EVIDENCE showing a victim’s sexual predisposition or past sexual behavior is not admissible in any criminal proceeding involving child sexual abuse, the Supreme Court (SC) said on Friday.
In People of the Philippines vs. Adrian Adrales, the Court's Second Division explained that the "sexual abuse shield rule aims to protect victims against invasion of privacy, potential embarrassment, and sexual stereotyping that happen when intimate sexual details are disclosed in public."
Under the said rule found in Section 30 (a) of the Rule on Examination of a Child Witness, "evidence offered to prove that victims engaged in other sexual behavior or their sexual disposition is not admissible in any criminal proceeding involving child sexual abuse."
This protection also encourages victims to speak up against their abusers, the Court added.
In the Adrales case, the SC did not accept his argument that his victim was known in their place as a prostitute.
The High Tribunal found him to have taken "advantage of [the victim’s] vulnerability, offering her money in exchange for engaging in sexual activities with different men."
Wherefore, the SC found Adrales guilty of qualified trafficking in persons under Republic Act No. (RA) 9208 or the Anti-Trafficking of Persons Act of 2003.

Barbers also remarked that testimonies from witnesses in the Quad Comm are pointing to the possibility of fabricated charges against De Lima and possibly other officials.
"It is not far-fetched to assume that they did this [fabricate charges] to others. This could have been done to mayors, who were accused of being high-value targets or drug lords, which caused them to be assassinated," Barbers said, apparently referencing the 2018 assassination of Tanauan Batangas Mayor Antonio Halili.
As this developed, former President Rodrigo Duterte, relatives of alleged EJK victims and 30 other individuals were invited to attend a Senate Blue Ribbon subcommittee's investigation into the previous administration's drug war on Monday. Also invited by the subcommittee led by Sen. Aquilino "Koko" Pimentel III, are De Lima, PCSO General Manager Royina Garma, and former Iloilo City mayor Jed Mabilog, among others.

In a statement, Ako Bicol PartyList Rep. Zaldy Co, the committee chair, said that contrary to rumors, Bicol has one of the smallest allocations for national road infrastructure and flood control projects.
“There’s no truth to the alleged billionpeso appropriations for Bicol flood control. In fact, the region’s funding for national roads and flood control are among the smallest in the country,” Co said.
The Bicolano solon stressed that the current administration’s infrastructure strategy, led by House Speaker Martin Romualdez, prioritizes integrating flood control measures with sustainable water management to enhance food security. He cited ongoing efforts to ensure that all flood control projects are linked to water impounding facilities managed by the National Irrigation Administration (NIA), which serve as vital sources of irrigation for local farmlands.

DELEGATES from more than 73 countries are expected participate in this year’s International Conference on Women, Peace, and Security (ICWPS) to be held in Manila. He said the meeting aims to “enhance the implementation of the Women, Peace, and Security agenda and encourage investment from the private sector.”

LTO suspends fines on late registration due to ‘Kristine’ LAND Transportation Office (LTO) chief Vigor Mendoza II on Friday disclosed the Department of Transportation’s (DOTr) approval to waive the payment of penalties for late registration of motor vehicles and renewal of driver’s license amid the devastation brought about by tropical storm “Kristine.” Mendoza issued a memorandum waiving of penalties on late registration for vehicles with October 2024 expiration and for the driver’s license expiring from Oct. 21 to 31.
“The penalties shall be waived until Nov. 8, 2024. Army arrests 21 ‘lawless elements’ in N. Cotabato

Nograles plans to make Davao City a digital hub
MAYORALTY candidate Karlo Nograles
is planning to turn Davao City into a digital hub.
Nograles, who resigned as the chair of the Civil Service Commission to try to claim the leadership from his former boss and now political rival Rodrigo Duterte, announced his plans for the city if given the chance to rule his fellow Davawenyos in 2025 election.
Nograles laid out his plans that include setting up a digital infrastructure plan to improve the city’s business system to entice more investors.
Nograles said if this is implemented, more jobs will be created.
He added a “Digital Davao” is a business-friendly Davao.
“We should not wait for investors to come to us; we should draw them to Davao with a modern city hall that can process business permits and all other requirements online,” Nograles said.

TAGUIG City has been awarded the Galing Pook Award for its breast cancer control program, dubbed “Ating Dibdibin.”
Out of 147 entries from 111 local governments, Taguig was selected as one of the 18 finalists and emerged as one of the 10 winners. The Ating Dibdibin program, established in 2012 in partnership with the ICanServe Foundation, is a community-based initiative focused on the early detection and treatment of breast cancer.
This program has been institutionalized through local ordinances and employs a patient navigation system, which has become a model for other local government units.

THE Land Transportation Office (LTO) ordered the cancellation of leaves of absence of all law enforcement officers to ensure the smooth flow of relief operations in Luzon and Visayas in the aftermath of severe tropical storm “Kristine.”
LTO chief Vigor Mendoza II said the order was in compliance with the directives of President Marcos to ensure continuous and efficient delivery of aid to areas severely affected by the weather disturbance.
“In line with this directive and upon instructions of Transportation Secretary Jaime Bautista, all leaves of enforcers and key regional and district officers in storm affected areas in Luzon and the Visayas, are hereby cancelled until further instruc-
tions,” Mendoza said.
“Their presence is crucial in maintaining order and assisting in the smooth flow of aid and relief operations,” he added.
Mr. Marcos earlier issued an urgent directive to all government agencies to extend assistance to the typhoon victims.
Among the worst-hit areas are the Bicol region, Cavite, Laguna and Batangas.
“As part of this response, the role of our law enforcement officers is crucial to ensuring the smooth flow of traffic and the safety of motorists and commuters in the affected regions,” Mendoza said.

A GRANDMOTHER in France has insisted that her rape trial be made public.
“I am a woman who is totally destroyed, and I don’t know how I’m going to rebuild myself,” said Gisele Pelicot, 71. “I’m not sure my life will be long enough to recover from this.”
The accused: her ex-husband and 50 other men, with ages ranging between 26 and 74. Among them: a nurse, a journalist, a prison officer, a local councillor, a soldier, lorry drivers and farm workers.
The husband Dominique, for numerous times, crushed sleeping and antianxiety medication into Gisele’s food and drink. With his wife sedated, he invited men to rape her at their home in Mazan, Provence. It went on from 2011 to 2020. He used a chat group called “Without Her Knowledge.”
A report by The Guardian narrates that Gisele simply believed her husband was being thoughtful, attentive, and solicitous. He prepared her food. He offered her drinks. He brought her ice cream – raspberry, her favorite flavor. He accompanied her to visits to the doctor because she was having memory lapses, hair loss, weight loss, and some gynecological issues. He was someone she trusted entirely.
In court, she told him: “So many times, I said to myself – how lucky am I to have you at my side!”
The husband has admitted to the rape but the other accused say they thought they were playing a sex game where the woman feigned unconsciousness. Thus, they denied that what they did was rape. One even said, if he would rape anyone, it would be someone more attractive -- not a 57-year-old grandmother (Gisele’s age when he raped her).
Dominique’s crime was exposed by accident, after Dominique was arrested for taking photographs up women’s skirts at a supermarket. It was only when the police seized his computer that they found a drive containing a folder named “Abuses.” In it were thousands of photos and videos of him and other men raping his unconscious wife.
“My world fell apart,” was Gisele’s reaction to the discovery. The trials will last until December 20.

Survivors of sexual abuse are vulnerable during the commission of the crime, and during the process that follows the reporting of the crime. Some are doubted and blamed – they must have asked for it or are simply crying foul to save face or temper their guilt. They must have given indications that they wanted it, too. What about their skimpy clothing? Their relationship patterns or sexual past? Have they even established their credibility?
During investigations or trials, survivors are forced to relive their experience and many of them do so with a feeling of shame. That is, if the cases even get reported at all. Many rape incidents in the Philippines are not filed, because the perpetrator is a family member or a superior that holds ascendancy or economic power, or because the process is cumbersome, and could eat into the time they should be earning a living.
In court, she told him: ‘So many times, I said to myself – how lucky am I to have you at my side!’
In other societies, rape survivors are the ones who are punished for bringing shame into the family. Some are beaten or killed in the name of honor. Some are forced to marry their abuser as if to extinguish the crime.
Tragically, some are not able to bear the burden of shame, that they take their own lives or spiral into a shell of their former selves for the rest of their lives.
In pushing for her trial to be made public, Giselle Pelicot advances the thinking that the shame should be on the rapist, not the survivor. She reminds us that abusers often do not look the part: many of them do not look menacing or speak in a threatening manner.
“The profile of a rapist is not someone met in a car park late at night. A rapist can also be in the family, among our friends.”
The world has often looked to France as a pioneer in fashion and culture. The French are seen as worldly and sophisticated. But if the rest of the world should take the cue from France for any reason at all, it should be this – it is the perpetrators who must bear the shame of their deed. It is they who knew it was wrong but who did it anyway for their gratification or validation or pleasure. It was they who presented themselves as honorable or earnest or caring, or came up with some pretext to get closer. It is they who exerted power over those whom they had abused.
While there have been pockets of success in other parts of the world –think the #MeToo movement, or acknowledgment of abuse committed by priests and other religious leaders -- this shift in mindset, and the justice that comes along with it, will take a long time to happen. The system that allows this is yet another monster altogether. At the very least, let us be part of its beginning now.

IN A world wracked by multiple crises, two leading financial institutions -- the International Monetary Fund and the World Bank -- stand out for their key roles in driving inequality, impoverishment and deprivation over the last 80 years. They find cause to celebrate in their forthcoming annual meetings in Washington, DC. But not for millions in the Global South who have borne the brunt of the impacts of their lending and the neoliberal policies they have been aggressively promoting.
THE Rodrigo Duterte administration focused on the war on illegal drugs which it claimed had become a pervasive problem throughout the country. The result, as we know by now, has been the involvement even of law enforcers – from the highest to the lowest levels -- in extrajudicial killings, as unearthed by the ongoing House Quad Committee hearings.
But the previous administration is now also being exposed as having encouraged the proliferation of Philippine Offshore Gaming Operators (Pogos) that lawmakers found are notorious for various online scams and other criminal activities, such as torture, kidnapping for ransom and murder.

“Filipinos often fall for scams due to attractive offers, acting hastily, with many victims admitting uncertainty about the legitimacy of the offers but choosing to risk it anyway. Still, around 41 percent of the respondents said they double-checked the legitimacy of the links to avoid falling victim, especially if the offer was too good to be true.
“Scams in the Philippines have reached an alarming level,” the Gasa report concluded. It’s time, we think, for law enforcement agencies, as well as the internet service providers, to closely collaborate and come up with ways to deter scammers from taking advantage of the gullible and the naïve.

Often denied justice in formal legal spaces, people’s movements and grassroots organizations from different parts of the world will gather in an International Peoples’ Tribunal process to indict the IMF and the World Bank for their alleged transgressions, and seek accountability and reparations.
The IMF and the World Bank bear part of the responsibilities for the crises people and communities worldwide due to their active roles in pushing loans and increasing indebtedness in the Global South.
One of the most flagrant acts by the IMF and the World Bank is the creation of unsustainable and illegitimate debt that traps nations in the Global South in a vicious cycle of poverty.
From the World Bank’s own data, debt stocks from 2012 to 2022 of lowincome and middle-income countries rose by 109 percent and 58 percent, respectively.
Debt service on public and publicly guaranteed debt service payments reached $443.5 billion in 2022, the highest level thus far and projected to increase.
The IMF and the World Bank are key promoters of neoliberal policies that are based on profit-driven and extractivist economic and development paradigms.
These policies are imposed as part of loan conditionalities, or as economic prescriptions in exchange for getting a good rating from the IMF, or as part of conditionalities for debt relief measures.
The impacts of these policies are harsh and heavy, falling hardest on impoverished countries, including the Philippines. It is high time we put a stop to the harms inflicted by the IMF and the World Bank.
The rigid austerity or belt-tightening conditionalities tied to loans compel borrowing governments to slash public services in favor of private providers, often leading to unemployment, reduced wages, and increased poverty. Neoliberal trade conditionalities to

The tribunal seeks to hold these institutions accountable for privatizing essential services and riding on women’s unpaid care work to fill up the gaps. The policies of these institutions have led to widespread human rights violations.
The IPT challenges the dominant notion that the IMF and the World Bank remain relevant today when their actions in the last 80 years have only contributed to crises and the misery of millions.
The Tribunal gives voice to those most adversely affected by the IMF and the World Bank’s prescriptions, and the strongest indictment of their illegitimacy.

TOKYO — Japan said Friday it was following with “serious concern” indications that North Korean troops are in Russia ahead of their possible deployment in Ukraine.
“The Japanese government is... monitoring the deployment of soldiers by North Korea to Russia with serious concern, including the possibility that they may join in Russia’s aggression against Ukraine,”

Taiwan president visits island off China
KINMEN, TAIWAN — Taiwanese President Lai Ching-te visited an island off China on Friday for the 75th anniversary of a victory over communist forces, days after China and Taiwan held military drills in sensitive waters separating the two.
Lai’s trip to the Kinmen islands, a few kilometres from the Chinese mainland, follows a fortnight of intense military activity in the Taiwan Strait. Lai, who took power in May and has been more outspoken than his predecessor in defending Taiwan’s sovereignty, attended a sombre ceremony for the Battle of Guningtou and shook hands with veterans.
China’s Communist Party has never ruled democratic Taiwan, but Beijing claims the island as part of its territory and has said it will never renounce the use of force to bring it under its control.

vors of one of Thailand’s most notorious massacres Friday joined the families of 78 victims who suffocated to death in army trucks to voice anger that those responsible will never be brought to justice.
Twenty years after the October 25, 2004 tragedy known as the “Tak Bai massacre”, relatives and supporters gathered for prayers to commemorate those who died.
Security forces opened fire on a crowd protesting outside a police station in the town of Tak Bai in Narathiwat province, close to the Malaysian border, killing seven people.

BEIRUT — Lebanese state media said Friday that separate Israeli air strikes killed three journalists in eastern Lebanon and flattened buildings in southern suburbs of Beirut.
“Our correspondent in Zahle reported the death of three journalists in an Israeli raid on Hasbaya,” Lebanon’s official National News Agency (NNA) said, adding that Israeli military planes struck at 3:30 am (0030 GMT) near the Syrian border. Local media reported that the air raid hit a hotel in Hasbaya, around 50 kilometres south of the Lebanese capital. Separately, in Beirut’s southern Choueifat Al-Amrousieh area, Israeli warplanes “destroyed two buildings and ignited a large fire, and black smoke covered the area,” according to NNA.
“The raid that targeted the Saint Therese area also caused the collapse of two buildings near the Constitutional Council.”
The NNA report of the strikes on Beirut’s south on Thursday came about half an hour after Israel issued evacuation warnings for the Hezbollah bastion following intense assaults the night before.

MOST Philippine banks maintained their credit standards for loans to businesses and consumers in the third quarter of 2024, the Bangko Sentral ng Pilipinas (BSP) said Friday.
Results of the Senior Bank Loan Officers’ Survey (SLOS) show that 80.4 percent of respondent banks maintained their credit standards for firms steady based on the modal approach. This represented a decrease from the second quarter of 2024 when 87 percent of banks reported unchanged credit standards. Meanwhile, the DI (diffusion index) approach showed a continued net tightening of credit standards in the third quarter, attributed to the deterioration in borrowers’ profiles and the profitability of banks’ portfolios.
The BSP said that in the modal approach, the results of the survey are analyzed by looking at the option with the highest share of responses, while in the DI approach, a

“We understand the financial difficulties faced by MSMEs in the aftermath of the storm. That’s why we have made the loan application process as streamlined as possible,” Roque said.
The loan offers a zero interest rate for the first year, increasing to 1 percent per month on the principal amount in the second year.

The BSP said a large proportion of banks maintained their lending standards for household loans in the third quarter with 80 percent, slightly lower than 84.2 percent in the second quarter. The DI method reflected a net tightening of overall credit standards in the third quarter, following unchanged loan standards in the previous quarter.

MAIBARARA Geothermal Inc. (MGI) expressed interest in three lots of staterun Power Sector Assets and Liabilities and Management Corp. (PSALM) located in Sto. Tomas City, Batangas and Calamba City, Laguna totaling 58,911 square meters, with minimum bid price of P473.168 million.
MGI is the joint venture of PetroGreen Energy Corp. (65 percent), PHINMA Energy (25 percent) and PNOC Renewable Corp. (10 percent). It is the developer and operator of the 20-megawatt Maibarara-1 and 12-MW Maibarara-2 Geothermal Power Project (MGPP) in Sto. Tomas, Batangas.

PSALM said the LLAs did not restrict the rights of the company to sell the subject lots to a third-party, but the buyer should respect and protect the leasehold rights of MGI over the properties.

It ended the week at 7,314.23, up by 30.44 points, or 0.42 percent, from Thursday, while the broader all-shares index picked up 9.88 points, or 0.25 percent, to close at 4,017.27.
The peso, however, slumped to 58.32 against the US dollar Friday, following the resumption of trading after it was disrupted by the typhoon Thursday.

GLOBE Telecom Inc. said Friday it completed service restoration in several provinces in the wake of severe tropical storm Kristine, with efforts ongoing in other areas as ground conditions gradually improve.

it will construct the P141.5-million Pinugay Septage Treatment Plant (SpTP) in Barangay San Jose, Antipolo City to protect the environment and safeguard public health.
The Pinugay SpTP, expected to be completed by September 2025, will have a 50-cubic-meter capacity and provide sanitation treatment services to 143,612 residents of Baras, Teresa, Cardona, Jala-jala and Morong.
The plant, being constructed on a 35,032-square-meter lot adjacent to Pinugay Road, will be equipped with cutting-edge technology for wastewater management.
Key components of the project include septage acceptance tanks, grease storage tanks, a dewatering system, a membrane-aerated biofilm reactor, and a disinfection facility. These imple-

THE Department of Tourism (DOT) said Friday it is actively assisting tourists left stranded across the Philippines because of the disruptions caused by Typhoon Kristine.
Travel was heavily impacted, and damage was reported at several tourist destinations.
It said 529 tourists were stranded across various regions including 179 in Region II (Batanes), 16 in Region IV-A (Mauban, Quezon, and Lobo, Batangas), 33 in MIMAROPA (Oriental Mindoro and Marinduque), 12 in Region VI (Boracay), 25 in Region VIII (Maasin) and 264 in Region XIII (Surigao del Norte).
The storm also damaged 14 tourist sites in Sorsogon, Masbate, Batangas and the Dinagat Islands.
The DOT said it prioritizes the safety and well-being of tourists affected by the storm and is working closely with regional offices, local government units (LGUs) and other agencies to provide immediate assistance.
It is also verifying reports, particularly in Northern Luzon and the Bicol
Region, which suffered the brunt of the storm. Updates will be released as they become available, the DOT said.
Regional offices are working with accommodation establishments (AEs) to provide temporary shelter for stranded tourists.

A REPORT by the International Energy Agency (IEA) shows that while Vietnam will remain the largest renewable energy market in the Southeast Asian region, the Philippines is seen to have the highest growth rate.
The IEA predicted in its Southeast Asia Energy Outlook 2004 that the Philippines would have a 3.7-percent growth rate from 2022 to 2030, followed by Indonesia at 3.6 percent and Thailand at 1.9 percent.

Reyes presented a detailed overview of STARBOOKS, highlighting its features and providing a stepby-step guide on how to access and navigate them. He also emphasized the importance of monitoring, managing customer profiles and generating monthly transmittal files to track engagement.

The IEA outlook provides a thorough examination of Southeast Asia’s energy markets, energy security and climate ambitions, exploring the challenges and opportunities for the region in clean energy transitions.
It cited the Philippine government’s move of a 35-percent share of renewable energy in the generation mix by 2030. It said the Green Energy Auction Program and renewable portfolio standards are the main policy tools to achieve the 35-percent RE share target. The Philippines aims
to increase the share of RE to 50 percent by 2040.
The report said the Philippines’ allowing foreign ownership of renewable energy assets would encourage international investments.
“Increasing investments in grid infrastructure and streamlining permitting would allow the Philippines to accelerate renewables deployment,” the report said.
The IEA said its analysis suggests that Southeast Asia would double in its renewable capacity by 2030.
“In Southeast Asia, full imple-
mentation of planned capacity additions would see renewables capacity increase from about 110 gigawatts in 2022 to 225 GW by 2030,” it said.
The report said almost a third of the planned additions are in Vietnam, followed by 27 percent in Indonesia and 18 percent in the Philippines.
“Solar PV would surpass hydropower to become the largest renewable technology [in capacity terms] in the region, driven by low costs and increasingly robust policy frameworks,” the report said.

LT GROUP Inc., the listed holding company of business tycoon Lucio Tan, sold all its stake in Asian Alcohol Corp. to Prior Holdings Corp.
The conglomerate did not provide other details in the company’s disclosure to the stock exchange Friday. It has yet to issue additional information as of press time when sought for clarification.
Sources said Prior Holdings is a private company also owned by the Tan family. Asian Alcohol, a subsidiary of LT Group’s Tanduay Distillers Inc., is the second biggest distillery in the Philippines with a facility in Negros Occidental.
It employs distillation process that uses molasses, yeast, water and other ingredients. It has a 10-hectare plant in Negros Occidental, considered the sugar industry capital.
The facility also houses a modern wastewater treatment plant which converts distillery waste into biogas energy for power requirements. It has a daily rated capacity of 210,000 liters of quality ethyl alcohol.

Both parties decided to cancel the sale, citing the “unusual market developments” in the sugar industry and the “steady pressure against the peso” as reasons.

STATE-RUN Government Service Insurance System (GSIS) announced financial assistance to members and pensioners affected by Typhoon Kristine through its emergency loan program. It opened the program in Albay and Naga City and will also activate it in areas declared under a state-of calamity.
GSIS said it is monitoring other areas in the Bicol Region, CALABARZON, MIMAROPA, Central Visayas, Negros Island Region, Eastern Visayas and Mindanao for state-ofcalamity declarations.
Once an area is declared under a state of calamity, GSIS will immediately make the loan available to qualified members and pensioners, it said.

FOR many people, the ideas surrounding love, sex, and the paranormal are often treated as topics for light conversation among peers. With the public steering clear of such conversations due to the prevalent culture of ignoring taboo or unconventional topics, these discussions are often held behind closed doors, with certain details left unclear or misunderstood due to the lack of knowledge of those talking about them.
As this practice allows the continued spread of incorrect information, three new programs of Radyo 630 and Teleradyo Serbisyo aim to turn the tide and shed light on what people may or may not have missed about these topics. These are dating coach Vanessa “Coach V” Antonio’s Love Konek, health specialist Dr. Lulu Marquez’s Private Talks, and psychic and paranormal expert Stargazer’s Feel Kita.

“This is the first time we’ll be complete for a dance. There are 11 of us— including Sherwin, Michael, and Spencer. That hasn’t happened before; usually, someone would be missing. So this is truly the first time we’re all together,” said Jhong.

“I’m very happy. After 31 years, we’ve only just thought about having a reunion now. We said this is the time to go for it because we’re not getting any younger, and this is our way of thanking the fans who have been there since day one,” he added.
“We want to show everyone that after 31 years, we can still do it… I wish we had done this earlier. Now we’re starting to feel some back pain after rehearsing,” Vhong quipped.
Talking about their group’s upcoming concert, SB90s: The Streetboys happening on Nov. 8 at the New Frontier Theater in Quezon City, Jhong hoped fans who grew up watching them would remember the songs of the ‘90s.
“We want to bring that back. We want the kids from the ’90s to remember what music was like back then. Honestly, the music now is so different,” he stated.
For Vhong, the concert is a gift for their fans who continue to support them in their individual pursuits.
“We also want this to be a way to thank everyone who has supported Streetboys since day one, so this is our special gift to them,” Vhong expressed. He also took the opportunity to thank director Chito for giving them opportunities they are forever grateful for. Besides forming Streetboys, Roño has served as a father figure over the years.
“In thirty-one years, it’s wonderful to think that with Direk Chito, we don’t have a contract. Our discussions about forming Streetboys were just verbal agreements. It’s amazing to say that after 31 years, we’re still together,” he continued.
“Direk Chito has taken on the role of a father figure for us, and he’s even become like a grandfather now because our kids are like his grandchildren. In fact, every year we’re together—during Christmas, New Year, and birthdays. I can’t imagine how long he’s put up with us. He’s still here, truly supporting us,” added Vhong.
In Love Konek, Antonio will be sharing advice about love geared toward fostering ideal romantic relationships for listeners. From navigating the current dating scene to enriching the relationships of married couples, the show aims to help listeners build more meaningful connections in their lives. Meanwhile, Marquez, alongside radio anchor Imee Estareja, will be discussing topics aimed at promoting positive sexual wellness and maintaining healthy relationships among partners in Private Talks. The show also advocates for comprehensive sexual education for Filipinos, enabling them to fully understand their sexuality as well as sex in general.
Completing the three programs is Stargazer’s
