Arroyo cited a Supreme Court ruling and a Senate precedent on the difference between a witness and a resource person, which she said could not be treated lightly.

Chua on Wednesday announced the Committee on Good Government and Public Accountability would initiate a motu proprio investigation into the Department of Education’s questionable fund utilization during Duterte’s leadership.

The committee will probe potential “malfeasance, misfeasance, and nonfeasance” related to DepEd’s failure to deliver key projects, specifically the distribution of laptops and e-learning equipment, Chua said.

The investigation would focus on Batangas 2nd District Rep. Gerville Luistro’s concern over DepEd’s failure to utilize nearly P9 billion of its P11.36 billion budget for ICT equipment in 2023, resulting in a low utilization rate of 19.22 percent.

The committee will further examine the 2023 Commission on Audit report which exposed serious operational deficiencies in the DepEd’s Computerization Program.

NEDA to revisit P64/day per person food threshold

Comelec says more than 600k voters seeking reactivation for May polls

MORE than 600,000 deactivated voters applied for reactivation to be able to vote in the 2025 midterm elections, according to the Commission on Elections (Comelec).

The poll body has extended the deadline for delisted voters to file their online applications for voter status reactivation until September

25. The original deadline was set on September 7.

“Due to the large number of deactivated voters who have yet to apply

for reactivation status, the commission resolved to extend the deadline to Sept. 25,” the Comelec said.

“We expect that in the remaining two weeks of registration, more people will register, especially those who have been deactivated,” Comelec spokesperson Rex Laudiangco said.

He said the Comelec has already received around 6.4 million applications while out of the 6.4 million, 3.3 million are new voter registrations.

“There are 2.6 million new voters and over 600,000 who are reactivating their registration,” he added.

Laundiangco explained that processing of reactivation is similar to other types of applications, by simply fi ling up the application form online or submit it to the nearest Comelec satellite office.

Latest data from the poll body showed the number of deactivated voters for the 2025 May elections stood at 5,376,630 as of September 11.

According to Provincial Director Police Colonel Miguel M. Guzman, this recognition from the Police Regional Office 3 (PRO3) is a testament to the dedication of the men and women of the TPPO in their work in keeping the peace and order in the province of Tarlac. He said that the TPPO was adjudged as the best Police Provincial Office for five consecutive months, from January to May as well as in July 2024.

He added that TPPO’s outstanding achievements were recognized with three awards in the 29th Police Community Relations (PCR) month celebration last July 30 in Camp Olivas, City of San Fernando, Pampanga.

“These awards can be attributed to several factors, which include the collaboration of the office with the community. The community’s trust is a very important factor to ensure that there is vigilance and participation in stopping crime in the area,” he said.

The Province of Tarlac has been reported to have a relatively low crime rate, making it a safe place to live and visit. The community’s involvement in crime prevention and the increased police visibility have played crucial roles in this improvement.

In comparison to the 2,981 total crime occurrences in 2023 of the same period, the TPPO has registered 2,869 total crime incidents during the period from January to August 31, 2024. This represents a drop of 112 incidents, or 3.76 percent.

The average monthly crime rate for the period from January 1 to August 31, 2024, was also recorded at 23.70 percent. This is a decrease of 3.74 percent from the average of 24.62 percent recorded during the same period in 2023.

THE Publishers Association of the Philippines, Inc. (PAPI) celebrated 50th anniversary on September 20 with a commemorative program at the Philippine International Convention Center (PICC).

Founded in 1974, following the declaration of Martial Law on September 21, 1972 which saw the closure of all private media outfits in the Philippines, except Bulletin Today and the provincial newspaper Island Observer in Oriental Mindoro, publishers met in Manila to find ways to address the problem and present their plight to the Martial Law authorities.

The media leaders, led by Bulletin Today publisher, Gen. Hans M. Menzi, then an aide of President Ferdinand Marcos, Sr. shortly organized PAPI as a non-stock and nonprofit corporation. A pox on your houses

IN William Shakespeare’s Romeo and Juliet, a dying Mercutio, caught in the middle of a family feud between the Montague and Capulet families in Verona, cursed them by saying “A pox on both your houses.”

Listening to the goings-on in the House of Representatives’ interminable committee hearings intended to pin down the once-untouchable Inday Sara Duterte, with questions clearly not in aid of legislation but in aid of demolition, the public probably wants to curse and wish a pox on your houses, except that in this benighted country, the pox must afflict so many of the decayed institutions of governance.

When you listen to the “honorable” members of the QUAD and the appropriations committees, you get intimations in your mind of a dozen or more Torquemadas each trying to impress their “king” with their inquisitorial approach to investigations.

Badgering and the use of innuendoes which make our “honorables” more “marites” than the neighborhood tsismosos and tsismosas leave an extremely bad taste, considering that most of them did go to elite schools and state universities.

In the plenary debates on the 2025 budget, they even disallowed members from interpellation, even as the small minority mostly peppered by the left were allowed to say their usual pieces. After all, the “script’ has been followed.

Of course there are members of the “upper” house who try to outdo them in their inquisitions in aid of legislation that does not even warrant a complete committee report, but as saving grace, the chairpersons of the committees are more circumspect.

Juxtapose all these antics of our “honorables” in supposed pursuit of “transparency and accountability” with the revelations of the amount of commissions that officials take from flood control projects, farm-to-market roads, bridges to nowhere, slope protection devices that collapse with every strong rain in this era of climate change, and weep.

Just listen to the upright mayor of the summer capital, Benjamin Magalong, a man for whom the appellation “honorable” is highly deserved. Based on experience and the revelations of insiders in the public works and other infrastructure implementing agencies, and the confessions of contractors whose profits have been squeezed bone-dry by our legislators, the amount left for the projects’ construction is a measly third of the appropriated amount.

It is the classic example of what Tagalogs call “ginigisa sa sariling mantika.”

And it’s been going on and on and

on, no matter who the president is, no matter who the heads of the legislative chambers are.

Which is why “a pox on your houses” is most apropos, if only a significant number of people would throw that curse at them.

Our wartime president, Jose P. Laurel Sr. is quoted as having said that a dictatorship is the best form of government, provided an angel sits on the throne.

We tried it before, under the current president’s father, and look where it got us. They tried it in Singapore, under Lee Kuan Yew, and look where it got them. They were not angels both, but one abetted corruption; the other would have none of it.

This practice has been going on for a long time, no matter who are in the Palace or in Congress.

And the saddest part seems to be the observation by many that our people have just resigned themselves to the state of the benighted nation. In many cities, towns and provinces, buying votes is commonplace. I was surprised to know that in a province close to mine, the going rate went up to as much as 5,000 pesos per voter. Anyway, the man who lost deserves to lose, having a long history of plunderous malfeasance in his previous posts. Not that the man who outbid him will not try to recover within his first two years in office.

In rich LGUs who “can afford,” the recent pandemic allowed them to buy votes through every kind of ayuda, using their ample coffers taken out of taxpayers’ pockets.

And now the ayuda is institutionalized, by Congress mismo, beginning with the Pantawid Pamilya to the AKAP, to TUPAD, to AICS, and whatever other acronym our “honorables” can creatively conjure.

Now the current power-wielders are painting the previous power-wielders as black as black can be, as if they did not profit from the largesse the previous masters allowed them to cut from their slabs of pork.

A pox on all your houses, indeed.

If only, as Laurel wished, we could elect an angel to the throne. Or sometimes many wish we had a man on horseback, like a St. Michael the Archangel.

The Pope’s underreported Asean visit

THE nation has been absorbed with news about the arrests of Pastor Apollo Quiboloy, the self-appointed son of god, and of ousted Bamban Mayor Alice Guo. What was underreported was the important pastoral visit to Southeast Asia of His Holiness Pope Francis. The Pope’s pastoral trip brought him to his Catholic flock in Indonesia, Papua New Guinea, East Timor and Singapore. It had nothing to do whatsoever with the word pastorals associated with Pastor Apollo Quiboloy. Frail as he is considering that he is already 87 years old, the Pope embarked on a grueling four-country visit to the rapidly growing Catholic faithful to boost their morale, show his support, and encourage them to keep the faith. By all accounts, it was a tremendous success. While in Indonesia, he was accorded a stupendous welcome as if the country were not the largest Muslim country in the world. President Joko Widodo was seen in numerous TV footage respectfully escorting the wheelchair-bound Pope during his public appearances. It was a sobering scene. The harassment took place during the 16-day standoff between the KOJC and the Philippine National Police, while the latter was trying to serve a warrant of arrest on KOJC founder, purported son of god and self-styled flock leader Apollo Quiboloy.

In the statement entitled “Our bias is for the Truth,” the journalists said those covering the standoff experienced verbal abuse, threats, harassment, intimidation, and humiliation from KOJC members who were insisting that the media report only the religious group’s version of events.

The journalists also said they witnessed how disinformation, halftruths and lies spread like wildfire on social media, “even before we could bat an eye and check where they came from and verify.”

bers repeatedly heckling reporters as “bayaran,” “biased,” “one-sided,” and “fake news,” asking, during a prayer meeting, for it to rain fire to burn the paid media, warning them that they would be cursed by the pastor for siding with the police, shooing away reporters trying to cover the standoff, and taking photos and videos of the working journalists and even their screens.

The Davao journalists said their piece so well.

KOJC members also joined reporter huddles to listen to their conversations and heckle them, disrupted streetside interviews by shouting “biased” or “bayaran,” and asked unrelated questions. They also jeered and heckled television journalists doing live reports, as well as threatened reporters who would “slant” the news .

“You know what KOJC will do. So you report properly,” one such message on a Viber thread read.

“It is not our role to carry your propaganda line or push your own agenda,” the journalists said in their statement.

“Our role is to deliver timely, relevant, accurate information to the

public, information that will allow them to take part meaningfully as citizens in a functioning democracy.”

Quiboloy is facing charges of sexual abuse, child abuse, and qualified human trafficking. He was arrested at the KOJC compound on September 8.

We give our full support to the Davao journalists and condemn uncivilized behavior toward all members of the media who are simply doing their job.

We can imagine how some powerful interest groups may operate on the delusion that they could control the narrative through a combination of antics mentioned above.

Admittedly, such methods have worked in the past, in varying degrees of success. But democracy and press freedom are always moving targets, and every day is an opportunity to do better and elevate the level of discourse. Ultimately, Filipinos should be enabled to make informed democratic decisions that will determine the quality of life of our nation. They will make these decisions based on what is provided them by media.

Woe, then, to those who believe that the press is malleable or that it would cower amid threats. Those tired lines maligning the media have long been exposed for what they truly are.

Looking ahead, Taiwan will continue working with like-minded countries to maintain healthy and resilient global supply chains — particularly in the semiconductor industry. Taiwan also opposes any threat to security in the South China Sea or actions that harm regional peace and stability. It urges all sides to exercise restraint, abide by international law and the UN Convention on the Law of the Sea, and resolve differences via peaceful means. I hereby call on the Philippine government, its Congress, and its people to support Taiwan’s inclusion in the United Nations and related meetings, mechanisms, and activities. After all, chipping in with Taiwan in the United Nations will be a step closer to the global common good.

PH, Japan air forces set to conduct joint exercise

THE Philippine Air Force (PAF) and its Japan counterpart will conduct the third edition of the “Doshin Bayanihan” Exercise in Cebu this October.

PAF spokesperson Col. Ma. Consuelo Castillo said this bilateral exercise will focus on humanitarian assistance and disaster response operations.

Scheduled on Oct. 2-6 in Mactan, the drill will cover training in air evacuation of mass casualties, aerial drop operations, relief and rescue missions, and expert exchanges on mass casualty evacuation with Japanese personnel. Castillo cited the significance of the exercise, saying both countries face similar challenges in dealing with calamities and disasters.

Ferdinand Marcos Jr. on Tuesday directed the Department of Health (DOH) to collaborate with Presidential Communications Office (PCO) to strengthen the government’s information drive on immunization of children.

“We have to get people to talk that they will say ‘you need this, the kids need this,” the President said.

According to the DOH, the country has only reached 34.7 percent fully immunized children which was below the 95-percent target since 2010.

Health Secretary Teodoro Herbosa attributed the discrepancy to the COVID-19 pandemic.

Herbosa explained that there were no classes during the pandemic, resulting in zero immunization accomplishment.

He added that the DOH will pursue what he called a “Big Catch Up” campaign, which includes a nationwide school-based inoculation that will kick off on Oct. 7. Public school pupils in Grades 1 to 7 will be given vaccines for measles, rubella, tetanus, and diphtheria. Party boat collapses in Berlin, nine injured

NINE people were injured after a roof partially collapsed on a party boat in Berlin on Tuesday evening, the fire department said. Four of those hurt were in serious condition, the Berlin fire department said in a statement.

The cause of the boat’s roof collapse was not immediately clear. Around 120 guests were on board the event boat anchored in the Spree river near Berlin’s Fisher Island when the roof came down, they said.

“A total of four people were seriously injured and five people were slightly injured” and had been taken to hospital, they said. Dozens of emergency workers were sent to the scene shortly after 9:00 pm (1900 GMT) and a rescue boat was deployed to help search for possible victims, “But there were no people in the water,” the statement added. Afghan women continue medical studies in Scotland

GLASGOW, United Kingdom—When the Taliban banned women from attending university in Afghanistan, Zahra Hussaini thought her dream of becoming a doctor was over. Now, she is continuing her medical degree in Britain.

“Coming to Scotland, it changed everything. It has given me hope for a better future,” the 20-year-old told AFP in Glasgow, where she arrived last month to resume her studies.

“I can become a doctor, I can become independent financially and I can serve my family, my community to the best of my ability,” she added. Iran cries ‘mass murder’ against Israel after Lebanon pager blasts

TEHRAN, Iran—Iran accused Israel on Wednesday of “mass murder” after paging devices belonging to the Tehranaligned Hezbollah group in Lebanon exploded, killing nine people and wounding nearly 3,000 others.

Foreign ministry spokesman Nasser Kanani said in a statement he “condemned the terrorist act of the Zionist regime... as an example of mass murder”.

Among those wounded in the pager blasts on Tuesday was Iran’s ambassador to Lebanon Mojtaba Amani, with Iranian media reporting he suffered injuries “to the hand and the face.” State television said that Amani was only lightly injured.

The Iranian Red Crescent said on Wednesday it had dispatched “rescue teams and eye surgeons” to Lebanon to treat the wounded.

There was no immediate comment from Israel on the wave of explosions that killed nine people, including the 10-yearold daughter of a Hezbollah member, and wounded around 2,800 others.

The blasts came just hours after Israel announced it was broadening the aims of the war sparked by Hamas’s October 7 attacks to include its fight against the group’s ally Hezbollah along the country’s border with Lebanon.

In his statement, Kanani expressed solidarity with the families of those killed and wounded in the explosions including the Iranian ambassador.

“Combating the terrorist acts of the (Israeli) regime and the threats arising from them is an obvious necessity,” said Kanani.

BANGKOK, Thailand—Deadly floods and landslides triggered by Typhoon Yagi have affected nearly six million children across Southeast Asia, the UN said Wednesday, as the death toll from the disaster rose.

Typhoon Yagi brought powerful winds and torrential rainfall to Vietnam, Thailand, Laos and Myanmar when it swept across the region almost two weeks ago.

Thailand reported three more deaths on Wednesday, taking the toll in the kingdom to 18, with a total of 537 fatalities now confirmed across the region.

Blinken in Egypt pushing Gaza ceasefire

CAIRO, Egypt—US Secretary of State Antony Blinken was in Cairo on Wednesday to try to salvage efforts for a ceasefire in Gaza that have been further complicated by a wave of deadly blasts targeting Hezbollah in Lebanon.

On his 10th trip to the Middle East since the start of the war in Gaza nearly a year ago, Blinken met Egyptian President Abdel Fattah al-Sisi and was expected to hold a press conference with Foreign Minister Badr Abdelatty.

He is not scheduled to visit other Arab capitals or Israel.

According to the US State Department, the objective of his visit was to address negotiation efforts with Egyptian officials.

US officials said privately that they did not expect any breakthroughs at Wednesday’s talks in Cairo, though Blinken would seek to keep up the

pressure for a deal between Israel and Hamas.

“He’ll be meeting with Egyptian officials about a number of things, but squarely on the agenda is how we get a proposal that we think would secure agreement from both parties,” said State Department spokesman Matthew Miller on Tuesday.

Miller declined to “put a timetable on when we would put that proposal forward,” saying Washington wanted “a proposal that’s going to get a yes”.

Chinese otilla sails between Japanese islands near Taiwan

TOKYO, Japan—A Chinese aircraft carrier sailed between two Japanese islands near Taiwan for the first time, Japan’s military said Wednesday, in the latest move by Beijing to rile the close US ally.

The passage of a flotilla on Tuesday to Wednesday took place near a group of uninhabited islands disputed by Japan and China that have long been a source of friction.

The Liaoning carrier and two Luyang III-class missile destroyers were seen sailing southwards between the islands of Yonaguni and Iriomote, the defence ministry’s joint staff said.

“This is the first time that an aircraft carrier belonging to the Chinese Navy has been confirmed to have sailed through the waters between Yonaguni and Iriomote,” a statement said.

Public broadcaster NHK and other media, citing unnamed defence sources, reported that it was the first time a Chinese aircraft carrier had entered Japan’s contiguous waters.

Contiguous waters are a 12-nautical-mile band that extends beyond territorial waters where a country can exert come control according to international maritime law.

The ministry was unable to immediately confirm the news reports.

Taipei’s government said earlier a Chinese naval formation led by the Liaoning sailed through waters northeast of self-ruled Taiwan on Wednesday and continued towards Japan’s Yonaguni Island.

ANTIPOLO—In a remarkable display of poise and skill, 13-year-old An Yunju upstaged a seasoned field at the Ladies Philippine Golf Tour, carding a gritty 73 under wet conditions to take a two-shot lead at the ICTSI Forest Hills Classic here on Wednesday.

The young Korean golf sensation, fresh from a victory in the Junior PGT Luzon Series 6 at Mount Malarayat, proved her mettle once again on the Nicklaus course, despite challenging weather and an hourlong delay.

Yunju, the only amateur among the 19-player field, started strong with a birdie on the opening hole but stumbled with bogeys on holes 2, 9, and 14.

Nonetheless, her steady play allowed her to climb to the top of the leaderboard in the opening round of the 54hole tournament, the seventh leg of the LPGT circuit organized by Pilipinas Golf Tournaments, Inc.

“I just took a break and was able to prepare,” Yunju said through an interpreter, reflecting on her time off after her victory in Lipa City, Batangas.

Scribes to honor veterans Tenorio, Hodge, Sangalang

THE veteran trio of LA Tenorio, Ian Sangalang, and Cliff Hodge are part of the honor roll to be recognized by the PBA Press Corps when it holds its 30th Awards Night on Sept. 24 at the Novotel Manila Araneta City.

AFTER two martial arts events—karatedo and wushu—have been reinstated for the coming 2025 Southeast Asian Games in Thailand, appeals for the inclusion of six more events will continue.

The Philippine Olympic Committee will ask organizers to add wrestling, jiujitsu, chess, weightlifting, kurash and dancesport to the list of events that will be played in the biennial meet.

POC president Abraham “Bambol” Tolentino said they are now making their final bid, with less than a month to go before organizers in Thailand finally decide and release the calendar of events.

“On Oct. 15, they will release final list of events. For now, we have a list of appeals on wrestling, karate, jiujitsu, chess, weightlifting, kurash and dancesport. These are the important events,” said Tolentino.

During an online meeting last Sept. 5, a decision was made, in which the Southeast Asian Games Federation (SEAGF) gave their nod

to add wushu and karate, following a meeting with the Olympic Council of Malaysia.

The OCM gave wushu and karatedo a strong backing.

While there are 15 events set to be contested in wushu, the exact number of events in karatedo is still undecided.

Last June, host Thailand made proposals for sports disciplines to be disputed in three venues, Bangkok, Chonburi and Songkhla.

At that time, karate and wushu, along with jiu-jitsu, lawn bowls and Olympic Games’ weightlifting, were removed from the list.

The 33rd SEA Games is slated to take place from Dec. 9 to 20 next year.

Ayala Land plans to issue new P10-b sustainability bonds

Property developer Ayala Land Inc. (ALI) plans to issue another P10 billion worth of sustainability-linked bonds, according to a top executive.

ALI vice president and treasurer Jose Eduardo Quimpo II said the company filed with the Securities and Exchange Commission (SEC) on Tuesday the registration statement for its planned bond offering.

The bonds will be issued from the company’s P50-billion shelf securities program approved by the SEC in 2023. This is the second time for ALI to issue sustainability-linked bonds this year. In June. ALI raised P6 billion from the issuance of 10-year sustainability-linked bonds and P14.5 billion from sustainability-linked loan from the International Finance Corp. (IFC). Philippine Ratings Services Corp. (PhilRatings) said it assigned a credit issue rating of PRS Aaa with a stable outlook on ALI’s planned bond offering. Obligations rated PRS Aaa are of

highest quality with minimal credit risk. This means that the company’s capacity to meet its financial obligation is extremely strong.

PhilRatings said that in assigning the rating, it considered ALI’s welldiversified portfolio, experienced and competent management team, the company’s solid commitment to sustainability, robust profitability, healthy cash-flows and sound capital structure.

ALI earlier said it planned to borrow between P20 billion and P30 billion through the debt market in the second half of 2024 for funding requirements.

The property firm allotted P100 billion for 2024 capital expenditures, up 16 percent from P86 billion in 2023.

It spent P36.5 billion in the first half of the year, of which 51 percent went to residential projects, 27 percent to estate development, 11 percent to commercial leasing assets and 11 percent to land acquisition commitments.

ALI’s net income grew 15 percent to P13.1 billion in the first six months of 2024, as revenues climbed 28 percent to P84.3 billion.

PH stocks retreat on slowing US economy concerns

PHILIPPINE stocks retreated Wednesday on profittaking from two straight days of gains.

The 30-company Philippine composite index closed at 7,155.90, down 19.46 points, or 0.27 percent, while the all-shares index ended at 3,847.96, down by 2.21 points, or 0.06 percent.

Analysts said investors cashed in on gains while waiting for the outcome of the US Federal Reserve’s policy meeting. Investors were anticipating a 50-basispoint rate cut by the Fed.

“However, some investors are concerned that a larger-than-expected cut could indicate underlying economic weakness,” Regina Capital Development Corp. head of sales Luis Limlingan said.

Unicapital Inc. also expects the Fed to cut rates in its upcoming meeting. “We believe that the US Federal Reserve is likely to cut interest rates during its FOMC meeting on Sept. 17 to 18, given concerns about a slowing US economy,” Unicapital said.

“The easing of the August inflation rate supports this expectation. However, the higher-than-expected core in-

THE Philippines’ dubious distinction as one of the world’s biggest plastic polluters created a buzz among netizens last week.

Major Philippine and global companies should take the blame for the notoriety. Things may get worse and seas and oceans can become a huge garbage dump in the near future with a collapsed marine ecosystem.

UNDP Philippines, the local chapter of the United Nations Development Program, earlier this year painted a grim picture of the pollution crisis. Millions of Filipinos are heavily dependent on coastal and marine resources that are now threatened by marine plastics.

“Its emerging economy contributes to the increase in plastic generation. This is alongside the permeation of the ‘sachet economy’that most Filipinos are used to, partly driven by the small purchasing capacity of most of the population,” says Dr. Selva Ramachandran, UNDP Philippines resident representative.

The waste pollution, especially from plastics, he says, is pushing our planet further to the brink of irreversible loss and damage.”

“Left unattended, these wastes will continue to pile up and choke our soil, waterways, and seas, and will result to the degradation of our ecosystem and the increase of public health issues, in turn affecting the production potential of resources upon which millions of Filipino households depend on,” he warns.

The UNDP official offered circular economy as a solution in breaking the cycle of plastic pollution.

The penchant for buying products in plastic sachets— from candies and shampoos to coffee mixes and soft drinks— has made the Philippines one of the main contributors to marine plastic pollution. The country generates about 2.7 million tons of plastic waste, with over 500,000 tons ending up in the seas and oceans every year.

The UNDP has estimated that more than 400 million tons of plastic are produced worldwide every year, with one third used only once.

“If that is not concerning enough, the equivalent of over 2,000 garbage trucks full of plastic is dumped into the world’s oceans, rivers, and lakes every single day. This is primarily why our seas and oceans are choking with mismanaged plastic wastes, which end up infiltrating even the food that we eat,” Ramachandran notes. Studies have shown that the food and beverage sector accounts for 31.1 percent of plastic pollution in the world, with bottle and container caps contributing 15.5 percent.

“The circular economy approach enables us to extend the lifecycle of products, thus minimizing our material footprint, reducing wastes to a minimum, and more importantly, open massive economic opportunities in the value chain, involving manufacturing materials for sustainable packaging, recycling, reuse, sharing, refurbishing, and repairing, among others,” says Ramachandran.

For the World Bank, open landfills near waterways contribute to the migration of plastic wastes into the open sea. As the World Bank noted in a recent study, emerging markets like the Philippines have been hardest hit by the plastic pollution crisis.

The World Bank in a recent study observed that unrecycled plastic is either deposited in landfills or discarded freely in the environment.

The bank said it has led to a buildup of plastic waste in sewers, stormwater drainages, rivers and the sea, leading to human health and sanitation risks, clogged infrastructure and flooding and economic losses for sea-based industries, including fisheries, tourism and shipping.

As I’ve said last week, major Philippine companies that contribute a lot to plastic pollution should do more to avoid an irreversible trend. We should remove the stigma of the Philippines as the world’s third biggest contributor to plastic pollution.

DOE vows support for P1.29t worth of energy projects

THE Department of Energy (DOE) on Wednesday vowed to support more than P1 trillion worth of power projects approved by the Board of Investments to ensure its completion and contribution to energy security.

The BOI announced a recordbreaking P1.35 trillion worth of investments approved from January to September, surpassing last year’s total of P1.26 trillion.

Data show that of the total, P1.29 trillion or 95 percent of the total investments involve renewable energy.

“The DOE is committed to working with the private sector and our partner agencies in the national government and local government units to ensure that these approved investments will ripen into beneficial and tangible energy infrastructure for our people,” Energy Secretary Raphael Lotilla said in a statement.

He noted the energy sector’s pivotal role in driving the BOI’s investments growth.

The reduction brought the RRRs of universal and commercial banks and NBQBs from 12 percent to 9.5 percent: digital banks from 8 percent to 6.0 percent; thrift banks from 3 percent to 2 percent; and rural and cooperative banks from 2 percent to 1 percent.

THE Civil Aeronautics Board (CAB) said it brought down fuel surcharges for domestic and international flights in October 2024 over lower jet fuel prices.

It said in an advisory passenger and cargo fuel surcharges for domestic and international flights would go down to level 4 in October from level 5 in September. Under level 4, the fuel surcharge for domestic flights ranges from P117 to P342, depending on the distance, while for international flights, the fuel surcharge may range from P385.70 to P2,867.82.

The CAB said for the cargo fuel surcharge, airlines are allowed to charge P0.60 to P1.76 per kilogram for domestic flights under Level 4 and

“Airlines wishing to impose or collect fuel surcharge must file its application with CAB on or before the effectivity period, with fuel surcharge rates not exceeding the above-stated level,” the CAB said.

The CAB said airline fuel surcharge is an optional fee, imposed and collected by airlines to recover fuel costs and stem losses caused by upward spikes in fuel cost.

It said fuel surcharge is not a part of the basic airfare and may be reduced or removed depending on the price of jet fuel in the market.

PPA denies congestion at MICT, South Harbor

STATE-RUN Philippine Ports Authority (PPA) said Wednesday there is no congestion at Manila International Container Terminal and South Harbor despite rice shipment delays. It said that as of September 2024, its records show that yard utilization at its ports is at 70 percent, indicating that the ports are operating well within capacity and are not experiencing any congestion.

The port authority said the average dwell time for containers at PPAmanaged ports stands at 5.4 days, the lowest in history and just 0.4 days beyond the free storage period of five days.

This suggests that most cargoes are processed and released within the free storage period. However, the agency said some rice container shipments were taking longer to be withdrawn by their consignees.

It said while other cargoes are generally released within the allotted free storage period, some rice container shipments from some consignees remain at the ports for over 20 days despite having been cleared for release by the Bureau of Customs (BOC).

This contributed to perceived delays in rice shipments and possible artificial increases in rice prices, the PPA said.

PPA general manager Jay Santiago reassured the public that the agency is committed to minimizing disruptions and enhancing the overall efficiency of port operations.

“Our focus remains on supporting a stable supply chain for crucial commodities, and we are dedicated to resolving any issues that arise in this regard. We appreciate the continued cooperation and support from our private operators, as we strive to improve service delivery and better meet the needs of the public,” Santiago said.

His rendition was released on Sept. 7 on digital stores.

When you cover a song, a good reason to do it will take you in the right direction. Garth had it after touring with a tribute band performing songs popularized by Agnetha Bjorn Benny and Anni-Frid.

“I got inspired to cover ‘Dancing Queen’ when I was given a chance to tour with The Music of ABBA. I worked with Miyamoto Sounds on producing and recording the track,” he noted. The first run had me telling myself, “not bad.” A few repeats of the track sometime later convinced me that it’s good. When I got the chance to play it again and again, I was already jiving and having the time of my life.
