To boost maritime ties, conduct nuke plant study

THE Philippines and South Korea on Monday forged six new pacts, including agreements on strengthening maritime cooperation and a feasibility study on the Bataan Nuclear Power Plant rehabilitation as the two countries agreed to elevate bilateral ties to a “strategic partnership.”

“I would like to manifest our willingness to proactively work towards sustaining our cooperation and further deepening our unbreakable bond with the Republic of Korea,” President Marcos said in his remarks during the luncheon hosted for South Korean President Yoon Suk Yeol.

Marcos and Yoon both agreed to elevate bilateral ties to a strategic partnership to bring “further impetus to the strengthening and deepening” of the cooperation between the two countries.

“We agreed that we have made significant strides in advancing and deepening our bilateral cooperation towards the attainment of our mutually beneficial goals,” Marcos said.

Both countries inked memoranda of understanding (MOU) on maritime cooperation between the Philippine Coast Guard and the Korea Coast Guard, on Economic Innovation Partnership Program, on Strategic Cooperation on Critical Raw Material Supply Chains; and on the Feasibility Study of Bataan Nuclear Power Plant; a loan agreement on Samar Coastal Road II Project; and the implementation program of the MOU between the Department of Tourism and the Korean Ministry of Culture, Sports, and Tourism for 2024-2029.

More benefits for Philhealth members

PHILHEALTH president Emmanuel Ledesma said the state insurer has “abundant funds” and will continue to use these funds to increase benefit packages for Filipinos.

“We are aggressively using that money properly which is to increase the benefit packages, which we are doing, and continuing to do,” Ledesma said.

Ledesma stated that the agency is focused on identifying and expanding coverage to the ten most burdensome diseases in the Philippines such as pneu-

monia, severe dengue, stroke, chronic kidney disease, and various cancers.

The agency reported that currently, 60% of these conditions are now covered by the expanded healthcare financial benefits.

Ledesma said that PhilHealth is aiming to cover 80% of the said top ten burdensome diseases either by November

or the end of the year.

By 2025, PhilHealth also said will also roll out enhanced coverage for lung, liver, ovary and prostate cancer patients, particularly those undergoing chemotherapy.

PhilHealth also reiterated the lifting of the Single Period of Confinement (SPC) rule which started last October 1, ensuring that members requiring extended care were not forced to shoulder additional expenses.

It added that benefits for hemodialysis will again increase by 59%, which amounts nearly to P1 million in cover-

age annually for affected members.

PhilHealth earlier launched its therapeutic care package for Severe Acute Malnutrition which was the first in the Asia Pacific region.

In addition to the expanded benefits, PhilHealth is also embracing digital technology to improve its service delivery, especially in remote areas. Diesel, kerosene prices up; gas to remain neutral

The BNPP feasibility study will be executed between the Department of Energy and the Korea Hydro and Nuclear Power Co., Ltd. (KHNP).

“The signing of this MOU builds on the strong foundation of energy cooperation between the two countries. For the Philippines, it is a continuation of our efforts to enhance energy security, as outlined in the Philippine Energy Plan (PEP),” Energy Secretary Raphael Lotilla said in a statement.

Under the MOU, KHNP will shoulder the entire cost of conducting the technical and economic feasibility study for the BNPP.

The study aims to assess the viability, safety, and sustainability of various nuclear energy options, as well as help the Philippine government make wellinformed decisions on pursuing nuclear energy to support the country’s longterm energy goals.

would be done in two phases—first, assessing the current condition of BNPP, and second, evaluating if it is viable to revive the BNPP based on the data being gathered from the first phase of the study.

KHNP is the operator of the Kori Nuclear Power Site in Busan, which is an identical nuclear facility to the mothballed BNPP.

Under the PEP, the Philippines targets to have the first nuclear power plant in 2032 with a capacity of 1,200 megawatts, expanding to 2,400 MW by 2035 and reaching 4,800 MW by 2050.

Speaker Martin Romualdez, during the state luncheon, expressed Congress’ commitment to support the strategic initiatives aimed at strengthening ties with South Korea.

“Congress is fully committed to nurturing and expanding our dynamic and multifaceted relations with South Korea. This partnership is vital to achieving shared prosperity and mutual growth,” Romualdez said.

Romualdez highlighted the significance of Yoon’s visit as it sets the stage for an even closer partnership, particu-

“The elevation of our relations to a strategic partnership signals our shared commitment to navigate the increasingly complex global landscape together,” he said, adding that South Korea has been a key partner in defense and security.

“South Korea is a trusted defense partner, and their support for our military modernization and the Philippine Coast Guard is crucial to strengthening our national security and territorial integrity,” Romualdez said.

Yoon is the first South Korean leader to visit the country since 2011. He is in Manila for a two-day state visit upon the invitation of Mr. Marcos.

Bilateral relations between the two countries began on March 3, 1949 when the Philippines became the fifth nation to recognize the Republic of Korea.

The friendship was cemented by the deployment of the Philippine Expeditionary Force to Korea (PEFTOK) during the Korean War in the 1950s.

Other well-known names who filed their COCs on Monday included, former Senator Bam Aquino, former Defense Secretary Norberto Gonzales and former Sulu Rep. Lady Ann Sahidulla. Musician-turned-politician Jimmy Bondoc is likewise making another bid for the Senate under the Duterte-led PDP-Laban political party.

Outgoing senator Cynthia Villar also filed her COC for Las Piñas representative this time around.

A total of 38 senatorial aspirants filed

Comelec chair George Garcia said they are expecting an influx of aspirants to troop to the Tent City to file their COCs on the last day of filing on Tuesday. The number of party list groups joining the race is 91, but the Comelec expected more to file their certificate of nomination and acceptance (CONA) on October 8.

At least 86 senatorial aspirants have already submitted their COCs to the Comelec as of October 7.

There are 18,289 political seats to be contested. As of October 6, there are 20,324 political aspirants who have already filed their COCs from senators, representatives down to local city and municipal councilors, the Comelec said.

rolls out its ‘bakuna’ program for public schools

THE Department of Health (DOH) in collaboration with the Department of Education (DepEd) launched its “Bakuna Eskwela” on Monday.

The vaccination campaign aims to protect school-age children against measles, rubella, tetanus, diphtheria, and human papillomavirus (HPV).

This initiative aims to immunize at least 3.8 million public school students enrolled in Grades 1 and 7 with MR and Td vaccines, and another 973,930 female Grade 4 students in selected public schools for the HPV vaccine that protects against cervical cancer.

The Bakuna Eskwela has a budget of P853 million and will be implemented across public schools nationwide until November 2024.

The DOH said it has recorded 3,356 cases of measles and rubella with 11 deaths; 215 cases of diphtheria with 25 deaths; and 81 cases of neonatal tetanus with 44 deaths.

The health department also noted that around 7,897 women are diagnosed with cervical cancer, and about 4,052 die from the disease annually.

The School-Based Immunization (SBI) was suspended during the COVID-19 pandemic due to mobility restrictions. DOH and DepEd said that now that classes are delivered face-to-face, SBI is at full capactiy, following the issuance of DOH Department Memorandum 2024-0250 and supported by DepEd Memorandum 2024-03-06789.

BI arrests 192 foreigners in scam bust

AT least 192 foreign nationals were arrested by Bureau of Immigration (BI) operatives involved in illegal online scam operations and other immigration violations.

BI Commissioner Joel Anthony Viado said the operation was conducted in a building along Sen. Gil Puyat Avenue Extension and Macapagal Blvd in Pasay City, following reports of unauthorized employment and illegal activities of foreign nationals operating in the country.

The foreigners are now detained at the BI jail facility in Taguig and will be deported. The operation was carried out by joint operatives from the National Bureau of Investigation (NBI), Presidential Anti-Organized Crime Commission (PAOCC), Department of Justice - Inter-Agency Council Against Trafficking (DOJ-IACAT), and the Securities and Exchange Commission (SEC), and apprehended foreign nationals mostly Chinese, Vietnamese, and other nationalities.

Solo parents entitled to free PhilHealth medical coverage

SOLO parents are now entitled to free Philippine Health Insurance Corp. (PhilHealth) coverage as part of the expanded economic benefits extended to single parents.

Camarines Sur Rep. Luis Raymund Villafuerte in the wake of the PhilHealth’s recent release of guidelines for the implementation of the law, also said the state-run insurer issued guidelines last month on the free healthcare services now available for solo parents and their registered dependents.

These services can be accessed through the Solo Parents Offices (SPOs) or Solo Parent Divisions (SPDs) in their cities or towns.

“Alongside a monthly cash subsidy for single parents earning the minimum wage or below, and the 10 per-

cent discount plus exemption from the 12 percent value-added tax (VAT) on certain essential purchases, single parents are now entitled to free PhilHealth coverage,” Villafuerte said. Under PhilHealth Circular 20240020, which was published on September 28, both working and non-working solo parents are automatically covered by PhilHealth. Solo parents are eligible to avail of the KonSulTa Package, allowing them and their dependents to register with a PhilHealth-accredited healthcare provider of their choice.

The new law under RA 11861 sig-

nificantly increases the benefits for solo parents. Among the expanded provisions, it raises the age threshold for dependents from 18 to 22 and broadens the definition of a spouse to include partners in common-law relationships, as defined by the Family Code.

PhilHealth’s automatic coverage aligns with Section 2(a) of RA 11861, which mandates the State to “provide adequate social services, promote full employment, and improve the quality of life.” The law aims to support solo parents by assisting in the provision of basic needs and extending social welfare benefits.

For employed solo parents, premium contributions to PhilHealth will be shared equally between the employer and the national government.

The Circular outlines that dependents of solo parents include children 22-years-old and below who are unmarried and unemployed, as well as those over 22 with physical or mental

disabilities that render them unable to support themselves.

Villafuerte also highlighted other significant benefits, including a seven-day parental leave with pay for solo parents, regardless of employment status, and priority access to telecommuting programs as part of RA 11165, or the Telecommuting Act of 2018.

Solo parents earning ₱250,000 or less annually are also entitled to a 10 percent discount and VAT exemption on essential items like infant formula, food supplements, and doctor-prescribed medicines for children aged six years and below. Villafuerte noted that the Bureau of Internal Revenue (BIR) had issued guidelines for implementing these tax privileges last year.

The Department of Health (DOH) and University of the Philippines-National Institutes of Health (UP-NIH) estimate that there are around 14 to 15 million solo parents in the country.

THE Department of Human Settlements and Urban Development (DHSUD) on Monday underscored the government’s efforts in the housing and urban development sector under its Bagong Pilipinas brand of governance during the opening of the National Shelter Month 2024.

DHSUD Secretary Jose Rizalino Acuzar cited the importance of sustained engagements with all stakeholders to ensure collaboration between the public and private sectors, and further propel vibrancy in the housing and real estate industry through the three major programs of DHSUD.

“Under these programs, we are not merely building houses, we are transforming communities into resilient and sustainable living spaces with utmost consideration to the protection of the environment, and we are improving the way of life of our people,” he said in a statement.

DHSUD Undersecretary Avelino Tolentino III urged the stakeholders to align efforts in helping realize the dream of every Filipino family to have a house of their own.

This year’s theme, “Matibay na Tahanan, Matatag na Komunidad Para sa Bagong Pilipinas,” stressed the administration’s goal of providing safe, decent yet affordable housing and sustainable urban renewal under the Pambansang Pabahay para sa Pilipino program, the PLANADO (Plan & Do) Program and the Pasig Bigyang Buhay Muli project.

Army seizes firearms cache in Iriga City

THE Philippine Army’s 902nd Infantry Brigade earlier this week seized 22 highcaliber firearms in an operation in Barangay Sta. Isabel, Iriga City, Camarines Sur. According to 9ID public affairs chief Maj. Frank Roldan, the seizure was part of the unit’s ongoing efforts to end insurgency and achieve lasting peace in Bicol.

The operation involved troops from the 9th, 49th, and 83rd Infantry Battalions, along with the 92nd and 93rd Division Reconnaissance Companies.

It was launched after local residents reported suspicious individuals burying items in the area.

Responding to the tip, the troops patrolled the area and discovered a hut, where the owner admitted that the NPA had buried a cache of firearms, but could not specify the exact location.

Using metal detectors, the soldiers located the buried cache, which included 18 M16 rifles, 2 M14 rifles, 1 M653 rifle, and 1 12-gauge shotgun. The 902nd Brigade now holds these firearms for proper disposition. The leadership of the 9th Infantry Division thanked the community for its support and emphasized the importance of public involvement in the mission to eliminate the threat posed by the Communist Terrorist Groups. Remulla on Monday vowed to deliver justice on the 2014 killing of racing car ace Ferdinand Pastor.

Remulla made the pledge amid reports that Pastor’s widow, Dalia Guerrero Pastor, has left the country, and after the Supreme Court (SC) reversed a Court of Appeals (CA) ruling clearing her of complicity in the murder of her husband.

The Expanded National Nutrition Survey indicated a high prevalence of stunting among adolescents in rural areas and marginalized households, adding that nutritional deficiencies can impair children’s cognitive development and academic performance, leading to lower-quality learning outcomes and absences from school.

THE Makati City government has begun distributing specialized monitoring kits for diabetes and hypertension to local residents and city employees

Mayor Abigail Binay said this initiative is a significant part of the city’s comprehensive health strategy aimed at combating lifestyle diseases and improving the quality of life for the city residents.

“By providing these monitoring kits, we are not just equipping our citizens with tools; we are empowering them to take control of their health before they face critical health issues,” Binay said.

She added that regular monitoring can significantly reduce the risks of complications such as heart disease, stroke, and kidney failure.

The mayor said based on data from the city’s free medicine program, maintenance medicine for hypertension and diabetes top the list of medications dispensed to Yellow Card holders and dependents.

The hypertension kits include an Adult Aneroid Sphygmomanometer with a stethoscope, a booklet with a monitoring diary, dietary guidelines, an exercise plan, an embossed emergency contact tag designed as a bracelet, and a transparent storage bag.

The kits also contain a glucometer with 25 strips and lancets, a pack of 15 cotton balls, an embossed emergency contact tag bracelet, an NCD booklet tailored for diabetes management, a transparent bag for organized storage, and a sharps collector for safe disposal.

To date, the Makati Health Department has distributed a total of 969 hypertension kits and 1,006 diabetes kits.

Mayor Binay said beyond providing monitoring kits, the city also conducts regular health education sessions, community support, and direct access to specialized medical advice and periodic screenings.

She said these benefits are designed to foster a proactive approach to health management, encouraging residents to maintain their health and prevent disease progression.

NORTHERN Samar 1st District Rep. Paul Daza has called on the Anti-Red Tape Authority (ARTA) to intervene and address the backlog at the Health Technology Assessment Council (HTAC).

Daza made the call during a recent forum hosted by the American Chamber of Commerce of the Philippines (AmCham). The HTAC is responsible for reviewing and approving new medicines and vaccines for government procurement. Currently, the council is facing a backlog of more than 100 pending applications.

Since 2022, only three recommendations have been made, raising concerns that it could take up to a decade to process all the pending applications.

In 2021, ARTA, tasked with reducing bureaucratic inefficiencies, stepped in when the Philippine Food and Drug Administration (FDA) experienced delays in handling more than 600 drug applications. ARTA’s intervention resulted in corrective measures, speeding up the processing of low-risk products.

Five years after the passage of the Universal Health Care (UHC) Law, which established the Health Technology Assessment (HTA) process in the Philippines, the HTAC is still grappling with significant delays. These delays allegedly hindered the Department of Health from procuring new and advanced medicines, and preventing PhilHealth from covering them for reimbursement.

Worrisome news

THE continuing saga of the dismissed mayor of Bamban, Tarlac, Alice Guo has uncovered so many disturbing developments. President Ferdinand R. Marcos Jr. needs to sit down with administration officials. They need to look at the state of immigration, citizenship and national security policies.

The fact that Alice Guo has been found not to be a true Filipino and that she had been elected mayor brings to fore that question: how many more of our local officials are notnaturalborn Filipinos? The Philippine Constitution requires all public officials to be natural-born Filipinos.

Santa Banana, would-be elected Filipinos are now filing their Certificates of Candidacy. I shudder to think that there may be other fake Filipinos like Alice Guo running for public office!

My gulay, that Guo so easily left the country shows how easily wanted people can escape the law. Fugitives like former Bureau of Corrections official Gerald Bantag are still being hunted. Former Negros congressman Arnulfo Teves Jr.,wanted for murder, is still in Timor Leste awaiting extradition. Former Duterte spokesman Harry Roque remains in hiding.

Al Jazeera reported that a self-confessed Chinese tycoon had revealed that Alice Guo is a spy, or at least an asset, of the People’s Liberation Army here in the Philippines. Come to think of it, could those mainland Chinese living in our neighborhoods be spies as well?

I am reminded of those Japanese traders who had been coming back and forth from Japan before World War II, and who turned out to be members of the Japanese Imperial Forces when the country was occupied by Japan, Santa Banana! I can only recall the “pastillas” immigration scandal where Chinese could easily enter the Philippines. My gulay, how many of them are still in the country? Yes, we need tourists, but when it comes to mainland Chi-

nese tourists, we should be very very careful.

Those Philippine Offshore Gaming Operators or POGOs prove that despite all the billions that POGOs were contributing to the country, their presence carried negative results that were more damaging to the country. The crimes and violations that they committed were not worth all they gave to the government.

I shudder to think that there may be other fake Filipinos like Alice Guo running for public office.

Again, I ask, how many more local officials are linked to POGOs, since their existence depended on LGU permits?

Right now Alice Guo is detained at a crowded Pasig jail, built for nine persons but occupied by more than 40. I wonder how anybody can sleep in that crowd. I suppose detainees take turns sleeping.

President Marcos must fix this anomaly because our jails for detainees is more than a punishment. There’s also the problem of measly budgets for food in jails. With the current measly budget for the Bureau of Jail Management and Penology, the jail detainees would be starved. Only BBM can remedy the situation in our jails. Getting jailed is enough punishment for people who violated the law. The miserable conditions in our jails reflects the neglect of the government. No wonder there are frequent riots.

COLORADO SPRINGS — Large communities of Filipino Americans in the United States have different levels of celebration to mark Filipino American History Month in October. But there are also some areas in Uncle Sam’s “Land of Milk and Honey” where Filipino Americans, like in the Greater Baltimore area in Maryland, don’t celebrate it.

“Most of them are not even aware of it,” according to retired PNP Chief Superintendent Cris Maralit of Batangas, who now enjoys his retirement years in Baltimore winning trophies hitting balls with his irons in the greens.

But in California, home to 1.7 million Filipino Americans which is about 38 percent of the total Filipino American population in the United States, Filipinos attend cultural events which showcaseFilipino art, music and dance where they learn about the lives of prominent Filipinos. The highest concentrations of Filipino communities are in California -- particularly in Los Angeles and San Francisco -- followed by Hawaii (367,600) and Texas (234,100).

Other states where there are large Filipino communities, according to the US 2020 Census, the latest available, are Washington (194,682), Nevada (181,595), Florida (178,026), Illinopis (167,748), New York (164,383), and New Jersey (151,167)

Enlighted choices

THE 1987 Philippine Constitution says education must have the biggest slice of the budget. According to Article XIV Section 5 (5), “the State shall assign the highest budgetary priority to education and ensure that teaching will attract and retain its rightful share of the best available talents through adequate remuneration and other means of job satisfaction and fulfillment.”

This provision shows the significance of investing in the youth and providing them the skills necessary to be capable and productive citizens in the future.

The Filipino public is no stranger to reports that, for instance, funds intended for textbooks have gone to bribes, that computers with basic features supposedly procured for teachers have fetched prices higher than fancier and newer models, and that millions of pesos of taxpayers’ money have been allotted to projects with

Small wonder, then, that Filipino students perform dismally in areas of reading, mathematics, and science, and just as poorly fare in critical and creative thinking.

Amid this grim backdrop, recent appointments by the administration to several key positions in the Department of Education leave some room for hope and optimism.

On Thursday, the President named former Ateneo School of Government Dean Ronald Mendoza as undersecretary for policy and planning. Education advocate Ani Almario is assistant secretary for curriculum and teaching. Georgina Yang -- assistant secretary for

In Colorado Springs, the leadership of the Philippine American Chamber of Commerce in Southern Colorado has proposed to the city council that it proclaim the month of October as Filipino American History Month. But why October? What is significant about the month?

Research shows the first recorded arrival of Filipinos in the United States was on Oct. 18, 1587, when they landed in Morro Bay, California, on a Spanish trade ship, the mariners part of a crew that arrived to explore the land and contact the indigenous people of California.

In 1763 the first Filipino American residents arrived in Louisiana’s bayou county. They were sailors who escaped from duty aboard Spanish galleons and were forced to serve in press gangs. The Filipino American National Historical Society introduced Filipi-

The credentials of these three new appointees and their accomplishments in their respective fields underscore the fact that education is serious business. They are experts in governance, development, education, and public administration. These backgrounds are crucial to the results we want to achieve in terms of education – results that will not be realized through tough talk, a haughty attitude, or policies made on a whim.

Of course, the appointments do not guarantee immediate success. They will be serving in a department where practices and loyalties could be deeply entrenched, where politics may carry greater weight than merit, and any attempts at reform could be met with resistance or skepticism. They may find there is neither enough time nor resolve from the organization to push through with genuine reform. There are numerous good people at the department, and they have been there for a long time. They will find a welcome addition with these new key appointments. Together they can focus on what truly needs to be done at the department without much fanfare. It’s about time millions of Filipino learners got what they deserve.

Iran air traffic back after suspension

TEHRAN — Iranian authorities announced Monday the resumption of air traffic after flight cancellations at some airports over “operational restrictions”, state media reported, as Israel vowed to retaliate for an Iranian missile strike.

Flights have been operational again since 11:00 pm (1930 GMT) Sunday and were being “carried out in accordance with the flight schedule”, said Jafar Yazarloo, spokesman for Iran’s Civil Aviation Organisation, quoted by the IRNA state news agency. Iran on Tuesday launched around 200 missiles in its second direct attack on Israel, in what it said was retaliation for the killing of Tehran-aligned militant leaders in the region, along with a general in Iran’s Revolutionary Guards. US duo win Nobel for gene regulation

US scientists Victor Ambros and Gary Ruvkun won the Nobel Prize in Medicine on Monday for their discovery of microRNA and its role in how genes are regulated. Understanding the regulation of gene activity has been an important goal for decades, the Nobel Assembly at Sweden’s Karolinska Institute said.

“If gene regulation goes awry, it can lead to serious diseases such as cancer, diabetes, or autoimmunity,” it said.

“Their groundbreaking discovery revealed a completely new principle of gene regulation that turned out to be essential for multicellular organisms, including humans,” the jury said.

Ruvkun, 72, told Swedish public radio SR he was shocked to receive the prize committee’s call in the wee hours of Monday.

“It’s a big deal. It’s a big one. It’s an earthquake,” he said.

“The dog is confused by why it’s dark outside and we are running around the house,” laughed Ruvkun, a professor at Harvard Medical School.

He said he looked forward to the Nobel gala banquet on December 10 in Stockholm, where the laureates will receive their prizes from the hands of Sweden’s King Carl XVI Gustaf.

“It’s a party. You don’t think of a bunch of scientists as party animals but we really are.”

Blast kills two Chinese workers in Pakistan city

KARACHI — A massive blast that targeted a convoy of Chinese workers in Pakistan’s largest city killed two nationals, Beijing’s embassy said Monday, in an attack claimed by a separatist group.

Beijing is a crucial ally for cashstrapped Pakistan but Chinese-funded infrastructure projects have sparked resentment and its nationals are routinely targeted by militant groups.

A “tanker” exploded on the airport motorway in the port city of Karachi around 11:00 pm (1800 GMT) Sunday, the regional government of southern Sindh province said on X.

Separatist militant group the Baloch Liberation Army (BLA) said in a statement that it had “targeted a high-level convoy of Chinese engineers and investors” coming from Karachi’s international airport.

Karachi borders Balochistan province, the largest but poorest region of the country, where billions of dollars have been funnelled into transport, energy and infrastructure projects as part of the China-Pakistan Economic Corridor (CPEC).

The BLA is waging a war of independence against the state, which it accuses of permitting unfair exploitation of resources by outsiders in the mineralrich region.

In August, it carried out coordinated attacks across Balochistan that killed dozens of mostly Punjabis, the largest ethnic group in Pakistan, who were working in the region.

Beijing’s embassy to Pakistan said in a statement on Monday that two Chinese citizens had been killed in a “terror attack” on a convoy of personnel from the Chinese-funded Port Qasim power project.

The attack also left one Chinese and several Pakistani citizens wounded, the embassy said.

The embassy urged authorities to “conduct a thorough investigation of the attack and severely punish the killers, while at the same time taking practical measures to fully ensure the safety of Chinese citizens, institutions and projects”.

UN: World water cycle becoming unpredictable

GENEVA — Increasingly intense floods and droughts are a “distress signal” of what is to come as climate change makes the planet’s water cycle ever more unpredictable, the United Nations said Monday.

Last year the world’s rivers were their driest for more than 30 years, glaciers suffered their largest loss of mass in half a century and there were also a “significant” number of floods, the UN’s World Meteorological Organization said in a report.

“Water is the canary in the coalmine of climate change,” WMO SecretaryGeneral Celeste Saulo said in a statement accompanying the State of Global Water Resources Report.

“We receive distress signals in the form of increasingly extreme rainfall, floods and droughts which wreak a heavy toll on lives, ecosystems and economies,” she said.

Saulo said the heating up of Earth’s atmosphere had made the water cycle “more erratic and unpredictable, and we are facing growing problems of either too much or too little water”.

Russian court seen to announce verdict on American ‘mercenary’

MOSCOW — A Russian court Monday was set to announce the verdict in the closed-door trial of a 72-year-old US citizen who was accused of fighting as a mercenary for Ukraine, after being detained more than two years ago. Russia has recently detained and tried a number of US citizens and recently completed a large prisoner exchange, including Wall Street Journal reporter Evan Gershkovich, which enabled it to return Russians jailed in the US. The verdict is set to be read at 11:30 (0830 GMT) in the case of the American, who has been identified by media Stephen Hubbard.

Russia has said that Hubbard was detained on April 2, 2022, but his case only became public on September 27 this year, when his trial opened at Moscow City Court. Russia has not

said where he had been detained. He faces between seven and 15 years in prison over “participating as a mercenary in the armed conflict.” Prosecutors have not made public what sentence they requested. The American appeared in poor health, walking slowly and dragging his feet at a hearing last week, when the court ordered that the trial be held in secret without media, at the request of prosecutors. Thursday’s hearing lasted less than three hours.

Prosecutors allege that Hubbard was paid at least $1,000 a month to join a Ukrainian territorial defence unit. They say he underwent training, was given a combat uniform and “took part in the armed conflict” in Ukraine.

CEBU Pacific (CEB) said Monday it expanded its presence in the leisure travel market through the acquisition of AirSWIFT Transport Inc., a boutique airline owned by the Ayala family.

The airline of the Gokongwei Group said it signed a share purchase agreement (SPA) with Ayala’s ALI Capital Corp. to buy 100 percent of the shares of AirSWIFT for P1.75 billion.

Meralco’s power sales increased 7.1% to 40,331 GWh in nine months

POWER retailer Manila Electric Co. (Meralco) saw its power sales grow by more than 7 percent in the first nine months of 2024 from a year ago on the back of the strong performance of the residential and commercial segments, an executive said Monday.

Meralco senior vice president and chief revenue officer Ferdinand Geluz said the nine-month sales reached 40,331 gigawatt-hours, up 7.1 percent from the same period last year.

Geluz said sales of the residential segment climbed 10 percent; commercial, 8 percent; and industrial, 2 percent.

To confine the components of the proposed department to the usual suspects of the water sector would be a mistake. Water is too vital to human existence – to household, agriculture, irrigation, power generation and industry – that any change in the way it is produced, used and regulated must be comprehensive, i.e., must take into consideration the agencies and offices located elsewhere in the government that perform functions involving water. The proposed department should be a Department of Water and Marine Resources.

It should be a powerful department. Otherwise, the people of this country will continue to experience the present uncoordinated and inefficient handling of water-related issues.

There are two reasons why the proposed department should have within its administrative ambit all of this country’s water resources one reason, indicated above, is that households are not the only sources of demand for water in this country. There are competing sources of demand for water – agriculture, industry, water transport and energy production. Water is not just about household needs; the needs of farmers, manufacturers, energy generators and water transport operators need also to be taken into account. During droughts the water policymakers’ distribution balancing act is at its most difficult. For instances, an increase in the water allocation of households will be at the expense of farmers and energy producers. The second reason for naming the proposed department the Department of Water and Marine Resources is that there are sources of water for the nation’s water consumers other than the current sources. Indeed, there are many other sources. Besides Laguna de Bay and the other major lakes, this country has more than 50 rivers that are considered economically significant. Sooner or later – probably sooner – serious efforts will have to be made by the government to harness these lakes and rivers for the nation’s varied water needs. A Department of Water that did not make provision for these other sources of water would make little sense.

A department and a bureau whose operations involve dealing with water issues are the Department of Environment and Natural Resources (DENR) and the Bureau of Fisheries and Aquatic Resources (BFAR). To make the creation of a department overseeing the water sector a truly whole-of-government exercise, the DENR and BFAR functions and assets relating to water should be transferred to the proposed department.

Since they will both de dealing with marine resources, the Department of Water and Marine Resources and the Department of Transportation’s Marine Industry Authority (MARINA) will have to have a clear understanding of each other’s responsibilities and will have to operate on the basis of utmost cooperation. For the above reasons, the proposed department should be a Department of Water and Marine Resources. Water security being one of the requirements of the Philippine economy’s future development and growth, it should be a powerful department. Otherwise, the people of this country will continue to experience the present uncoordinated and inefficient handling of water-related issues.

BIR raids 4 large-scale cigarette makers with P8b in tax liability

THE Bureau of Internal Revenue (BIR) assessed P8 billion in tax liability from four large-scale manufacturers of illicit cigarettes in Clark Freeport, Pampanga, which it raided on Sept. 12, 2024.

The BIR said it initially computed the tax liability due to its discovery of illicit cigarettes and unregistered machines.

BIR Commissioner Romeo Lumagui Jr. said the raid is another win in the agency’s war against illicit trade. The operation is the largest illicit cigarette operation conducted by the BIR in terms of total tax liability since Lumagui became the head of the BIR.

SMFB, Gold Label resolve trademark disputes via IPOPHL

SAN Miguel Food and Beverages Inc. (SMFB) and Gold Label Resources Inc. (GLRI) resolved 12 trademark disputes and concerns through a compromise agreement facilitated by the Intellectual Property Office of the Philippines (IPOPHL).

IPOPHL said this is a significant milestone, being the first successful settlement under the mediation outside litigation (MOL) services offered by IPOPHL.

The parties signed the agreement on Sept. 30, 2024 at the IPOPHL Multipurpose Hall. The 12 cases involved two appeals, four inter-parties cases and six lodged under MOL.

The dispute arose from SMFB’s concerns over GLRI’s use of the registered trademark “GOLD LABEL,” alleging potential confusion over their respective products.

Under Section 123 of the Intellectual Property Code of 1997, a trademark is not registrable if it closely resembles an existing registered mark and could deceive or cause confusion.

Instead of escalating the dispute through adjudication, the parties opted for MOL and mediation to expedite the resolution of their six pending cases.

IPOPHL director-general Rowel Barba commended the Bureau of Legal Affairs (BLA) and the parties for finding an amicable solution through mediation, emphasizing the benefits beyond dispute resolution.

These include violation of Section 263 or unlawful possession or removal of articles subject to excise tax without payment of the tax; Section 265-B or violations committed by manufacturers, importers, indentors and wholesalers of any apparatus or mechanical contrivance specially for the manufacture of articles subject to excise tax and importers, indentors, manufacturers or sellers of cigarette paper in bobbins, cigarette tipping paper or cigarette filter tips.

The BIR said other violations include those of Section 260 or unlawful possession of cigarette paper in bobbins or rolls, etc.; Section 255 or failure to file return, supply correct and accurate information, pay tax withhold and remit tax and refund excess taxes withheld on compensation; Section 254 or attempt to evade or defeat tax; Section 145-cigars and cigarettes; and Section 236 or registration requirements of the NIRC.

THE Philippines is home to an estimated 17 million indigenous peoples (IPs) from 110 ethnolinguistic groups.

These communities often reside in ecologically fragile areas, making them highly vulnerable to the devastating impacts of both suddenonset events like tropical cyclones and slow-onset climate risks such as rising sea levels.

From 2020 to 2022, over 15 million Filipinos were displaced by 245 natural hazards, with indigenous communities disproportionately affected. As the climate continues to change, displacement due to climateinduced disasters—including extreme weather events and environmental degradation—threatens the ancestral lands that are crucial to the cultural identity and traditional practices of these communities.

Ancestral lands are integral to the identity, social structures, and livelihoods of IPs. These lands form the foundation of their cultural and spiritual practices, passed down through generations.

Climate-related hazards and displacement disrupt this delicate balance, further endangering their cultural heritage.

As climate risks escalate, addressing human mobility, particularly migration and displacement, becomes a critical component of the country’s adaptation strategy. Climate-induced shifts often result in the forced migration of IPs, making it essential to integrate indigenous knowledge systems into adaptation planning.

Their traditional knowledge, especially in resource management and sustainable living, offers valuable insights into climate resilience, rooted in centuries-old practices and deep environmental connections. Tackling food loss and waste from the farm to the table and beyond

ROME—Reducing food loss and waste is crucial for improving food security and nutrition, promoting the efficient use of resources, protecting the environment, and fostering a more equitable distribution of food resources globally.

Qu Dongyu, director-general of the Food and Agriculture Organization of the United Nations (FAO) made the remarks in a video message to a global virtual event to mark the fifth International Day of Awareness of Food Loss and Waste, which fell on September 29. The event, which also included a message from Inger Andersen, the executive director of the United Nations Environment Program (UNEP), and was organized by FAO and UNEP, highlighted the critical need for financing to help reduce food loss and waste and thus contribute to achieving climate and Sustainable Development goals. Currently, over 13 percent of food is lost globally in the supply chain after harvest on farms and before the retail stages.

Furthermore, food waste, occurring at retail, food service and household levels stands at 19 percent, according to UNEP statistics. Additionally, food loss and waste account for an

estimated 8 to 10 percent of global greenhouse gas emissions.

The methane gas produced by food loss also has far greater potential to trap heat than carbon dioxide, impacting the environment.

However, “by reducing food loss and waste, countries and communities can benefit from improved food security, access to healthy diets and reduced malnutrition while decreasing their

greenhouse gas footprints,” Qu noted.

The OECD-FAO Agricultural Outlook Report for the period 2024-2033 projects that by halving food loss and waste we can reduce global agricultural greenhouse gas emissions by 4 percent, and the number of undernourished people by 153 million by the year 2030. The world is not however, on track to achieve SDG 12 (including the target of halving food waste)–nor any of the other SDGs by 2030.

To achieve this, an increase in climate investments, and the re-design and up-scale of storage systems to reduce food losses upstream in the supply chain, particularly in low-income economies, is much needed.

Raising public awareness and consumer education is also critical at the household level, with the implementation at the global level, the FAO Director-General highlighted.

FAO is addressing the issue of food loss and waste from the ground level and up. Innovations such as the FAO Food Loss App (FLAPP) is designed to quantify food loss in crops at the micro level and facilitate efforts to achieve net zero. This technology is already helping rice producers in the Dominican Republic to access information in real-time and identify solutions to areas of food loss.FAO News

New fund to minimize harm from chemicals

ONE year after its adoption in Bonn, the Global Framework on Chemicals last week launched its first call for projects targeting the safe and sustainable management of chemicals and waste.

The selected projects are expected to work on green and sustainable solutions and to channel actions to prevent and minimize harm from chemicals and waste in some of the world’s most disadvantaged countries.

“Pollution and waste constitute a daily crisis for people’s health, undermine economic activity, and leave nature permanently scarred,” said Sheila Aggarwal-Khan, director of the UNEP Industry and Economy Division.

“Today the historic Framework is turning from text into practice and providing concrete benefits for those at the frontlines of this crisis,” she said.

At the Fifth International Conference on Chemicals Management, held in September 2023 in Bonn, delegates from around the world representing governments, private sector, civil society, academia and youth adopted the Framework.

During the conference, the dedicated trust fund was set up to support low-and middle-income countries, including small island developing states, in addressing chemicals, including products and waste in line with international standards. Selected projects will receive $300,000 to $800,000 for up to three years to support transformative change to prevent and minimize harm from chemicals and waste and to protect the environment and human health, including vulnerable groups and workers. Such projects will need to have co-financing and in-kind contributions of at least 25 per cent.
