Patient advocates in Scarborough are inviting residents to hear more about local mental health services this month. Man charged in senior’s murder Scouts food drive had been jailed for violent robbery in Centennial area Accused served 18 months for 2013 incident in the same area ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com The man charged Thursday night in the murder of a Scarborough senior served an 18-month sentence in connection with a violent break-in two years ago in the same area. At 4:30 p.m. Wednesday, Nov. 11, Stella Tetsos, 82, was found dead by a relative inside her home at 68 Elfreda Blvd. near St. Clair Avenue and Birchmount Road. “There was a broken window and the door was reported to us as being open,” Const. Victor Kwong said. An autopsy found Tetsos died of bluntforce injury. At 10:30 p.m. Thursday, Sinbad King Simba Marshall, 21, of no fixed address was arrested and charged with seconddegree murder and break-and-enter commit. Marshall served an 18-month sentence in connection with a residential break-in on June 14, 2013 in the St. Clair and Birchmount area. Police had said a man broke into the home via a side window. “Once inside, he ransacked the home,

He was eventually arrested and charged and served an 18-month sentence. He was also sentenced to three years probation. Scarborough Southwest Councillor Michelle Berardinetti said a community meeting will take place with 41 Division police officers next week so that residents can get their questions about community safety answered. The time and place for the meeting is not yet set. Berardinetti said she was pleased police made a quick arrest after what she called the senseless murder of a woman alone in her home, but she was distressed to hear the suspect was convicted of a previous violent burglary in the same neighbourhood. “We have to make sure the justice system reacts to this and reacts strongly,” she said. – with files from Mike Adler

The 2nd Highland Creek Scouting Group continues its annual collection drive on Saturday, Nov. 21. It has run since 1982, and helps stock a food bank run by the Scarborough Centre for Healthy Communities, as well as that agency’s Christmas hamper program. Children will try to collect non-perishable food

items from 3,000 homes in Centennial (south of Highway 401, east of Highland Creek and west of Port Union), but people can also drop off donations at the rear of an apartment building housing the food bank at 4100 Lawrence Ave. E. “The food drive is also important for our youth, as it provides an opportunity for them to contribute to our community and to gain some insight into the needs of the less fortunate,” said Ian Cooper, a spokesperson for the scouting group.

Father sought after daughter, 18, found dead in Warden apartment The death of a teen found dead on Friday is being treated as a homicide. Police were called to 3275 Sheppard Ave. E. near Warden Avenue for reports of a woman found unconscious and not breathing around 1:15 p.m. Simone “Shanni” Reid, 18, was pronounced dead at the

scene. Investigators are looking for her father, Winston “Paul” Reid, 49. Police said as of now he’s not considered a suspect. He may be driving a blue 2003 Toyota Sienna minivan with licence plate BKSK 765. Anyone with information is asked to call 416-808-7400.

‘Foodie-inspired’ upgrades planned for Scarborough Town Centre TARA HATHERLY thatherly@insidetoronto.com The Scarborough Town Centre food court is getting a $35 million “foodie-inspired” upgrade. Twenty-seven new restaurants will be added between its two floors, featuring higher-quality food and a more upscale dining atmosphere and experience. The atmosphere will be enhanced with more natural light, open space and seating, and new furniture. “Scarborough is a city in growth and in transition, and

Scarborough Town Centre is investing in the future,” general manager Robert Horst said in a press release. “We are devoted to providing the ultimate shopping experience with a focus on premium fashion, food, leisure and entertainment options. Once completed, this transformation will offer much more than a food court; it will be a food and dining experience, and social hub.” The upgrades will come in two phases. The first phase, now underway, will revamp the lower level, adding 22

quick-service restaurants with a culturally diverse range of food options. A view of the skylight and a new glass bridge will be opened up, welcoming more natural light into the area. More seating will be added, along with dish and cutlery service. The improved lower level is expected to debut in August 2016, when work on the upper level will start. Upstairs will feature more space, with three full-service and two quickservice restaurants and 12 new stores. That work is set to finish by May 2017. Restrooms and family

As more reports surface about the Islamic State group who claimed responsibility for the attacks, it’s in solidarity we stand up against the hate demonstrated through their violent acts that left more than 120 dead. Just as the actions and beliefs of the Islamic State group aren’t representative of the local Muslim community, let’s make it clear the actions and beliefs of the few who are committing these hate crimes aren’t representative of all Torontonians. As Mayor John Tory noted in a vigil last weekend at Nathan Phillips Square, any retaliatory attacks only target the majority of Muslims who have nothing to do with the actions of extremists such as ISIS. “These people who perpetrated these attacks represent no one,” he said. “They are not representatives of any faith or nationality; they are people that have decided to take on a set of values and try to destroy our way of life.” It’s also important to heed the mayor’s statement that the city will run business as usual. For Toronto residents, that means living peacefully in a city that prides itself on its diversity.

Do not give in to the fear, the anger, the hate It was barely a year ago that the shootings in Ottawa made their lasting impact on security at Toronto City Hall. Since that day, security has stationed a single guard at the little-used north entrance to City Hall, which gives quick access to the elections office and the City Hall Press Gallery. The door is locked, and only those with key-cards can make it inside. Otherwise, there has been very little change – visible change, at any rate – in the way security is conducted at the centre of government of Canada’s largest city. There has been no local equivalent, certainly, of the federal Bill C-51 enacted by the old Harper government to broadly empower police and security agencies and to limit freedom and privacy rights, beyond the level that those agencies themselves deemed necessary. But for those working at City Hall? A well-mannered, unarmed guard watching a

david nickle the city door that’s used mainly by employees, and otherwise it is business as usual. Well, it’s not entirely business as usual. Over the course of that year, Toronto elected a new mayor, and in the course of the year that mayor, John Tory, was moved not by fear, but by laudable compassion for Syrian refugees, fleeing from the same terrorist gang that inspired the Ottawa shootings. Tory, unlike other political leaders in this and other countries, has made it clear Toronto will be a welcoming place. And so it is that as we consider last Friday’s atrocities in Paris, we do so from a city that has generally acquitted itself well in the face of terror, in a manner similar to those good Parisians who opened their doors to strangers, stranded in their locked-down city.

Torontonians too are good people, or at least have the demonstrated capacity for goodness, and courage, and levelheadedness. That capacity may well be tested. As I write this on Tuesday, police are investigating what appears to be a hate crime – the beating of a Muslim mother on her way to pick up a child from school in Don Mills. A mosque was also burned in Peterborough over the weekend. These things both seem to be hate crimes, brewed from that toxic combination of fear and anger. Given Torontonians’ general civility and levelheadedness, there is legitimate hope the incidents will be outliers. The question now is what we do next, and the answer immediately is to simply carry on with our lives as they had been. The terrorists would prefer that we not, that we show them a trembling respect by withdrawing from civic engagement, by

isolating the religious and cultural groups from whom they would like to recruit, by posting more guards, agreeing to laws that restrict our liberties even further. We should prefer to do otherwise. On Tuesday, the city announced an exceedingly generous private donation to build parkland in an ugly space underneath the Gardiner Expressway. That is cause for celebration. We will soon be welcoming new residents, first as refugees, then perhaps permanent residents and finally if they choose to remain, citizens. As this goes on, we will work and plan and sometimes squabble over how best to build transit and repair public housing and improve our lives here. That is a busy and virtuous schedule. PAYING RESPECT IN SCARBOROUGH MIKE ADLER madler@insidetoronto.com They gave all they had hoped for, and all they had – as one hymn says – and now Scarborough residents remember them. On Wednesday, Nov. 11, around the eleventh hour, many showed that remembrance by standing by the cenotaph during the one moment each year when traffic on Kingston Road and Danforth Avenue stops. And later, invited to pin their poppies to boards in memory of a veteran or a lost soldier, dozens did. Betty Kimball said she was thinking about two uncles who served in the Second World War. Both returned and one, Edward Bennett, carried a New Testament that a bullet hit but failed to penetrate. Her brother has it now, she said. “It just blows my mind what they did for our freedom,” said Kimball, who has three nephews on active military service. “We have no idea what they went through.” Angus Croft pinned his poppy, then took his cap off briefly and faced the board before taking a picture. His father served in the British Merchant Navy in the Second World War, spending some time in Russia. “He didn’t talk too much about it,” Croft said. Sandee Avery had her daughter pin the red remembrance symbol as a gesture of thanks to “everybody that made this country free for us. No one in particular; a lot of people.” In the crowd, Helen Porter said she was thinking of the many members of her family who served in the Second World War, including all of her uncles. Her father, she said, had tuberculosis as a child and couldn’t serve, but made bombers in Milton, while her mother made bombs in Scarborough. It’s always important to honour veterans on Remembrance Day, Porter said. “More so today, because there’s so much unrest everywhere. We don’t seem to have learned our lessons.” Wayne Powell, Royal Canadian Legion Zone D5 commander, said we should thank veterans and Canadians serving in the military every day for putting their lives on the line. He also offered thanks to the audience, especially to younger people around the cenotaph. “I’m proud to say that our crowd keeps getting bigger and bigger every year.” Students from Cliffside Public School recited In Flanders Fields, and sang Bob Dylan’s Blowing in the Wind and Bill Withers’ Lean On Me. started to lay wreaths below the stone column, there was an uncomfortable pause when a federal representative was called upon and none stepped forward. Responsibility for the wreath belongs to the newly elected Scarborough Southwest MP Bill Blair, who didn’t attend. But Powell, president of the Highland Creek Legion branch and Padre Kelly Jackson, president of the Scarboro Branch on Kingston Road praised the involvement of local children and schools. Jackson said the new custom of pinning the poppies is a good way to pay tribute. “People feel like they’ve actually participated, and I think that’s key,

especially with all these kids,” he said. Second War veteran Ray Cameron, who sometimes speaks to children at local schools, said he’s seen “a great improvement” in their knowledge of Canada’s military history. Last year, Cameron was selected by the federal department of Veterans Affairs to represent veterans at celebrations of the anniversary of the war’s end in Holland. In that country, he said, he saw more Canadian flags than he ever saw flying in Canada. “They endured a lot of hardship during the war, and they aren’t going to forget the Canadian troops who liberated them.” Ann Landrey said seven members of her family perished in the First

World War. Her grandfather signed up in September 1914, “and every day of his service is online” she said, thanks to Canadian Expeditionary Force Study Group. At the Second Battle of Ypres, her grandfather’s head was damaged by bomb fragments, but didn’t report it. Both her grandmothers were nurses in the war, one an officer, she said, and her other grandfather raised a battalion of men in Sasketchewan. Yet Landry attended Wednesday’s ceremonies wearing a peace sign button on her coat. “There’s no good war,” she said. “There may be just wars, but there’s no good war.”

The pause didn’t last long, however. Scarborough Southwest MPP Lorenzo Berardinetti laid a wreath in front of the stone column on Kingston Road for the province, and Scarborough councillors Paul Ainslie, Michelle Berardinetti and Gary Crawford represented the City of Toronto. Asked to explain why he was not there as a representative of the federal government, Blair, who was chief of the Toronto Police Service for 10 years before he retired and ran successfully as a Liberal last month, said he was at the Remembrance Day service at Queen’s Park. Blair said he was there “in response to a long-standing invitation from the Toronto Gunners,” the Toronto-based 7th Regiment of Royal Canadian Artillery. He added he also attended and toured the Soldiers’ Tower at the University of Toronto’s Hart House, where another ceremony took place. “Unfortunately, I was not advised or invited to the Scarborough Cenotaph ceremony,” Blair said.

Police said the package appeared to be a promotional delivery and was opened by a resident of the home, near St. Clair and

Warden avenues. “A rusted razor blade was located within it,” police said in a news release Nov. 17. No one was hurt. The package was sent some time between September and November, police said. Betting against the Leafs a tradition “Daddy, are the Leafs ever going to be good?” asks my 12-year-old daughter, Rachel, wistfully, catching me by surprise. How do you respond to this? “Probably not” or “no time soon” are good options. How about the adult answer of “Honey they really don’t need to put a high quality product on the ice, because they are a wildly successful entertainment business with a terrible team year after year after year. Yet they are constantly near the top of the league in revenue streams, and value of franchise. So, no honey, I really don’t think they will be good in the near future.” I decide on, “Hopefully soon,” following up with, “Maybe in a few years when some of their young players get better.” I have to admit I feel dastardly keeping up this façade, when I really don’t think much of the team’s on-ice activities over the last several years. The problem I have this year is what is a good bet for the guy who bets against the Leafs? With all the Blue Jays excitement, we haven’t got around to firming up “the bet”. I don’t see them performing any better this year, but intuitively I have a hard time betting they will finish 30 points out of the playoffs. Coach Mike Babcock will have them playing a respectable brand of hockey by end of the year, and they seem to be on a decent little roll right now. So what’s it gonna be, brother? The Ontario government is promising to provide an update on wider implementation of High Occupancy Toll or HOT lanes by the end of the year, but until then is staying mum on its plans. Transportation Minister Steven Del Duca asked for patience until the details are finalized, which he promised will be made known in a matter of weeks. The lanes are supposed

to be installed on 400-series highways. What is known is no regular lanes will be removed, and existing HOV carpool lanes will become tolling lanes for single occupancy vehicles. Steeles highrise plans conflict with industrial area: committee DAVID NICKLE dnickle@insidetoronto.com A plan that would allow high-rise residential development along Steeles Avenue East in sight of the Steeles/ Redlea industrial park in Scarborough is going back to city planning staff for more work. That was the word from Toronto’s planning and transportation committee at its Monday meeting, after having heard from numerous local industry owners fearful that their work fabricating steel and making asphalt wouldn’t mix with the sensibilities of hundreds of new condominium-dwellers nearby. “We don’t need another 2,000 (residents) standing over us, looking at everything we do and making complaints about it,” said Dominic Crupi, whose family business Crupi and Sons has been in the city since 1951. Dominic’s father Cosimo said the family business has

its head office on Passmore Road and employ more than 300 people on Brimley Road — and made no apologies for the fact that the work they do would prove intolerable to any new homes nearby. He maintained that housing on either side of the area — bounded by Steeles Avenue East, Midland Avenue, Kennedy Road and Passmore Avenue — is well-buffered from Crupi and Sons’ operations. He said development without that buffering would soon come into conflict with the long-standing industrial area. But according to the recommendations from the Steeles-Redlea Regeneration Area Study, the lands fronting on Steeles Avenue East are well-suited to residential development, particularly as the north side of Steeles in Markham is already moving toward high-density development. As well, the Miliken GO Station in the middle of the lands make the area attractive

Local councillor Jim Karygiannis urged councillors on the committee to go along with the staff report. “I realize there are concerns from the industry in the area,” said Karygiannis. “The people in this room really don’t want this to be done. This is the wish, and the wish is ‘not in my backyard.’” But committee chair David Shiner said the risks to the employment area were real, and moved a motion asking city planning staff to reconsider the recommendations. He said that local industries weren’t adequately consulted, and the plan that council finally approves should have significant buy-in from the employment area. “I think this one has fallen a little bit between the cracks,” he said. “You have to sit there and hammer that out and I don’t think that was done well enough — it should have been hammered out better before it had come here.”

more information. City to clear abandoned bikes Derelict bikes will soon be cluttering up Toronto sidewalks no more. The City of Toronto will be removing abandoned bicycles from city streets and sidewalks from today and tomorrow to help clear up the city’s right of way. Bikes that are missing parts, flat tires or are otherwise unusable will be among the first to go, while bikes that have been chained up in the same location for more than a month are also likely to be removed. Residents can call 311 to report any abandoned bikes. When calling, they should clearly identify the bike in question and its location. Clearly derelict bikes will be removed with no warning. If it is questionable as to whether or not a bicycle has been abandoned, the city will place a notification on it. Owners will then have 14 days to remove the tag and move the bicycle to another location.

to an emergency room when medical or other issues overwhelm them, Tam said. “They have really no place to go right now.” The Scarborough Hospital, where Tam has practiced since the 1980s, bought nine of the Carefirst beds itself. Carefirst tried to get funding for the rest, but the province turned its application down, executive director Helen Leung said. This means the non-profit Carefirst has to charge a daily $150 fee for each of its 26 semiprivate beds. It also has one room with three beds, each $120 a day, and three private rooms at a $250-a-day rate. “The government says it doesn’t have any funding for this kind of facility because it is so new, so innovative,” Leung said, but added Carefirst, formed in Toronto as a social services association four decades ago, will keep trying. “We will not give up our efforts to advocate.”

The Carefirst Transitional Care Centre looks like a nursing home, but isn’t. No one there will be staying long, but when the 52,000-square-foot building opens Monday, its 30 beds will be in demand – at least for seniors who can pay $150 a day. Transitional beds fill a tremendous need for seniors who don’t need to be in a rehabilitation hospital, but require more care than they can get at home, said Dr. Paul Tam, chair of the Carefirst Family Health Team. Resources at local hospitals are limited, and there’s pressure to get patients out of valuable hospital beds, Tam told a press conference at the Silver Star Boulevard facility last Friday. Many elderly patients who are sent home “fall into the gaps,” and wind up returning

Many Carefirst clients will come to the centre because they wanted to, either to recover further after a hospital stay or to give their caregivers a break. Karen Kutt said her uncle, Ted Kutt, a man who once provided care to her and others in her family, is 85 and confined to a wheelchair. “The emotional part of (his) struggle is huge,” she said, as her relative looked on from the audience. As a live-in caregiver at his house in Scarborough, she’s essentially working two fulltime jobs, and feels fatigued quite a lot, she said. Kutt also said she rarely sees her own home in North Bay. That should change when her uncle starts coming to the centre for respite care at least once a month. The 30 beds and a dining hall of the care centre are on the building’s third storey, above a whole range of medical and social services.

The Study Enbridge Gas Distribution Inc. (Enbridge) has retained Dillon Consulting Limited (Dillon) to undertake an amendment to a previous environmental assessment completed for a new regulation facility. The original location for the proposed facility was in the vicinity of Jonesville Crescent and Eglinton Avenue in Toronto. Following further work and detailed design, a new location is being proposed at Pharmacy Avenue and Ashtonbee Road. The proposed regulation facility would assist in regulating the flow of natural gas through Enbridge’s pipeline system. The facility would be approximately 60 metres (m) long by 30 m wide. It would require approximately 150 m of buried 36-inch (915 millimetre) high pressure natural gas inlet/outlet piping to connect the station to existing natural gas pipelines operating within the adjacent hydroelectric transmission corridor. This project is one component of a proposed upgrade to the backbone of Enbridge’s natural gas distribution system to serve growth in the Greater Toronto Area (GTA) and enhance reliability and safety. With two tweets, Canada’s new Transportation Minister Marc Garneau seems to have permanently cooled the prospect of jet aircraft using Billy Bishop Airport. “A s n e w Mi n i s t e r o f Transport, I have been enjoying learning about all my files including the Toronto Island Airport,” Garneau said on his Twitter account late Nov. 12. “I confirm that the Government of Canada’s position is the same as the Liberal Party of Canada’s commitment: we will not re-open the tripartite agreement for YTX (the Billy Bishop Airport.)” T h e G ov e r n m e n t o f Canada’s refusal to re-open the agreement effectively

renders any further discussion or study of the airport expansion moot: it requires all three levels of government’s agreement to make any changes to the restrictions against jet aircraft at the island airport. Porter Airlines had been requesting permission to extend the runway at the small commuter airport so that it might accommodate jet aircraft. Porter had hoped to expand the range of its flights, which currently are limited by the range of its fleet of turboprop aircraft. Four downtown city councillors — Mike Layton, Joe Cressy, Pam McConnell and Paula Fletcher — issued a joint statement following Garneau’s tweet. “We now know that jets will

not fly out of an expanded Island Airport. Full stop,” the statement reads. “With the formal confirmation that jets will not fly out of an expanded Island Airport, our city can now return to the work of ensuring existing airport operations better fit in with the local neighbourhood and city.” City officials have been working with the Ports Toronto and Porter on ways that jet aircraft might be accommodated. Budget chief and Scarborough Southwest Councillor Gary Crawford said he would have liked to have learned of the decision in a more official capacity, but he was resigned to the decision made by the federal government.

Private partnerships an option for building infrastructure: Tory RAHUL GUPTA rgupta@insidetoronto.com Mayor John Tory said the city will examine making more use of Public-Private Partnerships (P3s) for future transportation projects, but insisted it’s only one option in addressing the city’s infrastructure deficit. P3s have grown increasingly popular among governments because they shift the burden of delivering major construction projects such as subway lines to the private sector. Recent projections put P3

investment as representing $92 billion in investment in the national economy. But critics say they end up costing the public purse more money over the long term and exclude unionized labour from bidding on lucrative construction contracts. Speaking after a keynote address to launch the Toronto Region Board of Trade’s Transportation Summit Monday, Tory agreed looking toward P3s as a vehicle for speeding up construction on transportation plans represented a policy change

for the city. “But there is no ideological basis to this,” Tory said. “There is no suggestion 100 per cent all the time (construction) should be done under this model. We will definitely look at P3s for all projects to see if it’s appropriate for restoring an environment where we get things done on time and on budget and restore public, and eventually get the transit built.”

People from Birch Cliff fought to save the shelter when it was threatened with closure during the previous council term. Crawford said he had gotten to know many of the men there. “They could be your brother. They could be your uncle. They could be your father,” he said, adding in 16 years of Birchmount’s operation “there’s never been any concerns about safety. There’s never been any concerns about the men.” City staff has looked to replace the deteriorating, privately owned shelter building in Birch Cliff for around two years, but Crawford said when he attended at a meeting in Cliffcrest a month ago he hadn’t known the nearby Comfort Inn was a possible new location. Emese Kis, the shelter’s manager, said homeless people age faster and the Birchmount’s residents are

“lonely, lonely, vulnerable, elderly men,” learning how to do laundry, manage money, basic cooking, and trying recreation that helps them become more social and independent. She said the Birchmount screens its residents for outstanding warrants and past sexual offences. Gordon Tanner, a director of the city’s shelter program, said moving to the Comfort Inn would mean a real improvement in the men’s quality of life. However, he would not name a price the city is preparing to pay for either property, citing confidentiality rules,. As people filed out of the hall, a man called T.J. Sanga was signing people to a petition opposing the shelter. “If the councillor is not listening, we will have to call the MPP and MP,” he said, arguing Crawford was not respecting constituents. Moving the shelter to the neighbourhood will stop builders from buying and developing more of the motels and car lots, Sanga said. “You’re ruining one more good place to live.”
