Health centre celebrates new building MIKE ADLER madler@insidetoronto.com The new community health centre at Markham Road and Lawrence Avenue “is at the crux of change” and moving Scarborough’s health care in the right direction for its residents, supporters were told this week. Scarborough Centre for Healthy Communities, which opened the building on the northeast side of the intersection, shares a vision with the area’s provincial health authority that “engaged communities are healthy communities,” James Meloche, representing the Central East Local Health Integration Network, said during celebrations Wednesday afternoon. “When people are directing their health care, not just being the recipients of health care,” they are healthier, said Meloche, and people can use services at SCHC to spend

more time at home, instead being sent to hospital or long-term care. Founded in 1977 as West Hill Community Services, SCHC houses doctors, nurses, other health professionals and volunteers in its centre, which CEO Jeanie Joaquin said concentrates not just on treating people who are ill but in helping with their emotional and social well being. At 1,500 square feet, the new CHC is three times larger than the former SCHC location at Markham and Kingston roads and is far more accessible and welcoming, she said. The two-storey building, shared with a Shoppers Drug Mart in a plaza property called Cedar Heights houses 60 employees, has seven examination rooms in its clinic upstairs and downstairs hosts an Adult Day Program program for seniors with dementia, diabetes >>>HEALTH, page 3

Vehicle sought in connection with murder found ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com The vehicle wanted in connection with a Scarborough murder has been found in a North York mall parking lot. Police found two victims, a deceased man and an unharmed woman, after being called to a commercial building at 1970 Ellesmere Rd. at 3:02 p.m. Wednesday, Oct. 17. Police said the woman was shaken up and taken to 43 Division where she was co-operating with investigators. Two male suspects fled in a white Mercedes SUV, licence plate BNNZ 922. The vehicle was found just before 9 p.m. in the parking lot of the Bayview Village Shopping Centre, northeast of Bayview and Sheppard avenues. Det. Mike Carbone said the Mercedes will undergo a forensic examination. The victims were found in Unit 2, an empty unit, at 1970 Ellesmere. “There shouldn’t have been anybody there,” Carbone told reporters Wednesday night. The detective wouldn’t disclose whether or not the victims were tied up when found. “We’re still looking into speaking to some more witnesses,” he said. New model of health care “This is the new model of health care: ‘We walk with you, we want to see you succeed,’” said Dan Carter, raised in Agincourt and the founder of the Hope Centre for Learning in Oshawa. He urged people to find a way to support SCHC in its work. “When we take people through this journey,

we have healthier communities.” The new CHC space was made possible through a $470,000 Ontario Trillium Foundation grant which SCHC managed to match. The money has been spent on everything from furniture to new vehicles for SCHC’s Meals on Wheels program, said Bahadur Madhani, a member of the foundation’s Toronto Grant Review Team. Contributions for the centre are still coming. William Wei and other brokers from Coldwell Banker Case Realty handed Joachim a cheque for $5,000, their latest donation from funds collected over the past year. McGuinty’s departure will mean new eyes on education issues

To the editor: I endorse a one per cent corporate and union tax to bail out public transit. Some want taxpayers to suck it up with yet another new tax or toll road tax. It is time for corporations and unions to pay a one per cent tax for the sole purpose of funding our public transportation systems. Peter Clarke

nown to some Ontarians as “the education premier”, Dalton McGuinty certainly made his mark in education over the past nine years. He restored some funding after taking over government from Mike Harris’ Progressive Conservatives. He led successful initiatives to reduce class sizes and more recently, to implement full-day kindergarten. And despite the current sticky situation with the teachers’ unions to legislate a wage-freeze, McGuinty was able to negotiate generous contracts with them during his two previous terms. But times have changed since our view McGuinty was first elected. The economy is recovering and the Leadership race province is in debt. And education policy deserves fresh eyes. will rejuvinate The next leader must understand a certain tiring of current key issues Liberal education policy and adjust the vision. Fortunately, a leadership race allows rejuvenation on key issues. Understanding these are tough economic times, any discussion about increasing funding for education must be accompanied with a frank discussion on where the money will come from. And, like in every other government department, tough decisions will have to be made by the province with direction from the next premier on how to reduce the deficit while continuing to invest in education. In the meantime, as both Toronto school boards continue to face budget challenges, the public can help in finding the solution to providing essential school programming without breaking the bank. We encourage everyone to get involved with the Toronto District School Board’s (TDSB) largest public consultation process taking place over the next six weeks to help the board shape its plans on future budget decisions including which programs should be a priority for funding. “In a world that is quickly changing, we know how important it is to have the right opportunities and supports in place to prepare students for the future,” said Chris Spence, TDSB director of education, in a statement. “Simply put, we need the right programs in the right spaces in the right places.” Under the current fiscal reality, it will take more than a legislated wage-freeze to maintain a high quality of education in this city. The tough decision to cut some programs, for the time being, will be inevitable. Providing your feedback and helping come up with a consensus on how to proceed with the financial resources available will be crucial on building a firm foundation to making public education the best it can be for the next generation. It’s Saturday night in Canada, minus the fever

wrote this column last Saturday night. At least I think I did. To tell you the truth, I’m not absolutely certain, because it sure didn’t feel like Saturday night. It felt more like a Tuesday night or a Thursday night. Oh, the calendar said it was Saturday, alright. But how could it be Saturday night if there was no NHL hockey? How could it be Saturday night if there was no Hockey Night in Canada? How could it be Saturday night if Don Cherry wasn’t ranting on Coach’s Corner? Nope, there had to be a mistake on the calendar. And why was I looking at a calendar in the first place? You don’t have to do that in Canada to know if it’s Saturday night or not. You can feel Saturday night in your bones. You can feel the chill of Saturday night up and down your spine.

You can feel the hustle and bustle of people heading to the game or their favourite bar to catch the action on giant screens. You can feel families huddled around their TV sets at home. You can feel the sound of scalpers on the corner outside the arenas. You can feel all the magic of Saturday night in the air wherever you go. That’s why I’m having so much trouble understanding the current NHL lockout. By cancelling the first two weeks of this season, that means two Saturday nights without the Saturday night feeling.

Where is the upside for the league in denying Canadians their Saturday night passion? While it’s true only seven of the 30 NHL teams are based here and that more and more players are coming to the NHL each year from outside of Canada, make no mistake, Saturday night in Canada is the foundation upon which the league is built. Why mess with a good thing? It’s not the first time the NHL has skated down this rocky road, either. A lockout in 1994 resulted in a shortened 48-game season, which meant foregoing a bunch of Saturday nights. In 2004 the entire season plus playoffs was scuttled, which meant sacrificing an even bigger block of Saturday nights. An NHL players strike in 1992 resulted in just one lost Saturday night, but even one lost Saturday night is one

too many. The assumption is, of course, that fans will come crawling back when the NHL is playing again. But what happens to the NHL if the Saturday night feeling doesn’t return? So as the owners and players waste precious time arguing about which of their respective inputs is more important to the league’s sweet $3.3-billion league revenue pie, it seems they’re ignoring a third party whose role is just as critical to the success of their hockey empire: Saturday night. MIKE ADLER madler@insidetoronto.com In a way, the people of Greater Toronto are being offered two Rouge national urban parks, not one. Parks Canada maps of the future federal green space show the Rouge River valley below Twyn Rivers Drive as intact to Lake Ontario, and a corridor of tablelands in Markham from 14th Avenue north to the southern edge of Whitchurch-Stouffville and the Oak Ridges Moraine. But between those two areas along Steeles Avenue is almost a solid wall of private lands which don’t belong to the park, and below that is a wide hydro corridor and other spaces for infrastructure Ontario won’t relinquish. Not far to the south are two blocks of land below Finch Avenue the proposed 14,000-acre Rouge National Urban Park won’t include: 710-acres of Toronto Zoo lands, considered part of Rouge Park until now, and the 200-acre Baere Road landfill site. Also left off the new park map is the 17-acre Village Securities parcel for which Toronto taxpayers paid $17 million in 2007, and a city-owned section of the river’s Morningside Creek tributary. The lack of wide natural pathways between north and south Rouge

Park has been a worry for environmentalists. Large undisturbed areas and safe connections between them are thought to give less-adaptable animals – species Rouge Park was meant to protect – a chance to hide and migrate. Conservationists who have spent years or decades fighting to preserve every inch of the Rouge Valley are unhappy so much land is being left out of Parks Canada’s vision. They are also souring on the federal agency’s approach to protecting the ecology of the Rouge, though environmental standards for the new park have yet to be written. “In our opinion the current concept isn’t good enough,” Jim Robb, general manager of Friends of the Rouge Watershed said at a meeting this week, adding that FRW, long involved in restoration of Rouge Park lands, was on the point of signing a statement with other environmental groups expressing concern. “We’re not sure we’re in favour of the transfer of lands (in the park to the federal government) right now,” Robb said. Federal authorities expropriated 18,500 acres in Markham, Pickering and Uxbridge during the 1970s but Parks Canada has said an auto recycler, farms and homes in the park

can stay unless they want to sell. A map at a city-hosted meeting Monday showed more private land in the park than a map on the Parks Canada site, though with some parcels coloured to label their inclusion in the park as “uncertain.” The City of Toronto, which owns the former landfill site, is proposing to transfer some much smaller pieces of land, totalling three acres, to the park. Jane Weninger, a senior city planner, said “there’s still some flexibility” on park boundaries around the zoo. “The details as to where these lines will be drawn are still being studied,” she said at the meeting on an Official Plan amendment to prepare city land for a transfer. Robb said the zoo property, owned by the province, contains some of the most sensitive lands in the valley and it makes sense to have them in the park study area. He said he can understand why Parks Canada wouldn’t assume the liability of a capped landfill at Baere Road but should look at conditions under which it could be transferred to the park. The former landfill’s top is the highest point in the Eastern GTA and a regeneration success story, Robb added. FRW also objected to a small part of the Morningside Creek being

outside the proposed boundary, saying it is a coldwater stream and habitat for redside dace, a minnow the province considers a threatened species. Weninger said the city needs access to stormwater facilities along that part of the creek, so whatever land is transferred would be a patchwork. She said the nearby Village Securities site, saved from development by its purchase, wasn’t included because it is not designated open space. That satisfied Raymond Cho, the local councillor, who didn’t want the land included because a community centre may one day be built there. Robb and others at the meeting said they disliked Parks Canada’s concept of the Rouge National Urban Park (www.parkscanada.gc.ca/ Rouge) as a “urban” park, adding they would be more comfortable if it were called “urban-rural” or “near-urban” and recognized the area’s ecology as its primary goal. “We see the current direction as taking us away from the ecosystem,” Robb said. Pam Veinotte, the park’s first superintendent, said Parks Canada is committed to the Rouge Valley’s ecological health but needs flexibility to deal with green space in

an urbanized area. Stakeholders and landholders thought “urban park” was best, and some people don’t understand the near-urban concept, she said. Veinotte added protection for the area will be part of its strategic plan, which will be the first written for this new class of national park. Most land in the existing park is owned by the province, which is demanding compensation for handing it over, but Weninger said a transfer agreement between major park landholders including the city and province is expected “sometime in 2013.” Scarborough-Rouge River MP Rathika Sitsabaiesan said she will host consultation meeting in the riding to hear the views of residents on what should be in the park. The city launched its own consultation last week for the Baere Road site, which is between a CN Rail corridor and the Pickering boundary, asking people what should be done with the land, including possible recreational uses. More meetings for suggestions on a new park there have yet to be scheduled. Weninger said city lands proposed for the Rouge NUP will be discussed at a Nov. 8 planning committee meeting at city hall, and at Toronto Council on Nov. 27.

Toronto taxpayers are paying welfare benefits to more than 1,500 people holding business licenses and reporting zero income. Those were the findings of Toronto’s Auditor General Jeffrey Griffiths, looking into the way the city verifies that the people who receive social assistance actually require the service. The investigation looked at the city’s Employment and Social Services Division in 2011. That year, the group administered 170,000 cases with

Scarborough-Guildwood MPP Margarett Best said she saw Loptson’s face, “always happy, always warm,” just about everywhere she went in her riding. Loptson leaves behind a wife, Linda, two sons and grandchildren.

Toronto’s Volunteer of the Year In 2000, Loptson was named the City of Toronto’s Volunteer of the Year. He also started music scholarships and helped schools and associations throughout the West Rouge area. “He was an amazing man, with a huge caring heart and had wonderful community spirit. He was a mentor to many of us. We would remember him well by carrying on the prestigious role of ‘The Volunteer,’” the association said. Among the organizations Loptson supported with his time were the East Scarborough Storefront and the East Scarborough Boys and Girls Club. “He was always very anxious to help anybody who needed help,” said Margaret Baker, a longtime friend. A memorial service is planned this Saturday, Oct. 20, from 11 a.m. to 2 p.m. at West Rouge Community Centre on Rouge Hills Drive.
