RESCUERS raced against time to reach people still stranded or missing in areas made inaccessible by flooding from Severe Tropical Storm “Kristine” which displaced nearly half a million people and killed at least 87, as tropical storm “Kong-Rey” is expected to enter the Philippine area of responsibility today and develop into a typhoon by Monday.

Damage to infrastructure stood at P203.82 million, accounting for damaged roads, bridges, school buildings, government facilities and health facilities.
Damage to agriculture, on the other hand, was estimated at P87.52 million, affecting 3,049 farmers and fisherfolk and 1,613.77 hectares of crops.
There are 83 cities and municipalities placed under state of calamity due to “Kristine,” Posadas said.
In Batangas, rescuers were using backhoes and shovels to dig through mud as high as high as three meters (10 feet) in a desperate search for the
missing in areas hit by landslides.
“We are desperate to find people in safe condition. Deep inside, I am hoping that many of those reported missing are not under the mud and boulders, but simply went somewhere without telling others,” provincial police chief Jacinto Malinao said.
The number of confirmed dead in Batangas stood at 51, with at least 22 people missing.
In the Bicol region, residents trapped on the roofs and upper floors of their homes were still awaiting desperately needed assistance.
“The floods have yet to subside. Calls asking for help are still pouring here,” regional police director Andre Dizon said.
“We need to rescue them as soon as possible because starvation can be a problem. We’re hearing reports that children are already getting sick.” With AFP

tinue to help you,” Mr. Marcos said as he checked on the condition of the affected families temporarily staying at the Naga City Hall on Saturday.
“Please know that we never forgot you and we are always thinking of how to help you,” he added.
Bicol was among the hardest hit regions by “Kristine,” with several residential areas and agricultural lands submerged in floodwaters,
affecting more than 1.8 million people or 384,436 families.
Before visiting the evacuation center, Mr. Marcos also inspected Causip village in the town of Bula.
The Department of Social Welfare and Development distributed P56.5 million worth of family food packs as an immediate response to families affected by the storm in Bicol.
A presidential helicopter – the Bell 412 – was also being used to deliver
essential relief supplies to communities battered by “Kristine.”
The helicopter transported goods from Tactical Operations Group 5 in Legazpi to Libon, Albay.
As this developed, President Marcos vowed to pursue a long-term flood control project in the Bicol region, underscoring how climate change and increasingly severe weather patterns have made urgent action essential.
FOUR Southeast Asian nations – Singapore, Brunei, Malaysia, and Indonesia – are sending assistance to the Philippines to support ongoing recovery efforts after the devastation left by Severe Tropical Storm Kristine, the Office of Civil Defense said.
“Other countries are helping us – it’s automatic for Brunei, Malaysia, Singapore, and Indonesia to help. They’ve also sent their air assets,” OCD administrator Usec. Ariel Nepomuceno said.
The Singaporean Ministry of Defense confirmed it will send a C-130 transport aircraft to aid in humanitarian efforts.
“The Singapore Armed Forces contributions underscore the warm and friendly bilateral and defense ties and close Humanitarian Assistance and Disaster Relief (HADR) cooperation between Singapore and the Philippines,” the ministry said.
Malaysia also deployed an EC 725 AP helicopter from its No. 5 Squadron in Labuan Air Base to support disaster relief missions in “Kristine”-hit areas.
The mission was led by Maj. Thaddeus Raphael ak Azis of the Royal Malaysian Air Force, accompanied by a team of 15 personnel.
Earlier, President Ferdinand “Bongbong” Marcos Jr. said Enhanced Defense Cooperation Agreement (EDCA) sites across the country would be activated for relief and rescue operations. He said the EDCA sites would be used to airlift relief goods, personnel, and equipment, especially in areas with unpassable road networks.

MIRU SYSTEMS TURNS OVER NEW POLL MACHINES
THE Commission on Elections (Comelec) bared that South Korean firm Miru Systems formally turned over two new printing machines that will be used in the upcoming 2025 midterm elections and BARMM parliamentary elections to the Comelec and the National Printing Office (NPO).
Comelec chief George Erwin Garcia on Saturday said that this marks the first time in history that the HP printing machines will be utilized for a government agency.
Garcia, quoted by ABS-CBN News, said the poll regulator is “happy” with the state-of-the-art
equipment. He said the machines are “improved versions” of previous equipment used by the Comelec.
For the next two months, the poll regulator reported that it is targeting to accomplish printing at least 70 million ballots in preparation for
the elections.
Members of the media, interest groups, and citizens are permitted to observe the printing activities.
“We will never leave any day without any observer or anyone watching para maiwasan ‘yung mga ibang issue na katulad ng nangyari dati,” Garcia, quoted by ABS-CBN News, said.
The Comelec also announced that no excess ballots will be printed to eliminate any potential doubts regarding the integrity of the elections.
Garcia explained that a 1:1 ratio will ensure that voters will “take
care” of the ballots.
The Comelec noted that, on average, voter turnout for national and local elections is only 65-70%.
However, for national elections that include presidential and vicepresidential races, turnout increases to 80-83%.
The unused and rejected ballots will be properly accounted for.
Garcia also emphasized that the machine is ballot-specific, meaning that ballots from one precinct cannot be used in other precincts.
They assured that all printed ballots will undergo machine verification to ensure they meet the required standards.

Dela Rosa assured that he would not be overly cautious about revealing the truth, as long as it is brought to light. He encouraged the public to watch the proceedings, asserting that the people deserve to know
the truth about the anti-illegal drugs campaign.
Senate President Francis Escudero expressed hope for a clear, comprehensive, and peaceful hearing.
“My hope is that there will be a clear, peaceful, and comprehensive exchange of views and information that will not lead to any fights, confrontations, or heated tempers,” he said.

DBM ISSUES ORDER FOR EARLY RELEASE OF STATE WORKERS’ BONUSES, CASH GIFTS
THE Department of Budget and Management (DBM) has issued a circular for the early release of the year-end bonus and cash gift for government workers.
In a statement on Saturday, the DBM said the release of the bonus will be as early as the first payroll of November 2024.
DBM Secretary Amenah Pangandaman issued Budget Circular 2024-3, which amended the previous rules on the payment of the year-end bonus and cash gift.
Circular 2024-3 amends Section 6.1 of DBM Circular 2016-4, which provides that the year-end bonus and cash gift shall be given to entitled government personnel not earlier than Nov. 15 of a current year.
In the latest circular, the DBM said the year-end bonus equivalent to one-month basic pay as of Oct. 31 and a cash gift of P5,000 shall be given to entitled government personnel simultaneously with the first agency payroll for November of the current year.
“On the first payroll of November, government workers will receive their year-end bonus and cash gift.)
Instead of the existing policy that the payment of these benefits shall not be earlier than Nov. 15 of the year, the qualified personnel shall be granted
their respective year-end bonus and cash gift simultaneously with the first agency payroll for the month of November,” Pangandaman, quoted by GMA News, said.
“We are trying to address here previous delays that had affected employee satisfaction,” she added.
The amendment was issued following the observation that “government personnel continue to experience delays in receiving bonuses and cash gifts, affecting their morale, motivation and level of job satisfaction.”
The DBM circular stated that streamlining of the payroll process of each agency will mitigate the internal and external causes of delay in the payment of benefits.
Moreover, the Budget Department noted that a streamlined proc-
ess will increase productivity and efficiency, ensuring that the year-end bonus and cash gift will be granted on schedule.
The DBM Circular 2024-3 applies to all national government agencies, including constitutional offices, state universities and colleges (SUCs), government-owned or -controlled corporations (GOCCs), and local government units (LGUs).
Through the latest circular, the DBM directs government agencies to implement the necessary adjustments in their payroll systems to prevent further delays.
The DBM said the move is part of broader efforts to improve government efficiency, transparency, and employee welfare under the administration of President Ferdinand “Bongbong” Marcos Jr.
GOV’T CHARTERED FLIGHT BRINGS HOME 290 FILIPINO WORKERS FROM LEBANON
THE Philippine government brought home 290 Filipinos from Lebanon on Saturday amid the continuing unrest in the country due to intensified conflict between Israel and Hezbollah, the Department of Migrant Workers (DMW) said.
The latest batch consisted of 233 overseas Filipino workers and 13 dependents; and 21 overseas Filipinos with 23 dependents.
They boarded Flight MYW9071, which took off from Lebanon at about 2 p.m. on Oct. 25 (Beirut time) and arrived in Manila on Saturday afternoon. The chartered flight from Beirut to Manila, with a stopover at Doha, Qatar, has been arranged by the DMW,
the Department of Foreign Affairs (DFA), and the Philippine Embassy in Turkiye.
The DMW said this complies with
President Ferdinand R. Marcos Jr.’s directive to evacuate Filipinos “by whatever means” amid the unrest in the Middle East.

Secretary Hans Leo Cacdac said the DMW and DFA are working closely “to ensure that Filipinos in Lebanon are taken out of harm’s way.”
“The Philippine Embassy and the Migrant Workers Office (MWO) in Lebanon work hand-in-hand with the host government to facilitate travel documents for Filipinos to join this flight,” Cacdac said.
Foreign Affairs Secretary Enrique Manalo, meanwhile, said the DFA “remains committed to the task at hand,” noting the continuing coordination among other Philippine embassies in the region, including those in Beirut and Doha. Marcos earlier directed the DMW and other agencies to mobilize the resources and assets of the government to bring home Filipino workers from Lebanon.
The latest repatriation brings the total number of Filipinos evacuated from Lebanon to 903, including 47 dependents.
Meanwhile, the DMW, MWO, and the Overseas Workers Welfare Administration (OWWA) continue to provide
aid to Filipinos awaiting their repatriation schedule.
The MWO is also providing care for 69 Filipinos residing in shelters in Beirut, ensuring they receive food and other necessities.
“We stand ready to assist those who are willing to be repatriated. We are encouraging OFWs to avail of the voluntary repatriation program,” Cacdac said.
“And sa pag-uwi nila, a whole-ofgovernment approach ang nakahanda (And once they are home, there is a whole-of-government approach in place), as directed by the President, with unprecedented financial assistance and other forms of support under the Bagong Pilipinas.”

THE US, Japan, and the Philippines launched the Luzon Economic Corridor, the first Partnership for Global Infrastructure and Investment (PGII) corridor in the Indo-Pacific, during their inaugural trilateral summit on Friday. As the three nations aim to strengthen cooperation and foster economic resilience, the Luzon Economic Corridor serves as a platform for enhanced collaboration, focusing on delivering tangible investments across multiple sectors.
“Through this corridor, part of the Partnership for Global Infrastructure and Investment-IPEF Accelerator, Japan, the Philippines, and the United States commit to accelerating coordinated investments in high-impact infrastructure projects, including rail; ports modernization; clean energy and semiconductor supply chains and deployments; agribusiness; and civilian port upgrades at Subic Bay,” a joint statement said.
“Japan has long been supporting connectivity in this area, including
rails and roads, through the Japan International Cooperation Agency. We plan to work with multilateral organizations and the private sector to attract quality, transformative investments,” the statement added.
During the summit, the three leaders emphasized the importance of enabling “future commercial deployment and an open, interoperable, secure, reliable, and trusted information communications technology ecosystem in the Philippines.”
In line with this goal, Japan committed $8 million for Open Radio Access Network (RAN) field trials and for the Asia Open RAN Academy, to be based in Manila.
The summit also addressed climate change, with the three countries agreeing to provide capacitybuilding mechanisms and expand partnerships for safe and secure civil-nuclear capacity-building.
Discussions on the South China Sea and East China Sea reaffirmed the countries’ shared commitment to maintaining peace and security, consistent with international law.

Villafuerte said, “This law, as provided for in the labor protection features of the DOLE-issued IRR, will from hereon benefit all industry workers, including independent contractors hired to do production work and other services like distribution and exhibition of content, and to include out-of-town shoots and/or lock-in production work that require them to stay in location sites for 24 hours straight or even for several days or months.”

THE University of the Philippines (UP) Manila partnered with Monash University of Australia to conduct forensic science training and research activities in the Philippines. The partnership aims to increase the number of forensic experts and medico-legal investigators in the country.

ISRAEL HITS IRAN MISSILES, BASES IN RETALIATORY STRIKES
ISRAEL said it conducted air strikes against Iran on Saturday that hit military bases and missile sites in retaliation for the Islamic republic’s attacks, warning it would “pay a heavy price” if it responds.
The Israeli military said its strikes hit Iran’s missile manufacturing facilities, missile arrays, and other systems in several regions.
Iran confirmed an Israeli attack had targeted military sites in the capital Tehran and other parts of the country, but said it had caused “limited damage.”
Israel had vowed to hit back at Iran for its Oct. 1 missile strike, the second-ever direct attack by the Islamic republic on its arch-foe.
The rapid escalation of violence has heightened fears across the region and beyond of a wider war, pitting Israel against Iran and the allies it dubs the “axis of resistance” on multiple fronts.
“Based on intelligence, IAF (air force) aircraft struck missile manufacturing facilities used to produce the missiles that Iran fired at the State of Israel over the last year,” Israel’s military said in a statement.
“Simultaneously, the IDF (military) struck surface-to-air missile arrays and additional Ira-
nian aerial capabilities,” the army said, adding that the “retaliatory strike has been completed and the mission was fulfilled.”
Since the deadliest attack in its history on Oct. 7, 2023, Israel has been fighting Hamas in Gaza, and since late last month, it has been at war with Hezbollah in Lebanon.
Both Hezbollah and Hamas are allies of Iran, as are armed groups in Yemen and Iraq and the government in Syria.
In a statement announcing the operation, the Israeli military said it was conducting “precise strikes on military targets in Iran,” in response to what it said were “months of continuous attacks from the regime in Iran.”

Taking the stage with her Destiny’s Child co-star Kelly Rowland, the Grammy-winning diva introduced Harris to over 20,000 roaring supporters in the Texas metropolis of Houston, Beyonce’s hometown.
“It’s time for America to sing a new song,” Beyonce said, urging voters to show up.
While the superstar did not perform any hits, her presence brought even more attention to Harris’s rally, which focused on abortion restrictions in Republicanled states.
Beyonce said she was not there as a celebrity but as “a mother who cares deeply about the world... a world where we have the freedom to control our bodies.”
Texas is not one of the handful of battlegrounds that are expected to decide the presidential election, or where the Democrat and her rival would normally be campaigning in the home stretch.
But Harris is banking on her star-studded show — which also featured 91-year-old country legend Willie Nelson — to bring abortion to the forefront of voters’ minds in the final days of campaigning.
“We are 11 days out from an election that will decide the future of America, including the freedom of every woman to make decisions about her own body,” Harris said.
While Harris was in Houston, Trump was in Austin, taping a three-hour interview with “The Joe Rogan Experience,” the United States’ most popular podcast.
The friendly discussion veered around various topics, including UFOs and secret files on the assassination of president John F Kennedy, but rarely got into policy details and wholly avoided the issue of abortion, according to a video of the chat released Friday evening.
Rogan did not say he was backing Trump, and even expressed hope that Harris would also visit.
The ex-president however prodded the comedian to follow in billionaire Elon Musk’s steps and publicly endorse him.
“You cannot be voting for Kamala. Kamala. You’re not a Kamala person,” Trump said.
Trump’s follow-on rally, in battleground Michigan, was delayed for several hours over the taping, with many attendees departing before the president even showed up.

GLOBAL anti-money laundering watchdog FATF on Friday added Lebanon, which is currently being pummelled by Israeli air strikes, to its “grey list” of nations that are subject to increased monitoring of financial transactions.
The Paris-based Financial Action Task Force said it also added Algeria, Angola and Ivory Coast.
“Of course, we recognise the extremely grave situation that Lebanon is currently facing,” said Elisa de Anda Madrazo of Mexico, which currently holds the organisation’s rotating presidency.
Lebanon’s being put on the grey list “should not impede relief efforts... and we are working to ensure that channels of humanitarian aid remain open,” she added.
De Anda said that being put on the grey list was not a “punitive measure” and was part of the process of helping nations develop action plans to make improvements.
“I can tell you that there was a degree of flexibility granted to Lebanon as it relates to the deadlines set in the action plan,” she said.
Lebanese Prime Minister Najib Mikati said the grey-listing was “expected, considering the known circumstances which hindered the establishment of the required legislation and financial reforms.”

G7 LEADERS FINALIZE $50B LOAN TO BACK WAR-HIT UKRAINE

G7 LEADERS have finalized details surrounding a $50 billion loan to aid Kyiv, backed by profits from Russian sovereign assets frozen after its invasion of Ukraine, according to a statement released Friday. Leaders of the Group of Seven wealthy democracies said they “have reached a consensus on how to deliver” the loans of approximately $50 billion, with an aim to start disbursing funds by the end of this year.
“The loan proceeds will be disbursed through multiple channels to support Ukraine’s budgetary, military and reconstruction assistance,” G7 leaders added. Their announcement came as world financial leaders gathered in Washington this week for meetings hosted by the International Monetary Fund and World Bank.
Finance ministers have “agreed on a technical solution ensuring consistency, coordination, fair distribution of lending, and solidarity among all G7 partners,”the statement said.
“We will not tire in our resolve to give Ukraine the support it needs to prevail,” the leaders added.
They called on Moscow to end its war and pay for damage caused to Ukraine. This week, US President Joe Biden said that as part of the G7 package, the United States would provide $20 billion in loans to Ukraine, to be paid back by the interest earned from immobilized Russian sovereign assets.

AUTONOMOUS driving, once a concept relegated to the realm of science fiction, is rapidly becoming a reality. With advancements in artificial intelligence, sensors, and computing power, vehicles are inching closer to driving themselves.
While fully autonomous vehicles capable of operating without human intervention are still in development, significant strides have been made in recent years. Several automotive manufacturers and technology companies have introduced vehicles with varying levels of autonomy, ranging from advanced driver-assistance systems (ADAS) to semi-autonomous capabilities.
ADAS features, such as adaptive cruise control, lane departure warning, and automatic emergency braking, are becoming increasingly common in modern vehicles. These systems can assist drivers in various driving scenarios, reducing the risk of accidents and enhancing safety.
Semi-autonomous vehicles, often referred to as Level 3 autonomy, can handle certain driving tasks under specific conditions. For example, they may be able to drive themselves on highways or in controlled environments, but human intervention is still required in more complex situations.
Despite the progress made, the path to fully autonomous driving is fraught with challenges. One of the primary obstacles is ensuring the safety of autonomous vehicles. These vehicles must be able to accurately perceive their surroundings, make split-second decisions, and respond appropriately to unexpected situations. Developing reliable and robust AI algorithms to handle these complex tasks is a significant undertaking.
Another challenge is the ethical implications of autonomous driving. For example, how should a self-driving car prioritize safety in a situation where a collision is inevitable? Should it prioritize the safety of its passengers or pedestrians? These are difficult questions that require careful consideration and ethical frameworks. Legal and regulatory hurdles also need to be addressed. As autonomous vehicles become more prevalent, governments must develop clear regulations and standards to govern their use. This includes issues such as liability in case of accidents, data privacy, and cybersecurity.
Yet despite the challenges, the future of autonomy in vehicles still appears promising. With several notable autonomous driving platforms and applications already present today, the technology proves that even at its current state, current and potential benefits are substantial – including improved safety, reduced traffic congestion, and increased accessibility for those with disabilities –among others.
Such notable platforms and applications currently being developed or deployed are:
Tesla Autopilot: Tesla’s Autopilot system offers advanced driver-assistance features, including adaptive cruise control, automatic steering, and lane-keeping assist.
Waymo: Waymo, a subsidiary of Alphabet, has been conducting extensive testing of self-driving vehicles in various cities.
Cruise: Cruise, a subsidiary of General Motors, is developing autonomous taxi services in cities like San Francisco.
Uber ATG: Uber’s Advanced Technologies Group is working on selfdriving technology for ride-hailing services.
The road to fully autonomous driving is still long, but the progress made so far is encouraging. As technology continues to evolve and challenges are addressed, we can expect to see a future where self-driving vehicles become an integral part of our transportation infrastructure.
The potential benefits of autonomous driving are significant, including improved safety, reduced congestion, and increased accessibility. However, it is essential to approach this technology with caution and ensure that it is developed and deployed responsibly. In search of a renewed passion and a desire for a more meaningful impact, Soong, building on his entrepreneurial spirit and adaptability, found more meaning in working with farmers to create a food-secure Philippines.
“It was in 1997 when I first ventured into the world of luxury cars, dealing with prestigious brands like Jaguar, Land Rover, Ferrari, Maserati and Aston Martin. While it was a successful endeavor, I’ve always sought to diversify my business interests,” he said, reflecting on his journey from being a well-established car dealer to a hands-on agricultural input trader.
As he closed his automotive trading business, another opportunity opened in the electric vehicle (EV) market, this time focusing on ground service equipment (GSE) for airport operations.
Before entering the automotive industry, Soong, also one of the country’s biggest collectors of luxury sports cars, already made strides in various sectors. He started distributing Bose speakers in 1968, founded a successful technology company in 1972 and ventured into modular office furniture in 1978 to bring innovative workspace solutions to the Philippines.
New venture
Reflecting on his career choices, Soong emphasized the importance of alignment and adaptability. “In life, you cannot force fit anything. You may like something, but it may not be the right fit. You have to accept that as part of your destiny and look for other opportunities,” he said, sharing his realizations.
An opportunity presented itself in 2017 when a Belgian friend, residing in Thailand for two decades, sought Soong’s help to introduce a highly efficient liquid fertilizer product to the Philippines.
“He came knocking on my door in 1984. He was still a Belgian diplomat then, seeking connections. That’s how our friendship started. Suddenly, I realized life is coming full circle,” he reminisced.
Soong saw the value in the business venture and decided he was in for the ride.

If one had traveled back to PIMS 2018 and compared it to the innovations on display this year, it would have felt like a journey of decades, not just six years. Here’s a look at the most groundbreaking car technologies that defined PIMS 2024 and how they eclipsed their 2018 counterparts.
EVS EVERYWHERE: THE DOMINANCE OF ELECTRIC
In 2018, electric vehicles (EVs) had been more of a novelty, with automakers unveiling concept models and a few hybrids. By 2024, however, EVs and sustainability had taken center stage, representing not just the future but the present. Major players such as Toyota, Nissan, Kia, and Isuzu, alongside newer entrants like Changan, MG, and Jetour, presented electrified fleets ranging from compact commuters to luxury SUVs. “ANCHOR” is defined by Merriam-Webster as “something that serves to hold an object firmly”. Last year, South Korea-based allFilipino boy group Hori7on announced during its first fan meeting that its official fandom is ‘‘Anchors”. As described, the name came from the “sincere hearts of fans who want to help [them] navigate toward their dreams and goals”.
And just like what an anchor can do, for the seven-member group, their fans played an important role in what kept them going and why they were able to achieve things beyond their imaginations.

During a press conference for their upcoming concert, the members said that in a year, they had gone through a lot— from being proclaimed as the winners of the survival reality show Dream Maker to their first showcase and first concert.
“Being together as Hori7on, making the dream happen, and promoting in South Korea and of course, performing [on] a lot of stages together with the whole team It’s always a dream to have done that,” said Vinci, when asked what’s the most
memorable part of being a member of Hori7on.
“The most memorable for me was our first concert because we were able to showcase our talents In front of the anchors and I’m glad that we were able to share our love for fans,” said Winston.
Vicci then gave credit to their fans for helping them to experience what it feels like to finally live the dream.
“Thank you so much [to] all of the anchors who have supported us from day one and who really put us in our positions to be representatives of their dream,” Vinci added.
Talking about the concert, Marcus said that it’s going from their first concert last year.
“Well, I think just really wanna clear out to everyone that the second concert is gonna be so much different compared to the first one. I’m sure many people might think it’s a little bit similar to the first one. But as much as possible, we really wanted this to be a more connected concert for our audience compared to the first one. We really wanted to feel like an anchor high for everyone,” he said.
“And I have a promise [that in] our performances, we are gonna shock everyone. So, I hope everyone is looking forward to it as much as we are,” continued Marcus.

But we want this also to be a closing page to a chapter of Hori7on’s era because so far we have been showing sides of youthfulness and our natural selves, and I guess naturally of course, eventually, we’re going to grow up and mature as we age.
