carborough’s Kacey Miske likes to eat ribs, listen to Justin Bieber and sleep on the top bunk — just like every other average 10-year-old girl. Except she’s a little shorter, thinner and
tinier in size for someone her age. Kacey’s infant years also included regular milestones, including swallowing some loose change. But for Kasey a minor incident like this may have meant more surgeries — or worse. Kacey was born with
congenital diaphragmatic hernia (CDH), which is a birth defect where the muscle and tissues in the diaphragm, which separate the chest and abdominal cavities, is underdeveloped or nonexistent. Abdominal organs are pushed into the chest cavity >>>many, page 23

One man is dead and another faces a murder charge after a fatal stabbing in a Birch Cliff apartment Tuesday morning. Toronto police said they found a 58-year-old man “suffering from obvious wounds” at 3:26 a.m. He was pronounced dead in the apartment, which is under a Kingston Road variety store just west of Avalon Avenue. Reports say there were several men in the space during the incident. Police arrested only one, 23-year-old Kalib Dufty of Toronto, and by late Tuesday afternoon they had released his name and charged him with second-degree murder. The victim was not named because next of kin were still being contacted, but a post-mortem examination of the body was planned for Wednesday. Early Tuesday afternoon, Steve Tat, who said his brother owns the building, opened the store not long before the body was removed. He described the apartment’s >>>murder, page 8

essica Dunn’s tough attitude helped her hit a home run in her battle against cancer. Beneath the Teflon exterior of this beautiful 13-year-old girl, with the perfectly shaped smooth bald head and stunning blue eyes, is a soft spoken teenager with a warm and courageous heart. This Scarborough resident is a baseball fanatic and was counting down the days to the Intercounty Baseball League opening game. Carolyn Dunn, Jessica’s mom said, “What hit her the hardest is she didn’t get to go to any baseball. That’s her focus.” Jessica said, “I’d be in the hospital, on the phone with my grandpa (who was at the game) asking who’s at bat. Did he hit it?” In late May 2012, Jessica was experiencing pain in her leg and having trouble walking. The avid skiier was not too worried about the swelling either and thought she might be injured. So she went to the pediatrician. By July, which was only a few months later she was at The Hospital for Sick Children (SickKids) where she was diagnosed with osteosarcoma. A month after she would require chemotherapy treatments and limb-saving techniques because the tumor, which was growing above her knee, broke her femur. Jessica chose rotationplasty because it would give her the most movement for playing the sports she loves. In a rotationplasty the lower portion of the leg is rotated and reattached so that the ankle becomes the knee, allowing Jessica to be fitted with a prosthetic ankle and foot so she can return to the ski hill and the baseball diamond. Most recently, she completed two major surgeries to remove small tumors in her lungs, which were actually deflated then removed from her body — through her back — and the surgeon used his hands to feel

for any small lumps, which were smaller than a pen tip. This is more effective than any scan by a machine. “The idea that they flatten your lungs, put it on a table scared me so bad,” Jessica said. Four lumps were removed. None of these were cancerous. Jessica’s final round of chemotherapy was on April 5 of this year. When the community learned of her illness her school dedicated it’s Terry Fox run to Jessica and called it the Run for Dunn. And her former Grade 1 teacher organized a blood drive where so many people turned up many had to be turned away. ‘Ticked off’ In the meantime, Jessica used the tougher side of her personality to cope. That attitude sat well with some but not others, she said. Once she learned the diagnosis of the tumor was malignant she cried for a minute, her mom said, and then she turned into a belligerent teenager. Jessica said, “I was ticked off at that point. I don’t know why I was mad but I remember I was more mad than sad. I don’t have time for this! I have too much to do! I don’t want to deal with this crap.” Even after her rotationplasty she questioned the surgeon on why her scar was uneven. “I have a very bad sense of humour. It scares some people and some people find it hilarious, but it helped me through this — so I really didn’t care who liked it and who didn’t.” Carolyn, who had to be brave herself, said she cried many tears away from her daughter.

In some ways, this has been the best thing that has ever happened to me because I’ve met people I would have never met.
She praised the caring staff at the hospital. “SickKids is an unbelievable place. And you meet a hundred fantastic nurses. The nurses make being there not such a horrible thing.” Despite the many challenges, Carolyn said this journey has given her young daughter a confidence boost. In September, she’ll be going to Sir Oliver Mowat Collegiate Institute to start high school. “In some ways, this has been the best thing that has ever happened to me because I’ve met people I would have never met,” Jessica said. “I’ve met two of my heroes. Two of my heroes.” One is a member of the band Simple Plan and the other is Toronto Blue Jays catcher J.P. Arencibia. One day Arencibia stopped by the hospital — her first chemo back from surgery — for a surprise visit and they continue to stay in touch. Jessica said, he wanted to know about the surgery and what was happening. “We had taken the heart monitor off just two minutes before he walked in,” she said turning shades of pink and finally red. She was very excited that he was interested in what she was going through. “He said: ‘Do you mind if I take my picture with you?’” as he handed his cellphone to her dad. Arencibia’s Twitter account is their photo together. Jessica’s starting to learn to move around again. But it’s going to take some time. Recently, she got back into swimming. “I can float. I don’t feel like I can’t do anything I couldn’t do before in the water — except whip kick,” she joked. Jessica wants to ski again but has to be realistic about it. Her coach told her, she said, “I taught you to ski the first time. I’ll teach you again.”

Healthy and happy children A
child is registered in the emergency department at The Hospital for Sick Children (SickKids) every nine minutes. That tells you how critical the work of SickKids is in your neighbourhood, the City of Toronto and beyond. May is Healthy and Happy Month at SickKids and the goal is to raise funds and awareness for childhood health issues. This year’s emphasis is an issue we often fear to talk about – children and mental health. It’s an essential conversation. Some 10 to 20 per cent of youth are affected by a mental illness or disorder. Now silently, repeat that number to yourself and reflect on what that means. Now remember only one in five children who needs mental health services actually receives them. Suicide is the second leading cause of death among youth. That shouldn’t be. Every child deserves to be our view healthy and happy. This website offers many opportunities for interaction and discussion on any number of childhood illness topics, with an emphasis this year on child mental health. It’s a great place to start looking for mental health information. And there’s even a quiz on the website that visitors can take. www.aboutkidshealth.ca – This wonderful resource is essential for every parent. It’s a collection of health information from A-Z, along with news, stories and discussion of issues facing today’s youth. There are stories, video, instruction – and even a newsletter for you to sign up. You may not need parenting information. You know someone who does. Let them know about this site. SickKids is not a secret. More than 265,000 donors raised $111.7 million in 2012. You’ll find an impressive list of fundraising events in a calendar in today’s newspaper. Many events were initiated by community members. We are very fortunate to have SickKids as a resource. Between health services and the largest child health research facility on the country, we need to recognize this great resource and take advantage of its community outreach. As they would say at SickKids, every child deserves to be healthy and happy.

Mayor fails to achieve conservative agenda
C
onservatives in public life, among whom Mayor Ford must count himself, have two main jobs. The first is to promote those measures that advance conservatives’ principles, such as making government smaller or keeping taxes low. In this area the mayor has enjoyed some success, since he has slowed the growth of municipal government and expanded outsourcing. Conservatives’ second main task is to prevent the passage of legislation that is contrary to the cause. It is on this second front that the mayor is so incapable, as to turn what ought to be signature issues into triumphs for his adversaries. A key exhibit in what must be a long list of successes for his enemies is how the mayor handled the taxation methods for transit that came before the city’s Executive Committee. As a conservative, the mayor naturally wanted no part of any new tax. So he persuaded his Executive Committee to defer consideration to a date after
david soknacki beyond the headlines which the province’s transit agency would propose the taxes and be the villain. While he scored well on principles, the mayor’s lack of political skill promises to undo the deferral. Had the mayor cared to listen to advisors, he would have heard there was a sizable majority that wanted to debate the issue. Worse, his advisors must have said there was an appetite at council for funding transit. And he would have known that to lose control of this issue would mean council would almost certainly endorse new taxes without any input from the mayor. Although he didn’t have the strongest position, nevertheless the mayor did have options. Since he controlled the Executive Committee, he could have inserted his recommendations there, and then debate
them again at council. One idea, now being proposed by councillors from Scarborough, is to suggest new revenues be dedicated to fund a subway in Scarborough as the first project. Another resolution would be to make funding contingent on provincial support for subways. A third would be to make certain Toronto maintained control over parts of transit within its borders. If his resolutions were crafted carefully, the mayor could build credibility with his conservative base, attain the prospect of real funding for subways while having some fun with his adversaries. And, even if his resolutions lost, he could point to what he tried to achieve. Instead of using a difficult situation to move his agenda forward, the mayor acted as he did when he was a councillor. He protested against taxes. Unfortunately for his own perspective, his committee agreed. The backlash appeared immediately. In moments his
enemies had the votes to wrest control of transit funding away from the mayor’s Executive Committee. A short time thereafter the support built for his opponents so they had the luxury of deciding who would propose which resolutions for transit funding, and were calculating by how many votes each would be approved. The mayor is again left in irrelevance and near solitude. As usual, he says he relishes facing the electorate, based on his record that now includes another quixotic stand against taxes. But an examination of this behaviour shows the mayor could have had a much better result, one that would have encouraged financial responsibility at council, perhaps initiated the creation of another subway line, and which would have been more consistent with conservatism.

On the heels of its sold-out debut, Dishcrawl is returning to Scarborough with another culinary adventure. On Tuesday, May 7, the second Scarborough Dishcrawl will lead participants on a tour of four Wexford eateries. Participants will travel on foot in a group to and from the restaurants, where they will be served several in-house specialties. “The first event was a sold-out smashing success,” said Jennifer Thompson, Scarborough Dishcrawl ambassador. “This time around, we’re visiting
some Wexford staples, along with some newcomers.” The tour begins at 7 p.m., finishing by approximately 9:45 p.m. Dishcrawlers will spend approximately 35 to 40 minutes at each location, where owners and chefs will discuss their restaurants and food with the group. secret The restaurant locations are kept secret until 48 hours before the event. If approved, the subway plan, which dates back to 2005, could reverse city approval for a seven-stop LRT line set to begin construction after the Pan American Games, which was guaranteed $1.8 billion in funding by the provincial government. De Baeremaeker who voted with a majority of council in 2012 to resume building the Scarborough LRT as well as planned light rail lines on Sheppard and Finch, said the possibility for new revenue tools to pay for transit priorities across the province, has created the right climate to once again push for a local subway. “We were told in 2005 there wasn’t enough money, and being patient and gracious we said we’d take the LRT upgrade because it’s still $1.8 billion invested in Scarborough,” said De
Baeremaeker, who represents Scarborough Centre. Thompson who voted against the city’s LRT master agreement with Metrolinx said the transit planning agency should allocate $500 million to a subway extension from the $2 billion in annual revenue it hopes to recover through revenue tools. ‘REVENUE TOOLS’ “In order for me to support revenue tools, there has to be something in it for the citizens of Scarborough,” said Thompson. “Metrolinx can defer some of its plans in order to ensure the full implementation of a subway system for Scarborough.” Berardinetti said she planned to introduce a motion calling for a Scarborough subway at the May city council meeting when a report on revenue tool recommendations is also introduced for debate. She said she had spoken with Mayor Rob Ford, a vehe-
ment opponent of dedicated taxes and fees, on the idea. “He said that he supports building subways i n S c a r b o r o u g h ,” s a i d Berardinetti who said she had not asked the mayor for his opinion on using revenue tools to pay for the extension. The case for a Scarborough subway was bolstered this week by former politician John Tory, now chair of the Greater Toronto CivicAction Alliance. During a speech to the Empire Club in Toronto this week, Tory said it made sense to change Metrolinx’s existing LRT plan to a subway. “(The) SRT is going to be replaced...and although a subway extension at this stage would present some complications, that line shows the greatest prospects for financial viability as a subway extension,” said Tory.

Highland Creek gas bar robbed Toronto police say a trio of men attacked a cashier and robbed a gas bar Monday evening in Highland Creek Village. T h e m e n re p o r t e d l y approached the 24-year-old
employee of Tru Value gas bar on Old Kingston Road at about 7:10 p.m., and one started talking to him before forcing him down on the counter. Police said the suspects then hit and kicked

Scarborough subway grudge returns

ext week’s debate on transit funding promises to be just as genteel as the one that proceeded it around this time last year. Which is to say, not very genteel at all. Mayor Rob Ford fired off the first volley at last month’s executive committee meeting, when he convinced the majority of his committee members to defer the debate about revenue tools until the day after Metrolinx decided the matter. The mayor, of course, opposes any new fees or taxes to pay for transit, and made it clear he also opposes the Liberal minority government.

figured being on the losing side of that debate was a pretty good election issue for 2014. And in a way, he is right. Because the fact is Scarborough has been historically under-served when it comes to public transit. The Bloor-Danforth line goes no farther than Kennedy before commuters have to debark onto the cramped and unreliable RT. When the Sheppard subway was built more than a decade ago, it stopped a brisk walk west of the Scarborough border of Victoria Park Avenue. Scarborough will be getting new light rail lines along Eglinton and Sheppard, it’s true – but old insults hold their power, and Scarborough has borne its share. Some more subway stops, wherever they might land, seems to be the only apology that’ll mean anything to Scarborough. Unfortunately, the transit funding debate that may be coming up next week is not the place for westend Toronto to square things with its east-end neighbourhoods. Even if council supports such a motion, the request will simply go into the hopper at Metrolinx along with all the other requests.

Centennial College program helps kids to Play it Smart SEAN DURACK scm@insidetoronto.com Using the allure of basketball, Centennial College’s Play it Smart community outreach program is changing lives – 160 kids at a time. Every Saturday for 10 weeks, from September to April, 160 kids aged seven to 13 are shuttled in from the two Scarborough commu-
nities to participate in the one-of-a-kind initiative that combines tutoring in math, science and English with basketball instruction. “I understand it’s the basketball that attracts them at first but we are as involved in helping kids develop other life skills, to give them something to feel good about, to give them positive role models,” said Vern Kennedy, an instructor at Centennial College’s business program for 13 years. “Basketball is the carrot for a lot of them but it then allows us an opportunity to get them to express themselves and, hopefully, to realize that the gang stuff is not the way to go.” When Kennedy started the program, which he adopted from a friend and youth basketball coach, the emphasis naturally was on the kids. He’s now realizing, how-
ever, that it is also having a significant impact on the lives of its volunteers, most of whom are students from Centennial College. Some even hail from the very communities the program works with. “It’s a win-win for both, he said. “They (the volunteers) don’t realize how much they get out of it until they go in to it and see the difference they are making.” Some of them have graduated from the college and have also returned to the Play it Smart program, he said. Each Saturday participants receive 30 to 60 minutes of tutoring, or help with their homework, followed by a half hour of basketball instruction, followed by a half hour of house-league play.

Casino special meeting set for May 21 DAVID NICKLE dnickle@insidetoronto.com Toronto Council will have the final say on whether it wants to host a downtown casino at a special meeting May 21. The special meeting called by Mayor Rob Ford postpones by two weeks a debate that would have taken place at next week’s regular council meeting. Support for a downtown casino on Toronto Council is weak—even Ford’s handpicked Executive Committee couldn’t deliver a unanimous recommendation. But Ford dismissed suggestions that he postponed the full debate because he saw that he didn’t have the votes to win at council. “Absolutely (I have the votes),” said Ford. “Everybody said I wasn’t going to get it out of executive.” Ford told reporters that he simply wanted to have a full day devoted to the debate. “I said we were going to have a full day of debate and no surprise, it was just trying to find a day when all the
councillors would be there,” he said. “Obviously you can’t do it on a council day—there are too many items on the agenda.” Ford said he wasn’t aware of any further clarification of the hosting fee that Toronto would be able to receive from a major downtown casino. The report from city manager Joe Pennachetti said that the city shouldn’t settle for anything less than $100 million a year, and half the provincial hosting fee above that. Pa r k d a l e - H i g h Pa r k Councillor Gord Perks has asked the city clerk to clarify rules as to when a mayor can call a special meeting of council, and said that if the mayor isn’t aware of new information coming forward, calling this meeting is an abuse of power. “If he’s just doing it because he doesn’t think he can win today, that’s an abuse of his authority and an abuse of a duly elected government,” he said.

Scarborough MPs weigh in on riding boundary changes MIKE ADLER madler@insidetoronto.com All six Scarborough MPs made their arguments in Ottawa this week for reshaping federal ridings they would have to contest in 2015. The federal Electoral Boundaries Commission for Ontario are expected to set new boundaries by the end of this year. Scarborough’s two sitting New Democrats, Rathika Sitsabaiesan and Dan Harris, surprised local Liberal and Conservative MPs by convincing the commission to change an earlier version of the map. On Tuesday, MPs who either support and oppose the new Scarborough arrangement appeared before the Standing Committee on Procedure and House Affairs as a final way of appealing to the independent commission. Whatever the result is, there’s no way it can make all six MPs happy, said Scarborough-Agincourt MP Jim Karygiannis, opposing the creation of a new Scarborough-Wexford riding he said would “butcher” older communities “at the expense of younger communities (in Eastern Scarborough) that can be moulded.” The positions of Scarborough MPs not only show the area divided by party lines - Liberals and Tories joined forces Tuesday to fight local New Democrats - but also into communities built at different times. In an interview Wednesday, Karygiannis insisted split-

ting his riding to create a Scarborough-Wexford straddling both sides of Hwy. 401 was wrong because Scarborough neighbourhoods north and south of the highway don’t share the same “philosophy.” “The lifestyle, the quality of life is totally different” north of the highway in Agincourt, where the homes are generally larger, newer and back onto the main streets instead of facing them, the veteran Liberal MP said. He said Sitsabiesan, who objected to her ScarboroughRouge River riding being split didn’t face this problem in eastern Scarborough, where the commission’s original proposal drew a line between the communities of Malvern and Morningside Heights in creating a new Scarborough East riding on both sides of the highway. Karygiannis said Sitsabaiesan, unlike himself, was motivated by political advantage in keeping her riding together. “It supports her political and vote-getting base,” he said. The new boundaries are likely to reshape Scarborough’s provincial ridings and municipal wards, since they tend to follow the shape of federal ridings. Scarborough Centre MP Roxanne James said the commission’s first boundary maps were logical. It made sense Pickering-Scarborough East should be divided in two, with one riding entirely in Pickering and one in Scarborough that included the Rouge Valley, she said,
adding Scarborough-Rouge River was 27 per cent over its target population and needed to be split. The commission’s aim should be to cause the least disruption for the majority of Scarborough residents, James said. In a statement Wednesday, Sitsabaiesan said she had acted to represent members of her communities. “I’m proud to have done my small part to fight to keep Malvern and Morningside Heights united. The process is still ongoing and I trust the Ontario Commissioners will apply their mandate appropriately in determining the final maps,” she said. Because the commission’s first maps were “relatively benign” other MPs were “lulled into a false sense of security,” until they learned about the new boundary proposal, said ScarboroughGuildwood MP John McKay, whose riding under the latest arrangement would disappear, forcing him to run either in Scarborough Centre or the new Scarborough East. To get a better picture of what CDH looks like, parents Mike and Tara describe it as looking like a funnel. “Everything is up in her chest and nothing is in her abdomen. She looked like a funnel is how we explained it,” Tara said. According to CHERUBS, The Association of Congenital Diaphragmatic Hernia Research, Awareness and Support, CDH occurs in one of every 2,500 births worldwide, and half of babies diagnosed with CDH do not survive. The cause is not known. Months before Kacey’s arrival, which was a decade ago, there were a lot of ultrasounds at The Hospital for Sick Children (SickKids), says her mom. “They wanted to know how bad her situation was. It’s one thing to have congenital diaphragmatic hernia. But if your heart has holes in it or other anoma-
lies it lessens your chances of survival.” Before Kacey’s arrival, mom and dad worked with teams of doctors to prepare them the best they could for the big day. On Dec. 2, 2003 Kacey arrived by C-section at Mount Sinai and then whisked to The Hospital for Sick Children across the street, and put on critical care to save her life. It would not be until Dec. 25, Christmas Day, that they could snap their first family photo. Mom said this was the hardest time for her because she was across the street at Mount Sinai recovering and her new baby girl was - what seemed - so far away. She said it was a very emotional time for her. “When I first saw her in critical care with all the wires...I was just crying and crying and crying.” At only three days old, Kacey had her first of many surgeries. It was scheduled for two to three hours, said
Tara, but lasted six. The challenge for the doctor was that in the weeks since the last ultra sound changes had taken place. Kacey’s liver had gravitated into her chest, which wasn’t there before. “I can still see the doctor talking about how he had to massage it out of there. If the liver started bleeding it was game over. And you’re talking about a three-day old infant,” Mike said. “All the people that we met (at the hospital) were absolutely incredible,” Tara said. fter reading her son had a three per cent chance of survival, Sylvie Boucher did everything possible to beat the odds. And she succeeded. Boucher’s son CJ, now seven, was diagnosed with an aggressive cancerous brain tumour called ATRT (atypical teratoid rhabdoid tumor) five years ago. The ordeal began in October 2007 when Boucher noticed her son was falling frequently, not walking and sleeping more. “I went to the doctor and he checked him. He said, ‘He’s growing, but start writing down things that are changing,’” Boucher said. “In November, I noticed more sleeping and sometimes vomiting in the morning.” Boucher took CJ back to the pediatrician Nov. 29 (her birthday) and he ordered an immediate CT scan which revealed the tumour. “It was worse than a shock. The first thing I said was I’m going to deal with it. I looked at CJ and said: ‘We’re going to fight this right to the end, you and I bud, we’re going to fight it.’” CJ was taken by ambulance to The Hospital for Sick Children (SickKids) where he underwent a nine-hour neurosurgery. A few days later the tumour was determined to be ATRT, a disease so rare that CJ was just the sixth such patient at SickKids since the hospital’s brain tumour program was formed in 2000. “I felt really lost and useless,” Boucher said. “I was afraid of him dying because I went on the computer and what I was reading was the chance of surviving was less than three per cent.” CJ underwent three rounds of chemotherapy and then a procedure called apheresis, which collected his stem cells. He then had three rounds of high-dose chemo during which his stem cells were returned. After the treatment ended in April 2008, a sample of CJ’s cerebrospinal fluid showed a significant number of cancer cells. “They said there’s nothing we can do for him,” Boucher said. But Boucher refused to give up and convinced the medical team to try a secondary course of action. “I did some research,” she said, adding she asked CJ’s team if he could get an ommaya reservoir, a device surgically placed under the scalp that could deliver chemo drugs into the cerebrospinal fluid. The team agreed, and CJ received intrathecal chemo for more than two-anda-half years. The treatment was a success. “This is my miracle baby,” Boucher said. “Every day is a thank you, every night is a good night.” CJ is now a Grade 2 student at a French school in Scarborough.“He rides his bike,

skateboards, plays hockey, baseball, lazy with his homework, he’s a typical little boy,” Boucher said. Dr. Annie Huang, an ATRT expert at SickKids, said CJ defied the odds. “I would have to say he was a surprise to many people.” Huang said many were “very skeptical” of the intrathecal treatment on CJ. “In medicine we always have to think about: Are we doing more harm than good? CJ was a young child. This was not necessarily going to be a treatment that had zero per cent risk,” she said. “I wasn’t sure whether he would benefit from it or not, but his mother was quite willing to give it a shot.” Boucher also turned to the Canadian College of Naturopathic Medicine where she met Jill Shainhouse, a naturopathic doctor with a speciality in oncology. “What we ended up doing with him (CJ) was a pretty comprehensive regime of supplements, some to directly affect the immune system to try to kick it into gear to recognize abnormalities,” Shainhouse said. CJ was the only brain tumour patient to get an ommaya reservoir at SickKids in recent history. Intrathecal medication, though, can be administered by other means, including lumbar puncture. Huang said she’s a proponent of intrathecal treatment, which may soon supplement the high-dose chemo treatment for rhabdoid brain tumor patients at SickKids. There have been 14 more ATRT patients treated at the hospital since CJ. More than 30 per cent are surviving. Boucher offers this advice for parents: “Be involved, be positive, have hope, discuss with your doctor any crazy question. I did it.
