The incumbent PNP chief issued the challenge to his predecessors in reaction to retired police colonel Royina Garma's revelation at a House Quad Committee hearing, wherein she alleged that the Duterte government sanctioned summary executions of drug personalities that were carried out by policemen.

Marbil also assured the public that the national police continues to be committed to upholding human rights despite Garma's allegation that the PNP was turned into a veritable death squad at the behest of the previous administration.
“We take these allegations very seriously. We will thoroughly investigate Garma’s claims to ensure accountability and transparency within our ranks,” he stressed.
HE Philippine National Police (PNP) is reopening its investigation into the 2020 murder of Philippine Charity Sweepstakes Office (PCSO) board secretary Wesley Barayuga.
He added that an internal probe is crucial to restore the public’s trust as the PNP conducts a “recalibrated anti-drug cam paign aimed at prioritizing human rights.”
On Sunday, PNP Chief Police General Rommel Francisco Mar bil said he ordered the reopening of the cold case after whistleblower Police Lt. Col. Santie Mendoza told the House Quad Committee that he helped carry out the killing at the behest of ex-PCSO general manager Royina Garma.
PNP chiefs who served under the Duterte presidency include; Ronald dela Rosa, Oscar Albay alde, Archie Gamboa, Camilo Cascolan (deceased), Debold Sinas, Guillermo Eleazar and Dionardo Carlos.
Mendoza narrated before con gressmen how Garma allegedly fa cilitated the PCSO official’s roadside assassination on July 30, 2020 by providing the necessary information about his schedule, details about his vehicle and the funding necessary to carry it out.
Furthermore, Marbil said measures would be implemented “to strengthen public confidence and prevent similar abuses in future operations.”
The whistleblower also implicated incumbent National Police Com missioner Edilberto Leonardo in the planning of the murder.

Roque’s wife says Quad violated privacy
MYLAH Roque, the wife of former presidential spokesperson Harry Roque, claimed that the members of the House Quad Committee were asking too many questions that she found “intrusive” and violated her right to privacy. In a Facebook post, Roque denied ignoring the summons of the panel. She said she was complying with their request for documents, but every time she did, new orders would follow that she believed no amount of information would satisfy the lawmakers.

According to Garma, Parungo handled transactions involving significant amounts of cash, apparently raising red flags with banks.
The former PCSO head further revealed that that Parungo maintained accounts at Metrobank, BDO and PS Bank for the purpose of funding the "drug war."
The Quad Comm, already investigating the intersection of illegal Philippine offshore and gaming operators (POGO), drug syndicates, and drugrelated EJKs, is now focused on tracing the flow of money that made Duterte’s drug war possible.
The next hearing is expected to delve deeper into the financial underpinnings of the anti-drug campaign, with Espino’s testimony anticipated to provide critical insights.

Romualdez led the initiative as part of the BPSF, which already served over 2.5-million Filipino families nationwide. The government spent a total of 10-billion worth of public funds to support the program in more than 24 areas across the Philippines.
Deputy Secretary General Sofonias Gabonada, Jr. said the BPSF for the creative industry extended a P5,000 cash aid to eligible beneficiaries under the Ayuda sa Kapos Ang Kita Program of the Department of Social Welfare and Development.

The Li summit was largely focused on trade, but Mr. Marcos told his fellow leaders that ASEAN and China cannot pretend that all is well on the economic front when there are tensions on the political front, a Southeast Asian diplomat said. The conference themed “Revitalizing Interfaith Engagement: Mindanao Religious Leaders Assembly,” high-

NHA signs housing pact with Dapa town
THE National Housing Authority (NHA) has signed a memorandum of agreement with Dapa municipality in Surigao del Norte, BCM Builders Inc. and Dapa Homeowners Association Inc. for a housing project that would benefit 684 DApa residents.

MARLEN Ronquillo, writing for another paper, describes the dynasties that have once more fielded their unworthy kin among the also unworthy crop (crap?) of 183 senatorial candidates that trooped to the Comelec last week, as a “confederacy of the underwhelming.” Such an eloquent description.
Over the past days when hundreds filed their certificates of candidacy for membership in the once-august body called the Senate, there have been several reactions on social media raising questions on the quality of many who filed.
There are those who ask a very real question: why is it that to be employed in government or the private sector, you need to pass civil service examinations, or be a college graduate?
Yet to be a senator or higher, you only need to be able to read and write, aside from being a natural-born citizen of the Republic, the latter qualification having been “legally” thwarted by some whose citizenship credentials have been questioned.
Well, if a Robinhood topped the senatorial games in 2022, why in the name of equality and democracy are we questioning if everyone else thinks he qualifies to be senator as well?
It’s the system, stupid. When the 1987 Constitution written by the unelected yet academically qualified wanted a parliamentary system, but decided at the last minute by one solitary vote to revert to a presidential system, they became too lazy to review the other articles and sections of their draft that were incongruent with a presidential form of government.
Which is why we have this babel called a multi-party system, where even idiots can invent political parties and use these as flags of convenience.
That is why we have a party-list system patterned after many European parliaments with no clear distinction between the “marginalized” and the “privileged” because of wealth or dynastic entitlements, usually both.
The whole government is a “confederacy of the underwhelming”, not that even a quarter of those running for public office even understand that expressive description of Marlen, thanks to the confused and confusing 1987 Constitution. Sadly, all attempts to alter its imperfections and incongruities, because illmotivated, have failed, and we have to live with a system that sucks.
Think of the gaggle of celebrities and non -performers the Alyansa ng Lumang Pilipinas is foisting upon us. It is a listing copied straight from SWS and Pulse, Octa and Laylo, and what have you. “Winnability” according to statistics is
the sole qualification. And cry when you read about the other candidates the “opposition,” however you may define their disparate groupings, have fielded as alternatives to the survey winnables. But for three or four, they are not winnable.
So likelier than not, we will be left with a Senate which will be a stronghold of dynasties, two to encore a duet, two more to make a trio.
By 2025, we will have two estranged brothers from the same patriarch, a brother-and-sister tag-team, and another brother-and-sister tandem, all from Metro Manila. Plus of course the triple treat of broadcast siblings. Nine so far.
We have to find the courage to change it.
Then we have three celluloid action stars whose dynasties so far are limited to lower house occupants and LGUs, but mark my word, soon their scions will either join their “retirable” patriarchs or replace them when the time comes. Plus a real action star in the boxing ring who has bred his own dynasty in twin provinces in the deep south.
We have one from another Metro Manila dynasty who will replace her sister. And another from its neighbor dynasty across the river.
All right, instead of writing in riddles, let me name them: Two Estrada-Ejercitos, two Cayetanos, two Villars, three Tulfos, one ‘supremo’ Lapid, one Robinhood, one Bong-duts, one Pacman, one Binay and one Abalos.
If they all win come May, as the surveys predict, we will have fourteen, and if they band together, they can elect the next Senate president from among their ranks.
All because there is no winnowing system, as where genuine political parties vet the credentials and choose by convention or a similar method, who to field as candidates for electoral office. Here, we just leave it to the Comelec to determine the “nuisance” from the serious. Pray tell, George, what are the reasons for pruning the list from 183 to 66?
Why not include the dynasts? Ah, but that is unconstitutional, n’est-ce pas?
To repeat: it’s the system, stupid.
And unless we finally find the courage to change the system and make it sane enough, we will be doomed to repeat the same over and over again, and have “bobotantes” choosing the leaders of a benighted land.
Filipino children miss education, suffer from emotional distress due to conflict, 2024 report reveals
A MAJORITY of Filipino girls affected by conflict have missed out on education and endured significant emotional distress, according to the 2024 State of the World’s Girls (SOTWG) report. Conducted by Plan International, a global child rights and humanitarian organization, the report surveyed over 10,000 children and young people across 10 countries, including the Philippines. It also provides an analysis of how conflict impacts Filipino youth, based on the experiences of 997 total survey respondents (500 girls and 497 boys) and insights gathered through 18 in-depth interviews. The findings reveal the far-reaching consequences of conflict on education, mental health, and livelihood opportunities, with girls and young women bearing the brunt of the struggle because of both their gender and age.
Educational disruption. Among the 238 Filipino respondents, 26.9% reported missing school due to conflict. The main reasons for this disruption were being forced to flee their homes (28.6%), needing to work for income (22.7%), and school closures (20.6%).
Girls and young women, in particular, have been severely impacted, often turning to informal work or starting small businesses to support their families. Fatima, a 15-year-old girl, shared how she stopped attending school when she was just 10 years old because of the ongoing violence and cannot access alternative learning programs due to the continued conflict in her area.
“Men are affected too, but women even
more so, because they are responsible for small children, and they don’t have anyone to help them care for or carry their children when we evacuate,” she said. Emotional toll on displaced youth.
The report further highlights the psychological impact of conflict, especially on young people affected by displacement and violence, with 33.9% of the 769 respondents reporting sleep difficulties, 33.6% experiencing constant worry, and 33% feeling tense.

IT’S a valid question begging for a clear answer amid the already tense situation in the West Philippine Sea between the Philippines and China over maritime rights.
And who else has been candid enough to call a spade a spade and call out the Association of Southeast Asian Nations (ASEAN) for its deafening silence on what is going on in the WPS?
It’s none other than Commodore Jay Tarriela of the Philippine Coast Guard (PCG) and spokesperson on the West Philippine Sea.
In recent remarks before Australian media, Tarriela did not hold back in his criticism of the ASEAN as a bloc for being non-committal on the simmering tension in the West Philippine Sea between Manila and Beijing.
What he told Australian journalists is that the silence of ASEAN member-nations over Beijing’s “illegal actions” in the South China Sea is detrimental to peace in the region. He expressed deep disappointment over
the lack of support from Manila’s neighbors in the face of the hostile behavior shown by Chinese forces.
“This situation serves as a reminder of how the international community has turned a blind eye, allowing China to illegally occupy maritime features and carry out reclamation activities for military purposes,” he said.
Strong words for Beijing
And more: “Allowing China to blatantly disregard the established rulesbased order threatens the very foundation that we all depend on.”
This, he warned, could “lead us back to a time when might makes right, undermining the global structures that keep human greed, savagery, and barbarism in check.”

THE theft of telecommunications cables across the Philippines is a crime that goes beyond mere inconvenience. It affects all of us in profound ways – it disrupts lives, jeopardizes public safety, and even threatens our national security. It’s time we rethought that perspective and recognized cable theft for what it truly is—an assault on our very way of life.
In 2024 alone, there have been almost 1,800 reported cases of telecommunications cable theft across the country. This isn’t just a statistic; it’s a glimpse into the serious scale of the problem. Each of these incidents, according to the National Telecommunications Commission, results in around ₱2 million in repair costs. But the real cost goes much deeper. Think about the estimated hundreds of thousands of consumers who experience service disruptions as a result. These aren’t just numbers on a report. They represent students trying to attend online classes, business owners and customers conducting transactions, and families simply trying to stay connected. For every cable stolen, there’s a story of someone’s life being thrown into chaos.
Why is this happening so often? The answer is simple: copper. The value of copper on the black market makes these cables a prime target. With current laws setting penalties at two to five years of imprisonment and fines ranging from ₱50,000 to ₱100,000, there’s little deterrent for those willing to take the risk.
In May 2024, thanks to alert citizens who witnessed and reported the incident to local police, a gang of 10 cable thieves were caught in the act of cutting wires underneath a manhole with 700 meters of copper cable wire worth P600,000.

China’s boldness in defying international law.” The South China Sea issue, he added, was not just a fight for Philippine sovereignty but “a fight for everyone.”
Further on, Tarriela pointed out that China, despite being signatory to the United Nations Convention on the Law of the Sea, had recklessly disregarded its provisions to invoke its “illegal and fictitious” 10-dash-line maritime claim.
China’s disregard of international law and the 2016 arbitral ruling, he emphasized, was “extremely troubling” as the Asian superpower had become “unreserved in using its economic and military power to advance its unlawful actions in the South China Sea.”
Concluding his remarks, the Coast Guard official did not mince words and said China “excels in rhetoric but fails to turn promises into action… Absolutely, it is jeopardizing the integrity of the rules-based international order and undermining regional peace and stability.” Strong words, indeed, but perhaps it’s what Beijing needs to hear for it to realize that its gunboat diplomacy in the West Philippine Sea is totally unacceptable and betrays Big Power arrogance and hubris.

This isn’t just the government’s job or something for telecom companies to figure out. It’s a responsibility we all share. As consumers we can report suspicious activities, advocate for better laws, and support initiatives that aim to safeguard our digital lifeline.
Protecting telecommunications networks is about more than keeping our internet up and running. It’s about securing our way of life. Every business transaction, emergency call, online class, online meetings and events, family video chat depends on these cables. So, what should we do when we witness cable theft in progress?

It’s waiting game for presidential ad interim appointees

NEWLY appointed Cabinet secretaries will have to wait for the resumption of Congress for confirmation or rejection of their appointments.
Surigao del Sur Rep. Johnny Pimentel, assistant minority leader of the powerful Commission on Appointments (CA), said the panel has already received copies of the executive appointments of Interior and Local Government Secretary Juanito Victor Remulla Jr. and Trade and Industry Secretary Ma. Cristina Aldeguer-Roque.
“We already have Secretary Remulla’s papers, but we won’t be able to tackle his appointment for now because Congress is adjourned. We are not in session,” Pimentel said.
Under the Constitution, Malacañang may issue key appointments while Congress is not in session, and such appointments are called ad interim appointments.
“Ad interim appointments have immediate effect. Thus, individuals with ad interim appointments may immediately enter upon the discharge of their functions,” Pimentel explained.
Ad interim appointments cease to be valid upon disapproval by the CA or, if not confirmed, until the next adjournment of Congress, he added.
Congress adjourned last Sept. 27 and would resume sessions on Nov. 4.

THE Land Transportation Office (LTO) has suspended the accreditation of two driving schools in Tarlac and Quezon for issuing fraudulent theoretical driving course and practical driving course certificates.
LTO chief Vigor Mendoza II warned driving schools and accredited medical clinics to desist from engaging in illegal activities including non-appearance of driving license applicants that might compromise road safety of the public. The agency suspended the operations of the MCSY Driving School based in San Sebastian, Tarlac and I-Summit Driving Academy in Lucena City, Quezon for 30 days for alleged involvement in the irregular issuance of driving licenses and student permits.
The LTO chief earlier ordered a thorough investigation into irregularities following reports about the illicit modus operandi of several erring driving schools, as well as accredited medical clinics engaged in the issuance of bogus medical certificates.

SEMIRARA Mining and Power Corp. (SMPC) disclosed plans to invest P291 billion for its coal mine expansion project in Semirara Island, Caluya, Antique.
SMPC said in documents submitted to the Department of Environment and Natural Resources the amount would expand the existing Molave and Narra pits and a new area. It said the project includes the mined-out Panian pit and the Narra and Mojave coal mine operations as well as the upcoming Acacia deposit.

THE Philippine Nickel Industry Association (PNIA) announced an investment of P4.3 billion from its members in 2023 to advance key sustainable development goals (SDGs) and foster community development and resilience.
“The contributions made in 2023 build on our commitment to SDG 15, SDG 1 and SDG 3, areas where mining plays a crucial role in sustainable development. We strive to align our operations with sustainability, stewardship, and resilience principles to mitigate environmental impacts, alleviate poverty and improve health outcomes for communities near mining operations,” said PNIA president Dante Bravo.

It said that despite global trends toward clean energy, coal remains in demand, especially as existing coal plants continue to operate under current policies.
“SMPC’s operations in the Molave and Narra mines, along with the future expansion in Acacia, ensure continued coal production, which is crucial for electricity generation and cement manufacturing,” it said.
SMPC said the project expansion was based on the discovery of additional coal resource and reserve of 90 million metric tons and 72 million MT, respectively from the Acacia pit.

It said “open pit” mining currently employed would also be utilized in Acacia due to its similarity of geological formation of the Molave and Narra mine areas.
SMPC said the Molave mine has been operational since 2016 and met its end of life after the mud flow incident in 2023. The Narra mine was temporarily halted in 2019 due to water seepages.
SMPC resumed operations of the Narra mine in October 2022, and the water elevation was maintained.
SMPC expects to produce the remaining coal reserves of 45.43 MMT until 2026.

PH stocks likely to rebound this week on bargain-hunting

PHILIPPINE stocks may recover this week on bargain-hunting following last week’s sharp decline.
Philstocks Financial Inc. research head Japhet Tantiangco said the market may retest the 7,400 to 7,500 range this week as investors could buy stocks that were heavily sold down last week.
“If it manages to come back to this area, then this will be considered as its support, while resistance would be at 7,700. If it fails, however, then this will be its resistance, while sup-

KUALA LUMPUR, Malaysia—Aboitiz Power Corp. aims to roll out its MobileAP app to all its distribution subsidiaries and onboard a million customers, a top executive said.
It launched the AboitizPower MobileAP was in 2020 during the COVID-19 pandemic. The app is used by its distribution utility companies — Visayan Electric, Davao Light, Cotabato Light, Subic EnerZone and Lima EnerZone — to allow customers to view their bills and payments from their mobile devices.
The app became an anchor in AboitizPower’s digitalization strategy when the group launched its “great transformation” towards becoming the Philippines’ first techglomerate.
“We want 100 percent, however fast we can. We have information campaigns. We have people in the service centers,” AboitizPower distribution utilities senior vice president and chief operating officer Anton Perdices said.
He said the app not only shows the electricity bill but also historical payment and consumption. “You get app notifications of outages, planned outages. You can pay your bill online,” he said.
“We’re hopefully going to convert everybody 100 percent, so we don’t have to print and deliver bills anymore,” he said, adding that only 65 percent to 70 percent of its customer base are registered in the app. He said AboitizPower has a combined customer base of a million covering households, commercial and industrial.
THE Securities and Exchange Commission (SEC) joined forces with the Department of Education (DepEd) to enhance investor education and financial literacy among students and teachers.
The collaboration aims to protect more Filipinos from rising scams by incorporating SEC’s financial education resources into the educational curriculum.
Under the memorandum of agreement, DepEd will translate these resources into classroom materials. Financial literacy will also be added as a key learning competency for students.
“Currently, the SEC administers webinars covering a wide range of financial topics, from becoming an agent in the capital market to managing finances and identifying investment scams,” said SEC chairperson Emilio Aquino.
“However, we know we can do more, and our ultimate goal is to embed financial literacy deeply in our society, starting with the youth,” he said.
The SEC will educate teachers on how to identify and report illegal investment schemes. This training will help teachers influence their students’ understanding of financial matters. It will also share information about black-listed corporations involved in fraudulent activities. This will help both teachers and students know which entities to avoid.
The agency said it would also push for the approval of the Capital Market Development Act to provide legislative basis for the inclusion of the SEC learning materials in the curriculum.

THE ASEAN Foundation, with support from Google.org, launched the AI Ready ASEAN initiative at the AI Opportunity Southeast Asia Forum.
The $5-million program aims to equip 5.5 million ASEAN citizens with essential AI skills over the next 2.5 years. It will focus on enhancing AI literacy in all 10 member states through a train-the-trainer approach, a regional AI resource hub with localized content, and awareness campaigns.
“We are thrilled to launch the AI Ready ASEAN initiative,” said Dr. Piti Srisangnam, executive director of the ASEAN Foundation. “Enhancing AI literacy is not just about preparing our workforce, it’s about ensuring everyone has the tools to navigate the evolving technological landscape.”
The initiative will train 2,000 master trainers who will deliver in-depth
AI literacy training to over 800,000 beneficiaries. The curriculum will be tailored to each country’s context through partnerships with local organizations.

“A decade ago, investment growth was the top consideration when choosing insurance,” said Dr. Fernando Paragas, PhilLife’s market study lead researcher. “However, this postpandemic survey shows a significant shift in priorities, with health emergencies and family protection taking precedence.”
Jaeger Tanco, president and chief executive of PhilLife, said the company was inspired to conduct the market study by the PhilCare Wellness Index, a groundbreaking study that began in 2014 to understand Filipinos’ values and mindset on health and wellness.
THE Philippine Iron and Steel Institute (PISI) intensified its campaign against inferior steel rebars following the discovery of substandard items in random testbuys in Mindanao in September 2024, just a few weeks after similar findings in Northern Luzon.
PISI said it is proactively engaged in random testing to protect the integrity of the infrastructure sector as well as public safety.
Based on the test-buy results, the substandard rebars could be used to construct more than 10,000 houses per month, putting an estimated 30,000 people at risk, the group said.
The industry urged the Department of Trade and Industry (DTI) to conduct a surveillance audit of the companies involved.
PISI purchased rebars from hardware stores in Mindanao including Davao del Sur, Davao del Norte, Maguindanao, Lanao del Sur, Lanao del Norte, Zamboanga del Norte, Samal Island, Cotabato City, Pagadian City and Iligan City.
Laboratory tests revealed that the rebars failed to meet minimum standard requirements for weight and were prone to brittleness. These findings mirror those of the Northern Luzon rebars tested by the Bureau of Philippine Standards (BPS).

A SENIOR politician in India’s financial capital Mumbai was shot dead on Saturday, weeks ahead of key state elections, with police probing the role of a notorious crime gang.
Baba Siddique, 66, a local lawmaker and former minister in Maharashtra state, was shot multiple times in the chest outside his son’s office in Mumbai, Indian media reported. Maharashtra’s deputy chief minister Ajit Pawar, from the same party as Siddique, said he was “shocked” by the “cowardly attack”.
The Hindustan Times newspaper reported that two suspected attackers had been arrested, and police were searching for another.
Broadcaster NDTV said the two suspects claimed they were part of a gang run by Lawrence Bishnoi, who is in jail accused of running a crime gang that has carried out multiple killings.

Women protesters decry violence in Turkey
ISTANBUL — Hundreds of women protested in Turkey Saturday against a wave of murders of women, the latest rallies in response to a recent double slaying in Istanbul.
A crowd of hundreds in Istanbul chanted slogans denouncing Turkey’s President Recep Tayyip Erdogan and his Islamicrooted AKP party, an AFP correspondent reported.
“You are a government that lets young girls get killed,” one of the rally’s organisers, Gunes Fadime Aksahin, told the crowd.
Gulizar Sezer, the mother of a young woman who was murdered, also addressed the rally. Her daughter’s body was found in June after being thrown into the sea wrapped in a carpet.
Other protests took place in the capital Ankara and Izmir, another major city, according to photos posted by a women’s rights federation.

Macron’s appointment of 73-year-old conservative Michel Barnier as prime minister ended two months of political chaos after snap legislative elections in July.
In line with his new role under the power-sharing arrangement, the centre-right president has taken a back seat on the domestic front, letting Barnier name a cabinet and concentrating on foreign policy.
In public, the 46-year-old Macron is still all smiles, but in private, he has been seething.
“I did not choose this government,” Macron recently told a trusted confidante, who spoke to AFP on condition of anonymity.

Kim’s sister warns Seoul of ‘horrible’ response to drones
THE powerful sister of North Korean leader Kim Jong Un this weekend warned that Seoul would face a “horrible disaster” if unmanned drones reached Pyongyang again, a day after accusing the South of launching such aircraft at the capital.
North Korea on Friday said the South had sent drones carrying propaganda leaflets into Pyongyang’s airspace on October 3, and then again on Wednesday and Thursday last week.
South Korea’s Defense Minister Kim Yong-hyun initially denied the claim, but the Joint Chiefs of Staff later amended that position, saying in a statement that they “cannot confirm whether the North Korean allegations are true or not.”
Kim Yo Jong, the sister of Pyongyang’s leader and a key regime spokesperson, said Seoul’s refusal to confirm the allegations meant that the drones were sent by “the military gangsters”, referring to Seoul’s forces.
“The moment that a drone of the ROK is discovered in the sky over our capital city once again will certainly lead to a horrible disaster,” she added in a statement released late Saturday, using the acronym for South Korea’s official name.
The drones allegedly sent by the South had dropped anti-regime propaganda, and the leaflets were filled with “inflammatory rumors and rubbish”, the North’s official Korean Central News Agency (KCNA) reported on Friday. AFP
Taiwan on alert after detecting Chinese aircraft carrier group
TAIPEI — Taiwan said it was “on alert” as it detected a Chinese aircraft carrier group to its south on Sunday, days after the United States warned Beijing against taking “provocative” actions on the self-ruled island.
US State Secretary Antony Blinken warned China on Friday against taking action in response to a speech by Taiwanese President Lai Ching-te during the island’s National Day celebrations.
China has ramped up military activity around Taiwan in recent years, sending in warplanes and other military aircraft while Chinese ships maintain a nearconstant presence around its waters.
Taiwan’s defence ministry said Sunday that a Chinese Liaoning aircraft carrier group had entered the Bashi Chan-
nel, a waterway that separates the island from the Philippines, “and is likely to proceed into the western Pacific”.
“The Taiwanese military is employing joint intelligence, surveillance, and reconnaissance systems to closely monitor related activities and remains on alert, prepared to respond as necessary,” it said in a statement.

Iran nixes death sentence for woman labor activist
TEHRAN — Iran’s highest court has overturned the death sentence of a woman labour rights activist who was accused of links to an outlawed Kurdish group, local media reported Saturday.
“The Supreme Court... has overturned the verdict against my client, Ms Sharifeh Mohammadi,” her lawyer Amir Raisian was quoted as saying by the reformist Shargh daily.
He added that the case was referred for a re-trial.
Iran carries out the highest number of executions annually after China, according to rights groups including Amnesty International. Mohammadi, 45, was sentenced to death in early July following her arrest in the northern city of Rasht, accord-
ing to rights groups. She has since been accused of being a member of the Komala party, an exiled Iraq-based Kurdish separatist group that Tehran considers to be a terrorist organisation.
Tehran accused Kurdish groups in Iraq of fomenting months-long nationwide mass protests triggered by the September 2022 death in custody of Mahsa Amini.

UN peacekeepers to remain in Lebanon — spokesperson
BAABDA, LEBANON — UN peacekeepers in south Lebanon will not move from the border area despite five of their members being wounded and damage to facilities during the Israel-Hezbollah war, their spokesperson told AFP.
Andrea Tenenti, spokesperson for the United Nations Interim Force in Lebanon (UNIFIL), also said that an Israeli escalation against Lebanese militants Hezbollah in past weeks risked turning into “a regional conflict with catastrophic impact for everyone”, and that the only solution was “diplomatic”.
Shortly after he spoke, UNIFIL said unknown gunfire a day earlier hit a peacekeeper, the fifth injured in south Lebanon in two days.
The Israeli army last week announced “limited” incursions into Lebanese territory.
Tenenti said Israel had asked UNIFIL to withdraw from positions “up to five kilometres (three miles) from the Blue Line” separating both countries, but the peacekeepers refused. That would have included its 29 posi-
tions in the country’s south.
“There was a unanimous decision to stay because it’s important for the UN flag to still fly high in this region, and to be able to report to the Security Council,” he told AFP in an exclusive interview.
Michael Higgins, the president of Ireland which has troops in the mission, had earlier said Israel was “demanding that the entire UNIFIL operating under UN mandates walk away,” which he called “outrageous”.
UNIFIL, a mission of about 9,500 troops of various nationalities, is tasked with monitoring a ceasefire that ended a 33-day war in 2006 between Israel and Hezbollah.
Its role was bolstered by UN Security Council Resolution 1701 of that year, which stipulated that only the Lebanese army and UN peacekeepers should be deployed in south Lebanon.

PH residential market faces challenges
The Philippine residential market experienced challenges in the third quarter of 2024, marked by a significant slowdown in property launches and rising inventory levels, according to Leechiu Property Consultants (LPC).
LPC director for research and consultancy Roy Golez highlighted in a recent briefing that sales stabilized at about 7,000 units per quarter, reflecting a nearly 50-percent decline from pre-pandemic levels of 13,000 to 15,000 units. Launches declined significantly, while unsold inventory level rose to a 29-month high.
Sales and demand
Golez identified several key factors contributing to the downturn, including elevated interest rates at 6.5 percent, global economic
uncertainties and a shift in buyer preferences toward properties in nearby provinces.
As a result, new project launches fell 39 percent in the third quarter of 2024, reaching just 2,145 units—the lowest since the pandemic began. Before COVID-19, launches typically ranged between 8,000 and 9,000 units per quarter.
Inventory levels thus surged to 67,000 units across 510 buildings, the highest since the pandemic and now at a 29-month high. Of these units, 32 percent are currently available, while
68 percent are pre-selling. Prior to the pandemic, inventory levels stood at around 30,000.
Quezon City leads with the highest unsold stock at 18,500 units, followed by Ortigas with 13,600 units, Bay Area with 10,500 units and Manila with 8,500 units. Ready for occupancy (RFO) units, which property developers are now actively marketing, comprise 79 percent of the 790,000 units available in the market.
“What developers are doing right now is re-selling and re-marketing their unsold inventory,” Golez said. Golez, however, expressed cautious optimism on potential rate adjustments, which may boost launches and sales.
Buyer preferences
Golez observed a noticeable shift in buyer behavior, with growing interest in properties outside Metro Manila, particularly in developing townships.
The trend suggests that buyers are seeking more affordable and spacious options away from the capital. Improving infrastructure and economic development in Laguna, Cavite and Batangas are also attracting homebuyers.

Geraldine Jennings is now stepping into the music scene with her debut single.
The actress and singer has launched her debut single, “If I Will Ever Love Again,” under Star Music. The track, written by Ogie Alcasid, delves into the emotional aftermath of a difficult breakup and the hope of finding love once more.
Jennings expressed her excitement about the release and shared her reaction upon hearing the song for the first time. “It’s about experiencing heartbreak, something many people can relate to. But I wanted to offer a sense of empowerment in the end, suggesting that it’s possible to

Filipino entrepreneur changes pageant landscape in the UK

THE beauty pageant scene in the UK is set to enter a new phase with the launch of the Miss Philippines Great Britain (MPGB) competition.
On Nov. 16, the inaugural event will take place at the Royal National Hotel in London, representing a key moment for the BritishFilipino community.
“This pageant aims to create a platform for Filipino-British women to showcase their talents and potentially propel them onto the global stage of modeling and entertainment,” Jay Alexander Tseng told Manila Standard Life in an interview.
Tseng is a London-based Filipino entrepreneur, jeweler, and event organizer known for his involvement in the Filipino community across the UK.
The man behind this groundbreaking initiative runs Alrodia, a fine bespoke jewelry business that has long been active in promoting Filipino culture through concerts and events. Now, he’s using his expertise to reshape the pageantry scene with a vision to create opportunities for Filipino-British women that go beyond traditional pageant goals.
“There are many Filipino community pageants in the UK, but they tend to focus more on charity and raising funds for local projects,” Tseng explained. “With MPGB, we wanted to create something that would give these women a real chance to pursue careers in modeling, entertainment, and beyond—both in the UK and the Philippines.”
RENOWNED Taiwanese restaurant Du Hsiao Yueh has opened its first branch in the Philippines at SM North EDSA in Metro Manila. Known for its iconic danzai noodles, the restaurant brings authentic Taiwanese flavors to Filipino diners.
Founded in Tainan, Taiwan, Du Hsiao Yueh has become a beloved institution over the years, attracting both locals and tourists with its traditional, time-honored dishes. The Manila branch, brought to the country by Viva International Food and Restaurants Inc., aims to deliver the same rich flavors that have made Du Hsiao Yueh famous worldwide.
At the heart of the menu is the celebrated danzai noodles, a dish that has been passed
down through generations. The dish features delicate noodles served in
for its hearty and flavorful broth. The restaurant also offers popular Taiwanese street foods like oyster omelets and pork buns, bringing the flavors of Taiwan’s bustling street food culture to Manila.
The restaurant’s design blends traditional Taiwanese elements with a modern touch, creating a cozy yet stylish dining space. This combination of classic and contemporary reflects Du Hsiao Yueh’s commitment to preserving its heritage while appealing to modern tastes.
Erwin Nava, vice president for operations at Viva Foods, expressed excitement at the restaurant’s opening, saying, “Today we celebrate the arrival of a culinary legacy with a rich heritage that has been lovingly passed down through generations.”
Du Hsiao Yueh is at the upper ground floor of the SM North Edsa in Quezon City.
The idea for MPGB originally stemmed from a search for a new model for Tseng’s jewelry business. However, as he traveled across the UK holding auditions, the enthusiasm from aspiring candidates turned the venture into something much larger.
“These ladies wanted to compete in bigger platforms like Miss Universe Great Britain,” Tseng said, referencing Christina dela Cruz Chalk, a half-Filipina who recently became Miss Universe Great Britain. Her story of first competing in the Philippines before winning in the UK inspired many Filipino-British women to follow in her footsteps.
“At first, we were just looking for someone
who would represent our jewelry brand, but then, with my network in the UK, we realized, there’s something more we could do for these ladies. So, I decided to make their dreams turn into reality,” he added.
The MPGB event will feature nine official candidates, all Filipino-British women, who will vie for the title. The winner will have the opportunity to compete in next year’s Miss Universe Great Britain pageant, while another winner will be crowned Miss Philippines Great Britain Youth and represent the BritishFilipino community at the Mr. and Ms. Philippines Youth Pageant.
Tseng also revealed plans for a male pageant, with the winner set to compete in Mister Grand Philippines.
What sets MPGB apart from other pageants is its emphasis on commitment and personal effort. Tseng highlighted the dedication of one of the contestants, Myca Winmill, who flew to Manila to train under the acclaimed Aces & Queens pageant camp.
“Myca’s story shows her commitment to the pageant,” Tseng said. “She’s paying for her lodging and lessons while she’s here. We’re looking for someone who’s not just beautiful but also fully committed to this journey.” MPGB seeks to open doors for FilipinoBritish women and provide them with lasting career opportunities. The winner will not only receive prize money and a management contract with Alrodia Enterprises but will also gain exposure to both British and Filipino markets.
“We’ll guide her, take care of her, and make sure she succeeds whether she wants to pursue a career in the UK or the Philippines,” Tseng promised.
Tseng envisions a future where MPGB becomes a national platform, with pageants held in cities across the UK and the winners competing at the national level. He sees this as a way to continue building a strong community that supports Filipino talent on a global scale.

So when Conrad Manila announced that they would have a weeklong Korean culinary festival at the Brasserie on 3, as part of the hotel’s Legendary Chefs Series , I made it a point to dine there to get to know more Korean kitchen specialties.
The featured chefs came all the way from Conrad Seoul. Younghun Hwang is the Chef de Partie at that hotel’s Italian Restaurant, and Junmok Lee is the Demi Chef at the Zest Buffet there, both of whom are very young. Just by looking at them, I could easily see they are the type who could easily come up with innovative recipes that today’s generation would go for. So I booked myself and my family for lunch at Brasserie on 3. These guest chefs had the following on the buffet (thanks to meticulously placed labels, I could easily read what I was eating): gujeolpan (platter of nine delicacies), yukhoe (Korean beef tartare), sundubujjigae (soft tofu in spicy stew), bibimbap (steamed rice bowl with vegetables),
dakbokkumtang (braised spicy chicken stew), and ganjang sawwojang (soy sauce marinated raw prawn).
To complete the offering, the chefs also featured Korean street food like tteokbokki (rice cake, fish cake with red chili sauce), eomuk (fish cake with soup), dakgangjeong (fried chicken with sweet chili sauce), gimbap (rice rolled with various vegetables), and saengseonjjim yachaewa hamkke (steamed fish with vegetables).
I had to try every dish offered on the buffet as I wanted to expand my
knowledge of Korean cuisine, and I didn’t regret it. Every single dish I tried was a pleasant revelation to I enjoyed the experience and even went back for seconds.
Soju, the most popular Korean alcoholic drink, was also available. Pretty ladies in colorful Korean costumes were serving it to guests who wanted some “oomph” in their dining experience. Of course, I did not want to be left out so I treated myself to a glass…or two…or were there three?
Bumping into Conrad Manila’s General Manager Fabio Berto while at the restaurant, he reaffirmed the fact that many Filipinos are fascinated by Korean food. This encouraged him to invite these young Korean chefs to showcase these popular K-dishes on their buffet. Sure enough, that day I was there, the restaurant was full, with a few others still queueing up outside.
