China warship uses lasers anew

2 BFAR vessels targeted by Chinese Navy in latest harrassment effort

CHINA'S warships tailed two vessels of the Bureau of Fisheries and Aquatic Resources (BFAR) and one of the ships pointed lasers at a plane of the same agency endangering its crew's safety, according to the National Maritime Council (NMC).

The NMC said the incident happened near Hasa-Hasa Shoal [Half Moon Shoal] during a maritime patrol of the BFAR in the West Philippine Sea.

"Lasers when pointed directly at the eyes of a pilot can cause temporary blindness. It is dangerous in a way since the safety is (compromised) when the vision of the pilot is impaired," said NMC spokesperson Alexander Lopez.

In response, BFAR pilots issued a radio challenge to the Chinese missile boat but it did not answer.

The two warships of the People's Liberation Army Navy (PLAN) of China tailed BFAR’s BRP Datu Matanam Taradapit and BRP Datu Romapenet.

Aside from this, China Coast Guard (CCG) vessel 21555 was also spotted in the area.

The CCG ship was the one that damaged Philippine Coast Guard’s BRP Bagacay and BFAR’s BRP Sanday in previous incidents.

Meanwhile, the Philippines will not abandon Ayungin Shoal and its grounded ship there, the BRP Sierra Madre, the country's armed forces chief said on Monday.

He said running independently would allow Senator Imee Marcos more flexibility in her campaign.

roles in Duterte’s anti-drug operations during his tenure as mayor of Davao City.

Lawmakers have questioned whether this gathering played a pivotal role in shaping the Duterte administration’s brutal war on drugs, particularly through discussions of the so-called “Davao Template,” a strategy widely regarded as the blueprint for Duterte’s aggressive crackdown on illegal drugs first implemented in Davao City.

A resource person confirmed that then-incoming Special Assistant to the President, now Senator Christopher Go, was at the venue but did not participate in the meeting. While there were reports that incoming Philippine National Police (PNP) Chief Ronald “Bato” Dela Rosa was also present, none of the resource persons have confirmed this.

Dela Rosa, now a senator, also issued a statement denying his attendance at the meeting.

During last Friday’s hearing of the committee, retired Police Colonels Royina Garma and Edilberto Leonardo confirmed the meeting, which they called a “courtesy call” on Duterte, but gave conflicting accounts.

While Garma, a member of PNPA Class 1997, admitted that the "Davao Template" was mentioned, Leonardo of PNPA Class 1996 denied recalling any discussion on the controversial strategy.

Garma and Leonardo are among the Davao police officers believed to be close to Duterte, aside from thenDavao City Police Chief Dela Rosa.

Duterte later appointed Garma as general manager of the Philippine Charity Sweepstakes Office (PCSO), while Leonardo was appointed undersecretary of the Department of Environment and Natural Resources (DENR) before assuming his current post as commissioner of the National Police Commission (Napolcom).

During the hearing, Abang Lingkod Partlist Rep. Joseph Stephen Paduano directly questioned Garma and Leonardo about the meeting and whether

the "Davao Template" was discussed.

Garma confirmed, "Napag-usapan din po (It was discussed)."

However, when Paduano directed the same question to Leonardo, asking, "Napag-usapan niyo ba don sa ‘96 yung Davao Template (Did you talk about...Davao Template)?" Leonardo answered, "Mr. Chair, di ko po ma-recall ‘yung (i could hardly) Davao Template."

The committee also questioned Col. Hector Grijaldo Jr., a member of PNPA Class 1997, who was present at the meeting but denied discussing the "Davao Template."

Paduano put this on record, stating, "So you contradict the statement of Ms. Garma?" Grijaldo replied, "Yes, Mr. Chair." Antipolo Rep. Romeo Acop joined the questioning, focusing on the purpose of the gathering and whether it was merely a courtesy call or a more strategic meeting.

The mega-panel is investigating the interconnections between illegal Philippine offshore gaming operators (POGO), the proliferation of the illicit drug trade, land grabbing by some Chinese nationals, and the alleged extrajudicial killings linked to Duterte’s war on drugs.

The panel meanwhile cited Police Sergeant Enecito Ubales Jr. in contempt and ordered his detention for consistently lying about the alleged more than P50 million in suspicious financial transactions linked to Garma, his first cousin.

Ubales will be detained at the Quezon City Jail until the mega-panel concludes its probe.

The decision to detain Ubales was made after the committee determined that Ubales had been “consistently lying” during the proceedings.

During Friday’s hearing, Police Captain Delfinito Anuba testified that Ubales had been involved in suspicious financial transactions linked to Garma.

Anuba claimed that Ubales gave him P30 million to convert into US dollars, allegedly on Garma’s instructions. He added that this was not the first time, as he had previously converted P20 million and other smaller amounts while Garma was still serving as PCSO GM from 2019 to 2022.

The law forgives debts tied to awarded agricultural lands, including amortizations, interest, and surcharges.

Mr. Marcos urged the beneficiaries to make their lands more productive, not only for their own benefit but to strengthen the country's food security position.

"With these blessings comes the responsibility to cultivate our lands, not just for your own development, but for the progress of the whole Philippines," he told beneficiaries.

The President also hailed the vital role farmers play in building up domestic food stocks despite extreme weather disturbances and other challenges.

"Accept our gratitude for the crucial role you play in ensuring that every Filipino has enough food," he said.

Fajardo said security measures would be heightened and checkpoint operations would be intensified in strategic areas during this period.

While the PNP would remain on a normal alert status, Fajardo said police commanders on the ground may opt to raise the alert level in their respective jurisdictions should the need arise.

In Metro Manila, National Capital Region Police Office chief Maj. Gen. Jose Melencio Nartatez Jr. said 1,389 cops will be deployed to enhance police visibility.

Comelec chairperson George Garcia said aspirants themselves must file their COCs or through an authorized representative. For party-lists, it can be filed either by the chairperson, president, secretary general or any authorized representative of the nominating party-list group.

During the filing of the COC, an aspirant will be allowed a maximum of three companions, except for those running for the senatorial race who can have a maximum of four companions.

Garcia said a substitution due to withdrawal of the original candidate is allowed only until the last day of filing of COC.

Substitutions beyond Oct. 8 are only allowed in case of death and disqualification of the original aspirant.

“No substitute shall be allowed for an independent candidate,” Garcia added.

As this developed, Garcia said the holding of a special voter registration in areas affected by Typhoon Julian is up to local poll officials.

The typhoon lashed the province of Batanes and brought gusty winds and heavy rains in most of northern Luzon, prompting the suspension of the supposed last day of voter sign-up on Monday.

“Based on our guidelines, we leave the decision to the local Comelec. Later on, they can have a special registration after the COC filing. It's up to them on when to hold the last day of the registration,” Garcia said.

"That is only proper because the lives and safety of the people and Comelec personnel should be prioritized," he added. Garcia also noted the success of the nationwide voter registration which started on Feb. 12.

"The voter registration was successful. We have a projection of almost 3 million and it was accomplished. It is just saddening because we have 5.37 million deactivated voters. We project the figure of voters to be at 68 million instead of 70 million,” he said.

He said the next voter registration might be in July or August next year, before the next Barangay and Sangguniang Kabataan Elections (BSKE).

Despite the bad weather on Monday, Davao del Norte voters still rushed to the mall to catch the last day of registration.

The Comelec held the last day of registration in City Mall Tagum to accommodate the expected long lines of people who want to register for the 2025 election.

Meanwhile, Mr. Marcos said it was too early to discuss a replacement for Interior Secretary Benhur Abalos, who is included in the administration's Alyansa slate.

"That’s premature. Let’s allow Secretary Abalos to finish (filing his COC). I don’t want him to feel that we are already pushing him out. When he will file, we will also announce his replacement,” the President said.

When asked about potential candidates for the position, Mr. Marcos said there are currently only two names under consideration.

Meanwhile, Defense Secretary Gilberto Teodoro Jr. yesterday called on Congress to amend the espionage law.

“We should punish espionage in times of peace because the espionage law in the Philippines is effective only in times of war,” Teodoro told reporters in a chance interview at Camp Aguinaldo, Quezon City.

PNP relieves whistleblower in Barayuga case

THE Philippine National Police (PNP) said yesterday that two officers of the Drug Enforcement Group (PDEG) have been relieved from their posts due to the re-investigation into the murder of retired police general and Philippine Charity Sweepstakes Office (PCSO) board secretary Wesley Barayuga. In a press briefing at the PNP headquarters in Camp Crame, PNP spokesperson Police Colonel Jean Fajardo said that a relief order was issued last week to Police Lieutenant Colonel Santie Mendoza and Police Colonel Hector Grijaldo. "Mendoza was relieved and he was put under restrictive custody at the Personnel Holding and Accounting Unit in Camp Crame to ensure his appearance in the investigation that we would undertake," Fajardo said.

She also said that the order came from PNP chief Rommel Francisco Marbil after he directed the Criminal Investigation and Detection Group (CIDG) to lead the re-investigation of Barayuga's killing.

Fajardo said the CIDG would do a backtracking and determine whether there was negligence and cover-up on the part of the police investigators who handled the case.

“Based on the statements of the chief PNP, one thing is clear. As to whom this investigation would point to, he doesn't care. We will proceed where the evidence will lead us. There would be no sacred cows in this investigation," Fajardo said.

During last week's hearing of the House Quad Committee (QuadComm), Mendoza implicated former PCSO general manager Royina Garma in the 2020 assassination of Barayuga in Mandaluyong City.

For his part, cardiologist and 2022 vice presidential candidate Willie Ong said he will run for senator in the May 2025 elections.

Despite his ongoing battle with sarcoma cancer, which he revealed earlier this month, Ong confirmed he will file his certificate of candidacy on October 2. Ong described the tumor, measuring 16 centimeters and located behind his heart, as “deeply hidden” and blocking his esophagus, making it difficult to swallow.

He has undergone extensive testing and treatment abroad, citing frustrations with the slow healthcare system in the Philippines.

“It is curious that a 32-building complex was operating within two minutes flying time away from the Tradoc and the Light Armor division. And you know, all the authorities should have been aware of this at that time, particularly the local authorities,” he said.

Teodoro urged local government units to be cautious in approving the establishment of businesses and to watch for certain red flags, such as the large employment of foreigners.

NBI to agents: Ensure agency is free from rogue elements

THE National Bureau of Investigation (NBI) on Monday urged its agents and personnel to ensure that the agency is “free from miscreants and rogue elements”.

“The director assures that he extends his full support to the agents and personnel of the NBI who perform their duties satisfactorily. But, he warns those who use the NBI to advance their depraved agenda that he will leave them no quarters,” the agency said.

It added that NBI Director Jaime Santiago said the agency “will not deviate from our commitment to law and justice, regardless if the destructive forces are from within or without.”

Santiago also directed the Internal Affairs Division (IAD) to immediately conduct a meticulous investigation of the incident and ordered the grounding of the STF prohibiting the conduct of any further operation.

He has also caused a total overhaul of the composition of the group in his commitment to the mandate of the STF.

The STF, created in February, was the team that exposed scams such as supposed appointments for sale, impersonators of government officials, and extortionists, among others.

It conducted an operation after receiving a complaint from a private individual about a clinic in Makati City that is operating without any medical license and/or accreditation.

The said operation resulted in the arrest of Nguyen Thi Thu Ha (aka Mei Naa) and her Filipino cohorts, Demi Nhor Abelada Robles and Mary Frinces Linstones Dalaguite.

The NBI meanwhile said that an agent from Special Task Force (STF) allegedly engaged in inappropriate behavior during a raid in a clinic in Makati earlier this month.

PBBM leads launch of country’s first EV battery plant in Tarlac

PRESIDENT Ferdinand Marcos Jr. on Monday led the launch of the country’s first advanced lithium iron phosphate battery manufacturing plant in Tarlac.

During the inauguration of the P7 billion factory, Mr. Marcos expressed pride in the swift completion of the project, which was signed in March and completed in just six months.

The facility is the first of three planned buildings, signaling a significant investment in a critical industry.

“We are proud that we got it done. But I’m quite impressed with StB Giga that they were able to do this in such a short time,” the President said during an interview.

“And this is only the first of three buildings,” he added.

The President highlighted the importance of the battery manufacturing plant, calling it a major investment in a key industry that aligns with the country’s shift to renewable energy.

“This facility runs in tandem with the Philippines’ renewable energy landscape as we transition our country to renewable energy. Your prod-

ucts could help entice more investors in renewable energy facilities in the country,” he said. He added that the plant will support the country’s growing electric vehicle (EV) market, further reducing reliance on imported fuels.

“This aligns with our plans to develop the country’s EV industry and produce locally-made EVs and EV components,” he noted.

He pointed out that while renewable energy and electric vehicles were once seen as optional, they must now be prioritized to combat climate change.

“Every step toward sustainable energy development is an investment in a brighter, healthier future for our children, for our country,” he said.

The President also praised the part-

Batangas farmers set to celebrate co ee day

THE Batangas Coffee Farmers Federation (BaCoFFEd), the largest group of coffee farmers in Batangas, famous for its “kapeng barako” will be celebrating Coffee Day tomorrow, October 1. In 2014, the International Coffee Organization (ICO) marked October 1 as “International Coffee Day.”

In an interview, Arnold Malbataan, chairman of the BaCoFFEd, said the event is part of their joint efforts to promote the local coffee industry as part of the cultural heritage of Batangueños.

“I am inviting coffee enthusiasts in the country to join us in celebrating the cherished tradition that we take pride in. Together, let us show the world, especially our countrymen that there are still many coffee farmers who continue to grow coffee trees so it will be appreciated by many,” he told Manila Standard.

Among the partners to participate in the event include the Office of Provincial Agri-

culturist (OPAg), Department of Trade and Industry (DTI-Batangas), Department of Science and Technology (DOST-Batangas), Technological Education and Skills Development Authority (TESDA-Batangas), Department of Agriculture (DA-Batangas), Batangas History Society, and University of Batangas (UB), among others.

There will be a discussion on the history and etymology of Batangas coffee heritage, barista training, and updates from the Provincial Technical Working Group (TWG) for Coffee.

Attendees of the event are expected to be more informed coffee enthusiasts about the cultural and historical value of “kapeng barako” in the Filipino food industry, said Malbataan.

The working group is now finalizing the collective mark registration of “kapeng barako” with the Intellectual Property Office of the Philippines (IPO-PHL). Pot Chavez

Viado assumes post as new

LAWYER Joel Anthony Viado is officially the new Bureau of Immigration (BI) commissioner after Malacañang formalized his appointment. He was previously designated as officer-in-charge (OIC) of the agency.

Viado replaced then BI chief Norman Tansingco, who was sacked over his “unsatisfactory performance” to lead the bureau.

Since Viado is now the head of the bureau, among his duties is the authority to implement changes including the moving of personnel.

Viado, who reportedly took his oath of office in Malacañang, has yet to issue a statement with regards to his new assignment as immigration chief.

The BI Commissioner was appointed as OIC by Department of Justice (DOJ) Secretary Jesus Remulla in the first week of September replacing former Commissioner Tansingco.

Remulla explained that he was “not satisfied” with Tansingco’s performance.

The DOJ chief expressed his disappointment over the former Immigration chief’s lack of action and failure to manage matters in ways that have “compromised national security.”

“This has been a big problem for the longest time, we have not been lacking in reminders to the Immigration Commissioner about these problems,” he said.

DOH marks Generics Awareness Month

THE Department of Health (DOH) has wrapped up its observance of the Generics Awareness Month, highlighted with the 2024 Philippine Generics Summit held last Sept. 27. The said event commemorates the 36th Anniversary of the Generics Act of 1988. The Generics Act supports the implementation of the Universal Health Care Act (Republic Act No. 11223) by ensuring all Filipinos have access to quality and cost-effective medicines. The DOH aims to increase demand for generic medicines as more affordable, but equal quality option to encourage patients’ complete treatment.

Health Secretary Teodoro Herbosa noted that the generic medicines dominate the Philippine pharmaceutical market by license type, with generic medicines accounting for 90 percent of sales. The secretary also said consumer preference for branded drugs and limited physician adoption hinder the wider use of generics. Ralph Harvey Rirao

Senate to give ROTC bill top priority—Tolentino

THE Senate will give top priority to deliberations on the proposed restoration of the Reserve Officers’ Training Corps (ROTC) when it resumes sessions this November, according to Senate Majority Leader Francis Tolentino.

“With the President’s go signal, the ROTC bill has been moved to Tier 1 from Tier 2 in the list of the Legislative Executive Development Advisory Council (LEDAC)—making it a top priority. So, when the session resumes, we expect to discuss it right away,” the

senator said in a statement.

Tolentino noted key aspects such as the program’s duration and curriculum—covering topics like climate change, disaster preparedness, and civics—are under consideration. He also proposed resource pooling for smaller colleges to ensure the program’s implementation.

“We can make the first year the basic course, followed by advanced training in the second year. For those who wish to specialize further, we can introduce an Executive ROTC curriculum,” said Tolentino, himself a brigadier general

The senator expressed confidence that there are enough numbers in the upper chamber to approve the measure which was filed under Senate Bill (SB) No. 2034, with its counterpart measure in the House of Representatives already passed on third reading. SB 2034 has been pending on second reading at the Senate since March 2023. Tolentino authored the bill along with Senators Robinhood Padilla, Jinggoy Estrada, Joseph Victor Ejercito, Ronald dela Rosa, and Sherwin Gatchalian.

THE Civil Aviation Authority of the Philippines (CAAP) has successfully completed a crucial upgrade of its Communications, Navigation, Surveillance/ Air Traffic Management (CNS/ATM) system without any operational disruptions or flight diversions.

According to CAAP spokesman Eric Apolonio, the installation process went on smoothly and was finished within the scheduled timeframe. By 3:01 a.m. Monday, all airport operations had resumed as normal, and the temporary flow control measures were lifted five minutes later. Throughout the upgrade, air traffic was effectively managed as international flights safely traversed the Philippine Flight Information Region under procedural control provided by the Manila Area Control Center.

“All departures and arrivals nationwide were efficiently managed, ensuring that flights reached their destinations safely and on time,” Apolonio said. This upgrade marks a significant milestone in the launch of an improved Air Traffic Management System (ATMS) software version that enhances the efficiency, safety, and reliability of air traffic management across Philippine airspace. On January 1, 2023, New Year’s Day, a shutdown of the country’s airspace affected more than 360 flights and 65,000 passengers at the Ninoy Aquino International Airport alone amid a power failure encountered by the equipment at the ATMC. The RTPWB7 granted the P33 for all the three geographical classifications, but as a result of the simplification of the wage structure where the non-agriculture sector is merged with the agriculture and non-agriculture with less than 10 workers, those in the latter category would have to shell out an extra P10 or P5 in order to keep up with the minimum wage of the former. In Class A, those previously belonging to the non-agriculture category will simply add the P 33 increase, but those then under the agriculture and non-agriculture with less than 10 workers in Class A will have a total of P43 increase (P10 to close the gap then between agriculture and non-agriculture with less than 10 workers and non-agriculture, plus the P33 increase), bringing a uniform wage rate of P501 for Class A. The same scenario will happen to Classes B and C, but those belonging in the agriculture and non-agriculture with less than 10 workers will be adding only P5 on top of the P33-increase granted by the board in order to reach the P463 and P453 uniform rate in the said classes. Full details of the Classes, their respective areas of coverage and the new minimum wage rates are indicated as Class A minimum wage now is at P501, from the previous P468 + the approved P33 and this applies to the Cities of Carcar, Cebu, Danao, Lapulapu, Mandaue, Naga, Talisay & Municipalities of Compostela, Consolacion, Cordova, Liloan, Minglanilla, San Fernando or Expanded Metro Cebu. OPINION

Reviewing ‘Pulang Araw’

I SELDOM make comments about a movie or a show, Hollywood or local. I make an exception after watching on Netflix the locally produced television drama series entitled “Pulang Araw,” produced by GMA Entertainment, depicting a fictionalized life of a family during the Japanese Occupation. The Japanese Imperial Forces occupied the whole country for almost four years from 1942 to 1946. I am compelled to say something about it, because I lived through those dangerous times. After the bombing of Pearl Harbor on December 7, 1942 (7:48 a.m. Hawaiian time) the Japanese started bombing sites around Baguio and Iba Airfield in Zambales, and then Clark Air Base and Naval Station Sangley Point, which were then occupied by the Americans. Manila was declared an “Open City” to prevent the Japanese from bombing Manila.

There was an attempt by the Philippine Air Force to stop any bombing of the city. The heroic attempt of Capt. Jesus Villamor and the 6th Pursuit Squadron became a source of encouragement among the ground forces and civilians who witnessed their defense over the skies of Luzon – even though they were outnumbered. The current Villamor Air Base was named after the hero.

“Pulang Araw” is the story of a family named Borromeo. It was about the father who is a vaudeville theater owner and his two daughters, the legitimate Teresita and the illegitimate Adelina during the Japanese Occupation. The whole movie revolves around the love stories of Teresita, in love with a Filipino guerilla named Eduardo, and Adelina, in love with Hiroshi, the son of a Japanese trader.

What I found funny was when the two daughters, Teresita and Adelina, wore American style wool hats, which never happened at that time. Aside from American style hats (no Filipina would wear a wool hat in the Philippines with its hot weather), they were shown wearing hand gloves. Obviously there was not enough research done by the costume designer of the movie.

The drama series has 99 episodes. As of this writing, I’ve seen 43 already.

The vaudeville theater owner loses his big house when the Japanese make it their headquarters. Coming to the rescue is a good Samaritan, a former Japanese trader. The Japanese trader offered them refuge in his home because his son was in love with Adelina.

I was a teenager of 15 during the war. I had lived in Manila before the war because our family joined my two older brothers who were studying in Manila. During the war, we also joined them in the mountains of the Cordilleras when they were part of the guerilla movement in northern Luzon.

It’s slow, badly scripted, and poorly researched.

It was only after the Americans landed in the Philippines when my family returned to Manila, but not before the “Rape of Manila” when General Tomiyuki Yamashita ordered the killing of men, women and children south of the Pasig River. They killed everybody in their homes and churches where Filipinos were hiding. Even the hospitals were not spared.

Manila was described as the second most devastated city in the world, next only to Warsaw, during the Second World War.

While I lived through that war, Santa Banana, God forbid, I hope and pray we never see another war. It could mean the end of the world as we know it.

Yes, my gulay, I lived through World War II by the grace of God, and so did my family because we were in the province, no longer in Manila at that time when a sackful of Japanese Mickey Mouse money could buy only a ganta of rice.

I could write a book about my experiences during the Japanese Occupation. I was a teenager and I saw it as an adventure. But going back to that boring local drama series “Pulang Araw”, if my good friend, lawyer Felipe Gozon were still the CEO of GMA, I am sure he would not allow that movie to be shown to the public. It’s slow, badly scripted, and poorly researched.

Inclusive education for children with special needs

EIGHT years ago, I had the opportunity to work at the Anderson Center for Autism in New York, a nonprofit organization dedicated to empowering individuals with autism and other developmental disorders.

There, our work focused on inclusive education - creating a supportive learning environment for all students, regardless of their abilities, languages, cultures, or socio-economic backgrounds.

Now that I am back in the Philippines, I would like to distill the lessons from the experience and how inclusive education can be applied here, in particular, for children with special needs.

In the United States, special education has seen significant trends and developments over the years. The government funds and provides resources to help schools implement support services.

CATRIONA Gray may have dazzled the world with her Miss Universe crown, but beneath the glitz and glamor lies the darker reality of fame’s scrutiny.

In 2020, Gray was thrust into the ugly side of the spotlight when a doctored topless photo spread across the internet like wildfire. Her swift legal retaliation wasn’t just a move to reclaim her dignity—it was a stand against the toxic culture of tabloid sensationalism that so often destroys lives.

Gray’s fight reminds us that in a world addicted to scandal, truth is often the first casualty.

In this case, the court found Janice Navida and Melba Llanera guilty of libel and cyber libel, violating Article 355 of the Revised Penal Code. Gray’s legal team successfully argued that the publication of a fake topless photo

The center offers a variety of services, such as residential options in group homes with 24x7 care. Their vocational training prepares individuals for employment, while customized educational programs cater to each person’s unique learning needs.

I have witnessed these principles applied in public schools. Over the past five years, I had the privilege of working as a special education professional at the Washington Manor Middle School. This public school in the bay area of California embraces innovative approaches that prioritize the well-being and inclusion of students with special needs.

In California, students with disabilities have access to a range of support options, including mainstreaming classes, resource classes, and special day classes. In a mainstream setup, students attend general education classes with the support of an instructional aide to help address their learning needs.

The center also provides speech and occupational therapy, as well as Applied Behavior Analysis (ABA) to support overall development. ABA is a therapy that focuses on increasing positive behaviors and reducing challenges, leading

Resource classes provide targeted assistance, where students work with a special education teacher in subjects where they need the most support, such as math, language arts, or study skills. In special day classes, students receive specialized instruction while still participating in general education for physical education and elective courses like art, music, or computers. Catriona Gray’s case is a catalyst for change in journalistic standards.

If Navida and Llanera choose to appeal, their arguments may revolve around claims of protecting Gray’s reputation by not releasing the original photo and asserting that their intent was to inform the public, not to harm. However, this

These programs are made possible because of government support and also of corporations that put education - especially inclusive education - as part of their social responsibility.

One such approach is providing the latest technology, a benefit of California being the base or the headquarters of major information technology firms. Thus, every student in our school has a Chromebook for use in school and at home.

This has been a game-changer for students with special needs. We use text-to-speech software that reads out loud for students who struggle with reading and voice typing tools that make it easy for them to express themselves.

Students who struggle with communication may have augmentative and alternative communication (AAC) devices, such as electronic tablets with speech applications or picture symbols to help them communicate.

Mental health and well-being of our students is factored in these programmes. The school has a learning center, and established a calming corner in classrooms. These provide a safe and relaxing environment for students who may be experiencing anxiety or emotional distress.

The strength of their appeal hinges on the specifics of the statements made and whether the court’s findings of malicious intent can be successfully contested. They face potential imprisonment, as mandated by the Revised Penal Code, which underscores the legal system’s commitment to protecting individuals from defamatory practices.

Recommendations for Gray would include maintaining a proactive approach to her public image and advocating for stronger ethical standards in media reporting. For Navida and Llanera, engaging in responsible journalism and issuing a formal apology could mitigate further legal repercussions and help restore public trust.

Instructional aides help provide differentiated instruction and assist students with daily tasks. The group regularly meets to discuss individual goals and monitor progress. Thus, I have seen how comprehensive care and support can make a difference in the lives of individuals with special needs. These experiences have deepened my understanding and inspired me to advocate for inclusive educationacross public and private sectorsin the Philippines.

Education is a fundamental right that should be accessible to everyone, regardless of abilities. By offering support like differentiated instruction; teamwork among service providers, families, and teachers; plus opportunities for socialization and quality education, students with special needs can thrive and reach their full potential.

Red Cross urges states: Recommit to international law

GENEVA — The head of the Internation-

al Committee of the Red Cross sounded the alarm over the blatant disregard shown for the Geneva Conventions in conflicts worldwide.

In an interview published Sunday, Mirjana Spoljaric called on countries to urgently recommit to respecting international law in an interview with Swiss daily Le Temps.

International humanitarian law (IHL) was being “systematically trampled underfoot by those who lead military operations”, she said.

She pointed to “the number of wounded and dead during the conflicts in Gaza, Sudan and Ukraine”, which she said was “beyond our imagination”.

The ICRC is the caretaker of the Geneva Conventions which strives to act as a neutral intermediary in conflicts.

But it was finding its access to populations in need “increasingly constrained (and) instrumentalized,” said Spoljaric.

It is “indispensable to act now”, she said, in support of international humanitarian law -- the function of which is to limit the effects of armed conflict and protect civilians.

On Friday the ICRC launched an initiative with six countries -- Brazil, China, France, Jordan, Kazakhstan and South Africa -- in a bid to galvanize political support for IHL.

The Geneva Conventions, adopted in 1949 in the wake of World War II, “embody humanity’s shared conscience, values that transcend borders and creeds”, they said in a joint statement. AFP

Last coal-fired power station closes in Britain

LONDON — The UK’s last coal-fired power station will officially close its doors on Monday, making Britain the first G7 country to end its reliance on the fossil fuel to produce electricity.

The closure of Ratcliffe-on-Soar, a power plant that has dominated the surrounding central England landscape for nearly 60 years, marks a symbolic step in the UK’s ambition to decarbonise electricity by 2030, and become carbon neutral by 2050.

“The era of coal might be ending, but a new age of good energy jobs for our country is just beginning,” Energy Minister Michael Shanks said in a statement. The owner of the Ratcliffe-on-Soar factory, Uniper said the site will be put into a two-year decommissioning period beginning in October.

The 350 Uniper employees and contractors that work at the site, will either be redeployed to other roles within the company or leave the business within three redundancy windows before the end of 2026, Uniper told AFP. AFP

Vietnam to free nearly 3,800 prisoners in amnesty

HANOI — Vietnam will free nearly 3,800 prisoners including foreigners in the country’s latest amnesty, the government said on Monday. Vietnam has announced nine special amnesties since 2009, freeing more than 92,000 prisoners ahead of their expected release dates but always excluding political activists. Those convicted for “attempting to overthrow” the communist government or “terrorism” are not eligible for release, according to Monday’s official amnesty announcement.

This year, 3,765 detainees will be released including around 20 foreigners from Cambodia, China, Iceland, India, Laos, South Africa and the United States.

They are expected to be released on Tuesday in a belated move following Vietnam’s September 2 National Day. The amnesty comes after the early release mid-September of two high-profile detainees, as the country’s top leader To Lam headed to

PARIS — French far-right presidential hopeful Marine Le Pen and a slew of fellow National Rally (RN) chiefs face trial from Monday over allegations they embezzled money from the European Parliament with fake jobs.

For Le Pen, the hearings risk overshadowing a record performance in July’s snap parliamentary poll that handed the RN 126 seats -- enough to sway Prime Minister Michel Barnier’s shaky minority government.

In the Paris dock are the RN party itself, nine former MEPs including Le Pen and party vice-president Louis Aliot, spokesman Julien Odoul -- one of nine former parliamentary assistants -- and four RN staff.

chief faces embezzlement trial

First flagged in 2015, the alleged fake jobs system at the RN covers contracts for parliamentary assistants between 2004 and 2016.

Prosecutors say the assistants in fact worked exclusively for the party outside parliament.

Many were unable to describe their day-to-day work and some never met their supposed MEP boss or set foot in the parliament building.

A bodyguard, secretary, Le Pen’s chief of staff and a graphic designer were all allegedly hired under false pretences.

“Could I come to Strasburg tomorrow to see how a session works and get to know Mylene Troszczynski who I’m under?” Odoul wrote to Marine Le Pen in 2015 --

four months after his contract as a parliamentary assistant to Troszczynski began.

“Yes, of course,” she replied.

The misuse of public funds charges bear maximum penalties including a million-euro ($1.1 million) fine, 10 years’ jail and a 10-year bar from public office -potentially fatal to 56-year-old Marine Le Pen’s hopes of claiming the French presidency on her fourth try in 2027.

The party has for years called the investigation a form of “persecution” and political abuse of the justice system.

“Every time the party or its leaders are attacked, it lets them cast themselves as the victim,” said political scientist Nonna Mayer of Paris’s Sciences Po university. AFP

to prevent the crush -- the first police officer to be convicted for their direct role in the disaster. “It was foreseeable that there would be a large crowd of people in the sloped alley of Itaewon that would lead to serious danger to life and physical safety on the Halloween weekend in 2022,” the Seoul Western District Court said in the guilty verdict, Yonhap reported.

Another former officer in charge of the Yongsan police emergency centre was sentenced Monday to two years in jail on the same charges. The court is also set to deliver another verdict later in the day to local official Park Hee-young, head of the Yongsan Ward office, on similar charges.

Earlier this year, two former senior police officers were jailed for destroying evidence linked to the crush, making them the first police to be sentenced in connection to the incident.

The court ruled that in the aftermath of the disaster, they had ordered the deletion of four internal police reports which had identified in advance safety concerns over possible overcrowding in the area. Kim Kwang-ho, the former head of the Seoul Metropolitan Police Agency, has also been on trial, and is awaiting a verdict on charges of professional negligence resulting in injury or death. AFP

BRUSSELS — Incoming NATO chief Mark Rutte brings new leadership this week to one of the world’s most powerful-sounding roles — helming the nuclear-armed Atlantic alliance. But even if the former Dutch prime minister wanted to shake things up after taking over from Jens Stoltenberg, he probably couldn’t. The reality of the NATO job means Rutte will be heading a risk-averse civilian bureaucracy, with hard power ultimately residing with member countries and above all the United States. And in many ways NATO’s 32 nations -- by swapping one mild-mannered, middleaged, northern European male ex-premier for another -- have opted for more of the same, to steer the alliance in troubled times. “In such a difficult geopolitical situation, keeping continuation and the same foreign

policy and security line is very important,” a senior NATO diplomat told AFP, talking on condition of anonymity to discuss internal deliberations.

During his more than 10 years at the helm, Stoltenberg won plaudits for his calm stewardship of the sometimes fractious alliance.

The Norwegian helped keep then US president Donald Trump on board, threw his weight behind Ukraine while making sure NATO didn’t get dragged into war with Russia, and kicked off an overhaul of the alliance’s defences to face Moscow.

“Allies were looking for somebody who has many of the same qualities as Stoltenberg and will continue in the same direction: prime minister, well-connected, long experience, good address book, has handled Trump,” said Jamie Shea, a former senior NATO official now with the Chatham House think tank. Osaka sets up Gauff battle in Beijing; Sabalenka wins

BEIJING—Naomi

Osaka defeated 60th-ranked American Katie Volynets 6-3, 6-2 and next faces Gauff in a showdown of former US Open champions in Beijing.

World number two Sabalenka swatted aside Ashlyn Krueger 6-2, 6-2 for her 14th victory in a row and plays another American in 24thranked Madison Keys.

Looking ahead to the Gauff meeting, four-time Grand Slam champion Osaka said: “She’s very athletic obviously. For me, my strongest traits are being aggressive and also my serve.

“So it’s definitely going to be a battle -- who wants to take control of the point first? And I think it’s going to be me.”

Former number one Osaka is playing her first tournament under Patrick Mouratoglou, the Frenchman best known for being the long-time former coach of Serena Williams.

The 26-year-old Japanese won four majors from 2018 to 2021 --

the US Open and Australian Open, both twice.

She is also a former winner in Beijing and has said she feels at home on the hard courts of the Chinese capital. Osaka has struggled for consistency since returning to tennis in January after the birth of her daughter Shai and is ranked 73rd in the world.

Her best results after becoming a parent have been two quarter-final appearances.

The 2023 New York champion Gauff booked her place in the last 16 with a 7-5, 6-2 victory over Britain’s Katie Boulter.

The 20-year-old American Gauff is seeded fourth.

She and Osaka have played four times previously, each winning twice. Their last meeting was in 2022 at San Jose when Gauff prevailed 6-4, 6-4.

Current US Open champion Sabalenka was error-prone in winning

her opening match in Beijing against Thai qualifier Mananchaya Sawangkaew in straight sets.

But the Belarusian was on top form from the start against 68th-ranked Krueger. The 26-year-old feels she is not quite playing the best tennis of her career, but said, “Control over my emotions, that’s the key”.

“Before it felt like if I’m not going to win this match, something bad is going to happen. I’m going to die,” she explained.

“Nowadays I’m just working hard, I’m trying to improve myself every day. Every time I’m on the court, I’m trying to give my best. If you give your best but you didn’t win the match, it’s okay.” AFP

HOKA stages

Speed Camp; Mach X 2 gets top marks from runners

GLOBAL running shoe company

HOKA staged the HOKA Speed Camp recently at the Philsports track oval in Pasig City, with participants, including top varsity athletes, giving high marks to the newly-launched Mach X 2 running shoe during the daylong session held under noted track and field coach Emerson Obiena.

The camp had the runners, some of them HOKA Running Club members and who ran the HOKA Trilogy, being taught the proper form and technique in sprinting, which included drills with the supervision of the father-coach of ace pole vaulter Ernest John Obiena.

The mentor had help from Khrizzie Ruzol, 2019 SEA Youth athletic meet gold medalist and UAAP Season 85

women’s pole vault champion, former Palarong Pambansa and National pole vault champ Sean Harry Narag, National Open U18 titlist Francis Allen Sillar, Mejen Sumbongan and Jessamarie Libres.

“Sprint drills can significantly improve a runner’s time. For a lot of these runners, understanding the importance of proper execution is a game-changer,” Obiena, a pole vault silver medalist in the 1993 Chiang Mai Southeast Asian Games, explained. Based on the consensus of the campers, who wore the HOKA Mach X 2 during the workouts, Obiena said the shoe drew raves for “its good cushioning, adaptability and responsiveness during the drills.

“The Mach X 2 performed well. It’s joint-friendly and reactive. Each step felt smooth, and this technology definitely supports a runner’s ability to boost speed.”

“Definitely, the running shoe is good for tempo running and cross training,” Obiena, who also wore the shoe during the workout, said during the session that concluded with mini tests for the participants to display what they learned from the event.

HOKA Phils. Marketing Manager

Sharon Salvacion pointed out that the “Mach X 2 is engineered to enhance runners’ performances and times. We’re thrilled with the positive feedback we’ve received from participants about the shoe.”

Blazers try to fortify hold on NCAA lead

Games Tuesday (Filoil EcoOil Arena)

11 a.m.- San Sebastian vs CSB

2:30 p.m.- Letran vs San Beda

COLLEGE of St. Benilde tries to keep its hold on the solo lead as it clashes with a slumping San Sebastian College even as Letran and San Beda renew their bitter rivalry today in NCAA Season 100 at the Filoil EcoOil Arena.

Barely clinging to the top spot with a 5-1 record, the Blazers could extend their stay there if they could subdue the Stags, who have gone free-falling from the top down to the bottom after winning their first two outings and dropping their last five games, in their 11 a.m. duel.

Except for one complete loss of focus in a forgettable 71-69 defeat to Letran two weeks back, CSB has been nothing short of dominating as they kept its iron grip of No. 1 with a 5-1 record after a 103-78 stamping of Lyceum of the Philippines U Friday.

Expect the Blazers to draw strength anew from Allen Liwag, who bulldozed his way to 22 points and 12 rebounds, and Justine Sanchez, who was pristine after making all his five shots from the field and eight from the foul line to finish with 18 points the last time out.

Trying to catch up at CSB is Letran, which is currently at joint second with Mapua on 5-2 cards and could close in even further if it could hurdle an ageold nemesis—defending champion San Beda—at 2:30 p.m.

The Knights have kept its title chase going after they survived the University of Perpetual Help Altas, 82-73, in triple overtime Saturday.

But they would need to handle the Lions, who have gone from predators to preys after splitting their first six assignments including a heartbreaking 72-70 setback to the Arellano U Chiefs Saturday.

Junior golfers set for intense Match Play Finals at TCC

FOR some young golfers, the challenge of The Country Club may seem overwhelming. However, others see it as the perfect proving ground to test their skills early in their careers.

Sixty-two players, who earned their spots in the ICTSI Junior PGT Match Play Finals after a grueling five-month nationwide series, will get their first taste of the prestigious course in today’s (Tuesday) official practice round.

The TCC, known for its demanding layout and reputation as one of the toughest championship courses in the country, promises to push the young competitors to their limits.

The competition officially kicks off on Wednesday (Oct. 2) with an 18-hole stroke play round to determine player rankings for the headto-head match play battles. Golfers in the 13-15 and 16-18 age categories will also begin their 18-hole match play duels in the afternoon.

Quarterfinal matches in all age divisions, including the 8-9 and 1012 categories, are set for Thursday (Oct. 3), while the semifinals, finals and third-place playoffs will take place on Friday (Oct. 4). Tee positions will be adjusted according to each age group, ensuring an appropriate level of challenge for all competitors.

At TCC, the players will have to contend with strategically placed bunkers and numerous out-ofbounds areas, particularly on the tricky No. 4. The greens vary in size but are uniformly challenging due to their sleek and unpredictable nature.

Biado turns back Aussie, rules P2.2m 9-Ball Open in Vietnam

THE Philippines’ Carlo Biado ruled the World Pool-Billiard Association Ho Chi Minh 9-Ball Open in Vietnam, defeating Australia’s Mario He,13-8, in the final showdown over the weekend.

The win earned the former world champion a prize of $40,000 (approximately P2.2 million pesos).

“I feel exhausted, but happy I won the final. Thanks to Mario for the good battle. He’s one of the best players in the world. Now, I need some rest,” Biado said after the match.

Before reaching the final, Biado had a dramatic 11-10 semifinal win against Bosnia’s Sanjin Pehlivanovic.

In a tense moment, Pehlivanovic missed a crucial eight-ball shot that could have sealed Biado’s elimination. Biado, who had already resigned to his fate, seized the unexpected opportunity.

“I thought it wasn’t my day, but I was surprised when he missed the 8-ball. I just got lucky in the semifinals,” Biado admitted.

Prior to the semifinals, Biado ousted fellow Filipinos Anton Raga (11-4) in the quarterfinals and Val Pajuay (11-3) in the Round of 16. Biado’s next competitions include the Peri and Hanoi Opens, followed by the inaugural Reyes Cup, scheduled for October 15 to 18 at the Ninoy Aquino Stadium in Manila.

Bacojo, Sebastian boost bids for PH team slots

MARK Jay Bacojo and Mhage Gerriahlou Sebastian topped their respective divisions in the semifinals of the National Chess Championships at the PACE in Quezon City and earned a chance of claiming a spot in the national team seeing action in the Bangkok Southeast Asian Games next year.

Bacojo, 18, drew with International Master Ricky de Guzman in the ninth and final round and then edged Vince Angelo Medina and Alexis Emil Maribao in tiebreaks when they emerged tied for first with 6.5 points apiece to rule the open section of this nine-round meet.

Sebastian, 19, for her part, bucked an early opening round defeat by scoring seven points in the last eight rounds in emerging the solo champion in the distaff side and leading the charge to the finals tentative set in December also at the PACE.

Joining Sebastian in the finals were Allaney Jia Doroy, Vic Glysen Derotas, Cherry Ann Mejia and Bonjoure Fille Suyamin.

In the finals, the five qualifiers will clash against Woman Grandmaster Janelle Mae Frayna, WIMs Jan Jodilyn Fronda and Bernadette Galas, Woman FIDE Master Shania Mae Mendoza and Ruelle Canino, who took the Group B gold medal in the 45th FIDE Chess Olympiad in Budapest, Hungary a month ago.

In the men’s Medina, Maribao along with Phil Martin Casiguran and De Guzman made the cut and will compete in the finals against a field that will include Olympiad veterans newly minted

ONE-ON-ONE dance battles, a DJ playing spontaneous tunes, and the crowd deciding the winner—that’s what the finalists were up against at the local finals of Red Bull Dance Your Styles on Sept 28. At the legendary Kilometer Zero in Luneta Park, big moves and huge energy turned the evening into a feel-good showdown between the dancers.

Klockwise, known for his locking and freestyle moves, emerged on top. He will represent the Philippines at the Red Bull Dance Your Style World Finals to be held in Mumbai, India on November 9. Hailing from Valenzuela, Klockwise bested 15 other dancers of various styles across the Philippines, beating three on his way to the crown.

Unlike most dance competitions, Red Bull Dance Your Style

sees the crowd choosing the winner during a battle between two dancers instead of a panel of judges, with an extra round often called to break a tie.

“I’m so happy,” he said in a statement. “I’ve gone through a lot from the Manila qualifiers, to the finals. I’m so grateful that I got to experience this. Thank you Red Bull and to the whole dance community.”

Klockwise has continuously honed his craft with his determination through rehearsals and competitions, always pushing to grow his talent and learn new skills. He was out of words when he was asked about his upcoming participation in the World Finals.

“I can’t think about it just yet. It might take some time for it to sink in, but the opportunity is mine, so I will fully grab it. I will happily represent the dance community and the entire Philippines in the World Finals,” he added. .

The independent survey, conducted between Sept. 15 and 19, 2024, involved 1,500 Filipino registered voters.

While Filipinos are less optimistic about the national economy, they remain relatively positive about their personal finances.

weakening of the country’s current state and a growing sense that the government is not heading in the right direction.

The survey found that 36 percent of respondents believe the country is in a strong state, down from 38 percent in the second quarter and 43 percent a year ago. Thirty percent say the current state of the country is weak, up from 26 percent in the second quarter. Thirty-four percent say the current state of the country is neither weak nor strong.

The third-quarter PAHAYAG survey found that 53 percent of respondents believe the economy will improve in the coming quarter, down from 58 percent in the second quarter and 57 percent a year ago.

About 21 percent expect the economy to worsen, up from 19 percent in the second quarter and 22

Sixty-two percent believe their household financial prospects will improve in the next quarter, down slightly from 64 percent in the second quarter but similar to a year ago.

StB Giga opens P7-b advanced battery plant in New Clark City

STB GIGA Factory Inc. inaugurated a P7-billion battery production facility in New Clark City in Tarlac province, representing a landmark investment that will support the Philippines’ transition to clean energy.

President Ferdinand Marcos Jr. led the launch of the country’s first advanced lithium iron phosphate battery manufacturing plant which was completed in just six months.

The facility is the first of three planned buildings. “We are proud that we got it done. But I’m quite impressed with StB Giga that they were able to do this in such a short time,” the President said in an interview.

He said the plant would support the country’s growing electric vehicle (EV) market, further reducing reliance on imported fuels.

“This investment sends a message to the world, [that] the Philippines is now ready to innovate [and] lead to become a go-to destination for high-tech, high-impact investments,” he said.

StB Giga Factory, positioned as the Philippines’ first true renewable energy company, will utilize cutting-edge battery technology crucial for stabilizing renewable energy grids and enhancing energy security.

“To see this project come to fruition after just a few months is a clear vote of confidence in the Philippine economy and the Filipino talent. An investment as big as this conveys one message, that Clark is able and ready to welcome more investments from various sectors across the globe,” said BCDA president and chief executive Joshua Bingcang.

The facility’s establishment will open up about 2,500 direct and indirect jobs for Filipinos once they reach their full production capacity by 2030.

THE Department of Energy (DOE) said Monday it will implement a 3-percent coco methyl ester (CME) blend in all diesel fuel on Oct. 1, 2024 to promote economic growth, foster environmental stewardship and support cleaner energy utilization.

It said this marks an increase from the current 2-percent CME blend.

The blend will further increase to 4 percent by Oct. 1, 2025 and 5 percent by Oct. 1, 2026.

The agency said the higher CME blend would benefit coconut farmers, biodiesel producers and other stakeholders in the coconut industry with around 900 million additional coconut nuts to produce 100 to120 million liters of CME requirements to satisfy a 1-percent mandatory increase in CME blend.

THE Securities and Exchange Commission (SEC) is looking to create a futures market in the Philippines to provide more options for investors and enhance the capital market.

The SEC said it held a training workshop on derivatives regulation, in collaboration with the United States Commodity Futures Trading Commission (CFTC) and the Asian Development Bank (ADB). The workshop took place from Aug. 12 to 16 at the SEC headquarters in Makati City.

The CFTC, represented by deputy

director Kevin Piccoli, helps countries develop their own commodities markets.

SEC commissioner McJill Bryant Fernandez said the training supports efforts to create regulatory frameworks for commodity futures and an electricity derivatives market, which are essential for deepening capital markets.

“The Derivative Market Oversight and Regulatory Scheme complements our ongoing efforts to develop regulatory frameworks for commodity futures and an electricity derivatives market, in pursuit of our mandate to deepen capital markets,” Fernandez said in his opening remarks.

It said consumers would benefit with an increase in mileage from the average of 10 kilometers per liter of diesel to less than 11 kilometers.

The DOE said an on-road test covering 30,000 kilometers with a 5-percent CME blend demonstrated a 10-percent improvement in fuel mileage.

Based on the average diesel pump price of P54.70 per liter during the period of Sept. 24 to 30, 2024, the

higher CME blend results in estimated savings of P0.50 per liter. These savings are expected to offset any potential increase in pump prices due to the 1-percent rise in the CME blend, the DOE said.

Energy Secretary Raphael Lotilla announced last year he received a directive from President Ferdinand Marcos Jr. to increase the CME blend, which could be accommodated by the supply of feedstock.

First Gen readies plants conversion to hydrogen fuel

FIRST Gen Corp. of the Lopez Group is preparing its natural gas plants to run on other emission free-fuel such as hydrogen once it becomes economically viable, its top executive said.

“This early though, we are looking at new technologies and alternative fuels to repower our natural gas plants, consistent with our own commitment to Net Zero by 2050,” Federico Lopez, First Gen chairman said at the sidelines of a recent forum hosted by the Net Zero Carbon Alliance (NZCA).

First Gen owns and operates in Batangas four natural gas-fired power plants with 2,017 megawatts of combined capacity, making the company the owner of the country’s biggest fleet of gas plants.

It also plans to develop in Batangas another gas-fired plant with 1,200MW capacity.

He said the process of producing hydrogen was getting cheaper, and the company was preparing for the time when hydrogen’s cost would become competitive.

“As it [falling hydrogen price] comes you will be able to do it; [so] you prepare for it,” he said.

He said there is no immediate plan to use or blend hydrogen to its gas plants because hydrogen is “expensive today; so, we probably wouldn’t do it today.”

Lopez said that if First Gen would put up new gas-fired power plants, “it will make sure that these plants can at some point in the future run on 100 percent carbon-free fuel.”

He said First Gen was also working with equipment suppliers for ensure the power plant’s flexibility and extend its shelf life beyond 2050.

“Natural gas has the ability to do two things: it can generate a kilowatthour with half the emissions of a coal plant. Secondly, as more and more [REs] come into the grid, [which are] intermittent, you will need to have power plants that can ‘load follow,’ [or] that can ramp up and down very quickly. SOUND management practice dictates that a would-be project developer first examine his resource base before commencing the development of the project. The examination would reveal the extent of the resources – physical, demographic, financial and intellectual – available for the project and the quality of the resources.

The project can be the development of an economy, the establishment of an institution or the starting-up of a business endeavor. Obviously, the resource-based examination process is most rigorous when the project to be developed is a national economy.

The most important resource of any state is land. The importance is greatest in the case of a state like Monaco and Singapore and is of a lower level in a country like the US or Australia. Fully appreciating the importance of a resource-based examination for the development of an economy, one of the first decisions made by the Chiang Kai Shek-led Nationalist group when it was driven out of China in 1949 was to commission one of the best US management consulting firms to undertake

efforts to reduce the environmental impact of MICT’s operations, which include investing in hybrid rubbertired gantries that require less fuel and generate cleaner emissions,” said MICT chief operating officer Christian Lozano.

“We hope to handle more green ships as the industry moves towards decarbonization,” he said.

MICT’s efforts to minimize its environmental footprint have been recognized by the Asia-Pacific Economic Cooperation Port Services Network with a green port status.

Recent initiatives include improved wastewater management, circular economy practices, and biodiversity protection.

The CMA CGM Passion is also the largest capacity boxship handled by MICT to date. MICT is wellpositioned to enhance the country’s foreign trade by promoting stronger trade connectivity and making the

a survey of Taiwan’s economic resources. The salient finding of the survey was that Taiwan, a mountainous island, had comparatively little agricultural land.

The same situation was true of the foundation years of the state of Israel. The new national government of David Ben-Gurion realized that the expected influx of Jews into the newlyestablished Jewish homeland would place great pressure on Israel’s physical resources –especially its land – so it quickly went about determining what Israel’s resource endowment consisted of. To augment Israel’s limited arable land, it made the Negev Desert bloom.

It is a reality of life that the more one has of something, the less attention one gives to its use, conservation and growth. The city-state of Singapore knows how limited its resource endowment is, so it places great emphasis on planning and regulating the use and conservation of its physical resources.

This country represents the obverse of that reality. Obviously believing that the Philippines will have unlimited physical resources for a long time to come, our economic policymakers

– Congress and the concerned Executive departments – appear indifferent, perhaps even hostile, to the idea of determining this country’s resource endowment and planning for the resources’ places in the development and growth of the Philippine economy.

We need to know how much land is still available for agriculture, for housing and urban development, for industrial use, for forest reservations, for recreational and green spaces and for all the other activities that a diversified growing economy needs. The best approach to providing for the development and growth of all those sectors of the Philippine economy is the passage of a law calling for the planning of land use in this country.

A land use bill had been filed in every session of every Congress in the last three decades, but not one has gone beyond first reading. Another

land use bill has been filed in the current Congress; its fate is unlikely to be different. There are three Executive departments most closely concerned in the land-use issue. These are the National Economic and Development Authority (NEDA), the Department of Agriculture (DA) and the Department of Environment and National Resources (DENR). I have a common question for Secretaries Balisacan, Laurel and Loyzaga. The question is this: How is it possible for your departments to do a good job of policy planning without a law regulating land use in this country? I haven’t seen any of you pushing hard for the passage of any of the land use bills that have been filed. The Philippine economy does not have the luxury of time. The clock is ticking. The size of the Philippines (around 30 million hectares) is fixed, but the nation’s population (now around 117 million and growing annually at a 1.9 percent clip) is not.

This country cannot properly plan its economic future without a Land Use Act. President BBM needs to certify the current land use bill as urgent. (llagasjessa@yahoo.com)

PH farmers worried over impact of lifting ban on India rice exports

FILIPINO farmers expressed concern over the potential impact of India lifting its ban on rice exports, fearing it could lead to higher retail prices for imported rice in the Philippines.

PRESIDENT Ferdinand Marcos Jr.

proclaimed two new economic zones, revitalizing the economic landscape in Cavite province.

Proclamation No. 669 expands the existing Gateway Business Park by an additional 2,898 square meters, allowing for a new metalwork company to set up shop and contribute to the region’s industrial growth.

The P380-million expansion highlighted the government’s commitment to investing in infrastructure that attracts businesses and creates jobs.

The Gateway Business Park was home to 28 companies as of June 2024, generating about $430 million in exports and providing employment to over 29,000 Filipino workers. Meanwhile, Proclamation No. 677 establishes the brand-new NDC Industrial Estate, spanning over 191,000 square meters.

The P343-million project has three locators to set up soap and detergent production, renewable energy and electronics manufacturing. Both economic zones are located in General Trias, Cavite.

PEZA director-general Tereso Panga said the new developments are crucial in attracting investments, generating high-value jobs, and fostering industrial growth.

“The expansion of Gateway Business Park and the creation of NDC Industrial Estate are crucial steps in boosting economic activity in the region. These projects attract more investments and generate high-value jobs for Filipinos. In the long run, this will significantly contribute to the country’s industrial development and our goal of becoming a regional hub for manufacturing and innovation,” he said. Othel V. Campos

land, there’s no guarantee the pricing would remain stable.

“It is only a minimum, so actual selling prices could be higher,” said FFF national manager

Raul Montemayor.

He said that historically, Filipino importers were hesitant to purchase Indian rice despite its competitive pricing.

Factors like quality concerns and reliability issues led them to favor rice from other countries like Pakistan.

The FFF said the lifting of India’s export ban could trigger a chain reaction in the global rice market. The increased supply might lead to a

softening of international rice prices.

The decision comes with a minimum export price set at $490 per ton, or roughly 10 percent lower than comparable prices from Thailand and Vietnam.

India is expected to resume supplying African and Middle Eastern countries, potentially decreasing demand for rice from Asian exporters like Thailand and Vietnam.

Meanwhile, the decrease in demand may force exporters to lower their prices to remain competitive, ultimately benefiting Filipino importers with lower overall import prices, the FFF said. Mabuhay Vinyl completes P630-m

DA bans imported birds from France over avian flu

THE Department of Agriculture (DA) announced on Monday a temporary ban on the importation of domestic and wild birds as well as related products from France which reported an outbreak of avian influenza in early August.

Agriculture Secretary Francisco

Tiu Laurel Jr. issued Memorandum Order 40 on Sept. 27, 2024, which prohibits the entry of live poultry, poultry products, and by-products, including day-old chicks and semen from France.

“We are imposing the ban as a preemptive measure to stop the entry of infected birds and their by-products

into the country. This step will prevent the spread of the virus that could have a devastating impact on the local poultry industry,” Tiu Laurel said.

The DA issued the decision after France notified the World Organization on Animal Health (WOAH) of the outbreak of highly pathogenic avian influenza (HPAI) in Saint-Malo, Ille-et-Vilaine, Bretagne on Aug. 7, 2024, which was later confirmed by laboratory tests.

The Bureau of Animal Industry (BAI) suspended the issuance of sanitary and phytosanitary (SPS) import clearances for shipments originating from France.

Only birds slaughtered or products processed before July 25, 2024 will be permitted entry into the Philippines.

Veterinary quarantine offices will intercept and confiscate shipments of wild and domestic birds, eggs, semen, poultry products and by-products from France, except those that have undergone heat treatment.

The DA indicated that the import ban would remain in effect until further notice.

Groups sound alarm over easing telco rules under ‘Konektadong Pinoy’

THINK tanks and advocacy groups are sounding the alarm over potential national security risks associated with the proposed Konektadong Pinoy Act, even as the bill continues to garner widespread support.

This developed as financial and trade institutions are rallying for the bill’s passing, noting that loosening the country’s restrictions on telecommunications players is key to advancing the Philippines’ digital infrastructure and coverage.

“While these are objectives that need urgent action, the bill, upon closer scrutiny, threatens to compromise national security, undermine the integrity of the country’s radio frequency spectrum, which is a critical and finite natural resource,” Citizen-

MABUHAY Vinyl Corp. (MVC), the Philippines’ sole producer of chlor-alkali products, said it completed a major expansion of its Iligan City plant, increasing production capacity by 68 percent.

The P630-million investment ensures the company would meet the country’s growing demand for crucial chemicals like caustic soda and chlorine.

“As we look to the future, I am excited about the potential for more projects that will enhance MVC’s competitiveness in the industry,” said MVC president and chief operating officer Steve Pangilinan during the inauguration of the plant in August.

The expansion includes modernizing MVC’s ion exchange membrane (IEM) plant 2, the only one of its kind in the Philippines.

The facility is crucial for supplying key raw materials to various industries, including those producing consumer goods.

The expansion also improved MVC’s distribution capabilities, enhancing marine tanker capacity and depot facilities.

“As the only chlor-alkali facility in the country, we recognize MVC’s role in nation-building as the prime supplier of organic and inorganic compounds needed by many industries to transform natural raw materials into consumer goods that are important in daily life,” said BOI executive director for investments promotion services Evariste Cagatan.

The upgraded facilities also showcase MVC’s commitment to sustainability. The latest energy-efficient technologies were implemented, reducing power and steam consumption, generating steam from waste process heat, and utilizing hydrogen by-products, all contributing to lower carbon emissions.

“We are constantly facing challenges in keeping up with the increasing demand in the Philippines,” said MVC chairman and chief executive Yohei Chikamoto.Othel V. Campos

BIR supports new law vs. agriculture product smuggling

BUREAU of Internal Revenue (BIR) commissioner Romeo Lumagui Jr. declared the full support of the agency in enforcing the recently-signed Republic Act No. 12022 or the AntiAgricultural Economic Sabotage Act. This landmark legislation will be added to the different enforcement activities of the BIR against illicit trade, he said.

“The BIR will deploy all revenuers needed to fully enforce the AntiAgricultural Economic Sabotage Act. The BIR supports the stance of the national government in protecting the agriculture sector. Agricultural smuggling as economic aabotage is an attack against our financial system. It destroys the livelihood of farmers. It contributes to the higher price of basic commodities. It is tax evasion of the highest order,” Lumagui said.

RA 12022 provides that smuggled tobacco includes that of tobacco that is not compliant with the prevailing processes and requirements of the BIR. This covers unmanufactured tobacco and manufactured tobacco.

The latter refers to cigarettes, cigars, heated tobacco products, vape or any product containing tobacco that is intended for smoking, heating, puffing, oral or nasal use.

Watch co-convenor Orlando Oxales said in his column posted on the organization’s Facebook page.

SB 2699, if passed, will eliminate the need for congressional franchise for telecommunication companies, which diminishes the regulatory powers of the National Telecommunications Commission (NTC) and would lead to the exploitation of the country’s spectrum allocation, CitizenWatch said.

Oxales said the bill would open up security issues more than help the country improve its internet reach and speeds. He related the bill to opening up the country to Philippine offshore gaming operations (POGOs) or online gaming, which resulted in security concerns.

The sale of tobacco products at a price 30-percent below the daily price index raises the presumption that acts of smuggling were committed.

The mere possession of smuggled agricultural products in any warehouse, vessel, transport and other storage areas would be considered as prima facie evidence of agricultural smuggling as economic sabotage.

The penalty to be imposed against a person who commits Agricultural Smuggling as Economic Sabotage could reach that of life imprisonment and a fine five times the value of the agricultural product. It is a non-bailable offense.

“The BIR will continue its fight against Agricultural Smuggling, whether that should involve the smuggling of tobacco, cigarettes, vape, or other agricultural products. We have conducted nationwide raids. We have raided festivals. We raided warehouses even at night. We will not stop until we eradicate all forms of illicit trade,” Lumagui said.

BSP, BAP agree to enhance peso swaps market

THE Bangko Sentral ng Pilipinas (BSP) teamed up with the Bankers Association of the Philippines (BAP) to enhance the country’s capital market through two key initiatives.

These initiatives aim to establish a more robust peso interest rate swaps (peso IRS) market and introduce a repo market for government securities.

They seek to create a smoother yield curve that accurately reflects market consensus and facilitates the pricing of credit instruments with varying maturities.

Loan pricing is based unevenly on yields of thinly traded government securities. Given this challenge, the industry pursued initiatives to help build more robust benchmarks across maturities.

The BAP will create the enhanced peso IRS overnight reference rate (ORR) based on the BSP’s variable overnight reverse repurchase rate (RRP), which is set in an active daily auction.

CREDIT card-related complaints in the Philippines surged 45 percent in the second quarter of 2024 compared to the first quarter, according to data from the Credit Card Association of the Philippines (CCAP).

The CCAP reported 4,161 credit card complaints during the period, accounting for 23.65 percent of all consumer complaints received.

Account management issues, such as difficulties accessing accounts, card applications and card activations, made up 55.5 percent of total complaints, up from 37.2 percent a year earlier.

“Most consumer complaints are related to credit card management and customer service, which underscore the need for the industry to pay closer attention to consumer feedback,” said CCAP executive director Alex Ilagan.

The top three complaint categories were account management, interest rates and fees and unauthorized online transactions. Account management complaints alone increased by 45 percent from the previous quarter.

Chemrez now running P10.5-b plant at full capacity with 3% biodiesel

CHEMREZ Technologies Inc., a subsidiary of D&L Industries, is running its coco-biodiesel plant at full capacity on rising orders from oil companies after the government set a 3-percent blend (B3) starting October 2024. D&L president Dean Lao Jr. said in a news briefing the new P10.5-billion plant in Batangas might repurpose some production lines in newlyopened Batangas plant for other products if the blend increases to 4 percent (B4) next year and 5 percent (B5) by 2026. Lao said its existing plant in Libis, Quezon City produces 90 million liters annually versus industry require-

ment of 250 million liters annually.

Aside from repurposing some of its production lines, Lao said the company may also build a new biodiesel factory, but it needs to calculate the return on investment for the planned expansion.

“We have to weigh carefully which will be more beneficial for us to expand,” said Lao.

As the largest biodiesel manufacturer in the Philippines, Chemrez expects the 3-percent blend to boost biodiesel volumes by 50 percent, which could improve profits for the industry.

Globe allocated about $20 million to enhance its spam and scam SMS detection and blocking systems to prevent fraudulent messages from reaching consumers.

Account management issues include difficulties accessing accounts, card applications, activations, cancellations, non-delivery of cards or statements, and challenges with rebates, promotions, rewards, account updates and unposted transactions.

“An increasing number of consumers are engaging with their credit card issuers to seek better support in managing their accounts, reflecting a growing awareness of credit management,” he said.

CCAP said it continues to work with its members to improve processes such as card applications, activations, billing, and rewards to enhance customer satisfaction and clarity.

CCC pushes for more car-free areas, eyes sustainable transport options

THE Climate Change Commission (CCC) wants additional and permanent carfree spaces across Metro Manila to create healthier and more livable neighborhoods.

The body also pushed for efficient public transportation systems to reduce reliance on private vehicles and provide sustainable mobility solutions.

CCC cites role of doctors amid weather woes

DAVAO CITY―The Climate Change Commission (CCC) recognized doctors as crucial allies in the fight against climate change during a recent national convention.

The CCC also cited the vital roles of doctors in preparing communities for climate disasters and emergencies.

At the recent Midyear Convention of the Philippine College of Chest Physicians (PCCP), hosted by its Southern Mindanao Chapter (PCCP SMC), the CCC stressed the need to address climate change through intersectional approaches and sustainable adaptation strategies.

“Climate change affects human health both directly and indirectly,” said CCC Commissioner Rachel Anne Herrera. “Extreme weather events increase the risk of vector-borne diseases, waterborne infections, and heat-related disorders.”

Herrera said doctors understand the links between health outcomes and environmental factors, which shows that combating climate change requires a collective effort. “We must make our healthcare system more climate-resilient,” Herrera said. “With stakeholders and frontliners like you on our side, we can achieve this goal.” CCC News

The CCC said replicating car-free Sundays in other areas and integrating them into Metro Manila’s urban design would make the capital region a sustainable metropolis.

“These initiatives, though shortterm, serve as models for permanent change. We must embrace sustainable transport solutions, reduce vehicle emissions and foster healthier lifestyles. Metro Manila can move toward becoming a cleaner, more resilient, and people-centered region,” said CCC vice chairperson and executive director Robert E.A. Borje.

Borje cited the broader implications of sustainable transport, stating, “The transition to car-free zones is a critical part of our climate agenda. Every step

we take to reduce carbon emissions contributes to our collective fight against climate change. Creating sustainable cities is not only a necessity but a responsibility.”

Metro Manila’s car-free initiatives offer a glimpse into a future where streets belong to people, not just cars. The CCC urged all Filipinos to embrace sustainable practices, prioritize public and active transport, and advocate for a cleaner, healthier and climate-resilient nation.

World Car-Free Day, celebrated every September 22, serves as a global reminder of the benefits of fewer cars on the streets. Originally conceived in the 1970s and popularized in the 1990s, the movement highlights how changing transportation habits can positively

to analyze data from trash collected during coastal cleanup

THE Department of Environment and Natural Resources (DENR) will review all the data gathered during the recent coastal cleanup program to better understand the types of waste affecting the country’s waters.

The agency said the data will guide future conservation, waste recovery and resource utilization strategies, while the collected trash that can be recycled will be brought to the nearest local Materials Recovery Facility (MRF).

President Ferdinand Marcos Jr. earlier blamed climate change and common trash disposal practices as the culprits of extensive flooding in Metro Manila, following the National Disaster Risk Reduction and Management Council (NDRRMC) report that Typhoon Carina in August had brought about 13 landslides, causing the evacuation of more than 600,000 people, and the

deaths of 14 in the country.

The Philippines, meanwhile, surpassed its International Coastal Cleanup (ICC) records during the activity conducted by the DENR last week in 250 coastal sites across the country to raise awareness about the impact of plastic pollution on marine life and ecosystems.

From 35,000 volunteers last year, the DENR recorded 74,075 volunteers from 1,913 government, academe, and private sector organizations.

From the northernmost Pasuquin municipality in Ilocos Region to the southernmost Gian municipality in Socksargen Region, volunteers of all ages gathered at beaches, riverbanks and coastlines and meticulously collected a total of 352,479 kilograms trash and debris, ranging from plastics to other waste materials during last week’s cleanup. UNDP initiates development of climate finance strategy for PH

THE United Nations Development Program (UNDP) is set to develop a comprehensive strategy for climate finance in the Philippines, marking a landmark effort to consolidate financing solutions for climate change action in the country.

UNDP and the Department of Finance (DOF) in a strategy workshop led the Inter-Agency Task Force on Sustainable Finance or “Green Force” and other stakeholders to advance the climate finance agenda from public, private, and alternative sources for climate action.

“The effects of the recent typhoons remind us why Sustainable Development Goal No. 13 or Climate Action is urgently needed in the Philippines. Aside from adaptation and mitigation measures across infrastructure, industry, agriculture, energy, and transportation, the climate crisis also demands financing to make all these actions possible,” said Dr. Selva Ramachandran, UNDP Philippines resident representative.

transform our cities and lives.

Metro Manila, one of the most densely populated cities in the world, has long struggled with urban challenges. The metro’s congested streets contribute to environmental degradation and reduce residents’ quality of life.

Manila placed 60th out of 65 cities in the Urban Mobility Readiness Index (UMRI) 2023. The index assesses the readiness of cities for future mobility trends across social impact, infrastructure, market attractiveness, system efficiency and innovation.

With over 506,000 registered vehicles, Metro Manila experiences crippling traffic jams, especially during peak hours.CCC News

The UNDP bared the financing strategy through the Climate Finance Network (CFN) and the Accelerating Green and Climate Finance (AGCF) Project funded by the United Kingdom Foreign, Commonwealth and Development Office (UK-FCDO) and the Canadian government, respectively. At its core, the Climate Finance Strategy connects funding to action. It aims to mobilize resources for climate action projects, consolidate funding from disparate sources, align public spending to the national development agenda and encourage climate-friendly investments and innovations from the private sector. The new strategy carves out a financing program from the Sustainable Finance Roadmap by the Green Force to focus on climate finance solutions. It also builds on funding opportunities for projects drawn from the National Adaptation Plan (NAP) and the Nationally Determined Contributions (NDCs) Implementation Plan by the Department of Environment and Natural Resources (DENR) and the Climate Change Commission (CCC). David Young strums his way to success with upcoming EP

RISING singer David Young couldn’t contain his excitement as he shared his experience as one of the guest performers at Pop Diva Kuh Ledesma ’s Kuh Sings Her ABCs concert last August.

“It was a very, very big performance for me, a huge milestone. Not only was it an amazing experience on stage, but also off the stage. Being around Miss Kuh, who has such a lovely personality, was a wonderful experience,” David shared.

The 19-year-old singer also expressed his gratitude to the veteran artist for her mentorship as he explores the local music scene.

“I’d like to give a big shout-out and thank Miss Kuh Ledesma for all the lessons she taught me. I will carry them with me throughout my career,” said David.

Recently, the Filipino-American jazz singer signed an exclusive contract with ABSCBN’s record label, Star Music. Shortly after, he released his debut single, “Long For Your Love.”

Now that he’s officially signed, Young has set his sights on launching a full EP, which will feature a mix of cover songs and original tracks that he’s written and composed himself.

When asked about the type of songs he plans to include, the up-and-coming singer said he wants a balance of slow and upbeat tracks.

“If I had to choose, I’d want the songs

to have heartfelt lyrics, but also be fun musically. Some slow, some more danceoriented because I love dance music.

Upbeat – that’s the word I’m looking for. Those are the kinds of songs I’d want on the EP,” he explained. As for his original compositions, Young revealed that he draws inspiration from literature and poetry.

‘The Wild Robot’ short circuits

THE Wild Robot , the animated science fiction tale of a machine surviving on a deserted island, topped North American box offices this weekend, ending the three-week reign of Beetlejuice, Beetlejuice , industry watchers said Sunday.

The DreamWorks Animation film took in $35 million in the Friday-through-Sunday period, industry watcher Exhibitor Relations estimated. Oscar-winner Lupita Nyong’o is the voice of the intelligent robot Roz, who is marooned on an uninhabited island when a typhoon upends a cargo ship.

In order to survive, Roz must befriend a menagerie of woodland animals perplexed by her arrival and become the adoptive mother of an orphaned gosling named Brightbill. Beetlejuice, Beetlejuice slipped to second place in the rankings after three weeks on top, this time taking in another $16 million, for a four-week total of $250 million in revenue, Exhibitor Relations said.

Michael Keaton again incarnates the creepily hilarious title character, in a cast including Beetlejuice veterans Winona Ryder and Catherine O’Hara, plus newcomers Jenna

Ortega Justin Theroux, Monica Bellucci, and Willem Dafoe

The weekend’s biggest loser may have been Francis Ford Coppola’s Megalopolis, which made its box office debut with a weak $4 million.

The film – a wildly ambitious and divisive epic – saw Coppola spend $120 million of his own money to make it, selling a stake in his California vineyard. At third for this week was the animated action film Transformers One, the latest installment in the franchise based on the 1980s toy line. It posted a take of $9.3 million this weekend.

Fourth place went to the new Telugu-language movie Devara Part 1 – an action drama film about two brothers who become enemies, filmed in the regional Indian language – with a take of $5.6 million. In fifth was Speak No Evil, a new psychological horror film from Blumhouse and Universal Pictures, which took in $4.3 million.

Rounding out the top 10 were Megalopolis with $4 million, Deadpool and Wolverine at $2.7 million, My Old Ass earning $2.22 million, Never Let Me Go with $2.2 million, and The Substance bringing in $1.8 million. AFP

“I grew up reading books, and I think that became a source of inspiration for me. I take little bits from poetry, and that’s where a lot of my ideas come from,” he shared.

As a newcomer, he also expressed his appreciation for ABS-CBN Music’s creative director, Jonathan Manalo, who has guided him through the music-making process.

“Being surrounded by professionals like Sir Jonathan and witnessing the production process firsthand has been invaluable. I’ve also been lucky enough to be around other talented artists like Jeremy Glinoga,” he added.

“I’ve already had the opportunity to learn from some incredible artists, and I’m excited to keep absorbing little bits of knowledge from them. That’s really what I’m most excited about -- continuing to learn from these greats,” Young concluded.

GMA Public Affairs’ bimonthly documentary program, The Atom Araullo Specials , has secured another major victory for the network. The episode “Hingang Malalim” earned the Silver Dolphin Trophy at the Cannes Corporate Media and TV Awards in France. First aired in 2023, The Atom Araullo Specials: Hingang Malalim explored the lives of pearl divers in Sulu, particularly focusing Tatay Bulloh , a diver who risks his life in search of pearls to support his family.

FASHION designer Leo

Almodal made his debut at Paris Fashion Week with a runway show featuring his Golden Couture Masterpieces collection.

Combining opulence and classic Baroque styles, Almodal’s creations showcased stunning gowns in gold and white, adorned

Almodal’s runway show took place at The Westin Paris in Vendome, France, on Sept. 29.

ACTRESS and fashion icon Heart Evangelista continues to make an impact on the international fashion scene, first appearing at Milan Fashion Week and later participating in Paris Fashion Week.

Heart walked for prominent brands, including Versace and Dolce & Gabbana, showcasing high-end luxury fashion. Her presence at these events has garnered attention not only from the fashion world but also from affluent Filipinos who closely follow her style choices. Reports suggest that some of her followers turn to online sellers to purchase similar items.

Heart’s influence on the luxury market extends beyond the Philippines. As awareness of these brands grows in other parts of Asia, her continued involvement in global fashion shows has contributed to her increasing number of endorsements.

Meanwhile, beauty queen Pia Wurtzbach also appeared at L’Oréal Paris Le Défilé. However, social media users quickly pointed out that Pia was not the first Filipina to walk the runway for the Paris-based beauty brand. Netizens noted that actress Leyna Bloom was actually the first Filipina to walk for L’Oréal, alongside Stephanie Valentine, also known as Glamzilla.

THERE is a new social media application called Libre, designed to encourage generosity and connect people by allowing them to share useful items with others.

The app promotes the idea that what may no longer be valuable to one person could be a treasure for someone else.

Imagine coming home and looking around your house – likely, you’ll find many items you no longer use, gathering dust or rusting away in storage. These could include an old stroller, a bicycle too small for your child, outdated encyclopedias, old but wearable clothes, or even shoes that no longer fit. You might also find a television replaced by a newer model, reference books that could help struggling students, or used furniture and electronics.

Libre makes it easy to share these items with others in need. The app is not for commercial transactions. Instead, Givers post items they’d like to donate, and Takers, who are interested in those items, can reach out in real-time to arrange pickup or delivery through a logistics service of their choice.

It is important to highlight these names, as many local celebrities are striving to break into a world that was once only a dream for many. In addition to Heart and Pia, who represent the Philippines in the global fashion arena, attended Milan Fashion Week, and Sarah Lahbati, Max Collins attended Paris Fashion Week this year, are

The app is available for iOS and Android users, who can download it through the App Store or Google Play. Registration is free, and both individuals and companies are welcome to join. For those who want to learn more before signing up, the app’s website offers additional information.

Libre’s terms of service are clear: members can post new or pre-owned items that are still usable, and Takers can claim these items for personal use, not resale. Members are prohibited from sharing or posting certain items, including firearms, hazardous materials, currency, and perishable goods.

The app strictly prohibits selling items obtained through the platform. If a Taker is found to be selling shared items, their membership will be revoked. The platform relies on reports from members to ensure that everyone adheres to the rules. Libre administrators actively monitor the app to enforce these guidelines, removing inappropriate items or users as necessary. Questions about Libre’s legitimacy have been raised, but the story of Belle Quiao from Bacoor, Cavite, is proof of the app’s success. Belle saw a desktop computer posted on Libre and arranged to pick it up for her grandson’s online classes. Despite initial doubts about the app’s legitimacy, she coordinated with the Giver through the app, and the computer was delivered to her via Lalamove within an hour. What if the Taker decides to sell the item? We may never know. Our admin staff closely monitors the site and appreciates any information regarding such situations.

We have to rely on the belief that there is inherent good in every individual and hope that all will see the value of this application and not use it for personal gain. If we discover that certain individuals use the application for commercial purposes, our administrative staff will promptly remove the member from the site and ban them from membership.

Our administrative staff welcomes feedback or reports of this nature or any perceived violations so they can be addressed swiftly, as they have strict instructions to remove members who violate the terms and conditions.

Libre currently has three charitable institutions that have happily agreed to be part of the app: Tanging Yaman, Seniors Faith Club, and Gawad Kalinga. Posted items can be given to these charitable institutions through our site, and donations will be duly acknowledged. We believe that Libre is the only application of

IN AN interview with Manila Standard Life , Lovi Poe elaborated on how her latest film trains the spotlight on Filipino fashion. She said, her outfits are a collection of traditional garments with modern interpretations of classic designs.

During an intimate meeting with the press, Poe made a striking entrance, dressed in flowy white trousers paired with a woven tube top embellished with a large flower as the centerpiece. Her outfit’s intricate, handcrafted details mirrored the aesthetic sensibilities featured in the movie, where contemporary fashion is woven with Filipino cultural elements.

“I just bought it from a store at Rockwell, and I thought it would complement the fashion we have in the film,” Poe said. “This top reminded me of our banig (woven mat).”

Lovi credits the film’s director, Connie Macatuno , for being meticulous in selecting the wardrobe for the cast. Macatuno, who also has her own fashion line called Lokal, ensured that every outfit aligned with the movie’s theme of celebrating Filipino artistry.

“You know, I really like how our director was so particular about the fashion in the movie, from my dresses to those worn by my co-actors, JM de Guzman and Jameson Blake ,” Poe added. “Her collection, Lokal, is featured prominently in the film.”

Guilty Pleasure centers on three ambitious lawyers who face the challenges of love, betrayal, and professional ambition. Poe plays Alexis Miranda, a skilled attorney who takes on her former colleagues in a high-profile rape case. The film’s fashion choices are closely tied to the characters’ arcs, particularly Alexis, who is portrayed as a strong and empowered woman.

“It’s my first time playing a lawyer, and

the character is very empowered,” Poe said of her role. “The fashion really helps in showing her strength, especially when she’s in court.”

Supporting local brands

Poe has long been a supporter of Filipino designers. During the interview, she emphasized the importance of promoting local fashion and expressed her admiration for the modern takes on traditional clothing seen in the local market.

“I always go to Katutubo, the popup market by Bench that features local designs,” Poe said. “I’m especially drawn to the modern Filipiniana they sell. I think we should push harder because we have great products—the ternos , the barongs especially when we give them a little twist to make them look modern.”

stop for Poe. Her passion for local fashion aligns with the overall theme of Guilty Pleasure , where traditional pieces are reinterpreted in a contemporary setting.

“You’ll see more of the kinds of fashion similar to what I’m wearing right now in the film, from the outfits to the accessories like bags and earrings,” she shared. “In the film, I play a lawyer, and our director made sure that every time my character goes to a court hearing, I’m dressed well, and we’re able to showcase Filipino fashion.”

Behind the scenes of Guilty Pleasure

The social romantic drama, written by Noreen Capili and Trisha Mae Delez, delves into the complex dynamics between three lawyers as they face personal and professional dilemmas.

Poe’s character, Alexis Miranda, owns Miranda and

Associates, a law firm, and takes on Zach Lopez, a man accused of rape. This puts her in direct conflict with the country’s largest law firm, Atticus, and her former colleagues, who represent the victim, Madison Valencia. As the case progresses, Alexis is forced to confront her own past trauma while dealing with two other significant figures in her life—Adam Lucero, the man who betrayed her, and Matthew Caliente, a young lawyer she once mentored.

The film is directed by Connie Macatuno, known for her previous work in Filipino cinema, and was executive produced by Roselle Y. Monteverde , Keith Monteverde , and the late Mother Lily Y. Monteverde Joining Poe, De Guzman, and Blake are Sarah Edwards, Dustin Yu, and Angelica Lao Guilty Pleasure unspools on Oct. 16 in cinemas nationwide.

STREETWEAR brand Illest has opened its first standalone store in the Philippines at SM North The Block, Manila.

Founded by Mark Arcenal in 2009, the brand has gained recognition for its connection to car culture and its presence in markets like the United States and Japan.

The store launch expands Illest’s presence in the Philippines, where streetwear and automotive culture have both developed strong local followings. Illest is known for its combination of fashion and automotive themes that attract streetwear enthusiasts and car aficionados.

Arcenal, who founded Illest to unite his interests in street culture and cars, said the brand’s expansion into the Philippines connects it with his heritage while tapping into a market that shares his passions. Illest has previously collaborated with

brands such as Nike, G-Shock, and Beats by Dr. Dre, building a following through its partnerships and influence on youth culture.

The new store offers exclusive merchandise and installations that complement Illest’s ties to both fashion and car culture. To celebrate the opening, the brand is releasing a limited-edition line of T-shirts, designed by Arcenal, in collaboration with RAUH-Welt Begriff (RWB), a car customization company.

The event was attended by Akira Nakai, founder of RWB, and Angie King, founder of Car Porn Racing. Both Nakai and King are recognized figures in the automotive customization world, reinforcing Illest’s association with car culture.
