HE Philippine National Police (PNP) is reopening its investigation into the 2020 murder of Philippine Charity Sweepstakes Office (PCSO) board secretary Wesley Barayuga.
THE Philippine National Police said it will investigate the sworn statements of former President Rodrigo Duterte during Monday's Senate inquiry into his bloody war on drugs and re-open cold cases of alleged extrajudicial killings linked to the former administration.
On Sunday, PNP Chief Police General Rommel Francisco Mar bil said he ordered the reopening of the cold case after whistleblower Police Lt. Col. Santie Mendoza told the House Quad Committee that he helped carry out the killing at the behest of ex-PCSO general manager Royina Garma. Mendoza narrated before con gressmen how Garma allegedly fa cilitated the PCSO official’s roadside assassination on July 30, 2020 by providing the necessary information about his schedule, details about his vehicle and the funding necessary to carry it out.
The whistleblower also implicated incumbent National Police Com missioner Edilberto Leonardo in the planning of the murder.
This as former senator Antonio Trillanes IV said the transcript of the Senate hearing where Duterte claimed full legal responsibility for his campaign against illegal drugs and admitted maintaining a death squad in Davao City was already sent to the International Criminal Court.
Barayuga was a retired police general and lawyer who supposedly threatened to expose corruption with in the PCSO shortly before he was shot dead in Mandaluyong City.

As for the cold cases to be revived, PNP spokesperson Brig. Gen. Jean Fajardo said the Criminal Investigation and Detection Group (CIDG) was tasked to lead the investigation.
The cases include, among others, the ambush on former Daanbantayan, Cebu mayor Vicente Loot and the killing of two Philippine Drug Enforcement Agency agents all in 2018, she said.
"All these are being investigated by the PNP. There is an instruction to extract from the PNP database those unsolved cases, particularly those mentioned during the hearing," Fajardo added. As this developed, a lawyer of the complainants against Duterte before the ICC said the latter himself confirmed that the cops' “nanlaban” (fought back) narrative was false.
Lawyer Neri Colmenares said Duterte implicated himself when confirmed he instructed police to “encourage” suspects to resist arrest, thus allowing officers to kill them and avoid the long process of prosecution.

SSS: Demand letters sent to delinquent firms
THE Social Security System (SSS) said it will start issuing demand letters to delinquent employers who will fail to comply with their obligations under the Social Security Act of 2018, ABS-CBN News reported.
Victorina Pardo-Pajarillo, head of the SSS NCR East Legal Department, quoted by the report, warned employers that non-compliance following the issuance of violation notices could lead to the filing of criminal charges against them.

Pajarillo added that “if after the demand letter,” and employers still do not comply, “then that’s the time” that cases will be filed.

The erring employers reportedly incurred a total of P4.88 million in delinquencies due to unpaid contributions and penalties, which affected the monthly contributions of 46 employees.

THE National Bureau of Investigation (NBI) announced on Wednesday the arrest of 17 Chinese nationals for scamming operations and one for bribing arresting offi cers.
In a press conference, the NBI Director Jaime Santiago said that the Cybercrime Division (NB-CCD) and Special Task Force (NBI-STF) received information on an ongoing scam hub in Casiana Residences, Parañaque City.
“After having concrete evidence, we immediately applied search warrants in four [condominium] units. Last night,
they were able to arrest 17 Chinese while engaged in scamming activities and while they were here in headquarters, there was an offer by another Chinese for their release in exchange for P300,000 each,” he revealed.
Surveillance operations conducted revealed that these units contained multiple workstations engaged in
various fraudulent activities, including the theft of bank account information, fraudulent investment schemes, cryptocurrency scams, and illegal gambling operations.
The said nationals were discovered to be actively engaged with their desktop computers, wherein various scripts and communication flows indicative of a sophisticated scam and other fraudulent operations, were found.
Further, onsite examinations on their devices uncovered a scheme that employed social engineering tactics to exploit victims where subjects initiated contact via platforms such as WhatsApp or Telegram, posing as representatives of legiti-
mate businesses or acquaintances. Victims will be lured into making investments in cryptocurrency through deceptive “mining’ or “farming” schemes upon establishing rapport and appealing to the victims’ emotions. The subjects also utilized manipulated gambling sites designed to ensure users consistently lost, further enriching the syndicate.

Cops rescue five Chinese victims of trafficking

OPERATIVES of the National Capital Region Police Office (NCRPO) have rescued five Chinese nationals believed to be victims of human trafficking.
The operation, conducted on Oct. 30 against a condominium in Sta. Monica Street, Ermita, Manila, which led to the arrest of a suspected member of the trafficking ring, 23-year-old Chinese national Qiu Tian.
The raid was staged following a complaint that a certain Peng Xiao was being illegally held, physically abused, and forced to work in an alleged scam operation.
The raiders entered Unit 3214 of the building where they found Peng along with four other victims identified as Wang Saixia, Yang Longtao, Ning Guobin, and Kang Lei.
The suspect was taken to the Regional Operations Group for further interrogation and documentation.
“The NCRPO is fully committed to fighting human trafficking and ensuring rapid, coordinated actions to safeguard vulnerable individuals. This operation is a significant step in delivering justice for victims and bringing perpetrators to account,” said NCRPO chief Maj. Gen. Sidney Hernia.

IAS recommends dismissal
of 11 cops for irregularities
THE Internal Affairs Service (IAS) of the Philippine National Police (PNP) said it has recommended the dismissal of 11 police personnel, including five officers, for illegally deploying police as security escorts of a Chinese national involved in illegal gambling operations.
Two members of the Special Action Force (SAF) commandos identified earlier as Cpl. George Rojo Mabuti and Pat. Roger Ramos Valdez were arrested in May after they figured in a fight at the posh Ayala Alabang in Muntinlupa City.
The Investigation later indicated that the two SAF operatives were assigned in Zamboanga City, but were moonlighting as personal bodyguards of a Chinese national linked to a Philippine Offshore Gaming Operator (POGO).
The dismissal recommendation , however, is still subject to the ap-
proval of PNP chief Gen. Rommel Francisco Marbil.
The IAS, tasked to investigate misconduct among police, said on Tuesday it found evidence that there was “a conspiracy among certain SAF officials in Zamboanga City to cover up the illegal activities of the policemen in Ayala Alabang, making it appear that the two SAF cops were present at their assigned units, the 52nd Special Action Company Zamboanga and the 55th Special Action Company Zamboanga, respectively. But this was proven to be untrue.
The IAS said the involved SAF officials, which included the superiors of Mabuti and Valdez, were found guilty of grave misconduct, grave dishonesty, and conduct unbecoming “for attempting to cover up the unauthorized moonlighting activities of their personnel.”

THE Bureau of Customs (BOC) has seized 21 container vans of smuggled frozen mackerel from China, valued at over P178 million.
Agents from the Customs I ntelligence and Investigation Service at the Manila International Container Port (CIIS-MICP) conducted the operation as part of an intensified effort to combat the entry of illegally imported agricultural products.
On Oct. 16, the CIIS-MICP recommended the issuance of a Pre-Lodgement Control Order for the container vans based on intelligence information about the shipments.
The CIIS estimated that each container van of frozen mackerel is worth P8.5 million, bringing the total value to P178.5 million.
Customs Commissioner Bienvenido Rubio emphasized that the request for the Pre-Lodgement Control Order was made due to concerns that the shipment contained misclassified, misdeclared, and undeclared goods.
“Our mission to protect the country’s agricultural sector is just as important and critical as our mission to stop the illegal entry of drugs and other contraband. Keeping smuggled agricultural products off our local markets ensures fair competition and helps lower the cost of goods,” he said.
In a letter dated Oct. 25, Deputy Commissioner for the Intelligence Group, Juvymax Uy, addressed MICP district collector Rizalino Torralba, reiterating the CIIS’s recommendation to issue a Warrant of Seizure and Detention for the shipments.
Uy said the request was based on information indicating that the shipments lacked the necessary SPS Import Clearance (SPSIC) from the Bureau of Fisheries and Aquatic Resources (BFAR).
CIIS director Verne Enciso reported that the 21 containers of frozen mackerel arrived at the MICP late last month and remained unclaimed by the consignee. The team contacted BFAR to verify the current importation requirements for mackerel and determine whether the consignee had obtained an SPSIC.
Divine Ramos from BFAR’s Fisheries Certification Section confirmed that the importer, “Pacific Sealand Foods Corp.,” had not applied for mackerel importation from Aug. 30 to Sept. 16, 2024. Further applications had been rejected due to a memorandum from the Department of Agriculture (DA) suspending the issuance of SPSICs for the importation of round scad, mackerel, and bonito.

Good intention, unrealistic plan
LAST week, the new Secretary of the Department of the Interior and Local Government announced a plan to reduce the number of police generals from the current 133 to 25. Although I wholeheartedly agree that the PNP has too many general officers, the number being proposed is unrealistic. This is because the number of generals and other officers depends on the strength of the organization that currently stands at about 240,000. That the PNP is badly in need of reform is beyond doubt especially in view of what happened to the organization in the last several years. Reducing the number of police generals, however, is just one among the many that needs urgent reform. The organizational structure, personnel administration and changing the current police culture must also be included.
As for determining the appropriate numbers of general officers, there are many ways of doing this. First and foremost, the PNP must have a Table of Organization and Equipment or TO&E as it is known. With a TO&E, promotions to general and other ranks can only be done when vacancies exist. What is happening today is that there are no strict regulations being followed for promotion. This is why there are many senior officers on floating status assigned to the office of the Chief, PNP doing nothing yet continue to receive their salaries. It also used to be that there were only three or four three-star Generals in the PNP -- the two Deputies, the Chief of the Directorial Staff, and occasionally the NCR Commander. Today however, the PNP followed the AFP and started promoting officers to that rank without any warm bodies to command. These are called area commands composed of two or three regional offices under one three-star general officer. It is cheapening the rank but it is now standard practice that officers whom the powers that be want to get rid of are relieved and assigned to these units to await retirement. But going back to an appropriate number of generals, just how many police generals should there be? There is no exact number because the strength of the PNP is not static. But a good way to start is to have one general officer for every 3,000 men which is roughly equivalent to a brigade in the army. That would peg the initial number of generals to about 80. Whoever will be assigned to work on the TO&E could then calculate how many
colonels, lieutenant colonels, majors, and so forth down to the patrolman are needed. This way, promotions in the PNP will not depend on the whim of the top brass.
As to the issue is personnel management, recruitment policies and training have to be reviewed and modernized. In the old Constabulary, recruits sign up for a three-year tour after which they are allowed to reenlist after undergoing another evaluation process. Today, once a recruit takes the oath, it is good until retirement. With so many personnel getting involved in illegal activities, it would be better to go back to the old system so that there is a way to weed out undesirable elements in the organization.

The current PNP organizational structure is also too rigid making it difficult to meet the new challenges of crime fighting like transnational crimes and cybercrimes. The PNP cannot just dissolve, reorganize or create new units unless a law is passed authorizing them. As the Senate and House hearings on POGOs and the Alice Guo escape have shown, our police is badly in need of improving its capability to deal with transnational and cybercrimes effectively.
To be sure, the challenge that the SILG brought to himself is enormous and there is no assurance of success.
As they say, the PNP is always in need of reform. But it is difficult to reform. At least, he is willing to try. Lowering the number of generals and improved personnel management are doable, but organizational restructuring needs a new law and will take a little longer. The hardest to accomplish is indoctrinating the PNP to change the culture of unbridled corruption and vigilante justice in order to regain the trust of the people that it is supposed to be serving and protecting.
His way
JUST as I turned off the monitor from which I watched intermittently the long Senate investigative hearing “in aid of legislation” last Monday, a song came to mind. It is that song drunk karaoke addicts would take turns warbling in murdered English, desafinado at that --- My Way, popularized by Frank Sinatra and countless others after, originally “Comme d’habitude” by Jacques Revaux, then translated into immortal lyrics by Paul Anka.
“And now, the end is near, and so I face the final curtain,” it begins.
The former president kept repeating he was now 79 years old, prone to forgetting details as Senadora Risa kept badgering him from the prodding of her staff, whose name I forget myself, but used to be a Malaya reporter in the Jucra beat.
Lapsus mentis? Nah, he is 79, and seniors always keep tabs on their real age. Yet it bolsters the former president’s disclaimer about not remembering details.
“I’ll state my case of which I’m certain,” the song further goes. And Duterte said just that. He did what he had to do to protect his people and save his nation from the scourge of illegal drugs which “would destroy the nation.”
“I did what I had to do,” and the former president claimed full legal and moral responsibility, but never gave
details which would stand in court, no admission of some corpus delicti here or there, urbi et patriam, in Davao or the country.
“I faced it all, and I stood tall, and did it my way,” which Duterte translated before the senators, in his own inimitable “bastos at walanghiya” style.

The sideshow that was quite revealing was when a PNP officer told the senators that pastor Bienvenido Abante and action star Dan Fernandez tried to pressure him before a QuadComm hearing to corroborate testimonies earlier given by retired PNP colonel Royina Garma.
If the former president should deign it worthwhile to face the QuadComm which likewise invited him to its inquisitorial proceedings, he could now turn the tables on the pastor and the actor. He could deny them his presence, and tell them to just read the transcript of the Pimentel committee hearing, rather than to respond to lesser mortals in the lower house.
But of course, the whole QuadComm hearings were scripted, which is why you can see the “honorables” read their notes from paper or I-pad. And the re-
AT A Senate hearing dominated by former President Rodrigo Duterte, a seasoned tactic played out: the artful dance between denial and evasion. Duterte, invoking “personal guilt” as his shield, commanded the chamber with familiar allies at his side, ensuring that the bloody aftermath of his drug war remained a mere footnote. But across from him, Risa Hontiveros stood unwavering, a lone sentinel against the tide, her questions piercing the silence on behalf of a nation scarred by violence. She was a reminder that, in this theater of power, not all were willing to look away.
The implication of “guilt is personal” was no idle deflection; it was a rhetorical maneuver meant to insulate Duterte from command responsibility and international scrutiny. Legally, however, this stance is tenuous. While Duterte contends that accountability stops with each individual, established principles in Philippine and international law suggest otherwise. The notion of “command responsibility,” rooted in legal precedent from the Nuremberg Trials to the International Criminal Tribunal for Rwanda, directly challenges Duterte’s stance. Command responsibility holds that leaders are liable for the actions of their subordinates, particularly when their policies or rhetoric contribute to an environment of impunity. Duterte, who at times encouraged violence in the pursuit of his anti-drug policy, would likely find this principle difficult to refute under close examination.
The Philippine legal system itself underscores this accountability. The Revised Penal Code and established Supreme Court rulings reinforce the idea that officials who allow or enable
source persons knew how to respond. If someone strayed from the script and went beyond the obligatory “yes or no,” they would be held in contempt, by habitual motion from a former communist guerilla.
The central issue that boggles the mind is why, with all these “testimonies” in the HoR, and now the “admissions” as Senadora Risa pointed out, cases have not been filed in our courts against the former president?
Why for one, has not the former justice secretary turned senator turned detainee now freed, convinced as she always had been about the former mayor’s “crimes,” not filed a case while she was chair of the Commission on Human Rights under the president she stopped from leaving the country, or when she was the all-too-powerful jus-

crimes to occur under their watch bear partial responsibility. Duterte’s rhetoric, which in many instances seemed to sanction the extrajudicial killings of drug suspects, may well qualify him for liability even if he did not explicitly order every individual act of violence. International law, likewise, offers no refuge in Duterte’s claim of “personal guilt.” Under the Rome Statute, to which the Philippines was a signatory until 2019, leaders can be held accountable for crimes against humanity if they enable, encourage, or tolerate systematic violence. Duterte’s words, policies, and the pervasive climate of fear and brutality during his administration could potentially meet the threshold for such charges. Even his attempt to dodge responsibility with claims of “personal guilt” does not negate these established international principles.

Duterte’s tactics and Hontiveros’ fight for drug war justice
Hontiveros, fully aware of these implications, repeatedly cornered Duterte on the point of accountability, bringing up specific instances like the tragic death of Kian delos Santos. Her relentless questioning not only highlighted the stark moral cost of the drug war but also the legal vulnerabilities Duterte faces, both domestically and internationally. Senators like her, who are skilled in both rhetoric and legal grounding, pose a direct challenge to

This non-lawyer thinks the former president has check-mated his detractors by accepting full legal responsibility.
What justification would the International Criminal Court in far-away Den Haag have to summon the former president when our own justice system
Duterte’s carefully constructed deniability.
The hearing concluded with Duterte requesting a suspension, a move that hints at the pressure bearing down on him. As the Philippines wrestles with this thorny question of accountability, international eyes — particularly those of the International Criminal Court — are closely watching.
In light of this, recommendations are in order:
The Senate should mandate clear accountability standards for officials involved in state-sponsored operations, to reinforce the idea that responsibility extends to the highest offices.
Hontiveros should press forward, utilizing both local and international channels to build a robust case for justice for drug war victims, potentially rallying support for ICC involvement.
Duterte should carefully consider cooperating with investigative bodies, as any further evasion could compound his liability both in Philippine and international eyes.
The Philippine government ought to reassess its accountability mechanisms within the police and military to prevent a recurrence of similar state violence.
The ICC should expedite its investigation, taking note of the Philippines’ own legal processes while evaluating the potential for accountability under the Rome Statute.
In time, Duterte’s claim that “guilt is personal” may either shield him or shatter beneath the weight of justice. The world watches, and an international precedent looms—one that no maneuver or deflection can obscure. The question remains: will accountability finally outlast the rhetoric?

But the junior president is far from being Machiavellian. So if the DOJ does prosecute, and the trials start, picture the scene where a defiant 79-year old leader, yet adored by many, walks with a cane and then repeats his mantra about “you are concerned about human rights; mine was about human life”. His way upends them all.
Court tells Malaysia’s Najib: Defend yourself
KUALA LUMPUR
— A Malaysian court ruled on Wednesday that jailed former prime minister Najib Razak will have to defend himself against charges of abuse of power and money laundering linked to the scandal-wracked 1MDB sovereign wealth fund.
Presiding judge Collin Lawrence Sequerah said the prosecution had successfully established that Najib had a case to answer for on four counts of abuse of power linked to alleged bribes worth 2.27 billion ringgit ($517 million), as well as on 21 counts of money laundering.
“After a maximum evaluation of the evidence, I find that the prosecution has proven the ingredients of the charges,” Sequerah told the court.
Six years after first being charged, Najib was in court decked out in a navy blue suit on Wednesday, and appeared calm after hearing the decision.
The 71-year-old told the court he would take the stand in his defence at the trial, which is slated to get under way on December 2. Each count of abuse of power is punishable by up to 20 years in jail and a fine up to five times the amount of the bribe. Each money laundering count can incur a maximum fine of 5 million ringgit and imprisonment of up to five years, or both.
The hearing came just days after Najib issued an apology that the 1MDB scandal happened during his tenure, but maintained he had no knowledge of illegal transfers from the now-defunct state fund.
“It pains me every day to know that the 1MDB debacle happened under my watch as minister of finance and prime minister,” Najib wrote in a statement read by his son Mohamad Nizar last Thursday.
“For that, I would like to apologise unreservedly to the Malaysian people.”

Three Chinese astronauts go on ‘dream mission’
JIUQUAN, CHINA — Three Chinese astronauts including the country’s only woman spaceflight engineer blasted off on a “dream” mission to the Tiangong space station in the early hours of Wednesday.
The new Tiangong team will carry out experiments with an eye to the space programme’s ambitious goal of placing astronauts on the Moon by 2030 and eventually constructing a lunar base.
The Shenzhou-19 mission took off with its trio of space explorers at 4:27 am (2027 GMT Tuesday) from the Jiuquan Satellite Launch Center in northwest China, state news agency Xinhua and state broadcaster CCTV reported.
Among the crew is Wang Haoze, 34, China’s only woman spaceflight engineer, according to the China Manned Space Agency (CMSA). She is the third Chinese woman to take part in a crewed mission.
“Like everyone else, I dream of going to the space station to have a look,” Wang told a media gathering Tuesday alongside her fellow crew members, lined up behind podiums and tall panes of glass to seal them off from the public.
“I want to meticulously complete each task and protect our home in space,” she said.
“I also want to travel in deep space and wave at the stars.”
The space agency deemed the launch a “complete success”, Xinhua said, adding that about 10 minutes after taking off, the spaceship separated from the rocket and entered its designated orbit. Xinhua later said the spaceship had “made a fast, automated rendezvous and docking with the front port of the space station’s core module Tianhe at 11:00 am”, and that the trio would then enter the module. ‘Canada must probe indigenous children disappearances’
OTTAWA — Canada must establish an independent commission to probe the deaths and disappearances of indigenous children from residential schools, said a report released Tuesday, after hundreds of suspected burial sites were found in 2021. The discoveries of the unmarked graves near the former boarding schools, which were set up more than a century ago to forcibly assimilate Indigenous peoples, shocked Canadians and led to an outpouring of grief and sympathy. An estimated 150,000 children were sent to the schools between 1831 and 1996. Many of them did not return.
After the graves were discovered, Ottawa swiftly appointed a special interlocutor, Kimberly Murray, herself a member of the Mohawk community of Kanehsata:ke, to look into the devastating revelations.

One dead, several missing in Argentina hotel collapse
VILLA GESELL, ARGENTINA -- Argentine rescue workers were on Tuesday scrambling to reach several people trapped under the rubble of a ten-story hotel building that collapsed in the seaside resort of Villa Gesell. At least one person died when the Dubrovnik hotel, an apartment hotel that was undergoing unauthorized renovations, collapsed in the middle of the night. Up to nine others were still missing, rescue officials said. Some of the missing people had been working on the site, local officials said.
Out of 15 indicators that the experts have been tracking over the last eight years, 10 have “reached concerning new records,” the report said. These included the increasing extreme weather events, elderly deaths from heat, spread of infectious diseases, and people going without food as droughts and floods hit crops.

Thailand SEA Games approves 44

ORGANIZERS of the 33rd Southeast Asian Games 2025 have approved 44 sports disciplines, with 567 events to be played in three provinces in Thailand.
The SEA Games Federation said its second SEAGF Council Meeting will be held in Bangkok, Chonburi and Songkhla from December 9 to 20.
The final calendar includes aquatic sports, athletics, archery, badminton, basketball, rowing, canoeing, cycling, fencing, football, futsal, golf, gymnastics, judo, shooting, table tennis, taekwondo, tennis, weightlifting, boxing, esports, karate, and chess.
Three demonstration sports -- flying disc, tug of war and air sports -have also been listed.
Events like vovinam, finswimming, aerobics and dance sports won’t be held in the biennial meet.
The Federation also approved the bid of Malaysia to be the host of the 34th SEA Games in 2027.
Hometown hero Volpe lives dream with NY grand slam
NEW YORK—Anthony Volpe grew up in New York in a family with New York Yankees season tickets so to smash a grand slam in a Yankees’ World Series victory was a dream come true.
But the hero who crushed the momentum-changing blast in the third inning of an 11-4 rout Tuesday of the Los Angeles Dodgers said the biggest moment came when the crowd at Yankee Stadium chanted his name.
“Number one,” he said. “Definitely number one.”
The 23-year-old shortstop said his four-run homer was over the fence before he knew what was happening.
“I pretty much blacked out as soon as I saw it go over the fence,” Volpe said. “We just want to keep putting pressure on them and I think everyone had confidence in everyone in the lineup that someone was going to get the big hit.
“We’ve been having such good atbats and putting such good swings on the ball, that we just felt like it was only a matter of time.”
The Yankees still trail 3-1 in the best-of-seven Major League Baseball championship final but they are far from beaten.
“We’ve been through so much the whole year. We’re not going to go down easy at all,” Volpe warned.
“We were confident in the dugout the whole game,” Volpe said. “It’s my first playoffs but these have been probably the craziest things I’ve ever been a part of, so it’s just foot on the gas always.”
When the Yankees last won the World Series in 2009, Volpe recalls being an eight-year-old kid watching the celebration parade in Manhattan, where he was born.

“Carlo’s run in ONE Friday Fights really inspired me. We were together when we started competing in this circuit. I saw him come up and win one fight after another and then get that contract,” he said.
“It motivated us all to grind even further, win more fights, and follow in his footsteps.”
But while getting the six-figure deal
would be nice, Alvarez’s focus is entirely on getting back in the win column. After all, Alvarez’s main goal is to show that he’s improving in every single fight, and that’s exactly what he plans to do against Aliev.
“For now, I’m truly focused on getting the win. I have to get back to the winning column first,” he said.
“If they give me that contract with a win, then I’ll be thankful. But now the focus is to win the fight and show that I improved in my game.” Alvarez has already proven that he can finish, that he can put on exciting fights, and that he can go for broke. Now he wants to prove that he’s more than just a brawler.
“I hope I get to really show what I’ve learned from my past four fights,” he said.

PUERTO PRINCESA—After months of dedicated preparation, the ICF Dragon Boat World Championships gets going Thursday at the pristine shores of the Puerto Princesa Baywalk, featuring a record number of 27 participating countries and nearly 2,000 participants from around the globe.
“Puerto Princesa is one of the cleanest cities in the world, offering a unique and ideal venue for this championship. Together, we can make history here,” said Thomas Konietzko, president of the International Canoe Federation, during Wednesday’s press hosted by Lacoste watches.

Loyzaga faces Tolentino for POC presidency

BASEBALL chief Chito Loyzaga is seeking the presidency of the Philippine Olympic Committee.
Loyzaga, the president of the Philippine Amateur Baseball Association, will seek the country’s top post in sports opposite Tagaytay City Mayor and outgoing POC chief Abraham “Bambol” Tolentino, who heads cycling.
The 66-year-old Loyzaga announced his intentions on Wednesday as he seeks to challenge Tolentino, who has guided the POC and the country’s bids in international competitions in the last six years.
“We’re very fortunate to win the game. A win is a win. You have to credit UP, they came up with a great game plan against us. They really prepared for us. They really triggered our weaknesses, so we have to learn from this,” Mumar added.
Constantino rises in stormy Negros to seal Order of Merit crown
BIG surprises often come in small packages, and Harmie Constantino’s rise to the top of the Ladies Philippine Golf Tour Order of Merit in 2024 proves the point. For those who have watched her journey, this victory was no surprise.
Despite her stature, Constantino’s game packs a punch, and her second OOM win showcases both her skill and determination.
Starting the season with a bang, Constantino claimed three victories (Palos Verdes, Caliraya Springs and the Philippine Masters) in the tour’s opening four legs, setting the stage for what seemed destined to be a standout season. But just as expectations soared, she faced challenges, struggling to maintain her momentum in the tour’s middle legs. Tournaments at Lakewood, Splendido Taal and Forest Hills saw her performance dip, with a mix of tough conditions and stronger competition testing her resilience.
Yet, Constantino never lost faith, pressing on with the belief that she could rise again.

Classic, where she faced fierce weather and the tournament was cut to 36 holes.
Rising to the occasion, Constantino delivered the tournament’s best score – a resilient 69 over two rain-soaked days. Her performance edged out Sarah Ababa, not only securing the tournament victory but also clinching the OOM title.
With a final season earnings total of P730,500, she narrowly beat Ababa, whose strong season left her with P695,583 in earnings.
Chihiro Ikeda, who reigned in 2022, settled for third with winnings of P570,708, followed by Gretchen Villacencio (P546,375), Florence Bisera (P497,958), Mikha Fortuna (P449,750), Mafy Singson (P418,125), Marvi Monsalve (P347,208), last year’s OOM ruler Daniella Uy (P335,000) and Apple Fudolin (P326,875).
In capturing her fourth title of the season, Constantino also denied Ababa a third tournament win, reinforcing her standing as the LPGT’s top player. This victory echoed her OOM win in 2021, proving that, despite setbacks, her persistence and self-belief could carry her to the top.

Tolentino, who has led the cycling federation since 2008, will be seeking a fresh four-year mandate. His “Working Team” also has Panlilio and Canlas in his ticket.
Tolentino also has Rep. Richard Gomez (modern pentathlon) as Second Vice President, Dr. Jose Raul Canlas (surfing) Treasurer and Donaldo “Don” Caringal (volleyball) as Auditor in his list. Also in his ticket as board members are Alexander “Ali” Sulit (judo), Ferdinand “Ferdie” Agustin (jiu-jitsu), Leonora “Len” Escolante (canoe-kayak), Alvin Aguilar (wrestling) and Leah Jalandoni Gonzales (fencing).

EastWest Bank’s 9-month income rose 20% to P5.8b

EASTWEST Banking Corp. (EW), the financial arm of the Gotianun family, said Wednesday net income grew 20 percent in the first nine months of 2024 to P5.8 billion from a year ago. Third-quarter net income reached P2.3 billion, up 49 percent year-onyear, EW said in a disclosure to the stock exchange Wednesday.
“Our September results reflect our sustained momentum across key segments. While we benefitted from the trading environment, it’s the strength of our core businesses that continues to drive our overall performance,” said EW chief finance executive officer Jerry Ngo. Net revenues grew 26 percent to P32.2 billion in the nine-month period. Net interest income rose 23 percent to P25.1 billion, as the bank focused on consumer lending, which accounted for 83 percent of its total loan portfolio. Net interest margin reached 8.1 percent.
Non-interest income totaled P71 billion, a 39-percent increase from a year ago, fueled by consumer lending fees and other sources, with securities trading income reaching P1.4 billion. Operating expenses increased 23 percent to P17.9 billion, in line with the bank’s growth. However, the cost-to-income ratio improved to 55 percent, showcasing operational efficiency amid rising revenues.
Total assets rose 12 percent to P497 billion, with loans and receivables increasing by 13 percent to P321.3 billion.
Gov’t debt hit P15.89t as of end-September

The national government ’s total debt reached P15.89 trillion as of end-September 2024, up by 2.2 percent from P15.55 trillion in August, the Bureau of Treasury (BTr) said Wednesday.
It attributed the debt increase to net new borrowings, both domestically and internationally.
“Nevertheless, the NG’s strategic focus on local fund raising allows the government to limit external risk exposure to only 31.19 percent of its debt portfolio, while enabling the development of the local bond market and providing Filipinos with quality
investment vehicles to grow their savings,” the BTr said.
Data showed that on a year-on-year basis, government debt jumped over P1.6 trillion, or 11.4 percent, from P14.27 trillion.
Domestic debt reached P10.94 trillion as of end-September 2024, a modest increase of 1.3 percent from the previous month.
This was led by P145.11 billion net issuance of new government securities, which was slightly offset by a P460 million decrease in the value of US dollar-denominated securities due to the appreciation of the Philippine peso. External liabilities reached P4.96 trillion as of end-September 2024. This grew by 4.2 percent from the previous month due to P200.89 billion in net foreign borrowings, including P140.99 billion ($2.5 billion) in new US dollar bond floatation to support general budgetary requirements. Favorable foreign exchange adjustments contributed a substantial decrease of P2.43 billion in the overall external debt.
MEGAWIDE Construction Corp. said Wednesday it agreed to exchange its remaining stake in Aboitiz GMR Megawide Cebu Airport Corp. (AGMCAC) for P7.76 billion in favor of Aboitiz InfraCapital Inc. (AIC).

ERC eyeing moratorium on power line disconnection

THE Energy Regulatory Commission (ERC) said Wednesday it is thoroughly studying a proposal to implement a moratorium on electricity line disconnections and payment collections in areas under a state of calamity due to Typhoon Kristine.
President Ferdinand Marcos Jr. earlier asked the ERC to study a moratorium on electricity line disconnections and payment collections in areas under a state of calamity.
The ERC said it held meetings to discuss a possible moratorium on disconnections and payment collection from typhoon-hit communities.
“The commission, recognizing the urgency of the President’s directive, is currently developing measures that would allow for staggered payment options for electricity bills to help alleviate the financial burden on our kababayans as they recover from the impact of Typhoon Kristine,” the ERC said in a statement. ERC officer-in-charge chairperson and chief executive Jesse Hermogenes Andres appealed to distribution utilities (DUs) to take similar measures to ease the burden of electricity costs in severely affected areas by allowing staggered collection of payments from October to December 2024.
“In consideration of the coming holiday season, DUs should observe a moratorium on the disconnection of electricity service of distressed consumers,” the energy regulator said.
“In the meantime, the ERC calls on the National Grid Corporation of the Philippines [NGCP], privately-owned DUs and electric cooperatives [ECs] in areas affected by Typhoon Kristine to assess the damage and fast track the restoration of electricity in typhoon-hit areas,” it said.

Despite trading in the red for most part of the day, the benchmark Philippine Stock Exchange index (PSEi) picked up 40.26 points, or 0.56 percent, to close at 7,280.24.
The broader all-shares index also climbed 19.27 points, or 0.48 percent, to end at 3,996.58.

Metropolitan Bank & Trust Company, which reported record net profit in the first nine months of the year, was the top index gainer, jumping 5.23 percent to P79.45.
GT Capital Holdings Inc. was the worst index performer, declining 2.91 percent to P701.00.
Semirara’s net income contracted in third quarter to P3.1b
THE net income of the country’s largest coal producer declined 8 percent in the third quarter of 2024 to P3.1 billion from P3.4 billion a year ago.
Semirara Mining and Power Corp. (SMPC) linked the decline to lower contributions from the coal segment amid stabilizing market prices.

STI Education Systems Holdings Inc. (STI Holdings), a leading education and investment firm owned by businessman Eusebio Tanco, said Wednesday net income for the fiscal year ending June 30, 2024 grew 84 percent to P1.6 billion from P873.8 million in the previous year. STI Holdings, in a disclosure to the stock exchange, attributed the increase to higher enrollment this school year and effective cost-management across its schools.
It said that during the school year 2023-2024, total enrollment reached 119,543, up 27 percent from 94,312 in the previous year. New student enrollment increased 35 percent, with the addition of 55,982 new students compared to 41,565 new students last year.

The government, clearly taken aback by the high death toll from severe Tropical Storm Kristine (Trami) last week and the flooding that displaced thousands in the Bicol Rgion and Batangas province, is revisiting integrated plans for the country’s 18 major river basins to mitigate flooding and create livelihoods at the same time.

CEBU Pacific launched direct flights from Manila to Chiang Mai on Oct. 29, 2024, expanding its network in Thailand.

Typhoons punish land conversions, altered waterways

“The largest opportunity in decreasing floods are the conversion of moderate vegetation areas into dense forests and rationalize builtup development. Rivers must also be restored and cleared of obstructions within their natural floodplains,” David added.

etation cover in the 69,817-hectare Marikina River Basin has decreased over the last 10 years.
Between January 2014 and January 2024, the DENR-GDO found “notable negative changes in the vegetation cover in the river basin mainly due to urbanization.”
“Increased rain intensity and frequency due to climate change, depleted forest cover, land conversion, and modification of our waterways are among the reasons why Metro Manila and Rizal get easily inundated with floodwaters much too often,” said David. It doesn’t help if our waterways remain clogged with waste and plastics. The disasters in Bicol and Batangas province are prime examples of mismanaged waste.
The accumulation of waste, coupled with inadequate or outdated drainage infrastructure, according to the Climate Change Commission (CCC), significantly contributes to severe flooding in Metro Manila and nearby cities and provinces whenever a typhoon strikes. As heavy rains overwhelm drain-
age systems, the massive volume of improperly disposed plastics, food wrappers and other debris blocks waterways, preventing floodwaters from receding quickly.
The CCC says the waste not only intensifies floods but also endangers coastal ecosystems. In the ocean, it contaminates marine habitats, harms coral reefs and depletes marine biodiversity. The degradation leads to declining fish populations, threatening food security for communities dependent on fishing, such as the Bicol region and Batangas. The Philippines, meanwhile, may have to deal with more intense storms in the future and larger volume of water that will overwhelm existing flood control systems. It is also time to take a closer look at new flood-control measures that include building impounding projects upstream to prevent water from reaching low-lying areas and merely emptying into the open sea.

DOE approves Tanay wind power project expansion

THE Department of Energy (DOE) approved the Tanay wind power project’s expansion to 128 megawatts from 112 MW.
Alternergy Tanay Wind Corp. (ATWC), a unit of renewable power pioneer Alternergy Holdings Corp., said the project also increased the project cost to P11.5 billion from P10.4 billion.
“We are pleased to receive the DOE’s approval to increase the registered capacity of our Tanay Wind Power Project. We conducted a technical optimization study which showed that the potential net energy within the production area could generate as much as 128 MW of capacity,” said Knud Hedeager, president of Alternergy Wind Holdings Corp. (AWHC), the sub-holding company of Alternergy’s wind assets which owns 100 percent of ATWC.
Altenergy said that with the DOE’s approval, ATWC would install 16 wind turbine generators (WTG) with a rated capacity of 8 MW each, touted to be the largest onshore wind tower to be installed in the country.

Clark firm denies forcible takeover of Tarlac landfill

STATE-RUN Clark Development Corp. (CDC) refuted claims of a forcible takeover of the Kalangitan Sanitary Landfill, saying its actions were lawful and in line with its regulatory duties.
CDC issued a cease-and-desist order (CDO) to Metro Clark Waste Management Corp. (MCWMC), the landfill operator, on Oct. 25, 2024, directing them to vacate the property and return it to the government peacefully.
The agency said it rendered the CDO following MCWMC’s 25-year build-operate-transfer contract expiration on Oct. 6, 2024.
CDC also ordered MCWMC to cease all operations at the landfill and process the necessary clearance for removing its movable properties.
The agency said its actions were aligned with its mandate to regulate enterprises within the Clark Freeport
and Special Economic Zones, as outlined in Republic Act No. 7227, Executive Order No. 80, and other relevant laws.
The Angeles City Regional Trial Court dismissed a case filed by MCWMC against CDC and the Bases Conversion and Development Authority (BCDA), finding it to be without merit.
The court confirmed that the 25year contract between the parties expired on Oct. 5, 2024, and could not be extended.

RASLAG declares P75-m dividends for shareholders
SOLAR energy producer RASLAG Corp. announced a cash dividend payout of P75 million, consistent with last year’s distribution and exceeding the 50-percent cap set by the company’s dividend policy.
RASLAG said in a statement the steady dividend underscores its commitment to delivering value to shareholders, while advancing with its expansion plans.
The company said it is working towards increasing its renewable energy capacity to at least 1,000 megawatts by 2035.

THE Government Service Insurance System (GSIS) said it launched the Multi-Purpose Loan (MPL) Lite program to help its members and pensioners quickly bridge or cover unexpected expenses and temporary budget gaps.
It said MPL Lite is a ‘quick loan’ program open until Oct. 24, 2025, tailored specifically to support members and pensioners, offering accessible financing that ranges from P5,000 to P50,000 with flexible repayment terms of six to 24 months.
The small loans are quick disbursing with competitive interest rates of 6 percent or 7 percent annually, based on years of service. It includes a one-time loan redemption insurance fully deducted upfront without fees for early repayment.
MPL Lite is available in the GSIS Touch mobile app, which simplifies the application process anytime and from anywhere.

STATE-RUN Philippine Amusement and Gaming Corp. (PAGCOR) said Wednesday its revenues in the first nine months of 2024 reached P79.43 billion, up 42 percent from P55.95 billion a year ago.
PAGCOR chairman and chief executive Alejandro Tengco said the growth was driven by the robust electronic games sector, followed by the country’s licensed casinos and integrated resorts.
“The electronic games sector alone contributed P28.22 billion or 35.52 percent to the gaming revenue pie, followed by the licensed casino sector which chipped in 30.84 percent or P24.50 billion from licensee fees,” he said.
Net income in the first nine months amounted to P9.63 billion, nearly double last year’s P4.85 billion.
Hexa Capital taps Globe as PH landing party for Malaysia-US submarine cable

HEXA Capital Consultancy Plt said it selected Globe Telecom as the Philippine landing party for its upcoming Malaysia-US (MYUS) submarine cable.
The MYUS cable is being planned with a ready-for-service date of mid2028 to connect Malaysia and the US directly for the first time with high-capacity fiber optic connectivity, increasing access to reliable and affordable digital services across Southeast Asia. The cable backbone will extend between the Malaysian Peninsula near Sedili to Davao in Philippines, the US territory of Guam and then directly onward to Alaska Communications’ cable landing station in Florence, Oregon. Along the path, MYUS will also connect Batam, Jakarta and Balikpa-
pan in Indonesia. Globe’s cable landing station in Davao will serve as a crucial interconnection point for the project.
“The MYUS cable is being designed specifically to provide trusted and reliable direct fiber connectivity between these locations for large hyperscaler, cloud, content, telecom carriers and government customers,” said Hexa founder and chief executive Azhari Abang Hadari.
“Globe Telecom was our top choice when we evaluated strategic partnerships in the Indo-Pacific Region, with their long history of stable high-performance fiber optic network and the new PDSCN domestic Philippines fiber system connecting major enterprises and data centers throughout the country,” he said.
“Our third-quarter performance is a strong indication that in spite of the President’s decision to ban offshore gaming operations in the country, we are still on track to meet our P100billion revenue target by yearend,” Tengco said.
PAGCOR said of the total revenues, P69.88 billion came from gaming operations and license fees; P6.43
billion from other related services; and P3.11 billion from other income.
Tengco said bigger revenues means PAGCOR’s contributions to nationbuilding also increased by 40.39 percent to P48.88 billion from last year’s P34.82 billion.
“From our total contributions to nation-building, P33.19 billion went to the National Treasury as 50 percent government share,” he said.
“Half of the remittances to the national coffers -- or P16.59 billion –has been earmarked for PhilHealth to fund the Universal Healthcare Law,” Tengco said.
Aside from remittances to the National Treasury, PAGCOR also paid P3.49 billion in franchise taxes and P421.35 million in corporate income taxes to the Bureau of Internal Revenue.

THE Philippine Qi Huang Traditional Chinese Medicine Institute (PQHTCMI) held its inaugural graduation ceremony at the Metropolitan Medical Center in Manila on Oct. 23, 2024.
Around 100 people attended the event, including leaders from the Filipino-Chinese community, faculty, students and their families.
Dr. Zheng Qiming, executive president of PQHTCMI, announced the graduation of 12 students from the first batch.
Among them, seven received qualifications as Traditional Chinese Medicine (TCM) practitioners, three were certified in acupuncture and two earned certifications in Chinese herbal medicine dispensing.
Dr. Zheng encouraged the graduates to blend the wisdom of Chinese medicine with local healthcare practices in the Philippines and emphasized their potential to enhance community well-being.
Zhou Zhiyong, Charge d’Affaires of the Chinese Embassy in the Philippines, congratulated the graduates and underscored the significance of TCM in disease prevention, treatment and rehabilitation.
He described TCM as a “valuable treasure of Chinese civilization” and expressed hope that the graduates would utilize their knowledge to contribute positively to the health of the Filipino people.
Former Philippine Health Secretary and PQHTCMI honorary president Dr. Jean Rosell-Ubial expressed optimism on the future integration of TCM into the Philippine national healthcare system.
She welcomed the first batch of graduates and envisions a strong role for TCM in national medical practices.
Established by the China-Philippines Center of Traditional Chinese Medicine, PQHTCMI opened its doors in October 2021.

THE Federation of Filipino-Chinese Chambers of Commerce and Industry Inc. (FFCCCII) held a medical mission at Mahal ng Senor Church Compound in Navotas City on Oct. 6, 2024.

2024 China Film Festival held in Manila

AS I am writing this column entry, my Instagram selfie story amid the skyscrapers of California’s San Diego City is still up. For musical background, I picked the Counting Crows signature song “Mr. Jones,” in particular at the point where the singer is talking about believing so much that he mentions the word “believe” three times, culminating with the line, “Cause I want to be someone who believes.”
A few hours after posting that, I chose to watch via a YouTube upload the recent show of a good friend, Kenneth Laurente. This guy’s a baby-faced Fil-Am singing talent who migrated here in the US, joined the military, left it an even better man, and during the we’d-rather-forget pandemic started releasing records. He’s someone who, too, believes in making music, in the power of spirituality, collaborating with other voices, mingling with a community that empowers each other, and falling in love again after a heartbreak.
His show, held at The Courtyard Theater in Long Beach on Oct. 5, had the title “Because We Believe.”
“Moments like this remind me why I love what I do, celebrating the connections we built together,” said Kenneth after more than two hours of singing, joking, and pausing to breathe and express his deep thoughts.
The show, made possible by the First Church of Nazarene Long Beach, Cross Culture Faith Community, and in cooperation with Starlink Promotions, mixed heartfelt songs with natural, as-casual-as-you-get spiels that made everyone in the room comfortable. There wasn’t much visually spectacular stage design-wise, but the gritty performances made up for it.
Kenneth was backed by a competent band that helped him get through a medley of Bamboo songs, namely “Hallelujah,” “Tatsulok,” and “Noypi.” “That was a workout,” he quipped. I honestly thought he was leisurely walking.
“Because We Believe” started on a high note with the Stevie Wonder classic “You Are The Sunshine of My Life” and “When She Loved Me” from Toy Story 2 fame. He said of the latter, “This song gets me nostalgic, back to my childhood when life was simple, enjoying carefree days without bills, rent, credit score, and car insurance.” He had a happy childhood, and being an adult in America could be both challenging and fun.
Kenneth had some songs of his own worth showcasing live; thus, he gave a nicely flavored vibe to “Worth It,” which he performed with guest Nate “Sayo Na,” for me his best single yet, was obviously a highlight. It was fitting that he introduced the song as an award-winning piece from the movie “Tahanan” and then allowed Klarence, his duet on the song, to make a quite dramatic entrance.
The night wouldn’t be complete without the presence of his co-members in Fil-Trio—Lyndon Apostol and Cristiani Rebada. Their group, by the way, has been included in the latest list of Blogtalk’s 75 Most Influential Filipino-Americans including the likes of Tootsie Guevara Princess Punzalan and Rachel Alejandro
He thanked US-based Pinoy rock icon Paco Arespacochaga, whom he said challenged him to do the show. He said of the singer-drummer, “Your belief in this project is invaluable. I truly appreciate everything you do for our community.”
Spiritual pop was hovering in the air throughout the show, and those in the venue must have felt some holy presence, what with the moving renditions of “You Raise Me Up” and “The Prayer.” Kenneth certainly put on a cool display of his versatility, playing the keyboard with his fingers softly touching the keys that produced a sentimental sound to go with his expressive singing, and in one instance, playing the guitar with ease.
“No matter what our past, we are always offered a second chance to start all over,” he said in one of his meaningful oneliners.
That’s not saying he has a forgettable past. Rather, he believes that every moment given is a chance to shine. And that night, he did.

Unique Salonga and Zild Benitez were spotted together on Monday, Oct. 28, attending an event at a music store.
During the grand opening of the Yamaha Boutique in Uptown, Bonifacio Global City (BGC), the two musicians were seen talking and checking out the instruments inside the store.
The two first worked together as members of the renowned band IV of Spades, along with Blaster Silonga and Badjao de Castro, who had once dominated the local music scene with their hit songs like “Mundo,” “Ilaw Sa Daan,” and “Hey, Barbara.” Unique left the band in 2018, with Zild taking over the lead vocals.
In an exclusive interview, Unique shared that the encounter at the event was sudden and unplanned.
“As in, we just met suddenly. As in, there was no plan for anything,” Unique told Manila Standard Entertainment , sharing a smile on his face.
“It’s great. We’re friends again, you know? We’re happy that we see each other sometimes,” he continued.
Talking about a potential reunion among the members of IV of Spades, the “Ozone” singer emphasized that for now, they were not pressuring themselves for a comeback.
“But for now, that’s just how it is... it feels like there’s no pressure like, ‘Oh, when are you, guys, coming back?’ We’re just happy with our lives,” explained Unique.
“We’re just happy with our lives. It’s enough that we’re on good terms, supporting each other. We’re happy,” he added, agreeing that everything is a process.
He then expressed his gratitude towards their solid fans who continued to support them on their respective solo gigs and projects.
“Thank you so much for the support. See you on gigs and we love you,” he stated.

After departing ways with IV of Spades, Unique has been making waves in the local scene as a solo artist under Kean Cipriano’s O/C Records. Since then, the 24-year-old singersongwriter released original compositions and albums.
Reflecting on how his love for music began, Unique gave credit to his parents who had played a big role as his musical influences. His journey began with parental guidance, leading him to pursue music independently.
“I probably became a musician because of my parents. They had a big influence on me. At first, they taught me, and then I grew up studying on my own,” shared Unique.
Reflecting on his artistic evolution, Unique revealed that his debut single, “Midnight Sky,” was among the first songs he played with his guitar.

While many associate back pain with slipped discs, pinched nerves, or poor posture, Dr. Carlo M. Cornejo from MakatiMed’s Section of Gastroenterology explains that constipation can also be a contributing factor.
“An accumulation of stool in the intestines can manifest as lower back pain,” Dr. Cornejo said. “The buildup can put extra pressure on the back muscles, causing soreness.”
Chronic constipation can lead to fecal impaction, a condition where dry stool
becomes lodged in the colon or rectum, often affecting older adults. Dr. Cornejo noted that common causes of constipation include inadequate fiber intake, dehydration, excessive alcohol consumption, and a sedentary lifestyle. Certain medications, such as antihistamines and diuretics, can also contribute to the problem.
Symptoms of constipation include stomach fullness, gas, difficulty during bowel movements, and persistent lower back pain.
