HOUSE APPROPRIATIONS PANEL OKAYS

THE House of Representatives Committee on Appropriations voted unanimously to reduce the Office of the Vice President’s (OVP) 2025 budget by more than half, citing its redundant social programs and overextended offices. Marikina City Rep. Stella Quimbo, senior committee vice chairperson, told reporters on Thursday that the panel recommended a reduction of some P1.3 billion, from the P2.037 billion that the OVP was requesting.

‘Rody ordered murder of 3 Chinese inmates’

Corrections official says Duterte thanked him for 'job well done'

FORMER President Rodrigo Duterte was accused of ordering the killings of three suspected Chinese drug lords inside the Davao Prison and Penal Farm in 2016, former DPPF warden Supt. Gerardo Padilla said during yesterday's House Quad Committee hearing on extrajudicial killings linked to the brutal war on drugs under the past administration.

Retired police colonel and ex-PCSO general manager Royina Garma was also accused of orchestrating the murders of the three Chinese inmates – Chu Kin Tung, alias Tony Lim; Li Lan Yan, alias Jackson Li; and Wong Meng Pin, alias Wang Ming Ping in 2016. In his supplemental affidavit, Padilla confirmed an earlier testimony of one of

Justice Secretary Jesus Remulla said they will look into uncovered mass graves in Porac, Pampanga which may be linked to illegal POGO activities. “Their organized crime has moved here, and brought terror, and that is the reason why President Marcos rejected the continuation of POGOs and their social ills and criminal aspects that is unacceptable to us,” Remulla said.

This would leave Vice President Sara Duterte with only P733 million to fund the operations of her office next year.

PBBM laughs off rumors of Gibo resignation

PRESIDENT Ferdinand Marcos on Thursday said there are no imminent changes in his Cabinet as he laughed off rumors that Defense Secretary Gilbert Teodoro had resigned from his post.

In an interview, Mr. Marcos called the reports "fake news," urging the public to be cautious about believing such misinformation.

"Really? Did a rumor like that come out? That Secretary Gilbert Teodoro supposedly resigned" Marcos said, chuckling during a press conference. "Fake, fake, fake, fake, fake, fake news 'yan," he stressed.

“I confirm what Tata said when we were going to the investigation section, my cell phone rang, and I answered it. On Thursday, DFA Spokesperson Teresita Lazaro said that the Philippines’ position in Escoda Shoal remains “consistent,” emphasizing that it is within the country’s exclusive economic zone (EEZ).

Padilla said Duterte called while he, Tan and Magdadaro, who were handcuffed, were walking to the prison’s investigation section.

Surigao del Sur Rep. Johnny Pimentel, for his part, said at least four witnesses have identified Garma as the one directly giving instructions or coordinating the operation to eliminate the three Chinese nationals.

The witnesses include Padilla, the two self-confessed hitmen, and former policeman Jimmy Fortaleza -- Garma’s classmate at the Philippine National Police Academy.

Padilla recalled that before the three Chinese inmates were murdered, Col. Edilberto Leonardo asked him to go to the Davao CIDG (Criminal Investigation and Detection Group) office.

“When I arrived at the station, Col. Grma was already there. Col. Leonardo spoke to me for about 30 minutes and said, 'We are going to kill the three Chinese who are there in the Davao Prison and Penal Farm. You just cooperate.' While we were talking, I was

Still, Chen called for the withdrawal of Philippine vessels from Escoda Shoal and reasserted China's "principled position" based on the widely disputed nine-dash-line.

Even as Beijing talks about diplomacy, one of its top generals said on Thursday that China will "crush" any foreign incursion into its sovereign territory.

"We hope that the South China Sea will remain a sea of peace. [But] if the United States moves its pawns behind the scenes, if it pushes countries to the front line, or if the United States itself ends up on the front line, then we in the Chinese People's Liberation Army... will never have any patience," Chinese army Lieutenant General He Lei told during a defense forum.

"Agrarian reform is truly a labor of love for both me and Secretary Conrad [Estrella III], as this started during my father’s administration when his [Estrella’s] grandfather led the DAR," Mr. Marcos said. The event saw the distribution of 1,119 Certificates of Condonation and Release of Mortgage (COCROMs) to over 1,000 ARBs in Bulacan, freeing them from more than P270 million in debt. In Nasugbu, Batangas, 343 CLOAs were given to 287 ARBs, covering more than 230 hectares of farmland.

President Marcos also shared a lighthearted exchange with Teodoro regarding the rumors.

"I called him early this morning. I said, 'They say you're going to resign.' He replied, 'Why, are you going to fire me?' I said, 'Why would I fire you? We don't have any problems," the President said.

The President pointed out that the spread of these false stories only causes confusion and division, without offering any benefit to the Filipino people.

Garma denied the allegations linking her to the killings of the Chinese nationals as well as insinuations of her perceived “closeness” to Duterte.

However, Batangas Rep. Gerville Luistro said: “What is very clear is that the former President had great trust in you.”

The committee then decided to cite Garma in contempt for being evasive to queries as to her close relationship with Duterte.

“That (closeness) is the perception...I do not feel that I am close (to Duterte)," Garma said.

Luistro, Taguig Rep. Amparo Maria Zamora, Deputy Speaker David Suarez, and Antipolo Rep. Romeo Acop took turns in questioning Garma about her career as a PNP official and later as PCSO general manager.

Garma held several police posts in Davao City, including being the station commander of Sasa and Sta. Ana, head of Women’s Desk of the Davao City Police, and administration officer of the Davao City police station.

It was pointed out that many of the OVP’s social programs overlap with those being carried out by the Department of Social Welfare and Development (DSWD) and the Department of Health (DOH).

Quimbo explained that the entire financial assistance (FA) fund of the OVP of P947 million would be transferred to the AICS (Assistance to Individuals in Crisis Situation) program of the DSWD and the medical assistance program of the DOH, with the two agencies getting an almost equal share of about P646 million.

She stressed that should the OVP require funding for its social work, such as giving out medical, burial and transportation assistance, it could still access the same funds transferred to the DSWD and DOH by communicating its requests to the two departments.

The lawmaker said according to news articles, Garma even appealed to then-Mayor Duterte to retain her exhusband in Davao City as a member of the police force.

Acop questioned how Garma could have retired from the PNP in June 2019 – with 10 years of PNP service left – days before she was appointed to the PCSO.

"These people went to me and dropped hints that we should help Guo," he said. Senator Risa Hontiveros earlier said her office received information that Guo paid a P200 million bribe to unnamed officials in exchange for allowing her to slip out of the country.

Former senator Panfilo Lacson, on the other hand, said Guo sought intermediaries to relay to authorities her offer of up to P1 billion in exchange for making her legal problems disappear.

“We will transfer the funds to the DSWD and DOH, but we will ensure that she (Duterte) has enough allocation to the extent that her office can implement [for programs,], she added.

Quimbo noted that the DSWD and the DOH have a much better track record in implementing social programs.

The Marikina lawmaker also pointed out that the OVP under its current leadership maintains 10 satellite offices and two extension offices.

“We want them to return to the spending level in 2022 [during Leni Robredo’s incumbency] when the OVP maintained just one office,” she said.

Kanlaon mayor orders mandatory use of facemasks

IN RESPONSE to the ongoing volcanic activity at Mt. Kanlaon, Canlaon City Mayor Jose Chubasco Cardenas issued an executive order on Thursday, mandating the use of facemasks as part of heightened safety measures.

The city government is intensifying public safety precautions following reports of increased sulfur dioxide (SO2) emissions from the volcano, which reached 11,556 tons per day, according to the Philippine Institute of Volcanology and Seismology (Phivolcs).

“To mitigate the risks associated with elevated SO2 levels and ensure public safety, it is necessary to enforce additional precautionary measures, including mandatory mask usage, a curfew, and restrictions on public activities,” the executive order stated.

A curfew for minors was also enforced, prohibiting them from loitering in public places from 10:00 PM unless accompanied by a guardian. The same applies to evacuation centers for safety and security purposes. Evacuation operations will also be suspended from 10:00 PM onwards.

Residents are advised to stay indoors and keep windows and doors closed to prevent SO2 from entering their homes. Classes remain suspended, and schools will stay closed until further notice.

The fund, Romualdez said, will be utilized to deliver essential goods, temporary shelter, and medical assistance to the displaced families.

"This devastating fire has caused significant damage to many communities in Cavite. In partnership with the DSWD's AKAP program, we are mobilizing a P25-million fund to provide urgent relief and help families get back on their feet," Romualdez said as his team and Tingog Partylist led by Reps. REDEMPTION MAN

After the missteps in its very recent past, the country is enjoying a resurgent economy and a renaissance in decency, good governance, and great leadership under the administration of President Bongbong

Marcos

From bad to good.

That’s the simple way of describing the state the country is now in. Like a “before and after” picture in plain economic and political terms.

From the dark days of the pandemic when the country was in a fog of political uncertainty and a dicey sense of health and well-being. A time a little way back when the economy was hemorrhaging with the nation’s coffers nearly being depleted with trillions of pesos in borrowings to buy billions worth of vaccines, personal protective equipment (PPEs), facemasks, faceshields that turned out to be useless, and other emergency measures.

From the recent past when the nation was in the doldrums of precariousness and a cloud of an impunity-like pallor hang over the entire nation when thousands died not only from a deadly disease but as a result of an overzealous and cult-like prosecution of executive commands, like the Talibanic-execution of the past police campaign against illegal drugs that only eradicated smalltime shabu peddlers.

From a period when the nation’s leaders, instead of being exemplars of decency and deportment themselves, were tragic models of indecency and toxicity to the current renaissance of hope, goodwill, and a return to decency and good leadership.

Yes, in a span of three short years, the Philippines turned from being a poster child of economic and political backsliding to one of the fastest-growing economies in the world as well as a model of good governance run by a government that follows a legal and rules-based system.

Like the proverbial Phoenix, the country has risen from the gray ashes of the past six years to become an upand-coming economic star in the Asia Pacific region.

The Philippine economy grew by a robust 6.3 percent in the second quarter. Even with a persistent inflation that still hovers at 4.4 percent the growth is faster than the 5.7 percent expansion in the first quarter and the 4.3 percent increse for the same period in 2023.

Skeptics may scoff at the macro expansion as premature gloating but they will be boondoggled by the fact that the administration of President Ferdinand R. Marcos Jr. has managed to clip the nation’s intransigent poverty

rate by a hefty 15.5 percent last year.

This feat is made more remarkable by the fact that the cut is even lower than the poverty rate the country had before the onset of the pandemic in 2018.

Respected international economic watchdogs such as Moody’s Analytics, the DBS Bank Angsana Council and Bain & Company have praised the country’s economic resurgence. DBS and Bain & Company predicted

a 6.1 percent annual growth rate for the Philippines. Moody’s said that the favorable outcome was generated by base effects, growth in exports, and robust government spending.

The country is indeed reemerging from the recent years of uncertainty and is well on its way to become an upper middle income economy by 2025 as well as a moderately prosperous nation by 2040 as envisioned by President Bongbong Marcos.

Last month, after Japan’s Rating and Investment Information, Inc. gave the Philippines its highest credit rating to date, President Marcos announced that the country’s “cycle of poverty can be broken;” apparently with good planning, great leadership, and sustained growth.

“Bagama’t ito ang kauna-unahang credit rating upgrade ng aking administration, hindi po tayo hihinto rito. We will keep giving our best to make

sure that every Filipino benefits from our economic growth until we break the cycle of poverty,” the President said.

The Department of Finance (DOF) revealed last month that “lifting millions of Filipinos from poverty is doable by 2028.”

“Mga eight million ang kailangan natin, eight million alisin (from poverty) by 2028. Doable naman iyon,” DOF Undersecretary Domini Velasquez said in a media briefing.

“We are on track actually to bring down the poverty rate to a single digit by the end of the President’s term,” said Velasquez, the chief economist of the Finance department.

The country’s economic expansion started to steadily climb from 2000 to 2009 when the economy grew by an average of four percent. This growth jumped to 6.4 percent during the administration of President Benigno C. Aquino III. The sustained growth only went down during the administration of President Rodrigo R. Duterte.

This year the Philippines is forecast to have the second fastest expansion in Southeast Asia, overtaking Indonesia (5.7 percent), Malaysia (4.5 percent), Thailand (2.8 percent), and Singapore (2.5 percent).

With its resurgence in the economic front, the country is also enjoying a kind of rejuvenation in the area of governance and leadership.

After being universally excoriated in the recent past by what foreign observers said was a wanton disregard for human rights in the previous administration’s anti-illegal drugs campaign as well as an unseemly tolerance of China’s encroachment in the West Philippine Sea, the Philippines has regained its place as a nation that respects human rights and a rules-based international order.

And knowing that the country’s economic growth is often sidelined by administrative inconsistencies and policies that often get reversed by subsequent administrations as well as political partisanship, President Bongbong Marcos have called on the nation’s leaders to be united, saying that all Filipinos stand to gain in his plan to bring the country to a higher middle income nation.

This explains President Marcos’ Bagong Pilipinas program, a battlecry for unity and of coming together to help the country move forward and sustain its economic growth.

The President’s call rings true especially among the country’s political class because the country has a tendency of being pulled down by too much partisanship and wrangling among its political leaders.

Early last month, President Marcos called on all political leaders to work together in uniting the nation and improving the lives of all Filipinos, instead of sowing discord and division. “Unity is the key for us to move forward,” President Marcos declared.

“If we are spending our time, our resources and energies with opposing one another for political means, then we have little time, resources, and energy left for transforming our country into a better place; to transform the lives of our people,” the President said during the forging of an alliance between his Partido Federal ng Pilipinas (PFP) and the Nacionalista Party (NP) making the administration coalition the largest political bloc in the country.

He called on all political leaders to continue working for the dream and aspiration of turning the Philippines into a better country for all Filipinos.

“And to say that… when we leave office, that we leave (with) the Philippines as a better country and we leave the Filipinos in a better condition than we found them when we first came into office,” the President said as he enjoined all leaders of all stripes and persuasions to join him in sustaining the

nation’s progress instead of sowing discord and division among each other.

Tulfo calling for more support for inclusivity bill

HOUSE Deputy Speaker for Communications Erwin Tulfo appealed to his fellow congressmen to support the passage of a bill that will uphold and protect the rights of LGBTQIA+ community.

Tulfo of ACT-CIS party-list group, in his interpelation on the proposed Sexual Orientation and Gender Identity and Expression and Sex Characteristics (SOGIESC) Equality bill authored by Bataan Rep. Geraldine Roman, expressed his satisfaction to the said bill.

“Now, I would just like to point out before I close, being a Catholic, a Roman Catholic, a former seminarian, the Catholic Church, though considered a conservative religion through Pope Francis now supports civil legislation that gives same-sex couples rights in areas such as pensions, health insurance, and inheritance,” Tulfo said.

“The Roman Catholic Church now accepts same-sex attraction, and it says that it is not sinful. And it welcomes everybody in the house of God, including the LGBT community. Therefore, Mr. Speaker, I support the passage of this bill,” the lawmaker added.

For her part, Rep. Roman recognized Rep. Tulfo and his brother, Sen. Raffy Tulfo, for their “gender sensetive” radio programs and a ways supporting the LGBTQIA+ community.

“Nais ko rin pasalamatan sana ang ating nagtatanong ngayong hapon si Rep. Tulfo sapagkat sa kanyang programa sa radio at kahit na rin po ang kay Sen. (Raffy) Tulfo na programa, ay napaka-gender sensitive nila,” Roman said.

IN BRIEF

PRESIDENT Ferdinand Marcos Jr. vowed on Thursday that government offi cials involved in the recent oil spill incident off Bataan will be held accountable as investigations continue into the sinking of three motor tankers.

Speaking during an aid distribution event for fisherfolk in Navotas City, Mr. Marcos assured those responsible

will face the consequences.

“There is an ongoing investigation to answer key questions: Were these ships involved in oil smuggling? Why were two of the ships operating without proper registration?” President Marcos said.

“All of this is being investigated to ensure that those responsible are held accountable,” he added.

The motor tankers Terranova, Jason Bradley, and Mirola sank near the coast of Bataan in July. Authorities are investigating potential illegal activities, such as oil smuggling, related to the ships.

Additionally, it was found that two of the tankers, Jason Bradley and Mirola, did not have the required authorization to operate in Philippine waters.

PDEA burns P777m worth of illegal drugs in Cavite facility

THE Philippine Drug Enforcement Agency (PDEA) destroyed P777 million worth of dangerous drugs at the Integrated Waste Management, Inc. (IWMI), Barangay Aguado in Cavite on Thursday, September 12, 2024

A total 1.474 tons of solid illegal drugs, and 378.5 milliliters of liquid drugs were destroyed through thermal decomposition or thermolysis.

The majority of the illegal drugs destroyed were 66,720.7640 grams of methamphetamine hydrochloride, or shabu; 1,390,743.5422 grams of marijuana; and 14,145.4798 grams of MDMA or Ecstasy; 428.4432 grams of cocaine; 1,665.3900 grams of ephedrine; 1,073.8415 grams of psilocin; 206.5 milliliters of liquid meth; and 172 milliliters of liquid marijuana.

The drugs were stacked inside an incinerator chamber and exposed to high temperatures of over 1,000 degrees centigrade. All dangerous drugs were reduced to ashes, and completely decomposed or broken down. Thus, they are impossible to reconstitute. The destruction process should deter drug recycling and pilferage.

The burnt dangerous drugs comprised the evidence seized from various anti- drug operations conducted by PDEA, together with other law enforcement agencies, but were no longer needed as evidence in court. Representatives from the Department of Justice (DOJ); the Department

USAID donates P11.6m disaster equipment to Cagayan

THE U.S. Agency for International Development (USAID) handed over a mobile storage unit and mobile energy systems worth more than P11.6 million ($208,000) to boost Cagayan province’s disaster risk reduction capacity. USAID Mission Director Ryan Washburn handed over a mobile storage unit that can store 50,000 food packs to Cagayan Provincial Administrator Atty. Maria Rosario Mamba-Villafl or. The mobile storage unit will allow the provincial government to store food and non-food items so they can rapidly deliver life-saving assistance in

the immediate aftermath of disasters.

“For many years, USAID has dispatched teams to Cagayan and other provinces in Northern Luzon to support local government units in providing life-saving assistance during calamities,” said Mission Director Washburn. “As your friend, partner, and ally, the U.S. government remains committed to strengthening our partnerships and working with the Philippine government to rebuild and restore lives following disasters.”

During the turnover, USAID also formalized a partnership with Cagayan prov-

ince and the World Food Programme to strengthen Cagayan’s emergency response efforts through the Preparedness and Response Excellence in the Philippines, or PREP, project. This project will help reduce disaster risks by improving irrigation canals, water systems, and waterharvesting facilities; set up community flood-control dikes; introduce climateresilient crops; construct community evacuation centers; and provide cash-forwork training

OPINION

In flagrante delicto arrest

WE HEAR of numerous stories about law enforcement officers effecting unlawful warrantless arrests on suspects.

These arrests are sometimes driven by their eagerness to immediately take custody and bring to the fold of law individuals who are believed to have committed, are committing, or are about to commit a crime.

Jesus Christ himself was not spared from a warrantless arrest based on a tip given by Judas to a detachment of soldiers and some officials including the chief priest and the Pharisees.

Jesus was arrested without a warrant simply because the Pharisees were deeply threatened by his teachings. For more than a millennium, warrantless arrests have been used and abused by those holding power and authority.

It was only in 1215 when King John of England, the sovereign, recognized the Rule of Law and documented the liberties held by “free men” in the Magna Carta (Bill of Rights, Encyclopedia Britannica).

In the case People v. Jumarang, two law enforcement officers positioned themselves around 10 meters outside a house inside a compound.

From where they were standing, they saw Ronillo Jumarang (Jumarang) tending to some plants at the roof of the house and later descended while holding a three-foot tall potted plant with “five finger leaves” (G.R. 250306. Aug. 10, 2022).

“Suspecting that Jumarang was bringing the plant inside his house, the two police officers called out to him and rushed inside the compound. They instructed [him] to put the plant down so they could closely examine it [and] asked Jumarang if they could go inside the house” which the latter allowed (op. cit.)

The prosecution further posited when the two law enforcement officers “went up the roof, they found two other pots of what they identified as marijuana plants. They also brought these down… [and] decided to bring Jumarang and the plants to the police station” (op.cit.)

“For his part, Jumarang … testified that at the time of the incident, he was visiting his in-laws from Batangas where he resides… [and that] his mother-in-law requested him to clean their rooftop. However, when he saw three pots of marijuana plants among the other plants, he decided to report the matter to the police” (op.cit.)

(Part 1)

He further alleged that “as he was handling the plants to bring to the police, two of them passed by him [and] [w]hen they saw him with the plant, they approached and told him that he was planting marijuana. They then asked him if they could check the rooftop and he accompanied them, along with his parents-in-law, his wife, and some neighbors” (op.cit.)

“There, they saw two more marijuana plants [and since] Jumarang was the one caught handling the plant, he was

“After trial on the merits, the trial court rendered the Judgment dated Aug. 30, 2016, finding [him] guilty beyond reasonable doubt of violation of Section 16, Article II of R.A. No. 9165…” (op.cit.)

The material issue to be resolved in the case was whether there was a valid in flagrante delicto arrest because Jumarang was found holding a pot planted with marijuana when the police officers saw him.

The Supreme Court found that the warrantless arrest was unlawful, hence, the subsequent search was also unlawful.

In a search incidental to a lawful arrest, the law requires that there must first be a lawful arrest before a search can be made; the process cannot be reversed.

In an in flagrante arrest under Section 5 (a), Rule 113 of the Rules of Court, a person to be arrested must have committed, is actually committing, or is attempting to commit an offense in the presence of the arresting officer (op.cit.)

“In warrantless arrest made pursuant to Section 5(a), two elements must concur: (1) the person to be arrested must execute an overt act indicating that he has just committed, [is] actually committing, or is attempting to commit a crime; and (2) such overt act is done in the presence or within the view of the arresting officer” (op.cit.)

Was lack of get-up-and-go meant death of Neanderthals?

PARIS – A new study posits a very surprising answer to one of history’s great mysteries -- what killed off the Neanderthals?

Could it be that they were unadventurous, insular homebodies who never strayed far enough from home?

Scientists studying the remains of a Neanderthal found in France said Wednesday these human relatives were socially isolated from each other for tens of thousands of years, which could have fatally reduced their genetic diversity.

Up to now, the main theories for their demise were climate change, a disease outbreak, and even violence -- or interbreeding -- with Homo Sapiens. Neanderthals populated Europe and Asia for a long time -- including a decent stint living alongside early modern humans -- until they abruptly died off 40,000 years ago.

That was the last moment when more than one species of human coexisted on Earth, French archaeologist Ludovic Slimak told AFP.

It was a “profoundly enigmatic moment, because we do not know how an entire humanity, which existed from Spain to Siberia, could suddenly go extinct,” he said.

Slimak is the lead author of a new study in the journal Cell Genomics, which looked at the fossilized remains of a Neanderthal discovered in France’s Rhone Valley in 2015. The remains were found in Mandrin cave, known to have been home to both

Most at risk

IT IS easy to get caught up in the antics of those dominating the headlines of late – misbehaving public officials, self-anointed sons of entities, and mysterious personalities whose words we cannot take seriously – that we often forget the issues that pose grave and existential danger to all of us.

For the third straight year, the Philippines registered the highest World Risk Index (WRI), a quantitative assessment of the risks faced by 193 countries in the face of crises like extreme natural disasters, conflicts, pandemics, and wars.

Being at the top of the list is a distinction we cannot take comfort in or rejoice at.

We scored 46.91 on the index, followed by Indonesia (41.13), India (40.96), Colombia (37.81), Mexico (35.93), Myanmar (35.85), Mozambique (34.44), Russian Federation (28.12), Bangladesh (27.73), and Pakistan (27.02).

The Philippines posted very high risk ratings in exposure (39.99), vulnerability (55.03), susceptibility (51.16), lack of coping capacities (58.07), and lack of adaptive capacities (56.10).

Exposure represents the extent to which populations are exposed to and burdened by the impact of earthquakes, tsunamis, coastal and river flooding, cyclones, droughts, and sea level rise.

The risks remain regardless of who the most controversial figure of the day is

Meanwhile, vulnerability maps the societal domain and is composed of susceptibility, coping, and adaptation. This year’s report pointed to multiple crises, which “jeopardize livelihoods and future opportunities but also have a significant impact on (mental) health.”

The Office of Civil Defense has issued a statement on the 2024 findings. “It is essential to adopt a multisectoral approach in all aspects of disaster risk reduction and management,” it said. Indeed, disaster risk reduction and

IN A plotline straight out of a Philippine telenovela—or perhaps more accurately, a Shakespearean comedy—our two unlikely protagonists, former presidential spokesperson Harry Roque and his loyal “alalay” Alberto Rodulfo “AR” Dela Serna, have taken center stage in the drama. Picture this: the House quad-committee, a hall with perplexed lawmakers. At the heart of it all, a joint bank account as mysterious as the plot twist nobody saw coming.

You know, the kind of financial setup that lawmakers like Rep. Romeo Acop assured us usually only exists between couples bound by either love or blood.

Acop, the Socratic philosopher, stressed with wide-eyed disbelief, “This is something we see between husband and wife, or parent and child.”

But our dynamic duo insists there’s nothing unusual here.

A man with a basic salary of ₱20,000 simply having full access to ₱3 million of someone else’s money?

Nothing to see here, folks. Just two bros sharing a joint account like they’re picking out toppings for their pizza. What could be more wholesome?

Neanderthals and Homo Sapiens over time.

The Neanderthal, dubbed Thorin in reference to the dwarf in J.R.R. Tolkien’s “The Hobbit,” is a rare find. Thorin is the first Neanderthal unearthed in France since 1978 -- and one of only roughly 40 discovered in all of Eurasia.

50,000 years alone

The archaeologists had spent a decade unsuccessfully trying to recover DNA from Mandrin cave when they found Thorin, Slimak said.

management is a responsibility that falls on the shoulders of all stakeholders of society. But the government, both national and local, must take the lead.

National leaders set the overall tone and communicate which issues should take top priority. Local governments, from the provincial down to the barangay levels, serve as the face of leadership.

They should be well-versed with the specific risks faced by their communities, they who should develop plans that consider the uniqueness of their area, implement these plans, and should be visible in the crucial aftermath of disasters and in efforts to rebuild and rehabilitate.

Other sectors, depending on their areas of concern and expertise, must find a way to work with all other stakeholders.

The report is available online. Our leaders must let themselves be guided, not only by this document but by many others that provide empirical basis for their decisions and actions on the job.

Let us break the habit of thinking about risks and disasters only when a new calamity comes.

We are at risk every day, on many fronts, no matter the state of the political theater playing on any given day.

The remains were found in Mandrin cave, known to have been home to both Neanderthals and Homo Sapiens over time The Roque-Dela Serna joint bank account

“As soon as the body came out of the ground,” they sent a piece of molar to geneticists in Copenhagen for analysis, he added.

When the results came back, the team was stunned.

Archaeological data suggested the body was 40,000 to 45,000 years old, but the genomic analysis found it was from 105,000 years ago.

“One of the teams must have gotten

Perhaps Dela Serna and Roque have tapped into an alternative financial philosophy—an avant-garde relationship model that history has failed to adequately explore.

Let us speculate, with the help of some famous historical figures, on what might really be going on.

1. A philosophical romance

Just as Plato mentored Aristotle, teaching him the high ideals of philosophical thought, perhaps Roque is simply helping his protégé Dela Serna explore the complex mysteries of joint financial management.

It’s not about money—it’s about the pursuit of wisdom! Aristotle once said, “The more you know, the more you realize you don’t know.”

Clearly, Dela Serna knows nothing about where this money comes from,

it wrong,” Slimak said.

It took seven years to get the story straight.

Analysing isotopes from Thorin’s bones and teeth showed that he lived in an extremely cold climate, which matched an ice age only experienced by later Neanderthals around 40,000 years ago.

But Thorin’s genome did not match those of previously discovered European Neanderthals at that time. Instead it resembled the genome of Neanderthals some 100,000 years ago, which had caused the confusion.

It turned out that Thorin was a member of an isolated and previously unknown community that had descended

which means he’s practically a modernday philosopher!

2. The “Sherlock and Watson” partnership

Maybe Roque and Dela Serna are playing out the ultimate detective story.

Like Sherlock Holmes and Dr. Watson, they could be investigating complex international financial conspiracies, and what better cover than a joint bank account?

When questioned about these “foreign trips” to glamorous places like Hong Kong and Japan, Dela Serna may have thought, “Well, if Sir Harry asks, who am I to deny a mystery-solving adventure?”

3. The “Romeo and Juliet” tragedy

It’s a love story for the ages – minus the poison (we hope)

Of course, we can’t ignore the possibility of a deep, star-crossed bond between Roque and Dela Serna.

If Acop thinks this looks like something reserved for couples, perhaps we should all brace ourselves for a balcony scene where Roque cries, “O AR, AR, wherefore art thou my financial beneficiary?”

And Dela Serna, innocent and wideeyed, would respond, “I don’t meddle with your millions, Sir Harry.”

It’s a love story for the ages—minus the poison (we hope).

Why this joint account makes no sense

Trust Exercise – Maybe Roque is simply testing Dela Serna’s integrity. Can you trust someone with a joint account if they don’t even contribute to it? This is the real test of loyalty. Apprenticeship in Financial Wizardry – This is all part of a long-term training program where Roque teaches Dela Ser-

from some of Europe’s earliest Neanderthal populations, the researchers said.

“The lineage leading to Thorin would have separated from the lineage leading to the other late Neanderthals around 105,000 years ago,” senior study author Martin Sikora of the University of Copenhagen said in a statement.

This other lineage then spent a massive 50,000 years “without any genetic exchange with classic European Neanderthals,” including some that only lived a two-week walk away, Slimak said.

Dangers of inbreeding

This kind of extended social isolation is unimaginable for the Nean-

na the art of financial maneuvering without lifting a finger. Who needs Hogwarts when you can have Roque, right? Charity in Disguise – Could it be that Roque’s ₱3 million gift was just an act of altruism? After all, isn’t charity supposed to be anonymous? If Dela Serna doesn’t know why he’s getting this money, isn’t that the purest form of giving?

Platonic Recommendations: For Roque – We recommend Sir Harry formalize his mentorship program, and start the Roque Academy of Financial Favors, where students like Dela Serna learn the invaluable skills of non-contribution and magical bank account access. Application requirements? Just loyalty and the ability to carry luggage on multiple foreign trips.

For the Other Media-Savvy Dela Sernas – Let’s be real—this family name is well-known in showbiz to waste on politics alone.

The media and showbiz Dela Sernas should use this golden opportunity to pitch a reality TV show: “Banking with Harry: Love, Loyalty, and Large Deposits.” Bound to be a hit, and it’ll clear up all this nonsense about suspicious financial arrangements.

For Lawmakers – Congress should really consider passing the “No-QuestionsAsked Joint Account Law,” making clear if you have a joint account with someone you once worked for, nobody can question it.

Think of the time saved at hearings! You could focus on more pressing matters, like why rich politicians keep forgetting they have foreign mansions. Will Congress actually pass the “NoQuestions-Asked Joint Account Law?” We should remember the words of another famous historical figure, Marie Antoinette: “Let them have access to the joint account!” If even a queen can’t be questioned about her finances, what hope do we have for the rest of us?

derthals’ cousins, the Homo Sapiens, particularly because the Rhone Valley then was a great migration corridor between northern Europe and the Mediterranean Sea.

Archaeological finds have long suggested that Neanderthals lived in a small area, ranging just a few dozen kilometers from their home.

Homo Sapiens, in comparison, had “infinitely larger” social circles, spreading over tens of thousands of square kilometers, Slimak said. Neanderthals were also known to have lived in small groups -- so not venturing far likely meant there were not many options for a mate outside of their own family. AFP

CHR calls out search for 2 missing activists

THE Commission on Human Rights (CHR) on Thursday called for an exhaustive and immediate search for two missing and allegedly abducted activists in Tabaco, Albay.

James Jimenez, 63, and his friend Felix Salaveria Jr., 66, were reported missing since last August.

“The Commission deplores these enforced disappearances as they gravely violate the fundamental rights of individuals, particularly the right to life, liberty and security,” the CHR said in a statement.

“We emphasize the urgent need for stricter enforcement of Republic Act No. 10353 or the Anti-Enforced or Involuntary Disappearance Act to address these incidents effectively,” it added.

“Bolstering the implementation of this law will help ensure that policy-level solutions are fully utilised to address the issue. In addition to the search for victims, it is imperative to identify and prosecute those responsible, holding them accountable under the rule of law,” statement read. Rio N. Araja

THE Makati City government will provide portable X-ray services not only for its residents, but also for its sister-local government units (LGUs) across the country.

Makati currently has 558 sister cities and municipalities nationwide.

The medical equipment will play a crucial role in early diagnosis and treatment of tuberculosis (TB), especially in rural areas with limited access to medical facilities and resources.

Mayor Abigail Binay emphasized the importance of guaranteeing that even the most remote populations can access advanced TB detection and care.

“This portable X-ray unit is a key tool in our mission to combat TB in the Philippines. By sharing this resource with our sister LGUs, we aim to close the healthcare gap, especially in underserved and marginalized communities,” Binay said.

Makati is the country’s first LGU to acquire and use the state-of-the-art Fujifilm Xair portable X-ray system for public healthcare.

The city government is also investing in the latest medical technology and comprehensive health management systems. Makati Life Medical Center has acquired an AI-powered digital PET/CT scanner which supports early diagnosis and preventive care.

Makati also employs a Health Information Management System (HIMS) to improve service delivery, efficiency, and coordination among healthcare providers.

Taiwan will ‘never succumb’ to China

TAIPEI – The head of Taiwan’s top China policy body said Thursday that the democratic island will never surrender in the face of intensifying pressure from a “more aggressive” Beijing. China claims Taiwan as part of its territory and has said it would never renounce the use of force to bring the selfruled island under its control. Beijing has ramped up military and political pressure on Taipei in recent years, sending warplanes, drones and naval vessels around the island on a neardaily basis. The head of Taiwan’s Mainland Affairs Council -- which manages Chinarelated issues -- said on Thursday that Beijing’s “attempts to erase the sovereignty of the Republic of China (Taiwan)” have threatened peace and stability across the region. Polaris crew set for historic spacewalk

WASHINGTON, DC – After trekking deeper into space than any humans in the last half-century, a pioneering private crew is set to make history Thursday with the first-ever spacewalk by nonprofessional astronauts. The SpaceX Polaris Dawn mission, led by fintech billionaire Jared Isaacman, launched early Tuesday from the Kennedy Space Center in Florida, reaching a peak altitude of 1,400 kilometers.

That’s more than three times higher than the International Space Station, in a region of space called the inner Van Allen radiation belt --a zone teeming with dangerous, high-energy particles. Now, with their Dragon spaceship’s elliptical orbit reduced to an apogee of 458 miles, the crew of four are gearing up for the mission’s centerpiece: an audacious extravehicular activity (EVA) scheduled for 0623 GMT on Thursday, with a backup window on Friday. Harris, Trump battle for swing states in campaign trail after fierce debate

WASHINGTON, DC – Kamala Harris and Donald Trump return to the campaign trail Thursday (Friday Manila time), with the Democrat hoping her dominant display in their first presidential debate will boost her chances in the knife-edge US election.

Amid media reports of turmoil in his camp over the way Harris succeeded in goading him at the debate, the 78-year-old former president is due onstage in Tucson, Arizona to focus on “our struggling economy.”

Harris, 59, will seek to capitalize on her debate momentum as she heads to North Carolina on Thursday, holding back-to-back rallies in the cities of Charlotte and Greensboro promising a “new way forward.”

Harris has erased a six-point Trump lead over the last month to draw level

The rivals are heading to crucial battleground states that will decide November’s vote, two days after Harris forced Republican Trump onto the defensive in a fiery clash that drew 67 million viewers across the United States. But it remains unclear whether the vice president’s punchy performance will turn the dial with less than two months to go in an agonizingly tight race that will be decided by a handful of undecided voters across the country.

Arizona was one of the most bitterly fought states in the 2020 election, with Joe Biden winning there by around 10,000 votes against Trump, and promises to be closely contested again.

Los Angeles wildfire engulfs homes, charred buildings shrouded in smoke

WRIGHTWOOD -- A wildfire ravaging the hills near Los Angeles had swelled in size by over 1,000 percent by Wednesday, torching dozens of homes and prompting a state of emergency. The Bridge Fire is one of three out-ofcontrol blazes that have erupted around the United States’ second-biggest city, fueled by a punishing heat wave and fanned by gusting winds. Authorities issued widespread evacuation orders as the fire tore through the towns of Wrightwood and Mt Baldy, destroying at least 33 homes, several cabins, and racing through a ski resort.

“We live in the canyon so that fire was coming right in there, and you couldn’t take anything out of there,” local resident Jenny Alaniz emotionally told broadcaster KTLA.

The debate in Philadelphia was a welcome boost for Harris as the honeymoon from her sudden replacement of the aging Biden as Democratic candidate seemed to be wearing off. Trump insisted it was one of his best debates, but snap polls and even allies disagreed as Harris riled him up with taunts about crowd sizes and his 2020 election loss, then scored points on issues like abortion.

Close Trump ally Senator Lindsay Graham told reporters afterwards that it was a “missed opportunity” while US media reported there was discontent among Trump donors. AFP

Hurricane makes landfall, raising threats of floods

But by Wednesday afternoon it had roared to 49,000 acres (20,000 hectares), fueled by thick brush that carried the flames into the San Bernardino County community of Wrightwood and the Mountain High ski resort.

Los Angeles County Sheriff Robert Luna said three people -- including one of his deputies -- were trapped by the fire in a remote area near Mt. Baldy. He said thick smoke and blocked roads were hampering the rescue effort.

“Our air rescue crew is working to hoist them out once the smoke clears, and LA County Fire is also trying to get a four-byfour vehicle to get them out,” Luna told reporters. AFP

“I got the dogs out. Our house is gonna burn,” she sobbed. An AFP journalist in Wrightwood witnessed the aftermath of the fire, where the charred shells of buildings and vehicles stood shrouded in smoke. The fire broke out early Sunday afternoon in Angeles National Forest north of Los Angeles, and initially remained fairly small.

POC mulls appeal for dropped sports ahead of Thailand SEAG

THE Philippine Olympic Committee celebrated its recent successes at the 2024 Paris Olympics during its General Assembly on Wednesday.

But while basking in the glory of the games, the organization also focused on preparations for the upcoming 33rd Southeast Asian Games in Thailand and the POC elections in November.

POC President Abraham “Bambol” Tolentino expressed concern over the potential loss of eight gold medals in four sports that Thailand has dropped from its SEA Games program.

However, he remains hopeful that the appeal to reinstate these sports will be successful, with a decision expected at the SEAG Federation meeting in October.

The SEAG Federation will convene on October 15 to discuss

preparations for the SEA Games, which will take place from December 9 to 20, 2025, in Bangkok, Chonburi, and Sonkhia. Weightlifting, wushu, jiu-jitsu, and karate, traditional SEAG sports, are among the events the POC and other participating nations are vying to include in the program.

Tolentino, who was recently elected as the Olympic Council of Asia Legal Committee chairman, emphasized the challenges of ensuring Thailand’s dominance in the Games.

Other topics discussed during the assembly included:

Reappointment of karate chef de mission: Richard Lim was reappointed as chef de mission for the Asian Winter Games, scheduled for February 7-14, 2025, in Harbin, China. This follows the cancellation of the Asian Indoor and Martial Arts Games (AIMAG) in Thailand.

Zaragosa dominates, Agustin escapes at golf finale

TRECE MARTIRES, Cavite—Precious Zaragosa secured the top spot in dominant fashion, gaining the confidence and momentum she needs as she heads into the highly-anticipated ICTSI Junior Match Play Championships.

Zaragosa closed out the Luzon Series 7 at Sherwood Hills Golf Club on Thursday with a 77, clinching the girls’ 13-15 division title with a 54-hole total of 234, and solidifying her top ranking in her age category after the seven-leg Luzon series.

In what began as a close contest with Kendra Garingalao in intermittent rains, Zaragosa pulled away in the last nine holes, turning the fierce duel into a convincing nine-stroke victory. Winner of previous legs at Splendido Taal and Luisita, Zaragosa’s consistency paid off, vaulting past twin

sisters Lisa and Mona Sarines in the final rankings. Only the best four scores counted, and the top four players in each age division – including the 8-9, 10-12, and 16-18 groups – advanced to the Match Play Finals, set for Oct. 1-4 at The Country Club in Laguna.

Levonne Talion, who did not compete this week along with the Sarines sisters, secured the last spot, while Alexie Gabi also advanced in the category through the multiple series format.

Looking ahead to the finals, 13-year-old Zaragosa stressed the importance of sharpening her short game as she prepares for the challenging TCC layout.

Capellas is “an incredibly good fit. A man who embodies our idea of how the game should be played and who’s had decades of experience successfully implementing this style in various elite performance environments across Europe and in Asia.”

A source told The Designated Kit Man that Capellas was highly recommended by PFF contacts in Spain. Moreover, his profile and background were the primary requirements that the PFF has been looking for to lead the men’s national team. It was also revealed that Gonzalez, after meeting Capellas and several conversations later, decided that he was the perfect choice. Capellas “was the top choice,” the source said.

“Of course, it will not be easy. This is a journey. It is a process, and there will be ups and downs. And some moments, they (the team) will fail. Our job is to help them learn from the fails,” Capellas said during his first interview after his appointment.

Capellas will inherit a team which just

weathering a tough day-long battle with Garingalao.

“It was really challenging going up against Kendra, especially since this is her home course and she has a clear advantage on the greens,” she added. “I played it safe the entire round and concentrated on my putting, which made the difference.”

Zaragosa’s disciplined approach and focus on the finer aspects of her game reflect her determination to rise to the occasion in the upcoming championship.

Tied with Zaragosa after 36 holes, Garingalao was unable to match Zaragosa’s steady play. After both posted 42s at the front nine, Zaragosa closed strong with a 35, while Garingalao faltered with a 44, including a double bogey on the last hole.

For the second time in the 30-year history of the Awards Night, a Lifetime Achievement Award will also be handed out by the men and women who covers the PBA beat. Other accolades to be given out are the President’s Award, Defensive Player of the Year, Bogs Adornado Comeback Player of the Year, Scoring Champion, Mr Quality Minutes, All-Rookie Team, Game of the Season, and Order of Merit. broke a five-game losing streak, the probable departure of its long-time captain and several issues hounding the team, like the sudden move of former Coach Tom Saintfiet to Mali just days before the start of the Merdeka Cup in Malaysia. And contrary to the earlier announcements of the PFF, Saintfiet claimed that he took the job for lesser money, but not after shading the federation.

“I only can promise to the fans that we will work hard. We know where we are and it is not easy to come from here to here, but we will climb the mountain safely with the same journey that we can arrive as far as possible and I hope the fans can start to see these changes already from October, from November, from December,” Capellas added.

Capellas will have his baptism of fire next month at the King’s Cup in Thailand.

While The Designated Kit Man has so many questions in mind, I would rather wait for Capellas to put into action his words of optimism before making any judgment. One of the few things I learned lately when it comes to coaches of the men’s national team is that the ink, literally, announcing their arrival hasn’t dried yet and they are gone due to various, obvious and not-so-obvious reasons. I hope Capellas will be the exemption and not the template. From what I heard, the Catalan was signed into a multi-year contract, but then again, this is not a guarantee that he

will not do a Tom Saintfiet on the PFF and the national team. I hope that he will stay and commit to his job as the head coach of the national team.

Speaking of committing, former Azkal Daisuke Sato and Omid Nazari will have a reunion of sorts after the two have been announced by One Taguig FC as the latest additions to the club in the forthcoming tournament of the Philippines Football League.

Sato and Nazari played for the old Global FC when they first arrived in the country and after more than eight years playing for international clubs in Europe and Asia, the two are back at it once more.

For Sato, the choice was easy to make.

“I feel comfortable here with the people I know since coming here. The faces are familiar and they are the people that really care about football. They are the people that really want to get the title, get the win and I have the same ambition,” Sato shared to The Designated Kit Man.

He also added that his daughter’s education also played a crucial role in his decision. Sato’s daughter, Neila, has started going to school.

“She was very happy from her first day of school. That is the most important thing to me as a father, that my daughter comes home with a happy face,” he explained.

Despite several offers that will have him play overseas, Nazari, on the other hand, has chosen to be with his friends and former teammates who work in dif-

PH on track to achieve UMIC status

THE Philippines is on track to achieving upper middle-income country status next year, National Economic and Development Authority (NEDA) Secretary Arsenio Balisacan said Thursday.

Balisacan made the statement during the signing of a new six-year partnership between the Philippine government and the Asian Development Bank (ADB) to advance the country’s development agenda.

“The Philippines is on track to achieving upper middle-income country status, and it is imperative that the gains from our economic growth are felt by all Filipinos. As the CPS [country partnership strategy] was formulated through comprehensive consultations with NEDA and other government agencies, we are confident that the strategies outlined are aligned with the PDP, effectively guiding our efforts to address socioeconomic and regional disparities, enhance resilience, and foster a more inclusive and equitable economy,” said Balisacan.

The ADB CPS for 2024-2029 will focus on strengthening human development, boosting economic competitiveness and quality infrastructure and sustaining natural resources and ecosystems while enhancing disaster resilience.

ADB president Masatsugu Asakawa, who earlier announced his resignation effective Feb. 23, 2025, reaffirmed the ADB’s strong commitment to supporting the Philippines’ economic and social transformation through the new CSP. “Building on our shared successes, I am confident that together we will achieve remarkable progress in this new chapter of our partnership,” he said.

The ADB, the second-largest source of official development assistance (ODA), has made a total net commitment of $8.84 billion, comprising 26 ODA loans and 23 ODA grants to the Philippines. Meanwhile, NEDA said the government is committed to enhancing critical infrastructure, promoting human and social development and strengthening community resilience against environmental hazards to achieve the nation’s long-term vision of a strongly rooted, comfortable and secure life for all Filipinos.

Balisacan, speaking during the 60th World Planning Congress (WPC), discussed how the government utilizes development planning as a strategic tool to advance the country’s collective vision for inclusive development, known as the Ambisyon Natin 2040.

PH stock market index climbs above 7,000 level

PHILIPPINE stocks closed above the 7,000 level for the first time in 19 months, after several attempts this week on positive sentiments overseas.

The bellwether Philippine Stock Exchange index (PSEi) rallied by 79.79 points, or 1.15 percent, to close at 7.024.67 Thursday, while the broader all-shares index jumped 25.44 percent to reach 3,791.65.

“The PSEi finally closed above the 7,000 level for the first time in more than 19 months as investors reacted to a relatively favorable US August headline inflation print as well as overnight tech-driven rally in US stock markets,” said China Bank Capital managing

director Juan Paolo Colet.

The latest inflation report boosted hopes the US Federal Reserve would implement a rate cut in its policy meeting next week.

Colet said investors also cheered the statement from National Economic and Development Authority Secretary Arsenio Balisacan that the Philippine gross domestic product could grow faster in the second half of the year.

“If the 7,000 breakout is

sustained in the next few days, the market may attempt to hurdle the next resistance at 7,100,” Colet said.

All sectoral indices ended in the green, led by property which climbed 1.4 percent, followed by services which advanced 1.28 percent. Holding firms rose 1.17 percent, while industrial went up by 0.64 percent Value turnover turned weak at P4.67 billion.

Bloomberry Resorts Corp. was the top gainer among PSEi member companies, rising 3.01 percent to close at 8.21, while Globe Telecom shed the most, declining by 1.52 percent to P2.202.

Meanwhile, the peso traded weaker Thursday to close at 56.20 against the US dollar, down from 55.97 Wednesday.

Ratification of international tax treaty to boost PH revenues—Recto

Ralph Recto said Thursday the Philippines’ participation in an international tax cooperation convention would help stop tax evasion and avoidance in the country.

Recto welcomed the passage of Senate Resolution No. 139, concurring with the ratification of the Philippines’ participation in the Convention on Mutual Administrative Assistance in Tax Matters (MAAC).

“We are very glad to finally have the MAAC in full force in the Philippines. To fund our people’s growing needs, we need more tools like this to enhance our revenue-generating capacity,” Recto said.

“This is definitely a crucial weapon in our arsenal to fight tax evasion that ultimately denies every Filipino’s right to have the quality public goods and services they deserve,” he said.

The MAAC is the most comprehensive multilateral instrument available for all forms of admin-

istrative cooperation between signatories in the assessment and collection of taxes. It was jointly developed by the Organization for Economic Co-operation and Development (OECD) and the Council of Europe in 1988 and amended by the Protocol in 2010 and was signed by 147 countries and ratified by over 100 countries.

Recto said the MAAC was expected to significantly improve tax administration in the Philippines as it gives the government access to data

MPCALA Holdings Inc., the concessionaire of the Cavite-Laguna Expressway (CALAX), said Thursday it expects to open the CALAX Governor’s Drive Interchange by the first quarter of 2025.

The company said CALAX Governor’s Drive Interchange would decongest traffic on major roads in Cavite, specifically Aguinaldo Highway in Silang and help spur economic activities in cities and municipalities along the alignment in Cavite province.

Spanning 7.8 kilometers from the Silang (Aguinaldo) Interchange to Governor’s Drive, the segment will be the longest operational section of CALAX by the first quarter of 2025,

exchange, assessment and enforcement tools with over a hundred partner signatories. It also allows the Philippines to enter into agreements on simultaneous tax examinations and exchanges of information (EOI). European budget chief in Manila to promote EU bonds

EUROPEAN Commissioner for Budget and Administration

Johannes Hahn arrived in Manila for a landmark two-day visit.

This marks the first time a European commissioner of his level visited the Philippines.

Hahn during the visit will champion investment in EU bonds, highlighting their safety and stability and advocate for the euro as a dependable global currency.

while the two remaining segments are still under construction.

Ongoing work includes excavation works, bridge and drainage construction and installation of fences. The project is now 25-percent completed.

MPCAL president and general manager Raul Ignacio said the company is committed to delivering the vital segment of CALAX within schedule despite the recent typhoons.

“Despite the challenges faced in construction brought about by the recent typhoons, we are pressing forward to ensure the timely delivery of the Governor’s Drive Interchange,” Ignacio said. Darwin G. Amojelar

His agenda include discussions with key figures in the Philippine finance sector including Finance Secretary Ralph Recto.

The European Union’s impressive growth as a major issuer of euro-denominated bonds, reaching around 150 billion euros annually, underscores the attractiveness of EU bonds.

The commission’s vast investor base, comprising 1,700 diverse investors from 70 countries, continues to illicit increasing interest from investors outside Europe.

previously approved buyback program and acquire up to 2 percent of its outstanding common shares at market price over the next three years.

The buyback program will be funded from internally generated funds, subject to the availability of sufficient undistributed retained earnings, it said.

“This initiative is part of the company’s ongoing commitment to enhance shareholder value and reflects the board’s confidence in the company’s long-term growth prospects,” GFNI said.

GFNI repurchased over 1 million common shares worth nearly P2.7 billion. The share price of GFNI recently dropped to a 52-week

low of P1.21 on weak global nickel prices from a 52-week high of P2.95.

The stock price of GFNI closed unchanged at P1.25 Thursday.

GFNI is the country’s second largest nickel ore producer with mining assets in Cagdianao, Surigao del Norte and Brooke’s Point, Palawan.

The company’s net income went down 40.8 percent in the first half to P207 million from P350 million in the same period last year. The decline was linked to the drop in nickel ore prices.

Revenues amounted to P3.078 billion, down 1.2 percent from P3.11 billion in the same period last year.

About 99.7 percent of the group’s revenues were generated from its mining operations, with the remaining portion derived from services rendered to its customers.

The mining firm is the process of diversifying into other businesses including logistics and cement manufacturing to expand its revenue sources.

THE Securities and Exchange Commission (SEC) on Thursday warned the public against dealing with a “fake” entity allegedly posing as the legitimate Philippine Investment Funds Association (PIFA) and CT Loan Cash Loan and Credit Company.

The SEC said in a statement the investment scheme offered by the fake PIFA Facebook account was not registered with the commission. It said the fake account, which is not in any way related or connected to the legitimate

PIFA, was enticing the public to invest between P1,000 and P50,000, with a promise of a guaranteed return of 250 percent to 340 percent in four days.

The company claims that it invests the money in the stock market. It also offers a referral bonus to its members equivalent to 15 percent of the amount they invested.

The SEC said the investment contracts being offered by the company were not registered with the commission and that the company was violating the Securities Regulation Code.

The SEC advised the public against transacting with CT Loan Cash Loan and Credit Company, which uses the webpage CT Link, as it is not registered as a lending company

and is not authorized to operate an online lending platform. It issued the advisory following a report from a registered company named CT Link Systems Inc. (CTLSI) that the CT Link webpage, representing itself to be owned and operated by the corporation, is engaged in lending without authority from the commission.

CTLSI said it is not engaged in the business of lending, developing online applications and is not involved with CT Loan Cash Loan and Credit Company

The SEC said it remained unwavering in its efforts to stamp out illegal investment-taking activities through financial literacy campaigns and advisories to the public.

TeaM Philippines Energy Corp. (TPEC), the retail electricity arm of TeaM Energy Corp., said Thursday it completed the installation of a 1.3-megawatt (MW) solar photovoltaic (PV) rooftop system for a tile manufacturing plant in Sto. Tomas, Batangas, increasing to 4.4 MW its total supplied renewable energy to the facility.

“We began supplying an additional 1.3 MW of electricity to Mariwasa Siam Ceramics Inc. (MSCI) last July. This is on top of the 3.1 MW that we have already been generating for them since last year,” TPEC president Tristan Taghoy said.

The completion of solar rooftop system for the Mariwasa plant required the installation of 2,340 units of 550-watt peak (Wp) solar panels.

This is on top of the existing 5,702 units for the 3.1 MW representing the project’s first phase that TPEC installed in May 2023.

“Our partnership with MSCI will enable us to supply their plant in Batangas with clean, reliable and cost-effective energy. We are fully committed to providing energy solutions that support the growth and development of Philippine industries,” said Taghoy.

“This partnership with an industry leader, and manufacturer of world-class products is something we are very excited about,” he said.

Phase 2 (1.3 MW) was done under a 25-year solar supply agreement between TPEC and MSCI, similar to Phase 1 (3.1 MW) of the solar roof top project. TPEC will be responsible for the operation and maintenance of the system throughout the cooperation period.

TPEC’s parent firm TeaM Energy is one of the largest independent power producers with more than 2,000 megawatts of generating capacity.

It operates the 1,200-megawatt Sual power plant in Pangasinan and the 735MW Pagbilao power plant. It also owns a 50-percent stake in the 420-MW Pagbilao unit 2 power plant

in Quezon province.

BSP says it followed procurement guidelines on National ID printing

THE Bangko Sentral ng Pilipinas (BSP) said Thursday it fully complied with the agencyto-agency procurement guidelines (negotiated procurement under Section 53.5 of the implementing rules of Republic Act No. 9184) and its agreement with the Philippine Statistics Authority (PSA) for the printing of National IDs.

“The BSP did not subcontract its obligations to AllCard Inc. (ACI). BSP and PSA personnel managed the operations, while ACI provided equipment, raw materials and technical support under a lease and supply contract. The Commission on Audit (COA) team as-

signed to BSP flagged no issues related to subcontracting in its review of BSP’s transactions,” the BSP said in a statement. The BSP terminated the contract with AllCard for the supply, delivery, installation and commissioning of lot 1 lease

of card production equipment for National ID cards. All Card then elevated the issue to arbitration.

The BSP said the ongoing issue with ACI, concerning its alleged failure to meet contractual obligations, is now under arbitration.

“This independent proceeding serves as the proper venue to resolve all issues raised by ACI, and the BSP shall abide by the decision of the arbitration committee. Considering the ongoing arbitration, the BSP will refrain from making further public statements on specific matters pertaining to the proceedings,” the BSP said in a statement.

The BSP said it issued the statement

to correct any misimpressions that may have arisen due to incomplete information.

It said earlier that unfounded questions about subcontracting may be diverting attention from the actual issue which was allegedly AllCard’s failure to fulfill the contract approved by the Philippine Identification System (PhilSys) Council, which AllCard bid for, won and accepted.

“This matter is currently under arbitration following AllCard’s filing in January 2024, restricting both parties from making public statements on certain issues under arbitration,” the BSP said.

THE Contact Center Association of the Philippines (CCAP) on Thursday stressed the need for the IT-business process management industry to collaborate on solutions that bolster cybersecurity across subsectors and business process outsourcing firms.

CCAP president Mickey Ocampo urged BPO companies to prioritize cybersecurity within their operational strategies, saying continuous investment in security technologies is essential for maintaining global competitiveness and trust.

“Continuous engagement and investment in innovative security technologies are critical for maintaining global competitiveness and trust,” he said.

Ocampo underscored the critical role of digital trust in the industry, adding that BPO firms should earn clients’ trust by demonstrating transparent, accountable and reliable cybersecurity practices.

Warnings about cybersecurity gaps in the Philippines have been present since 2022. A United States Agency for International Development (USAID) report highlighted the potential risk for up to 75 percent of the BPO segment if cyberattacks and cyber frauds are not addressed. It also emphasized the shortage of cybersecurity professionals in the country.

Higher transmission charges due to reopening of reserve market—NGCP

THE National Grid Corp. of the Philippines (NGCP) said Thursday the increase in transmission charges in the September 2024 power bills were due to higher ancillary services (AS) rates stemming from the reopening of the AS Reserve Market (AS-RM).

NGCP said transmission wheeling rates, or what the company charges for its primary service of delivering power, went down by 5.5 percent from P0.5038 per kilowatthour (kWh) in July to P0.4761 per kWh in August.

It said AS rates for the August billing period increased by 125.92 percent to P0.6127/kWh from P0.2712/ kwh in July, which pertains to the AS sourced from the reserve market, which resumed on Aug. 5. It does not include the settlement of the remaining 70 percent AS cost for the March billing period, it said.

The ERC ordered the partial lifting of the suspension on settlement amounts in the AS RM on May 9 and approved the 30 percent partial settlement for March billing period to mask the spike in AS charge.

ONLINE marketplace Shopee said Thursday registered a three-fold increase in orders compared to an average day with 3 million items sold in the first two hours of its 9.9 sale.

Shopee head Vincent Lee attributed the success to the platform’s focus on personalized content and engagement features like Shopee Video and Shopee Live.

“These results reflect not just groundbreaking numbers but Shopee’s ability to remain relevant and continue to provide an exceptional shopping experience in a fast-chang-

ing e-commerce landscape,” he said. Lee said the strategy proved effective in adapting to the evolving e-commerce landscape.

The 9.9 sale showcased a growing preference for interactive shopping experiences. Shopee Video orders increased 6 times, with a 2-fold rise in new videos uploaded. Total video views tripled, and affiliate orders through short-form content rose 9 times.

Shopee Live also saw significant growth, with a 3.4-time uplift in orders and a 9-time increase in

affiliate orders, highlighting the appeal of real-time product demonstrations and direct interaction with sellers.

Fashion was a major highlight, with shoppers enjoying 50-percent off and more on items like tops, lingerie, and jewelry. Top brands included Lovito, Crocs, INSPI and ABUBOT PH.

Other popular categories included cases and covers, skincare, home improvement, and kitchenware, showcasing the diversity of Shopee’s offerings. Othel V. Campos

“NGCP clarifies that while consumers may notice an increase in transmission charges, this is a result of the resumption of the AS Reserve Market,” the grid and transmission operator said.

Meanwhile, NGCP said it expects to complete the Cebu-Bohol 230 kV Interconnection Project by the end of the year.

The Cebu-Bohol interconnection project, with a transfer capacity of 600 megawatts, will significantly boost supply reliability in the Bohol Grid by providing direct access to

bulk generations from Cebu, in addition to the existing Leyte-Bohol submarine cable.

The full completion of the project is expected to resolve congestion in the Leyte-Bohol 138 kV interconnection, which will unburden consumers from high electricity prices in the area.

NGCP already energized the transmission connection between Bohol and Cebu in July, specifically the Dumanjug-Corella 230 kV Line 1 and Dumanjug 70 MVAR.

THE modernization of the Ninoy Aquino International Airport (NAIA) is expected to bolster air travel, tourism and the overall Philippine economy.

Executives of AirAsia Philippines, Cebu Pacific and Philippine Airlines (PAL) lauded San Miguel Corp. and the government for addressing NAIA’s current shortcomings.

By Sept. 14, New NAIA Infrastructure Corp. (NNIC) will begin a series of renovations and upgrades.

Angelito Alvarez, general manager of NNIC, said that within the first three to 12 months, the company would start adding new toilets and refurbish existing comfort rooms.

Alvarez said NNIC would install additional air-conditioned units, reliable high-speed internet, additional seating capacity in the terminals and repair walkalators, escalators and elevators.

Within four to five years, NNIC will increase the NAIA terminal capacity from 35 million to 62 million passengers per annum, , connect Terminal 3 to Metro Manila Subway and increase aircraft movement from 40 to 48 movements per hour.

“With the privatization of NAIA, we will continue to give the same support to the new management. We will collaborate with NNIC to help ensure that its plans for major upgrades will make the airport more efficient and passenger-friendly – and a vehicle for growth for air travel, tourism and the Philippine economy,” Capt. Stanley Ng, president and chief operating officer of PAL, said. “Philippine Airlines will be a strong and active partner, as we –and the 14 million passengers who fly with us annually – have the most at stake in the all-out drive to make Manila’s airport a great Asian hub. We look forward to the implementation of solutions to the needs of airlines, passengers and shippers alike,” Ng said. Ng said NAIA is not just the gateway to the Philippines – it is the gateway to Asia from global markets in North America and Australia.

“More than any airline, PAL is committed to making good use

NAIA upgrade poised to boost PH air travel

of the gateway and creating success for the Philippines as a true aviation hub,” he said.

Ricky Isla, chief executive of AirAsia Philippines, expressed support in revitalizing and transforming the aging airport into a very modern and efficient gateway for Filipinos and foreign visitors

“At AirAsia we share a vision with the NNIC that goes beyond moving from one place to another. This is more of improving customer journey,” he said.

Xander Lao, president and chief commercial officer of Cebu Pacific, expressed excitement with San Miguel’s plans to rehabilitate NAIA.

“The NAIA privatization and the upcoming of New Manila International Airport in Bulacan would be game changers to address greater capital region demand,” he said.

The Air Carriers Association of the Philippines (ACAP) and Board of Airline Representatives (BAR) expressed their support for the NNIC, which is set to take over the maintenance and operations of NAIA.

The associations noted, however, that passengers may expect adjustments in travel costs once new airport fees are implemented.

“We are eager to engage with NNIC and the government to address the potential adverse effects on travel demand and to ensure that the interests of both airlines and passengers are represented.

PITX partners with AUB for enhanced payment solution

MWM Terminals Inc., the operator of the Parañaque Integrated Terminal Exchange (PITX), has partnered with Asia United Bank (AUB) to modernize payment options within the terminal.

By leveraging AUB PayMate, the bank’s all-in-one payment acceptance solution, commuters at PITX will be able to enjoy faster and more convenient payment options at food and beverage establishments.

AUB PayMate offers a range of digital payment methods, including e-wallets, QR payments, and online banking transfers. This will reduce the reliance on cash transactions, minimize queues, and enhance the overall dining experience at PITX. The partnership reflects AUB’s and PITX’s shared vision of leveraging technology to improve customer service and operational efficiency.

Exchange (PITX) is the country’s first-ever landport, a multimodal transport hub in the Philippines, aiming to improve the overall commuting experience of Filipinos by providing seamless interconnectivity between different modes of public transportation.

We look forward to positive outcomes for all stakeholders in the course of the transition to privatized airport management,” ACAP said.

Terminal reassignment

Alvarez also assured the public that airport operations would continue as usual upon their takeover. “Any future changes or improvements, including terminal reassignments, will be implemented gradually and strategically,” he said.

Alvarez said terminal reassignments would not be a sudden, onetime event, but rather a carefully-planned and phased process done in close coordination with airline stakeholders.

These changes are part of a broader plan to modernize the airport and elevate the overall passenger experience.

He said NAIA travelers could expect a smooth transition with minimal disruptions as NNIC focus on gradual improvements and phased terminal changes over time.

Cebu Pacific said it fully supports the long-term vision of the NNIC, including the planned terminal re-assignments. However, it is vital that all necessary operational support and systems are in place before any terminal changes are implemented, it said.

“To ensure a seamless transition with minimal disruption to passengers, a thorough consultative process and sufficient preparation time are essential for every terminal transfer,” CEB said.

“In Singapore, it took us a year of discussions and coordination with both parties before we moved to Changi Airport Terminal 4 from the low-cost carrier terminal. This illustrates the critical need for comprehensive planning and cooperation in such transitions,” it said.

AirAsia Philippines said terminal reassignment requires careful planning, including time and motion studies, consideration of environmental factors, and adequate time for implementation to minimize disruptions, especially as we are also nearing the peak season.

“As we await further thorough consultation with NNIC and other airport stakeholders on the plans to be implemented at the airport, we advise our guests to follow the current terminal assignments as listed on their travel itineraries,” it said.

AirAsia Philippines operates all domestic flights via Terminal 2 and Terminal 3 for international flights.

DOTr inaugurates bigger Catbalogan airport passengers terminal

THE Department of Transportation

(DOTr) has inaugurated a new Passenger Terminal Building (PTB) at Catbalogan Airport, significantly increasing its capacity. The expansion aims to meet the growing demand for air travel in Samar and neighboring provinces.

Transportation Secretary Jaime J. Bautista said the new PTB will dramatically increase Catbalogan Airport’s capacity from just 10 to 400 passengers.

“The airport’s expansion clearly demonstrates the Department of Transportation’s commitment to

delivering effective and convenient travel for passengers,” Bautista said. Showcasing its sustainable design, the new airport terminal will provide state-of-the-art facilities to meet the growing demands of air travel. To complement the new PTB, a new apron measuring 180 meters by 100 meters is being constructed to accommodate up to three Airbuses and two Q400 aircraft.

According to the Civil Aviation Authority of the Philippines, the expansion is expected to facilitate more flights and boost ridership at Catbalogan Airport.

By allowing users to directly link their GCash wallet as the preferred mode of payment in the Angkas app, users no longer need to top up their Angkas accounts from a digital banking or e-wallet account, which often requires additional costs. Paying cashless on Angkas via GCash is quick, easy, and convenient. Commuters simply need to tap “Cash” on the Angkas platform to change the mode of payment, then select “Link your GCash” to pay directly using the GCash wallet. Next, enter your mobile number, one-time PIN (OTP), and MPIN. Finally, tap “Link.” Once done, a

pop-up will appear on your screen to indicate the successful linking of your GCash wallet to the Angkas app and you can enjoy a more convenient, secure, and cost-efficient way to pay for your rides or deliveries.

GCash and Angkas also remind their users to never share their OTP and MPIN with anyone to ensure the security of their cashless transactions.

“As long-standing partners, especially at the height of the pandemic, GCash and Angkas have been strengthening their strategic collaboration as they share the same vision of helping Filipinos have better and easier experiences for their daily transactions,” said Ren-Ren Reyes, president and chief executive of GCash mobile wallet operator G-Xchange, Inc. A Leader’s Journey: CELEBRATING PRESIDENT MARCOS

JR.’S 67TH BIRTHDAY

PBBM puts economic recovery as top priority

MORE than two years into his presidency, Ferdinand Marcos Jr. has emphasized economic recovery, infrastructure development and foreign policy as key areas of progress.

Faced with the aftermath of the COVID-19 pandemic and a polarized political climate, President Marcos has focused on rebuilding the economy, enhancing international relations, and modernizing the country’s infrastructure.

The President has placed economic recovery at the forefront of his presidency, aiming to boost key sectors such as agriculture and technology.

His administration launched initiatives to modernize agriculture, providing financial aid to farmers and subsidies for crop production. However, inflation, especially in food prices, has persisted, despite efforts to address the issue.

He has also pushed for digitalization, advocating for better internet access and developing the digital economy. Mr. Marcos has also emphasized the importance of preparing the workforce for the demands of a modern economy,

focusing on small and mediumsized enterprises (SMEs).

Building on his predecessor’s “Build, Build, Build” program, Mr. Marcos introduced “Build, Better, More,” a series of infrastructure

projects aimed at improving the country’s transportation and logistics systems.

Major projects include highways, bridges, railways, and airports designed to reduce traffic congestion

and promote regional development.

The President has also turned his attention to the renewable energy sector, pushing for sustainable energy projects as part of his broader infrastructure goals.

The President has shifted the Philippines’ foreign policy toward a more balanced stance between global powers, particularly with the United States.

Early in his presidency, he strengthened security ties with the U.S., expanding defense agreements and increasing American military presence in the country.

At the same time, President Marcos remained optimistic about maintaining strong bilateral ties with China, while emphasizing the importance of diplomacy in addressing territorial disputes in the South China Sea.

The chief executive has also prioritized improvements in education and healthcare. The administration has focused on addressing issues in the public school system, such as overcrowding and a lack of resources, which were exacerbated by the pandemic.

Mr. Marcos has launched programs to update the curriculum and improve teacher training, with the goal of preparing students for global competitiveness.

In healthcare, Marcos’ administration has worked to strengthen the Universal Health Care Law, aiming to expand access to quality services, particularly in rural areas. Efforts to improve healthcare infrastructure and lower the cost of medicines are ongoing.

As Marcos enters the halfway point of his term, his ability to address these issues will likely determine the legacy of his presidency. For now, his administration is focused on steering the country toward a path of recovery and progress.

Shifting the story on suicide

TRIGGER Warning:

This article contains mentions of suicide and related topics that may be distressing to some readers.

Growing up in the ‘90s, discussions about suicide in the Philippines were hushed and shrouded in stigma. The topic was considered taboo, leaving those struggling in silence and preventing open dialogue about mental health. Thankfully, we are witnessing a positive shift in attitudes these days.

With the help of technology and exposure to more content and material, Filipinos are becoming more educated and willing to talk openly about suicide, recognizing it as a critical public health issue that demands our attention. This newfound openness is a blessing, paving the way for greater understanding, support, and ultimately, prevention.

Changing the narrative on suicide:

Starting the conversation

According to the World Health Organization (WHO), this year’s World Suicide Prevention Day theme, “Changing the Narrative on Suicide,” with the call to action “Start the Conversation” is part of the organization’s triennial theme for World Suicide Prevention Day for 2024-2026. The theme highlights the urgency of transforming how we perceive and address the issue.

The WHO shared that suicide is a major public

health challenge, claiming over 700,000 lives globally each year. Each loss has far-reaching consequences, deeply affecting individuals, families, and communities worldwide.

Changing the narrative means shifting from a culture of silence and stigma to one of openness, understanding, and support. It’s about acknowledging the reality of suicide, challenging misconceptions, and fostering an environment where individuals feel comfortable seeking help without fear of judgment.

The call to action, “Start the Conversation,” encourages everyone to initiate open and honest dialogues about suicide and mental health. Every conversation, no matter how small, contributes to a more supportive and understanding society. By talking openly, we can break down barriers, raise awareness, and create cultures of support that empower individuals to seek help when needed.

Understanding suicide

Suicide is a complex issue with no single cause. It is often the result of a combination of factors, including mental health conditions, stressful life events, social isolation, and limited access to mental health care. By

learning about the warning signs and risk factors, we can become better equipped to identify those at risk and intervene before it’s too late.

Warning signs and risk factors

and taking action when we recognize signs of distress, we can make a significant difference.

Here are some practical steps she suggested on the verywellmind.com:

My research has shown that some common warning signs of suicide include talking about wanting to die or kill oneself, expressing feelings of hopelessness or having no reason to live, feeling trapped or in unbearable pain, talking about being a burden to others, increasing the use of alcohol or drugs, acting anxious or agitated, withdrawing from social activities, sleeping too much or too little, displaying extreme mood swings, and showing rage or talking about seeking revenge.

Certain factors, according to research, can also increase an individual’s risk of suicide. These include a history of mental illness, previous suicide attempts, family history of suicide, substance abuse, exposure to suicidal behavior in others, chronic pain or illness, social isolation, loss of a loved one, financial difficulties, bullying, and access to lethal means.

Taking action to prevent suicide

Stephanie Rogers, Executive Vice President and Chief Communications Officer of American Foundation for Suicide Prevention (AFSP), emphasizes the importance of taking proactive steps to safeguard our mental health and support those around us. By arming ourselves with information

• Program vital lifelines. Save crisis hotlines on your phone and share them with your network.

• Extend a hand. Check in on a friend, family member, or neighbor who might be facing a tough time.

• Be a voice for change. Support policies that make mental health care accessible to all, including suicide prevention programs and funding for local crisis support.

• Connect and contribute. Get involved with groups in your area that promote mental wellbeing and support those in need.

World Suicide Prevention Day

CELEBRATING PRESIDENT MARCOS JR.’S 67TH BIRTHDAY

Marcos: Out to lead PH to a brighter future

“Bongbong”

Marcos Jr. was sworn in as president in June 2022, it wasn’t just the start of a new political chapter for the Philippines.

It was the revival of a family name once synonymous with dictatorship, excess, and exile. Now, more than three decades after his father was ousted by a historic uprising, the younger Marcos finds himself as the country’s chief executive.

President Marcos’ political career started back in the 1980s, during his father’s authoritarian rule, he was appointed vice governor and later governor of Ilocos Norte, a province loyal to the Marcoses. But in 1986, when the People Power Revolution forced the family to flee to Hawaii, any aspirations of staying in power were cut short.

After his father’s death in 1989, Bongbong returned to the Philippines in 1991 and quickly entered politics, winning a congressional seat the next year.

Throughout the 1990s and early 2000s, he solidified his place in Ilocos Norte and in the national political landscape. His Senate win in 2010 further cemented his presence, though his tenure wasn’t without controversy.

In 2016, Mr. Marcos sought the vice presidency, a step that could lead him to the presidency. His campaign, marked by catchy slogans and promises of national unity, heavily relied on nostalgia for his father’s regime, however, he narrowly lost

Marcos initiated a lengthy legal challenge alleging election fraud. Although his efforts failed, they kept him in the public eye and allowed him to strengthen his support for a larger campaign.

In 2021, Mr. Marcos announced his candidacy for president, this time backed by an alliance with Sara Duterte, daughter of outgoing President Rodrigo Duterte. His campaign was nothing short of a political masterstroke—mixing nostalgia with promises of a better future. For many Filipinos, especially younger generations who didn’t live through the martial law years, the Marcos name carried less baggage.

He won the 2022 election in a landslide, despite protests and vocal opposition

Since taking office, President Marcos has had to walk a tightrope between honoring his campaign promises and confronting the unresolved legacy of his father’s rule.

He’s faced pressure to address corruption, improve the economy, and tackle longstanding social issues.

Yet, for all his efforts, Bongbong’s presidency remains deeply polarizing. But supporters see him as a unifying force, someone who can lead the country into a brighter future.

Family first, country always: PBBM’s life as a family man

TODAY, President Ferdinand

“Bongbong” Marcos Jr. celebrates his 67th birthday. The spotlight might shine on his role as the leader of the Philippines, but for those who know him best, he is far more than just the country’s president.

At his core, he is a devoted husband, father, and family man—a role he has cherished and prioritized above all else throughout his life.

Before he assumed the responsibilities of the presidency, Bongbong was shaped by the closeknit bond he shared with his family.

His father, the late Ferdinand Marcos Sr., was a towering yet polarizing figure in Philippine politics, and from him, Marcos Jr. inherited not only a political legacy but also deeply ingrained family values. A diary entry from his father revealed the elder Marcos’ deep concern for instilling character in his son, preparing him for the battles life would present.

These values—strength, loyalty, and resilience—would become the foundation of Bongbong’s personal and professional life.

Yet, while his father’s legacy cast a long shadow, Marcos Jr. charted his own path, especially when it came to his role as a husband and father.

In 1989, he met lawyer Liza Araneta in New York, where their relationship blossomed over time. It wasn’t an instant connection, but rather one built on mutual respect and shared values.

By the time they married in 1993, they had laid the groundwork for a life centered on family.

Their union brought them three sons—Sandro, Simon, and Vincent— who have grown into young men under the watchful and loving eyes of their parents. For Marcos Jr., fatherhood has always been a grounding force, providing him with a sense of purpose that transcends politics.

No matter how demanding his schedule, he has always prioritized spending time with his family, making sure to gather with them at least once a week. Those Sunday dinners have become a sacred tradition, a reminder of the importance of family in an otherwise hectic life.

In a world where his public persona often dominates, Marcos Jr. remains focused on his private world—the one where he is simply “Dad.” His ability to juggle the pressures of the presidency while maintaining his role as a father and husband speaks to his character and values. His sons have been raised with these same principles, and his relationship with Liza is one built on love, partnership, and shared responsibility.

As Marcos Jr. turns 67, with only a third of his presidential term completed, his legacy as a leader is still unfolding. But for his family, his impact is already immeasurable. In the quiet of their home, he is a husband who listens, a father who loves deeply, and a man who understands that his most important role will always be that of a family man.
