MARCOS: ALL HANDS ON DECK; 10M ON PEPITO’S DEADLY PATH
BRACE FOR SUPER TYPHOON’S WORST-CASE SCENARIO: STORM SURGES, FLOODING
By Charles Dantes
PRESIDENT Ferdinand “Bongbong” Marcos
Jr. directed all government agencies to brace for the worst-case scenario as Super Typhoon “Pepito” intensifies, with the Office of Civil Defense warning at least 10 million individuals could be affected.
President Marcos and Defense
Secretary Gilberto Teodoro emphasized comprehensive preparedness not only for areas directly in Pepito’s path but also for potentially affected regions.
OCD Administrator Ariel Nepomuceno said personnel have been mobilized across Eastern Visayas, Bicol, Cala-
barzon, the National Capital Region, Central Luzon, Cagayan, Ilocos, and the Cordillera Administrative Region.
“We are instructed to conduct worst-case scenario planning,” Nepomuceno said. “It’s better to overprepare than fall short.”
“Pepito” is the sixth typhoon to impact the country in a span of three
weeks, following storms “Kristine,” “Leon,” “Marce,” “Nika,” and “Ofel.”
Evacuation centers remained operational, and the government has strategically deployed assets and personnel, prepositioning air, land, and sea resources in coordination with the Armed Forces of the Philippines, Philippine National Police, Bureau of Fire Protection, Philippine Coast Guard, and local government units, Nepomuceno said.
“Yesterday, during a meeting at the Office of Civil Defense, President Marcos also ordered us to ensure that evacuation centers are in locations free from flood or landslide risks,” he said.
The President also instructed authorities to conduct an inventory of existing evacuation centers, including schools used as temporary shel-
ters, and ensure new facilities are built in low-risk areas.
Residents in coastal areas of the Ilocos Region, including Pangasinan and La Union provinces, as well as in Batangas, have evacuated following a storm surge advisory due to the super typhoon.
Nepomuceno said he is also pushing for a long-term integrated and comprehensive solution per river basin to prevent massive flooding in the future.
He said at least 18 major river basins must be prioritized, starting with the Bicol River Basin as directed by President Marcos.
“Let’s also take a closer look at the Cagayan River Basin and in Pasig, the Marikina River Basin, which can cause major damage,” he said
As this developed, Quick Response Assets composed of more than 1,300 equipment and nearly 7,000 personnel have been prepositioned in all regions in Luzon and Eastern Visayas, the Department of Public Works and Highways said.
In a statement, the DPWH said its Disaster and Incident Management Teams are also on standby in these areas.
The Department of Health, on the other hand, is on “code white alert” – ready to deploy emergency response teams amid the impending onslaught of “Pepito” this weekend. Health emergency response teams are likewise ready for deployment to evacuation centers, particularly in Central Luzon, Bicol Region, Eastern Visayas, Cordillera region, and Metro Manila.
BICOL WARNED OF ‘POTENTIALLY CATASTROPHIC, LIFE-THREATENING’ SITUATION
By Ratziel San Juan, Rex Espiritu, Pot Chavez and Vito Barcelo
BICOL residents were warned to prepare for a “potentially catastrophic and life-threatening situation” as Super Typhoon “Pepito” intensified further, with the highest storm signal no. 5 raised over Catanduanes and the northeastern portion of Camarines Sur (Caramoan, Garchitorena, Lagonoy, Presentacion).
Moving west-northwestward at 20 kilometers per hour (kph), the center of its eye was last estimated 120 kilometers east of Virac, Catanduanes, packing maximum sustained winds of 195 kph near the center and gustiness of up to 240 kph.
“Pepito is more likely to make
landfall in the vicinity of Catanduanes by Saturday night or Sunday early morning,” state weather bureau PAGASA said.
“However, considering the limits of the forecast confidence cone, a landfall scenario over the eastern coast of Camarines Sur or Albay during the same time frame (if it moves slightly south of forecast track), or along the eastern coast of Quezon or Aurora tomorrow afternoon or evening remains (if it moves slightly north of forecast track) not ruled out.”
The super typhoon is expected to exit the Philippine area of responsibility (PAR) on Monday.
Interior Secretary Jonvic Remulla on Saturday urged all residents of lowlying and coastal areas of 23 provinces as well as Metro Manila to prepare for
storm surges which could reach as high as five to seven meters.
“This is no joke. Evacuate now,” said Remulla in a Facebook post.
“This early, we are asking everyone in the coastal barangays in the provinces to evacuate their people from 10 meters aways from the sea. Possible storm surge could be higher than a house once it reaches the coast,” he added.
Several areas in the Bicol region already experienced storm surges ahead of Pepito’s landfall, the Office of Civil Defense Region 5 said Saturday.
“There were already areas affected by storm surges – Catanduanes, Tiwi, Malinao, Rapu-Rapu, and Legazpi City,” OCD Region 5 Director Claudio Yucot said in an
interview on dzBB. Evacuation centers were filling up in Catanduanes, with the state weather forecaster warning of “widespread incidents of severe flooding and landslides.”
More than 400 people were squeezed into the provincial government building in the capital Virac, with new arrivals being sent to a gymnasium, provincial disaster officer Roberto Monterola said.
In Northern Samar province, disaster officer Rei Josiah Echano lamented damage caused by typhoons was the root cause of poverty in the region.
“Whenever there’s a typhoon like this, it brings us back to the mediaeval era, we go (back) to square one,” Echano said. With AFP
MOTU PROPIO PROBE SOUGHT INTO CASES VS. COPS INVOLVED IN RODY’S DRUG WAR
By Maricel V. Cruz
AHOUSE leader is pushing for a motu proprio congressional investigation into the administrative and criminal cases filed against police officers involved in former President Rodrigo Duterte’s anti-drug campaign, seeking to address the impact on officers, particularly those of lower ranks.
Sta. Rosa City Rep. Dan Fernandez, a co-chairman of the Quad Committee, said these low-ranking police officers now face legal consequences for actions they claim were orders from their superiors during the height of the drug war.
Fernandez, chairman of the House Committee on Public Order and Safety, underscored the urgency of conducting a probe, citing the need to support officers who have been affected.
“I am actually looking at a motu proprio investigation on this matter, because the former government’s policy is negation, neutralization,” he said.
During the last Quad Comm hearing Wednesday, Duterte admitted he was unaware of the number of police officers who were dismissed or charged while enforcing his violent war on drugs that killed thousands of Filipinos.
Fernandez said some officers were unaware the orders they followed could lead to legal consequences, adding most believed they were following lawful orders from the then President and former police chief and now Senator Bato dela Rosa.
Fernandez said many of these officers are now facing serious repercussions, including dismissals and criminal charges.
He noted the need to investigate to distinguish between lawful and unlawful actions, especially since many officers followed orders under the belief they were within legal bounds.

FORMER President Rodrigo Duterte
said he will file a libel case against former senator Antonio Trillanes IV following the latter’s allegations of suspicious multi million-peso bank deposits being transferred to the former’s family.
During the November 13 House Quad Committee hearing, Trillanes presented alleged bank documents showing P2.4 billion was deposited to the bank accounts of Duterte and his daughter, Vice President Sara Duterte, from 2011 to 2015.
Former chief presidential legal counsel Salvador Panelo spoke to Duterte via phone call while live on TikTok on late November 14, during which Duterte said Trillanes must prove
I have to file libel cases against him... There isn’t an ounce of truth,” Duterte said in a mix of English and Filipino.
“I don’t want to talk about it anymore. I will just file a case. He should prove in court. He’s all nonsense,” he added.
The former chief executive claimed some of his family members’ names were misspelled in the documents Trillanes presented in the hearing.
He also explained why he was seen live picking up his mic and seemingly about to throw it at Trillanes: “Somebody should teach him a lesson in life... He keeps on destroying other people’s reputation and he gets away with it.”
However, Duterte said he would ask Sara to step down from her post if Trillanes’ claims are proven true.

TINGOG’S ACIDRE NAMED ‘ASIA’S TRUSTED LEADER’
“Didn’t the President make a pronouncement that he alone will be responsible for the effects of the war on drugs? Now that happened to these policemen? Who will help them?” Fernandez said.
Surigao del Norte Rep. Robert Ace Barbers echoed Fernandez’s concerns, adding that many officers now face financial strain due to the cost of legal representation.
He said some officers have resorted to loans to cover legal fees.
Manila Rep. Bienvenido Abante said the purpose of such a motu proprio probe would not be to punish officers but to assist them, particularly those willing to tell the truth about the directives they received.
DUTERTE TO SUE TRILLANES FOR LIBEL OVER BANK DEPOSIT CLAIMS
pronouncement that he will sign the absolute bank waiver, without any conditions.
House Assistant Majority Leader Zia Alonto Adiong of Lanao del Sur noted that initially, Duterte was very straightforward in his statements.
“I’ll sign the waiver tomorrow (Nov. 14),” Duterte originally offered.
Adiong said when he first mentioned the word “waiver” in his interpellation, Duterte replied: “The waiver? Yes.”
“I’m willing to execute an affidavit, to summon the bank pursuant to my waiver. If there is an iota of truth, I will ask my daughter to resign and all members of my family. I will also hang myself in front of you,” Duterte told Quad Comm members.
“But Trillanes should also hang himself too,” Duterte added.
Why should I produce it? My problem is that that bank account is joint with my wife. So, I cannot waive her right to secrecy. I myself have no problem with that. The problem is that it is a joint account,” Duterte said.
“The problem is: What is the purpose of this investigation? Am I under investigation? Why are you asking for my bank accounts? What is my purpose here?”
Trillanes, however, refuted the former president’s statement.
“Just for the record, the joint account is between Duterte and VP Sara Duterte – not the wife. Those are the bank records that are in our custody.”
TINGOG Party-list Rep. Jude Acidre was recognized as “Asia’s Trusted Leader for Resilient Public Service” at the prestigious 2024 Asia’s Pinnacle Awards. Tingog said the recognition was a testament to Acidre’s unwavering dedication to public service and his impactful contributions to underserved communities across the Philippines, particularly through his work with the party-list. The Asia’s Pinnacle Awards, organized by Asia’s Golden Icons Awards and Events Inc. (AGIA Inc.), celebrates excellence across various fields, from business and public service to entertainment, honoring individuals and organizations that make a meaningful impact.

COMELEC TESTS POLL MACHINES
By Vito Barcelo
THE Commission on Elections conducted field tests in various parts of the country and abroad, including in the United States, in preparation for the 2025 mid-term polls.
The poll body said the field test is part of the user acceptance test of the Automated Counting Machine (ACM), Consolidation and Canvassing System (CCS), Online Voting and Counting System (OVCS), and transmission hard -
ware and applications.
The Comelec also held simultaneous field tests in Japan, Middle East and Africa, United Arab Emirates and in Athens, Greece for postal and online voting for the first time in the upcoming
local and national elections next year.
Comelec Information Technology Department Director Eden Bolo said the field tests are part of the security measures of the poll body to fight off possible hacking attempts.
“There’s no such thing as a system that’s completely hack-proof. What we do, given the prevalence of hacking and hacking attempts nowadays, is to implement the best possible security measures and remain vigilant in enforcing them,” Bolo said.
Meanwhile, Comelec Commissioner Ernesto Ferdinand Maceda
Jr. said that online voting will cut the spending cost of the poll body from P428 million to only P112 million.
“This is a highly transparent process. The moment the results are transmitted, concerns about manipulation can be addressed,” said Maceda.
He added local experts and citizen arms such as the National Citizens’ Movement for Free Elections (NAMFREL), the Parish Pastoral Council for Responsible Voting (PPCRV), and the Legal Network for Truthful Elections (LENTE) will oversee the local source code review.
PH, INDONESIA IN TALKS FOR ‘MUTUALLY AGREED SOLUTION’ ON
THE Department of Foreign Affairs confirmed the Philippines and Indonesia are talking to come up with a “mutually agreed solution” in the case of Mary Jane Veloso.
The confirmation came after Indonesia said it would consider transferring Veloso to a Philippine prison upon the country’s request.
“I’d just like to confirm we’re do -
ing all we can for Mary Jane Veloso. Certainly, the Indonesians and the Filipinos have been talking about this for some time, and we hope that we’ll come out with a mutually agreed solution, which will be to the utmost benefit for Miss Veloso and her family,” Foreign Affairs Undersecretary for Migration Eduardo Jose De Vega said.
“We’re hopeful that we can announce something positive soon,” he added.
Veloso was jailed in 2010 and was sentenced to death in the same year after 2.6 kg. of heroin was found in her suitcase.
She was given a last-minute reprieve in April 2015 when Manila informed their counterparts in
VELOSO
Jakarta that her recruiters had surrendered.
On Nov. 11, Indonesia’s Coordinating Ministry for Legal, Human Rights, Immigration, and Correction said Jakarta is “currently considering” prisoner transfer for foreign inmates, including Veloso “in line with requests from the inmate’s home country.”
PIMENTEL URGES PRESIDENT TO REVIEW ADMIN’S FLAGSHIP HOUSING PROGRAM
By Joel E. Zurbano
SENATE Minority Leader Aquilino Pimentel III urged President Ferdinand Marcos Jr. to intervene and review his flagship housing program, known as 4PH, being implemented by the Department of Human Settlements and Urban Development, describing it as “out of tune.”
“I have noticed there is room for improvement in the housing budget. There is still time for the President to intervene and review it. After all, in his message, the President emphasized that the DHSUD’s 4PH program is his flagship initiative,” Pimentel said.
“There is something off. There is something wrong with that program. So please find out what it is because this concern is for the administration of President Marcos,” he added.
The 4PH program, which stands for “4Ps for Housing,” aims to provide affordable housing to low-income Filipinos.
However, it has faced criticism for its focus on condominiumtype housing, which some argue is not suitable for all beneficiaries, particularly those living in rural areas, Pimentel said.
“The program is not aimed at benefiting the homeless poor who live on the streets,” he said.
Initially, the housing program aimed to provide 6 million housing units at the start of President Marcos’ term, but this target has been reduced to 3.2 million units, specifically condominium types, to be constructed over a six-year period.
The proposed budget for the DHSUD in 2025 is P6.363 billion.

1.3M FOOD PACKS PREPOSITIONED
AHEAD OF ‘PEPITO’
THE Department of Social Welfare and Development has a national stockpile of 1.3 million family food packs to augment the needs of local government units still recovering from the effects of previous storms and those that may be affected by Super Typhoon“Pepito.”
“We maintain a 1.3 million stockpile of FFPs nationwide. We’re not dropping that. Then we’re now utilizing two supply lines. Simultaneously, we’re producing from Central Luzon, Pasay City, and Cebu,” DSWD Secretary Rex Gatchalian said.
“We’re already getting our suppliers delivered to us prepacked. So while we’re producing, we’re also receiving prepacked levels,”he said.
Gatchalian said the agency is enhancing its repacking efforts while procuring prepacked food packs to expedite preparations for“Pepito.” He said the first supply chain focuses on improving the production capabilities and processes at the DSWD’s National Resource Operations Center (NROC) in Pasay City, the Visayas Disaster Resource Center (VDRC) in Cebu, and various warehouse and storage facilities across the 16 DSWD Field Offices.
According to Gatchalian, this system was fully activated at the DSWD Central Luzon hub in San Simon, Pampanga to acceleratereliefsupportforfamiliesaffected by Typhoon “Kristine” and for previous storms that impacted northern Luzon. ‘GOV’T SHOULD CONSIDER LEASING MILITARY ASSETS’
SENATE Majority Leader Francis Tolentino renewed his call for the government to explore the option of leasing military vessels and aircraft to strengthen the country’s defense capabilities, particularly in the West Philippine Sea.
“I would like to encourage the defense establishment to consider the possibility of leasing aircraft and sea vessels,” he said.
The senator has been advocating for lease arrangements to expedite the expansion of the maritime fleet in the WPS, especially in response to the ongoing harassment by China toward Filipino troops and fisherfolk.
“Leasing allows a country to save on the substantial upfront costs of purchasing equipment. It also reduces maintenance expenses, lowers depreciation risk, and enhances operational budgeting,” he said.
The senator said leasing “movable properties” is authorized under the New Government Procurement Act (Republic Act 12009).
This category includes vessels, boats, tugboats, aircraft carriers, and submarines, among others.
Tolentino said several countries, including the United States, India, Australia, South Korea, and NATO members such as Germany and the Netherlands, have long practiced leasing military equipment.

XI, BIDEN TO MEET AS TRUMP RETURN LOOMS
LIMA — US President Joe Biden and Chinese counterpart Xi Jinping will meet for the last time Saturday, a day after both leaders warned of turbulent times ahead for the world as Donald Trump returns to the White House.
Their final encounter, taking place on the sidelines of an Asia-Pacific summit in Peru, has been overshadowed by the prospect of fresh trade wars and diplomatic upheaval when Trump starts his second term.
Trump’s comeback has cast a cloud of uncertainty over efforts by Washington and Beijing to ease their tense relationship, launched in a historic meeting between Xi and Biden in California a year ago.
The White House said Saturday’s Xi-Biden meeting at the Asia-Pacific Economic Cooperation (APEC) summit would“mark the progress”in the relationship between the United States and an increasingly assertive Beijing.
But it was also aimed at getting through a “delicate period of transition” and ensuring that competition with China “doesn’t veer into conflict,” US National Security Advisor Jake Sullivan said. Trump’s crushing election win over Kamala Har-
ris has caused shock waves around the globe and dominated the two-day meeting of heads of state of the 21-member APEC group.
The billionaire Republican has in particular signaled a confrontational approach to Beijing, threatening to impose tariffs of up to 60 percent on imports of Chinese goods to even out what he says is a trade imbalance.
He has also named two major China hawks in his top team, including his pick for Secretary of State, Marco Rubio.
Xi and Biden, who are meeting for the third time overall, warned separately at the summit on Friday of choppy waters ahead.
The Chinese president raised concerns about “spreading unilateralism and protectionism”in a written speech to the forum, China’s state news agency Xinhua reported.
For his part, Biden said the world had “reached a moment of significant political change,” as he met the leaders of Japan and South Korea – key US allies in Asia.
Biden said US ties with the two countries were essential for “countering North Korea’s dangerous and destabilizing cooperation with Russia”as Pyongyang sends troops to fight in Ukraine.
And with Biden racing to salvage what he can of his foreign policy legacy from Trump, he said the three-way alliance he had pioneered was “built to last. That’s my hope and expectation.”
A senior administration official insisted that Trump’s name had not come up during the meeting with the South Korean and Japanese leaders.
The return of Trump’s “America First” policies, however, threatens alliances Biden has built on issues ranging from the wars in Ukraine and the Middle East to climate change and trade.
During his first term, Trump repeatedly threatened to cut US defense commitments to Asian and European allies if they did not pay a larger share of the financial burden for their protection.
Economists say Trump’s threat of punitive tariffs would harm not only China’s economy but also that of the United States and its trading partners. It could also threaten geopolitical stability.
China is building up its military capacity while ramping up pressure on self-governed Taiwan, which it claims as part of its territory.
Sullivan said Xi and Biden were set to discuss Taiwan and tensions in the South China Sea, where Beijing claims large swathes of maritime territory, he said. They would also focus on keeping communication channels open, particularly military-to-military hotlines restored last year.
The APEC summit will wrap up on Saturday but Trump’s shadow is still set to cloud the international diplomatic agenda at a G20 summit in Rio de Janeiro next week.
Biden will also be heading there as part of a swing through Latin America in what is likely to be his last major foreign tour.
He will stop in the Amazonian rainforest on Sunday to highlight the impact of climate change – another key policy area likely to be affected by Trump, who has promised to “drill, baby, drill” for fossil fuels. AFP
TRUMP DEFENSE PICK HEGSETH ACCUSED OF 2017 SEXUAL ASSAULT
WASHINGTON — One of Donald Trump’s most controversial cabinet picks just became even more so: Pete Hegseth, tapped for defense secretary earlier this week, was accused of sexual assault in 2017, according to police.
No charges were filed in the case, but shocked Trump transition team officials are nonetheless reportedly weighing next steps for the Fox News host, whose nomination took many in Washington by surprise.
President-elect Trump nominated the 44-year-old National Guard veteran on Tuesday to run the world’s most powerful military, despite having never managed a large organization.
Police in Monterey, California confirmed Thursday that they had inves-
tigated “an alleged sexual assault” at a hotel involving Hegseth that included bruising to the victim’s right thigh, in early October 2017.
News of the woman’s accusations caught the Trump team off guard, according to Vanity Fair, which first reported the story.
Hegseth’s lawyer Timothy Parlatore told the publication that the allegation “was already investigated by the Monterey police department and they found no evidence for it.”
And Trump’s communications director Steven Cheung said that Hegseth “has vigorously denied any and all accusations, and no charges were filed.

Hegseth’s hearing in the Senate is likely to be among the more fraught, not only due to his lack of experience but also other controversies, such as his lobbying of Trump during his first term to pardon service members accused of war crimes.
Hegseth joined Fox News as a contributor in 2014 and now co-hosts “Fox and Friends Weekend” and serves as a host for “Fox Nation.”
He additionally served as an infantry officer in the National Guard, deploying to Iraq and Afghanistan.

NEWBORNS KILLED IN INDIA HOSPITAL
FIRE
NEW DELHI — At least 10 newborn infants were killed when a fire broke out in the neonatal unit of a hospital in India, a state government official said Saturday. The fire broke out at about 10:30 p.m. (1700 GMT) Friday at the Maharani Lakshmibai Medical College in Uttar Pradesh state.
“Ten infants have sadly died,” Uttar Pradesh deputy chief minister Brajesh Pathak told reporters in a doorstop briefing about the fire.
“Seven bodies have been identified. Three bodies haven’t been identified as yet.”
Another 16 infants were in critical condition after the blaze, news outlet Times Now reported.
Broadcaster NDTV reported that 54 infants in total were in the neonatal intensive care unit when the fire broke out.
Prime Minister Narendra Modi called the deaths“heart-wrenching”in a post on social media platform X.
“My deepest condolences to those who have lost their innocent children in this. I pray to God to give them the strength to bear this immense loss,” he posted. Fires are common in India due to poor building practices, overcrowding, and a lack of adherence to safety regulations. AFP
ARGENTINA ORDERS 61 ARRESTED OVER COUP ATTEMPT
BUENOS AIRES — Argentina’s justice system has ordered the arrest of 61 Brazilians in the country who are facing prison sentences at home related to last year’s coup attempt in Brasilia, a judicial source told Agence France Presse on Friday. The order, issued by Judge Daniel Rafecas, was requested by Brazil’s Supreme Court to round up the Brazilian nationals in Argentina who are subject to an extradition request and have been sentenced to prison terms, the source said. Brazilian police have arrested hundreds of suspects in the January 2023 attack by thousands of supporters of former far-right leader Jair Bolsonaro on the country’s presidential palace, Congress, and the Supreme Court. Claiming electoral fraud, they demanded the armed forces intervene to depose newly elected left-wing President Luiz Inacio Lula da Silva. Brazil announced on June 10 that it had requested Argentina’s help in locating more than 140 fugitives linked to the assault.
“Two people have already been arrested,” the judicial source said Friday.
“Wherever they are identified or located in Argentina, they will be arrested and turned over to judicial authorities to begin the extradition process.”
Extradition decisions can be appealed to the Supreme Court. Once that process plays out, the matter passes to the executive branch, which can accept the extradition, grant refugee status, or take other recourse, thereby avoiding extradition. However, in October, Argentina amended its refugee law so that people accused or convicted of crimes in their native countries would no longer be eligible. AFP

“Growing up in Manila, I never imagined I’d be here in Davao, immersed in the world of cacao and agriculture,” said Lim. “But my grandfather’s passion for this business drew me in. He taught me everything from how the cacao beans are grown to the details of our production process.”
His grandfather, who remains active in farming, initially handled the business’s small-scale operations. Lim’s fresh vision and marketing background pushed the family venture to new heights, transforming it into a known brand for premium, single-origin Davao chocolate.
Cacao de Davao’s kiosks, located in major malls across Luzon, Visayas and Mindanao, are designed to reach as many Filipinos as possible.
Lim oversees the production and
distribution of a wide range of products— about 48 to 50 different stock keeping units from tablea to 70% dark chocolate bars, cacao powder and ready-to-eat chocolate bars in unique flavors like mint, chili and durian.
“Our best-sellers are tablea and our plain 70 percent chocolate, all made with pure, preservative-free Davao beans,” he said. “We source from our own farm in Davao City, as well as from local farmers. It’s important to us to support the community, so we buy beans directly from local farmers.”
SUPPORTING FARMERS
Working with local farmers is more than just business; it is a commitment to Lim. “Davao’s cacao industry is vibrant but challenging, especially with bean prices rising. Supporting our farmers is essential for us because, without them, we wouldn’t have the quality beans we need. My grandfather always emphasized this, and it’s a principle I’m determined to uphold,” he said.

Expansion is a key focus for Lim. He has carved out a growth path for the enterprise to grow by putting up more kiosks, increasing its mall and grocery presence and ultimately building a large showroom in Davao City, where customers can have a first-hand

“The showroom will serve as a platform to promote Davao’s chocolate industry. We want people to know that world-class chocolate can be made right here in the Philippines,” he said.
Despite his focus on growth, Lim keeps prices accessible. “We aim to offer high-quality chocolate at affordable prices. Our products are for everyone, we want consumers from the ABC markets to experience how good local chocolate is, and that’s why we keep our prices competitive,” he said.
Challenges such as rising production costs and climate impact haven’t deterred him. “We have to be adaptable. Typhoons and weather changes affect our sales, especially in Manila, but we continue supporting our resellers and customers by offering discounts to keep our products affordable,” he said.

While deeply committed to the local market, Lim is also eyeing international

Partnering with Planet Water Foundation to bring the AquaBlock to Barangay San Jose East allows us to provide families with steady access to safe water at this critical time,” said Capital One Philippines head of country Raoul Teh. The initiative is part of Capital One and Planet Water Foundation’s broader mission to bring clean water to underserved communities. Already, 75 water filtration towers were installed across the Philippines, including in public schools. expansion, particularly in China. His grandfather previously exported small quantities of raw cacao beans to China, and now, Ethan is working with the Department of Trade and Industry (DTI) to explore largerscale exports of processed and ready-to-eat chocolate.
Balancing tradition with modern strategies, Lim emphasizes the importance of online platforms for Cacao de Davao’s growth. The business now reaches customers on Facebook, Instagram, Shopee and Lazada, with plans to open a TikTok shop soon.
Although he’s still young, Lim’s commitment to the family business runs deep. “I’m the eldest of four, and although my siblings help out when they can, I’m the one fully committed to this venture,” he said.
Lim’s life is centered on his work, leaving little time for personal pursuits. When he’s not working, Ethan enjoys spending time with family, playing basketball and running. He also dedicates time to speaking engagements and sharing his experience and knowledge with the farmers.
Recently, he was invited to speak at Ateneo de Davao, a moment he recalls fondly. “It was an honor to share my journey with the Jesuit community,” he said.
Looking ahead, Lim remains focused on his mission to elevate Davao’s chocolate industry.
“We’re committed to helping Davao become known as the chocolate capital of the Philippines. To me, this isn’t just a job, it’s my family’s legacy. My grandfather taught me the value of respecting the land, the farmers, and our customers. That’s what drives me every day,” he said. Othel V. Campos

OLD MARKET SKATEPARK: A LEGACY BUILT BY SKATERS, FOR SKATERS
By Millie Manahan
IN the heart of San Jose Del Monte, Bulacan, an abandoned wet market transformed into a vibrant skatepark stands as a powerful symbol of the local skateboarding community’s passion and resilience.
Built by skaters in the late 1990s with no external support, Old Market Skatepark is more than a place to practice tricks; it’s a landmark of Filipino skate culture, fueled by sheer dedication and the desire for a space to call their own.
Today, it remains a gathering place that tells a story of transformation, community, and the indomitable spirit of skateboarding.
Building from the Ground Up
In the 90s, skateboarding was still nding its footing in the Philippines, largely embraced by passionate young skaters who saw it as more than just a sport. For this tight-knit community, skateboarding was a way to express freedom, creativity, and resilience— even if it didn’t yet have the widespread recognition it enjoys today.
With no official skateparks and limited access to equipment, they dreamed of building a place where skaters could thrive. Led by pioneers Nicko “Iko” Jongco, Bong Nacion, and Tong Facundo II, these skaters saw potential in a rundown market space that had been left vacant, collecting dust and weeds.
“We didn’t have stable jobs or funds at the time,” recalls Iko, one of the park’s original builders. “But we were stubborn and determined. We put in whatever we could from our pockets to build this place.” Gathering salvaged materials and scrounging up what they could, these skaters got to work. With no professional builders or funding, they relied on each other, turning the abandoned market into a skatepark piece by piece.
Struggles and strength It wasn’t an easy journey. Building ramps and rails with limited resources meant constant repairs, and the neighborhood wasn’t always welcoming. Local residents and
the nearby basketball community were initially wary, which led to confrontations over the shared space. But the skaters’ resolve never wavered.
They believed in their vision and kept at it, despite occasional setbacks and misunderstandings with the community.
“We faced so many challenºges, but we fought for this place because it meant everything to us,” says Nacion.“We knew we were doing something bigger than ourselves.”
The skatepark eventually took shape, and with it, a place for skaters to gather, practice, and grow.
What had once been a simple dream was now a bustling hub where skaters of all ages came to find camaraderie, challenge, and inspiration. The park became a true testament to the power of community—proof that with enough heart and grit, something meaningful can be built from the ground up.
Inspiring a movement
Over the years, Old Market has inspired other communities and skateparks to rise across the Philippines. With its no-frills, DIY approach, it showed that you don’t need polished facilities or corporate sponsorships to create something meaningful.
The park’s story spread, and cities across the Philippines began building similar spaces, from the
surf town of Siargao to cities like Tagaytay, Bacolod, and Ormoc. Skateboarding was no longer seen as an outsider activity; it was now a growing movement, one rooted in community spirit and a shared love for the sport.
The rise of Skate Pilipinas, the national sports association for skateboarding, and the international success of Filipino skaters like Mak Feliciano, Motic Panugalinog, and Fil-American talents such as Mazel Alegado—the youngest skater to compete in the Asian Games— Christiana Means, and Olympian Park skateboarder Kiko Francisco, all point to skateboarding’s bright future in the Philippines.
Much of this progress is inspired by community-driven initiatives like Old Market, which laid a foundation of passion, creativity, and resilience for future generations of skaters.
Preserving a Legacy
Today, the Old Market Skatepark remains a beloved part of Bulacan’s skate scene, though its structures have worn down over time. The original builders, now with families of their own, still return to the park, maintaining the space they poured so much heart into. More than a skatepark, Old Market is a legacy, a piece of Filipino skateboarding history, and a reminder of what can be accomplished through resilience and unity.
“We didn’t just build a skatepark— we built a home,” says Nacion. “This is where anyone can come and feel like they belong, no matter who they are or where they come from.”

E-SPORTS INTL. PUSHES FOR MORE FIFA-CERTIFIED FOOTBALL PITCHES
INCREASING the number of FIFAcertified fields in the Philippines is critical to grow football talent in the Philippines, according to E-Sports International, a leading builder of sports facilities in the Philippines, and Acousto-Scan, a trusted international laboratory that specializes in testing sporting and playground surfaces accredited by global sports governing bodies.
In a recent brie ng, E-Sports and Acousto-Scan, emphasized that standardization ensures that football fields in the Philippines will be the same as the football elds in any part of the world.
According to Anthony Apparailly, Executive Sports Director of AcoustoScan, the Philippines can accelerate the development of football talent by building more FIFA-certified football elds across the country.
“Ideally, the country should have 12 to 15 football fields with valid FIFA certification at any given time, especially if the country plans to attract opportunities in hosting international competitions. I’ve tested pitches everywhere in Asia and I would put the Philippines at the same level as Singapore, Korea, Malaysia and Taiwan.
In terms of quality, the Philippines can hold its own against these countries but there is still some room for improvement in terms of the number of fields. Since the Philippines has many disparate islands, I believe you need to have at least one FIFAcertified field in each of your major regions,” Apparailly said.
Global Standards
Audris Romualdez, founder and managing director of E-Sports International, echoes Apparailly’s sentiments that establishing standardized fields will increase the quality of the game.
“If we want international athletes, we must have international sports venues,” Audris Romualdez concurred.
“Our mission in E-Sports is to make sure that every field we build is up to global standards. There are three key things we keep in mind when embarking on a project—ensuring the performance and safety of the athlete; fully complying with the requirements and recommendations of an accredited laboratory such as Acousto-Scan in order to pass the certification; and protecting the investment of the owner.”
To help pitch owners maintain the quality of their eld, E-Sports provides the rst year of maintenance for free, and supplies eld care equipment as well as training for the groundskeepers. With routine and speci c maintenance, E-Sports can protect the investment of the eld owner and the safety of the athletes.
inspiring them to embrace the values of discipline, teamwork, and perseverance through sports.”
Resilience Through Challenges MILO’s commitment to its mission has remained steadfast even in challenging times. During the pandemic, it launched the MILO HomeCourt program, reaching over six million children with online sports resources while providing livelihood support for 1,000 coaches. This year, MILO engaged more than two million children through its flagship programs. The National MILO Marathon saw over 180,000 participants, including a record number of young runners. Additionally, MILO organized 800 sports clinics and expanded its Barangay Liga, which included volleyball for the rst time, reaching 300 barangays and half a million participants.
MILO also extended its advocacy to underserved communities. Through a partnership with the Philippine Sports Commission, it supported Indigenous Peoples, Persons with Disabilities (PWDs), and women in sports. “We believe everyone deserves the chance to grow and win in life through sports,” Cruz emphasized.

HARD ROCK CAFE GOES FELINE FINE FOR GLOBAL CAT DAY
By Angelica Villanueva
IN CELEBRATION of Global Cat Day on Oct. 16, Hard Rock Cafe Manila hosted a free seminar on cat awareness, behavior, adoption, and welfare. The event featured veterinarians and feline behaviorists who discussed key topics on cat care, including health and nutrition, grooming techniques, and the importance of helping stray cats.
Dr. Apol Guimpayan of Makati Animal Medical Center Inc. opened the seminar with a discussion on the health of cats and kittens, highlighting the importance of regular checkups and vaccinations. Dr. Ariel Poliquit from Zoetis PH followed with insights into understanding cat behavior, an essential skill for fostering a harmonious home for felines.
Dr. Joan Lumabiang shared insights into the diversity of cat breeds, focusing on their various coats and colors. Lala Ursal addressed grooming practices, while Rina Ortiz from
Biyaya Animal Care spoke about stray cat welfare, encouraging community action. Dr. Tat Reano of Broadchem Philippines Biopharma Corporation concluded the event with a session on essential care practices, including core vaccinations, deworming, and the benefits of spaying and neutering.
Clintbrian Peck, Hard Rock Cafe Manila’s Director of Operations, reaffirmed the cafe’s commitment to animal welfare.
“As we celebrate Global Cat Day and Animal Day, it’s important to raise awareness about
the well-being and health of our feline friends and their role in the environment. Educating cat owners about proper care is crucial,” Peck said.
“Our goal is to give stray cats a chance at a happy and secure life through adoption. These smart and loving creatures have be-
BOEHRINGER Ingelheim (Philippines) Inc. launched its annual “Stop Rabies” program in Puerto Galera, Mindoro, as part of World Rabies Day. The program aims to combat the spread of the disease through education, vaccination, and sterilization efforts.
Now in its third year, the initiative focuses on rabies education, mass animal vaccinations, and neutering for cats and dogs. Organizers plan to vaccinate around 5,000 animals across 13 barangays, including Aninuan, San Isidro, and Balatero. Educational sessions on rabies prevention and responsible pet ownership are also being conducted in schools in Palangan, Poblacion, Tabinay, and Dulangan.
Dr. Alfredo Manglicmot of the Provincial Veterinary OfficeOriental Mindoro emphasized the urgency of addressing rabies in the region, citing collaboration with Boehringer Ingelheim as a crucial component of their efforts.
Rabies remains a significant public health issue globally, causing an estimated 59,000 deaths annually. In the Philippines, 169 rabies cases have been reported since 2023, with a fatality rate of 94.67 percent. Most cases are linked to dog bites, underscoring the importance of animal vaccination.
Partners in the program include the Philippine Animal Hospital Association, Research Institute for Tropical Medicine, and local government units, among others. Sterilization efforts are being conducted in collaboration with veterinary associations and field hospitals. The program is part of Boehringer Ingelheim’s long-term goal to eliminate rabies by 2030 through sustained community engagement and medical interventions.
come family members in many homes. Hard Rock Cafe Manila and Hard Rock Cafe Makati support stray cat communities and cat associations as part of our philanthropic efforts,” he added.
Peck also emphasized the responsibility of pet ownership, urging potential adopters to consider the lifelong commitment involved.
“We must love and respect all cats, whether pedigree or non-pedigree. Their health and well-being should always come first. Owning a cat is a big responsibility, and adopting one is a lifelong commitment. While challenging at times, it is incredibly rewarding,” Peck said. He continued, “There’s nothing more enriching than the love and companionship animals bring. Every cat, whether stray or not, deserves a loving home. May this Global Cat Day inspire more people to adopt and care for these wonderful animals.”
Hard Rock Cafe Manila, together with its parent company The Bistro Group, supports animal welfare through initiatives like Bistro Fur Friends, which focuses on rescuing and rehoming disadvantaged animals. This partnership reinforces their dedication to ensuring every pet finds a compassionate and caring home.
PETPAL, a digital pet care platform by 917Ventures, has introduced the Electronic Medical Record (EMR) Portal, aiming to modernize veterinary services in the country.
The portal connects pet owners’ information submitted via the PetPal app to veterinarians’ patient records, enabling quick access to detailed profiles for more accurate diagnoses and treatments.
“This system is a game-changer for Filipino veterinarians,” PetPal General Manager Martin Luchangco said. “By digitizing administrative processes, we’re helping vets focus on what matters most—caring for animals.”
The EMR Portal streamlines tasks such as scheduling, consultations, and prescription management, improving clinic efficiency. It also synchronizes records in real-time, providing both
vets and pet owners with a seamless way to track medical histories. In the Philippines, where 79 percent of households have pets, the veterinary sector struggles with a ratio of 2,000 pets to one veterinarian. With fewer than 500 clinics and around 10,000 active vets nationwide, the gap in veterinary services remains significant.
PetPal’s initiative seeks to address this challenge by equipping clinics with tools to manage patients more efficiently. For a limited time, Filipino veterinarians can access the EMR services free of charge. For a limited time, vets are offered free access to PetPal’s EMR services. Those interested in exploring the benefits of the EMR Portal may visit https://org-portal.petpal.asia/login for more details.
SPAIN'S CAMINO DE SANTIAGO TRANSLATED INTO TAGAYTAY TASTING MENU
By Ratziel San Juan
TAGAYTAY dining destination "Samira by Chele Gonzalez" introduced a limited sevencourse degustation menu called El Camino Walk at Samira last October.
Here, Anya Resort Tagaytay general manager Mikel Arriet worked with the culinary team led by executive chef Chris Leaning to draw culinary inspiration from the Northern Way of the Camino.
This Spanish pilgrimage route traverses Basque country following Cantabria, Asturias, and Galicia, through cities such as Irun, Gernka, Santillana del Mar, Gijon, Ribadeo, and Lugo. The result is a menu of dishes made using the region’s finest and freshest ingredients.
The El Camino Walk starts with the Gilda & Vermouth (a combination of olives, salted anchovies, and piquillo peppers threaded onto a charming wooden skewer).
It then journeys through the Barra de Pintxos (mix of txampiñones, chaka, and pimiento relleno served on toast) and Sorropotun (tuna stew paired with tender potatoes).
The main course is an excursion of flavors in-
cluding the Fabada Asturiana (rich white bean stew with chorizo, pork, and blood sausage), the Pargo con Salsa de Erizos (snapper prepared in uni sauce), and the Carrilleras de Rubia Gallega (beef cheeks slow-cooked in a creamy rice base) accompanied by Queso Tetilla.
Finally, the walk ends on a sweet note with the traditional Pastelito de Santiago (almond cake).
A curation of wine pairings to complement each dish was served as the perfect companion throughout the journey.

FOR the members of the P-pop boy group Alamat— Alas, Jao, Mo, Taneo, Tomas, and Rji—the past three years have been nothing short of transformative since they made their debut in 2021. Now that they are gearing up for their highly anticipated concert, Ragasa, happening on Dec. 6, at the New Frontier Theater, the group reflected on their evolution as artists, the sense of unity within the P-pop community, and their deepening connection to Filipino culture.
As a group with the mission to promote Filipino pride through its music, for them, being an Alamat member is more than just doing music, but also bringing pride to the country.
For Taneo, the group’s main dancer, the best part about being part of Alamat is the strong sense of community that has blossomed among the members.
“One of them is being part of, like, this community where people have a lot of common denominators. Like you’re helping to raise the flag and you know that while you’re helping, you’re also growing together,” Taneo told Manila Standard Entertainment. “And I think it’s a big thing to have a community like that, especially as artists so you don’t feel like it’s lonely. I guess that’s the greatest thing.”
On the other hand, the group’s youngest, Jao, echoed this sentiment, highlighting Alamat’s mission to promote Filipino culture through music.
“As an artist and an Alamat member, I can’t deny that it’s humbling to know we’re here for each other, like brothers and that’s one beautiful thing. And, not only that, through Alamat’s concept, which is to promote Filipino culture, it’s like hitting two birds with one stone. From
ALAMAT MAKES OWN LEGACY IN PROMOTING PH CULTURE
the start, we weren’t familiar with this, but now, it has grown in us that the culture of the Philippines is very rich and we get to represent it,” Jao added.
Since their debut, Alamat members shared that they are continuously evolving, both as musicians and as individuals.
Reflecting on their musical journey, Alas, one of the group’s vocalists, believes their improvement is a result of both their experience and the guidance they’ve received from industry professionals.
“Music-wise, maybe we have improved because since we’ve been in this industry for a long time, anyway, we were able to work with producers, musicians, and composers. So, we were able to receive lessons on how to do this and that since they are the ones who worked in the industry. I
think we have improved a lot,” Alas explained.
Meanwhile, the group’s main vocalist, Tomas, gave credit to the group’s collaborative spirit for their artistic evolution.
“We’ve been working together for quite a while now and during those years, we were able to find the flavor we wanted in our music because we have different tastes in music, and we got to know a lot of people who were artists as well. So, we got to know what we wanted in our music,” he stated.
Lead vocalist Rji added that Alamat’s growth has been fueled by the constructive criticisms they openly received from the people around them.
“In terms of improving our music, maybe, we also take constructive criticism from the people around us. And, we take it as motivation so that
we can create music that people can love,” said Rji.
As the “Maharani” singers are gearing up for their upcoming concert, the group is focused on delivering an even bigger and better performance than before.
“We want to work harder because, of course, we want our next concert to be big. So, I think, we’ll push ourselves to be bigger. Not just only in the industry, but also as people,” Jao stressed.
“The journey and the process, it’s the most enjoyable part. Because just like our concert last year, in ‘Dagundong’ last year. So, we already went through and experienced the tiredness, the blood, sweat, and tears. But I think, we’re ready and we can do it. There’s pressure, but it’s a good pressure that we can push ourselves to the top,” Mo added.

FIVE SONGS FOR THE HOPELESS ROMANTICS
By Abigail Adriatico
ONE of the things that is considered a universal experience among everyone is having feelings for a special someone. Regardless of the reason behind liking that person, most people know what it’s like to feel the urge to smile at the sight of your crush and have your heart skip a beat when they smile back at you.
While having a crush doesn’t necessarily mean you’d want to be in a relationship with them, some people who do can only move forward if they find it in themselves to let their feelings be heard. Here are a few songs that some hopeless romantics can relate to as they gather the courage to express how they really feel.
“Tingin” by Cup of Joe and Janine Teñoso While the song’s music video shows how it can also be interpreted in various ways, the collaboration between pop rock band Cup of Joe and singer-songwriter Janine Teñoso explores how one’s feelings for another person can leave them to ignore what the world around them may say as they strive to focus on them no matter what.
“Miss, Miss” by Rob Deniel Known for his retro melodic bops, singer-songwriter Rob Deniel talks about desperately yearning for that special person in “Miss, Miss,” which can also be seen in its official music video where he goes around town in search of the girl of his dreams while encountering couples deeply in-love with each other, hoping that he would experience what they have too.
“MINE” by CHNDTR For those who found themselves in love with someone they least expected and struggle to share their true feelings, they might find punk pop band CHNDTR’s “MINE” painfully relatable. The song explores the pressing feeling of wanting to be noticed by the one they like and have their love be reciprocated.
“Tila Tala” by syd hartha Having a crush doesn’t al ways mean you’ll be in a relationship after confessing your feelings because some times there are circumstances that can’t be avoided. Singer-songwriter syd hartha’s acoustic ballad “Tila Tala” encapsulates this further as the song looks into the frustrations of someone who bears strong feelings for another person that they can’t have.
“Ikot” by Over October While having a crush often leaves one thinking about that special person all day, indie rock band Over October’s “Ikot” captures what it’s like to be in love with someone and have thoughts of them constantly rule your heart and mind while also hoping that one day your feelings for them will be reciprocated.

SM SCHOLARS RECLAIM THEIR FUTURE THROUGH EDUCATION
ELEVEN years ago, Typhoon Yolanda devastated the Philippines, leaving a trail of destruction in its wake. The hardest-hit area, Tacloban City, was a symbol of the storm’s catastrophic power. Yet amid the devastation, a group of young survivors found a beacon of hope through education, their path to recovery shaped by the SM Foundation College Scholarship program.
For these survivors, the scholarship was more than just financial support. It became a lifeline—allowing them to rise from the rubble, rebuild their lives, and transform tragedy into triumph. With the foundation of education, these scholars now stand as symbols of resilience, their stories offering hope to others facing adversity.
Mark Vincent Fuentes, a Bachelor of Science in Accounting Technology graduate, was one of the first to receive the SM scholarship after Yolanda. He vividly recalls his family’s struggle to survive in the aftermath of the typhoon. With limited access to food, clean water, and basic shelter, the immediate challenges were clear. Yet the emotional scars left by the storm were even more enduring.
“The trauma lingered,” Mark says. “Whenever heavy rain fell, I’d feel a wave of fear come over me, remembering that day. Nights were the hardest—I would lie awake, terrified another storm might come. The fear was real, even when we were safe.”
Despite these challenges, Mark found solace in the SM Foundation scholarship. “It wasn’t just financial help,” he explains. “It gave me a sense of community. We helped each other through

the tough times, offering emotional and academic support. We became a family with a shared dream—one that extended beyond survival.”
Jessica Tacuyo a graduate of Bachelor of Science in Accountancy, faced similar hardships. After Yolanda destroyed their home, Jessica’s family had to rely on neighbors for meals, and clean water was scarce. “If we couldn’t find bottled water, we’d boil water from a leaking pipe on the street,” she recalls.
Despite the odds, Jessica pressed on, and today, she is an accounting professional. Her education allows her to manage her family’s finances, support their farmland, and invest in her nieces and nephews’ education.
Similarly, Jessabelle de Paz Animos, another SM Scholar who earned a degree in Accounting Technology, describes the scholarship as a “lifeline.” “The SM scholarship

THE Andrea O. Veneracion Sing Philippines Youth Choir (SPYC), under the leadership of Mark Anthony Carpio , earned fourth place in both the Polyphony and Folklore categories at the 55th Tolosako Abesbatza Lehiaketa (Tolosa Choral Competition) in Basque, Spain, on Oct. 31. Competing against 16 countries, the choir captivated audiences with a diverse performance that earned applause from the international crowd. This achievement adds to the SPYC’s international successes, including 2nd Prize and Gold Diplomas at the 2022 Busan International Choral Festival. The SPYC, founded in 2014, promotes Filipino culture and musical excellence through choral
music. They have trained choristers from 56 communities nationwide, fulfilling National Artist Andrea O. Veneracion’s vision of a unified nation through song.
Since 1969, the Tolosa Choral Competition has brought together the world’s best choirs, fostering cultural exchange and showcasing the musical traditions of the Basque Country. The SPYC also performed in European goodwill concerts, reaching over 3,000 audiences across Spain and Portugal. Their participation was organized by the Cultural Center of the Philippines, the AOV Sing Philippines Foundation, and the Tolosa Choral Contest, with support from PAGCOR and Newport World Resorts.
wasn’t just financial aid; it gave me access to resources that eased the burden on my family. It allowed me to focus on my studies and allowed me to grow as a person, not just a student,” she says.
For Engr. Dian Agner, who pursued Civil Engineering, returning to school after the typhoon was a challenge.
“We lost almost everything—our livelihood, our home,” Dian recalls.
“Classes resumed months after the typhoon, and some of my classmates didn’t make it. The cost of basic items tripled, and money had little value.”
Now an engineer, Dian uses her education to support her family. She helps send her sister to college, and together with her mother, they are saving to open the first bakery in their barangay.
“I can now afford to provide essentials like food and electricity, which were once out of reach. I also help fund my sibling’s education, and she just passed her board exam on the first try,” Dian shares.
Today, these scholars support their families and show how education helps people rebuild their lives and inspire their communities.
