Federal funding for local women’s programs ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com The federal government is giving nearly $4 million to 21 organizations to tackle the issue of violence against female post-secondary school students, Pickering-Scarborough East MP Corneliu Chisu announced this week. Vanier to march in Santa Claus parade RAHUL GUPTA rgupta@insidetoronto.com Students from Jean Vanier Catholic Secondary School will get the chance to show off their musical chops at the Santa Claus Parade in downtown Toronto this Sunday. Led by music teacher Mike Fanning, members of the school marching band, which also includes a drumline, a hip hop dance crew, a

wind ensemble and a cheerleading squad, will take part in the 108th installment of the annual parade which is the longest-running of its kind in the world. For many of the students it will be the first time they have ever performed in a parade, much less one expected to be attended by thousands of spectators, said Fanning from the Midland Avenue school. “They obviously see it as a big deal

because it’s going to be on television and it’s the hometown parade,” said Fanning who has taught at the school for two years. ‘EXCITED’ “They’re very excited about it.” This is the first time in the school’s history it has had a marching band, and enthusiasm for it has increased to the point where students who

have never been involved with any music programs want to participate, he said. Fanning has taught in the United States where there is a more established tradition of marching bands compared to Canada, where aside from Alberta, interest is far less. “In the U.S. marching bands go with football, so it’s a bit more involved. Being a hockey culture up here, it’s a little different for us.”

Scarborough event remembers India Deoli camp internees RAHUL GUPTA rgupta@insidetoronto.com Approximately 200 former detention camp internees will gather in Scarborough to reflect upon the 50th anniversary of their forced confinement at the hands of the Indian government. A reception organized by the Association of India Deoli Camp Internees 1962 (AIDCI) is set for noon this Sunday at Commander Park Recreation Centre. The participants, many of them members of the Indian-Chinese Canadian community, will reminisce and tell stories of the terrible years they were forced to spend in Deoli detention camp, in the Indian state of Rajasthan, where they were sent in November of 1962 following a brief war between China and India. “It was a border war that had nothing to do with us,” said Andy Hsieh who spent nearly four years in Deoli. “That’s the thing that bothers most people.” The month-long conflict over a contested northern boundary resulted in a defeat for India and engendered resentment for the local Chinese population. Indian territory, an estimated 3,000 Indian Chinese were rounded up and sent to Deoli, leaving their possessions, homes and businesses behind. Now president of AIDCI, Hsieh was 17 when he was removed from a boarding school in Shillong, at the time state capital of Assam and home to generations of Chinese who had immigrated to India as far back as the late 18th century. Along with hundreds of fellow Indian Chinese, he was bundled onto a train for a one week journey

totalling more than 2,000 kilometres to Rajasthan, a remote and mountainous state located in the northwest part of the country. At Deoli, Hsieh and his family, including his father, mother, sister and two younger brothers, were assigned to cramped rooms in the camp barracks, shared with up to five other families. They had two tiny beds made from jute, a coarse vegetable fibre, and were provided with no mattresses. They were given meagre rations and whole wheat roti bread became

a staple part of their diet. It was an unwelcome adjustment for Hsieh and the other Chinese used to eating rice. At the camp, which was divided by barbed wire into five separate wings housing around 700 people each, the internees were constantly watched by armed guards, Hsieh said. At times higher ranking Indian army officers would enter the camp to address concerns or answer questions. Communications were strictly monitored and letters could only be written in English. Hsieh doesn’t hold any ill will towards his captors, who he said were always courteous, though he did hear stories of mistreatment from other detainees. “That’s their job,” he said. “They were just following orders to do the job.” He said the worst part of confinement was not knowing when, or if, he would be freed. “I will never forget the uncertainty,” said Hsieh. “It still stays in my mind. The worst thing was losing my freedom.” In late 1966, nearly four years after being sent to Deoli, Hsieh and his family were given word of their impending release. A couple of days

later under armed police escort, he was returned to Shillong to find all of his family’s holdings and possessions were gone, confiscated by the government and auctioned off. Having lost everything, Hsieh moved to Calcutta in the east, now known as Kolkata, to join an uncle. His father N.K. Char died two years later in 1969, which Hsieh directly attributes to “hardship” caused by the loss of his restaurant business. In 1972, Hsieh decided to immigrate to Canada to join an elder brother and soon after settled in the Warden and Steeles avenues area of Scarborough, where he lived since. Hsieh, who has returned to India once since leaving - in 1998 with his son and daughter - said he still feels Indian despite the mistreatment, though now he holds more in common with his adopted country. “I consider myself to be Indian. I was born there. But I have been in Canada for half of my life so I think more like a Canadian than a Indian now.” Hsieh says AIDCI will continue to spread awareness and push for a permanent reminder of the Deoli internment and an official apology from the Indian government.

To the editor: Re: ‘Community has a role in planning for emergencies,’ Editorial, Nov. 1 I have often noticed that my neighbours are confused about bagging leaves and pickup days. I refer them to page 15 in the calendar that is sent to every household and outlines our responsibility for leaf and yard waste and the pickup schedule. The recent rain we had did run freely through the drainage system. Drains were covered with dense, compacted leaves. Bagging leaves means all the leaves. We do not have a system of regular leaf removal by any source but ourselves. It is our responsibility to help the city maintain and prevent problems caused by leaves. It is good exercise for everyone. What I don’t see is our youth raking and bagging. They can do this after school and help their parents by doing this chore. Your editorial states: “Residents groups can also take a proactive role in dealing with areas of potential danger. For instance, they should be charged with stressing the importance of keeping trees healthy and creating a list of potentially dangerous trees.” In our area, many trees are very old and branches are falling all the time and wires have come down. On private properties, many need pruning and also removal as they are out of balance and dangerous. On removal, another can be planted if so desired. Some neighbours have experienced falling trees on their properties and the resultant removal has caused many problems of property damage to multiple neighbours and an increase in their own and neighbours’ insurances. When we own a property, we are also responsible to our neighbours and community to keep to a high standard in maintaining our property. It is not difficult to do and we can all do this to avoid unnecessary problems.

Libraries should no longer be perceived as just a place to borrow books. Brentwood library in Etobicoke, for example, reopened earlier this month after an $8 million renovation and expansion project, which now includes a KidsStop Interactive Early Literacy Centre, a new computer learning centre, and a community room that may be rented by community groups or used as a quiet study area. The Fairview branch in North York has just begun a similar revitalization project last month and a brand new Scarborough Centre branch is expected to open in 2014 with such proposed services as bookable meeting rooms, an outdoor reading garden, public plaza, and zones for patrons of all ages. It’s encouraging to see libraries across the city adapt to remain an integral part of the community. In more diverse neighbourhoods, popular branches like North York Central and Agincourt both offer English Conversation Circle programs for those with landed immigrant or refugee status. The Albion branch in Etobicoke continues to reach out to kids with regularly scheduled reading programs. Prominent authors often drop by to discuss their latest novel with interested readers. “We really find people like coming to the library,” said Anne Bailey, Toronto Public Library director of branch libraries. “Even business people with laptops, we have resources, databases they can access with a library card. I think we have something for everybody.” We encourage residents to use the library’s resources to help justify any further spending and gauge where any additional funding, if any, would be best spent as the Toronto Public Library Board looks for a budget increase of 0.4 per cent next year. Pedestrians, cyclists must see and be seen on streets To the editor: I was sorry to hear the sad statistic regarding accidents between pedestrians and vehicular traffic. It does not come as any real surprise, though, given the current lower light levels and people’s insistence on wearing dark colours. It is time pedestrians check to see if they are in the clear before they start to cross the road. When the city changed

the street lighting from the old-style bright white years ago, the streets have become naturally gloomier than before. Headlight glare This, coupled with the rain and the headlight glare from oncoming vehicles, has lead to a proper mess on our rush-hour streets for both pedestrians and drivers alike. Cyclists must also do

their part to see and be seen. They must have a decent front and rear light along with reflectors on their bikes because without them they cannot be seen in time. They could also try using their brakes more often. This is common sense to most people. I just wish it was common sense to all of us. Chris Belfontaine

The rebirth of Scarborough’s Guild Inn, frustrated by failed partnerships and decay, may be at hand once again. The City of Toronto issued a request to pre-qualify (TRP) this month for companies interested in designing, financing, building and operating a restaurant which may include a banquet centre “and other complimentary facilities” on the site of the former Inn. A small crowd including some restaurateurs gathered around the shuttered building yesterday afternoon for what the city called a “Voluntary Project Information Meeting,” though all were told “only the exterior of the facility will be viewed.” The period for submissions closes Nov. 30, and supporters of the Guild are hoping for the best. “Now that the request has been released proponents will have six weeks to put forward their interest, (and) our aim is to have a proponent awarded shortly after,” Scarborough East Councillor Paul Ainslie said in an online newsletter. The Guild and its gardens have had a long wait. The city and Centennial College dissolved a two-year prospective partnership last November, after the college said it was unable to interest investors in a hotel and proposed selling condominiums on the site in order to restore the Inn building, also called the Bickford Residence. A 2005 deal with the Windmill Development

Group also failed over the issue of condominiums. Many still hope the Bickford - which has also seen use as a home and hospital and would be 100 years old in 2014 - can be saved, though it has been damaged by flooding and the elements over more than a decade. Ainslie has said he believes the derelict building must come down and that some $4.2 million in city investments for Guild Park won’t go ahead while it remains. Residents applied this year to make the Guild a national historic site, and an 18-minute video, The Guild Inn Save It, received an honourable mention last month the 2012 Heritage Toronto Awards. Michael James Saunders, a Scarborough resident, made the video (http://vimeo. com/21376197) before the Heritage Canada Foundation placed the Inn on its 2011 list of Canada’s most-endangered heritage properties, calling the Inn’s decline a case of “demolition by neglect.” Saunders said he knew Spencer Clark, the former Guild owner who ran a colony of artists there and later saw fragments of old Toronto buildings collected for display around the Inn. He shot the video two years ago, he added, because he “felt really horrified at the state of the place” and wanted to spread the message “that we’ve all got to do something” about it. The Guild Renaissance Group will lead a tour of the site this Sunday at 2 p.m. and Saunders said he’s uploaded a new video, The Guild Inn - Halloween 2012, to update conditions there.

After the city’s downtown, Scarborough has the largest employee base in Toronto, with 160,000 in more than 5,000 businesses. But the former city is one of the last parts of Toronto to be offered a Smart Commute office, which helps employers reduce demand on their workplace parking and helps employees start carpooling. Since 2001, when their methods were tried in the Black Creek area centred around York University’s Downsview campus, Smart Commute groups have spread

She then added: “This is an area that has very high rates of diabetes.” Similar centres have also opened at North York General Hospital, Health Sciences North in Sudbury, Thunder Bay Regional Health Sciences Centre, Peterborough Regional Health Centre, Lakeridge Health in Durham Region, Credit Valley Hospital in Mississauga, Trillium Health Centre in Mississauga and south Etobicoke, and William Osler Health System in Brampton and north Etobicoke. “The bottom line is this is better care for patients, and we will see better outcomes,” Matthews explained. “I know that what we can do for chronic kidney disease we can do for other chronic diseases as well, so the future is very bright.”

Scarborough has a 30 per cent higher rate of diabetes than the general population. Those with the disease can now get specialized care at a “one-stop shop” at The Scarborough Hospital’s General campus. Though the Centre for Complex Diabetes Care has been operating since September, it officially opened with a visit from Ontario Minister of Health Deb Matthews recently. Patient-centred care “It’s a one-stop shop,” she said. “Every person with diabetes has a case manager who’s responsible for monitoring that individual and making sure they’re getting the appropriate interventions at the appropriate times, so it’s perfect patient-centred care.” Patient Garth Clarke, 46, said the centre has “made a big difference.” When asked why the centre opened in Scarborough, Matthews said, “We’ve got really strong MPPs who advocated for this.”
