The Rouge Urban National Park is about to take another step forward by adding 5,600 more acres of public land, says Pam Veinotte, its superintendent. A federal park in the Rouge would be the first of its kind, and last June the Ontario and federal governments each pledged 5,000 acres for it.

Much of the original Rouge Park was left out of that “land assembly” announcement, but a second one is coming, provided municipalities and the Toronto and Region Conservation Authority approve the transfer of authority lands in Toronto, Markham and Pickering. Utility corridors, the 200acre Beare Road landfill site in Scarborough, some parcels of private land and the 700-acre

Toronto Zoo property won’t be included in the federal park run by Parks Canada. The zoo, however, can work closely with the park and hand over land it doesn’t need, according to reports going to the authority’s board on Jan. 31. Staff of the authority, a provincial agency that owns the zoo property, have recommended an agreement between the zoo

and park for “ongoing collaboration, joint programming and shared facility management,” including shared parking. Discussions would explore how the zoo might be home to a joint visitor and education centre - a historic house managed by the zoo called Valley Halla is mentioned as a place “with potential future uses” - as well as “a significant, welcoming >>>ROUGE, page 13

UTSC principal set to lead U of Guelph

Toronto police investigate at the scene of a multi-vehicle crash Tuesday morning that saw a tractor-trailer go out of control and damage seven cars at a stop light on Kingston Road.

Six people injured in truck crash ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com A Scarborough intersection looked like a wrecking yard Tuesday after seven vehicles stopped at a red light were hit by a tractor-trailer. Six people were taken to Sunnybrook and Scarborough General hospitals with non-lifethreatening injuries following the 10:25 a.m. crash on westbound Kingston Road at Bellamy Road. “It appears that the transport struck the vehicles from behind and drove into the group of vehicles, pushing the vehicles to the sides and obviously into

the curbs,” said Const. Clint Stibbe, adding some of the vehicles sustained “devastating damage.” Police closed Kingston Road in both directions between Mason and Bellamy roads for the investigation. “Our heavy vehicle inspection team is here. They will be inspecting the vehicle (tractor-trailer) for any sort of mechanical deficiencies that may have been a contributing factor to the collision,” Stibbe said. “We have to determine whether or not driver error is an issue or if it was a mechanical failure.” Police don’t believe the truck driver suffered a

medical emergency. “It’s a mess,” Stibbe said of the scene. “Luckily, there’s no fatal or life-threatening injuries...Everyone is going to get home tonight, but we have to determine what exactly happened and do what’s necessary to prevent this from happening again.” Witnesses are asked to call traffic services at 416-808-1900.

Un i v e r s i t y o f To r o n t o Scarborough Principal Franco Vaccarino is stepping down to become president of the University of Guelph, that university announced on Tuesday. Vaccarino, a U of T vice president appointed to a second five-year term as UTSC principal in 2012, leaves behind a campus that will play host to Toronto’s 2015 PanAmerican Games. Dick Freeborough, chairperson of the University of Guelph board of governors, praised Vaccarino’s academic career, which includes chairing U of T’s Department of Psychology and serving as the head of the Department of Psychiatry’s neuroscience program. “He has an entrepreneurial spirit, a powerful sense of community and a profound commitment to societal engagement,” Freeborough added in a statement. Formerly a vice-president at Toronto’s Centre for Addiction and the Mental Health and its Clarke Institute of Psychiatry, Vaccarino became UTSC’s principal in 2007.

The Scarborough Hospital opens new mourning rooms Serving a place with diverse spiritual needs, The Scarborough Hospital now provides quiet rooms where families can stay for extended periods with patients who have died. The Mourning Rooms, one each at the Birchmount and General campuses, satisfy the need for certain rites and rituals, such as Buddhist chanting for the deceased and aboriginal smudging ceremonies. These ceremonies cannot be done in regular hospital rooms and the hospital’s worship centres on the first floors of each campus must remain open, explained Deris Fillier, director of spiritual and reli-

gious care at TSH. Buddhists had requested rooms at the hospital for after-death chanting, which can continue for “upwards of eight hours,” said Fillier, a Salvation Army chaplain who supervises chaplaincy at the hospital said Tuesday after the rooms were officially opened with a ceremony at the Birchmount. It was attended by Muslim, Hindu, Buddhist, Christian and other faith leaders, she said. The mourning spaces, which the hospital says “are accessible through a chaplain or a security staff,” are on the third level of the Birchmount across from the service elevators

Multiple ways to build our city

W

e know that the privilege of hosting large international events – such as the Olympics, a World Expo, or the Pan-American Games – comes with incredible opportunities for the host city. But the lure of those opportunities must be carefully measured. In Toronto, the 2015 Pan/Parapan American Games are a little more than a year away. More than 10,000 athletes and officials – and more than 250,000 tourists – are expected to visit the city. As an accompaniment, these Games bring significant worldwide exposure as well as infrastructure improvements throughout Toronto. The potential for a significant, lasting positive impact on the city is enormous. But in that vein, this week’s decision by Toronto’s Economic Development Committee to defer pursuing a bid for the 2024 Olympic Games is hardly surprising. There appeared to be our view little enthusiasm to pursue an opportunity that was costly (estisuggest a bid alone would Measure the mates cost between $50 million and $60 lure of each million), and unlikely to be successful, given the likelihood of the opportunity United States gearing up a bid for those same games. And with the impending Pan-Ams, as Deputy Mayor Norm Kelly pointed out, it is unwise to pursue anything that would “take our eye off the ball.” The decision is prudent, but we believe the experience of hosting the Pan/Ams will be helpful to the city for future bids for international events. While an Olympic bid has been deferred, the committee did leave debate about a potential bid for the 2025 World Expo up to Toronto City Council. While we must, when prudent, seize the opportunities provided by these once-in-a-lifetime events, these aren’t the only opportunities out there to improve our neighbourhoods and communities. City-building has never been restricted to bricks and mortar projects. The actions of our volunteers matter – and always have. For example, this past weekend, some 200 volunteers showed up at The Bargains Group on Caledonia Road to help pack 3,000 survival kits for the homeless as part of Project Winter Survival. Each kit is filled with basic supplies to help those living on the streets stay warm during the colder months. These kinds of local community projects may not be as glamorous. They may cost less. But it’s hard to argue with the ongoing value they provide in enriching the community.

When cold weather wasn’t talk of the town Did your mom ever deliver the following line to you when you were a kid? “You’d better bundle up if you’re going outside to play hockey today, Sweetie, because according to Environment Canada there could be an Arctic air blast courtesy of the polar vortex.” Mine didn’t. And for that I am eternally grateful. I’m not sure I’d want to listen to what a kid has to listen to today. Winter weather reports have gotten so complicated they’re taking all the fun out of what used to be our favourite season. Take the polar vortex – please. My mom never talked about a polar vortex when I was in public school. For a very good reason. She’d never heard about it. Nobody had in this part of the world. The fact is, unless you’re meteorologically inclined, you just got wind of the phrase for the very first time last month.

jamie wayne BUT SERIOUSLY Now we hear of little else, it seems. Ditto for Arctic air blasts. Mom also never warned me about those. How could she? She didn’t know about them either. Nobody did. Now it’s as if they’re the only thing. And I don’t even want to talk about having your mom remind you to bundle up on a winter day. Ah, what the heck, I’ll talk about it. That would never have happened way back when. (Oops. I officially dated myself. I hadn’t planned on doing that this week. Oh, well. No turning back now. The cat is finally out of the bag. Yes, I was a kid way back when. So now you know. Make of it, what you wish.) Anyhow, my mom didn’t have to tell me how to dress appropriately to play hockey outside. She knew I was on top of that.

Playing shinny on natural ice was the number one winter pastime of kids. The goal on every Saturday and Sunday during the winter was to be out on the ice for as long as possible. Even though there was a hut with a wood-burning stove next to each rink, you only went inside to put your skates on and take them off.

It wasn’t a place you could go to warm up halfway through the day. Once you got the chills and began shivering the stove wouldn’t help. That’s why we made it our business to know exactly what to wear no matter what the winter weather condi-

tions were because if you miscalculated you had to go home early. And nobody wanted to do that. So, just to summarize, there is no way my mom would have laid that kind of meteorological mumbo jumbo on me when I was a kid. As for her trying to surreptitiously slip the word “Sweetie” in right before all the incomprehensible terminology? Now that’s a word I could definitely hear coming out of her mouth. I would have never let her get away with such an obvious ruse, of course. But deep down I wouldn’t have minded. Land transfer tax hurts city Heeding call for Olympic caution To the editor: One of Mayor Rob Ford’s key campaign promises in the last municipal election was to eliminate the Toronto Land Transfer Tax. He hasn’t done it. When elected, Ford said he would eliminate the tax in 2011, then 2012. At a Toronto Real Estate Board meeting in June last year, Ford said he would recommend a 10 per cent reduction in the tax to the city’s budget committee, and that members of Toronto City Council were “addicted” to the revenue from the tax and were reluctant to reduce or eliminate it. The mayor has once again changed his mind and is now recommending a five per cent reduction of the tax. The tax is unfair, plain and simple. It penalizes home buyers in the City of Toronto by forcing them pay two land transfer taxes, the Provincial Land Transfer Tax (PLTT) and the Toronto Land Transfer Tax (TLTT). Toronto is the only municipality in Ontario with

duplicate land transfer taxes. The tax was introduced by former Mayor David Miller and council in the fall of 2007 and went into effect on Feb. 1, 2008. Despite two polls, one by Ekos Research in June 2012, a ward-by-ward poll which concluded 86 per cent of respondents in 38 out of 44 city wards overwhelmingly supported the elimination of the Toronto Land Transfer Tax. In the other poll conducted by Ipsos Reid in May of last year found that 66 per cent of Torontonians wanted to get rid of the tax. These figures have been consistent since the introduction of this tax with the majority of Torontonians in favour of eliminating the tax. Other opponents to the Toronto Land Transfer Tax are Property Buyers, Toronto Real Estate Board, Toronto Board of Trade, Toronto Home Builders Association and the CD Howe Institute. The tax creates inequality among residents of Toronto

and makes home ownership in the city much less accessible and affordable. Of the buyers purchasing property in Toronto, 90 per cent felt that they received little or no added value in municipal services for the land transfer tax they paid to the city. It is unfair and wrong to expect Toronto home buyers to shoulder so much of the tax burden in taxes than the other 95 per cent of Torontonians for no additional services. The average home buyer in Toronto faces about $12,000 in land transfer taxes which must be paid before moving into the property. The tax makes home buyers in Toronto pay much more than their fair share of taxes and hurts the city’s economy. Taxation is not the way to build a great city. We need responsible city budgeting and spending. Torontonians are fair. Our taxes should be too. Robert McDermott

I

t used to be that all it took was a whiff of Olympic gold in the air for a certain segment of the Toronto political and business class to slick down their hair, don their Sunday best, grab a bunch of flowers (and a stack of plane tickets), and go a-courting. That crazy, hungry optimism is in short supply in 2014. Now our political leadership responds to the possibility of launching an Olympic bid with a big tub of ice cream, a comfortable set of pajamas and a binge on ‘50s weepies on Netflix. On Monday, Toronto was so medal-shy that not a single proponent of a 2024 Olympic bid showed up to pitch it to Toronto’s Economic Development Committee. It didn’t help that a report from Ernst and Young indicating Toronto’s prospects of successfully bidding for and then running the games on budget were slim. The committee agreed, and shelved the proposal indefinitely.

����� ������ ��� ���� But heeding calls for caution is a new thing for Toronto’s would-be Olympians. It doesn’t look bad on them. Toronto squandered a lot of resources and goodwill when it lost the 2008 Olympics to Bejing. Mel Lastman embarrassed himself and the city, making a joke about being boiled by cannibals on the eve of a goodwill visit to Africa. And because the city’s waterfront development was so closely tied to successfully hosting the Olympics, one might argue that Toronto’s failure set the crucial initiative back rather than forward. Deputy Mayor Norm Kelly rose this time to make the point that Toronto has other crucial city-building priorities than prettying up for the Olympics. Toronto needs to bring the federal

and provincial governments on board to deal with our transportation issues, our housing difficulties, and the basics of our city’s finances. And to take his point a step farther, we as a city need to look at our own fundamentals – and recognize that the things that make life richer and healthier for Torontonians are also the things that will attract visitors and investment. Toronto has a fading reputation as a cultural hub for both Ontario and the American states along the border. It wasn’t so long ago that we were a hub for Broadway-style live theatre in Canada and the northeastern U.S. Now, we’re the butt of late-night jokes about crack. But we need to get past both dwelling on our glory days and our more recent hours in the gutter – and when we finally do step out, learn to keep that hungry look out of our eyes.

Police from Scarborough’s 41 Division want to alert the public to a home repair scam targeting seniors. Police said one to two men are approaching homes and convincing the elderly occupants that they need roof repairs. After claiming to have completed the repairs, the men go with the victim to a nearby bank machine and take payment. But police believe no repairs were ever completed. One suspect is white, 35 to 40 years old, 5’10” tall, 170 pounds. He had a black do-rag on his head. The other suspect is white, 5’7” tall with a very heavy build. Police are asking people to report any suspicious solicitation for home repairs. Anyone with information is asked to call 41 Division at 416808-4100 or Crime Stoppers at 416-222-TIPS (8477).

Yasmin Nakhuda, a Scarborough resident and self-described “surrogate mother” to a macaque named Darwin, was ordered last Friday to pay $83,000 in legal costs to the animal sanctuary where the monkey now lives. The order by Justice Mary Vallee followed her decision last September, which found Nakhuda had surrendered her ownership of the monkey after it escaped Nakhuda’s car and was found wandering an Ikea parking lot in December 2012.Nakhuda, who bought Darwin from an exotic animal trader, had raised him in her home and dressed him in human clothing. She was ordered to pay the costs to Story Book Farm Primate Sanctuary in Sunderland within 30 days.

The MP also thanked Federal Foreign Affairs Ministers John Baird and Lynne Yelich “for having my back” and ensuring her safety, and said the trip convinced her to strengthen her own human rights advocacy, including for an independent, United Nations-led inquiry into possible crimes against humanity in Sri Lanka. “In order for people to move forward, in order for true reconciliation, we need to have truth,” Sitsabaiesan said.

Fence exemptions frustrate councillors MIKE ADLER madler@insidetoronto.com They make up nearly a quarter of the government running a city with a $9.6-billion budget, but on a morning this month they spent two hours of their time talking about Simone Soo Lum’s side yard fence. At Scarborough Community Council’s monthly meetings, fence exemption requests are dreaded. Often, they air the details of disputes between neighbours in a very public forum. What might seem like a technical matter - in Scarborough, a bylaw says you can’t build a fence higher than four feet in the front yard, or six feet along the side - is opened at the meetings to compromises and moral judgements from politicians on what being a good neighbour means. “At Judge Judy, there’s only one judge. Here, there’s 10 of us,” said Scarborough Centre Councillor Glenn De Baeremaeker, who doesn’t think fence exemptions are worthwhile for councillors or the people who come asking for an extra foot or two. On Wednesday, Jan. 15, community council had scheduled five fence exemption requests, back to back. As the debate on one fence crept along, Scarborough-Agincourt Councillor Mike Del Grande suggested a resident wanted to “live in a bubble”. Council has granted legitimate exemptions for properties with an unusual topography or homes beside a corner bus stop, but councillors can’t “legislate good neighbours” or resolve disputes, Del Grande said, “as much as you want to play nice guy and be a Solomon here.” “‘My neighbour’s throwing rats?’ Remember that one?” he added, referencing to an especially memorable fence exemption request from 2006.

Park to be re-named in memory of Valerie Plunkett MIKE ADLER madler@insidetoronto.com She was “a tireless community promoter and worker,” and Valerie Plunkett deserves to have a park in the north Scarborough neighbourhood she loved named for

her, Scarborough councillors have agreed. Without debate, Scarborough Community Council voted to substitute Plunkett’s name and that of the area, Rosewood, for Alexmuir Park. Plunkett, who died in

2011, founded the Rosewood Taxpayers’ Association and was chairperson of Toronto Police 42 Division’s Community Police Liaison Committee. As the ratepayer group’s first president, Plunkett “brought a sense of unity,

social cohesion, single-mindedness and purpose to an otherwise fragmented community,” said a letter from the association presented by the local councillor, Chin Lee. Plunkett, the letter said, worked to make Rosewood safer, beautify it, and see

it supplied with necessary things such as stop signs and bicycle posts. Her group got wide participation, 1,000 members in a neighbourhood of 1,600 homes, and Plunkett started regular social gatherings called the Chit-Chat Club.

Alexmuir Park on Alexmuir Boulevard, a curving connector road that runs through the neighbourhood north of Finch Avenue and between Midland Avenue and Brimley Road, is named for Alexander Muir, composer of The Maple Leaf Forever.

Ontario to crack down on The Car Accident Business The Ontario insurance regulator’s recent announcement about rate decreases is a good indication that changes to the system have already begun. It’s a good start. We’re on the right road. But let’s not stop when more can be done to lower the cost of auto insurance. Let’s encourage government to follow through on its promise to close loopholes that have allowed the system to be abused. A change like that would be bad news for fraudsters and crime rings involved in the “car accident business”, and good news for Ontario drivers who pay for these scams through their auto insurance premiums. The Ontario regulator has announced a decrease in auto insurance rates, and government has promised there are more changes to come for the province’s auto insurance system. Ontario drivers are destined to be big winners when government puts “the car accident business” out of business.

Comittee abandons bid for Toronto 2024 Olympic Games DAVID NICKLE dnickle@insidetoronto.com

Toronto’s Economic Development Committee has abandoned any potential bid for the 2024 Olympics – at the same time as it received a report on the high-level pros and cons of hosting the 2025 World Expo, leaving the future of that potential bid up to Toronto Council. The committee spent most of the day Monday going over both issues, after hearing a report from Ernst and Young on their report.

Both bids, said the consultants, were potentially longshots. Moving any further on either possible bid would cost $1 million for a more detailed feasibility study. And the consultants indicated that Toronto would be unlikely to win a bid for the Olympics – in part because the United States appears to be gearing up to obtain those Olympics. And the city, province and federal government would be exposed to potentially grave cost overruns on an already expensive prospect.

It would cost between $50 million and $60 million to bid for the Olympic summer games, and cost between $3.3 billion and $6.9 billion to actually stage the Olympics. The Expo bid would be less costly – a formal bid would cost between $10 million and $15 million, and staging would cost between $1 billion and $3 billion. There was little appetite from the city’s leadership to pursue either bid. Deputy Mayor Norm Kelly told the committee that the city shouldn’t bite off any more international

events until it had seen the 2015 Pan Am Games through, and that in any case there are other priorities for the city — transportation, housing, and dealing with the impacts of climate change. “Both bids take our eye off the ball,” he said. Committee chair Michael Thompson was likewise unsupportive, telling reporters that he didn’t expect to see an Olympic Games in Toronto in his lifetime. “I think if one looks at the detailed information that’s presented and

looks at the number one priority challenges facing the city, one would be hard pressed to make a decision that would suggest Toronto should in fact bid for the Olympics or the Expo for that matter,” he said. “I’m not prepared to mortgage the future of Torontonians.” There was no support for the Olympics at the committee – deputants scheduled to speak on the matter didn’t show up.

Zoo mourns loss of Ginetta the giraffe Ginetta the giraffe has died. The Toronto Zoo announced the female giraffe died Monday. “With a heavy heart, we are sad to report that we had to say goodbye to Ginetta this afternoon,” the zoo posted on its facebook page Monday. “Ginetta has become a big part of our zoo family over the past 30 years and has created many lasting memories with our keepers and

visitors alike. As the oldest giraffe in Canada, Ginetta has surpassed many milestones here, including her 30th birthday this past August and being a great aunt to our new baby giraffe Mstari, born this past October.” Ginetta was born at the zoo in 1983 and she outlived 96 per cent of the female Masai giraffes in North America, the zoo said. Giraffes live between 20 and 25
