THE government has implemented “effective counterintelligence efforts” to address the activities of Chinese spies and other foreign operatives working within the country, National Security Council Assistant Director General Jonathan Malaya said.

“The Philippines’ counter intelligence efforts are not only against People’s Republic of China’s Ministry of State Security spies but also other foreign spies operating in the country,” Malaya said. This came after a House panel discussed a documentary alleging the presence of Chinese sleeper agents in the Philippines. In the Al Jazeera documentary, She Zhijiang, a self-confessed PRC-MSS agent, released a “dossier” containing information about dismissed Bamban Mayor Alice Guo’s alleged espionage work in the Philippines.

“Guo Huaping, China can’t be trusted. The two of us once dedicated our lives to China’s Ministry of State Security. Look at what happened to me. I don’t want to be eliminated. You should tell the world the truth,” Zhijiang said when asked by Al Jazeera if he had a message for Guo.

Malaya, however, emphasized the need for caution, stating that Zhijiang’s credibility was questionable given his status as a wanted criminal and leader of an international crime syndicate.

“We have yet to validate the information mentioned (in the documentary), considering that the

person is not entirely credible,” he said.

The Armed Forces of the Philippines also assured the public they have “contingency plans in place” in response to reports of foreign spy operations in the country.

“Our intelligence operatives are doing their roles in this. We are getting all the information that we need,” AFP spokesperson Col. Francel Margareth Padilla said. Zhijiang admitted to being recruited as a Chinese spy in 2016 while in the Philippines. He claimed Guo solicited his financial support for her mayoral campaign in Bamban.

Guo denied the accusations and expressed her intent to file formal charges against Zhijiang.

“I am not a spy. Totally, I am not a spy. I am not the person (being referred to) in the picture. I think our government agencies can prove one day that I am not a spy because I am really not one,” Guo told Quad Committee chairperson Surigao del Norte Rep. Ace Barbers.

Al Jazeera released the 25-minute documentary titled “The Curious Case of She Zhijiang” on Sept. 26 amid the ongoing congressional probe into the alleged ties of Guo to illegal POGOs and its connection to China.

THE Philippines conducted joint maritime drills with forces from Australia, Japan, New Zealand, and the United States on Saturday, Armed Forces of the Philippines chief of staff Gen. Romeo Brawner Jr. said.

Toby Tiangco said the alliance holds Senator Marcos in high regard, given her advocacies and track record in public service.

“Alyansa will continue to support Senator Imee to ensure the success of the legislative agenda of President Marcos, which aim for inclusive growth that leaves no one behind,” Tiangco said in a statement. Lacson, for his part, said he is proud to be part of the administration alliance even if he is running as an independent candidate.

Marcos Sr. died on September 28, 1989, in Honolulu, Hawaii, following a long battle with illness.

I have no doubt in my mind that should I win next year, President Marcos fully recognizes my consistent role as a fiscalizer guided only by our shared motto to fight for what is right and to fight what is wrong,” Lacson said. Lacson had said he and former Senate President Vicente Sotto III would file their certificate of candidacy on Oct. 2. Meanwhile, lawyer Chel Diokno was declared by Akbayan party-list as its first nominee for next year’s polls.

“It is an honor to represent Akbayan and push for its principles and buckle down on protecting the welfare of the Filipino people, upholding our democracy and holding the corrupt accountable,” Diokno said.

COMELEC SAYS NO MORE EXTENSION FOR VOTER REGISTRATION IN 2025 POLLS

THE Commission on Elections (  Comelec) said voter registrations will end tomorrow, September 30, and that there will be no extensions.

Comelec chairman George Garcia said they are expecting a surge of applicants on the last day, assuring that they are ready to serve them.

The  Comelec  has no intention to extend the registration period, Garcia reiterated.

He said applications are open until 5 pm for those who are not yet registered, transferred registration, or reactivated.

He said this is also the period where the registration for Filipinos abroad ends.

“We need to end the voter registration by September 30 because we have a hearing with the Election

Registration Board on October 13 to approve or disapprove the registrations from July 16 until September 3. Therefore, we need to finish what we call the project of the precinct,” Garcia added.

Camarines Sur Rep. Luis Raymund Villafuerte meanwhile hailed the Comelec for its issuance of the campaign rules against deepfakes

as the filing of certificates of candidacy for the midterm polls draws near. Villafuerte said he believes the poll body “has a good handle now on checking campaign misinformation and disinformation on cyberspace in the runup to the 2025 elections,” as a result of the commission’s timely release of guidelines on the use by candidates and their supporters or of their rivals of artificial intelligence (AI) technology in next year’s midterm and Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) polls.

“I believe the  Comelec  officials have a good handle now on monitoring and blocking digital disinformation and misinformation in the runup to the campaign season for the elections in May 2025, as an upshot of the Commission’s timely release of our country’s first-ever online campaign guidelines on the rational regulation of AI technology, with an eye to check-

ing the use of deepfakes to unduly vilify or extol particular candidates,” Villafuerte said.

Although the use of AI technology in government processes can certainly improve the delivery of public services, especially with the automation of systems and data management, Villafuerte said.

“Kudos to the  Comelec, under the leadership of Chairman Greg (Garcia), in releasing this early the guidelines on AI regulation ahead of the campaign period for the 2025 elections, as AI tools like image generators and voice-cloning software are already being used in elections across the globe for producing and distributing  AIgenerated visual, audio or audiovisual presentations, and AI chatbots (robots) are being devised for poll bets to get in touch with voters,” he said. TROPICAL Storm “Julian” (international name: Krathon) has slightly strengthened while moving over the Philippine Sea, the state weather bureau said. PAGASA in a 5 p.m. weather bulletin said that “Julian” was spotted 380 kilometers east of Aparri, Cagayan. Moving west-northwest at 15 kilometers per hour, Julian was carrying peak winds of 75 kph and gusts of up to 90 kph, PAGASA said. Earlier, PAGASA said “Julian” has intensified into a tropical storm from a tropical depression.

The tropical storm’s center was last estimated 465 kilometers east of Aparri in Cagayan. It is slowly moving south-southeastward.

PAGASA said Julian  has maximum sustained winds of 65 kilometers per hour (kph) near the center and gustiness of up to 80 kph.

3,000 foreign workers from Philippine Offshore Gaming Operators (POGOs) with downgraded visas have already left the country, the Bureau of Immigration (BI) said. During a meeting of the “Task Force POGO Closure,” BI Officer-inCharge Commissioner Joel Anthony Viado, reported that as of Sept. 24, they have downgraded 5,955 visas. Of the total, some 55 percent are already out of the Philippines. The task force is composed of the Department of Justice (DOJ), the Department of Labor and Employment (DOLE), the Philippine Amusement and Gaming Corporation, the Presidential AntiOrganized Crime Commission, and the BI. Also in attendance were representatives of the Philippine National Police and the National Bureau of Investigation. Viado said teams have been formed to personally go to POGOs, now known as Internet Gaming Licensees (IGLs), and implement downgrading on the spot. He added that DOLE representatives will likewise join them during service days to receive surrendered alien employment permits of the POGO workers.

MAN GUNNED DOWN IN DAVAO SARI-SARI STORE

A 35-YEAR-OLD man was gunned down by a still unidentified suspect while sitting inside a sari-sari store in Davao City, Friday night. Davao City Police is now hunting down the suspect who fled after the incident aboard a motorcycle. Initial investigation disclosed that the incident occurred at around 10 pm at Barangay Marilog, Davao City.

The victim, identified as Welbert Quino, sustained multiple gunshot wounds in his body. The victim was inside a store in Dito, Upper Marahan in Barangay Marilog when the suspect appeared and fired multiple shots at the victim.

The suspect fled immediately aboard a motorcycle. DCPO is still investigating the incident.

SUSPENDED LEBANON FLIGHT TO ARRIVE OCT. 3

THE Department of Migrant Workers (DMW) said a suspended flight from Lebanon has been rescheduled for October 2, with the arrival expected by October 3.

Speaking at a news forum in Quezon City, DMW Undersecretary Fely Bay emphasized that  Lebanon  remains under Alert Level 3, which allows for voluntary repatriation.

“We currently have Filipinos who have been repatriated as early as October 28, following the outbreak of the IsraelHamas conflict on October 7,” Bay said.

“The last group was repatriated on September 19, but due to flight suspensions, some of our fellow Filipinos, including 15 OFWs, were unable to return as scheduled on September 26,” she added.

However, Bay assured the public that repatriation efforts are continuing: “The suspended flight has been rescheduled for October 2, with their arrival expected by October 3, barring unforeseen circumstances.”

“There have been reports of skirmishes, bombings, and explosions. We are encouraging all Filipinos, not just OFWs, to heed the government’s call for voluntary repatriation to avoid further danger,” Bay said.

THE legal counsel of the Kingdom of Jesus Christ (KOJC) said KOJC members are preparing for charges filed by police in relation to the recent operations against KOJC leader Apollo Quiboloy.

Quiboloy is currently facing abuse and trafficking cases in courts in Metro Manila.

KOJC lawyer Israelito Torreon, quoted by ABS-CBN News, said that “he was only doing his job” as the controversial pastor’s legal counsel.

“Even a disbarment case?” he said of the legal challenges that he and other KOJC members may face for what police said was obstruction of justice

“If they feel that I have to be disbarred in the practice of law, I will just answer it in the proper forum. I know that I just did my job pursuant to the best of my abilities and if they feel that I violated any of our codes of conduct, then so be it,” Torreon said.

He also said that he “feels” the Philippine National Police (PNP) is pursuing cases “to make our lives miserable” but said members of the religious group, who see Quiboloy as the appointed ‘Son of God’, will just defend themselves in court.

BARMM WILL GO AHEAD WITH ITS PARLIAMENTARY ELECTIONS AMID SC DECISION ON SULU

THE Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is moving forward with its first parliamentary elections  amid the recent Supreme Court ruling that upheld the constitutionality of the Bangsamoro Organic Law (BOL) but excluded  Sulu  from the region. The Supreme Court’s decision reaffirms the legal foundation of BARMM’s autonomous government and parliamentary system, including the election of the Chief Minister. However, the court ruled that  Sulu, which voted against joining BARMM in a 2019 plebiscite, should be excluded from the region.

“But we are deeply saddened and concerned by the ruling that excludes  Sulu  from BARMM,” he added.

BARMM will hold its first parliamentary elections in May 2025, but  Sulu  will not participate, as the Supreme Court ruled.

“We are grateful for the Supreme Court’s affirmation of BARMM’s autonomous government and its parliamentary structure,” BARMM Cabinet Secretary and spokesperson Mohammad Asnin Pendatun said during a news forum in Quezon City.

Pendatun also highlighted  BARMM’s substantial progress in reducing poverty, noting that the poverty rate in the region has decreased from 52.3% in 2018 to 23.2%, according to the latest data from the Philippine Statistics Authority (PSA).

“This is a historic achievement for  BARMM. For the first time, we are no longer the poorest region in the country. However, the 23.2% poverty rate still highlights the challenges we need to address moving forward,” he added.

PNP SHUFFLES RANKS; MARANAN INCLUDED IN REORGANIZATION

EIGHT ranking police officials, including Quezon City Police District (QCPD) Director Brig. Gen. Redrico Maranan, are included in the latest reorganization of the Philippine National Police (PNP). Maranan, a member of the Philippine National Police Academy Class 1995 and former PNP information chief, was named the new director of the Police Regional Office-Central Luzon, replacing Brig. Gen. Jose Hidalgo Jr. who will retire on Oct. 1. Col. Melecio Buslig Jr. will be the acting QCPD director.

Meanwhile, Maj. Gen. Ronald Lee was named director of the National Police Training Institute; Brig. Gen. Bernard Yang as director of Southern Police District; and Brig. Gen. Victor Arevalo as director of the PNP Training Service, according to a news release Saturday.

Additionally, Brig. Gen. Radel Ramos was appointed as the new head of the Headquarters Support Service; Brig. Gen. Jose Manalad, Jr. as chief of the Center for Police Strategy Management; and Col. Ma. Sheila Portento as the new acting Dean of Academics of the PNP Academy.

ETEEAP SEEN HELPING UNDERGRADS PROGRESS

THE impending enactment of the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP) bill would help employees without a degree take a step up in their professional careers, the chair of the House Committee on Labor and Employment said.

Rep. Fidel Nograles of Rizal made the statement after the Senate recently passed on third and final reading of its version of the measure, which would allow undergraduate professionals to earn a bachelor’s degree through an alternative college-level education program. The House of Representatives passed House Bill 9015 on September 2023.

“We thank our counterparts in the Senate for passing this bill. We hope that President Ferdinand Marcos, Jr. will soon sign it so that employees who do not have a diploma can benefit from it and have the opportunity to be promoted at work.”

The bill proposes to institutionalize the ETEEAP, which recognizes, accredits, and grants equivalencies to knowledge, skills, attitudes and values gained by undergraduate employees from relevant work.

Nograles said that the ETEEAP would provide an alternate path to Filipinos who had to work instead of attending college.

To qualify for the ETEEAP, an applicant must be a Filipino citizen residing in the Philippines or abroad, at least 23 years of age, and with at least five years of aggregate work experience.

DEPARTMENT of Social Welfare and Development (DSWD) Secretary Rex Gatchalian wants the public bidding and procurement process in the agency to be marked with quality, integrity, and transparency in line with the directive of President Ferdinand Marcos Jr.

Gatchalian invited the participants from various manufacturers of raw materials and service providers from fast-moving consumer goods, freight forwarding services, rice millers, and packaging suppliers to join the agency’s bidding process for the DSWD’s Buong Bansa Handa (BBH) Program.

The BBH employs two parallel supply chain mechanisms for disaster preparedness and response. The first one features a national and local government-driven supply chain, while the second supply chain forges partnerships with established large and small groceries, supermarkets, manufacturers, and distributors to leverage on their technical expertise and resources to create a private sector-driven supply chain.

TWO Russian strikes on a hospital in the Ukrainian border city of Sumy killed at least six people on Saturday, the interior minister said. The military announced on X that it had given the operation to kill Nasrallah the codename “New Order.”

A military statement said the strikes also killed Ali Karake, who the statement identified as commander of Hezbollah’s southern front, and an unspecified number of other Hezbollah commanders.

“The ambition of bakong is much bigger. We know it’s not gonna happen overnight. The government has the responsibility to derisk it for industries to invest, to lessen the gap, and to make it a more viable route to take. This is just the start of the journey,” said Design Center executive director Rhea Matute, explaining the multifaceted vision behind the bakong project.

The goal is not just immediate success, but also long-term sustainability, which requires a collaborative effort between the government and industries.

Matute said circularity, the principle of keeping materials in use for as long as possible, is fundamental to the bakong project.

“For circularity to happen it needs a lot of collaborators because it needs to scale. What was important for the Design Center is to bring in partners that has industrialization as its strength,” she said.

When processed into twines or sheets, bakong unlocks a world of possibilities, transforming how one approaches fashion, furniture and sustainable design. Its integration with wood allows for the creation of innovative furniture, while bakong twines offer exciting new options for wearable textiles. Partner designers continually explore the material’s potential to test its limits, and discover its strengths.

SCALING UP INNOVATION THROUGH BAKONG

Breaking new ground

Design Center researcher Mikay Quiñones recalled the fascinating origin of the bakong project.

“In 2013, the locals of Santa Teresita, Cagayan, noticed the abundance of bakong thriving in Laguna de Cagayan covering roughly 50 percent of its surface. Driven by curiosity, they sought ways to harness its potential. They reached out first to the Department of Trade and Industry (DTI) in Cagayan, and then they were routed to Design center,” she said.

In 2022, the bakong project broadened its focus, exploring the possibilities of biocomposites and fabric in collaboration with the Philippine Textile Research Institute (PTRI).

Biocomposites, a combination of natural fibers and plastic, hold great promise for the furniture industry, particularly with bakong as a sustainable raw material. In addition, bakong can be processed into paper, opening up even more applications across various sectors.

Shared responsibility

The project has supported a local handicrafts industry, the Laguna de Cagayan Handicraft Association, but its potential remains largely untapped.

“The group, which has the support of the local government plays a vital role in processing bakong based on demand. They harvest only when needed. This ensures the long-term viability of the bakong as a prime resource,” Quiñones said.

Concept to product

The bakong project extends its reach beyond material innovation. It aims to revitalize the community in Sta. Teresita, whose story serves as an inspiration. Bakong, with its diverse applications, embodies the potential of circularity and reminds us that each of us has a role to play in shaping a sustainable future.

The Design Center collaborates with over 30 partners, including MSMEs and independent designers, to unleash the creative potential of bakong. It has forged lasting engagements with brands like A Garcia, Balay Kamay, Bayo, Nature’s Legacy, Pocket Garden, and Rags to Riches, who are integrating Bakong into their product designs.

Bioplastics manufacturer D&L Industries, ecolumber maker Envirotech and plastic producer Sentinel have also worked with the bakong project and formed partnerships with talented individuals like Tito dela Peña from the UP College of Fine Arts and industrial designer Stanley Ruiz. While bakong is found in other Southeast Asian countries and Australia, the Philippines stands out as the first to utilize it beyond ornamental purposes.

IN MAY, 2013, the NoToDogMeat (NTDM) movement began holding public protest actions in London after its organizer observed appalling cruelty against dogs in China. These dogs were killed for their meat. This became the first “World Awareness Day” which Julia de Cadenet, the organizer, continued to hold after her stay in China in 2009 which profoundly altered her life's direction.

To bolster the NTDM campaign, Julia founded the charity World Protection For Dogs and Cats in the Meat Trade, which eventually gained Special Consultative Status with the United Nations.

RATHER than being labeled as hard-headed, young actor Harvey Bautista believed that a more accurate term to describe today’s generation—Gen Z—would be strong-headed.

During a sideline interview of Star Magic’s “Spotlight Presscon”, the Zoomer star shared his thoughts when asked about the Gen Z stereotype of being hard-headed and difficult to work with.

“I feel like that’s the thing with our generation, in general. We’re very strong-headed especially when we’re faced with something opposing us,” Harvey told Manila Standard Entertainment. “I guess we’re just really strong and really stand the ground. I guess, in a general sense, I think my generation is very strong-headed.”

He then emphasized that Gen Z is simply strong-willed and knows what they want, which could be seen as a positive attribute.

“We sort of plant ourselves like a tree in our beliefs and we sort of stay there. Maybe that’s why they see us as hard-headed. I think it’s a good thing that we’re like that. It’s a good thing,” the actor added.

“We know what we want. We know what is right and wrong. And we will call out those who are doing wrong, which I believe is a positive aspect of our generation. I think that’s what’s

been lacking in the previous generations. It was there. It was there before, but it hasn’t been as prominent as it is now, which is good,” explained Harvey.

He also highlighted that being strong-willed can be beneficial in one’s career, as it allows individuals to pursue their passions and stand up for what they believe in, citing that he himself is a strong-headed person when it comes to his career and where he wanted it to go.

“But I think at this point, honestly, I just want to do my job. I want to work on my craft. I love acting. I want to be a good actor. And I want to protect my mental health at the same time. So if that means having to deactivate my Twitter or logging out of my Instagram,” he added.
