n the snowy hills of Banff, Alberta, there are only two Chinese restaurants, neither of which Christina Chong has any intention of visiting any time soon. The East York native will be spending her first Chinese New Year away from Toronto. She moved to Banff three months ago for a coveted job at an accounting firm, and so far she doesn’t expect the Chinese atmosphere to be quite as authentic as Toronto’s. Parents petition to keep Kornelia’s Korner Child care service was last one offered to customers at major GTA shopping centres ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Parents are petitioning the Scarborough Town Centre to re-open Kornelia’s Korner, a drop-in child care centre that they say took the stress out of shopping by offering a warm and stimulating place for their kids. The mall was the last shopping centre in the GTA to offer such a babysitting service, which was run by early childhood education graduates. “It’s a very fun, safe place to drop off your kids,” said Denise de Sousa, a Scarborough mother of three who had used the service for 13 years. “It’s a service that is invaluable to parents, and the kids loved it. When I took my son there a few weeks ago

and it was closed, he cried.” Kornelia’s Korner, opened by the mall 23 years ago, charged $5 an hour per child for a maximum of a three-hour stay. The facility closed Dec. 31. “Over the years, the numbers really, really dropped in the usage,” Scarborough Town Centre marketing director Jai Lee said. “So even though we have a lot of really passionate parents tell us please keep it open, we just couldn’t keep it open any longer.” Lee said the shopping centre was subsidizing the service so the decision to close wasn’t about revenue. “It was about customer service,” she said. “We are in the business of retail, and if the numbers of people that are using this service is not

there, we have to find other ways to service our customers.” But de Sousa said the centre was usually busy, especially during the holiday season. On a few occasions, she said, she was turned away because the centre was full. Lee noted the mall gave Kornelia’s Korner employees more than six months notice of the closure. “We gave them a lot of leeway and time to make sure that they closed properly, that they let everyone know,” she said. “It wasn’t us going in and saying: ‘You’re closed now.’ And this had been coming. If you look around, we’re one of the last shopping centres to offer this service.” Lee stressed there hadn’t been “any incidents whatsoever” at Kornelia’s Korner during its 23-year

existence. She said there’s a child care service at the Scarborough YMCA located just minutes away. However, YMCA policy notes its childminding services require parents to remain at the Scarborough YMCA and not visit the shopping mall or leave the building. Angry parents have started a petition on change.org urging the mall to re-consider its decision. “Once I became a mother, I discovered the hidden gem of the Scarborough Town Centre, Kornelia’s Korner,” Amy Fox wrote. “The first time I discovered this service I was surprised and overjoyed. This meant I could leave my rambunctious toddlers in a safe and entertaining environment while I completed my shopping in peace, at my own pace.”

riday marks the start of the year 4712 in the Chinese lunar calendar, and there’s plenty of celebrations slated in and around Toronto over the coming days to help welcome the Year of the Horse. In our special feature in today’s paper, we’ve outlined some of the events local residents can attend while also taking a look at the history and traditions surrounding Chinese New Year. The Year of the Horse, which begins tomorrow, is in 2014 and will come again in 2026. The other 11 animal signs are the Rat, Ox, Tiger, Rabbit, Dragon, Snake, Sheep, Monkey, Rooster, Dog and Pig. Last year was the Year of the Snake, and 2015 will be the Year of the Sheep. our view Each animal sign also has certain traits associated to those Friday marks born in that particular year. Tracking the behaviour of the dollar

o I went to pick up a Sunday paper at a bookstore last weekend and leafing through the newspapers in the world section was a character wearing a wig, a hat and a camouflage uniform. If anonymity was his game, he was failing miserably seeing as how a crowd had gathered and all were gawking. “Excuse me, sir,” I whispered discretely. “If you’d just put on a pair of dark sunglasses you wouldn’t have captured anybody’s attention. Overdoing it like this makes it impossible for passersby not to want to stop and stare.” “Figures. I can’t do anything right these days,” he sighed. The voice under the disguise was unmistakable. It was that of the Canadian loonie. What wasn’t recognizable was the dollar’s demeanor. This was a guy sounding seriously deflated. “Hey, that’s not the

Every one of these headlines say the Canadian dollar is behaving erratically. The stories all go on to say this is the lowest I’ve been in six years and the prognosis is that I’m going to be plummeting even further.” “So newspapers are on your case, big deal.” “It’s not just papers. All forms of media have jumped on the bandwagon: TV networks, radio stations, Twitter, Facebook, YouTube, you name it.” “There’s a platform called you name it? With an uncapitalized title? Cool.” “You’re a riot, Alice. The point is, the coverage of the

so-called erratic behaviour of the Canadian dollar is out of control. It’s become the number one topic of discussion all over the world. It’s so humiliating. That’s why I’m trying to hide.” “You don’t you think you’re getting just a tad carried away? When it comes to behaviour scrutiny these days, yours is a long way from being number one, a very long way. Trust me.” “Oh yeah?” “Yeah. of Ontario for Alvin Curling wOrder Alvin Curling, who served 20 years as a Scarborough MPP and was speaker of the Ontario Legislature, has been awarded the province’s highest honour, the Order of Ontario. Curling was one of 26 recipients David Onley, Ontario’s lieutenant governor, recognized in a ceremony last Thursday at Queen’s Park. The first black Ontarian to be named to a cabinet post, Curling resigned his seat in 2005 to become Canada’s ambassador to the Dominican Republic, later co-writing a report for the province on addressing the roots of youth violence. Health group for local Francophones French speakers in Scarborough can make their needs for health care known through a new group that will be created today at TAIBU Community Health Centre. Ter ms of reference for the Coalition for Healthy Francophone Communities in Scarborough will be signed in a ceremony between 1 and 2 p.m. at the CHC, which is on Tapscott Road beside Malvern

Town Centre. There are significant francophone communities in Scarborough and a regional health authority called the Central East Local Health Integration Network wants to know what local services what they would want to receive in French, said Liben Gebremikael, TAIBU’s executive director. Francophone clients of TAIBU and Francois Boileau, Ontario’s French language services commissioner, are scheduled to speak at today’s ceremony. AccessPoint seeks public input Organizers of the AccessPoint on Danforth, a community hub on Danforth Avenue, say want to hear suggestions on how the hub can make the surrounding communities a better place to live. Just east of Victoria Park Avenue, AccessPoint offers health, settlement and other services, and is run by a nonprofit group called Access Alliance Multicultural Health and Community Services. A couple of years later, Franklin moved to Florida with his mother where he graduated high school. Playing in the United States gave Franklin a better shot at pursuing his football dream. Allen knew it also helped a young Franklin, who grew up in poverty, to stay out of trouble. It’s a lesson Allen still teaches the youth today as he continues to work as the coaching director of the Scarborough Thunder football club. “With hard work and perseverance, anything is possible. Don’t sell yourself short,” said Allen, who will be rooting for Number 74 of the Broncos whose job is to protect superstar quarterback Peyton Manning. “We’re very proud of him more than anything.” The party will be held to support Franklin and to inspire youth involved in football on Sunday from 6 to 10:30 p.m. at Seneca College, Newnham Campus Student Centre, Sports Building at 1750 Finch Ave. E.

transit re-thinks Sunday streetcar stops wTTC The TTC is considering removing all Sunday streetcar stops to prevent stop-and-go-service and bunching. A report to be presented at this week’s board meeting also recommends placing all streetcar stops 300 to 400 metres apart, which it states would help service efficiency while also keeping the stops within a reasonable walking distance. Removing all 39 Sunday stops, which were first employed in the 1920s as a way to reduce the walking distance for churchgoers, would have a beneficial effect on downtown traffic flows since they’re lightly used, the study finds. Ontario to crack down on The Car Accident Business The Ontario insurance regulator’s recent announcement about rate decreases is a good indication that changes to the system have already begun. It’s a good start. We’re on the right road. But let’s not stop when more can be done to lower the cost of auto insurance. Let’s encourage government to follow through on its promise to close loopholes that have allowed the system to be abused. A change like that would be bad news for fraudsters and crime rings involved in the “car accident business”, and good news for Ontario drivers who pay for these scams through their auto insurance premiums. The Ontario regulator has announced a decrease in auto insurance rates, and government has promised there are more changes to come for the province’s auto insurance system. Ontario drivers are destined to be big winners when government puts “the car accident business” out of business.

Lack of local outdoor rinks a hot issue

uestions about the lack of outdoor ice for skating in Scarborough aren’t settled, it seems. The area, mainly because of decisions made before the former city was amalgamated into Toronto, has been left with just one permanent outdoor rink, in Albert Campbell Square. People who remember when Scarborough had many places to skate outside still wonder how that happened. Local councillors have an answer: the former city’s own politicians, they say, covered over outdoor rinks in the 1970s so they could be used all year.

But that response doesn’t satisfy Scott Harrison, a hockey volunteer in Scarborough and a former public school trustee. Hockey decline “I can’t fathom why this council hasn’t been able to find and secure funds for outdoor rinks in Scarborough,” Harrison told a community council meeting this month, offering to show them letters from residents who share his opinion. Minor hockey has declined in Scarborough in recent years, and Harrison, who can remember when many local schools maintained outdoor rinks, says the lack of free ice has discouraged youth, par-

ticularly those from lowincome households, from embracing the game. “There is nowhere for the children to play hockey other than on the roads.” At the Jan. 15 meeting, Harrison showed councillors pictures of three city rinks that had reopened after investments by the city and Maple Leaf Sports and Entertainment, including Greenwood Park in Riverdale, the first outdoor rink in Toronto to have a roof. The refurbished rinks have features such as pulldown basketball hoops, and can be used for ball hockey in the summer, said Harrison. His deputation was eventually ruled out of order - Harrison had signed up to

speak about a townhouse development because, he said, he had no other opportunity to talk about skating - but not before Scarborough-Agincourt Councillor Mike Del Grande suggested money required for such projects would be better directed to libraries and other “high priority needs.” Harrison disagreed. Later, he said he’d like to identify five locations across Scarborough where there are open spaces surrounded by highrise buildings, and see one outdoor facility built each year. The funding, he said, would have to come partly from taxes, and partly from

Early in 2013, Scarborough councillors, hoping to put questions about public ice surfaces to rest, asked city staff to report by last April on where all of Toronto’s rinks are, including those run by community groups, and how many hours of free skating or pick-up hockey each provide. Harrison at the meeting pressed Scarborough Centre Councillor Michael Thompson for news of that report, which Thompson

said will be produced, though he was unable to say when. “It’s a big issue that we’re not resolving here today,” the councillor added. This week, Rob Andrusevich, public relations manager for the city’s Parks, Forestry and Recreation said a Master Plan review starting this year will include a detailed study of the city’s current ice-surface assets and needs. Plans for McCowan Park, along West Highland Creek and north of McCowan Road and Eglinton Avenue, include an outdoor rink and skating trail the city expects to open in 2016, he said.

Scarborough residents have another reason to watch the 2014 Winter Olympics next month. Katie Tsuyuki, who was born and raised in West Hill and attended St. Brendan Catholic School, has been named to the Canadian Olympic Snowboarding Team and will be taking part in the halfpipe competitions in Sochi, Russia. It will be her first appearance at the Olympics, culminating more than eight years of preparation in her sport. Tsuyuki, now 31, is one of two Torontonians to be named to the 24-athlete Canadian snowboarding squad, which competes in snowboard cross, alpine, slopestyle, and her discipline, the halfpipe event. Tsuyuki joins hockey player

Natalie Spooner as the only Scarborough natives representing Canada in Sochi, so far. Her journey to becoming an Winter Olympian was an uncommon one. Originally a swimmer, gymnast and a junior national wakeboarding champion, snowboarding was “just something I did during the wintertime as a crossover sport,” Tsuyuki said. “But it seemed like a good match.” After spending high school in Muskoka, Tsuyuki found her calling on the peaks of Whistler and Squamish, B.C. She became eligible for National Team status in 2006, winning gold in the Canadian championships that year. She then achieved her best World Cup result in 2010, finishing ninth, and placed 15th in the 2013 FIS World

Championships. However, Tsuyuki did not qualify for a spot at the 2010 Winter Olympics in Vancouver, a moment which she described as a tough learning experience. “It was pretty disheartening not making the cut. It was my coach, Crispin Lipcomb, my dad and support team who told me: ‘You’re so close, you’ve gotta go for 2014,’” she said. “It’s why my first reaction to the announcement was pretty surreal,” Tsuyuki said. “Sometimes you’re working so hard towards a goal that you don’t expect when it finally happens.” When Tsuyuki returns she hopes to continue helping out at her family’s business in West Hill, G&G Electronics on Kingston Road.

Big Assist program helps out young hockey players Kids who have never played hockey are getting a Big Assist from a Scarborough minor hockey league, in cooperation with equipment manufacturer Bauer. Fifty kids will get a chance to try out Canada’s national pastime over a six-week program that costs $100 – with all equipment supplied for free. The Scarborough Hockey

Association is hosting an inhouse registration session this Saturday from 2 to 4 p.m., at Don Montgomery Recreation Centre, 2467 Eglinton Ave. E. TDSB takes ‘bold stance’ on dealing with mental health All Toronto District School Board (TDSB) staff from principals and superintendents to teachers and lunchroom supervisors will now receive training on the foundations of mental health. It’s part of the board’s four-year mental health strategic plan announced Tuesday at Rosedale Heights School of the Arts by TDSB Education Director Donna Quan. She also released statistics based on a recent student and parent census that found 73 per cent of students between grades 9 and 12 worry about their future, and more than one-third of high school students reported being under a lot of stress. Another concern is that the TDSB is aware of about

730 suicide attempts by students during the 20122013 academic year. “That’s why we’re taking a bold stance. That’s why we’re taking a 365-day approach to this,” Quan said. “We need to work with our agencies, our hospitals and our clinics to bridge the conversation before the students get there because by the time they get there it’s too late.” The TDSB strategy titled Healthy Schools. Healthy Relationships. Children and Youth Mental Health and Well-Being also includes the following commitments. w All schools will establish “mental health teams” responsible for facilitating student mental health and well-being in their schools. w Increase by 50 per cent the number of high schools engaged in anti-stigma ini-

tiatives by June 2014. w Expand and strengthen mental health partnerships to better meet system needs by enhancing supports for students and staff. w Enhance parental engagement and on-going communication between home and school. “Your mental health matters to us and your mental health matters to our future,” said Quan, adding they need to bring students into the conversation as well. Rosedale Heights staff and students are working together for mental health and well-being through weekly yoga sessions led by the school’s guidance counsellor who is also a certified yoga instructor.

Ford like a fighter on the ropes Watching Rob Ford the past week and a bit brings to mind nothing so much as a prizefighter, bleeding from the ears and spitting teeth as he hangs on the ropes nursing a couple-three broken ribs, telling his manager before the last round starts: “Don’t worry. I’ve got him right where I want him.” It’s an absurd place to be for the mayor of Canada’s largest city. A full week ago, a broken elevator helped ensure Ford arrived late to deliver a lunch speech at the Economic Club of Canada – so late, that the club is offering refunds to its attendees. On Monday night, the mayor arrived on time to the Toronto Region Board of Trade’s annual dinner – uninvited. He reportedly sat down at the back of the room, and partway through a speech by Board of Trade President Carol Wilding filled with implied criticism, left. Earlier that day, he complained to the media that

�� his own executive committee had “stabbed” him “in the back,” and that was why he dare not tell anyone about his plans to cut taxes in this week’s budget debate. On that, and other things too, Ford appears to be conceding tactical defeats. In so doing, he paints himself as a victim of Toronto’s undemocratic elites. The ‘little people,’ Ford no doubt hopes, will take umbrage on his behalf. It’ll be a neat trick if he can pull it off. Because the fact is that Ford is a wealthy label-making heir, who has spent the past year or more over-reaching even that lofty privilege. In reality, Toronto’s ‘elites’ such as they are have become as much a victim in this scenario as Ford has made himself. But never mind that. As the mayor sets himself up

for more body-blows, leading with his jaw, he reinforces his own dishonest narrative that he is the only one willing to fight for the interests of Torontonians in a city “addicted to spending.” He will not acknowledge that any of his policies have driven up the cost to taxpayers. He will not acknowledge that the “culture of entitlement” he has fought at city hall is in fact a culture whose boundaries he has in fact pushed. He will simply continue to push at the much narrower boundaries that Toronto Council established for him last year when they removed many of his powers and resources, and do so until voters pass judgement in October. And then, he and the rest of the city will see: whether he has it where he wants it, or not.

While at dinner, Chong’s cousin, Jeffrey, and his wife, Fornita, will hand Chong and her sister, Gina, red envelopes filled with cash, a tradition that brings immediate good fortune, though it’s meant to bring health and luck to those who receive them. “Not being able to go home and celebrate Chinese New Year with my family is going to be kind of sad,” Chong said. “We get together and catch up with everything. Not being able to do that is something I’m really going to miss. I’m going to give (my parents) a call and hopefully they’ll send me money.” Chinese New Year is considered a family reunion dinner. Toronto’s Walks and Bikes Tour guide Shirley Lum puts on a number of tours throughout the two-week festivities. Some are food tours through Toronto’s downtown Chinatown, which touch on some of the food traditions as well as cleaning rituals. “Between now and next Thursday is all of the frenzied cleaning up, dusting, getting your hair done already – I got mine done on Monday,” Lum said. Lum noted that it’s bad luck to cut or clean your hair on New Year’s Day. Any household cleaning must also be done prior to Jan. 31. “The 29th you have to stop doing cleaning and purging and stuff and the 30th is New Year’s Eve and you shouldn’t be

pitching out anything else at that point,” Lam said. This year, communities across the globe will be celebrating the lunar Year of the Horse. They’ll decorate their homes in red to fend off evil spirits, and set off firecrackers for the same purpose. Lum noted that also important is symbolism in numbers. Usually at dinners there will be from eight to 12 dishes, eight being a very lucky number in Chinese culture. ZODIAC It’s ironic for Banff-based Christina, who was born the Year of the Horse, to be spending her first Chinese New Year away from home on the year that celebrates her sign of the zodiac. Horses like Chong are often restless and seek independence. They’re also great with money. Her sister, Gina – the rooster – is always busy and more aggressive in her goals. The other 10 animal signs are traditionally said to have competed in a race, the order of those who won is the order in which the years are celebrated. ◗ First – the Rat – is charming and quick witted. ◗ The Ox came next and is reliable and dependable. ◗ Tigers are strong and competitive with a natural authority over others. ◗ The Rabbit is the happiest sign when among friends, but is often shy and cautious among strangers. ◗ Dragons are born leaders, idealists, and perfectionists. ◗ Snakes are restrained, refined and intelligent.

Hospitals declare intent to merge MIKE ADLER madler@insidetoronto.com The Scarborough Hospital and Rouge Valley Health System have given their regional health authority a formal notice they want to merge. The two hospitals sent the notice Friday to the Central East Local Health Integration Network. Between them, TSH and RVHS employ more than 6,100 staff on three campuses in Scarborough and one in Ajax. It was the Central East LHIN last March which ordered TSH and RVHS to study some form of merger, and in November boards of both hospital approved a full merger in principle. FINAL DECISION EXPECTED In a statement, the hospitals said they expect a final decision on a merger, to be made at special meetings by the boards and members of both hospital corporations, within two or three months.
