MARCOS ORDERS CEZA: ENFORCE POGO BAN ASAP

PALACE: OTHER OFFSHORE GAMING SHOULD ALSO CEASE OPERATIONS

MALACAÑANG ordered the Cagayan Special Economic Zone Authority to immediately implement the ban on offshore gaming operations, including other offshore gaming that CEZA used to allow.

In a memorandum dated November 5, 2024, Executive Secretary Lucas Bersamin instructed CEZA Administrator Katrina Ponce Enrile to enforce the ban. The directive, issued by the Office of the President, required CEZA to halt all POGOs, internet gaming, and related offshore gaming activities within the zone.

The memo is aligned with the newly-signed Executive Order No. 74, which requires the complete shutdown of POGO operations by December 31, 2024.

In July, Enrile said while there are no POGOs in the economic zone, there are internet gaming (iGaming) op-

erations that are under CEZA and not under the Philippine Amusement and Gaming Corporation. Enrile told lawmakers iGaming started long before POGOs were allowed in the country, and that the POGO concept was actually copied from iGaming.

In signing EO 74, President Marcos highlighted the government’s duty to “safeguard national security, maintain public order, uphold the rule of law, protect the safety of its citizens, and ensure the integrity of the social fabric of the nation.”

The President first announced his intention to implement a ban during his State of the Nation Address in July 2024.

The ban follows a study by the Department of Finance indicating that the social and economic costs of POGO operations — including rising crime rates, social instability, and exploitation of vulnerable individuals — significantly outweigh any economic benefits.

The Anti-Money Laundering Council also raised concerns that POGOs have been associated with money laundering, fraud, and other financial crimes, posing substantial threats to the national financial system.

The ban also prohibits any renewal or extension of existing POGO licenses or permits.

For her part, Senate Deputy Minority Floor Leader Risa Hontiveros said EO 74 has to be clarified.

“While I laud the aims of the Executive Order and am also thankful for the reintegration program for displaced workers, there are still things in the EO that are unclear. The ban on POGO excludes games conducted in PAGCORoperated casinos, licensed casinos, or integrated resorts with junket agreements. This raises questions about

whether offshore online games can be run in casinos or resorts with on-site casinos,” Hontiveros said.

“What this only underscores is that we need a clear law to move forward with a meaningful, clear, unequivocal, and comprehensive ban. The AntiPOGO Act of 2024 has been filed in the Senate and I will make sure during the periods of interpellation and amendments that the gaps and holes will be filled,” she added.

Senate President Pro Tempore Jinggoy Estrada and Senator Sherwin Gatchalian praised the President for issuing the executive order reinforcing his earlier directive.

“Public welfare and safety must prevail. We have seen the bad effects and exploitation behind POGO operations and they should be banned,” said Estrada.

“Over the past several years, the POGO industry has turned the country into a haven for human trafficking, scamming, kidnapping, and other criminalities that have adversely affected many of our people,” added Gatchalian.

SOLON ACCUSES OVP OF ‘OVER-LIQUIDATING,’ USING ‘BOGUS’ DOCUS

THE Office of the Vice President was accused of “over-liquidating” some P23.8 million in confidential funds through 158 receipts, which 1-Rider party-list Rep. Rodge Gutierrez said. Gutierrez described the receipts submitted by the OVP as “bogus and spurious.”

“So, what you’re saying is they (OVP) exceeded in their liquidation reports?” Rep. Joel Chua of Manila, panel chairman of the House Committee on Good Government and Public Accountability asked Gutierrez.

“Your guess is as good as ours.

It could also be that these ARs (acknowledgment receipts) were belatedly prepared,” Gutierrez said, noting that some liquidation papers bore a December 2023 date when no confidential funds were disbursed in this period.

All in all, the OVP submitted 158 acknowledgment receipts to the Commission on Audit, covering various transactions, the lawmaker said.

“For 158 people to make the same mistake, is that something that would be acceptable? Is that an acceptable margin of error for COA?” Gutierrez asked. “These are clear red flags in relation to the ARs submitted by the

OVP, and this is something that we should consider (legislating).”

COA official Gloria Camora earlier told the House committee that there may have been “inadvertence and typographical mistakes” committed by OVP personnel as she also confirmed there was no CIF released in the third quarter of 2023, negating the need for ARs.

“One of the findings under the COA notice of suspension is that some ARs were dated December 2023, and some were even undated. They (OVP) said they inadvertently contained clerical or typographical errors indicating 2023 instead of 2022,” she said.

But Gutierrez said he was not con-

vinced, noting the “red flags” it raised as they found the ARs to be “spurious and bogus” to say the least.

He showed ARs dated November 2022 despite the fact that confidential and intelligence funds were only disbursed a month later in December 2022 where the OVP spent P125 million in just 11 days.

There were also ARs bearing not just similar handwritings and same color of ballpens in a common pattern, but also having the same set of signatories like a certain “AAS” and “JOV” who received a total of P280,000 and P920,000 allegedly in December 2022.

US URGES OTHER SCS CLAIMANTS TO FOLLOW PH LEAD IN PASSING OWN MARITIME LAWS

THE United States expressed strong support for the Philippines’ newly enacted maritime laws -- the Philippine Maritime Zones Act and the Philippine Archipelagic Sea Lanes Act -- and urged the international community to do the same and align its maritime claims with international law as outlined in the United Nations Convention on the Law of the Sea (UNCLOS).

“The United States values Philippine leadership in upholding international law,

particularly in the South China Sea, and calls on all states to comport their maritime claims to the international law of the sea as reflected in the Convention,” the US government said in a statement.

“The Maritime Zones Act aligns Philippine domestic laws with the 1982 Law of the Sea Convention and the 2016 Arbitral Tribunal ruling. This law defines the Philippines’ internal waters, archipelagic waters, territorial sea, contiguous zone, exclusive economic zone, and continental shelf in line with the Convention,” Washington added.

CANADA ON ‘HIGH ALERT’ FOR INFLUX OF MIGRANTS FROM US AFTER TRUMP WIN

CANADIAN authorities said they’re on “high alert” with all eyes on the US border as the country braces for a possible influx of migrants from the United States.

This after US President-elect Donald Trump promised the largest mass deportation in American history, accusing immigrants of “poisoning the blood of our country.”

Philippine Ambassador to the US Jose Manuel Romualdez earlier urged Filipinos illegally staying in the US to leave voluntarily to avoid deportation and perpetual blacklisting.

“I can see that the administration of President Trump is really going to be very strict with the immigration policy that he intends to put in place because that is a promise he made to the American public, and that is probably the reason why he won,” Romualdez said.

A Fil-Am lawyer, however, said fears of mass deportation of Filipinos are “a little bit overblown.”

Lawyer Jath Shao told ANC on Saturday that in the past 24 years, the US has deported around 9.6 million people, of which onlu around 25,000 were Filipino.

“We’re not really part of this problem,” he said.

During his first presidential term from 2017 to 2021, tens of thousands of migrants, including Haitians stripped of US protections, fled north to Canada.

“We’re on high alert,” a Royal Canadian Mounted Police spokesman, Sergeant Charles Poirier, told Agence France Presse.

“All of our eyes are looking at the border to see what’s going to happen... because we know that Trump’s stance on immigration might drive up illegal and irregular migration to Canada,” he said. PAGASA SAYS LPA IN LUZON TURNED INTO TROPICAL DEPRESSION ‘NIKA’

THE low-pressure area (LPA) east of southeastern Luzon has turned into Tropical Depression (TD) Nika, according to the 11 a.m. bulletin Saturday of state weather bureau Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

Catanduanes province is under Tropical Cyclone Wind Signal No. 1.

“Nika” may make landfall over Isabela or Aurora on Monday. It is forecast to move generally west northwestward throughout the forecast period. Regardless of the position of the landfall point, hazards may still be experienced in areas outside the landfall point or forecast confidence cone.

PAGASA said the tropical cyclone is forecast to gradually intensify and may reach severe tropical storm category by Monday morning prior to landfall.

Weakening is expected during its passage due to interaction with the terrain of mainland Luzon, but will remain as a severe tropical storm.

Cagayan, Apayao and Isabela are forecast to experience intense to torrential rainfall on Monday and Tuesday; while it will be heavy to intense in Abra, Kalinga, Mountain Province and Aurora.

As of posting time, the center of TD Nika was estimated based on all available data at 1,145 kilometers east of southeastern Luzon.

The National Disaster Risk Reduction and Management Council (NDRRMC) meanwhile said Saturday that one person was reported injured and one other missing during the on-

slaught of Typhoon Marce (international name: Yinxing).

The agency said both the injured and missing persons are in Region 1 and are for validation.

NDRRMC further reported that 21,273 families or 65,610 persons were affected by the effects of Marce, GMA News reported.

Of this number, 8,319 families or 24,369 individuals stayed in 365 evacuation centers while

3,810 families or 12,498 persons were served outside the evacuation centers.

The affected families and individuals were in Regions 1 and 2 and Cordillera Administrative Region (CAR). Rains brought about by “Marce” also caused three landslides in Region 2. Forty-one road sections and 24 bridges were affected by the typhoon. Of this number, 11 roads are now passable.

BATCHMATES PAY TRIBUTE TO BARAYUGA, HAIL CONGRESS ON ONGOING MURDER PROBE

THE Philippine Science High School (PSHS) Batch of 1980 has expressed gratitude to the Quad Comm of the House of Representatives for its ongoing efforts to investigate the extrajudicial killing (EJK)-style murder of retired General Wesley Aguilar  Barayuga.

In a joint statement signed by 88 members, PSHS Batch ’80 highlighted the importance of seeking justice for  Barayuga, whose brutal murder in 2020 remains unsolved.

Barayuga, who was serving as Board Secretary of the Philippine Charity Sweepstakes Office (PCSO) at the time, was shot dead on July 30, 2020, in what is now believed to have been a targeted assassination.

The PSHS alumni took note of  Barayuga’s dedication to public service, describing him as a man of honor and a beloved husband to Sarah Magalona-Barayuga, who is a member of PSHS Batch ’80.

The Quad Comm’s recent hearings have revealed testimonies that

point to high-level involvement in  Barayuga’s killing. Witnesses have alleged that former PCSO General Manager Royina Garma ordered  Barayuga’s assassination, sparking outrage among those who knew him.

The Quad Comm, composed of the House Committees on Dangerous Drugs, Public Order and Safety, Human Rights, and Public Accounts, has been investigating these allegations as part of its broader probe into extrajudicial killings linked to the previous administration.

In a letter to the Quad Comm, members of PSHS Batch ‘80 conveyed their appreciation for the committee’s investigative efforts.

The letter, signed by PSHS Batch ’80 President Caesar Zaldarriaga, was addressed to Reps. Robert Ace Barbers, Dan Fernandez, Bienvenido Abante Jr. and Joseph Stephen Paduano, the respective chairs of the Quad Comm committees.

House Quad Comm co-chairman Rep. Bienvenido  Abante  Jr. meanwhile said a sense of honor and

delicadeza prompted him to inhibit himself from the mega panel’s proceedings whenever police Col. Hector Grijaldo is a resource person or a witness.

“This act reflects the values that I hold dear - values I believe should be shared by all public servants,” he said.

Abante, who chairs the House Committee on Human Rights, said his track record “reflects my belief that decency, honor, and integrity are non-negotiable.”

“While others may not feel bound by these principles, I believe that in the House of Representatives we must lead by example and show our countrymen that they have leaders who will not use their positions to further their own interests,” he added.

The Manila lawmaker and another co-chairman, Rep. Dan Fernandez of Sta. Rosa, Laguna, have earlier announced their decision to stay away from Quad Comm whenever Grijaldo, former Mandaluyong City police chief, testifies.

Grijaldo has claimed that the two

co-chairmen have coerced him into confirming the existence of a lucrative system of rewards for rouge policemen and hitmen who killed drug suspects during the Duterte administration’s bloody war on drugs.

Abante  said he and Fernandez’s inhibition decision “is the principled thing to do following baseless allegations involving our conversations with a witness called to testify in the ongoing inquiry into the previous administration’s bloody war on drugs.”

“Let me reiterate: There is absolutely no truth to these accusations. By God’s grace, I have strived to always conduct myself with integrity, and I categorically deny any wrongdoing,” he said.

On Thursday, in the course of the mega panel’s 10th hearing on extrajudicial killings during the Duterte administration, Batangas Rep. QUAKES, ASHING OF KANLAON VOLCANO

THE Philippine Institute of Volcanology and Seismology (Phivolcs) said on Saturday that it monitored 28 volcanic earthquakes and three ashing events of Kanlaon Volcano from 12 a.m. Friday to 12 a.m. Saturday. Kanlaon Volcano on Negros Island also emitted an average of 4,701 tons of sulfur dioxide on Friday, the state volcanology agency said. Voluminous plumes rising up to 700 meters tall were emitted by the volcano on Friday. These drifted northwest, Phivolcs said. The volcano’s edifice remains inflated, it added.

Alert Level 2 (Increased Unrest) remains in effect at Kanlaon Volcano on Saturday. The volcano may possibly have sudden steam-driven or phreatic eruptions, the agency warned. Phivolcs again reminded the public that entry into the four-kilometer permanent danger zone is prohibited. Similarly, flying aircraft close to the volcano is prohibited. AGENTS SEIZE FAKE GOODS WORTH P1.9B IN BULACAN RAID

AGENTS of the Manila International Container Port-Customs Intelligence and Investigation Service (MICP-CIIS) raided several warehouses in Bulacan resulting in the discovery of P1.944 billion worth of dried tobacco, fake goods, and used clothing. The continued inspection of another warehouse on November 8 also resulted in the discovery of dried tobacco in sacks and cigarette filter rods that can make P694.4 million worth of 6,944 master cases of cigarettes.

PIMENTEL URGES PBBM TO RECONSIDER ICC POSITION

PRESIDENT Ferdinand Marcos Jr. should reassess his position regarding the International Criminal Court (ICC) and consider rejoining the international tribunal, Senate Minority Leader Aquilino Pimentel III said.

Pimentel, speaking before members of the diplomatic community during a foreign policy address at the Department of Foreign Affairs on Friday, also said rejoining the ICC would serve as an “insurance policy” against potential abuses of leaders and in the event the justice system fails.

Former President Rodrigo Duterte in 2018 announced the  Philippines’ withdrawal from the ICC  after the tribunal announced in 2017 that it was conducting an investigation into his anti-drug campaign.

Pimentel pointed out that joining the ICC is an executive action, and that the ball is in the President’s court, as he called on Mr. Marcos to sign the necessary documents for rejoining the ICC.

Pimentel, quoted by a GMA News report, also said his proposal for the country to re-enter the ICC would act as the Filipino people’s recourse against a “killer” and “tyrannical” leader, or when the justice system fails.

“We are monitoring the Quad Com, and here in the Senate, we also have an investigation. We’ve seen that in the worst-case scenario where our systems fail, such as when our democratic system elects a killer as a leader, one without conscience or compassion, and our justice system is slow to respond. In those events, it’s best to have an ‘insurance policy,’” he said.

A former head of the Integrated Bar of the Philippines meanwhile said the Department of Justice (DOJ), the National Bureau of Investigation (NBI), and the Philippine National Police (PNP) should partner with the Commission on Human Rights to build a case against former President Rodrigo Duterte over the extrajudicial killings during his administration’s bloody war

on drugs, “His (Duterte’s) admission was very clear,” former IBP president Domingo Cayosa told Teleradyo Serbisyo in an interview.

Duterte earlier told the Senate Blue Ribbon Committee that he claims full legal responsibility for his campaign against illegal drugs as he also admitted maintaining a death squad in Davao City.

The former President also confirmed he instructed police to “encourage” drug suspects to resist arrest, thus allowing officers to kill them and avoid the long process of prosecution.

“What we need now is for the police, the NBI, the DOJ and the CHR to cooperate in building a case against Duterte,” Cayosa said.

“Telling the police to make a suspect fight back so they can be shot – how can that be a joke? How can murder or EJKs be a joke? We can understand an isolated case, but 6,000 to 30,000 killed for ‘fighting back?’” he added.

Senate President Francis Escudero earlier called on families of alleged EJKs to file cases against Duterte based on the latter’s admission during the Senate hearing.

Earlier, two co-chairpersons of the House Quad Committee urged the National Prosecution Service to take its cue from the growing body of evidence gathered by the mega panel and begin filing criminal cases for EJKs that the Duterte administration allegedly sanctioned.

Manila Rep. Bienvenido Abante Jr. and Laguna Rep. Dan Fernandez said the DOJ should leverage the Quad Comm’s findings to build strong cases against those who orchestrated the summary executions of drug suspects, among others.

“If the DOJ asks that we could turn over documents [on the EJK probe], we will do it,” Abante.

The PNP earlier said it will investigate the sworn statements of the former President and re-open cold cases of alleged EJKs linked to the former administration’s war on drugs.

This as former senator Antonio Trillanes IV said the transcript of the Senate hearing was already sent to the International Criminal Court.

The  ICC  is investigating Duterte and other top officials of his administration for crimes against humanity over the alleged systematic drug war deaths in police operations.

At the Quad Committee, retired police colonel Royina Garma said Duterte and other high-ranking officials during his term operationalized the so-called “Davao model” of EJKs on a nationwide scale, rewarding cops for every drug suspect killed with incentives ranging from P20,000 to P1 million.

Police Lt. Col. Jovie Espenido also testified a scheme of payouts to hitmen neutralizing or killing drug suspects existed, with funds flowing from the level of Duterte’s former special adviser and now Senator Bong Go.

LAWMAKER SAYS GOV’T INCREASING BUDGET FOR DRUG ABUSE TREATMENT TO P2.7B

THE national government is ramping up by 35 percent the spending for public residential drug abuse treatment and rehabilitation centers (DATRCs) to P2.7 billion.

Makati City Rep. Luis Campos Jr., vice chairperson of the House committee on appropriations, said, “The government will spend up to P2.7 billion in 2025 to sustain the operations and augment the beds of DATRCs under the Department of Health (DOH).”

“The sum is P700 million higher than this year’s P2 billion allocation,” he added.

Campos made the statement ahead of the nation’s observance of Drug Abuse Prevention and Control

Week from November 17 to 23.

The third week of November of every year is dedicated to raising public awareness against the devastating effects of drug abuse on individuals, families, and society, pursuant to Presidential Proclamation 124 issued on Nov. 26, 2001.

“The 35 percent increase in the funding for DATRCs is consistent with the government’s strategy to simultaneously fight both the demand and supply sides of the drug problem,” Campos said.

“We must keep under control the demand side by providing adequate treatment and rehabilitation services to drug dependents, while suppressing the supply side by putting traffickers and pushers behind bars,” Campos added.

Under the Comprehensive Dangerous Drugs Law, a drug dependent may, by himself/herself or through a parent, spouse, guardian or relative within the fourth degree of consanguinity or affinity, voluntarily apply for admission to a DOH-run DATRC.

The law also provides that a person arrested, and who is found positive for illegal drug use, after a confirmatory test, faces the minimum penalty of six months compulsory rehabilitation in a DATRC.

The DOH currently operates 23 DATRCs across the country.

Campos said the funding for DATRCs in 2025 includes P916 million in new capital outlay to enable 15 of them to increase their beds so that they can accommodate more drug dependents seeking treatment.

He named the 15 DATRCs and their corresponding 2025 capital outlays under the Health Facilities Enhancement Program (HFEP) as follows:  Calabarzon DATRC (P350 million);  Tagaytay DATRC (P101.50 million);  Las Piñas DATRC (P75 million);  Bicutan DATRC (P65.08 million);  Camarines Sur DATRC (P63 million);  Malagos, Davao DATRC (P52.70 million);  Zamboanga City DATRC (P50 million);  Cebu City DATRC (P31.12 million);  Argao, Cebu DATRC (P31 million);  Malinao, Albay DATRC (P30 million);  Bataan DATRC (P25 million);  Bauko, Mountain Province DATRC (P15 million);  Caraga DATRC (P14.67 million);  San Fernando, La Union DATRC (P8.05 million) and  Malaybalay, Bukidnon DATRC (P3.50 million)

BRAWNER: AFP COMMITTED TO DISMANTLING WEAKENED NPA GROUPS BY YEAR-END

THE Armed Forces of the Philippines (AFP) is focused on dismantling the four remaining weakened guerrilla fronts of the New People’s Army (NPA), AFP Chief General Romeo Brawner Jr. said on Friday.

In a press briefing, Brawner said the military targets to eradicate four weakened NPA guerilla fronts by the end of the year.

“About three months ago, we reported that there were seven remaining weakened guerrilla fronts. Now, there are only four. And we are expecting that by the end of the year, we will have finished all the guerrilla fronts. We will have reduced them to zero,” Brawner said.

He said these remaining weakened guerrilla fronts are operating in the Northern Luzon, Southern Luzon, and Visayas areas.

According to Brawner, NPA’s strength has been reduced from 2,200 fighters last year to 1,111 now.

“In terms of the strength of the New People’s Army, they are really weak. So they only have about 1,111 fighters left from the 2,200 last year. So that is a big

GROUP RAISES CHEMICAL WARNING ON ‘LABUBU’ ITEMS

THE Ecowaste Coalition has raised concerns over the increasing availability of Labubu-inspired items in the marketplace, which may contain toxic chemicals like lead.

Labubu has gained significant popularity in the Philippines, attracting both fans and collectors.

Ecowaste stated that several business establishments and stores in Divisoria, Manila are selling imitation dolls, stuffed toys, key chains, phone accessories, stickers, and purses at affordable prices, but the items are often sold without proper authorization and labeling information.

The group stated that out of 42 items it purchased, five were partially labeled, and the rest had no labels.  Eight of the items were also found to contain lead, a potent neurotoxin, and 24 were made of polyvinyl chloride (PVC) plastic, which often contains chemical additives like lead.

Lead levels on the key chains of the Labubu PVC plastic toys ranged from 212 to 1,728 parts per million. Ecowaste also issued a warning about hazardous chemicals in Christmas plastic balls, which are often sold without labeling or warning.

The group purchased 60 Christmas plastic balls from retail stores in Manila and Quezon City and screened them for substances of concern using a handheld X-Ray Fluorescence (XRF) analyzer.  Out of the 60 balls, 57 had high levels of bromine, with 43 having over 15,000 ppm bromine, and 16 having bromine above 30,000 ppm. HIGH-GRADE MARIJUANA IN PORT OF CLARK

THE Bureau of Customs (BOC) foiled an attempt to smuggle  2,100 grams of high-grade marijuana, or “Kush,” worth P3.15 million at the Port of Clark.

The anti-drug operation was conducted in cooperation with the Philippine National Police – Aviation Security Group (PNP-AVSEG), the National Bureau of Investigation (NBI) Pampanga District Office, the Department of Justice (DOJ), and local officials from Brgy. Dau, City of Mabalacat.

The shipment, which arrived on October 21, 2024, declared as a “4Seasons Camping Sleeping Bag, Weatherproof Portable with Compression Sack, Adult 82x40x3” was flagged for inspection by the BOC’s X-ray Inspection Project (XIP) after suspicious images were detected.

Authorities discovered two Joog bags, each containing one vacuumsealed transparent pouches, containing dried leaves and fruiting tops suspected to be high-grade marijuana, also known as “Kush.”

The smugglers attempted to hide the illegal substance by wrapping it in garments, but the BOC’s x-ray inspection and profiling expertise thwarted the attempt.

US ANNOUNCES CHARGES IN ALLEGED IRANIAN PLOT TO ASSASSINATE TRUMP

WASHINGTON – US prosecutors announced charges in an alleged Iranian plot to assassinate former president Donald Trump and a prominent dissident IranianAmerican journalist.

The foiled assassination plot on Trump was allegedly directed by Iran’s Islamic Revolutionary Guard Corps to avenge the death of Iranian general Qassem Soleimani, who was killed in 2020 in a US strike ordered by then-president Trump, the Justice Department said.

Farhad Shakeri, 51, an Afghan national who is believed to be in Iran, was “tasked” by the IRGC with providing a plan to kill Trump, the department said in a statement.

Shakeri and two other men, Carlisle Rivera, 49, and Jonathon Loadholt, 36, both of New York, were charged separately with plotting to kill an IranianAmerican dissident in New York.

Rivera and Loadholt are both in US custody and made a court appearance in New York on Thursday.

“The charges announced today expose Iran’s continued brazen attempts to target US citizens, including President-elect Donald Trump, other government leaders and dissidents who criticize the regime in Tehran,”FBI Director Christopher Wray said. Trump, who defeated Vice President Kamala Harris in Tuesday’s US presidential election, faced two other separate assassination attempts this year, including a shooting at a campaign rally when a bullet grazed his ear.

Iran’s foreign ministry on Saturday called the allegations that Tehran was behind a plot against Trump “totally unfounded.”

The foreign ministry “rejects allegations that Iran is implicated in an assassination attempt targeting former or current American officials,” spokesman Esmaeil Baghaei said in a statement.

The US Justice Department described suspect Shakeri as an “IRGC asset residing in Tehran.”

It said he immigrated to the United States as a child and was deported around 2008 after serving 14 years in prison for robbery.

Shakeri, he allegedly disclosed the plot to assassinate Trump in telephone conversations with FBI agents in recent months.

It said Loadholt and Rivera, at Shakeri’s direction, spent months conducting surveillance of a US citizen of Iranian origin who is an outspoken critic of the Iranian government and has been the target of multiple prior kidnapping and murder plots.

She was not identified in court documents but appears to be dissident journalist Masih Alinejad.

A general in the Revolutionary Guards was charged by US prosecutors in late October in connection with a separate plot to assassinate Alinejad, who lives in New York.

Shakeri told the FBI he was approached by an IRGC official in September about organizing the assassination of Trump.

On October 7, Shakeri said he was asked to come up with a plan to kill Trump within seven days.

The IRGC official allegedly said that if Shakeri was unable to come up with a plan in that timeframe, the IRGC would seek to kill Trump after the election because it assessed he would lose and it would be easier to assassinate him after the vote.

The United States has repeatedly accused Iran of seeking to assassinate US officials in retaliation for the killing of Soleimani.Tehran has rejected the accusations.

A VOLCANO in eastern Indonesia erupted again on Saturday, sending a giant ash tower nine kilometres (more than five miles) into the sky, days after it killed nine people and forced thousands of locals to evacuate.

LONDON – Britain’s royal family is facing calls for more transparency and reform of their private estates after an investigation alleged they have been profiting from public bodies while benefiting from major tax exemptions. The UK media probe also accused the estates of King Charles III and his eldest son Prince William of making big profits from charities and individual renters while in some cases failing to meet environmental standards. The centuries-old estates – the Duchies of Lancaster and Cornwall –have made millions of pounds (dollars) from lucrative deals with the publiclyfunded National Health Service (NHS) and other cash-strapped ministries, according to the investigation. Both estates – portfolios of land, property and assets across England and Wales held in trust for the king and his heir – are exempt from paying UK corporation or capital gains taxes. N. KOREA JAMS GPS SIGNALS, AFFECT SHIPS AIRCRAFT IN SOUTH SEOUL – North Korea staged GPS jamming attacks on Friday and Saturday, Seoul’s military said, an operation that was affecting several ships and dozens of civilian aircraft in South Korea. The alleged jamming comes a week after the North test-fired what it said was its most advanced and powerful solid-fuel ICBM missile, its first such launch since being accused of sending soldiers to help Russia fight Ukraine.

The South fired its own ballistic missile into the sea on Friday in a show of force aimed at showing its “strong resolve” to respond to “any North Korean provocations.”

“North Korea conducted GPS jamming provocations in Haeju and Kaesong yesterday and today (November 8-9),” Seoul’s joint chiefs of staff said in a statement, adding that several vessels and dozens of civilian aircraft were experiencing“some operational disruptions” as a result.

The military warned South Korean ships and aircraft operating in the Yellow Sea to beware of such attacks.

NO CULPRIT FOUND FIVE YEARS ON FROM NOTRE DAME FIRE

PARIS – Five years of investigation and expert reports have failed to identify the precise cause of the 2019 fire that ravaged Paris’ landmark Notre Dame cathedral, even as the probe draws to a close just as the cathedral prepares to reopen early next month.

Notre Dame’s bells rang out Friday for the first time since the fire, ahead of a reopening ceremony on Saturday December 7. But investigators have yet to establish who, if anyone, is responsible for the fire whose images went around the world.

“Every avenue, including the hypothesis of a human role in the origin of this fire (has been) explored since the beginning of the investigation,” Paris’ chief prosecutor Laure Beccuau said in April.

“But the truth is that the closer we have got to the spot the fire started, and the more results of analyses come back, the more weight is lent to the theory of an accident,” she added. Beccuau noted at the time that investigating magistrates had in 2023 called for new expert reports on the cathedral debris, the place where the fire started and the church’s “technical infrastructure.” Although all had been carried out by April, the experts have been asked to summarise and crossreference their “extremely technical” findings “to see if it is possible to determine a potential cause for the fire,” she added. EILEEN “Apples” Barredo-Mangubat’s career began not with a dream job, but with a practical choice. Facing limited job opportunities in her hometown, she accepted a temporary position as a clerk in one of UCPB’s remote provincial branches in the early ‘80s.

As a fresh graduate, BarredoMangubat initially set her sights on a glamorous career as a medical representative.

“What was really tempting with the med rep job were the glamor and perks attached to it. I topped the written exam and interview, but I never really got into the groove of it. One thing I learned from that experience was not to covet anything beyond what I’m actually capable of doing. At that time, I had yet to learn to drive. That’s where they got me reeling with disappointment,” she recalled with a small cackle, as she also remembered how tediously she knocked on door after door of companies who might be willing to accept a fresh-out-of-college accountancy graduate.

Now, the president of one of the country’s biggest lending companies, the charming Ilongga, can only thank UCPB, which was her training ground for 14 years, for the skills she learned. Her over ten years of loyalty saw her rising from being a contractual employee to becoming the operations manager of the bank branch.

CAREER PATH

In 2006, Barredo-Mangubat started afresh with AsiaLink Finance Corp. as the new operations manager, after being poached by one of her professional coaches Robert Jordan Jr., back when the company was still a family business.

At Asialink, Barredo-Mangubat encountered numerous challenges as the firm was still in the process of establishing its reputation in the finance industry. With limited organizational structure and resources, she was resolute in her determination to help build the company from the ground up.

“I told the HR I have no knowledge of handling so many people since what I dealt with in the past were just a handful of bank employees. But I was handed the job, and part of that is trying to have a coherent strategy of handling finance

people,” she said.

From handling 120 employees, she now has a pool of over 2,000 employees and is growing exponentially as the company also expanded its assets and transactions in the past years.

Barredo-Mangubat admitted that organizational and financial challenges motivate her to stay on her job as well as the people around her.

She likened the company to her family, where she finds joy and fulfillment. The occasional turbulence at work and in her personal life give her all the more urge to prepare for the better.

“That is why, it pays to be ‘masinop’. Being frugal and organized are two virtues that are expected of finance business. But it’s actually been ingrained in me, coming from a big family,” she said.

CHALLENGING TIMES

Her virtues were put to the test during the pandemic when their employees, by the thousands, were affected due to limited mobility. Collection was a huge problem, but they were one of the first to pivot to digitalization.

She quickly recognized the necessity of pivoting to online processes to maintain communication with clients during lockdowns.

Her empathetic leadership style not only demonstrated a commitment to the well-being of clients, but also reinforced Asialink’s reputation as a reliable partner in the SME sector.

Today, under Barredo-Mangubat’s guidance, Asialink has expanded its branches significantly and evolved into a major player in the financing industry, catering primarily to small and medium enterprises.

“So, from 80 branches, we’ve grown to 126, and we’re aiming for 200 plus. By the end of this year, we’ll end up with 250 branches. That’s our target. Looking ahead to next year, we plan to open approximately 20 more branches. However, we’ll need to significantly increase our sales personnel to support this expansion,” she said.

As a devoted mother, BarredoMangubat raised her two girls to be independent, resourceful and hardworking.

“I am particularly proud of being the mother of two very responsible human beings. My eldest, who is getting her master’s degree overseas, has somehow found a way to earn her keep. I noticed that she’s been spending less than what we usually provide for her. Her getting a job while studying is a proud moment for any parent. Having these kids learn how to fend for themselves is an achievement in itself,” she said, consumed by the fact that her “babies” are now grownup adults.

In her youth, Barredo-Mangubat embraced an active lifestyle, playing football in college before dabbling in bowling and billiards—sports that might not be typical for women, but ones she grew to love as they gave her a competitive outlet and a way to relieve tension.

“After graduating, I turned to more indoor activities like bowling and eventually billiards. Lately, with limited time, I’ve picked up camping with my family. We started last year, going to places like Tanay on weekends. Traveling has also become a favorite hobby,” she said. A child of the ’70s, BarredoMangubat likewise enjoys reading, a favorite pastime of Gen-X kids before the advent of the internet, although she admits it takes her time due to dry eyes. “It can take me two days to get through a single chapter,” she laughs. Onifa, a pride of Antique province clinched the gold medal in the men’s 40-kilometer short trail category and carried Team Philippines to a second-place overall finish at the inaugural Asia Pacific Trail Running Championships, held recently in Ulju, South Korea.

“I am happy to bring home the gold medal and proud to represent the Philippines and hear the national anthem play during the awarding,” Onifa said his golden performance with a clocking of three hours and 47 minutes.

Onifa’s golden nish helped secure a silver medal for the Philippines in the men’s short trail event, with strong support from teammates Randolf Gonzales, who placed 6th, Romnick Tongkaling in 12th, and Godwin Mirar finishing 17th.

The team trailed behind only Japan, which took the top spot overall.

Facing intense competition from elite athletes representing 22 nations, the team brought home multiple medals, including an individual gold and two silver medals in the team events.

This year’s APTRC welcomed top trail runners from across the AsiaPacific region, including Australia, Japan, China, and New Zealand.

The Philippine team entered the event with high hopes, especially following their dominant performance at the Southeast Asian Trail Running Cup in June, where they claimed 17 medals and established themselves as a regional powerhouse.

The Philippines’ Men’s Team — consisting of Larry Apolinario, Arnie Macarenas, Rhys Pawid, Roberto Cain, and Paul Brillantes — braved the rugged terrain to earn a silver medal. In a report, FIBA, the world governing body, and the International Centre for Sports Studies (CIES) have published the International Basketball Migration Report (IBMR) 2024, revealing an all-time high in international transfers. The 13th edition of the annual report investigated FIBA’s data on international transfers with the CIES’s renowned analytical expertise to provide insight into the player movement trends as well as other global basketball tendencies for the period 2023-24. Basketball continued to grow globally and with it the IBMR 2024 indicated more records were broken. For the rst time since the introduction of the IBMR after the 2010-11 season, there were more than 13,000 international transfers with 13,149 moves recorded. The numbers of men’s transfers (10,051) and women’s

transfers (3,098) both set new standards. The number of international transfers - up from 11,787 for 2022-23 - has increased 113% since the 2010-11 season. Twenty percent of players with an international transfer move twice within the same calendar year. Leagues in Spain, Germany, and Italy have the highest number of foreign players. Argentina has the most U21 players, largely due to the implemented regulations that encourage their inclusion on team rosters. CAN DOGS EAT SHRIMP?

WHEN it comes to sharing human food with dogs, most pet owners want to ensure the safety of every treat. Shrimp, a popular seafood delicacy, often raises the question: Can dogs eat shrimp? The answer is yes, but with certain precautions. While shrimp can be safe and nutritious for dogs, there are potential risks and factors to consider when feeding it to your canine companion.

The Nutritional Benefits of Shrimp for Dogs

Shrimp is a low-calorie, high-protein food that is rich in essential nutrients. According to Dr. Gretchen Allen in “Can Dogs Eat Shrimp? A Pet Owners Guide” published in the Daily Paws website, here is a breakdown of some of the key nutrients in shrimp and how they can benefit your dog:

1. Protein: Shrimp is a great source of lean protein, which is essential for muscle development, tissue repair, and overall growth. Protein also plays a key role in supporting a dog’s immune system and maintaining healthy skin and coat.

2. Vitamins: Shrimp is a source of vitamins, particularly Vitamin B12 and niacin (Vitamin B3). Vitamin B12 is crucial for a dog’s metabolism, energy levels, and nerve function. Niacin, on the other hand, helps with energy production and enzyme function.

3. Minerals: Shrimp is rich in phosphorus, which supports healthy bones and teeth, and selenium, an antioxidant that helps protect cells from damage.

SADLY, the dog meat trade continues to claim more poor dogs, specially homeless or stray ones, as victims. But animal welfare advocates and concerned government officials also continue to investigate reports of illegal sale and consumption of dog meat in the country, leading to the arrest of suspected dog meat sellers.

One such effort was the arrest of a man with three slaughter-bound dogs on October 25 after an operation by a team from the Animal Welfare Investigations Project (AWIP), in collaboration with the Baliwag City Police Station led by PLT Jason de Pedro. The three dogs were found restrained in separate sacks inside the suspect’s tricycle. One of the dogs was a pet of the family, according to the daughter of the suspect. The team also found out that the suspect had been detained prior to this incident for the same illegal act.

The three dogs were brought to the clinic of Biyaya, AWIP’s dog meat trade campaign partner. After checkup and treatment, they will be brought to Biyaya’s sanctuary in Alfonso, Cavite. Jacob Lloyd, AWIP’s executive director, commended the operation's success and said: "This rescue marks a

Though dietary cholesterol does not affect dogs the same way it does humans, excessive cholesterol intake over time can still contribute to health issues, such as obesity or pancreatitis, especially if a dog is predisposed to these conditions.

2. Shells and Tails: Shrimp shells and tails pose a serious choking hazard, especially for small dogs. They can also cause intestinal blockages or irritate a dog’s digestive tract. Make sure to remove all shells, tails, and veins before offering shrimp to your dog.

3. Allergies and Sensitivities: Just like humans, some

Dog meat trade (DMT) was more rampant and widespread in the 1990s, when live dogs were inhumanely muzzled and bound, then clandestinely transported from southern Luzon to the northern regions, particularly the Cordilleras. But recent reports from online group

5. High Sodium and Seasonings: Many shrimp dishes prepared for humans contain salt, garlic, onions, and other seasonings that can be toxic to dogs. Salt can lead to sodium poisoning in dogs, and garlic and onions can cause severe digestive issues and anemia. For safety, always feed plain, unseasoned shrimp to your dog.

Safe Ways to Prepare and Serve Shrimp to Dogs

If you decide to feed shrimp to your dog, follow these guidelines to ensure it is a safe and healthy treat: 1. Cook the Shrimp: Always cook shrimp before feeding it to your dog. Boiling or steaming are the best methods, as they do not require added oils, salt, or seasonings. Avoid frying shrimp or using butter, as these can add unnecessary fat and calories.

“Too much shrimp can lead to an imbalance in your dog’s diet, as well as potential weight gain from excess calories and fat,” said Dr. Allen, “A good rule of thumb is to give shrimp in moderation, such as a small piece or two per week for smaller dogs, or a few more for larger dogs,” added Dr. Allen.

Signs Your Dog May Not Tolerate Shrimp

Even if prepared correctly, shrimp might not be suitable for every dog. After feeding shrimp, watch for signs of intolerance or allergies. If your dog shows any of the following symptoms, avoid feeding shrimp in the future:

- Gastrointestinal Issues: Vomiting, diarrhea, gas, or bloating after consuming shrimp may indicate an intolerance or sensitivity.

- Itching or Hives: Allergic reactions to shrimp can cause itching, red patches, or hives on the skin.

- Swelling: Severe allergies can lead to swelling of the face, lips, or throat, which requires immediate veterinary attention.

The answer: There is still a demand for dog meat. With the supply now relatively limited, dog meat traders can charge dog meat eaters higher prices.

BUGLAS Isla Cafe, which has become a beloved go-to place in the seaside capital of Negros Oriental, has been serving Dumaguete City's best dishes since opening its doors at ArcoVia City in Pasig in May.

“I miss the food that's why I decided to bring the restaurant here,” said owner Carmen Lhuillier. “The dishes are really delicious, and I can't find them anywhere here in Metro Manila.”

And while Lhuillier's decision to open a branch of Buglas

Isla Cafe was for personal reasons, it proved to be a good business decision – so much so that they are opening their second branch in the metro at Westgate, Alabang in Muntinlupa City in December.

Foodies from both north and south have been frequenting the branch in Pasig City to have a taste of the Dumagueteño fare.

“The most challenging part was replicating the authenticity and humbleness of service that is so typical in Dumaguete, bringing it to Metro Manila, and sustaining it. But that’s part of the charm of Dumaguete, and we really want Buglas Isla Cafe to carry that,” said Anthony Raymond, Chief Operating Officer of Riesa Management, Inc. the company behind Buglas Isla Cafe.

Old wood for the pillars, and gently curved balusters to line the bar were shipped to Metro Manila from Dumaguete. The use of rattan, capiz shells, softly glowing yellow lights, and cement finish walls pulled together the look of a hacienda home.

There’s a section for breakfast and brunch with ube pandesal, budbud kabug (a Negros Oriental specialty suman made from millet), eggs benedict, tapa, chicken and waffles, smoothie bowls, and a not-to-be-missed smashed burger.

The pizza section has classics like margherita and pepperoni, but also offers Buglas Signature with Cebu longganisa, Dumaguete chorizo, bacon, and pineapple.

And of course, the iconic tocino.

“It’s the heart of our cuisine. Sinugba, food grilled over charcoal,” said Raymond. In Dumaguete City, pork BBQ is tocino— grilled till the edges turn smoky and toasty. Tocino is not limited to pork BBQ alone – there are chicken tails, chicken intestines and gizzards, crispy chicken skin, and Cebu longganisa.

The restaurant also prepares its own chicken oil as an accompaniment for the tocino, and sukang sinamak – a perfect pair to Dumaguete Lechon.

Beef Kansi is also on the menu – often described as the Negrense version of sinigang, but in reality has an identity of its own. Slow-cooked beef shanks and meaty young jackfruit are served in a gently-sour broth that uses batwan, a fruit that grows in Negros Island.

SHOPEE is expanding its content creator network as it prepares for its annual 11.11 Mega Pamasko Sale on Nov. 11.

The leading e-commerce platform in Southeast Asia reports significant growth in its creator ecosystem, noting that content creators are key to enhancing the shopping experience through honest product reviews and personalized recommendations.

According to Kantar 2023 “Philippine Media Landscape” report, 60 percent of Filipino shoppers have made purchases based on creator recommendations. Shopee’s Affiliate Program enables registered creators to earn commissions by promoting products, strengthening consumer trust in the process.

Sharlaine Andal, a Shopee Affiliate, began sharing Shopee purchases on social media to redecorate her room and soon joined the program.

“I get to share quality items from Shopee with my followers and earn a commission,” Andal said.

In the past year, Shopee’s Affiliate Program has expanded with nearly 600 percent growth in new affiliates, supporting millions of transactions through creator-driven campaigns. The program contributed significantly to Shopee’s recent 9.9 sale.
