SENATORS on Monday sought to squeeze information on how several members of the Guo clan managed to pull off their daring escape from the Philippines despite their being on a government watchlist, but they only got fragments from their star witness, “Sheila Guo,” supposed sister of fugitive ex-Mayor Alice Guo.

Testifying before a committee headed by Sen. Risa Hontiveros, Sheila, also known as Zhang Mier, said they were picked up by a white van on their farm in Bamban, Tarlac shortly after dinner on the evening of their escape.

The witness said she did not know the driver nor the license plate of the van used to fetch them.

She narrated that they traveled for about five hours until they reached an unfamiliar seaport from where they boarded a boat to embark on the first leg of their journey to escape Philippine justice.

From the small boat, they soon transferred to a fishing vessel and travelled for another five hours until they reached Malaysia, Sheila recounted.

“The boat we transferred to had fishing nets,” she said in Filipino while recalling that the vessel was “either blue or green.”

For his part, Sen. Joel Villanueva rebuked law enforcers for failing to closely watch the Guo farm in Tarlac.

“This a bit alarming and a (cause for) concern. It's common sense… They should have watched the farm and know what's happening inside," said the senator.

VP told: Return P73.28m disallowed funds

THE Commission on Audit (COA) has ordered Vice President Sara Duterte to return ₱73.28 million of the ₱125 million in confidential funds that her office spent in just 11 days in December 2022 on items deemed disallowed under government regulations.

The COA’s Notice of Disallowance, dated Aug. 8, 2024, surfaced during a House Committee on Appropriations hearing as lawmakers deliberated on the proposed ₱2.037 billion budget for the Office of the Vice President (OVP) for 2025.

A HOUSE leader has denounced the call of former presidential spokesperson, Harry Roque, for "people power" to topple the administration of President Ferdinand R. Marcos Jr. Rep. Bienvenido Abante Jr of Manila, chair of the House of Representatives committee on human rights, described it as "treasonous" act".

"Roque's call is not right," Abante added, "I mean, it's one thing to be able to rally against the government, it is another thing to say, let us come together so we could be able to topple this government."

DOTr suspends implementation of RFID ruling to October 1

THE Department of Transportation (DOTr) has deferred until October 1 the implementation of the revised guidelines on toll expressways to allow for further adjustments to operator operations.

In a Joint Memorandum Circular No. 2024-001, which was signed last August 1, 2024, the Toll Regulatory Board (TRB) will enforce the prohibitions/restrictions against motorists entering dedicated ETC lanes with “No Valid ETC Device”, and with “No Sufficient Load”.

“We hope the concerned agencies and tollway operators would use the 30-day deferment to fine tune expressway operations and further intensify the public information campaign to enable tollway users to comply with the new guidelines,” Transportation Secretary Jaime Bautista said.

Apart from updating the responsibilities of LTO, TRB, DOTr, tollway concessionaires and users, the JMC also imposes the penalties for lack of installed electronic toll collection (ETC) device or insufficient load balance of the Radio Frequency Identification Device (RFID), as well as strengthens the deputization by LTO of tollway enforcers of the two groups of tollway operators, among others.

Penalties for violations include:

• No valid ETC device: P1,000 (first offense), P2,000 (second offense), P5,000 (subsequent);

• Insufficient load: P500 (first offense), P1,000 (second offense), P2,500 (subsequent);

• Fraudulent ETC: P1,000 (first offense), P2,000 (second offense), P5,000 (subsequent);

“These revised guidelines should significantly improve traffic along expressways through cashless or contactless toll plazas,” Bautista said.

More lawmakers join Lakas, membership climbs to 105

TWO more lawmakers have joined Lakas-Christian Muslim Democrats

(Lakas-CMD), the largest political party in Congress and in the country.

The affiliation of Reps. Ramon Nolasco Jr. of Cagayan’s 1st district and Maria Ysabel Zamora of the lone district of San Juan City in Metro Manila increased Lakas-CMD’s membership to 105, or more than one third of the total number of members of the House of Representatives.

Speaker Ferdinand Martin G. Romualdez, who is Lakas-CMD president, today administered the oath of membership to his two colleagues and 32 other incumbent and former officials, and other politicians eyeing local posts in the May 2025 elections. Romualdez, the leader of the 307-strong House of Representatives welcomed his new party members. He said he was happy they chose to join Lakas-CMD.

Pasig Ferry limits run due to water lilies

THE Metropolitan Manila Development Authority (MMDA) announced that the Pasig River Ferry Service (PRFS) is currently operating only between Guadalupe and Sta. THE Department of Labor and Employment (DOLE) has proposed a P45 billion budget for the fiscal year 2025, down by P15 billion from its previous P61 billion budget this year under the 2024 General Appropriations Act (GAA).

DOLE Secretary Bienvenido Laguesma said the P45 billion budget under the 2025 National Expenditure Program (NEP) is 26.09 percent lower compared t o P61 billion budget this year, but is higher than the P39 billion budget under the 2024 NEP. Based on the proposed budget,

Fugitive Quiboloy

Jesus Christ in Davao City to arrest Apollo Quiboloy and five others for alleged criminal offenses.

The law enforcers believe he is now hiding in a secret bunker in the compound and it is just a matter of time before he is found and made to face the bar of justice.

But it is also possible that he could escape and thumb his nose at authorities, as he has hundreds of his followers trying to prevent the police from finding him.

The government has put up a P10 million reward for the arrest of the elusive Quiboloy who faces a string of criminal cases not only in the country but also in the United States.

Quiboloy’s arrest is being sought by the DOJ because he and five co-accused are facing a child abuse case before a Davao City court.

A Pasig City court has also issued an arrest warrant against him for human trafficking.

The Federal Bureau of Investigation in the United States also wants to get their hands on him to account for human trafficking and large-scale currency smuggling.

According to DOJ Undersecretary Nicholas Ty, the reward offer is legal under Philippine law.

He made a clear distinction between a bounty and a reward: “This is a reward, not a bounty. A bounty is for people who should be arrested because they are convicts of a crime or they have outstanding warrants of arrest. This reward covers many things, not just the arrest, but information on the whereabouts of the accused, including Pastor Quiboloy.”

The DOJ official explained that offering rewards to individuals who can give information leading a person’s arrest is legal.

Why is it legal?

Firstly, it is part of their job to uphold the law but this cannot be done if the accused is missing.

Moreover, our justice system clearly provides it is not illegal to offer rewards to locate those accused and bring them before the court.

The Department of the Interior and Local Government, for its part, also believes the cash reward and arrest warrant for Quiboloy are necessary to hold him accountable for the serious criminal charges filed against him.

The DILG says this is in line with their mandate to uphold justice for women and children.

“The DILG will never allow injustices to happen within our midst nor will we allow our children to become unknowing prey to sexual predators. Let the truth come out and justice be served,” it said.

Cardona said: “Is it legal to put up a P10-million reward for someone’s capture? When you put a P10-million reward for someone who isn’t convicted by any court, it’s worse than being branded a terrorist or killer in the country.”

Quiboloy’s adamant refusal to surrender to authorities and answer the serious criminal charges lodged against him by our Department of Justice and its American counterpart reflects a brazen disregard for the rule of law and utmost contempt for our judicial system.

Apart from this, Quiboloy displays an arrogant, unholy and unchristian behavior for someone who claims to be the “Appointed Son of God.”

THE Philippines remains one of Asia’s best-performing economies with its gross domestic product growth of 6.3 percent in the second quarter of 2024. According to the Philippine Statistics Authority, among the major economic sectors, Industry and Services posted year-on-year growths in the second quarter of 2024 with 7.7 percent and 6.8 percent, respectively. However, the agriculture, forestry, and fishing sector posted a year-onyear decline of 2.3 percent.

THE Philippine Navy’s Naval Special Operation Unit 06 on Monday trained BRP Laurence Narag crew members on Visit Board Search and Seizure (VBSS).

VBSS is a term used to approach and board any suspicious civilian vessel.

“The purpose to investigate, search, and apprehend a hostile vessel to prevent terrorism, piracy, and smuggling,” the Navy said.

Bill tells LGUs to allot funds for cooperative dev’t

A BILL filed at the House of Representa-

tives mandates local government units (LGUs) to allot a portion of their income for projects and programs that will encourage the growth of cooperatives in their respective communities.

House Bill 2162, authored by Rep. Brian Raymund Yamsuan of the Bicol Saro party-list group, hopes to bring about unprecedented increase in the number of cooperatives in the country, which, in turn, would create more jobs, invigorate local economies, and address poverty incidence.

“Cooperatives can have a significant impact in reducing poverty in our communities. Unlike a for-profit business where a substantial portion of its earnings go to paying the large salaries of its investors, and only a fraction is re-invested to keep

the business going, a cooperative invests the money it earns back to the coop and the community it serves,” Yamsuan said.

“If an owner of a for-profit enterprise spends his earnings, he will most likely spend it outside the community where he does business. But for cooperatives, a large part of its profits goes back to the communities they serve. Thus, their members and their communities are the ones who benefit,” said Yamsuan, chair of the House Committee on Fisheries and Aquaculture.

Yamsuan said cooperatives can power the modernization of the agriculture sector in areas like the Bicol Region. Cooperatives can also thrive in urban centers like Metro Manila where they can fill the needs and service gaps in their communities.

Angeles City logs lowest inflation rate in Central Luzon last January

ANGELES City has achieved the lowest inflation rate in Central Luzon at 0.2 percent in January 2024, according to a recent report by the Philippine Statistics Authority (PSA).

The PSA record showed that Angeles maintained a stable 3-percent rate in May 2024, representing a significant decrease from the 5.9-percent inflation rate recorded in the same month last year.

The PSA data demonstrated the city’s effective economic management under the leadership of Mayor Carmelo Lazatin, Jr.

Lazatin said he was pleased that the city has achieved this positive outcome, attributing it to sustained efforts to manage economic challenges and improve the quality of life for the local residents.

The PSA report also showed that the stability of Angeles’ inflation rate was positively influenced by the restaurants and accommodation services sector which maintained a high inflation rate of 10.2 percent, reflecting a robust demand.

In addition, the food and non-alcoholic beverages category saw a slight decrease to 3.3 percent, down from 3.4 percent in April, while transportation experienced an increase to 4.7 percent, up from 3.9 percent the previous month, indicating ongoing investments in infrastructure.

Other sectors experienced upward trends in inflation, including personal care and miscellaneous goods and services, which rose to 4.1 percent from 4 percent. Information and communication increased to one percent from 0.8 percent, suggesting advancements in the sector.

(LCDF) to be managed and administered by the provincial, city and municipal LGUs to support programs, projects and activities for local cooperatives development in their respective jurisdictions.

Under the measure, the envisioned LCDF will come from two percent of the funds that LGUs get as their National Tax Allotment (NTA), which represents their share in the taxes collected by the national government. For LGUs belonging to the 4th to 6th income classifications, the bill states that they may opt to allocate at least two percent of their funds for local development projects as the LCDF. They, however, should commit to progressively realize the mandate of allotting two percent of the NTA for local cooperatives development within the next five years from the time the bill becomes a law.

These included various driver’s license renewal offices such as Ali Mall in Cubao, Eastwood and Robinsons Place Manila as well as licensing centers, like the Quezon City licensing center and Caloocan licensing extension office.

2 running events hope to promote PH sports tourism

PROMOTING the country through sports tourism is the main objective of the forthcoming Samsung Galaxy Watch Manila Marathon and Cebu Half-Marathon.

Rio dela Cruz of RunRio, the main organizer, told yesterday’s Philippine Sportswriters Association (PSA) Forum at the Rizal Memorial Sports Complex that the two events should benefit tourism and at the same time serve as the country’s flagship running event.

“May impact sa tourism. When you look at other countries they have the Bangkok Marathon then they have one in Ho Chih Minh, Kuala Lumpur and Singapore. We hope to make this the flagship marathon in the Philippines,” said Dela Cruz.

The Manila Marathon takes place on Oct. 6 and according to plans will cover the cities of Pasay, Paranaque, Manila, Makati and if needed, Taguig. The races in 5K, 10K, 21k and 42K will start and end at the Mall of Asia grounds.

“We want these races to be as big as they can,” added Dela Cruz in the forum presented by San Miguel Corporation, Philippine Sports Commission, Philippine Olympic Committee, Smart/ PLDT, MILO, and ArenaPlus, the leading sports entertainment in the Philippines.

The Cebu Half-Marathon is set Nov. 24 and should be followed by stops in Baguio, Clark, Bataan, Manila, Legazpi, Cebu, Iloilo, Davao, Cagayan de Oro and Dapital.

Medals will be at stake for each leg, and runners who will compete in all legs will receive medals with all the legs crafted in them.

Dela Cruz said they have coordinated with the Department of Tourism and are hoping for stronger ties with the different LGUs (local government units) and eventually the Philippine Sports Commission.

“Sana makasama natin sila sa program. And once okay na (the two events), mas madali na i-promote sa partners,” added Dela Cruz.

“We are here to promote the Philippines,” he said, adding that so far, 4,000 runners have registered for the Manila Marathon.

“We don’t want this decision to become a paper judgement. PAGCOR, PCSO, says Guiao

As per his estimate, Guiao said the PSC could get as much as P25 billion in funds after PAGCOR cut down its contribution to just 2.1735 percent of its gross income starting in 1993 on the strength of an executive order from the Office of the President, handed down during the time of President Ramos.

“Ang kuwenta ko, tingin ko nasa P25 billion siya,” said Guiao, who considers the decision as the most consequential event since the creation of the PSC in 1990.

THE Securities and Exchange Commission (SEC) said Tuesday it revoked the corporate registration of Procap International and Ray International Philippines Corp. over alleged llegal solicitation of investments from the public.

The SEC said it revoked the certificate of incorporation of Procap for violating Section 44 of Republic Act No. 11232, or the Revised Corporation Code of the Philippines (RCC) in relation to Section 6 (i), paragraph 2 of Presidential Decree (PD) No. 902-A. It said it also ordered Procap International, its president and nominees, to pay P1 million as administrative sanction.

The SEC said that while the company was prohibited from soliciting investments from the public and issuing investment contracts due to lack of secondary license, it was found to be selling securities in the form of investment contracts through policy plans, promising investors 0.2 percent up to 1.4 percent guaranteed daily income depending on their chosen policy.

The SEC also noted that Procap’s operation had the characteristics of a Ponzi scheme where the earnings of early investors are funded using the investments of new investors.

The SEC, along with other law enforcement agencies, conducted an entrapment operation in October last year against Procap in October during an event it organized in a hotel in Makati City due to its illegal investment solicitation activities. This led to the arrest of 20 individuals including its directors, incorporators, agents and employees. SPC Power said in a disclosure to the stock exchange Tuesday the sale involved 29.925 million common shares in Bohol Light for P6.67 apiece. Bohol Light is a distribution utility engaged in distributing electricity within its franchise area covering Tagbilaran City.

“Purchase price is favorable to the corporation and proceeds of sale shall be utilized for the growth of the corporation,” SPC said.

SPC said that on Aug. 22, 2024, the company, together with other selling shareholders and Primelectric executed the sale and purchase agreement for 70 percent of total and outstanding shares in Bohol Light, which includes its 29.925 common shares. The remaining 30 percent is held by the Bohol provincial government.

“Acquiring BLCI is a valuable opportunity that should not be missed,” said Primelectric president Roel Castro last week.

SAO PAULO, Brazil—Fires that have razed thousands of hectares of forest in Brazil’s Sao Paulo state have been brought under control, authorities said Monday, though an alert for fresh blazes remained in place.

Since last Thursday, some 2,700 fires had been reported in the vast agricultural state, with more than 40 municipalities placed on high alert. More than 20,000 hectares were destroyed, according to authorities. By Monday morning, there were no fires left, Governor Tarcisio de Freitas told local media.

FROM August 19 to 21, the United States Peace Corps and the Philippine National Volunteer Service Coordinating Agency (PNVSCA) hosted the second “Youth Volunteerism Workshop” in Subic, Zambales, bringing together over a hundred Peace Corps Volunteers and their Filipino counterparts to promote active youth participation in community development.

Funded by the United States Agency for International Development (USAID), this year’s workshop trained 41 Peace Corps Volunteers, 82 Filipino volunteers, and youth leaders on various volunteerism strategies, including recruiting techniques, building and managing connections, developing volunteerism

frameworks, creating action plans, and sharing of best practices on networking and collaboration. Utilizing a “train the trainers” model, the workshop is projected to reach 10,000 youth.

“I am excited to see how this year’s participants will replicate and scale up the success of their facilitators, reach-

ing more youth, especially those who are currently out of school or at risk of dropping out,” USAID Philippines Deputy Education Director Yvette Malcioln said in her opening remarks.

After the workshop, participants will lead peer education in their own communities, focusing on key themes such as youth mental health, HIV/AIDS prevention, and adolescent sexual reproductive health. Other topics include life skills, environment and climate change, academic tutorials, and additional subjects based on their community’s needs.

“I encourage participants to continue to carry the torch of volunteerism high, nurturing the flame of compassion and

dedication as they return to their communities,” PNVSCA Executive Director Donald James Gawe said. Last year’s workshop trained 12 Peace Corps Volunteers and their Filipino counterparts, who then imparted their knowledge to 160 youth leaders, reaching 5,000 youth from 14 municipalities in Luzon and Visayas. To date, more than 300 individuals have been trained through the Youth Volunteerism Project. This initiative is part of Peace Corps Philippines’ broader Host Country Volunteerism program, supported by PNVSCA, which seeks to strengthen and institutionalize volunteerism in the Philippines.

A love letter to Filipino immigrants

DIRECTOR Benedict Mique, still enjoying the success of his Netflix film Lolo and the Kid, is optimistic that his latest project, Maple Leaf Dreams, will make a significant impact. This film is just one of several projects he has lined up for the year, and he believes its powerful story will resonate with audiences.

In an interview with Manila Standard Entertainment, Mique described Maple Leaf Dreams as a “love letter” to Filipinos who have moved abroad in search of better opportunities. The film is more than just a love story as it explores the struggles of uprooting one’s life and adjusting to a new culture.

“It’s an immigrant story first before it’s a love story. It’s a story about dreams, family, and friendship. Our actors represent a large sector of the community, and that’s what makes this movie special,” Mique said. He emphasized the cast’s commitment, noting that they immersed themselves in the lives of blue-collar workers to authentically portray their roles.

“You’d be amazed at the lengths they went to—they worked in a canteen, a grocery store, a junk shop, and even used public transportation for a week to fully embody their roles,” he added.

Eighty percent of the film was completed in Toronto, where the cast and crew spent 15 days filming. The remaining 20 percent was shot in Manila according to Mique who also expressed pride in showcasing locations like Niagara Falls and Toronto Island Park despite the challenges of filming in Toronto.

“We didn’t shoot for more than 12 hours a day. Toronto is very expensive, and you have to admire the Filipinos working there because they’re fighting to survive,” he said. “Even other nationalities struggle to make it. They gamble everything to stay in Canada. Every OFW story deserves to be told.”

Maple Leaf Dreams stars Kira Balinger and LA Santos, who are headlining a film together for the first time. Kira plays Molly, a young woman determined to lift her family out of hardship, while LA portrays Macky, a restaurant manager in the Philippines seeking a more stable and fulfilling career.

How purchasing local artisanal goods can go a long way

THE Museum Foundation of the Philippines has been focused on raising awareness regarding the rich artistic and cultural heritage that the country has to offer. With this aim, it continuously supports the National Museum of the Philippines as well as the various museum communities all over the country by lending a hand to their development programs.

One such activity that the foundation annually holds for this endeavor is the MaArte Fair, which is its flagship fundraising event that showcases artisanal goods made by local artisans. Celebrating its 15th year, the MaArte Fair 2024 takes on the theme of Fab Finds, which puts a spotlight on the country’s endangered fauna such as the Philippine eagles, crocodiles, tamaraws, sea turtles, and tarsiers. The foundation hopes that the theme will raise more awareness regarding the conservation of the environment as well as the endangered species in the country.

Museum Foundation of the Philippines Vice President Gemma Cruz-Araneta shared that the previous year’s fair took on a botanical theme because the foundation had funded three botanical artists who were working with the National Museum as they were invited to go to Singapore.

As the foundation expanded the previous year’s theme from flora to now focus on fauna and to raise more awareness about the preservation of endangered animals, it also wanted to advocate for Filipino weavers by giving them space to showcase their goods in the fair.

“Weaving is a very important part of our heritage that we should not lose,” said Cruz-Araneta, adding the tragic fact that with the dying silk thread industry in the country, some materials in weaving that were previously produced here in the Philippines were now being outsourced outside of the country.

“When you come to the MaArte Fair, you will not only buy beautiful items but your contribution goes a long way. Just think that when buying a beautiful piece of malong or a modernized one, you’re helping not only the vendor, but also the weaver, the producer, the threads, and those who preserve the designs of our ancestors,” said Cruz-Araneta.

Last year’s fair was only held for three days with around 120 exhibitors, reaching about 10,000 in foot traffic. With this year’s fair now being held for four days with more exhibitors, the foundation expects to exceed the record number of attendees from the previous year.

With the fair being held at The Peninsula Manila Hotel once more, this year’s MaArte Fair will now have a total of 147 exhibitors which offer a wide array of Filipino artisanal products such as fashion accessories, jewelry, personal care products, home decor, toys and games, books, food and beverages, and many more.

The exhibitors will have their booths spread throughout the hotel’s 9th and 5th floors, Rigodon Ballroom, Garcia Villa, Balagtas Rooms, The Conservatory, and Upper Lobby. There will also be special side events and surprises that await attendees during the four days of the fair.

Proceeds from the fair will benefit the projects of the National Museum of the Philippines and museum communities in the country, the Museum Foundation’s research and project grants for their chosen grantees, and other programs and workshops of the foundation.

THE Eraserheads will take the stage at the opening ceremony of the 87th season of the University Athletic Association of the Philippines (UAAP) on Sept. 7 at the Araneta Coliseum.

Ely Buendia, Raymund Marasigan, Buddy Zabala, and Marcus Adoro will reunite for a performance as the University of the Philippines (UP), the host school, kicks off the new season with an opening day celebration featuring the iconic rock band and other artists.

The Eraserheads recently received the Gawad Oblation Award, the highest honor UP bestows on its alumni for significant contributions and extraordinary service. The band was recognized for having “indelibly shaped the scope and sound of our culture.”

Their performance at the UAAP opening ceremony will be a homecoming of sorts, providing

broader UAAP community and sports fans.

The artistic revolution starts with Balete a devised theater based on National Artist F. Sionil Jose’s novel Tree and his autobiography Promdi , devised from award-winning playwright Rody Vera ’s Filipino stage adaptation Balete Balete runs from Sept. 13 to Oct. 6, at Tanghalang Ignacio Gimenez (CCP Blackbox Theater), with 3:00 p.m. and 8:00 p.m. shows.

Local comic artists, cosplayers share spotlight in comic con

FILIPINO comic artists and cosplayers gathered in a celebration of creativity and ingenuity at the recently concluded DrawINK Convention.

One of the highlights was a panel discussion entitled Komikeros in the Digital Landscape , headlined by popular local illustrators and social media personalities Drew Borja of Hunghang Flashbacks and AJ Bacar of Sskait.

The special guests expounded on their processes, sources of inspiration, and how they incorporated and promoted Filipino culture in their works. They imparted several tips on building a brand identity as well as growing the audience.

The talk walked the audience through the setbacks and triumphs that established their presence in the online comic industry.

The fete featured an Artist Alley, which showcased the iconic figures and merchandise of Sskait, APOG, and chef budz. It also provided a platform for starting Benildean comic artists and illustrators to present and promote their original pieces. Alexandra Flores, who likewise dressed as Furina de Fontaine, was hailed as Most in Character, while Calista Jade Maniquis as Cloud Strife from Final Fantasy VII was named Best in Craftsmanship. Sarah Kyle Emmanuelle V. Reyes , who embodied Miguel O’Hara from Across the Spiderverse , stood out as the Audience Favorite. The festivity concluded with an intimate DrawINK Night , which turned the spotlight on the organizers and convenors.
