PRESIDENT Ferdinand “Bongbong” Marcos Jr. yesterday invited Filipinos to celebrate the 50th anniversary of the Metro Manila Film Festival (MMFF) and watch this year’s film entries during the holiday season.
“This Christmas season, the stories of our heritage will once again take the spotlight. This is because of the special celebration of the 50th year of the Metro Manila Film Festival, which has become a part of our lives and culture as Filipinos,” Mr. Marcos said in his message.

“The President and the Cabinet are right now, with or without the calls, thoroughly reviewing the various items of the GAA to make them conform to the Constitution and to see to it that the budget prioritizes the main legacy thrusts of the administration,” Executive Secretary Lucas Bersamin said.
AFP chief of staff Gen. Romeo Brawner Jr., for his part, said the military does not meddle in the budget process.
“We want to continue to be professional. The President said that he is going to go over the budget,”

Bersamin underscored the President’s prudence in managing the country’s limited fiscal resources.
The President pushed back the signing of the budget bill into law to December 30 to allow for a comprehensive review, noting that some projects included in the ratified measure lack proper documentation or clear objectives.
He said he will exercise his veto powers to ensure all items are constitutional.
Bersamin reiterated the administration’s commitment to its legacy programs, which include infrastructure development, food security, education, and public health.
He assured the public these priorities would guide the allocation of funds in the final budget.

Among the issues he raised were the budget cut of the Department of Education as well as the zero subsidy for PhilHealth.
“I’m hoping that they address the concerns of the education sector, especially the funding of the computerization of DepEd and the possible unconstitutionality of the education sector no longer being the priority of the budget allocation as well as the zero funding for PhilHealth,”
Zubiri said.
“That would help stave off possible legal action in the Supreme Court that might render a decision declaring the budget unconstitutional and therefore delay its implementation and effectivity,” he added.
“The wonderful films participating in the golden year of the MMFF are sure to bring golden joy and leave valuable lessons,” Marcos said.
He encouraged the public to support the festival by watching the 10 featured films, which he noted reflect stories about Filipinos.

Six of the remaining members were meted life sentences while a seventh was sentenced to 20 years imprisonment.
Of the seven, one died in prison while another was released in 2018.
On December 15, the five remaining members of the Bali Nine arrived back in Darwin on a commercial flight under a secretive deal between Australia and Indonesia.

Government prosecutors alleged that TIDCORP officials Alonzo and Cometa granted the sovereign guarantee to Ang’s WGI knowing that WGI is not qualified to be extended a sovereign guarantee due to the following reasons: Failure to comply with certain conditions imposed by the Credit Committee and the Board of Directors of TIDCORP; and WGI defaulted to pay its loan obligations.
As a result, TIDCORP, as guarantor, paid WGI’s loan obligations but was unable to recover the amount paid resulting in over P4 billion worth of government losses.

Civil Defense says more than 9k families get Kanlaon aid
THE Office of Civil Defense (OCD) reported that 9,571 families affected by the eruption of Kanlaon Volcano have received aid.
According to OCD, the amount of assistance provided to the affected families in Regions VI and VII amounts to P123.69 million. Additionally, assistance to local government units (LGUs) and regional agencies worth P364,000 was

THE Department of the Interior and Local Government (DILG) on Thursday, December 26, urged local government units (LGUs) in Regions I, II, III, IV-A and IV-B to maintain vigilance and implement critical preparation for potential earthquakes and tsunamis.
The Philippine Institute of Volcanology and Seismology (Phivolcs) said that earthquakes in the Manila Trench have already decreased with one recorded activity each for December 24 and 25, 2024.
In an advisory, the DILG encouraged all concerned local chief executives (LCEs) to prepare for possible intensification of the earthquake sequence.
LGUs are enjoined to convene their local Disaster Risk Reduction and Management Councils, conduct Pre-Disaster Risk Assessments, and strictly implement minimum early and critical preparedness measures based on Operation L!STO manuals.
They are also expected to identify and establish evacuation routes, directional signs, and safe zones for at-risk communities; organize and train response teams; preposition food, temporary shelters, and debris-clearing equipment; and ensure the availability of lifeline utilities.

AFAB set to revive golf course dev’t
THE Authority of the Freeport Area of Bataan (AFAB) has bared a plan to revive the development of a golf course at the facility.
AFAB administrator and chief executive officer Mohammed Hussein Pangandaman said the initiative was meant to boost leisure tourism while promoting a healthy work-life balance at the FAB.
Pangandaman said the development of the golf course would enhance the Freeport’s appeal by providing attractive addition to the current amenities.
He said they are positioning the FAB as a top destination for both business and leisure.

Navy indulges in giftgiving in Tawi-Tawi
THE skipper and crew of the Philippines Navy’s BRP Jose Loor did not let Christmas Day to pass without engaging in a charitable undertaking for the village people of Sitangkai, Tawi-Tawi. According to the Navy, the “Gift Giving by the Sea” project was conducted while the ship was on Maritime Security Patrol Internal and External Defense Operations in the “southwestern frontier of the country.”
The beneficiaries were fisherman in the islands of Andulinang, Siluag and Panguan, all in Sitangkai, Tawi-Tawi.
The Navy ship also conducted “Gift Giving by the Sea” and “Water is Life” initiatives to the families of a Badjau community at Panguan Island to alleviate the scarcity of freshwater while giving food packs containing rice, canned goods and pack noodles.

BI intercepts four trafficking victims on Xmas Day

BUREAU of Immigration agents have intercepted four suspected human trafficking victims and their escort prior to departure for Singapore via a Cebu Pacific flight on Christmas day at the Clark international airport (CIA).
BI protection and border enforcement section (I-PROBES) chief Mary Jane Hizon said the four victims, all in their 20s, initially claimed to be traveling alone for tourism purposes. However, after verification by immigration personnel, they later admitted to be traveling together with a 38-year-old female escort.
The victims confessed they were ac-
tually bound for Cambodia to work as encoders in a POGO-like company after being recruited by an Indonesian woman. Their escort also admitted that she was instructed by the recruiter to assist the victims in entering Singapore and eventually crossing over to Cambodia.
The victims said they were offered P60,000-salary to work illegally abroad.
BI Commissioner Joel Anthony Viado said that victims of syndicates that illegally recruit Filipinos to work in call centers abroad usually end up in scam hubs as catfishers.
Viado explained that catfishing or catphishing is a type of online scam wherein the scammers create fake identities and fabricate relationships with their victims
Teves patriarch dies on Xmas Eve at 77, legal counsel says
EXPELLED Negros Oriental Rep. Arnolfo Teves Jr. has lost his father and namesake who passed away on Tuesday, lawyer Ferdinand Topacio disclosed on Thursday. Arnolfo Teves, Sr. died on Christmas Eve at the age of 77, Topacio said.
“The most painful blow for Rep. Teves is the fact that he was overseas and could not return home to hug and pay his last respects and farewell to his father who passed away, due to the baseless and relentless persecution and pressure of the current government, solely for political and selfish interests,” said Topacio.
He added that the Teves patriarch inspired “Rep. Teves, Gov. Henry and other members of his family to enter
government service to advance that kind of goal, and to serve the people faithfully and efficiently.”
The only hope that Teves had in the midst of his grief was the oath he had sworn to his father while he was lying on his sickbed, that he would clear the name Teves that he carried as his father’s name, according to Topacio.
Teves is facing murder charges before Philippine courts in connection with the killing of then Negros Oriental Gov. Roel Degamo last year.
The Department of Justice (DOJ) said earlier there was no timeline yet on the possible return to the country of the former Negros Oriental lawmaker as his camp may still appeal the decision granting his extradition.

IN A gesture of unity in the name of peace and progress, former foes Presidential Peace Adviser Secretary Carlito Galvez Jr. and Bangsamoro parliament member Abdullah Macapaar, also known as Commander Bravo of the Moro Islamic Liberation Front (MILF), led the ground-breaking ceremony for a transformative housing and resettlement project in Camp Bilal in Lanao del Norte.
The project, a key component of the government’s Camps Transformation Plan (CTP), will provide housing for former MILF combatants and their families. Funded by the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) through its Payapa at Masaganang Pamayanan (PAMANA) program, the initiative aims to convert six former MILF camps into zones of peace and development.
The ceremony was a poignant display of reconciliation. Galvez, a retired military general, and Macapaar, a veteran MILF leader, once fought on opposite sides of the battlefield. At present, however, they are together in their commitment to building a better future for the Bangsamoro region.
“This housing project is a realization of our vision to transform former MILF camps into peaceful, productive, and resilient communities,” said Galvez.
“From Camp Bilal to Bilal community, to Bilal villages—this marks a new chapter for the people here,” he added.
Galvez highlighted President Marcos’ initiative to construct millions of housing units nationwide, with particular focus on localized implementation to meet the specific needs of target beneficiaries. Macapaar, who expressed gratitude for the project, described it as a milestone in the journey toward peace and development.

Scaled-down anti-illegal drugs operations
IF THE the total amount of illegal drugs confiscated by law enforcers this year compared to previous years is much lower, is this an indication that the brutal campaign of the Duterte administration against drug trafficking has been a big success?
Not necessarily.
According to the Philippine National Police Drug Enforcement Group (PNP DEG), it was able to seize illegal drugs worth a total of P2.4 billion from January to Dec. 18 this year.
The total haul by the police is broken down as follows: 3,866,600 pieces of marijuana plants; 1,830,187.87 grams of dried marijuana leaves; 168,260.24 grams of shabu (crystal meth); 48,672 grams of ketamine; 36,951 grams of kush; 1,343 pieces of ecstasy; and 90 grams of cocaine.
The drugs were seized in 698 operations, of which 366 were buy-bust operations, 232 were arrests of wanted persons, 47 were search warrant operations, 45 were marijuana eradication operations, four were interdiction operations, and another four were recoveries and surrenders.
A total of 809 drug personalities were arrested in its operations, the DEG added. In October alone, the PNP seized P77.9 million worth of illegal drugs in a monthlong nationwide operation. The narcotics were confiscated in 71 anti-drug operations, involving 80 suspects, from October 1 to 31.
The illegal drugs seized included 3,502.20 grams of crystal meth (locally known as shabu); 33,000 grams of kush; 33,040 grams of dried marijuana; 45 ml of marijuana oil; 700 marijuana seedlings; 2,800 fully grown marijuana plants.
“To ensure integrity and transparency in all operations, the group consistently utilizes body-worn cameras, reinforcing public trust and accountability,” the police explained. “Additionally, all actions are thoroughly documented, with airtight cases prepared to ensure the successful prosecution of offenders.”
The DEG emphasized that its 2024 operations were in line with the PNP’s “rights-focused and community-driven” approach to the anti-drug campaign. This, we think, is the correct policy.
The fight against illegal drugs, according to PNP DEG Director Brig. Gen. Eleazar Matta, would be sustained in the coming year.
What this shows is that the PNP is now doing is upholding due process in its anti-drug campaigns, unlike in the previous administration where the policy was ‘take-no-prisoners’ and ‘kill-kill-kill’.
Climate change an urgent concern
For an archipelagic country like the Philippines, climate change is cause for real concern.
Many of our people live in the coastal
areas. They are at risk from the impacts of extreme climatic events, sea level rise and degradation of marine ecosystems.
The adverse effects of climate change on agriculture, forestry and water resources will pose more difficulties for a developing country already reeling from a host of socio-economic and environmental problems.
Climate change will not only cause additional economic burdens, but could also be a critical factor that could determine our survival as a nation.
For an archipelagic country like the Philippines, climate change is cause for real concern
Climate change is the most important global challenge to humanity today. Its adverse effects are already a reality in many parts of the world.
Nations have taken a significant first step towards realizing the goal of stabilizing atmospheric levels of greenhouse gases at safe levels with the Kyoto Protocol. The Philippines supports intensified north-south and regional cooperation in technology research and cleaner production, as well as opportunities for private sector investment, especially in lowemission technologies. Among these is the institutionalization of the greenhouse gas inventory process in other relevant government institutions.
Obtaining a comprehensive picture of how the climate change problem is evolving requires full disclosure of vital information. For most countries, particularly the developing ones, this would mean a long and painstaking process, requiring the establishment of mechanisms and utilization of precious resources.
Protecting the environment and helping arrest global warming should be the concern of everyone. Thus, government has established partnerships with various stakeholders, including local government units, the private sector and civil society organizations to implement various programs and projects that will enhance environmental conservation and ensure ecological balance.
The Philippine Government should fully support urgent and coordinated action on climate change. We can move closer to finding common solutions to the problem of climate change and thus achieve our goal of a better future for all humanity.

WHAT did President Ferdinand Marcos Jr. mean when he said in his recent speech during the AFP’s Major Services Officer Candidate Course Joint Graduation Ceremony at Camp Aguinaldo in Quezon City that he is committed to making the Armed Forces of the Philippines a “world-class force”?
Here’s what he actually said: “To all the members of the AFP, be assured that this administration remains committed to transforming our AFP into a worldclass force that is a source of national pride and national security.”
According to the Chief Executive and Commander-in-Chief, the AFP transformation begins with investing in people’s talents and skills, and bringing up “leaders who will bridge the gap between tradition and innovation.”
Marcos renewed his vow to continue modernizing AFP equipment and programs. “We will modernize your equipment, enhance your training programs, ensure that you are equipped to face challenges not just of today but also of the future,” he said.
“Because together, we will build an AFP that will stand as a beacon of strength, of alliance, resilience, and technological excellence,” he added.
What we can infer from all this is that the Marcos Jr. administration will
be building upon the gains made so far in modernizing our armed forces that began in the Ramos administration in 1992 and not necessarily put defense build-up at the top of the national budget until 2028.
The focus now should be striking a balance between defending the national sovereignty and territorial integrity and attaining economic and social development

BENEATH the lush canopy of Davao’s cacao plantations, where the air is thick with the promise of sweet success, lies a truth far less savory.
Davao, hailed as the “Cacao Capital of the Philippines,” produces 80 percent of the country’s cacao, and its rich soil and golden rainfalls have become synonymous with a booming industry.
Yet behind the statistics and accolades are stories of struggle, environmental degradation, and an industry teetering on the brink of unsustainability.
The numbers are undeniably impressive. Of the 10,759 metric tons of cacao grown annually in the Philippines, 8,000 metric tons come from this region.
This dominance places Davao at the center of a $14-billion global cacao market, feeding the world’s insatiable appetite for premium chocolate. On the surface, this is a triumph—a rural economy revitalized by the fruits of its labor. But a closer look reveals the cracks beneath this polished façade. For the smallholder farmers, cacao’s promise often feels like a mirage.
While multinational companies rake in profits from high-end chocolate products, the farmers who toil under the sun remain mired in poverty.
Yields average a paltry 0.5 to 0.8 kilograms per tree, far below the 2.5-kilogram target that could bring them stability. Prices on the international market swing wildly, leaving farmers vulnerable to forces beyond their control.
Debt piles up, hope fades, and what was once a lifeline becomes a trap.
The challenges extend beyond economics. The faces behind Davao’s cacao are aging, their numbers dwindling as younger generations flee to urban centers in search of steadier livelihoods.
Women, who shoulder much of the labor-intensive post-harvest work, remain largely invisible in the industry’s success stories, their contributions undervalued and undercompensated. Indigenous communities, the guardians of ancestral lands, find their territories encroached upon by commercial interests, their voic-
change and serve the notice on all other parties. A lawyer who fails to comply with this rule, to the detriment of the cause of the client, shall be subjected to disciplinary action” [Section 7(h)].

Our close neighbor China has emerged as a military power in this part of the world only after it had accelerated economic growth in leaps and bounds from the 1980s onwards.
North Korea is another military power in Asia with a large army and it possesses intercontinental ballistic missiles capable of hitting the US mainland, but its economy remains backward and the North Korean government appears unable to adequately provide for the needs of its own people.
A world-class military is an aspiration that likely to be achieved with consistently high economic growth in the years ahead.
The focus now should be striking a balance between defending the national sovereignty and territorial integrity and attaining economic and social development to improve the lives of Filipinos and reduce poverty levels.
The realities of Davao’s cacao dominance

Yet perhaps the steepest cost is borne by the environment. Davao’s fertile lands, a natural haven for cacao cultivation, are being stretched to their limits.
Driven by demand, some farmers clear forests to make way for new plantations, trading biodiversity for short-term gains. The damage doesn’t stop there.
Chemical fertilizers and pesticides seep into waterways, poisoning ecosystems and endangering human health. Climate change, a shadow looming over the industry, threatens the very conditions that have made Davao’s cacao so prized.

Davao’s cacao industry stands at a crossroads. It is a tale of triumph and peril, where the potential for prosperity exists alongside the risk of collapse. If stakeholders fail to act decisively, the region’s dominance may crumble, leaving behind a scarred landscape and shattered livelihoods.
But if the government, industry leaders, and local communities come together to address these challenges, Davao could set an example for sustainable agriculture—not just in the Philippines, but across the world.
The next time you savor a piece of chocolate, pause to consider the story it carries.
It is more than just a confection; it is the fruit of a farmer’s labor, the richness of Davao’s soil, and the sacrifices of a community striving for a better future. Tears, prayers as Asia mourns tsunami dead 20 years on
BANDA ACEH, Indonesia
– Tearful mourners prayed on Thursday as ceremonies were held across Asia to remember the 220,000 people who were killed two decades ago when a tsunami hit coastlines around the Indian Ocean in one of the world’s worst natural disasters.
A 9.1-magnitude earthquake off Indonesia’s western tip on Dec. 26, 2004, generated a series of waves as high as 30 meters that pummelled the coastline of 14 countries from Indonesia to Somalia.
In Indonesia’s Aceh Province, where more than 100,000 people were killed, a siren rang out at the Baiturrahman Grand Mosque to kick off a series of memorials around the region, including in Sri Lanka, India and Thailand, which the tsunami hit hours later.
People recounted harrowing tales of horror
and miraculous survival as giant waves swept in without warning, carrying debris including cars and destroying buildings in its wake.
“I thought it was doomsday,” said Hasnawati, a 54-year-old teacher who goes by one name, at the Indonesian mosque that was damaged by the tsunami.
“On a Sunday morning where our family were all laughing together, suddenly a disaster struck and everything’s gone. I can’t describe it with words.”
At Aceh’s Siron mass grave, where around 46,000 people were buried, emotional relatives recited Islamic prayers in the shade of trees that have since grown there.
Khyanisa, a 59-year-old Indonesian housewife, lost her mother and daughter, searching in vain for them in the hope they were still alive.
“I kept chanting God’s name. I looked for them everywhere,” she said.
“There was a moment where I realized they were gone. I felt my chest was in pain, I screamed.”
The victims included many foreign tourists celebrating Christmas on the region’s sun-kissed beaches, bringing the tragedy into homes around the globe. AFP
Azerbaijan mourns 38 killed in Xmas airplane crash in Aktau, Kazakhstan
ASTANA, Kazakhstan – Azerbaijan began a national day of mourning Thursday after a passenger jet from the flag carrier crashed in western Kazakhstan on Christmas Day, killing 38 of the 67 people onboard.
The Embraer 190 aircraft was supposed to fly northwest from the Azerbaijani capital Baku to the city of Grozny in Chechnya in southern Russia, but instead diverted far off course across the Caspian Sea. It crashed Wednesday near the city of Aktau in Kazakhstan.
Azerbaijan Airlines reported that 67 people were on board the jet -- 62 passengers and five crew members.
Kazakh Deputy Prime Minister Kanat Bozumbayev told Russia’s Interfax news agency that 38 people had been killed, while the Kazakh emergency situations ministry reported “29 survivors,
including three children, have been hospitalised”.
Azerbaijani President Ilham Aliyev declared Thursday a day of mourning and cancelled a planned visit to Russia for an informal summit of the Commonwealth of Independent States (CIS), a grouping of former Soviet nations. Aliyev’s office said the president “ordered the prompt initiation of urgent measures to investigate the causes of the disaster”.
“I extend my condolences to the families of those who lost their lives in the crash... and wish a speedy recovery to the injured,” Aliyev said in a social media post.

Japan Airlines says systems restored
TOKYO – Japan Airlines said its systems were up and running again after a cyberattack on Thursday caused delays to domestic and international flights.
“We have identified the cause and scope of the malfunction, and the system has been restored,” said the airline, Japan’s second biggest after All Nippon Airways.
The “large data attack” did not leak any customer information and safety was unaffected, Japan Airlines (JAL) said in a post on social media platform X. Japanese media said it may have been a so-called DDoS attack aimed at overwhelming and disrupting a website or server.
Ticket sales for domestic and international flights departing on Thursday were suspended during the incident but have now resumed, JAL said.
Although the cyberattack did not cause major disruption, the airline earlier said that 24 domestic flights had been delayed by more than half an hour. AFP

The Reichelts are expecting the birth of their first child and it is understandable that Kiki would prioritize his family over the national team or even practically all other matters as any Dad would. Kiki has been with the national team for the last 13 years and we couldn’t ask for more.
“We are expecting our first child in a few days, and it felt right to head home and focus on my family life. It’s a new chapter for us,and with it comes the conclusion of my international journey,” he shared. Kiki has 93 caps and 16 international goals for the Philippines.
Just the same time, Patrick Deyto also announced that he could no longer be with the team, too, because of an injury he suffered during the opening minutes of the game against Indonesia for the rest of the ASEAN Mitsubishi Electric Cup 2024. Joshua bout only fight left for beaten Fury, says promoter
LONDON—Tyson Fury has been told the “only fight” left for him after his unanimous points decision defeat in a world heavyweight boxing title bout with champion Oleksandr Usyk is an all-British clash against Anthony Joshua. Fury, like Joshua a former world heavyweight champion, was beaten on all three judges’ scorecards by 116-112 at the end of his second consecutive defeat by Usyk, the WBA, WBC and WBO title-holder.
The 36-year-old Fury refused to say if he would fight on following Saturday’s loss in Riyadh, saying “who knows?” when asked if he would extend his career.
But Eddie Hearn, Joshua’s promoter, believes a ‘Battle of Britain’ clash at Wembley could still be a sell-out fight even though his fighter is also coming off a loss -- Joshua was knocked out by IBF champion Daniel Dubois in October.
“The reality is there’s only one fight for Tyson Fury and that’s Anthony Joshua. It’s the biggest fight in the history of British boxing and everyone will want to see it,” Hearn told DAZN.

PATRICK Reichelt, one of the Philippine national men’s football team’s top wingers, won’t be around when the Philippine side plays its semifinal game against Thailand at the Rizal Memorial Football Stadium at 9 p.m. in Manila on Friday.
A very experienced player, Reichelt, who has been with the national squad for 12 years, has called it quits after the Philippines won over Indonesia, 1-0, on Saturday evening at the Manahan Stadium in Surakarta, Central Java.
It turned out to be Reichelt’s last game for the Philippines in the ongoing 2024 ASEAN Football Federation Mitsubishi Electric Cup Championship. Reichelt saw action for 93 caps since 2012.
“Representing the Philippines as a national team player has been the greatest honor of my professional career. I hope, along the way, I was able to inspire fans, friends, and especially my teammates to understand what it truly means to represent this amazing team and the people of our country. Budget deficit reached P1.2t in first 11 months
THE government’s budget deficit reached P1.2 trillion from January to November this year, representing 79.29 percent of the P1.5 trillion fullyear program, the Bureau of the Treasury said Monday.
It said the government was also on track to surpassing its revenue goal in 2024, with collections growing 15.2 percent to P4.1 trillion as of end-November, representing 96.12 percent of the P4.3 trillion full-year program.
Revenue collections eased slightly to P338.3 billion in November from P340.4 billion a year ago, due to lower non-tax collections as the previous year’s level included a P23.8 billion remittance of additional dividends from the Bangko Sentral ng Pilipinas (BSP).
Despite the November dip, the 11-month collection amounted to P4.1 trillion, up 15.16 percent from a year ago.
Taxes accounted for 86.47 percent
(P3.5 trillion) of the year-to-date collection, reflecting 11.51 percent yearon-year growth. Non-tax sources contributed 13.53 percent (P555.3 billion), rising 45.60 percent year-onyear.
The Bureau of Internal Revenue’s (BIR) collections increased 17.77 percent year-on-year to P247.6 billion in November after deducting P434 million for tax refunds. The BIR’s cumulative uptake of P2.7 trillion also underpinned a 13.88-percent improvement from last year.
The Bureau of Customs (BOC) collected P72.4 billion in November (net of P53 million in tax refunds), down by 1.69 percent from last year’s P73.7
billion. Collections as of end-November rose 4.68 percent to P850 billion from a year ago.
Total income collected by the Bureau of the Treasury (BTr) in November, including dividend receipts, reached P7.9 billion, lower by 80.86 percent year-on-year.
Meanwhile, November 2024 expenditures reached P551.3 billion, up by 27.13 percent from the same period last year. This brought cumulative expenditures in the 11-month period to P5.3 trillion, representing a 12.96 percent increase compared to the same period last year.
Primary expenditures (net of interest payments) increased by 25.85 percent year-over-year to P484.6 billion in November.
Total interest payment (IP) was recorded at P66.7 billion in November, up by 37.29 percent from the same period last year.

cisco Tiu Laurel Jr. on Thursday unveiled measures to curb rice price manipulation, including removing brand labels and descriptors like “premium” and “special” from imported rice.
The initiative aims to address practices that inflate prices and exploit Filipino consumers, the Department of Agriculture said.
“Market visits have revealed that some retailers and traders are using branded imports to mislead consumers and justify higher rice prices,” Tiu Laurel said.
Under the new directive, imported rice will no longer bear brand names or labels that suggest superior quality. However, locally-produced rice is exempted to support Filipino farmers and traders.
“Importing rice is not a right but a privilege,” he said, warning that traders failing to comply with the new regulations risk losing their import permits.
Data from the Department of Agriculture (DA) show that a reasonable markup of P6 to P8 per kilogram above the landed cost is sufficient to sustain operations across the supply chain.

82 companies seek to tap enhanced incentives under CREATE MORE Act
MORE than 82 projects registered with the Board of Investments (BOI) expressed interest in transferring their incentives accreditation from the CREATE Act to the CREATE MORE Act. BOI managing head Ceferino Rodolfo emphasized the importance of the transition provisions and the Dec. 31 deadline for eligible projects.
“We issued an announcement on the BOI Facebook page to prevent a ‘wait-and-see’ approach. This transition is not relevant for all projects but is particularly advantageous for those with capital investments of P15 billion or more,” Rodolfo said in a virtual briefing Thursday. Under the CREATE MORE Act,
eligible projects may benefit from enhanced tax reductions, extending the incentive period to up to 27 years. The tax rate during this period will also be lowered from 25 percent to 20 percent, offering significant savings for businesses that meet the criteria. Eligible projects include those with over P15 billion cost that should pass through the Fiscal Incentives Review Board (FIRB) and those that have not yet availed of income tax holiday (ITH). Stocks up on bargain hunting, peso climbs to 57.97 a dollar

PHILIPPINE stocks inched up Thursday on last-minute bargain hunting and the recovery of the peso against the US dollar.
The Philippine Stock Exchange index picked up 4.11 points, or 0.06 percent, to close at 6,539.02. The broader allshares index also rose 4.55 points, or 0.12 percent, to reach 3,731.78.
“The local bourse gained 0.06 percent to close at 6,539.02 as investors positioned themselves ahead of the final trading session of the year,” Regina Capital Development Corp. head of sales Luis Limlingan said.
Limlingan said the widening of the budget deficit also weighed on the market.
The Bureau of the Treasury reported that the Philippines recorded a budget deficit of P213 billion in November, bringing the 11-month deficit to P1.18 billion.
Indices ended mixed. Property rose 0.87 percent, followed by financials which rose 0.41 percent, industrial by 0.08 percent and mining and oil by 0.05 percent. Services declined 0.43 percent, and holding firms by 0.40 percent.
Value turnover was weak at P2.22 billion as investors are still on vacation mode. Foreign investors were net buyers, with net inflows reaching P73.10 million.

Cosco terminates planned JV with Siam for property projects
COSCO Capital Inc., the retail holding company of tycoon Lucio Co. and Thailand’s Siam Global Public Corp., terminated their planned joint venture partnership in the Philippines.
“At present, the management of both parties mutually decided to no longer proceed and finally terminate the agreement,” Cosco said in a disclosure to the stock exchange Thursday.
Cosco said the decision was mutually arrived at after strategically reviewing the current market conditions.
Cosco and Siam Global were supposed to form a joint venture company to operate a one-stop warehouse for building and construction-related materials, home and garden decorative goods, home improvement goods, construction equipment and tools. Bangko Sentral defends shift to polymer banknotes

THE Bangko Sental ng Pilpinas (BSP) on Thursday defended the transition to the use of polymer banknotes, saying they have a longer lifespan and are stronger than paper.
It said BSP research showed that polymer banknotes have a lifespan of as long as 7.5 years compared with 1.5 years for paper banknotes. Other countries report similar findings: polymer notes last 4.8 times longer in New Zealand and 2.5 times longer in Canada.
The BSP said it also receives fewer worn-out polymer banknotes compared with paper banknotes.
From 2022 to November 2024, only 0.08 percent (689,571 pieces) of the 1,000-piso polymer banknotes issued were returned as worn-out or damaged banknotes, significantly reducing replacement costs.
It said that in comparison, of the 1000-piso paper banknotes issued during the same period, 54.4 percent (or about one billion pieces) were returned to the BSP as worn-out and damaged banknotes.
The data are based on the 1000-piso polymer notes launched by the Bangko Sentral ng Pilipinas (BSP) in April 2022.
Polymer banknotes incorporate advanced security features, such as flora clear window, vertical clear window, embossed mirrored denomination, and iridescent figure, among others, reducing the risk of
counterfeiting, the BSP said.
The BSP said data also show that documented counterfeits of the 1000-piso polymer banknote were only one per 82 million pieces (10 counterfeits out of 825.4 million in circulation from 2022 to November 2024).
These counterfeits were of low quality, as their elements poorly matched the advanced security features of polymer banknotes.
It said that in contrast, documented counterfeits of the 1000-piso paper banknotes stood at one per 19,000 (98,316 out of 1.86 billion).
It said the global warming potential (GWP) of the 1,000-piso polymer banknote is 38.36 percent lower than that of its paper counterpart, as shown in a study conducted by De La Salle University’s Center for Engineering and Sustainable Development Research in 2023, commissioned by the BSP.

STATE-RUN Bases Conversion and Development Authority (BCDA) said the 100-hectare Kalangitan sanitary landfill in Capas, Tarlac lacks the required authority to operate (ATO) or business permit.
The agency warned that any attempts to continue operations at the site are illegal.
It said the contract for services between Metro Clark Waste Management Corp. (MCWMC) and Clark Development Corp. (CDC) expired on Oct. 5, 2024 and is neither renewable nor extendable.
The BCDA said the landfill’s ATO and business permit also expired. Following this, the CDC issued a notice to cease and desist operations and a demand to peacefully vacate to MCWMC.
The Regional Trial Court (RTC) of Capas, Tarlac also denied MCWMC’s request for a writ of preliminary injunction in a mandamus case against the CDC.
The court ruled against compelling CDC to issue an ATO or business permit and barred MCWMC from seeking to prevent CDC’s coordination with local government units (LGUs) utilizing the landfill.

Beijing initially said the brandy probe would likely conclude in January, but the commerce ministry now says it will last until April 5. Jaime Bautista praised the New NAIA Infrastructure Corp. for making significant improvements at Ninoy Aquino International Airport.
According to Sec. Bautista, the NAIA concessionaire applied changes at the airport in just 90 days—one of which was addressing traffic at the arrival area.
“The improvement implemented by our concessionaire is huge if we compare the experience last December 2023,” Bautista said.
“For example, there will be no more traffic here in the arrival area because of the additional lane. In 90 days, they built the additional lane, so we noticed that there is no traffic and the flow of vehicles is fast,” he added.
The transport chief said passengers were pleased with the overall changes at the airport.
“The experience of our passengers has become more comfortable. All the passengers we talked to were happy. But overall the experience this Christmas was good,” he said. Bautista also revealed that one of the enhancements at the airport for 2025 is placing the screening machines before immigration counters.
“What we are planning to do next year, instead of immigration first, baggage screening will come first and then immigration. That is one of the enhancements that NNIC and OTS will make to make it more convenient for passengers,” he said.
The country’s main gateway is expecting 150,000 passengers for the holiday season with at least 159,000 passengers recorded during its peak.
MPT South Corp. said it expects increased traffic this holiday season, particularly with the opening of the new Segment 2 of Cavitex to and from Sucat.
“Same with CALAX as more travelers are expected to vacation in Tagaytay-Nasugbu area,” it said.
NLEX Corp. also expected a 10-percent increase in traffic for North Luzon Expressway, NLEX Connector Road and Subic Clark Tarlac Expressway.
In 2024, NLEX recorded an average daily traffic of 334,000 vehicles; SCTEX, 78,000; and the NLEX Connector, 19,000.

Cua celebrated his first Christmas as a dad to his baby boy, Aleck , whom he lovingly calls “Bao Bao.”
On Instagram, Benedict shared moments from their holiday photoshoot. The father and son wore matching red and white outfits and smiled happily for the camera.
“Our first Christmas together, my little dumpling,” he captioned the post. Benedict first announced he had become a father in May through a vlog, where he shared his experience of becoming a dad. Since then, he has been sharing special moments and milestones from Bao Bao’s life with his followers.
The tyke has been regular in his social media content that amasses millions of views.

IN A year in which we witnessed the historic feats of dynamo Carlos Yulo at the Paris Olympics and Filipino phenom Sofronio Vasquez in The Voice USA , the Philippines was unsuccessful in all the ‘big league’ global pageants, including Miss Universe, Miss World, Miss International, Miss Earth, and Miss Grand International.
However, with a harvest of runner-up finishes and various wins in other beauty competitions, including the year-ending victory in Miss Tourism International 2024/25, Filipino fans still have good reason to celebrate.
Still a pageant powerhouse
The year’s top story belongs to Anne Manalo, who was crowned Miss Universe Philippines 2024 in May, becoming the first-ever black Filipino representative in Miss Universe. Manalo made the Top 30 in Miss Universe 2024, held in Mexico in November, but was left out of the Top 12—a glaring omission to many who predicted her to be among the top finishers.
Manalo was vindicated when she was named Miss Universe-Asia 2024, one of four continental titles awarded for the first time by the Miss Universe Organization, to serve as ambassador during Miss Universe 2024 Maria Victoria Kjær Theilvig’s reign. Manalo also bagged the Best National Costume award for the second consecutive year.
In Miss World 2024, Gwendolyne Fourniol was unplaced, with Krystyna Pyszková of the Czech Republic winning, held in Mumbai, India, in March. In Miss International 2024, Angelica Lopez was also unplaced but made it to the Top 12 in Swimsuit (Miss Fitness Awardee), with Huỳnh Thị Thanh Thủy of Vietnam winning, held in Tokyo, Japan, in November.
In Miss Earth 2024, Irha Mel Alfeche finished in the Top 12, with Jessica Lane of Australia winning, held in Manila in November. In Miss Grand International 2024, Christine Juliane Opiaza was named first runner-up to Rachel Gupta of India, held in Bangkok, Thailand, in October. Alethea Ambrosio won the continental title Miss Supranational Asia & Oceania 2024 in Miss Supranational 2024, won by Harashta Haifa Zahra of Indonesia, held in Poland in July.
The big winner this year was Mutya Ng Pilipinas Tourism International 2024 Liana Rose Barrido, who was crowned Miss Tourism International 2024/25 in Kuala Lumpur, Malaysia, this month.
A string of runner-up finishes included Michelle Arceo, who placed second runner-up in Reina Hispanoamericana 2023/24, with Maricielo Gamarra of Peru winning, held in Bolivia in January.

Blessa Ericha Figueroa was named third runner-up in Miss Asia-Pacific International 2024, which was won by Janelis Leyba of the USA, held in Pasay City in October. Isabelle De los Santos was named first runner-up in Miss Aura International 2024, which was won by Yuri Rey of Colombia, in Turkey in October.
Megan Campbell finished as first runnerup in World Top Model 2024, which was won by Federica Giovagnoli of Italy, held in Italy in November. Samantha Victoria Acosta placed second runner-up in Miss CosmoWorld 2024, in Kuala Lumpur, Malaysia, in November.
Alyssa Marie Redondo was named second runner-up in Miss Intercontinental 2024, which was won by Maria Cepero of Puerto Rico, held in Egypt in December.
Maria Gigante was crowned Universal Woman 2024 in Phnom Penh, Cambodia, in May, one of the Filipinas who bagged different titles. Others include Juvyel Anne Saluta, who won Elite World 2024, in Egypt in September, and Jeanne Isabelle Bilasano, who was crowned Face of Beauty International 2024 in Taiwan in September.
Kirsten Dawn Delerio won Miss Fitness Supermodel World 2024 in Vietnam in September, while Thea Judinelle Casuncad
was named Miss Supermodel Worldwide 2024 in New Delhi, India, in May.
In pageants for married women, Vevherly Gador placed in the Top 25 of the 47th Mrs. Universe 2024, which was won by Natallia Daroshka of Belarus, held in Incheon, South Korea, in October.
In male pageants, Lloyd Figueras snared the Mister Teenage Universe 2024 title in Bali, Indonesia, in March, while Luisito Daumier Corilla was crowned Mister Global 2024 in Bangkok, Thailand, in October.
Brandon Espiritu finished as second runner-up in Mister Supranational 2024, won by Fezile Mkhize of South Africa, held in Poland in July. King Godfrey Murillo was named first runner-up in Mister Fitness Supermodel World 2024, won by Feygelman Artyom of Uzbekistan in Vietnam in September.
Kenneth Cabungcal placed first runnerup in Man of the World 2024, which was won by Sergio Azuga of Venezuela, held in Manila in July. Brent Dalman was third runner-up in Top Model of Universe 2024, which was won by Yoyo Teenarupakorn Muangmai of Thailand, in Istanbul, Turkey, in October.
Kirk Bondad placed in the Top 20 of Mister World 2024, which was won by Daniel Mejia of Puerto Rico, held in Vietnam in November. Markki Stroem closed out the year with a fourth runner- up finish, as well as the best in national costume and best in talent awards, in Mister Universe 2024, which was won by Patrick Callahan of Ireland, held on Dec. 22 in Hollywood, California, USA.

I used to list down New Year’s resolutions with the excitement of someone so ready to take on a challenge—whether it was eating less sugar or studying harder.

The truth is, we don’t need the clock to strike at midnight or a new calendar to spark change. But there’s something magical about the end of the year—it feels like the universe is hitting a reset button. If you’re looking for an excuse to reflect and realign your life, this is your sign.
