Marcos: Quiboloy won’t be extradited yet to US

Pastor to face sexual abuse, trafficking charges in PH first

THE Philippines is not currently looking to extradite Pastor Apollo Quiboloy, who is wanted for child sex trafficking in the United States, President Ferdinand Marcos said Monday.

Quiboloy, a self-proclaimed "Appointed Son of God" and ally of former president Rodrigo Duterte, was arrested on Sunday amid a massive two-week police search of his sect's sprawling compound in Davao City.

The US charged the Kingdom of Jesus Christ preacher in 2021 with sex trafficking of girls and women aged 12-25 to work as personal assistants, who were allegedly required to have sex with him.

"For the moment, we are not looking at extradition. We are focusing on the cases filed in the Philippines," Mr. Marcos said. "It is now in the court's hands; it’s

no longer with the executive. Our role was to enforce the court's order," he added. It is not known if the United States has formally sought the extradition of Quiboloy, aged at least 74 according to the FBI.

PRESIDENT Marcos sacked Bureau of Immigration (BI) Commissioner Norman Tansingco in apparent fulfillment of his promise to punish corrupt or negligent government officials involved in the shortlived escape of disgraced ex-mayor Alice Guo.

Presidential Communications Office Secretary Cesar Chavez initially confirmed Tansingco's dismissal through a message sent to journalists but did not elaborate on the details.

“We will leave it up to the Department of Justice to explain… but it has something to do with the departure of Alice Guo. This is also part of the commitment of the President that ‘heads will roll’ because of that issue,” he later told reporters in an ambush interview.

The broader BI organization is also under scrutiny after Mr. Marcos vowed that there would be consequences for government personnel complicit in Guo’s clandestine departure.

JUSTICE Secretary Jesus Crispin Remulla said on Monday that arrangements are being made with the Philippine Air Force (PAF) for the “imminent” repatriation of former Negros Oriental lawmaker Arnolfo Teves Jr. to the Philippines, "Teves is coming home very soon. At expectation natin (And our expectation is) within the month," Remulla told reporters.

"It will be an Air Force airplane. We have an agreement that the airplane to be used will come from the air force," he said in Pilipino.

THE inscrutable Alice Guo’s much-anticipated return to the Senate on Monday may not have delivered the satisfaction some lawmakers hoped for.

It did not take long before Senators cited her for contempt after she steadfastly refused to answer questions of the Committee on Women, Children, Family Relations and Gender Equality.

“I am Alice Guo,” she told panel chair Sen. Risa Hontiveros as she denied having borne the name Guo Hua Ping, her alleged alter-ego.

However, when asked about the identity of her parents, she confirmed that they were Guo Jian Zhong and Wen Yi Lin. Guo also chose to be tight-lipped about identifying the people behind the supposed threat against her life, owing to “security concerns.”

House, 17 Govs back PBBM’s anti-poverty agenda

GOVERNORS have accepted the challenge of Speaker Ferdinand Martin G. Romualdez to help President Ferdinand Marcos Jr.’s intensified campaign in fighting poverty and other problems the nation and their communities are facing.

The governors told the 307-strong House of Representatives leader on Sunday night that they are ready to extend a helping hand and share the same aspirations for their constituents as President Marcos and Speaker Romualdez.

“We are ready to help in the ongo-

ing and intensified fight against poverty. Getting our people out of poverty should be a shared goal of the national government and local government units,” Isabela Gov. Rodito Albano said.

“Poverty has long been a problem in urban centers and rural areas) But

the administration of PBBM is making substantial progress in reducing poverty,” he said.

Governor Dax Cua of Quirino, said, “We accept the Speaker’s challenge. We should have more meetings to flesh out the details of fighting poverty and other provincial problems, including peace and order.”

Batangas Gov. Hermilando Mandanas echoed the readiness of his colleagues to help get their constituents out of poverty and improve the lives of Filipinos in general.

The House leader made the challenge on behalf of the Marcos administration last Thursday night first meeting with a group of 27 governors. On Sunday's second meeting, he met with the second batch, which consisted of 17 governors, including Albano, Cua, and Mandanas. THE oil firms cut pump prices by P1.55 per liter effective 6am Tuesday to reflect the movement of prices in the world oil market arising from slowdown in demand amid ample supply.

The oil firms cut the price of gasoline by P1.55 per liter, diesel by P1.30 per liter and kerosene by P1.40 per liter.

Seaoil Philippines, PetroGazz, PTT Philippines, Jetti Petroleum, and Cleanfuel issued separate advisories of the latest oil price movement.

On September 3, the oil firms increased pump prices by P0.70 per liter for kerosene, P0.50 per liter for gasoline and P0.30 per liter for diesel. Year-to-date, total adjustment of gasoline and diesel stands at a net increase of P7.40 per liter and P4.35 per liter, respectively. However, kerosene has a total net decrease of P3.30 per liter.

VP Sara slams critics over spoiled brat comments

VICE President Sara Duterte refuted claims that she is a ‘spoiled brat,’ a label thrown at her following what some have described as entitled behavior during a recent budget hearing.

Duterte dismissed the accusations, stating that dissatisfaction with her responses during the hearing does not justify the name-calling.

Duterte in a recorded interview said the public knows that she does not abuse her power in all the offices she handled and that the public is her witness.

THE Commission on Human Rights (CHR) in Monday backed the filing of Senate Bill No. 2721 or An Act Mandating the Technical Education And Skills Development Authority to Design and Implement Technical-Vocational Education and Training and Livelihood Programs Specifically For Rehabilitated Drug Dependents and Appropriating Funds Therefor. The measure seeks to mandate the Technical Education and Skills Development Authority in collaboration with the Department of Labor and Employment to establish and institutionalize technical-vocational education and training (TVET) as well as livelihood programs, specifically tailored for rehabilitated drug dependents.

Japan Coast Guard conducts capacity training in PH

THE Japan Coast Guard (JCG) conducted capacity-building support with its counterparts in the Philippines, particularly on onboard boat maneuvering and fire-fighting exercises.

The activity is part of Japan’s broader commitment to assist the Philippines in developing its maritime and disaster response capacities.

The JCG conducted this through the Japan International Cooperation Agency (JICA) from August 25 to September 7.

The JCG’s Mobile Cooperation Team (MCT) delivered hands-on technical guidance to the Philippine Coast Guard (PCG) crew operating a 97-meter class patrol vessel and two 44-meter class patrol vessels, all provided by Japan. These training are directly aligned with the field operations of the PCG, ensuring that the crews are better equipped to handle maritime challenges. Before this, Japan and the Philippines had conducted joint disaster response exercises as part of its four-year Japan-Philippines Humanitarian Assistance and Disaster Response (HADR) Cooperation Project Framework.

THE Quezon City Police District (QCPD) has recorded a 33-percent decline in the number of cybercrime cases in July and August.

QCPD director Rederico Maranan cited the success of their anti-cybercrime operations led by Maj. Eric Casabal over the past two months.

He said the team continued to respond to reports of various types of cybercrimes, including online scams, illegal access, ATM and credit card fraud, computer-related identity theft, online libel, online threats, unjust vexation, grave coercion in violation of RA 11313 (Safe Spaces Act), and Article 294 of the Revised Penal Code.

As of end-July, the team received 159 complaints, of which 146 cases were successfully resolved.

Last August, the volume of complaints dropped to 105, while 97 cases were resolved.

“This means a decrease of 54 incidents or 33 percent, the QCPD noted.

The unit’s crime solution efficiency increased from 91.82 percent in July to 93.33 percent in August.

The crime clearance efficiency increased from 96.22 percent in July to 98.09 percent in August.

Maranan said such accomplishments only showed their increasing efficiency in solving cases.

He commended the unremitting efforts of team and its ability to keep pace with the rapidly evolving technological challenges in the field of cybercrime.

CUSTOMS agents have confiscated smuggled counterfeit goods such as vapes, branded items, cosmetics, and general merchandise valued at P4.8 billion.

The agents swooped down Friday on a warehouse in Binondo, Manila on orders of Customs Commissioner Bienvenidor Rubio. Rubio lauded the team for thwarting the alleged attempt to smuggle a large quantity of counterfeit items and other merchandise, mostly from China.

“I am sure that this will be one of the biggest operations by the BOC (Bureau of Customs) this year in terms of the value of the goods found. In recent months, we’ve been monitoring several warehouses for violation of intellectual property rights. 15 high-powered guns surrendered to Army

THE Army in Maguindanao del Sur has received 15 high-powered firearms surrendered by concerned civilians over the weekend.

The Army’s Joint Task Force Central, in coordination with the Joint Normalization Committee and other government agencies, received the guns in simple ceremony held at the Talayan municipal complex.

The weaponry included nine M79 Grenade Launchers, three RPG Launchers, two UZI Sub-Machine Guns, one KG-9 Semiautomatic Firearm, as well as magazines and rocket-propelled grenades. The firearms were presented to Brig. Gen. Oriel Pangcog, 601st Infantry Brigade commander, in the presence of local government officials.

CSC to plant 10k trees on 124th anniversary

THE Civil Service Commission (CSC) is set to celebrate its 124th year with a nationwide tree planting activity slated on Sept. 15-21, 2024.

CSC chairman Karlo Nograles called on government officials, employees, and people from non-government organizations and private institutions to participate in the event, aimed at planting at least 10,000 tree saplings, while at the same time raising funds for the agency’s Pamanang Lingkod Bayani (PLBi) Program for the benefit of the families of “fallen civil servants.”

“The third week of the PCSA (Philippine Civil Service Anniversary), themed Linggo ng Malasakit sa Kalikasan, high-

lights the significance of sustainable environmental efforts and natural resource management,” Nograles said.

“This nationwide tree-growing activity not only focuses on environmental conservation, but also serves as a tribute to those who gave their lives in service, fostering a sense of patriotism,” he added.

“The recent flooding in Metro Manila showed us that there is a need to prepare and be more proactive in our flood programs,” Rep. Toby Tiangco of Navotas City said.

“Addressing the challenges of new weather patterns should be our top priority,” he noted.

“We will only be able to do this if we take an integrated, inter-agency approach that will undertake a comprehensive review and analysis of current flood risks, as well as a multi-disciplinary approach to proposed mechanisms for flood control.”

Tiangco pointed out that the problem of flooding has many dimensions, from climate change, urbanization, lack of infrastructure, even human behavior.

“The solutions must be as nuanced as the problem itself. All relevant agencies of government must come together - from national to local - if we hope to protect Filipinos from floods and other hazards. Proper funding must be allocated, and newer technologies explored. The times are changing and it is the responsibility of government to keep up and make sure that the people are safe,” Tiangco stressed. \

The Senate race heats up

THE election fever is upon us, with lists of potential “senatoriables” coming out, Santa Banana! The Alyansa Para sa Bagong Pilipinas has a list of potential candidates they say is not official, but merely speculation. The coalition which belongs to the administration of President Ferdinand R. Marcos Jr. is composed of the Partido Federal ng Pilipinas of Marcos Jr., Lakas CMDP headed by Speaker Martin Romualdez, Nacionalista Party, Nationalist People’s Coalition and National Unity Party.

The list is composed of reelectionists Senator Francis Tolentino, Bong Revilla, Lito Lapid, Pia Cayetano and Imee Marcos. Returning senators are Manny Pacquiao, Tito Sotto and Panfilo Lacson and newcomers Benhur Abalos, Erwin Tulfo, Abby Binay and Camille Villar.

The name of Defense Secretary Gilbert Teodoro has also come out. Santa Banana, they are potential winners, but personally, it would do the Alyansa good not to include returning senator Lito Lapid who never had any contribution during his Senate stint.

The unexpected candidacy of former Ilocos Sur Governor Luis “Chavit” Singson, also a potential winner, with all the support of the Ilocos Mayors being the president of the National League of Cities and Municipalities, makes the Senate race interesting.

Note the Ilocano Votes of Region One and Region Two, a third of Nueva Ecija and more than one third of Tarlac.

On the local level, another interesting development is the race for mayor of Manila between incumbent Mayor Honey Lacuna and former mayor Isko Moreno.

The list of potential “senatoriables” has not yet been made public, but in the Senate the reelectionists are Bong Go, Bato dela Rosa, and Koko Pimentel, who are all winnables.

Personally, I’d like to see Bong Go, who has done much for the needy and victims of calamities and disasters, and Koko Pimentel re-elected.

It is now September and next month will be the filing of Certificates of Candidacies for the 2025 polls.

Two in the administration Alyansa List are newcomers, Makati Mayor Abby Binay who will take the place of outgoing Senator Nancy Binay who will run for mayor of Makati, and Rep. Camille Villar who will substitute for her mother, outgoing Senator Cynthia Villar, who will run for Congress to replace her daughter.

Another “senatoriable” is Leila de Lima, detained on drug-related charges –all dismissed by the court.

But we know the charges were all trumped up by then President Duterte.

Another forthcoming name is that of former Senator Antonio Trillanes, Duterte’s foremost critic

A name I would like to see is that of former Senator Dick Gordon, who I believe deserves to return to the Senate. From these listings, there will be a lot of speculation. ABANGAN!

The Dutertes and Quiboloy

I am sure the surrender of self-proclaimed “son of God” Apollo Quiboloy on Sunday would give him the opportunity to address the criminal charges filed against him in the Philippines.

And his extradition to the United States, with President Marcos saying there has been no formal request thus far, may follow to face charges filed against him in a court of law in California.

It would do the Alyansa good not to include reelectionist senator Lito Lapid... he never had any contribution during his Senate years

No matter how the Dutertes, including Vice President Sara, have been trying their best to protect Quiboloy, we all know that sooner or later, Quiboloy will have to face the law.

It is really difficult to understand why the Dutertes are so much in love with Quiboloy.

Santa Banana, is it for money or their love for the self-proclaimed “Son of God”?

Or, is it because they have faith in Quiboloy and his sect? Note the former President even had Quiboloy as his spiritual advisor.

Is Sara also having Quiboloy as her spiritual advisor too?

Sara, a would-be Presidential candidate in 2028, having a fugitive as spiritual advisor?

Quiboloy and the Kingdom of Jesus Christ sect also have as a protector Senator Bato dela Rosa who condemned massive hunt for Quiboloy.

Game over? Venezuelan opposition looks cornered as Maduro digs

CARACAS – Venezuela’s battered opposition is running out of options for challenging President Nicolas Maduro’s claim to have won reelection. Opposition presidential candidate Edmundo Gonzalez Urrutia fled in exile to Spain last weekend. The popular leader he stood in for at the polls, Maria Corina Machado, is in hiding.

Other opposition figures have been arrested and Maduro is firmly in charge of the oil-rich nation -- showing no sign of yielding.

Maduro’s disputed win in the July 28 election is challenged not just by the opposition or historic geopolitical rivals such as the United States, but also by leftist allies of Venezuela such as Brazil and Colombia.

The latter have come up empty-handed in their efforts to help find a peaceful solution to the crisis.

Inside the country, chatter abounds about what the opposition calls a stolen election -- but people make their criticisms in whispers: no one wants to join the more than 2,400 people who have been arrested since the vote, including children, with some even accused of “terrorism.”

Maduro would be sworn in for a third term on January 10, and in the next four months, anything can happen.

But for now, Venezuela looks like this: Maduro and other heirs of the late iconic socialist leader Hugo Chaves are closing ranks, the opposition is trying to somehow reorganize itself and the outside world is assessing how to confront a Maduro whom international sanctions and pressure have long failed to shake.

‘Sweeping away everything’

The National Electoral Council, loyal to Maduro, proclaimed him the winner of the election with 52 percent of the votes.

That means another six-year term in power for the former bus driver handpicked by Chavez to succeed him.

The opposition published copies of voting records from polling stations, saying the data proves the claim of a Maduro win is bogus and that Gonzalez Urrutia won by a landslide.

In the latest chapter of the Philippines’ love affair with selfies, a new star has emerged from the most unexpected of places: a fugitive mayor.

Enter Alice Guo, whose selfie game is apparently so strong that even her criminal record couldn’t tarnish her celebrity status.

In a country that proudly boasts of being the “selfie capital of the world,” it seems only fitting that even the nation’s fugitives should get their moment of Instagram-ready fame.

And why not? If you’re going down, might as well do it with a smile and a cheeky pose! Fugitive, TikTok influencer, Chinese spy in disguise?

The controversy kicked off when photos surfaced of Alice Guo, sandwiched between National Bureau of Investigation agents, flashing a smile that could rival a K-pop idol’s on her fan meet-and-greet tour—sorry, I meant arrest.

To the untrained eye, it might have not looked like a dangerous criminal being escorted back to justice, but to Filipino netizens, it was the latest influencer meet-up that they hadn’t been invited to.

And of course, that’s the real crime here.

But wait, there’s more!

Like any proper celebrity, Guo wasn’t going to let her public image falter.

Enter the photo-op with none other than Interior Secretary Benhur Abalos and Philippine National Police Chief Rommel Francisco Marbil.

Who knew high-ranking officials were also part-time photographers?

One minute you’re issuing arrest orders; the next, you’re curating content for your fugitive’s TikTok feed. Call it multi-tasking.

In defense of selfie culture

Before the haters start clutching their pearls over “ethical standards” and “professionalism,” let’s remember that Guo is just a product of our time.

Isn’t the pursuit of the perfect selfie a human right?

If our Constitution guarantees “equal protection of the laws,” surely that includes the right to strike a pose, whether you’re a

spread accusations of fraud. With the support of the military and other institutions, he managed to cling to power despite international sanctions.

Maduro has led the oil-rich but cashpoor country since 2013.

His tenure, amid sanctions and domestic economic mismanagement, has seen GDP drop 80 percent in a decade, prompting more than seven million of the country’s 30 million citizens to flee.

Gonzalez Urrutia, a 75-year-old, little-known former diplomat -- until now -- said last week that he was not considering going into exile, as he has now done.

But for many Venezuelans, his flight came as no surprise. He was under tre-

boloy’s arrest for refusing to appear in public committee hearings looking into criminal allegations against him.

The President, who earlier urged Quiboloy to surrender with assurances of fair treatment by authorities, was precise when he told reporters the government is focusing on the cases filed here: child abuse, sexual,abuse and human trafficking.

It is not clear at this point if the United States has formally sought the extradition of Quiboloy, whose surrender, according to the President, did not come with conditions, after earlier rejecting his demand the government guarantee he would not be turned over to the United States.

Immediately after Quiboloy’s surrender, four days after the arrest of another high-profile fugitive Alice Guo in Tangerang City near Jakarta in Indonesia and brought back to the Philippines to face charges, Mr Marcos said the latest developments demonstrated to the world “that our judicial system is active, vibrant, and is working well.”

The nation, which monitored developments in the Guo and Quiboloy cases, heard the President there would be no special treatment from authorities. The President stressed the rights of the accused would be respected as the wheels of justice grind.

If you’re going to be involved in transnational organized crime, you might as well own it with a grin, right?

These killjoys seem to believe arresting a fugitive should involve stern faces and no selfies, but where’s the fun in that?

If law enforcement officers can’t have a little fun while chasing down criminals, what’s even the point?

Let’s just admit that professionalism is so 2019, and that in 2024, it’s all about securing the perfect angle—even if that angle includes a fugitive and some very confused NBI agents. How dare you smile?

There are some out there who are less appreciative of Guo’s contribution to the world of digital photography. Take Senator Risa Hontiveros, who had the audacity to remind everyone that Guo is a fugitive and not, in fact, a K-pop star. Really, Risa, how dare you ruin the fun by pointing out that Guo faces multiple charges of human trafficking, corruption, and money laundering?

It’s almost like you think the law matters.

And let’s not forget the other critics—Villanueva, Gatchalian, Flores—who’ve labeled the whole affair “unprofessional.” These killjoys seem to believe arresting a fugitive should involve stern faces and no selfies, but where’s the fun in that?

It’s 2024, baroks! The rules of engagement have changed. If you’re not updating your social media feed with every high-profile capture, are you

mendous pressure, not just from a legal standpoint -- he defied three summonses to appear in court -- but also due to a rain of daily insults from Maduro, who called him “filthy,” a coward and even a Nazi.

Many Venezuelans are now wondering if she too will flee into exile.

Who needs ethics when you have filters? Advice for the selfie-obsessed Abalos and Marbil: You’ve taken your first step into the influencer lifestyle. Why stop now? I recommend launching a YouTube series, “Selfies with Suspects.” Each episode can feature a different fugitive and their preferred poses. Guaranteed hit. Remulla and the NBI: Stop trying to fight the selfie tide. Issue a memo that all arresting officers must first secure the suspect’s preferred lighting and camera angle. It’s called respect, people. The Public: Stop being so judgmental. If Alice Guo can smile while facing 87 counts of money laundering, maybe it’s time we all lightened up too. So, what have we learned today? In the Philippines, even fugitives can become social media stars.

And to Alice Guo, I say: You may be a fugitive, but you’re also an inspiration. Keep smiling, because in the Philippines, even the law loves a good selfie. Just make sure you’re not smiling too hard when you’re serving your sentence of 600 years in jail… while you’re simultaneously running a thriving online beauty empire from behind bars. After all, in this country, even a fugitive can become a social media influencer, right?

DHAKA—Bangladesh’s war crimes tribunal is to seek the extradition of ousted leader Sheikh Hasina from neighboring India, its chief prosecutor has said, accusing her of carrying out “massacres.”

Weeks of student-led demonstrations in Bangladesh escalated into mass protests last month, with Hasina quitting as prime minister and fleeing by helicopter to old ally India on August 5, ending her iron-fisted 15-year rule.

“As the main perpetrator has fled the country, we will start the legal procedure to bring her back,” Mohammad Tajul Islam, chief prosecutor of Bangladesh’s International Crimes Tribunal (ICT), told reporters on Sunday.

Vietnam battles severe floods caused by super typhoon Yagi

HANOI—Vietnam battled serious flooding in the wake of typhoon Yagi on Monday, as business leaders said the storm had been a “disaster” for the country’s vital manufacturing sector.

Yagi, the most powerful typhoon to hit northern Vietnam in 30 years according to meteorologists, downed bridges, tore roofs off buildings and damaged factories after making landfall on Saturday carrying winds in excess of 149 kilometers per hour.

Power blackouts and flooding caused major disruptions to factories in northern Vietnam, which is a major production hub for global brands such as Samsung and Foxconn.

Israel’s Gantz: Focus must shift to Lebanon

WASHINGTON, DC—Former war cabinet member Benny Gantz on Sunday said Israel should shift its focus toward Hezbollah and the Lebanese border, warning that “we are late on this.” Israel and Iran-backed Hezbollah have been trading near-daily cross-border fire, with the Lebanese militant group saying it is acting in support of its Palestinian ally Hamas in the ongoing war in Gaza.

“We have enough forces to deal with Gaza and we should concentrate on what is going on in the north,” Gantz said, speaking in Washington at a Middle East forum where he also said Iran and its proxies were “the real issue.”

THE Philippine team seeing action in 45th World Chess Olympiad unfolding tomorrow (Wednesday) received a piece of good news—Woman International Master Jan Jodilyn Fronda will play.

“Yes po,” said Fronda when asked if she had solved her visa problems.

Fronda is expected to play second board behind Woman Grandmaster Janelle Mae Frayna with Ruelle Canino, Shania Mae Mendoza and Bernadette Galas completing the squad.

Days before, the team was wary Fronda, whose trip is bankrolled by the Philippine Sports Commission may miss the tournament after some visa hiccups.

“The BSP fully complied with the Agency-to-Agency Procurement Guidelines [negotiated procurement under Section 53.5 of the implementing rules of Republic Act No. 9184] and its agreement with the Philippine Statistics Authority [PSA] regarding the printing of National IDs,” the BSP said in a statement.

It said BSP personnel conducted the operation, while ACI provided equipment, raw materials and technical support.

The Commission on Audit (COA), which reviewed the transactions of BSP, did not include any findings related to subcontracting in its BSP annual review report, it said. This is different from COA’s audit of PSA, which some parties are citing in their allegations and comments against the BSP.

GLOBE Telecom, Inc., the country’s leader in mobile, tapped First Gen Corp. to provide a steady stream of renewable energy to power two of its data centers. The latest supply contract between Globe and First Gen marks the fourth year of partnership between the two industry leaders.

Under the new supply contract, First Gen will provide renewable energy for a key network facility of Globe and a data center under subsidiary ST Telemedia Global Data Centres (STT GDC) Philippines.

The power supply for the two Globe network facilities will be sourced from the Tongonan Geothermal Power Plant in Leyte, operated by First Gen subsidiary Energy Development Corporation. First Gen provides renewable energy supply for three Globe facilities. The partnership between First Gen and Globe started in 2020 with the latter’s data center in Tarlac.

“First Gen and Globe share the same vision of a decarbonized and regenerative future where sustainability is ingrained into the organization and operations. I HAVE been an unabashed admirer of Japan and Japanese society. There are a number of reasons for this admiration.

The first reason is the speed with which Japan recovered from the ruins of the war that it started in 1941 with its sneak attack on the US naval base at Pearl Harbor. In September 1945, when it signed the instrument of surrender, Japan was a devastated country and its industrial machine lay in ruins. But within a few years, the Land of the Rising Sun had rehabilitated itself —with aid from its conqueror, the US—and was back as a formidable trading nation.

The second basis for my admiration is the discipline that imbues Japan’s society and culture. Japanese society is one of the most disciplined societies in the world, and Japanese culture – be it the behavior of 120 million people or the arts or gastronomy – is steeped in traditionality and a concern for social cohesion. Japanese society is orderly, a trait perhaps best illustrated by the fact that megalopolis Tokyo has one of the lowest bigcity murder rates in the world.

Yet, Japan is one of the world’s most competitive countries and the growth of its powerful economy is fueled by the achievements of its science and technology sector. Among the latest of these is Japan’s recent landing of a vehicle on a hitherto difficult-to-reach side of the moon.

These are sufficient reasons for being an admirer of Japan and Japanese society. But I have still one more reason to offer in support of my admiration, and this relates to what has been happening in this country’s governance over the years.

I refer to the Japanese government tradition of command responsibility – a tradition best demonstrated by the rites of seppuku or hara-kiri. Under this tradition, the top-ranking, or commanding official of a government office – a ministry, a department or a bureau – that is involved in a disaster or scandal assumes full responsibility by virtue of his having been the official in command.

The concept of command responsibility should be embedded in the governance of our country. It should replace the charge-me-first and kapit-tuko practices, which denigrate the essence of command.

The official does not wait for an investigation that will possibly lead to a conviction; he simply resigns or, in the traditional Japanese way, unceremoniously disembowels himself (seppuku or hara-kiri). He does not hire a pricey lawyer who proclaims to all and sundry that “My client is innocent until proven guilty.”

Examples of this tradition are not hard to find.

The most recent is the hara-kiri of a member of the security detail of Shinzo Abe, who assumed

command responsibility and committed hara-kiri for not having prevented the assassination of the retired Japanese Prime Minster. And many years earlier, the Minister of Transportation quickly resigned following the derailment, with many lives lost, of a Japan National Railways train.

The official in charge of the Abe security detail and the Minister of Transportation were not closely connected to the occurrence of the events in question, but they were the officials ultimately in command. Under the Japanese government tradition of command responsibility, that was sufficient reason for them to go.

The concept of command responsibility should be embedded in the governance of our country. It should replace the charge-me-first and kapit-tuko practices, which denigrate the essence of command. “Heads will roll”, President Marcos was heard to say upon learning of the flight of the alien ‘major’ of Bamban, Tarlac. If Mr. Marcos were the head of government of Japan, he would not have had to make that statement. The persons in command of the concerned government agencies—immigration, local governments, police and armed forces in particular —would have beheaded themselves.

Philippine AirAsia executive officer Ricardo Isla said in an interview at the sidelines of Economic Journalists Association of the PhilippinesSan Miguel Corp. aviation forum that while an IPO was in the company’s roadmap, it would not happen in the next three to four years.

Isla said the company is focused on expanding routes by opening new destinations and tightening its fleet because of weakness in China market.

Tech alliance: Solving cybercrimes requires more than SIM registration

AN ALLIANCE of digital experts and advocates told the government that a mere technical remedy on the registration of SIM cards, like reviewing and revising its law, would not address the prevalence of cybercrimes.

“Comprehensive data privacy protection and educating the public against digital scams which are supposed to be the primary responsibilities of the gov’t are more imperative than reviewing and revising the SIM Registration Act,” the Junk Sim Registration Network said on its Facebook page.

It said that while fixing the loopholes of the law could be part of the solution, “addressing cybercrimes as a complex and high-tech field needs more than just asking the subscribers to enroll their SIM cards.

work said SIM registration creates databases that could be targets for cyberattacks, instead of its purpose against text-related crimes.

“We need comprehensive solutions that include strong data privacy protections and public education,” JSRN said in a statement. This developed as the Department of Information and Communications Technology called for a review of the SIM Registration Act, noting that it needs an update as online scammers have reportedly found new ways to execute their criminal activities.

According to the Philippine National Police, the number of cybercrimes increased by 21.8 percent in the first quarter of 2024, compared to the same period in 2023.

BIR orders online traders, content creators to register

BUREAU of Internal Revenue (BIR) Commissioner Romeo Lumagui Jr. issued Revenue Regulations No. 15-2024 (RR No. 15-2024) that prescribes the policies of the BIR in relation to the registration of brick-andmortar stores and online businesses. RR No. 15-2024 was issued for the purpose of leveling the playing field between physical stores and online stores by regulating them equally, and taxing them uniformly.

Section 8 of RR No. 15-2024 provides that business operations may be suspended through the issuance of a closure/take down order against physical or online businesses.

The closure of such business operations does not preclude the BIR from filing tax evasion cases under its Run After Tax Evaders program.

“We advise that e-marketplace platforms, online sellers and content creators should strictly follow RR No. 15-2024 as soon as possible. It is unfair to the retail industry or to sectors with brick-and-mortar stores, if online businesses are not regulated and taxed in the same manner. If physical stores can be closed down through a closure order, online businesses can be closed down through a takedown order,” Lumagui said.

Section 11 of RR No. 15-2024 also provides that lessors, sub-lessors of commercial establishments/buildings/ space, and operators of digital platforms, including e-marketplace platforms are required to ensure that all their lessees and online sellers or merchants are duly registered with the BIR. Failure to enact or strictly enforce internal mechanisms or rules to prohibit the non-registration of these lessees or online sellers shall be considered by the BIR as an act of aiding or abetting in the commission of the offense.

“We will be monitoring digital platforms and e-marketplace platforms like Lazada, Shopee, and Tiktok to check if their online sellers and content creators are compliant with BIR registration. We will also monitor lessors and sub-lessors of commercial spaces like malls and buildings to check if their tenants are also compliant. Allowing lessees or online sellers/merchants to use to engage in business the premises or digital platform without BIR registration will be considered a violation of our tax laws,” Lumagui said.

THE Department of Finance (DOF) said Monday it is supporting the Bangsamoro government’s proposed acquisition of the Development Bank of the Philippines’ (DBP) shares in Al-Amanah Islamic Investment Bank of the Philippines (AAIIBP) to promote financial inclusion and accelerate socio-economic development in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

DOTr sets to hold Swiss Challenge for 2 airports this year

THE Department of Transportation (DOTr) said Monday it will hold the Swiss Challenge for the two regional airports before the end of 2024.

“The unsolicited proposals for Laguindingan International Airport and Bohol-Panglao International Airport are undergoing the Swiss challenge,” Transport Secretary Jaime Bautista said during the Economic Journalists Association of the Philippines-San Miguel Corp. Aviation Forum in Makati City.

Swiss Challenge is a form of procurement, usually required in an unsolicited project, where other parties are given an opportunity to challenge

the bid of the original proponent.

Bautista said the deadline for submission of challenge bids for the Laguindingan PPP project is Sept. 13, while the deadline for Bohol-Panglao is Nov. 11.

Pollutants like black carbon, methane and ground-level ozone, classified as short-lived climate pollutants, significantly contribute to air pollution-related deaths and exacerbate climate change.

Concerns arose recently when the active Taal Volcano in Batangas released volcanic smog, commonly called “vog.” The Philippine Institute of Volcanology and Seismology (PHIVOLCS) said vog consists of sulfur dioxide (SO2) and other volcanic gasses, which interact with atmospheric oxygen, moisture, dust and sunlight, posing health risks.

This phenomenon reached areas around Taal, including parts of Cavite, Laguna and Metro Manila, prompting the suspension of face-to-face classes in those locations.

However, PHIVOLCS later said the suspected vog or haze observed in Metro Manila was unrelated to volcanic activity at Taal. Instead, local pollutants caused the poor air quality in the metropolis.

The Environmental Management Bureau of the Department of Environment and Natural Resources (EMB-DENR) supported the assessment, with air quality monitoring stations in Caloocan, Parañaque, and Pateros recording unhealthy air quality levels for sensitive groups.

Meanwhile, Makati logged a “very unhealthy” air quality level, underscoring the severity of the pollution crisis.

Though the genre originated in Japan in the 1970s, it was Thailand that brought BL into the mainstream with hits like 2Gether (2020).

During the lockdown, the Philippines experienced its own BL moment, with series such as Gameboys, Hello Stranger Gaya Sa Pelikula, and Lim’s My Day capturing the attention of audiences. These shows became a staple for Filipinos working from home and binge-watching content.

Lim recently hosted a screening in Quezon City for his latest BL series, Sky Valley, which was attended by celebrity friends and cast members. In an interview, Lim addressed the question of whether the genre remains relevant.

HONG Kong Disneyland Resort will introduce a magical holiday season with its “A Disney Christmas” celebration, running from Nov. 15 to Jan. 1. The World of Frozen will be transformed into a winter wonderland, with Arendelle Village adorned in sparkling snow and festive decorations. Highlights include the Arendelle Royal Breakfast Buffet at Golden Crocus Inn and various holiday-themed activities with Disney characters. In addition to the holiday festivities, Disney’s New Year’s Eve countdown party will welcome 2025 with Disney Pals at the Castle of Magical Dreams.
