P20.7-b illegal drugs seized in ‘bloodless war’

THE Philippine National Police (PNP) announced that its “recalibrated and bloodless” anti-illegal drugs campaign has led to the seizure of P20.7 billion worth of narcotics this year even as law enforcers try to keep the use of force to a bare minimum.

On Sunday, PNP chief General Rommel Francisco Marbil said that amount only represents illegal drugs confiscated from January 1 to December 15 but already constitutes a “staggering” 101 percent increase compared to their whole-year performance in 2023.

He disclosed that 46,821 anti-drug operations were conducted by various PNP units nationwide during the period covered, leading to the arrest of 57,129 drug suspects.

Marbil explained that the Marcos administration’s anti-drug campaign targets mainly high-value individuals while ensuring the protection of suspects’ rights and affording them due process.

The country’s top cop said that the drugs confiscated within the period consisted of methamphetamine hydrochloride (shabu), marijuana, ecstasy, cocaine, ketamine and kush, and had a combined weight of over 8 metric tons.

Coast Guard, PITX report surge in Xmas travelers

THE Philippine Coast Guard (PCG) recorded 75,261 outbound passengers and 82,528 inbound passengers at all ports nationwide the weekend before Christmas or around 157,789 people in total. The PCG said that they have deployed 2,902 frontline personnel in 16 Coast Guard Districts to support the influx of sea-going travelers. They were able to also inspect 606 vessels and 609 motorbancas on major ports in the country. Between 12 midnight to 6:00 a.m. on Sunday alone, December 22, the PCG said it has monitored 20,470 outbound passengers and 18,516 inbound travelers in all ports.

In Manila, the Parañaque Integrated Terminal Exchange (PITX) recorded last Saturday the highest number of passengers recorded in the bus terminal’s history. Around 218,000 people flocked at the PITX to catch trips ahead of Christmas Day, according to PITX corporate affairs officer Kolyn Calbasa. She said they expect more passengers today to take their trip home for the holidays in their respective provinces.

"Our last count was 218,000 passengers just on Saturday alone. That's record-breaking for us because our last highest count ever was 204,000 passengers on December 23 last year," Calbasa said.

The Department of Transportation has projected that around 7 million Filipinos will travel by bus and boats to spend the Christmas and New Year holidays with their families.

PNP says cancellation of incentive ‘fake’ news

THE Philippine National Police (PNP) on Sunday denied the existence of any memorandum regarding the alleged cancellation of the Service Recognition Incentive (SRI).

“The circulating document is absolutely fake news and should not be considered legitimate or credible,” the PNP said in a statement posted on its social media page.

“The PNP assures its personnel that SRI for Fiscal Year (FY) 2024 is already in process,” it added. The Finance Service of PNP is now working in coordination with the Police Directorate for Personnel and Records Management for the SRI to be received by qualified PNP personnel.

ANEW survey by Pulse Asia indicated that ACT-CIS Representative Erwin Tulfo and former Senate president Vicente “Tito” Sotto III occupy the top two spots in the senatorial race.

OPERATIVES of the Northern Police District (NPD) have dismantled a “notorious” gang of guns-for-hire with the arrest over the weekend in Caloocan City of six suspected members including a 29-year-old woman tagged as the most wanted person in the district.

Breaking the House: Shutting down the POGO menace

THE Philippine Offshore Gaming Operators (POGOs) issue is far from closed, even with the Dec. 15 revocation of all POGO licenses by PAGCOR.

This decisive action may seem like the end, but the reality is more complex. The fight against the illicit activities surrounding POGOs is only beginning. Our laws’ loopholes have been exposed; it’s time to tighten them to prevent organized crime from inflicting its corrosive impact on all of us Filipino consumers.

As Stratbase Institute President, Prof. Victor Andres “Dindo” Manhit aptly stated during a recent forum jointly hosted with the United States Institute of Peace (USIP), “POGOs are a national menace on so many fronts. One can look at it from a governance and transparency point of view, human rights, economics, and national security.”

A USIP study presented during the forum underscores Southeast Asia’s role as a hub for transnational crime.

According to USIP’s Myanmar Country Director, Jason Tower, “These online gambling syndicates... focused initially on a market in China,” with up to one million Chinese nationals involved before the pandemic. While POGOs might appear as a Filipino problem, the networks extend across Cambodia, Thailand, Myanmar, and Vietnam, tied to Chinese-based organized crime groups. Tower pointed out that these crime groups have repurposed their Southeast Asia-based online gambling infrastructure to pivot into online scamming on a transnational scale.

Filipino consumers are directly affected. Scammers have pivoted to targeting locals with romance scams, investment fraud, and cryptocurrency schemes.

Tower explains, “They would go on to WeChat and... use romance scams or appeals to get [victims] addicted to gambling.” These sophisticated tactics drain Filipinos’ savings and undermine trust in financial platforms.

President Marcos Jr.’s Executive Order 74, signed on Nov. 5, mandates an immediate ban on offshore gaming and establishes technical working groups to combat illegal operations.

The TWG on Anti-Illegal Offshore Gaming Operations mobilizes the PAOCC, DOJ, PNP, and other key agencies. This coordinated approach is crucial because POGO-related crimes—human trafficking, fraud, cybercrime, and money laundering—are multifaceted. Without coordination, enforcement efforts are futile.

The legislative front is also advancing. Senate Bill 2868, or the Anti-POGO Act of 2024, filed by Senator Win Gatchalian, seeks to “eliminate once and for all the operations” of POGOs.

Senator Risa Hontiveros, who called for a POGO suspension in 2020, has consistently highlighted their societal harms. Her advocacy led to the Senate Committee’s investigation conclusion on November 27. Dec. 17 marked a milestone with the coordinated shutdown of a 33-hectare

POGO hub in Kawit, Cavite, involving the DILG, PAOCC, DOJ, BI, and local authorities. This demonstrated the power of unified action.

But, as Tower warns, “Every time we’re seeing a crackdown... these transnational criminal networks almost immediately adapt.”

To stay ahead, we need tighter legal frameworks and regional law enforcement cooperation.

Tower points out that these networks “pivoted over to doing online scamming... using all the infrastructure built out across Southeast Asia for online gambling.”

Disrupting this ecosystem requires mapping financial flows and targeting enablers. “These criminal networks are undermining financial systems... and border security,” Tower adds.

Beyond enforcement, we must tackle the root causes enabling POGOs. The Department of Trade and Industry should foster competitive, legitimate industries and zero tolerance on dubious operations.

Ultimately, the POGO dilemma is not just about legality; it’s about national security, regional stability, and social integrity.

Recent government actions are commendable but must be part of a sustained effort.

Tightening laws, fortifying digital systems, and fostering international cooperation can ensure organized crime finds no safe harbor in the Philippines.

As we move forward, the goal is not just eliminating POGOs, but protecting Filipino consumers and the nation from the international crime networks they represent.

DOH: Be wary of unhealthy habits this Xmas

According to Herbosa, due to consecutive parties that Filipinos attend during this season, people suddenly develop arrhythmia.

“Young males suddenly develop arrhythmia because of dehydration, high salt concentration, and high fat content. Their heart struggles, and eventually, they go into atrial fibrillation. So, arrhythmia can lead to death, and AF (atrial fibrillation) can also be fatal. It’s a deadly time of the year.”

SYDNEY – A magnitude-6.1 earth-

quake rattled buildings on Vanuatu’s main island early Sunday but did not appear to have caused major damage, five days after a more powerful quake wreaked havoc and killed 12 people.

Pimentel further urged the DTI to enhance its monitoring efforts against companies involved in price manipulation. According to the senator, businesses that hoard stocks or engage in price gouging—especially during Christmas—should not escape accountability.

Furthermore, he advised vendors to adhere to the suggested retail prices set by the DTI and comply with consumer protection laws.

He also encouraged the public to report any companies or businesses that excessively raise prices on Noche Buena products.

RIYADH — Oleksandr Usyk won his heavyweight championship rematch against Tyson Fury by unanimous decision overnight on Saturday to stay unbeaten across two divisions and cement his place among the greats.

Automotive sales in November reached 40,898 units, up by 2.2 percent month-on-month (MoM) and 8.5 percent increase, year-on-year.

CAMPI president Rommel Gutierrez emphasized the industry’s consistent growth, despite a 2.07-percent month-on-month dip in passenger car sales in November, with 9,836 units sold from 10,044 units in the same month in 2023.

Passenger car sales still rose 2.8 percent year-on-year, while commercial vehicles sustained momentum, selling 31,062 units in November, up by 3.7 percent from 29,959 units in October and 10.5 percent from 28,114 units a year ago.

The Asian utility vehicle (AUV) segment showed remarkable growth, with 11-month sales of 74,989 units, a 37.3-percent surge from 2023.

November sales for AUVs rose 11.3 percent month-on-month and impressive 40.7 percent year-on-year, reaching 7,890 units.

Light commercial vehicles (LCVs) also performed well, achieving 11-month sales of 229,313 units, a 1.4 percent uptick from 2023’s 226,046.

November LCV sales hit 22,115 units, up 1.4 percent month-on-month and 3.2 percent year-on-year.

“It’s a bit of a challenge. But at the same time, it’s been very fulfilling. When you’re working in the private sector, you’re trying to achieve success for yourself and success for the company. But in the public sector, we’re trying to move from personal to greater interest,” Go told PeopleAsia in an interview.

Without a doubt, Go was successful as a business executive, but he found the call of public service very compelling.

“The way I see it, it’s about moving from success to significance. It’s about the future of the country and the future of the people, which really gives me a certain sense of fulfilment that you could never have in the private sector,” he said, Go sums up his job description as “harmonize, synchronize, integrate, and implement’ President Marcos’ economic programs. And he was there whenever and wherever the President needed him.

Economywise, he says the country is moving in the right direction,

logging a 5.6-percent growth in 2023, surpassing China, Malaysia, Indonesia and Vietnam.

He points out though, that the achievement came amid a holistic government approach to economic goals, notably the policies on ease of doing business in the Philippines. For him, it should also be all systems go for the national identification program.

“How can we talk about progress when we don’t even have a National ID system? It is the foundation to financial inclusion, it’s foundational for distributing social services and financial transactions. People don’t have to line up for hours for their passport, for instance. With the National ID, the implementation of national services becomes simpler,” he said. There is no arguing the fact that Go is a prominent figure in the Cabinet, yet he prefers to keep a low key insofar as publicity is concerned. According to him, he’d rather talk to a private audience, and he opts to be known as the “silent, hardworking public servant.”

For sports, he plays badminton and was even a director of the Philippine Badminton Association, which he also gave up along with memberships in multiple civic organizations when he hopped onto the presidential bandwagon “to avoid any conflicts” in the near and distant future.

As a young man, journalism was on top of Go’s career priorities. He loved writing and was editor of Ateneo’s campus paper The Guidon. His uncle, John Gokongwei, founder of the family-owned business empire, invited him to be editor of the Manila Times which was acquired from the Roces family. For a time, Go worked as a business reporter of the broadsheet.

From there, he worked his way up the corporate ladder of the Gokongwei-led JG Summit Group. The rest is history.

PH stocks likely to trade sideways this week

PHILIPPINE stocks are expected to trade sideways with a downward bias during the last trading days of the year as investors sentiment will continue to be affected by trimmed rate cut projections of both the US Federal Reserve and the Bangko Sentral ng Pilipinas.

Philstocks Financial Inc. research head Japhet Tantiangco said that while the market’s recent decline could prompt bargain hunting, the fewer rate cuts signaled for 2025 could weigh on the market.

“From a fundamental standpoint, the local market has been driven to more attractive levels, giving opportunity to bargain hunters. However, the trimmed rate cut projections of both the Federal Reserve and the Bangko Sentral ng Pilipinas may weigh on the market,” Tantiangco said.

Tantiangco said investors are also expected to monitor the movement of the local currency. “A further depreciation of the peso is expected to pose downside risks to the market while a recovery is expected to provide the opposite,” he said.

The hawkish comments from the Fed and the BSP spooked the Philippine Stock Exchange last week, causing the benchmark index to drop 3.18 percent week-on-week. The PSEi ended the week at 6,406.

Average value turnover declined at P6.04 billion, while foreign selling widened to P824 million from the previous week’s P52 million. “Expect quiet sessions in the final trading week of the year, but take the time to reassess portfolio strategies/ make tactical pivots to average down/ lock in yields amid the recent bout of pessimism,” online brokerage firm 2TradeAsia.com said.

THE Department of Energy (DOE) took a significant step towards advancing the liquefied petroleum gas (LPG) industry by recognizing three industry associations as authorized training organizations for qualified service persons (QSPs).

This is part of the DOE’s efforts to strengthen the LPG industry and ensure the safe, efficient, and professional delivery of services to the public.

A QSP is defined as an individual who has successfully completed an approved training course for LPG service persons conducted by the DOE, the Department of Trade and Industry and other relevant government agencies, or an organization duly accredited by the government.

surged 17.5 percent to $139.64 billion as of endSeptember 2024 from $118.83 billion a year ago, the Bangko Sentral ng Pilipinas said over the weekend.

It said the external debt level also increased 7.3 percent from $130.18 billion registered as of end-June 2024.

“Despite the increase in the debt stock, the external debt ratio [EDT expressed as a percentage of gross domestic product] remains at a prudent level, recording at 30.6 percent from 28.9 percent last quarter,” the BSP said.

It said other key external debt indicators also remained at sustainable levels. Gross international reserves (GIR) reached $112.71 billion as of end-September 2024 and represented 3.92

The package consisted of $50 million from ADB, $50 million from HSBC through the HSBC ASEAN Growth Fund and $15 million from the Security Bank unit. Paulton & Company served as financial advisor to Asialink for the transaction.

The project is expected to increase Asialink’s total loans to SMEs from P8.8 billion (around $150 million) to around P13 billion, with more than half of the financing dedicated to SMEs that are women-led. This would nearly double Asialink’s female entrepreneur borrowers to at least 20,000.

“Nonbank financial institutions play a key role in providing services to unbanked SMEs. This partnership between ADB and Asialink will enhance SMEs’ access to finance, especially for women entrepreneurs who face greater challenges in obtaining capital,” said ADB directorgeneral for private sector operations Suzanne Gaboury.

The financing gap for SMEs in the Philippines is estimated at around P67 billion to P180 billion. Recent surveys showed that half of SMEs owned by men transact using bank accounts compared to only 24 percent of women. Only 14 percent of SMEs run by men received approval for bank loans, which drops precipitously for women to only 4 percent.

“This partnership with ADB marks a transformative milestone in Asialink’s mission to empower small and medium-sized enterprises across the Philippines, especially women-led businesses that remain underrepresented in the financial sector. SMDC builds disaster-resilient, sustainable residential developments

IN A COUNTRY frequently hit by natural disasters, building homes that are both disasterresilient and sustainable is a top priority for SM Development Corporation (SMDC), the residential arm of property giant SM Prime Holdings.

Disaster Resilience in Action

One example of SMDC’s disasterresilient design is the Field Residences development in Parañaque, which launched in 2008. In response to rising water levels due to climate change, SMDC recently added a rainwater detention tank in the development to manage extreme rainfall. This system is designed to handle rainfall volumes similar to those of Typhoon Ondoy, which dumped over 450 millimeters of rain in just 24 hours. By upgrading Field Residences with a new water management

system, SMDC has ensured that the property can better withstand future storms, minimizing flooding risk for residents. This proactive approach to disaster resilience is evident in other SMDC projects as well, with the company reporting that none of its properties experienced flooding during Typhoon Carina.

“We aim to ensure our developments are built to withstand extreme weather conditions, giving our residents confidence in their homes,” Sy explained.

Sustainability in Design Sustainability is another important aspect of SMDC’s approach to development. The company

incorporates eco-friendly materials and energy-efficient systems into its buildings, reducing their environmental footprint. Beyond materials, SMDC also integrates local flora into its projects, choosing native plants that thrive in the region’s climate and contribute to local biodiversity.

Sy highlighted the use of the katmon tree (Dillenia philippinensis), a native species that not only beautifies the space but also supports local wildlife, such as beneficial insects. This focus on native plants is part of SMDC’s broader strategy to incorporate more sustainable landscaping into its developments, starting with future nurseries at developments like Parkville in Bacolod and other properties across the country.

“We prioritize plants that benefit the local environment and promote biodiversity,” Sy noted. “By focusing on native species, we’re helping to protect the area’s natural ecosystem.”

In addition to disaster resilience and sustainability, SMDC is also focused on creating communities that are easier to navigate, reducing residents’ reliance on cars. The company is incorporating the “15-minute city” concept in its developments, which ensures that essential services such as schools, healthcare, and retail are within walking distance of residential areas. This design aims to reduce traffic congestion while fostering more connected and pedestrian-friendly neighborhoods.

Benz Sangalang gets big break as ‘Boy Kaldag’

SHOWBIZ newbie Benz Sangalang stars in his first major film, Boy Kaldag, which will be released by VMX as a Christmas special on Dec. 27. Directed by Roman Perez, Jr.

Initially thought by fans as another Totoy Mola movie, the director clarifies that it is not a sequel or spin-off of the 1992 movie. Instead, it tells the story of Dakz, or “Boy Kaldag,” a well-endowed man who suffers from a strange curse: the women he gets close to end up dying. When Dakz reconnects with his childhood crush Bettina (Dyessa Garcia), things take a dramatic turn, and secrets begin to unfold. Benz is excited to be the lead in Boy Kaldag, but he also feels the pressure. Despite the positive reactions to the movie’s trailer, he admits he’s nervous.

“I’m really happy, but there’s tension. I’m so glad to be here, to get a break from Viva and Boss Vic del Rosario,” Benz shared with Manila Standard Entertainment in an interview. “But I feel pressured because I’m not sure if I truly deserve this.”

When asked if his role in Boy Kaldag makes him the “Vivamax King,” Benz quickly responded, “I don’t want to talk about that. You should ask the bosses about it. Only they can say if it’s true.”

Benz prefers to focus on his character, Dakz, whose life has changed for the better, but not without trouble.

In Boy Kaldag, Dakz becomes famous because of his size, but each relationship he has brings danger and tragedy.

“Yes, it’s important,” Benz said when asked if size really matters. “I’ve noticed they come back!”

Benz also agreed to do a frontal nudity scene for the movie because he feels proud of his body, just like his character.

The film originally planned to feature Totoy Mola star Jay Manalo, but scheduling issues stopped that from happening. Still, Benz is confident that Boy Kaldag will be a hit with audiences.

THE “summer capital of the Philippines,” Baguio City, is still a popular travel destination because of its mild climate, well-known landmarks, and extensive history.

Through renovated sites and cultural programs, the city’s heritage was recently highlighted by the Department of Tourism (DOT) to provide visitors with a glimpse into its illustrious past.

Since architect Daniel H. Burnham designed the city using the Garden City concept in the early 1900s during the American colonial era, Baguio has been known as a summer retreat. Public roadways, governmental structures, and residential neighborhoods were all part of this concept. The Baguio Mansion House, constructed in 1908, is one of these buildings. It was used as the summer house for American governors general and, later, Philippine presidents.

For the first time, The Baguio Mansion House has opened its doors to the public as the Presidential Museum. Inaugurated by First Lady Louise Araneta-Marcos, DOT Secretary Christina Garcia-Frasco, and House Deputy Speaker Duke Frasco , the museum features memorabilia, artifacts, and documents from the country’s 17 presidencies.

“This most significant and impactful project… will instill a sense of national pride, especially among our youth,” Secretary Frasco said.

The museum is open Tuesday to Sunday, from 9:00 a.m. to 5:00 p.m., free of charge. Attractions and landmarks

Fresh from its MMFF entry Green Bones, GMA Public Affairs is set to release two new films for GMA Pictures in the first half of 2025. This time, the category is horror: KMJS’ Gabi ng Lagim makes its big screen debut, and P77 starring Barbie Forteza and Euwenn Mikaell arrives in theatres in the summer of 2025.

Baguio has also earned recognition as a UNESCO Creative City of Crafts and Folk Art, reflecting its vibrant culture and artistry. Initiatives such as the Mangan Taku food festival and participation in international gastronomy forums further solidify its status as a cultural hub.

DOT’s commitment to preserving Baguio’s heritage while promoting sustainable tourism. “Baguio City, with all its colors, its people, its tradition, and its heritage, continues to make a lasting imprint on visitors’ memories,” she said.

Every country aspires to secure the biggest share of the global MICE (Meetings, Incentive Travel, Conventions, and Exhibitions) market, simply because it is a high-yield component of the tourism industry. Participants in MICE events are often on official company travel, which means they can afford to stay at more expensive hotels, dine in fancy restaurants, drink pricier wines, and book premium local tours.

Several decades ago, when the Philippine International Convention Center opened, our country led the Asian region in hosting MICE events. Unfortunately, our neighbors built similar venues and in greater numbers than we have, allowing them to overtake us in this field. Today, we rank only 12th in hosting these events in the Asian region.

How can we rise back to the top? The Tourism Promotions Board (TPB) is the lead agency tasked with ensuring that our MICE industry regains its leadership. An attached agency of the Department of Tourism, TPB shares its expertise with event

organizers and meeting planners by connecting them with valuable contacts in both the government and private sectors. It also organizes site inspection trips and technical visits to assist with planning and decision-making.
