TROPICAL cyclone “Kristine” is expected to affect 30 million individuals across various regions, prompting Civil Defense Administrator Ariel Nepomuceno yesterday to issue an urgent call for heightened preparedness.

“According to the Department of Social Welfare and Development, the number of potential victims has surged to 30 million. This is a considerable population at risk, and we need all hands on deck to mitigate the impacts of this disaster,” Nepomuceno stated.

“Kristine” maintained its strength yesterday while moving west-southwestward over the Philippine Sea. The center of the eye was estimated at 760 kilometers east of Catarman, Northern Samar, the state weather bureau said.

“Kristine” may intensify into a tropical storm in the next 12 hours, and reach severe tropical storm category on Wednesday and typhoon category on Thursday before making landfall, according to PAGASA.

Oil firms lower prices today

THE oil firms cut pump prices by P0.50 per liter for gasoline, P0.70 per liter for diesel and P0.85 per liter for kerosene effective 6am today due to de-escalating tensions in the Middle East and a potential crude supply surplus early next year.

‘Admin, supporters are obsessed with Duterte’

DAVAO City Mayor Sebastian Baste Duterte said the administration is so obsessed with his father the former president Rodrigo Duterte.

In his recent TV program aired on Sunday night Basta Dabawenyo, Duterte said that President Ferdinand Marcos Jr., especially his allies in the House of Representatives were obsessed with his father that they didn’t have any other things in mind but Duterte. He added that Congress which seemed to be determined to pin down Duterte is now “hesitant” to initiate an investigation.

This is in response to Senator Ronald Bato Dela Rosa’s statement that he will conduct his own investigation in the so-called extrajudicial killings (EJKs) at the Senate.

However Senate President Chiz Escudero said Dela Rosa cannot lead the investigation as he was also accused of being involved in Duterte’s war on drugs campaign.

“Sige ug panghagit na paadtuon si PRD sa Congress karong muadto na Sila na pud Ang Dili gusto (They keep on challenging PRD to come to their hearing and now that he is willing to come and will attend the hearing it’s them who don’t want the investigation now?),” Mayor Duterte mused.

event. “You’ve set a new standard for the Asian Ministerial Conferences on Disaster Risk Reduction,” Kishore stated at the closing ceremony.

PNP chief urges Congress to review nat’l police law

PHILIPPINE National Police (PNP) chief Police General Rommel Marbil urged lawmakers to amend Republic Act 6975 or the law establishing the national police force, to address what he considers its “organizational flaws.” In a statement, the PNP chief said that there is a need to transition the PNP into a “flatter, more streamlined structure,” for faster decision-making, especially during emergencies, improved accountability, and better communication across all ranks.

“This kind of structure encourages leadership and initiative at all levels, inspiring creativity and innovation in tackling the country’s security challenges,” Marbil said.

“The world is changing fast, and so should the PNP,” he added.

“The current hierarchical system often slows down decision-making, particularly in critical situations where prompt responses are vital,” Marbil said. Marbil also said that decentralizing their organization would reduce delays and enhance their efficiency as it empowers lowerranking officers to make localized decisions.

BOC confiscated P72-b smuggled goods this year

THE Bureau of Customs (BOC) has confiscated a total of P72 billion worth of smuggled goods since last January, according to Customs Commissioner Bienvenido Rubio.

This month alone, the BOC seized P3.09 billion worth of smuggled goods, including P2.3 billion in various commodities, P22.3 million worth of cigarettes, and a vessel carrying smuggled petroleum estimated at P402 million.

Additionally, some P42.16 million worth of illegal drugs were intercepted at the Ninoy Aquino International Airport, plus P323 million smuggled rice seized at various ports across the country.

Rubio commended his men for “a job well done.”

Rubio made the citation during the BOC’s Inter-Agency Intelligence Summit in Batangas over the weekend, bringing together intelligence units from 67 government agencies from three regions - Calabarzon, Mimaropa, and Bicol - to enhance cooperation in the fight against smuggling and other illegal activities.

THE Makati City government has relaunched its Bakuna Eskwela program, targeting Grade 1, Grade 4 (female), and Grade 7 students in 24 public elementary and high schools in the city. Meanwhile, the Department of Health (DOH) and the Department of Education (DepEd) rolled out their joint Bakuna Eskwela program in Noveleta, Cavite, aiming to immunize public school pupils from Grade 1 to Grade 7 against measles-rubella and tetanus infection.

Customs confiscates P1.5-m smuggled kush at Port of Clark

THE Bureau of Customs (BOC) has seized high-grade kush concealed in garments at the Port of Clark in Angeles City, Pampanga worth more than P1.5 million. The shipment, declared as “Men’s Track Suit, polyester men’s cotton shorts,” was flagged for examination by BOC’s X-ray Inspection Project (XIP) after unusual images were detected. A K-9 sniff test also indicated the presence of illegal substances, the BOC said. During the physical examination,

the agents uncovered four vacuumsealed pouches containing Kush. The shipment was wrapped in garments apparently to avoid detection during physical inspection. Samples were taken and turned over to the Philippine Drug Enforcement Agency for chemical laboratory analysis, subsequently confirming that the substances were dried marijuana. The seizure of the illegal drugs was part of the bureau’s continuing drive to prevent smuggling and protect the country against the dangers of illegal substances attempting to infiltrate Filipino communities.

THE Supreme Court (SC) has affirmed the life sentence of a South Korean pastor for trafficking minors who were forced to work in his church.

The decision, penned by Associate Justice Samuel Gaerlan, upheld the lower court’s capital punishment on Si Young Un for qualified trafficking under Republic Act No. 9208.

Si, also known as Steve Oh, was affiliated with the Korean Christian Presbyterian General Assembly based in Seoul, South Korea, but moved to the Philippines in 2008. He became the head of a theology school in Pampanga, but later admitted to operating the facility without government permits. Records of the case showed that Si recruited three minors, all 17 years old, ostensibly to study theology and become pastors or missionaries, but forced them to work on the church’s construction projects for little or no pay. A joint operation conducted by the Department of Social Welfare and Development and the National Bureau of Investigation led to the rescue of the minors and the arrest of Si.

The SC explained that trafficking occurs when individuals are recruited, transported, or transferred – regardless of consent or knowledge – under threats, coercion, deception, or abuse of power, for exploitative purposes such as prostitution, forced labor, slavery, or removal or sale of organs.

The crime is classified as qualified trafficking, which carries life sentence, when involving minors or three or more victims, the SC said.

The High Tribunal underscored that even if the three victims may have been driven by their religious beliefs to agree to do construction work, a minor’s consent, even without the use of coercive or deceptive means, is not given out of their own free will.

Three-nation HADR unfolds in Ilocos Norte

MORE than 300 soldiers from the Philippines, the United States, and Japan participated in humanitarian assistance and disaster response (HADR) training in Burgos, Ilocos Norte over the weekend.

The HADR activities were part of the Kamandag Exercises 2024 hosted by the Philippine Marine Corps’ 4th Marine ‘Makusug’ Brigade (4MBDE) in collaboration with the US Marine Corps and the Japan Ground Self Defense Force (JGSDF).

A total of 256 military personnel from the Philippines saw action in the exercise, interacting with 22 troopers from the USMC and 44 from Japan.

NHA holds dialogue at Bustos housing site

THE National Housing Authority (NHA) has visited 454 housing beneficiaries in Bustos, Bulacan in a bid to ease their amortization burdens.

NHA assistant general manager Alvin Feliciano initiated dialogues with the beneficiaries to explain that the agency is prepared to help solve their housing payment problems.

“NHA is ready to meet your needs. We are ready to meet with you halfway to resolve the problems regarding the bill, delinquency interests, demand notices, and others,” Feliciano told the homeowners.

“We at NHA are willing to accept any amount of payment you have as long as the payment is regular every month and the bill is reduced,” he added.

2-hour hostage drama erupts in Davao jail

A TWO-hour hostage drama erupted Sunday at the Davao del Sur jail leaving four jail officers, three inmates, and a visiting minor hurt. The hostage-taking incident unfolded after three lonely persons deprived of liberty (PDLs) grabbed the two young visitors of a co-prisoner and held them hostage inside a jail vehicle parked inside the compound.

The hostage-takers held their young captives at the point of improvised knives, threatening to do them harm if their demands were not met. The saga of illegal drugs continues

THERE is an allegation that the Duterte administration mounted extra judicial killings patterned after the killings done by the infamous Davao Death Squad of former President Rodrigo Duterte when he was mayor. This was to eliminate everyone suspected of dealing in illegal drugs. The revelation has sparked a renewed inquiry into the brutal war on illegal drugs.

Royina Garma, a former police lieutenant colonel who became Philippine Charity Sweepstakes general manager, told the Quad Committee of the House of Representatives that during Duterte’s war on illegal drugs, members of the Philippine National Police were rewarded with as much as a million pesos to kill personalities involved in illegal drugs. This allegation sparked questions on who were involved and to what extent. Where did the buck stop?

In view of the fact that the image of the PNP could be tarnished, PNP General Rommel Francisco Marbil launched an investigation into what happened during the incumbency of former police chiefs starting with Senator Ronald “Bato” dela Rosa, implementor of the brutal and bloody war on illegal drugs. According to police records, more than 6,000 suspected personalities involved in illegal drugs were killed. But, my gulay, unofficial estimates reached as high as 28,000, Santa Banana.

It was during the time of dela Rosa that the PNP launched “tokhang” and “double-barrel” campaigns. This was when the killing spree of the police began, claiming the suspects fought back (nanlaban). Duterte himself had ordered the police to “kill, kill, kill” anybody involved in illegal drugs which included drug addicts and users. Police chiefs who succeeded “Bato” were Oscar Albayalde, Archie Gamboa, the late Camilo Cascolan, Debold Sinas, Guillermo Eleazar, Dionardo Carlos and Vicente Danao Jr.

It would be interesting to know what happened during their time.

All those involved were those close to Duterte, like Bato himself. In other words, the accountability could go up as high as the former president. Now comes the question on how far all these investigations will implicate Duterte. As far as the findings of the House of Representatives’ Quad Committee is concerned, its official report cannot be used by the ICC. Still, other evidence like documents and testimonies could be.

It’s a telenovela that is nothing to be proud of.

The interesting part of it all is that as alleged, the Duterte administration followed the pattern of the Davao Death Squad by rewarding the killers with money. It was already admitted that allowances were given. So were these allowances rewards by any other name?

All these make for interesting reading, but how far can they go?

Can it make President Marcos Jr. rejoin the Rome Statute that created the ICC? Recall that Duterte and Bato are prominently mentioned by the ICC as having committed crimes against humanity. And will the allegation that they gave monetary reward to cops be the last nail in the Duterte-dela Rosa coffin?

This is all beginning to look like a teleserye. But it is nothing to be proud of, and whether the former president likes it or not, he will go down in history as the Chief Executive who was responsible for the death of thousands who were supposedly involved in illegal drugs. By the way, in BBM’s recalibrated campaign against illegal drugs, we should not forget that so long as there are still seizures of shabu nationwide, drugs are still very much around.

ONCE united under the “UniTeam” banner, the Marcos and Duterte political clans are now teetering on the edge of a fierce rivalry that threatens to redefine Philippine politics. The latest OCTA survey indicates a seismic shift: while the Marcoses are gaining momentum, the Dutertes are witnessing a gradual decline in influence. As the 2025 midterms approach and the 2028 presidential race looms on the horizon, these former allies are headed for a dramatic confrontation that could alter the course of the nation’s history.

The Marcos and Duterte families have long dominated the political landscape of the Philippines. Ferdinand Marcos Sr. ruled from 1965 to 1986, leaving a legacy marked by martial law, immense wealth, and a complex mix of nostalgia and trauma. Meanwhile, Rodrigo Duterte’s presidency (2016–2022) ushered in a new era of strongman politics, characterized by populist rhetoric and a ruthless war on drugs. Both figures have etched themselves into the nation’s psyche: Marcos Sr. symbolizes authoritarian control, while Duterte embodies a fierce, uncompromising enforcement of order.

It is only reasonable to demand that the Vice President answer questions, which have been asked repeatedly in a civil manner. These are questions that an ordinary taxpayer would want to know. People deserve plain, direct answers without fanfare. Anything else is histrionics.

Gatchalian proposes to expand, change Adopt-a-School Act of 1998

SENATOR Sherwin Gatchalian is proposing amendments to the Adopt-a-School Act of 1998 to enhance the connection between educational institutions and industries, particularly in the employment and training of senior high school (SHS) graduates.

The bill, which was filed by Gatchalian and former senator now Education Secretary Sonny Angara, seeks to expand and strengthen the Adopt-

a-School program to encourage private-sector assistance in public education.

“As we raise the quality of the country’s education, the private sector is an important partner. Together with our Secretary of Education, we are pushing to expand and strengthen the Adopt-a-School program to encourage the private sector to help our public school,” said Gatchalian, chairperson of the Senate Committee on Basic Education.

The proposed measure seeks an additional deduction of 50% of labor training expenses incurred for scholarships and skills development of enterprise-based trainees, as well as an additional deduction of 20% of salaries paid to SHS graduates employed.

THE Technical Education and Skills Development Authority (TESDA) in Rizal launched a training program in making Spanish-style bangus sardines and basic entrepreneurship for former rebels and members of the Civilian Armed Forces Geographical Unit (CAFGU) of the 80th Infantry (STEADFAST) Battalion, 2ID, PA.

The training was held at the 80IB headquarters in Sitio Galaxy, Barangay Pinugay, Baras, Rizal.

The goal of this program is to equip former rebels with skills and knowledge they can use to reintegrate into society and find better job opportunities. It also aims to provide the CAFGU with skills to enhance their capabilities and ensure they are prepared for the challenges of modern work.

Lieutenant Colonel Ruby emphasized the importance of TESDA Rizal’s training for the participants.

US, Canada warships pass through Taiwan, testing China

TAIPEI—A US and a Canadian warship have passed through waters separating Taiwan and China, a week after Beijing held large-scale military drills in the sensitive passage.

The United States and its allies regularly cross through the 180-kilometre (112-mile) Taiwan Strait to reinforce its status as an international waterway, angering Beijing.

China’s Communist Party has never ruled Taiwan, but it claims the island as part of its territory and has said it will not renounce the use of force to bring it under its control.

“The Arleigh Burke-class guided-missile destroyer USS Higgins (DDG 76) and Royal Canadian Navy Halifax-class frigate HMCS Vancouver (FFH 331) conducted a routine Taiwan Strait transit on Oct. 20,” the US Navy’s 7th Fleet said in a statement.

“Higgins and Vancouver’s transit through the Taiwan Strait demonstrated the United States’ and Canada’s commitment to upholding freedom of navigation for all nations as a principle.”

China said Monday that the US and Canadian actions had disrupted “peace and stability in the Taiwan Strait”.

“The PLA Eastern Theater Command organised naval and air forces to monitor and remain on alert throughout the transit, handling the situation according to laws and regulations,” military spokesperson Captain Li Xi said in a statement.

Taiwan’s defence ministry said Monday the US and Canadian ships travelled “from south to north” of the strait and the situation in the surrounding sea and airspace “remained normal”.

SC celebrates 2nd year of reform plans

THE Supreme Court (SC) on Monday conducted a meeting with development partners and stakeholders on the Strategic Plan for Judicial Innovations 2022-2027 (SPJI), the blueprint for action on judicial reforms. In his keynote speech, Chief Justice Alexander Gesmundo said they “were able to conclude, continue, and commence programs in furtherance of [our] three-fold target outcomes of efficiency, access, and innovation, to deliver responsive and real-time justice, to secure the judiciary’s relevance in the face of changing times.”

He shared the the SC implemented programs that seek to drive performance excellence within the judiciary such as the creation of the Operational Process Management Team that coordinates with the different SC offices as well as the establishment of the Office of the Regional Court Manager (ORCM) to address systemic inefficiencies and enhance service delivery.

He added a technical working group (TWG) was formed “to review the processes of the Judicial Integrity Board (JIB) to address gaps and improve its performance and operations.”

Gesmundo said the SC is also “capitalizing on AI-enabled tools to enhance court performance, notably in voice to text transcription and legal research.” Likewise, several SC offices are also testing the use of AI-enabled platforms to optimize legal research while it has also “taken steps to redevelop the eCourt System with functionalities that will benefit not only litigants, but also judicial personnel.”

About 1,500 North Korean special forces soldiers are already in Russia acclimatising, likely to head to the front lines soon, Seoul’s spy agency said Friday, with additional troops set to depart soon, Pyongyang’s first such deployment overseas.

South Korea, which has long claimed the nuclear-armed North is supplying Russia with weaponry for use in Ukraine, has expressed alarm over the deployment, which comes after Kim Jong Un and Russian President Vladimir Putin signed a military deal in June.

Vice foreign minister Kim Hong-kyun expressed Seoul’s “grave concerns regarding North Korea’s recent dispatch of troops to Russia and strongly urged the immediate withdrawal of North Korean forces and the cessation of related cooperation,” the ministry said in a statement.

Kim told the Russian ambassador to South Korea, Georgiy Zinoviev, that North Korea supplying Russia with weaponry and troops for the war in Ukraine “poses a signifi cant security threat not only to South Korea but to the international community.”

On Friday, Seoul’s National Intelligence Service (NIS) released detailed satellite images it said showed the first deployment of elite North Korean soldiers being moved by Russian military vessels to Vladivostok.

THE Philippine Competition Commission (PCC) said Monday it approved the proposed joint venture between the Cavite provincial government and the consortium of Cavitex Holdings Inc. and House of Investments Inc. for the development of the $11-billion Sangley Point International Airport (SPIA).

The PCC said the companies working together on the project do not have overlapping businesses, and that the presence of numerous companies in the market helps in sustaining competition.

The commission said that even if the companies involved wanted to limit their suppliers’ options, they would not have enough market power to do so.

It said the proposed transaction, which involves a public-private partnership (PPP) project to be implemented through a joint venture development agreement, “is unlikely to result in a substantial lessening, restriction or prevention of competition in the relevant market.”

The entities involved will develop, own, operate, manage and maintain the SPIA in Cavite City, which is intended to alleviate congestion at the Ninoy Aquino International Airport.

The PCC said in its decision the competition between construction companies was robust due to the presence of numerous qualified contractors in the construction services market.

If said that if the parties themselves decided to limit competition, consumers would still have the ability to explore other options in the market due to the numerous available choices.

The PCC examined the relationship between House of Investments and EEI Corp. (EEI), a major construction company.

The presence of strong competitors like Megawide Construction Corp. and Makati Development Corp. helps to prevent any unfair competitive practices by the joint venture, it said.

Globe reports robust demand for iPhone 16 among subscribers

GLOBE Telecom said Monday it expects strong sales of the newest iPhone model in the Philippines, driven by increasing demand among Filipino consumers.

“We are very happy with the turnout of our pre-order. Every year, we do see the demand keeps on growing,” said Eric Tanbauco, head of Globe’s consumer mobile business, told reporters.

Apple launched the new iPhone 16 series in the Philippines at midnight of Oct. 18, 2024, with hundreds of customers lining up to become eligible for discounted prices.

Aside from those who lined up at physical stores last week, telecom companies said their stores received preorder for the latest models.

CEB expands Iloilo hub with 3 new routes

CEBU Pacific said Monday it added three new domestic routes from its Iloilo hub, solidifying its commitment to improving inter-island connectivity in the Philippines.

The airline unit of the Gokongwei Group said it would launch daily flights between Iloilo and Tagbilaran on Dec. 1, followed by the Iloilo-Daraga (Legazpi) route on Dec. 2, with flights operating three times a week. Unless the bills are passed and the legislative flaws are corrected, another Chocolate Hills fiasco is going to take place.

A flurry of blame-putting quickly ensued. The accusing fingers were directed mainly at the concerned Bohol local government units (LGUs) – the government, a municipality and three barangays of Bohol – and the Department of Environment and Natural Resources (DENR).

The Filipino people have been wondering how a commercial facility could be constructed on land supposedly protected by the Expanded National Integrated Protected Areas System (E-NIPAS). And they are eager to learn how the concerned LGUs could not have known that construction of a commercial facility was taking place in the vicinity of the Chocolate Hills.

To answer the charge that it failed to prevent the despoliation of the Chocolate Hills by Captain’s Peak Garden and Resort, the DENR pointed to flawed legislation. In the first place, DENR said, the Revised Public Land Act’s definition of alienable and disposable lands (ADL) – “lands of the public domain that have been the subject of the present system of classification and have been declared as not needed for forest and mineral purposes or national parks” –has made it possible for around 14,000 hectares of the Chocolate Hills’ 19,000 hectares to be titled to private persons. To complicate matters, certain parts of the

Chocolate Hills area were placed under E-NIPAS without determination as to whether they were ADLs.

Another environmental-law flaw cited by DENR was the fact that the protected-area system allows for multiple uses, i.e., is not strictly protectionist. Under the strictly protectionist classification, nothing can be built or altered within the protected zone; under the multipleuse classification, some development activities can be allowed.

Still another environmental law flaw cited by the DENR related to the composition of the Protected Area Management Board (PAMB), which reviews and approves environmental clearance certificates (ECCs). When it is pointed out that the majority of PAMB members are politicians—such as barangay captains—the problem for environment protection quickly becomes evident. A politically inclined PAMB member is more likely to approve an ECC for a project that is environmentally questionable.

The regulatory flaws cited by DENR are perfect examples of how the government itself, through bad legislation or administrative failure, can prevent the attainment of governmental goals.

The secretary of the Environment and Natural Resources stated that upon its discernment of the flaws, the DENR proposed bills in Congress to amend the flawed pieces of legislation. That was more than two years ago; the bills have yet to reach second reading.

Unless the bills are passed and the legislative flaws are corrected, another Chocolate Hills fiasco is going to take place. Such an occurrence is something that must be avoided at all cost.

IPOPHL, BCRR set to launch online copyright platform

THE Intellectual Property Office of the Philippines (IPOPHL) and the Bureau of Copyright and Related Rights (BCRR) are set to launch a new online platform to strengthen copyright protection and facilitate copyright registration searches.

IPOPHL director-general Rowell Barba said the copyright registration search would provide a user-friendly way for artists and creators to check the copyright registration status of their works.

“This is a significant step towards establishing a unified national copyright registry in the Philippines,” Barba said during the opening of the 5-day Philippine International Copyright Summit 2024. The system will be updated monthly and eventually include records from the National Library of the Philippines.

IPOPHL is also working to become an ISNI-registration agency. ISNI stands for International Standard Name Identifier, a system used by libraries, publishers and rights management organizations worldwide.

IPOPHL said issuing ISNI to Filipino authors, artists and organizations would increase their visibility and attract potential investors.

The BCRR also released new fair use guidelines to clarify the principles and scenarios that allow the use of copyrighted material without infringement.

“We must realize the urgency and value of the NCQG as a framework that will provide much-needed financial support and mobilization to address the evolving needs and priorities of developing countries,” Department of Finance (DOF) chief of staff and Undersecretary Maria Luwalhati Dorotan Tiuseco said.

“It is our responsibility to come together and create an NCQG text that genuinely reflects these needs,” she said.

Tiuseco delivered the remarks at the 2024 High-Level Ministerial Dialogue on the NCQG on Climate Finance on Oct. 9, 2024 in Baku, Azerbaijan.

“From public interventions to pri-

vate sector action, NCQG calls for a level of commitment that matches the scale of our ambition, while remaining sensitive to common but differentiated responsibilities, respective capabilities, and national circumstances,” she said.

The high-level meeting was a preevent for the 2024 United Nations Climate Change Conference or Conference of the Parties of the UNFCCC (COP29).

It gathered ministers and deputy ministers around the world to identify and discuss solutions for the progress that must be made at COP29 across all pillars of the Paris Agreement with the NCQG as the centerpiece.

Tiuseco called for simplified access to finance, including through multilateral development banks (MDBs), multilateral funds and bilateral channels. She said the quantum of the NCQG should be significantly supported by public finance, specifically by grants or highly concessional financing.

She said a five-year time frame with a mandatory periodic assessment and review beginning in the third year to reflect country-driven needs assessment should be adopted.

“We are firm in our stance that climate finance should be new and additional to any ODA that may be provided,” Tiuseco said.

Councilor asks DENR to reshuffle Las Piñas PAMB

LAS Piñas City Councilor Mark Anthony Santos asked Department of Environment and Natural Resources (DENR) Secretary Maria Antonia YuloLoyzaga to change the composition of the Protected Area Management Board (PAMB) who allegedly refused to issue clearance certificates for the P103.8-billion Las Piñas-Paranaque Coastal Bay Reclamation Project.

PAMB is a multi-sectoral body created in each protected area vested with powers to decide the allocations for budget, approve proposals for funding and decide matters relating to planning, peripheral protection and general administration of the protect-

ed area.

A PAMB clearance is issued for projects and certain activities including research studies within protected areas under the National Integrated Protected Areas System (NIPAS).

Santos, who is also a congressional candidate, urged Yulo-Loyzaga to investigate why PAMB members chose not to issue clearance certificate for the much-delayed multi-billion reclamation project.

Voting 11-2, the Supreme Court (SC) en banc approved on Oct. 21, 2021 the reclamation project of around 530 hectares of the Manila Bay coastline in Las Piñas-Para-

ñaque, ruling that the supposed environmental threat was not sufficiently established.

Santos said in a statement that he was informed by an incumbent DENR undersecretary that the members the PAMB were being pressured by a powerful politician not to deliberate the clearance certificates of the project despite the SC decision.

The councilor said two members of the local PAMB are allies of the politician after they were seen together during a board meeting.

“This confirms that Las Piñas LGU is heavily represented by the politician in the PAMB,” Santos said.

Experts reiterate cyber

threats over passage of SB 2699

SECURITY experts reiterated the threats of foreign cyber entities as the Philippines plans to relax restrictions on telecom regulations amid the talks for the passage of the Konektadong Pinoy Act or Senate Bill 2699.

Stratbase ADR Institute president Dindo Manhit said in the recently concluded Asian Defense and Security Exhibition 2024 that “fortified defense against cyber threats is a key element in realizing a peaceful, secure, and stable Indo-Pacific.”

“Cybersecurity is a shared concern and responsibility by both the private and the public sector, as well as domestic and international players because it has the potential to affect regional stability, security, and prosperity,” Manhit said during the event.

Stakeholders said SB 2699 would have more negative effects than positive ones if enacted into law.

The bill, if passed, will eliminate the need for a congressional franchise for telecommunication companies, which Manhit said diminishes the regulatory powers of the NTC.

Manhit is a vocal critic of the Konektadong Pinoy Act, saying that SB2699 could be a gateway for abusers, as the law aims to increase telecommunication companies in the country while also relaxing their restrictions.

UN appraising risk resilience program for PH

THE United Nations may reassess the standard toolkit for humanitarian aid and development programming used in other countries to better align it with the distinctive circumstances in the Philippines.

A UN country team has started a paradigm shift in investing in resilience building that includes enhancing national and local capacities to cope with, adapt to and recover from present and future shocks.

The Philippines is the most prone to natural hazards in the world, and such risks are becoming more intense due to climate change.

The UN has been working alongside the authorities in the Philippines to prepare for a wide range of disasters, as the UN resident coordinator in the country, Gustavo González, explains in his blog ahead of the International Day for Disaster Risk Reduction on October 13.

The Philippines, with its 7,100 islands and many coastal cities, has always been extremely vulnerable to intense weather events and natural hazards. Each year there are some 20 typhoons, and many can transform into super typhoons, which are very destructive extreme weather events. There are also around 20 active volcanoes across the country, and according to experts, the UN can expect a 7.2 magnitude earthquake at

any time.

The Philippines ranks number one globally in the World Risk Index, which measures vulnerability and exposure to natural extreme events. However, the extent of the country’s vulnerability is not well known outside the region, according to the UN resident and humanitarian coordinator.

Gonzalez said the UN’s approach in the country also must take into account regional differences. In his blog during his visit to an area affected by Super Typhoon Odette in 2021, Gonzalez assumed that it would share the same cultural identity and political dynamics as other parts of the country, but this was far from the case.

How migratory birds maintain earth’s ecological balance

TRAVELING thousands of miles and connecting ecosystems across the globe, migratory birds are vital in sustaining the health of our planet.

Their incredible journey highlights the wonders of nature and reminds us of the delicate balance they help maintain in the environment.

Migratory birds are species that move between regions and continents in search of food, better climates, and suitable breeding conditions.

Many follow specific migration routes called “flyways,” often guided by natural landmarks like mountain ranges, river valleys, or coastlines, which help them navigate across geographic areas.

These birds play a crucial role in keeping ecosystems healthy, particularly by controlling insect populations. Acting as natural pest controllers, they feed on insects, preventing overpopulation that could damage crops and harm agricultural productivity. This ecosystem service

is crucial to natural habitats and human food security.

In addition to pest control, migratory birds contribute to pollination, helping plants grow and sequester carbon– critical for combating climate change. By supporting plant biodiversity, they ensure ecosystems function properly and maintain their resilience in the face of ecological changes.

However, these environmental stewards face increasing threats from habitat loss and shrinking food sources. Urbanization and expanding agricultural areas have reduced their natural habitats. Light pollution from cities disrupts their migration patterns, and the widespread use of pesticides diminishes their primary food sources, such as insects.

When insect populations decline, the entire food chain suffers.This weakens the ecological balance and puts added pressure on migratory birds, whose survival depends on a thriving

environment. The decline in these birds can serve as a warning signal for broader environmental health issues.

“These species are integral to the health ecosystem, making it imperative that we take immediate action to ensure their preservation,” said Secretary Robert E.A. Borje, vice chairperson and executive director of the Climate Change Commission in stressing the the crucial role of migratory birds.

AS SHE recently celebrated her 31st birthday, actress Sarah Lahbati shared her thoughts on life, realizing that she doesn’t need the care of a loved one to live contentedly.

In a social media post, she wrote about the joy living a pure and simple life.

“How beautiful it is to feel contentment from such a pure, simple, and real space. As I turn 31, I’m overwhelmed by a sweetness that flows from within. I’ve come to realize that I don’t need anyone but myself, and that no one can save me but me,” her socmed post read.

At this point in her life, Sarah views independence not as an obstacle to happiness, but as a source of freedom.

“This independence isn’t a burden; it’s a liberation. Yet, amidst this self-reliance, I recognize my deep love for love itself—the joy of giving it and the warmth of receiving it.”

After going through emotional challenges following her separation from Richard Gutierrez, Sarah expressed her gratitude for the friends who supported her during both her high and low moments.

“My heart fills with gratitude for the few real friends I’ve made, friends who have stood by me through my lowest lows and my most beautiful highs. You are treasures in my life, and your presence is a gift I cherish.”

Ji Chang-wook has received several accolades, including Best Actor at the 2019 Asia Artist Awards for his performance in “Melting Me Softly” and the Next Generation Award at the 2023 ASIAN Film Awards. ‘Smile 2’ grins at box office with $23

analyst David A. Gross, who noted that horror sequels tend to earn a fourth less than the originals. The first Smile, also directed by horrormaster Parker Finn, made $22.6 million when it opened in 2022 and ultimately grossed $217 million worldwide. Smile 2 again tells the story of a grim curse, passed from one victim to the next, that afflicts a troubled pop star (Naomi Scott). Universal and DreamWorks Animation’s The Wild Robot, about a dispassionate mechanical being, stranded on an island, having to cope with (and care for) fuzzy woodland creatures, placed second again with $10.1 million, part of what Gross said has become a welcome industry trend.

Horror film ‘Smile 2’ is directed by Parker Finn

Horror film Terrifier 3, from indie studio Cineverse and Icon Events, earned $9.3 million for the Friday-through-Sunday period. David Howard Thornton again plays the psychopathic Art the Clown. In fourth place again, and enjoying a nice run in its seventh weekend out, was Warner Bros.’ Beetlejuice Beetlejuice, at $5 million. Michael Keaton again plays the creepily hilarious title character.

Fifth place went to We Live in Time, a weepy romantic drama from StudioCanal, at $4.2 million. Andrew Garfield and Florence Pugh star in what Comscore analyst Paul Dergarabedian called a “breakout indie hit” with “a hugely appealing cast (and) a funny, moving and romantic plot.”

Rounding out the top 10 were Joker: Folie a Deux with $2.2 million, Piece by Piece at $2.1 million, Transformers One with $2 million, Saturday Night bringing in $1.8 million, and the reissue of Nightmare Before Christmas earning $1.1 million. AFP

Heart Evangelista outshines top APAC celebs at Paris Fashion Week

THIS season’s Paris Fashion Week showcased the rising influence of Asian celebrities, with Heart Evangelista leading the charge and reinforcing her status as a fashion powerhouse.

The fashion icon emerged as the top celebrity from the Asia Pacific region at the Spring Summer 2025 Paris Fashion Week contributing $10.6 million in media impact value (MIV), according to a report by Launchmetrics.

The event, which took

place from Oct. 10 to 17, was heavily influenced by celebrities from the APAC region, particularly from the Philippines, Thailand, and Korea.

Evangelista is a beloved figure among designers and fashion houses including Louis Vuitton, Loewe, and Dior, which shows prominently saw her presence.

For the MIV ranking, Evangelista was followed closely by Thai superstar Apo Nattawin, who garnered $10.2 million, and former Miss Universe Pia Wurtzbach,

who secured $7 million.

The report highlighted that media outlets dominated the conversation at Paris Fashion Week, accounting for 58 percent of the total MIV.

Established institutions like Gala and Vogue led the way, but the voices of celebrities and influencers were also significant, making up 18 percent and 15 percent of the mix, respectively. Instagram remained the primary platform for sharing fashion content, although TikTok’s influence is steadily increasing.

Steve Aoki spins sustainability into fashion with IQOS recycled jacket collab

TOKYO – Philip Morris International (PMI) hosted the IQOS Together X Sensorium event on Oct. 19 bringing together members of the IQOS community from over 30 markets worldwide. At a press conference before the event, PMI announced a new partnership with Grammy-nominated DJ and producer Steve Aoki, who performed during the gathering.

Aoki, known for his passion for music and art, said his values align with IQOS’s vision of a smoke-free future. “I find IQOS’s vision to be progressive, innovative, and really inspiring,” Aoki said.

The collaboration coincides with PMI’s decade-long transformation to phase out cigarettes, a journey that began with the launch of IQOS in Nagoya, Japan, ten years ago.

“For PMI, sustainability is more than just minimizing negative externalities. As we offer better alternatives, we see a real opportunity for innovation and growth,” said Oggie Kapetanovic, President of Heat-Not-Burn/IQOS at Philip Morris International.

Kapetanovic also introduced a limited-edition jacket created from recycled tobacco sticks collected in the Czech Republic.

“Seventy-seven percent of the fabric was made from recycled materials. This jacket, with its glowin-the-dark elements, is a contribution to our circular programs,” he said adding that only 1,000 units of the jacket will be produced.

Aoki praised the partnership, describing it as wellplanned. “We focused on form and function, looking for ways to bring my passion and expertise to the collaboration,” he said.

Aoki highlighted key elements of the partnership, including accessories like IQOS doors in pink and blue, featuring his glow-in-the-dark logo, and wraps with monogram designs.

“My approach to music and art complements IQOS’s role as a pioneer in smoke-free products,” Aoki added.

Other notable figures in the Asia Pacific ranking included Thai actress Freen Sarocha, who made a splash during her Paris debut with a $5.9 million contribution in MIV, and South Korean actor Nam Joo-hyuk, with $5.7 million. Dior once again dominated the brand rankings, generating $82.7 million in MIV. The show, led by designer Maria Grazia Chiuri, featured a unique blend of fashion and sports, with notable attendees including Anya Taylor Joy and APAC celebrity ambassadors.

The festival allows customers to look through the offerings of global brands like iconic aviators and wayfarers from Ray-Ban, bold and futuristic eyewear pieces from Balenciaga, minimalist and contemporary specs from Bottega Veneta, luxurious and oversized frames from Gucci, iconic and innovative eyewear from Porsche Design, daring and geometric frames from Prada, Parisian-inspired spectacles from Saint Laurent, and trendy eyepieces with a lot of personality from Guess.

While the Sunglass Festival was held solely in SM Makati, Paul expressed her desire to have the festival held in other branches of the SM Store nationwide.
