St. Timothy’s Anglican has also seen its parking lot “debilitated” during two years of use by heavy equipment working on a nearby Sheppard Avenue underpass, Rev. John Stephenson told Scarborough Community Council this week. And there was the moment in May 2011, when a “huge thunderous crack” was heard running east to west in the church’s north wall - damage for which the provincial transit agency Metrolinx supervising the light-rail project says it’s not

Private sector investors are willing to invest $2.5 to $3 billion in a Toronto entertainment complex including a casino, but in downtown Mississauga or Markham, Toronto’s possible rivals, their capital investment would likely be $1.2 billion. “It’s not going to be a big box,” Bitoni pledged. “We want to make sure it fits into the community, that it complements the community.” The city says the Woodbine International Group generated $15.3 million in revenue for the city in 2011 and $3.5 million in municipal taxes. Its slots generated $600 million in gross revenue. People at the Scarborough meeting were told an annual hosting fee for a downtown casino could be from $18 million to $170 million. Toronto Mayor Rob Ford, a casino supporter, expects a report to his executive committee this March and to council in April.

asked. “There are other alternatives (to generate jobs) and we need to be looking at them.” Other local people, though, didn’t see addiction outweighing the possible benefits of a casino, and some who did said if Toronto Council can’t keep a casino from being built in the Greater Toronto Area, it should make the best deal possible, so a neighbouring city won’t get the taxes and hosting revenue. “It’s a sin. But drinking alcohol is a sin as well, and we sell alcohol.” said Petr Pfenig, another Scarborough resident. “A business is a business, and we need a business here,” he added later. People with an addiction will gamble, said Maureen Coram, who suggested “having casinos will shut down most of these illegal gambling places” existing in Toronto. The city wants opinions on the casino question no later than this

In a Scarborough forum on casinos, it came down to jobs against pain. Much as they had at other meetings the City of Toronto called to weigh the question, people spoke about what gambling addiction did to a father, a sister, to unfortunate people they deliver food to, or in one man’s case, to themselves. The social costs of a Toronto casino - including bankruptcy and suicides - outweigh the gains, they told onlookers at Scarborough Civic Centre last Thursday night. But others came to say the city already has problem gamblers and the “good union jobs” a downtown casino would bring are too good to pass up. For members of skilled trades, said a carpenters’ union representative, such a project is “like a gold mine.”

Soosai Raj, a member of Unite Here Local 75, which represents hotel and hospitality workers, said he too was concerned about addiction, but argued gambling was a “personal choice” and things can be done to “minimize” problem gambling.

Taking care in the cold weather

A

s Toronto grapples with its first significant cold snap of the season, we all must take the proper precautions to stay warm, but be ready to lend a hand to those who may need it. It’s during these cold stretches where strong community bonds are most valuable – making people aware of what services are available, protecting against safety risks and providing that our view sense of belonging to those at risk of feeling isolated. There’s a lot we can be doing. Extend warm, The city issued its first helping hand to Extreme Cold Weather Alert of 2013 on Monday. These alerts needy citizens are called when Environment Canada predicts a coming overnight temperature of -15 Celsius or lower without wind chill. The alert also triggers additional homeless services in the city. Getting people someplace warm is crucial. If you wish to help, there are opportunities to volunteer your time and donate goods which can be put to good use. Visit www.volunteertoronto.ca to review what opportunities are out there. Call 311 if you see someone you think needs street outreach assistance. While the issue of homelessness may not be readily apparent in your own neighbourhood, there are community-building tasks you can undertake during these times that have a significant impact. Cold weather means less outdoor interaction with our neighbours – especially those with mobility challenges. There’s nothing stopping you from paying a visit to a neighbour to check in on them and have a chat. It may be snow shovelling that’s needed or keeping walkways and stairs salted to prevent ice build-up. Interaction is an important building block of a community. Community-building exercises don’t need to take huge numbers of people and hours of planning to be successful. There’s always something we can do. Even a short conversation can help you to get getting to know your neighbours a little better and forge a stronger community bond. While some temperature relief is expected early next week and this cold snap will relent, these are prudent steps to follow. Winter is far from over, but even when the season changes getting to know the people we share a common bond with can lead to a healthier and happier community. Ultimately, at a time when interaction with our neighbours is limited by the cold temperatures, now is when we need to ensure we’re looking out for each other. newsroom

To the editor: So having a casino in Toronto would generate $400 million in revenues annually. Really? Generate from what: thin air? In reality, those $400 million would be funds that consumers would spend or save otherwise. Capturing them with a casino would likely diminish vital revenues of other economic agents that depend on these to sustain their businesses. If these $400 million were to be redistributed to taxpayers, for example under the form of a tax rebate, it may not matter much. But it does not seem to be on the table. The weather forecast versus the Leafs forecast

was in a local mall Sunday afternoon taking advantage of the Boxing Month sales when I noticed a huge gathering around one of the giant TV screens across from the food court. I walked over to check out what the big attraction was and just as I arrived, the on-air host advised viewers to stay tuned for the weather. Upon hearing that, the crowd let out a groan. They were hoping for replays from the Toronto/ Montreal game from the night before, Game 1 of the much-awaited 2012-2013 (not including the 2012 part) lockout-shortened NHL campaign. “Give us a break,” one of the onlookers grumbled. “It’s the middle of January and the Leafs are still in the playoff hunt. Let’s see the hockey highlights already. Who the heck cares about the weather?”

I raised my hand rather sheepishly. “I do,” I replied. Then I stick-handled my way through the pack to get closer to the TV. After a commercial for a rather odd-looking device that guaranteed to firm my derriere for just four easy payments of $19.99, not including tax, the meteorologist came on screen: “Brace yourself folks, there is a lot of snow in the local forecast over the next few weeks.” “Yahoo!” I screamed. “Now you’re talking.” Then I broke into a happy dance, followed by the boot scootin’ boogie, macarena, beer barrel polka, skater’s

waltz, Ickey shuffle and ended with a moonwalk that would have done Michael Jackson proud. After which I raised my hand again, though not sheepishly this time, but confidently. And I’m talking the hand with the white glove on it. A guy looking on broke out into a huge grin. As fate would have it, he was a judge from So You Think You Can Dance Canada. “Buddy, you don’t just THINK you can dance,” he beamed. “You can FLAT OUT move. You’ll definitely be back next week.” I blushed. Though I highly doubted I’d be back to the mall next week unless the Boxing Month sales turn into Boxing Year sales. Meanwhile, back at the TV set...following the meteorologist’s forecast the extended 14-day outlook appeared on the screen. When I saw it I groaned.

Louder than Leafs fans had just done, I might add. There wasn’t even a little bit of snow on there. The snow being forecasted was in millimetres. It takes 25.4 of those millimetres to make one measly inch of snow and in the 14 days from that day, the predicted snowfall was expected to exceed 25.4 millimetres only a few times. We’ll be lucky to get three inches or so once. The rest of the time, flurries at best. And we’re supposed to brace ourselves for this? When was the last time you braced yourself for flurries? Who wants to watch a winter forecast with snow basically out of the picture when you can watch a Toronto hockey forecast in January with the Leafs still very much in the picture? n Jamie Wayne is a lifelong columnist, who takes writing very seriously. Alvin Curling to attend Danzig community meeting Alvin Curling, a former Scarborough MPP advising Ontario’s government on youth, will join ScarboroughGuildwood MP John McKay at a town hall meeting this Friday, Jan. 25, about the Morningside-Coronation townhouses. The townhouse complex was the scene last July of the Danzig Street mass shooting which left two people dead and almost two dozen injured. Taking place from 6 to 8 p.m.

at the nearby St. Martin de Porres Catholic Church at Lawrence and Morningside avenues, the meeting will concentrate on “community development and engagement” for Danzig Street residents. In a release, McKay said Curling, co-author of a provincial report on the roots of youth violence, may be “one of the most knowledgeable people in Canada on the subject of community safety and development,” and his expertise will be

invaluable in starting a dialogue on how area neighbourhoods can be friendlier and safer.

Strollers on TTC issue generates flood of online reader comments Twitter users had plenty to tweet about regarding the use of baby strollers on TTC vehicles after the issue surfaced at a meeting earlier this week. On Monday, the TTC board voted to look into whether strollers caused an unacceptable inconvenience for other commuters. That decision touched off a firestorm of online outrage which continues to flicker. “How on Earth do you refuse to let a parent board a streetcar in the rain/ snow/heat/cold/ever?” tweeted @FutureMatt to TCN reporter Rahul Gupta who tweets under the handle @TOinTransit. Darr yl Jonckheere wondered why the TTC was considering charging parents more for using strollers which caused TTC communications director Brad Ross to reply emphatically the TTC had

The much-awaited 2014 Corvette Stingray was the hit of the North American International Auto Show in Detroit. It’s 6.2-litre V8 produces 450 hp but should get better mileage than the current model.

Corvette dominates the show in Motown The undisputed star of this year’s North American International Auto Show in Detroit was the 2014 Corvette Stingray. It marks only the third time since the Corvette was launched in 1954 that the Stingray name has been used - such is its importance to GM.

Shown in coupe form in Detroit, its styling leaves no doubt this is a Corvette but it is easily the sleekest version yet with a 6.2-litre V8 producing an estimated 450 hp and 450 lb/ft of torque and will have a 0-60 mph time of less than four seconds. Corvette officials say it is expected to be better on fuel than

the (US) 26 mpg of the current model. The interior features genuine carbon fibre with magnesium frame seats and dual eight-inch configurable infotainment systems. Heightening the ride and handling is a five-position Drive Mode switch that allows the driver to factor in 12 different “attributes” while the new sevenspeed manual transmission comes with Active Rev Matching that anticipates when the driver is about to shift and matches the gear to engine speed. For those who want more, there is the track-ca-

confidence in the NAIAS, which is frequently compared with shows in Geneva, Frankfurt, Paris, Tokyo, and Beijing/Shanghai. Detroit Auto Show 2013 Domestics Con’t CADILLAC: GM Canada president Kevin Williams told Canadian autowriters the car he is most excited about this year is the Cadillac ELR. It is not a hybrid but an Extended Range Electric Vehicle (EREV) much like the Chevrolet Volt. A T-shaped lithium-ion battery rated at 16.5 kW provides primary

motive power good for 35 miles of normal driving. When that is depleted a 1.4-litre gasoline engine/generator kicks in extending the range to 300 miles. The battery/engine can be configured into four modes – sport, touring, mountain and hold. Hold allows the driver to use the engine as a generator to save battery power for things such

as prolonged city driving. The battery alone has 295 lb/ft of torque that is instantly available allowing it to sprint to 60 mph in about eight seconds. When the battery is depleted, the engine/generator produces 207 hp.

Detroit Auto Show 2013 Japanese If the North American International Auto Show (NAIAS) is any indication, the luxury automotive market is still very much a going concern these days. Surprisingly, despite the tough economic times of recent years, the luxury segment has continued to grow in North America and Japanese models from In-

finiti and Lexus as well as others from European, domestic and even Korean manufacturers are being showcased at this year’s event. Among the notable vehicles bowing here is Infiniti’s G37 replacement, the 2014 Q50 sports sedan. This is the first model to employ Infiniti’s new ‘Q’ naming

nomenclature and it will be in dealerships this summer. From now on, Infiniti will be using the letter Q to identify its car models. The letter Q will be combined with a double-digit number. 2014 NISSAN VERSA NOTE:

Nissan added to its entry-level lineup with a new hatchback called the Versa Note, which goes on sale in June, starting at $13,348. The Note will be offered in S, SV and SL trim levels. All come with a 1.6-litre DOHC four-cylinder engine with either a five-speed manual transmission or an Xtronic CVT, which Nissan says will provide best in class fuel economy. Despite its small size, the Note has a total interior volume of 3,270.6 litres (115.5 cu ft) and cargo volume of 606 litres (2l.4 cu ft). An available Divide-N-Hide adjustable rear floor in back adds to the versatility of the car. Also available as a class-exclusive item is a monitor that provides a virtual 360-degree view of objects around the vehicle.

The Toyota Furia Concept hints at the styling customers can expect from the next-generation Corolla. Toyota says the Furia is designed around the theme “Iconic Dynamism,� which uses pure and simple surface elements to create a confident, decisive and rec-

ognizable appearance appealing to more youthful customers. Changing and modernizing the face of Toyota has been a goal of president Akio Toyoda, who has directed the company to start building more exciting cars that people want to drive. This car heads down that path of adding more excitement to the brand if the new Corolla resembles the concept, which has an athletic stance and a swoopy, sloping roofline. The concept is longer (4,620 mm) and has a longer wheelbase (2,700 mm) than the current Corolla. It is also just slightly shorter, at 1,425 mm compared with the current Corolla at 1,465 mm.

HONDA URBAN CONCEPT SUV: Honda introduced a compact crossover concept that is based on the same platform as the next-generation Fit. This new vehicle will sit just below the CR-V in the Honda hierarchy and will come to market in the U.S. and Canada next year. Honda has a new plant in Mexico that will build both the new Fit and this compact Urban Concept SUV. It will feature Honda’s fuel-efficient Earth Dreams powertrain technology that debuted on the new Accord and will include the Magic Seat setup now found in the Fit that can provide a host of passenger and cargo options including a fold-flat mode for maximum cargo capacity.

NISSAN RESONANCE CONCEPT: This new concept vehicle signals the future direction of Nissan crossovers with a bold, edgy and aerodynamic exterior look and a fuel-efficient hybrid powertrain. Design uses a V-motion theme, which starts from the front grille and moves through the hood. One standout feature is the boomerang-shaped headlights. It has an athletic stance, sitting on 22-inch aluminum alloy wheels and the dynamic Flare Orange paint colour adds to the bold image. Inside, designers created a futuristic VIP lounge-like atmosphere, loaded with high-tech premium goodies and dramatic interior illumination.

ACURA NSX: Acura unveiled the new NSX concept that showcases what the new supercar’s styling might look like. It also gives a possible peek into the future of the interior design as well. A mid-mounted, direct-injected V6 engine mated to Acura’s Sport Hybrid SH-AWD system will power it.

Lexus has completely redesigned its IS lineup for 2014, including rear-wheel drive and all-wheel drive versions of the IS 250, IS350 along with the F Sport package. This new design features the signature Lexus spindle grille and has 12 Lexus first features and technical innovations. An all-new interior is luxurious and refined, but Lexus set out to make the IS a driver’s car, according to chief engineer Junichi Furuyama. The new IS has a wheelbase 70 mm longer than the outgoing model and is 10 mm wider to provide bestin-class rear seat comfort and luggage capacity. It also features new 60/40 split folding rear seats. The IS F Sport models get a more sporty, aggressive exterior design.

The Q50 is also the first model to display Infiniti’s new design language, taking many styling cues from the Infiniti Essence concept car that was first shown in 2009. Two power options will be offered, a 328 hp 3.7-litre V6 or a hybrid model combining a 3.5-litre 24-valve DOHC V6 with a 50 kW electric motor and a compact lithium ion battery, producing a net hybrid power of 360 hp. Both rear- and all-wheel drive systems are available with a seven-speed automatic transmission. One major new technology debuting in the Q50 is Infiniti Direct Adaptive Steering that allows advanced control of the tire angle and steering inputs and transmits those driver inputs to the wheels faster than a mechanical system. Four different steering settings are available. The Q50 will also the only vehicle in the world currently offering a new safety system called Predictive Forward Collision Warning, a feature that Infiniti president de Nysschen says will eventually be on every car on the road.

ike Del Grande’s abbreviated tenure as Mayor Rob Ford’s first budget chief will almost certainly not be remembered the way that the Scarborough-Agincourt councillor would wish it. Del Grande quit the job last week, providing a bitter cap to Toronto Council’s chaotic and graceless debate of Toronto’s 2013 operating and capital budget. He went in with a chip on his shoulder, warning councillors that he would likely quit the job if they made even a single change to the budget he and Mayor Rob Ford’s executive committee presented. That in itself was an unreasonable ultimatum; to ask Toronto’s divided council to leave his budget alone. If that were the only provocation, his resignation could reasonably be dismissed as a childish snit. But Del Grande’s pride sustained deeper wounds, when Mayor Ford himself tore a hole in his own budget, first voting for a mischievous motion

Del Grande had spent the past few months standing firm against firefighters’ demands. He had every reason to believe the mayor had his back. Who could blame him for resigning, when that turned out not to be the case, and in fact he had always been on his own? The reality, of course, is that Del Grande was always on his own as budget chief — often by his own design. Where past budget chiefs had divided work on the budget among their committee members, Del Grande took on much of it himself.

When it came time to wrap up the budget, Del Grande emerged with a proposal, to raise property taxes a hair and restore funding to various areas of need, raised convincingly enough by deputants. It was a significant gesture — but not significant enough for the needs of city council, and not even enough for the political needs of the mayor. In the end, it is not likely enough to solidify the story of Del Grande’s short time chairing the city’s budget committee as one of a balanced, thoughtful financial architect committed to rational budgeting for the good of all, as he might have wished. To do that would have taken the one thing that he determined last week he didn’t have: Time.

But people in cars or on foot are afraid to come to the church, said Stephenson, because it is now so difficult to turn out of Lamont Avenue, St. Timothy’s dead-end street. It’s enough, he said, to damage the church’s mission in the community unless a solution is found. City transportation staff asked councillors this week to approve a ban on left-turns from Lamont as well as movements across Sheppard to driveways on its north side. As part of the GO Rail line grade separation to the west, the Lamont intersection “was designed assuming that only right-out vehicular movements would be allowed,” a report said, though work on the light-rail line isn’t scheduled to resume until 2017. Stephenson said a “design flaw” in the underpass, a high retaining wall which also serves as a sidewalk, makes it impossible for drivers turning right from Lamont to see approaching eastbound traffic. This was not obvious during construction, he said. City staff have told drivers to ease into the bus bay before turning, but it’s too short and the sight line problem still exists, said Stephenson, adding

pedestrians, mothers with young children included, are wandering between turning cars, increasing the chances for an accident. Stephenson said church supporters – 641 of which signed a petition expressing concerns – want to see traffic signals at Lamont so vehicles can turn and pedestrians can cross, but TTC and Metrolinx say “it is not their business, it’s a city issue,” and so won’t pay for any signals. Councillors said they were reluctant to install signals knowing they would have to remove them a fewer years later, when a raised track bed is built on Sheppard. One, Ron Moeser, said it would be interesting to see if Metrolinx can overrule a City of Toronto decision to install temporary signals, or half-signal lights which only face westward, because they might delay the LRT cars. Scarborough-Agincourt Councillor Mike Del Grande wondered whether the $30-million underpass would have been built if a Sheppard subway extension - still the preference of many Scarborough councillors had been chosen instead. Some agreed the church’s difficulties were just a taste of what will happen to certain streets along light-rail routes planned for Sheppard and

david soknacki have been difficult but straightforward decisions to re-allocate the city’s resources elsewhere, the firefighters’ association won a series of battles at budget committee, then executive committee and finally so decisively at council, that councillors kept re-opening the vote on the fire budget to verify their support. How did they do it? From the union perspective, they ran an excellent campaign. To begin, firefighters have no problem emphasizing their position as the city’s most beloved service. This year they increased pressure by holding rallies, speaking at public meetings, writing letters, advocating through social and mainstream media, and mass attendance at council, dressed in red shirts. They ran a consistent and very professional paid advertisement campaign under the theme “Seconds Count.” Their action behind the scenes was even more effective. The end, with a vote of 38-7 in favour of eliminating cuts to the fire services budget, wasn’t close. Even the mayor voted with the majority. Since no administration has ever been able to tame the fire services budget, the troubling question is whether it is possible. Constraining the fire ser-

vices budget requires very different circumstances. First must come recognition that the basic struggle is for the hearts and minds of Toronto’s residents. The data to convince Torontonians is available. But there is little ability to present compelling information. Unlike like sophisticated companies that invest so that their case is forcefully presented to shareholders, Toronto’s finance staff, management and some councillors were outclassed in the battle for public opinion. They did not have support, and most were afraid to articulate their position to their power base in residents’ associations. It is not surprising that they lost the battle for public opinion. The second part of the struggle was a series of votes at committee and council. Again the firefighters’ association had the administration and management outclassed. To achieve success in a controversial vote requires careful management of votes through both discipline and the dispensation of favours. This administration is not known for these skills. In the press conference after the final budget, the mayor correctly pointed out that the vast majority of his budget was approved. It is fortunate that Mayor Ford has other areas of savings to which he can point with pride. f anyone wants to understand how power is exercised at Toronto’s City Hall, the best place to look is how the firefighters’ association overturned the wishes of the fire chief, city manager, budget committee and mayor on the issue of the fire services budget. On the cutting block was the removal of about 100 positions from a workforce 3,200 strong, the closure of one station, and the retirement of five trucks. In terms of the hard data, the firefighters’ position was weak, particularly in comparison to other Ontario municipalities. According to provincial data per capita, Toronto has about an average response time, average rate of fatalities from residential fires and average number of fires. The rate of fires is so low that our fire service, like many others, spends the vast majority of its time attending to medical calls, rescues and ‘public hazards,’ almost always with a fully staffed pumper truck. In comparison to other municipalities, Toronto has the highest cost of operating a front-line fire vehicle. With 92 per cent of the budget consisting of salaries and benefits, and since our firefighters are among the most expensive in the nation, Toronto’s high costs are not surprising. About a decade ago, at amalgamation, the average household paid about $150 a year for the city’s fire services. This year, your household - and mine - will spend about $240 for fire services, a growth of about 60 per cent for about the same number of staff, to fight about 60 per cent fewer fires. Webmasters in Seoul, South Korea have denied Toronto bragging rights of having the best municipal website in the world. But only just. That’s according to a study by two American universities, comparing municipal websites around the world based on various criteria.

The survey by Rutgers University-Newark and Kent State University found that overall, Seoul, South Korea ranked first, and gave it top marks for design. Toronto came in second overall – but it was ranked best in the world in terms of the content it provided. Mayor Rob Ford said in
