders paying 75 per cent of operating costs, though prior to 1996 the province paid 50 per cent. Maureen O’Reilly, local president for the city’s library workers, said there are 24 per cent fewer staff in Toronto libraries than they had 20 years ago, though those libraries are 44 per cent busier. Residents, however, were
told this year’s proposed city budget includes changes worth celebrating: councillors appear willing to expand nutrition programs to 26 more schools and cover their inflationary costs, to standardize hours for district libraries – which means some, such as Albert Campbell, will open for a few more each week – and to build 10 new drop-in centres for youth. The event, the first of several public meetings on the budget in Scarborough, produced few new ideas on how the budget should be changed before it’s passed by city council on Jan. 29 or 30.
But the forum hosted by Respect Scarborough was also a chance for residents who want more spending to prepare, in a municipal election year, to either confront councillors on their budget choices or run against them. Scarborough-Rouge River Councillor Chin Lee said he and his colleagues often make budgetary decisions for complex reasons. “I have to ask my residents, ‘What do you accept?’” he said at the meeting. Tonight, Scarborough Southwest Councillor Michelle Berardinetti has a budget town hall at Warden Hilltop Community Centre
on Mendelssohn Street from 6:30 to 8:30 p.m.; while Scarborough East Councillor Paul Ainslie hosts another from 7 to 9 p.m. at West Hill Collegiate on Morningside Avenue. On Jan. 21, Lee has a forum at Milliken Park Community Recreation Centre on McCowan Road from 7 to 9 p.m., while Warden Woods Community Centre on Firvalley Court hosts its own budget forum from 6 to 8 p.m. City staff will attend at least some of these meetings to answer questions.

What they want is the best form of transit, and that’s the light-rail line the province had agreed to fund and which city council until last July had supported, he said in an interview. “It provides more stops, it serves more people. It’ll be built faster,” Socknacki said. Soknacki, however, is reframing his proposed switch back to light rail as “Toronto’s largest-ever tax cut,” since it would save city residents $1 billion in property tax. The zoo said mom and baby are both doing well and are being monitored. Zoo staff haven’t been able to determine the gender of the newborn as it remains close to its mother. Ice storm debate a pathetic display by Toronto council

he ice storm that hit Toronto at the end of last month imposed severe hardship, physically, emotionally and financially, upon hundreds of thousands of residents. Which makes the behaviour of councillors and the mayor at the special meeting held last Friday and this Monday to approve a call to seek financial help from the provincial and federal governments to help cover ice storm costs so disappointing. There are many issues surrounding the storm’s impact, costs associated with it and how the city’s leadership dealt with the crisis. The meeting was held to deal with those important items, yet it turned into a forum for petty politics and blatant electioneering. We deserve better from our our view elected officials. And they need to know most voters can see through what they were up to at the meetWarning: ing, and it will only reflect badly on themselves. After unanimously Voters are approving Monday morning what watching was a no-brainer of a decision to ask for federal and provincial disaster relief funding to cover two-thirds of the estimated of $171-million cost to the city for the ice storm and the flooding in July, the silliness started. Councillor Karen Stintz, who has said she intends to run for mayor in this year’s election, said Mayor Rob Ford should have handed over authority to Deputy Mayor Norm Kelly during the ice storm instead of taking the limelight for himself. Ford fired back at her and then went on to take shots at Kelly, accusing him of not being a leader during the crisis. Kelly accurately said the meeting was “degenerating into an embarrassing melee.” To wrap it up, Councillor Doug Ford, Mayor Ford’s brother, called Councillor John Parker “pathetic.” That came about after Parker made a remark about Mayor Ford thanking city staff for their work during the ice storm. Pathetic is what we would call the entire meeting. The request for funding could have been quickly dealt with Friday. Of course it was going to be a unanimous vote. The only reason the meeting continued was because too many councillors were using it for selfish motives. With this being a municipal election year, voters in this city need to take a hard look at our representatives. The behaviour of many of them Monday and Friday should not have improved their re-election chances.

prefer summer weather forecasts over winter ones. In the summer they’re short and sweet. They tell us that the temperature is going to be such and such and that’s it. One number. Period. In the winter? No such luck. We get a long, confusing list with each temperature lower than the one before. What’s even more baffling is that the list always ends with the effect of wind chill on thermometer readings for some reason. Wind chill barely scratches the surface of what’s going on this time of year. If they’re going to lengthen the winter forecasts they should at least give us the complete picture. It should sound like this: The current temperature is -1. Downtown it’s -2. At the airport it’s -4.

garage and have to park your car on the street at night and you’re having one heckuva time trying to get it started this morning, it feels like it’s -27. If you can’t get it to turn over and you have to sit in it until the motor league arrives to boost your battery, it feels like it’s -29. If you’re not lucky enough to own a car and you have to slog your way through the snow and ice for 10 minutes to the nearest bus stop, it feels like it’s -32. If you’re standing on a subway platform at an outdoor station, it feels like it’s -34. If after the next subway arrives and you hear the driver deliver the bad news that everybody on it has to get off and nobody can get on because the train is going to be turned back, it feels like it’s -36. If you’re outside waiting for a streetcar it feels like it’s -41.
If the streetcar is running a little late, it feels like it’s -43. If the streetcar is running a lot late, it feels like it’s -45. If you get a message that the streetcars on your route are all out of service and there will be shuttle buses instead, it feels like it’s -47. If there’s no room on the first two shuttle buses and you have to wait even longer for your ride, it feels like it’s -49. And if you haven’t got your morning double double with you while any and/or all of stuff is going on? Brrrrr. I don’t even want to think about it. No way you can put a number on that. and white, especially within a family. This is because this show highlights the burden of an awful diagnosis, how it affects a family and how we face our own mortality. The actors in this show manage to portray an unfortunate situation with grace and laughter, in a way that’s both entertaining and honest. Set in a beautifully-constructed Muskoka cottage, complete with a wood stove, rustic feel and of course, Muskoka chairs, the show opens with brothers Owen
(Tommy Boston) and Lee (Alex Bortoluzzi) Melville arriving at the family cottage to have a boy’s weekend. While the outward goal is relaxing weekend of fishing and drinking beer, Lee actually has another goal in mind, namely to have a serious discussion about his terminal cancer diagnosis with Owen, who is ignoring the news. But Owen, who has mastered the role of selfish younger brother, has found yet another distraction to put off the serious
discussion when he invites sisters Mary (Julie Adams) and Loretta (Julie Jarrett) to visit, and they end up staying for an entire day. Ironically, the brothers have met their female equivalents in personalities, as Loretta is also the live for herself type of girl, while Mary, like Lee, has always been the responsible one. While Owen and Loretta have a blast, and provide most of the comedy in this show with their bubbly and endearing personalities, Mary and Lee bond over
their shared life choices, and she also gives Lee the chance to share his thoughts and fears with someone who will listen. Lee realizes while he doesn’t regret taking care of the family, he also regrets not being more selfish. However, what’s interesting is, as the show moves along, it becomes apparent that Owen’s selfish life is more a necessity than an innate trait, and in this situation he’s afraid to face the truth about his brother. It’s a true slice of life story
with a lot of revelations, laughs and honest conversations. The appeal of this show is how relatable it is. You may think of someone in your life when you watch it, or maybe you’ll reflect on your own life. Ford is in fighting form these days Anybody still thinking Rob Ford won’t be a formidable force in the 2014 mayor’s race need look no farther than this week’s special ice storm council meeting to disabuse themselves of the idea. Ford showed the world this week what a political pit-fighter can do in a forum where all his opponents still feel they ought to constrain themselves by civility. Ford properly entered Monday’s forum, the second day of the two-day meeting, after council had dispensed with the crucial non-question of whether the city should ask for provincial and federal aid to deal with the cost of the December ice storm. After a speech in which he praised city and Hydro staff and chided his colleagues for not doing so themselves, the fight was on. The marquee match came when TTC chair and mayoral hopeful Karen Stintz rose to take on Ford. Through a series of carefully laid-out prosecutorial questions, she attempted to establish that Ford’s decision not to declare
david nickle the city a state of emergency during the ice storm flowed from his unwillingness to surrender power to his deputy mayor Norm Kelly, and that doing so harmed the cleanup. She didn’t stand a chance. When Stintz tried to set things up and ask the mayor if he agreed the city would have been better served by having one mayor in charge, Ford shot back that he was in charge and did just fine – and went on to assert that Stintz herself had done nothing to help get the TTC up and running. By the time Stintz was able to counter that attack and push her core argument to the fore, she was reduced to trying to shout over the mayor, who wondered, “What are you so angry for?” If Stintz goes ahead and files her papers for the mayor’s race, that’s what she’ll be facing, debate after debate: a taunting, confident incumbent who

in spite of any evidence you might care to throw at him won’t back down. Stintz wasn’t the only one to buckle. When Councillor Joe Mihevc went after Ford’s voting record, Ford turned it around and went after Mihevc’s travel record. When Kelly tried to correct Ford’s mischaracterization of his own work ethic, Ford went on the attack. Scarborough-Rouge River Councillor Raymond Cho’s almost plaintive questioning of the mayor’s aggressive tactics was met with more mockery, as the mayor bobbed and weaved and laughed off attacks from all corners. In the end, it wasn’t so much that Ford left the room looking particularly good, as that he’d left everyone around him looking foolish and flustered. As this election year progresses, any candidate hoping to deny Ford a second term is going to have to find a way to fortify their inner calm.

he Chinese New Year will be brought in with three days of food and fun at Market Village shopping centre at Kennedy Road and Steeles Avenue. The CIBC Lion Dance Chinese New Year Celebrations takes place on the first three days of the Year of the Horse: Jan. 31 to Feb. 2. More than 50,000 people are expected to attend, making the festival the largest Chinese New Year celebration in the GTA. “Chinese New Year is the most significant celebration in our culture,” event organizer Henry Chiu said. “This is really the one occasion where families get together, share
laughter, share good wishes and really start the year off on a positive note.” Chiu released details of the three-day festival at an event Tuesday at the Chinese Cultural Centre in Scarborough. One of the highlights of the festival will be a lion dance competition, which will begin at 1:30 p.m. on Feb. 1. “Also we have the largest lion head in North America for people to take pictures with,” Chiu said. “Of course, we have cultural performances on stage throughout the entire time, activities for children, chances to win a silver Year of the Horse commemorative coin.” Visitors will receive lucky windmills and samples from event sponsors Canada Dry and
Kelloggs. Chiu suggested the festival offers an ideal way for the younger generation, especially the Canadian-born Chinese, to reconnect to their culture and traditions. Authentic celebration There are nearly 600,000 Chinese Canadians living in the GTA. “The community has been looking for an authentic Chinese New Year celebration that is uniquely traditional yet can provide new excitement with activities for the entire family,” Chiu said. But Chiu stressed the event is not just for the Chinese community. “Everybody is welcome to
join us.” The Year of the Horse in Chinese astrology is considered a fortunate year. “A horse is a very energetic animal, so it’s going to be a very energetic year coming up,” Chiu said. Famous people born in the Year of the Horse include Jackie Chan, Harrison Ford, Aretha Franklin, Paul McCartney, and Barbra Streisand. Admission to the three-day festival is free. Market Village is located at the northeast corner of Kennedy Road and Steeles Avenue in Markham.

Now, the TTC is planning to hold an online voting contest to endorse and promote a single app, which it will feature and recommend to its customers. Titans Tektonics U14 girls tops at volleyball tourney The Scarborough Titans Tektonics U14 girls volleyball team won the U15 OVA Challenge Cup held on Saturday, Jan. 11 in Peterborough. This was the first time this season the girls played in the older age tournament. They played against an older team in the club, Scarborough Titans Invasion, in the semifinal round and defeated them 25-21 and 25-21.
In the finals, the Tektonics played a Durham team and won two out of three sets – 25-19; 23-25 and 15-5. The Scarborough Titans Tektonics will be moving up to the championship division for their next U15 tournament. Their sister team, the Scarborough Titans Invasion team finished the tournament with a bronze medal and Scarborough Titans Nemesis finished fifth in the tourney.

The Funds Raised Are Used For:
For International Projects, we work with a Rotary Club in receiving country, to make sure the support is being used in the way it is intended. For example, we partner with a Rotary Club in Pittsburgh and a local Club in Haiti to provide water filters in Haiti. When a local Club is not available, we may partner with the Red Cross for disaster relief, or provide immediate aid through Shelter Box Canada. In Japan, Haiti, the Philippines, even Alberta, Shelter Boxes were the best way to bring immediate help to the homeless. Each Shelter Box contains supplies for a family, including an extra sturdy Tent, Water Filtration equipment, a Stove with cooking and eating utensils, a Tool Kit, waterproof Blankets and Ground Mats, Solar Powered Light Bulb, Children’s Activity Pack, warm Clothing or Mosquito Nets, according to the destination, etc. The Shelter Box staff travel to the affected area to distribute these supplies to the families most in need. Sketch of suspect in sex assault released Toronto police have released a sketch of a suspect wanted in connection with a sexual assault in the area of Victoria Park and Danforth avenues about 18 months ago. In late July or early August 2012, the female victim was walking in the area at about 9 p.m. when she was grabbed from behind by a suspect who dragged her to a nearby park, sexually assaulted her and threatened to kill her, police alleged. The suspect fled on foot following the incident. The suspect is described as black with a dark complexion, late 20s to early 30s, 5’8” to 5’9”, with big eyes, a muscular upper body, long goatee and shoulder length black dreads with blond tips, police said. He was wearing a black hoodie with the hood up and black shorts with blue stripes down the sides and dark flip flops. The suspect smelled of body odour and wine, police said.

Suspects sought after teenage girl assaulted Police are looking for two young men after a teenage girl was forced into a car and sexually assaulted in northeast Scarborough. Police said the victim was walking near Roscoe Road and Lionhead Trail (in the Meadowvale Road and Sheppard Avenue area) when a man forced her into a parked car shortly after 4 p.m. on Jan. 9. A second man, who was in the back seat, then sexually assaulted the teen while the first suspect sat in the driver’s seat. The victim managed to
get out of the car, which then fled. One suspect is 19 to 20 years old with short wavy hair and a dark black complexion and wore a black jacket, black shoes and dark jeans. He had a diamond in his right ear. The other suspect is 18 to 19 with short black hair and a light black complexion and wore a black sweater and dark jeans. The car is described as silver with tinted windows. Anyone with information on this incident is asked to call the sex crimes unit at 416-808-7474.

The military has said it is hiring dozens of health professionals to treat PTSD and last month released a statement by Chief of Defence Staff Gen. Tom Lawson, who said all military personnel must recognize mental health issues in each other and end “self-stigma” against seeking help. “Care is available to each of us. From private to general, from recruit to retirement;
we’re a team and we’re there to support each other,” he said. Mayor, councillors trade barbs at council’s ice storm meeting DAVID NICKLE dnickle@insidetoronto.com Toronto Council rushed to unanimously support a request to the provincial and federal governments to help deal with the costs of the December ice storm and summer flood. But any hopes of continued solidarity were soon dashed, as Mayor Rob Ford faced hard questions about his decision not to declare a state of emergency last month. “Mr. Mayor, you could have put the deputy mayor in charge but you didn’t, because you wanted to keep the power for yourself,” said EglintonLawrence Councillor Karen Stintz, who has announced her intention to run against Ford for mayor in 2014. Stintz levelled the accusation in an attempt to grill Ford during the second day of the council meeting, that was cut short Friday because of a
requirement to end the meeting at 3:30 p.m. in deference to the Jewish Sabbath. On Monday, Toronto Council faced another religious deadline, having to stop the meeting by 4:30 p.m. in deference to the Islamic festival of Mawlid al-Nably . Ford had called the special council meeting then to meet a deadline of Tuesday at midnight, to request disaster relief funding from the provincial government. Council did unanimously support Deputy Mayor Norm Kelly’s motion to ask for at least $114 million to cover costs of both the ice storm and the summer storm from the federal and provincial governments. Toronto is facing a total of $171 million for the costs of both storms. With that out of the way, councillors settled in to an at-times angry exchange with Mayor Ford. Stintz suggested the ice storm recovery might
have gone better if one person had been in charge — and that Ford could have facilitated that by handing the reigns of power over to Kelly. Ford maintained there was always one person in charge: “Me, I was in charge,” he said. Ford went on to criticize Kelly for being less present during the crisis than Ford, who held numerous press conferences, was. “The Deputy Mayor had his chance,” he said. “He was nowhere to be found Saturday night. I was the one who took the lead. ” Kelly rose to point out he had been involved through the city’s committee dealing with disaster preparedness. “This is degenerating into an embarrassing melee and part of that melee was a misstatement by the mayor, who said I was nowhere to be found,” said Kelly.

The furthest flung team to attend the Scarborough Hockey Association’s annual Don Montgomery Memorial Select tournament, held last weekend in Scarborough, fell one step short of hauling gold back north. The team from Iqaluit
fell 5-1 in Sunday’s midget senior championship game to Vaughan – a team they had defeated 2-0 in the preliminary round. It was Iqaluit’s only loss of the tournament, as they won their semifinal game 5-0 over Cumberland. Their two other preliminary
round games resulted in a 2-1 win over host Scarborough and a 2-2 draw with East York. More than 50 teams were split into nine different age divisions from minor novice to the juvenile division, all at the select (all-star house
league) level. The host Scarborough Hockey Association scooped one championship win in minor midget and two finalists (in novice and juvenile).
