RESIDENT Marcos challenged Chinese Premier Li Qiang over recent clashes in the West Philippine Sea at regional summit talks in Laos on Thursday as fears grew that conflict could erupt in the disputed waterway.
“You cannot separate economic cooperation from political security,” Mr. Marcos said during the ASEAN-China meeting attended by Li.
The Li summit was largely focused on trade, but Mr. Marcos told his fellow leaders that ASEAN and China cannot pretend that all is well on the economic front when there are tensions on the political front, a Southeast Asian diplomat said.
Mr. Marcos also said that both sides should hasten talks on a code of conduct in the South China Sea.

MORE than half of Filipino families considered themselves poor as of September or at least 16.3 million families, according to a national survey by the Social Weather Stations (SWS).
Based on the latest SWS survey, it was found that 59% of Filipino families see themselves as poor.
This is one percentage point higher than the 58% in the June 2024 survey, and “the highest percentage of self-rat-
ed poor families since June 2008,” SWS said.
The SWS found there was a sharp increase of self-rated poverty in Metro Manila.

THE private operator of Ninoy Aquino International Airport (NAIA) came under fire for raising terminal fees without making any improvements at the facility.
“On October 1, the airport’s overnight or 24-hour car parking rates increased to P1,200 from the previous P300. The short-term parking, which used to be P40 for the first three hours and P15 for each hour thereafter, has become P50 and P25, criticized,” said Leody De Guzman who eyes a Senate seat in next year’s elections.
“I also discovered that the rent for other concessionaires and service providers leasing land at NAIA will also be increased. This includes companies in food handling, ground mechanics. and maintenance, cargo, and more,” De Guzman added. He charged that the fee hikes will not only affect overseas Filipino workers and their families, but will also impact local tourism, importers, and exporters, as various airport-related services will become more expensive.
De Guzman criticized New NAIA Infrastructure Corp. (NNIC) chairman Ramon Ang, alleging that Ang benefited from the privatization of NAIA.
“He (Ang) boasts that he will make the airport world-class, but the funding for it will come from the public consumers instead of his own pocket. The problem with raising the fees is that it is a ‘pass-on’ that will ultimately be shouldered by ordinary citizens using the airport,” De Guzman said.
“Similar to our experience with oil, water, and electricity, the privatization and deregulation of basic services do not lead to a decrease in costs or an improvement in efficiency. The primary motive behind privatization and deregulation is private profit, not the welfare and well-being of the public,” he added.
De Guzman said their legal team is currently studying the steps for the reversal of the concession agreement and the immediate suspension of the fee increase for the use of NAIA facilities.

Phivolcs reports Taal emitted thick plumes
THE Philippine Institute of Volcanology and Seismology (Philvolcs) reported a small phreatic eruption lasting two minutes in Taal Volcano, Batangas last Wednesday. A voluminous emission of plumes of up to 3,000 meters tall that drifted to north northwest directions was observed, Philvolcs said. The volcano emitted 2,256 tons of sulfur dioxide gas on Wednesday.
Phivolcs said there was an upwelling of hot volcanic fluids in its main crater lake.

Customs foils vapes smuggle bid in Clark
CUSTOMS operatives have foiled an attempt to smuggle cannabis-infused vapes at the Port of Clark in Pampanga. The shipment, declared as “Label Marker Machines,” was intercepted after the X-ray Inspection Project unit and K-9 unit detected the presence of illegal substances.
“Upon conducting a 100 percent physical examination, Customs authorities uncovered 100 pieces of cannabisinfused disposable vapes from various brands worth more than P250,100,” the agents said.
“Samples were tested and confirmed the presence of cannabinoids. The samples were then turned over to the Philippine Drug Enforcement Agency (PDEA) for laboratory analysis, which verified the substances as marijuana, classified as a dangerous drug,” they added. QUEZON City Mayor Joy Belmonte
has ordered the integration of mental health concerns such as depression in their Helpline 122 which is open round-the-clock to provide proper intervention during emergencies.
The city’s crisis responders have been trained by the National Center for Mental Health on suicide and crisis management, Belmonte said.

Poe: Create separate budget for animal care
SENATOR Grace Poe has called for separate funding for animal welfare in the 2025 budget to ensure the protection and humane treatment of animals.
Poe, the Senate finance committee chairperson, also said the budget should include programs such as neutering, spaying, anti-rabies shots, and support for local government units maintaining pounds for dogs and cats.
Poe, along with Senators Cynthia Villar and Nancy Binay, is pushing for a nationwide campaign to neuter and spay dogs and cats as part of responsible pet ownership.
The animal welfare fund is currently lodged with the Bureau of Animal Industry under the Department of Agriculture (DA), but there is no allocation for spay and neuter programs from the national government.

In a statement posted on Facebook today, Parish Priest Fr. Carlito Dimaano admitted that there was an error on his part in pushing through with the said event.

DSWD continues cash aid for ‘Julian’ victims

The Sandiganbayan has appointed two new associate justices including Muntinlupa Judge Gener Gito and Mandaluyong Judge J. Ermin Ernest Louie Miguel.
It can be recalled that Gito acquitted former Senator Leila de Lima in June, the Supreme Court (SC) earlier said.
In 2023, Gito granted bail to De Lima before granting the demurrer to evidence which paved the way for her acquittal in the last drug case filed during the Duterte administration.
In dismissing the case, he said the witnesses’ testimonies failed to establish that there was a conspiracy to commit illegal drug trading.
The former senator is now running under the party-list Mamamayang Liberal for the upcoming 2025 midterm elections.

A TOP official of the National Grid Corporation of the Philippines (NGCP) said that China’s significant stake in the local power transmission firm does not pose a national security threat to the Philippines.
In an interview, the NGCP board of director Francis Chua said “less than one dozen” Chinese nationals are personally involved in the day-to-day operations of the transmission service provider.
He was referring to employees of the State Grid Corporation of China (SGCC), a Chinese state-owned entity that owns 40 percent of the NGCP.
Chua explained that the NGCP mostly relies on its China-trained Filipino personnel to run the power grid, whose scope of operations spans across the Philippines.
He noted that while the firm’s Filipino employees “received very good training in China” the local power grid still relies heavily on Chinese technology.
“If they were to go [Chinese NGCP stakeholders], what would happen if something broke down? Nobody knows what would happen [without Chinese technical expertise],” he said.
Chua, also chairman emeritus at the Philippine Chamber of Commerce and Industry (PCCI), noted that many countries rely on Chinese technical expertise to operate their power grids.
“Almost in the whole world, they [Chinese] are operating the electricity grids. It’s not just here [in the Philippines],” he added.
On Monday, Senator Risa Hontiveros raised concern over Chinese nationals exercising leadership and management roles in the country’s power grid, amid concerns about foreign control of the country’s electric power system.
She expressed doubt that the Chinese participation in the NGCP’s operations is limited to advisory roles.

CAGAYAN de Oro City Rep. Rufus Rodriguez proposed an additional budget of P10 billion for the rural electrification program of the National Electrification Administration (NEA) for 2025.
“Let us give this program more funds so that the vision of President Ferdinand Marcos Jr. of 100-percent electrification by the end of his six-year term in 2028 could be realized. Congress should help him attain that target,” Rodriguez said.
He said the NEA is allocated only P2.6 billion in the proposed national budget for next year, which is about 11 percent of the agency’s funding proposal of P23.7 billion. “Let us give it even just half of what it is seeking,” he said. Rodriguez stressed that without addi-

SENATOR Sherwin Gatchalian urged the Department of Information and Communications Technology (DICT) to consider cybersecurity as a national security concern in the absence of a law. He emphasized the need for urgency in addressing cybersecurity to prevent cyber-attacks, especially as the world becomes more interconnected.
“My suggestion is to think of cybersecurity as a national security concern in the absence of a law. There should be a sense of urgency because the more that the world is connected, the more that we are prone to cyberattacks. We should be wary of this type of vulnerability in our country,” Gatchalian told DICT officials
at a recent Senate hearing on the agency’s proposed 2025 budget.
The senator stated that the government needs to ensure the cybersecurity capability of critical infrastructure such as the country’s electric transmission lines, certain airports, and water distribution, among others, are properly audited.
“Because these infrastructures are privately managed, the government does not have the power to audit their capability in so far as cybersecurity is concerned. Nakakatakot ‘yun,” he said.

In case it fails to do so, the House of Representatives could play catch-up by proposing the adjustment during the bicameral conference committee deliberations,” he said. He said by providing electricity to remote communities, “we will be helping our rural people improve their lives.”

It must be noted that “the unreasonably harsh conditions which compel resignation on the part of an employee must be way beyond the occasional discomforts brought about by the misunderstandings between the employer and employee” (G.R. “Strong words may sometimes be exchanged as the employers describe their expectations or as the employees narrate the conditions of their work environment… as they accomplish their assigned tasks. As in every human relationship, there are bound to be disagreements” (G.R. No. 254465, April 03, 2024).
“However, when these strong words from the employer happen without palpable reason or are expressed only for the purpose of degrading the dignity of the employee, then a hostile work environment will be created.” “[T]he doctrine of constructive dismissal has been the Court’s consistent vehicle to assert the dignity of labor” (G.R. No. 254465, April 03, 2024).
“The [Supreme] Court has held that the standard for constructive dismissal is ‘whether a reasonable person in the employee’s position would have felt compelled to give up [his or her] employment under the circumstances’” (G.R. No. 254465, April 03, 2024).
This was the issue faced by the Supreme Court in the case of Bartolome v. Toyota Quezon Avenue, Inc. (TQAI), et al., where the former “received from the Human Resources Department of TQAI a Notice of Decision for Habitual Absences for the month of October 2015 and a Notice of Explanation for Habitual Absences for the month of November 2015.”
“On top of these, he received another notice placing him under a seven-day suspension for a third offense. To these notices, he submitted his reply” [and] had a meeting with the management where he was accompanied by his sibling as counsel.
Subsequently, he attended a marketing professionals’ meeting where TQAI’s President uttered the following statements:

In another incident, “leather seat covers were wrongly installed in the car unit of his [Bartolome’s] client, without any order from him.” “[H]e pressed for an investigation, but TQAI Group Retail Manager… spewed this sarcastic remark, ‘Alangan nam[a]ng pati si Oda pagbayarin mo pa. Ano ba ang pinaglalaban mo?’”
“Following his transfer to another group, many of his accounts were pulled out from him [without] any explanation. When he protested, TQAI General Sales Manager… quickly responded—’[a]yaw ka na pahawakan ng accounts ni Boss Lincoln. Accounts nya yan. Siya ang may say.’”
What are the acts that render continued employment impossible?
“When he tried to process one particular sale under one of his few remaining accounts, TQAI General Sales Manager… refused to sign the vehicle sales proposal and warned him, ‘[h]indi ka pwede magrelease sa kliyenteng ito. Pwede mo iprocess pero ipangalan mo sa iba.’” Worse, “[h]is new boss… asked him point blank, ‘[a]no plano mo, magreresign ka?’” The Supreme Court said that “[Bartolome’s] account of the events which rendered his employment conditions unbearable, leaving him with no other choice but to resign, was ‘candid, straightforward [,] and categorical.’”
“Verily, [Bartolome] was constructively dismissed. [T]he calculated and combined acts of TQAI President…, TQAI Group Retail Manager…, TQAI General Sales Manager…, and Group Head… toward [Bartolome]” left him no choice but to leave his employment. TQAI and the rest of the respondents insist that they cannot be held personally and individually liable for constructive dismissal because of Bartolome’s voluntary resignation. To them, “his resignation letter was simple, candid, and direct to the point, and left no doubt that he did intend to resign.” However, “the circumstance before the resignation would show that [Bartolome] did not contemplate nor had any intention of resigning from the company were it not for respondents’ hostile and disdainful actions. When he tried to process his clearance… he was treated like a ‘stranger-criminal’ and subjected to undue harassment” (G.R. No. 254465, April 03, 2024).
Beijing on its ‘One China’ principle
WE received in our inbox a letterstatement from the Chinese embassy in Manila explaining its stand on the ‘One China’ principle. It takes strong exception to a recent statement of the Representative of the Taipei Economic and Cultural Office in Manila on the issue. But we’re publishing substantive parts of the letter-statement to give the reader a clear understanding of Beijing’s position. We’ve edited the lengthy letter-statement for brevity to fit this paper’s guidelines.
“The Taiwan question is essentially a remnant of China’s civil war. Shortly after the WWII, a civil war broke out in China, and Kuomintang (KMT) led by Chiang Kai-shek retreated to Taiwan after its defeat. With the support of external forces, the KMT set up a regime in Taiwan and the two sides of the Taiwan Straits have fallen into a state of protracted political confrontation. On October 1, 1949, the People’s Republic of China (PRC) was founded. The Government of the PRC became the sole legal government representing the whole of China and the sole legitimate representative of China in the international community. As a natural result, the government of the PRC should enjoy and exercise China’s
full sovereignty, which includes its sovereignty over Taiwan.
“The Taiwan question has nothing to do with democracy, health or global supply chains stability as claimed by Mr. Chow (Wallace Minn-Gan Chow, TECO representative in Manila), but bears on China’s sovereignty and territorial integrity. The “Taiwan independence” forces are using these rhetorics to cover up their hidden agenda of dividing the country. Their attempt is doomed to failure.

“The one-China principle is clear-cut. There is but one China in the world. Taiwan is part of China. The Government of the People’s Republic of China is the sole legal government representing the whole of China. UNGA Resolution 2758 fully reflects and reaffirms the one-China principle. – 59 percent -rated themselves poor, according to the Social Weather Stations in its survey conducted September 2024. This was the highest percentage of self-rated poverty since 2008. Self-rated poverty was highest in Mindanao (67 percent). Meanwhile, 52 percent of Metro Manilans said they were poor, a 13-percentagepoint increase from the 39 percent registered in June.
Some 13 percent of those surveyed said they were borderline, or on the line dividing poor and not poor, The remaining 28 percent said they were not poor.
People’s perception that they were poor increased by 1 percentage point from the 58 percent registered in June, which itself jumped 12 points from the 46 percent registered in March.
The release of these numbers provides an interesting backdrop to the parade of candidates filing their certificates in the past few days.
Candidates for national and local posts, regardless of their political color, have one thing in common: all of them profess their intention to help their constituents. Even if they purport to pick their advocacy area –better healthcare, for instance, or the fight against corruption, or protection of the environment, or the enforcement of peace and order – all these in one way or the other are made to alleviate the hardships of the people and provide them a better quality of life.
For the next elections, let us at least aim to rate ourselves as wise, discriminating voters who demand much from their leaders.
Whether or not these promises are sincere and backed by concrete and actionable plans are another matter. Different people will have varying notions of how poverty can be alleviated. Some think in the long term, contemplating the availability of jobs, the importance of education, and other factors that will slowly –not immediately – ensure that more Filipinos are able to meet their basic needs consistently. This is the kind of voters who appreciate the citing of data, targets and timetables, and performance indicators, in candi-
MANNY Pacquiao, who once left opponents gasping for air, has taken on a new challenge: knocking out corruption in the Philippines. The only problem? Corruption’s laughing so hard, it’s hard to hit.
Pacquiao’s political punches seem to land everywhere except where it matters, while corruption keeps bouncing back, smiling like it knows something we don’t—probably because it does. And while the boxer-turned-senator gets winded from all the swinging, corruption isn’t even breaking a sweat.
The image of Manny Pacquiao taking on corruption is like watching a heavyweight champ try his hand at chess: it’s amusing, heartwarming even, but the pieces are still scattered across the board. After losing his presidential bid in 2022, Pacquiao is now reapplying for his old job as a senator, swearing to continue his crusade against the scourge of corruption—a fight that, much like one of his later career bouts, might go the full 12 rounds without a decisive finish.
As a boxer, Pacquiao is a household name—a living legend. Who could forget that knockout of Ricky Hatton? But when he trades gloves for government papers, the story shifts. While in the Senate from 2016 to 2022, Pacquiao did what any boxer-turned-politician might do: he launched a few corruption

Once and for all, UNGA Resolution 2758 has resolved, politically, legally and procedurally, the issue of the representation of the whole of China, including Taiwan, at the UN and all the organizations related to it, and has made it clear that there is only one China in the world and that Taiwan is a part of China, not a country. It has also made clear that there is only one seat of China in the United Nations, and the Government of the Peo-
dates’ campaign promises. They are the ones who look more closely at candidates’ educational background, service history, or past performance. Tragically, many might think of poverty alleviation as being handed out something to meet their needs for the day or in the immediate term. They are not to be blamed – after all, before one is able to aim higher in the hierarchy of needs or reach their full potential, fundamental needs must first be addressed. How can one, after all, contemplate loftier ideals or fight for the rights of others if one is hungry, or does not have a stable source of income, or has no roof over one’s head?
This is likely why many of us are still swayed by the appeals of those who package themselves as the answer to the people’s prayer, even if the “solutions” they offer are only for the immediate term, with the roots of the problem conveniently ignored.
But this is not supposed to be the case. The public’s reaction to the near-circus that was the COC filing indicates a hunger for a breed of candidates that do not thrive by doling out tokens or little favors to the people who would vote for them, capitalizing on their self-image as poor and desperate for assistance.
Most Filipinos may still see themselves as poor. This will take a lot more work and a longer time to address. For the next elections, however, let us at least aim to rate ourselves, even as many are poor, as wise, discriminating voters who demand much from their leaders.

However, being right doesn’t mean you know what you’re doing. His anti-corruption spiel sounds fantastic in campaign speeches—everyone loves a good cancer metaphor—but it hasn’t quite translated into action.
It’s a bout without a knockout.
Perhaps the problem is that corruption doesn’t tremble in fear of a left hook. Pacquiao accused several government agencies of mishandling billions in pandemic aid, but much like a sparring partner holding up the pads, those accusations didn’t result in any meaningful damage. Sure, the Bureau of Immigration got a few tough questions, and some officials broke into a sweat, but at the end of the day, corrup -

Sure, let’s ignore the fact that his investigations into corruption didn’t exactly send anyone to prison. Pacquiao’s approach is less about legal precision and more about landing political haymakers in front of cameras, but with no law prohibiting political dynasties, maybe that’s all we should expect from the man who once fought Antonio Margarito with a broken hand. After all, his son is running for office too—because if there’s one thing Pacquiao understands, it’s how to throw a family affair into the ring.

TAIPEI — Taiwanese President Lai Ching-te vowed Thursday to “resist annexation”, as China exerts growing military and political pressure on the self-ruled island it claims as part of its territory.
China has not ruled out using force to bring the democratic island under its control, which Lai and his government oppose.
“I will also uphold the commitment to resist annexation or encroachment upon our sovereignty,” Lai said, speaking under grey skies in front of the Presidential Office during Taiwan’s National Day celebrations.
Beijing has ramped up pressure on Taiwan to accept its sovereignty claims and relations have remained tense under Lai, who took office in May.
A senior US administration official said Wednesday that China may use the National Day celebrations “as a pretext”
for military exercises.
Lai has been more outspoken than his predecessor Tsai Ing-wen in defending Taiwan’s sovereignty, angering Beijing, which calls him a “separatist”.
Beijing accused Lai on Tuesday of “malicious intent to escalate hostility and confrontation” after he said China was not the “motherland” of Taiwan.
Despite his stance on Taiwan’s sovereignty, Lai was expected to use his first National Day speech to “project predictability and pragmatism”, said Wen-Ti Sung, a nonresident fellow at the Atlantic Council’s Global China Hub.
Foreign guests expected to attend the ceremony included three members of the US Congress, as well as senior officials from some of the 12 states that still have diplomatic relations with Taiwan.

The death this week of National League for Democracy (NLD) vice president Zaw Myint Maung -- a
close confidante of Suu Kyi -- was the latest blow to a party crippled by the junta’s crackdown. It came after party co-founder Tin Oo -- a military general turned democracy activist -- died of old age in June.
Nobel laureate Suu Kyi remains enduringly popular in Myanmar and the NLD would undoubtedly win a third landslide victory if she was to lead it into a free election, analysts say.
But the junta dissolved the party last year for failing to re-register under a tough new military-drafted electoral law, and it is barred from any new vote.
State media said on Wednesday that junta chief Min Aung Hlaing “clearly reaffirmed” the military’s plans to hold elections next year.

NEW YORK—The New York Mets, fueled by Francisco Lindor’s grand slam, beat Philadelphia to advance in the Major League Baseball playoffs on Wednesday as the Los Angeles Dodgers stayed alive with an 8-0 victory over San Diego.
The Mets beat the Phillies 4-1 to complete a 3-1 triumph in their best-of-five National League division series, their latest come-from-behind victory sending them into the NL Championship Series against either the Dodgers or Padres.
The Dodgers, down 1-2 and facing elimination in San Diego, were fueled by homers from Mookie Betts, Will Smith and Gavin Lux as they forced a decisive game five in Los Angeles on Friday.
Betts got things started, staking Los Angeles to a 1-0 lead with a first-inning homer that sailed into the Padres bullpen in left center field.
Japanese superstar Shohei Ohtani drove in a run with a twoout single in the second, chasing San Diego starting pitcher Dylan Cease. Betts then smacked a run-scoring single off reliever Bryan Hoeing. Lindor punched a 99 mph fastball 398 feet over the wall in center field, scoring Starling Marte, Tyrone Taylor and Francisco Alvarez.
“I was just trying to get a good pitch to hit and bring one run in and it worked out and went over the fence,” Lindor told Fox television. “I wasn’t trying to be the guy.
“I was just trying to keep the momentum that the guys had,” added Lindor after the Mets booked their first NLCS appearance since 2015.

Gialon capitalized on Concepcion’s early struggles and an early burst of birdies to finish the day with a solid four-under card and a 11-under 199 total, positioning himself for a long-awaited title victory at the par-70 Iloilo Golf and Country Club.

ILOILO—Sarah Ababa’s six-month journey back to the winner’s circle culminated in a determined triumph at the ICTSI Iloilo Golf Challenge as the seasoned Davaoeña showcased grit and poise to secure the title despite a challenging final-round 76 here on Thursday. Unlike her dramatic comeback victory at the Apo Classic in March, where she clinched the win in the closing round, Ababa maintained steady control throughout this week’s event, the third-to-last on the Ladies Philippine Golf Tour calendar.
Heading into the final stretch, she held a three-stroke lead after 15 holes, and despite bogeys on the 16th and 18th, her challengers, including Chihiro Ikeda, couldn’t close the gap.
Ababa’s scrambling performance on the tough Iloilo Golf and Country Club course, known for its tricky layout, resulted in a three-day total of seven-overpar 217. Her resilience paid off as Ikeda, who was poised to make a late surge, faltered on the back nine and ended up with a similar six-over card to finish one stroke behind at 218.

Despite bogeys and some missed opportunities inside six feet, Ababa executed crucial pars when it mattered. She also believed her father, former Tour player Edgar Ababa, who acted as her caddie, brought some added fortune.
“Swerte lang siguro kasi ung father ko ang nag-caddie sa akin sa dalawang panalo ko. Pero alam ko ung palo ko, mag i-improve pa siya, lalo na sa putting,” said Ababa.
Her second victory also capped a stretch of ups and downs. After tying for second at Palos Verdes and placing fifth at Caliraya Springs earlier in the season, she faced consistency issues, often finishing outside the top 10. However, a tie for third at Forest Hills last month reignited her confidence heading into this week’s event organized by Pilipinas Golf Tournaments, Inc.

AFIVE-MAN football delegation has been dispatched recently to take part in a four-day observer program during the FIFA Futsal World Cup in Uzbekistan.
The officials from the Philippine Football Federation will make up the Local Organizing Committee (LOC) that has been formed for the country’s hosting of the FIFA Futsal Women’s World Cup Philippines 2025.
Angelico Mercader, General Secretary of the PFF leads the team, with Aurelio San Agustín, who was appointed LOC Director of the FIFA Futsal Women’s World Cup Philippines 2025. They are with Kevin Goco, (PFF Assistant General Secretary), Arne Reodique (Marketing) and Ritchie Ganaban (Competitions).
The program, according to FIFA officials, will give participants a “unique and immersive experience into organizing world-level events, and help them understand the complex logistics, operations and strategic planning required to organize a World Cup of this magnitude”
The FIFA usually invites selected sports officials and organizers of future events and this is in both those already scheduled and those still in the
planning stages.
Last Sunday, Brazil was hailed as world champions for the sixth time at the 10th edition of the FIFA Futsal World Cup Uzbekistan 2024 for men.
The women’s equivalent of the tournament will make its debut in the Philippines next year.
“This is a very important milestone for us and we hope to meet and exceed expectations. We are very honoured that the first FIFA Futsal Women’s World Cup will be held in our country and I think it is not only an opportunity but also a responsibility for us to use this opportunity to promote and develop the game in our country and perhaps in the region,” said Mercader.

THE Department of Energy (DOE) plans to terminate half of the contracts it awarded to Solar Philippines, an official said Thursday.
“Ongoing process for termination of 21 contracts out of 42,” DOE Undersecretary Rowena Guevara said in a Senate hearing.
“Many possible reasons, but mainly compliance with approved work program,” Guevara said.
Guevara made the statement at the Senate finance subcommittee hearing on the agency’s budget after Senate President Pro Tempore Jinggoy Estrada raised concern over the failure of Solar Philippines to fulfill its energy commitments after getting service contracts from the government.

He said of the 10,000 MW committed by Solar Philippines and its affiliates, only 174.41 MW, or 2 percent, were completed or started commercial operations.
“The vast majority of the total commitment have not yet entered the development stage and remain in various phases of pre-development. How will this affect the department’s targets?” Estrada asked the DOE.
These included the Iba-Palawig project, IbaPalawig 2 project and San Marcelino phase 3 project.
Guevara said the most challenging part of building power facilities is acquiring land, whether by lease or purchase.
“Previously, possessory rights were not required when we issued service contracts. However, under the new guidelines, developers must have possessory rights before service contracts are granted,” she said.
Estrada asked why it was taking Solar Philippines too long to comply with the terms of its service contracts compared with other developers.
“You know, my conclusion is that while other project developers take an average of around two to three years to develop solar power projects, Solar Philippines and its affiliates have taken more than three years to even take its projects to development phase and much longer for actual construction,” he said.
Guevara said of the 32,359 MW covered by service contracts, other developers already fully developed or were in development of 22,000 MW of capacity.
“The remaining 10,000 megawatts depend on Solar Philippines, which could significantly compromise the DOE’s ability to meet its commitment to transitioning to renewable energy. I hope you seriously consider this matter,” Estrada said.
Senators Pia Cayetano and Sherwin Gatchalian also echoed the sentiments of Estrada, questioning delays in the service contracts of renewable firms.
Guevara said the DOE would issue new sets of terms of reference for its succeeding green energy auctions with the performance of RE developers as qualifying conditions.

PHILIPPINE exports and imports increased slightly in August, the Philippine Statistics Authority (PSA) said Thursday.
Merchandise export sales reached $6.75 billion in August, up from $6.73 billion a year earlier. This brought total exports for the first eight months to $49.41 billion, up 2.3 percent from $48.31 billion.
Electronic products remained the country’s top exports, accounting for $3.57 billion, or 52.9 percent of the total. The United States was the largest export market, with sales of $1.22 billion, or 18.1 percent of the total.
Imported goods rose 2.7 percent to $11.12 billion in August but declined 0.5 percent to $83.70 billion in the first eight months. Electronic imports totaled $2.44 billion, or 22.0 percent of the total.
Total external trade in goods amounted to $17.87 billion in August, up 1.8 percent from $17.56 billion. The trade deficit amounted to $4.38 billion in August and $34.3 billion for the first eight months, the PSA said.

THE New NAIA Infrastructure Corp. (NNIC), operator of the Ninoy Aquino International Airport (NAIA), implemented a new protocol at the airport, including increased fees for passengers seeking VIP treatment.
The new protocol, which replaces all previous arrangements effective immediately, is expected to curb misuse of VIP courtesies extended at the airport, NNIC said.
“Our ultimate goal is to create a seamless and efficient airport experience where the need for VIP treatment, beyond what is necessary for dignitar-
ies and those with critical functions, becomes unnecessary,”NNIC said.
“We want every traveler to enjoy an effortless journey through NAIA, regardless of their status,” it said.
The VIP privileges, which were intended for dignitaries and other important individuals, were easily accessible in the past for P800. The NNIC increased this fee to P8,000.
“For that amount [P800], any passenger could bypass regular airport procedures. This not only created potential security vulnerabilities but also led to operational inefficiencies and an unfair advantage for those who could afford to pay,” NNIC said.

THE Philippine Economic Zone Authority (PEZA) on Thursday announced a 205 percent surge in employment within the economic zones to 16,556 heads in the first nine months from 5,427 in the same period last year. PEZA director-general Tereso Panga attributed the growth to the ITBusiness Process Management (ITBPM) and manufacturing industries, which are projected to create 40,527 new jobs in 2024 alone.
“We hope to increase projected jobs by at least 50 percent to reach our minimum target of 60,000 new jobs for 2024,” he said.
The IT-BPM sector remains a key driver of job growth within PEZA, accounting for about 60 percent of the total jobs created.
Panga said the industry’s positive outlook is supported by the IT-BPM Association of the Philippines’ (IBPAP) target of 120,000 new jobs for the entire sector.
He cited a thriving PEZA-registered enterprise, Hi-P Singapore, a Singaporean-owned company operating in the Philippines as one the biggest employers in the economic zones. With investments totaling P3.48 billion and creating over 4,100 direct jobs, Hi-P Singapore is a major supplier to global technology giant Dyson. PEZA approved 16 new and expansion projects, valued at P54 billion in September 2024. These projects are expected to generate an additional 4,000 jobs and boost exports by 20 percent.

INTERNATIONAL Container Terminal Services Inc. (ICTSI) said Thursday said it acquired a 27-hectare property in Barangay San Roque and San Andres I in Bauan, Batangas province for a new international container terminal.
“The property is adjacent to ICTSI’s Bauan, Batangas property and will be utilized for its expansion plans of its new 900-meter berth terminal,” ICTSI said.
The company said the property is part of its $800-million investment in providing world-class port facility, and critical to ICTSI’s role in catalyzing regional development to Southern Luzon as a key player in global trade.
“This project will ultimately boost the economic benefits to the country through provision of efficient port services,” ICTSI said.
ICTSI said the new terminal would be the largest privately-funded marine terminal investment in history and would ultimately be the secondlargest container facility after the Manila International Container Terminal (MICT) in the Port of Manila.

THE Bases Conversion and Development Authority (BCDA) said Thursday it signed a partnership with independent telecom tower operator LBS Digital Infrastructure Corp. (LDIC) to enhance internet connectivity in several key developments.
The collaboration aims to improve digital infrastructure in New Clark City, Morong Discovery Park, Camp John Hay and areas within Bonifacio Global City.
“Our partnership with LDIC represents a significant step in our goal to ramp up internet connectivity in our developments. Through this initiative, we can build the right infrastructure that will advance and propel digitalization of businesses and communities present in our developments,” said BCDA president and chief executive Joshua Bingcang.
The BCDA and LDIC signed a memorandum of understanding (MOU) to expedite discussions with mobile network operators and secure their approval for the deployment and subleasing of common towers in these locations.
LDIC, a majority-owned subsidiary of Sojitz Corp. and New Founderco Holdings Corp., will conduct feasibility studies to determine the project’s financial viability without incurring any costs to BCDA.
The pre-investment and business studies are expected to be submitted within a year of BCDA’s approval.
Another local telecommunication tower operator, PhilTower Consortium Inc., also expressed interest in partnering with BCDA to further enhance digital connectivity in its developments.

BCDA is also actively commercializing the passive ICT infrastructure in New Clark City, laying the groundwork for robust fiber infrastructure and competitive internet services in the 9,450-hectare metropolis.

THE National Food Authority (NFA) signed a memorandum of agreement (MOA) with the Philippine National Oil Company (PNOC) for a rooftop solar photovoltaic (PV) system at its headquarters in Quezon City.
“This solar rooftop project will not only save on our power costs but also contribute to reducing carbon emissions and safeguarding the environment,” said NFA administrator Larry Lacson.
He said the project would serve as a model for other NFA offices and warehouses nationwide.
Under the agreement, NFA will lease a 100 kilowatt-peak solar PV system, which is expected to significantly lower its electricity expenses.
The monthly billing will be calculated based on the net energy output of the solar system, with a rate 10 percent lower than prevailing utility prices.

Lawyer Faye Singson said BFAR’s special bids and awards committee (SBAC) did not allow reporters who were assigned to cover the bidding to ensure a fair and impartial process scheduled Thursday and Friday. The projects under Bid Reference 2024-62 and 2024-63 involve the acquisition of multi-mission offshore vessels, refrigerated cargo vessels and steel-hulled fishing vessels, with a total project budget exceeding P2.1 billion.

THE National Food Authority (NFA) said it will start pilot testing the acceptance of palay (unmilled rice) bagged by farmers in new and good secondhand sacks, a measure that could save millions of pesos.
NFA administrator Larry Lacson said the savings could be channeled to buying more palay for buffer stocking and boosting farmers’ incomes.
“At 20 percent of 6.4 million bags of procurement target during the main cropping season, NFA will save around P27.4 million in the fourth quarter alone in terms of the cost of new sacks and warehouse handling,” he said.
The NFA said the pilot test would
cover 20 percent of the target 6.4 million 50-kilogram bags of palay.
Lacson said that if the pilot testing succeeds, the agency would implement it next year with up to 90 percent of palay to be procured and allowed to be bagged in farmers’ sacks.
“At 90 percent of procurement target of 10.9 million bags of palay next year, we could save around P215.5 million, an amount the NFA could use to buy an additional 7,700 metric tons of palay at an average price of P28 a kilo,” he said.
The NFA decided to accept palay in farmers’ sacks during various consultations with farmers nationwide.

MPT SOUTH Corporation, the operator of ManilaCavite Expressway (CAVITEX) and Cavite-Laguna Expressway (CALAX), in partnership with Maynilad Water Services, Inc., has donated half a million pesos worth of rice tosupport the local fisherfolk of Cavite, who were severely impacted by the recent oil spill and Typhoon Carina. The relief effort was officially handed over to former Governor Jonvic C. Remulla, benefiting the coastal communities of Cavite City, Bacoor City, and the municipalities of Noveleta, Rosario, Kawit, Tanza, Naic, Maragondon, and Ternate. The disaster, triggered by the MT Terannova oil spill—which released 1.4 million liters of industrial fuel into the waters—coincided with the wrath of Typhoon Carina, leaving Cavite’s coastal areas devastated. Fisherfolk, whose livelihoods depend on the health of these waters, have been hit hardest, struggling to
recover from the compounded crises.
“We understand the crucial role fisherfolk play in sustaining both the livelihoods of Caviteños and the province’s food supply, said MPT South President and General Manager, Raul L. THE Philippine Ports Authority (PPA) and International Container Terminal Services, Inc. (ICTSI) inaugurated two new mobile harbor cranes (MHC) at the Visayas Container Terminal (VCT), marking a significant milestone as the largest and first of its kind on Panay Island. These state-of-the-art cranes are part of ICTSI’s comprehensive upgrades at VCT, in line with the 25-year concession agreement awarded by the PPA in April 2024 under the Port Terminal Management Framework (PTMFRF). Alongside the two MHCs, enhancements to the terminal facilities, IT systems, and deployment of additional modern cargo handling equipment are also underway. The primary goal is to elevate VCT into a world-class port capable of accommodating new-generation vessels and increasing overall cargo volume. VCT currently handles various cargoes, including cement and grains from Vietnam, as well as general cargo from China. From April to August 2024, the terminal experienced a 16 percent increase in foreign vessel calls and a 79 percent rise in foreign cargo throughput. During the same period, there was also a 632 Twenty-Foot Equivalent Unit (TEU) increase in foreign containerized cargo. LUISITO Daumier Corilla of the Philippines won the title of Mister Global 2024 during the finals held in Bangkok, Thailand, on Sunday. The 29-year-old, 6-foot-4 model and actor outshone 31 other contestants from around the world.
Corilla, previously Manhunt Philippines 2019 and a Top 6 finalist in Mister Pilipinas Worldwide 2024, was born and raised in Las Piñas. He studied at Southville International School and Colleges in Las Piñas before moving to the U.S. at 18, where he earned a degree in Aviation Administration from Santa Monica College in California.
Corilla’s runners-up were Spain’s Manuel Romo (first), Nigeria’s Favour Ogbuokiri (second), Thailand’s Patrick Pho-ngam Forstner (third), and Brazil’s Luiz Mascarenhas (fourth).
During the Top 11 Q&A, Corilla highlighted the importance of ‘bayanihan,’ saying, “Philippine culture that I want to exercise globally is ‘bayanihan,’ which means one with your country, one with your community, and in simple terms, love your neighbor. Because if you start loving your neighbor, imagine the world peace that we can achieve, the conflicts and wars that we can prevent. If we apply this culturally all around the world, we can really make a difference.”
In the final interview, he was asked, “Can men be feminist?” Corilla answered, “Men can be feminist. It does not matter what role you do as long as

* * * Bronx model wins Miss Asia Pacific International 2024 Janelis Leyba from the USA was crowned Miss Asia Pacific International 2024 during the coronation night held at the Newport Performing Arts Theater in Pasay City on Monday.
Leyba, a 20-year-old model and assistant teacher from Bronx, New York, became the first American to win the pageant, succeeding Spain’s Chaiyenne Huisman, who was the last titleholder in 2019 before the competition went on hiatus during the COVID-19 pandemic.
When asked in the final interview how embracing diversity could positively impact society, Leyba responded, “Yes, embracing diversity can positively impact society because we would get to know that we are all one, we are all
equal, no matter where we come from, no matter what we look like, no matter what our uniqueness is. Embracing each other’s differences is what’s going to make us unite together. Once we accept that we are all different, then we can accept that we are all one.”
Karen Nunez of Mexico was named first runner-up, with Selena Ali of Belgium finishing second runner-up. The Philippines’ Blessa Ericha Figueroa secured third runner-up, while Germany’s Jennifer Prokop placed fourth.

INo matter how much I meditate and recalibrate, times of stress and panic still find their way to me. But hey, a girl can dream, right? As I sit through a pile of things to do and articles to finish, I find myself reflecting on five Japanese concepts I learned over the past few years that surprisingly, make a lot of sense in my everyday life.
1. Kintsugi: Embracing my imperfection Kintsugi is defined as the art of repairing broken pottery with gold. It is like a beautiful metaphor for life. It is about seeing those cracks and imperfections not as flaws, but as part of the story. Just like my favorite Hello Kitty mug with a broken handle. A friend who was about to have some tea when she came over to my place accidentally dropped the mug from the cupboard and the handle was broken. Instead of throwing it away, I fixed it with some glue, and now it’s even more beautiful with that memory of our bonding. It was a reminder that broken things can become even more valuable.
It is the same with us. Our mistakes, our heartaches, they all add up to make us who we are. And who knows, maybe with a little “gold” (in the form of resilience and self-love), we can all become masterpieces.
2. Ikigai: Finding my purpose
Let’s be honest, some mornings, the only thing motivating me to get out of bed is the need to pee or hunger. But on a deeper level, I’ve been thinking
Ichi-go ichi-e, or “once in a lifetime,” reminds me to appreciate every moment, because it will never happen again. This can be experienced in those simple moments with my family and friends, laughing over silly jokes or traveling to special destinations. Ichi-go ichi-e teaches me to be present, savor the good times, and find the silver lining even in the most annoying or frustrating situations.
4. Kaizen: Small steps, big changes Kaizen, the philosophy of continuous improvement, is something I’m trying to apply to all areas of my life. It’s about taking small, consistent steps toward a goal, instead of getting overwhelmed by the big picture. Like, for years, I have been meaning to declutter my closet, but the thought of tackling that mountain of clothes always sent me running away to watch a movie or scroll through Instagram. But with kaizen, I started small, just one shelf at a time, and realized that the hack was working. As the old expression goes, ‘How do you eat an elephant without overwhelming yourself?’ Simple. Just take one bite at a time.

sience and imperfection, is a concept that speaks to my soul. As I approach my 40s, I’m learning to embrace the wrinkles, the need for eyeglasses, and slower metabolism. Wabi-sabi reminds me that beauty is not about perfection, it is about authenticity. It is about finding joy in the simple things, like a cup of freshly brewed coffee in the morning or the sound of rain falling on a roof. It is about appreciating the beauty of the natural world, even in the midst of the urban jungle. These may not turn me into a Zen master overnight, but they are definitely adding a little more peace and joy to my everyday existence. I hope learning about them will add the same to yours.
